2020年(nian),新一輪電(dian)(dian)力體(ti)制(zhi)改革(ge)進(jin)入(ru)第五個年(nian)頭(tou),依(yi)照我國建立“有(you)(you)法可依(yi)、政企分開、主體(ti)規(gui)范(fan)、交易公(gong)平、價(jia)(jia)格合(he)理、監管有(you)(you)效”的市場體(ti)制(zhi)改革(ge)目標,2019年(nian)12月份(fen)以(yi)來,國家發改委、國家能源局連續發文,文件涉及區域、省級電(dian)(dian)網(wang)輸配電(dian)(dian)價(jia)(jia)核定、電(dian)(dian)網(wang)公(gong)平開放監管、電(dian)(dian)網(wang)企業(ye)全額(e)保障性(xing)收購可再(zai)生(sheng)能源等領域,我國電(dian)(dian)網(wang)側改革(ge)力度再(zai)次加碼。
2019年以來(lai)(lai),我國電網(wang)(wang)側(ce)市(shi)場化改(gai)革穩步(bu)推(tui)進,輸配電價、增量(liang)配網(wang)(wang)、電力交易中心股(gu)份制改(gai)造、售電市(shi)場開放(fang)等領域均獲(huo)得突破,政策基礎完(wan)善。2020年,我國電網(wang)(wang)側(ce)電力市(shi)場化改(gai)革迎來(lai)(lai)多方機遇期,各(ge)電力企業(ye)應充(chong)分利用改(gai)革機遇窗(chuang)口期,探索發展(zhan)模(mo)式(shi),升級轉型,實現自身經濟效益和(he)社會效益的雙贏。
2019年我國電網側市場化改革進展情況
2019年,我(wo)國電網側(ce)市場化改革(ge)穩步(bu)推進,取得四方面突破,為2020年改革(ge)打(da)下(xia)了良好的(de)基礎。
突破一:輸配電價成本監審制度進一步細化
隨著上(shang)一輪省級電網輸(shu)配(pei)電價(jia)核定(ding)時間到期(qi),新一輪輸(shu)配(pei)電價(jia)成(cheng)(cheng)(cheng)本監審(shen)(shen)(shen)啟動(dong)。2019年(nian)5月24日,國家(jia)發改委、國家(jia)能(neng)源局印發《輸(shu)配(pei)電定(ding)價(jia)成(cheng)(cheng)(cheng)本監審(shen)(shen)(shen)辦法(fa)》對2015年(nian)制定(ding)的(de)《輸(shu)配(pei)電定(ding)價(jia)成(cheng)(cheng)(cheng)本監審(shen)(shen)(shen)辦法(fa)(試行)》進行了17條修(xiu)訂。綜合分析,具(ju)體修(xiu)改主要集中在(zai)成(cheng)(cheng)(cheng)本監審(shen)(shen)(shen)約束(shu)、輸(shu)配(pei)電定(ding)價(jia)成(cheng)(cheng)(cheng)本分類及審(shen)(shen)(shen)核方法(fa)、監審(shen)(shen)(shen)規(gui)范(fan)化(hua)3方面。
2020年(nian)2月5日,國(guo)家(jia)發(fa)改委印發(fa)《省級(ji)電(dian)(dian)網(wang)輸(shu)(shu)配(pei)電(dian)(dian)價(jia)(jia)定(ding)價(jia)(jia)辦(ban)法》、《區域電(dian)(dian)網(wang)輸(shu)(shu)電(dian)(dian)價(jia)(jia)格定(ding)價(jia)(jia)辦(ban)法》,對2016年(nian)《省級(ji)電(dian)(dian)網(wang)輸(shu)(shu)配(pei)電(dian)(dian)價(jia)(jia)定(ding)價(jia)(jia)辦(ban)法(試(shi)行(xing))》、2017年(nian)《區域電(dian)(dian)網(wang)輸(shu)(shu)電(dian)(dian)價(jia)(jia)格定(ding)價(jia)(jia)辦(ban)法(試(shi)行(xing))》進行(xing)修訂。分析顯示,新一(yi)輪輸(shu)(shu)配(pei)電(dian)(dian)價(jia)(jia)成本監(jian)審更加科(ke)學、細化(hua),有(you)效(xiao)抑制電(dian)(dian)網(wang)過度投資,對于電(dian)(dian)網(wang)側降低(di)電(dian)(dian)力成本、理順價(jia)(jia)格形成機制,都(dou)將起到重要助推作用。
突破二:增量配電網改革雖一波三折但重點項目紛紛落地
我國(guo)增(zeng)量配(pei)網(wang)改(gai)革(ge)穩步推進(jin)。2019年(nian)初,國(guo)家發(fa)改(gai)委(wei)、國(guo)家能(neng)源(yuan)局(ju)(ju)發(fa)布《關于(yu)進(jin)一(yi)步推進(jin)增(zeng)量配(pei)電(dian)業務(wu)改(gai)革(ge)的(de)通知》。6月(yue)份,國(guo)家發(fa)改(gai)委(wei)公(gong)布第(di)四(si)批(pi)增(zeng)量配(pei)電(dian)業務(wu)改(gai)革(ge)試點(dian)名單,10月(yue)份,第(di)五批(pi)增(zeng)量配(pei)電(dian)業務(wu)改(gai)革(ge)試點(dian)開(kai)始申報,截止(zhi)日(ri)期為2019年(nian)12月(yue)31日(ri)。國(guo)家能(neng)源(yuan)局(ju)(ju)各派出機(ji)構(gou)(gou)提(ti)升了核發(fa)電(dian)力業務(wu)許可證(zheng)(供電(dian)類(lei))步伐,其(qi)中南(nan)方能(neng)源(yuan)監(jian)管局(ju)(ju)、華中能(neng)源(yuan)監(jian)管局(ju)(ju)、東北能(neng)源(yuan)監(jian)管局(ju)(ju)派出機(ji)構(gou)(gou),降(jiang)低審批(pi)流程(cheng),提(ti)升效(xiao)率(lv),保證(zheng)增(zeng)量配(pei)網(wang)試點(dian)穩步推進(jin)。為很多省(sheng)份增(zeng)量配(pei)電(dian)網(wang)頒發(fa)首張電(dian)力業務(wu)許可證(zheng)(供電(dian)類(lei))。
中(zhong)電(dian)(dian)(dian)傳媒(mei)電(dian)(dian)(dian)力傳媒(mei)數據研發中(zhong)心(xin)統計顯示:截至目前,全國(guo)分四(si)批次明(ming)確(que)了380個(ge)試點(dian)(dian)。現有(you)試點(dian)(dian)的規(gui)劃(hua)編制(zhi)、業主確(que)定、供電(dian)(dian)(dian)范圍(wei)、行政許(xu)可、售(shou)電(dian)(dian)(dian)牌照等重要(yao)節點(dian)(dian)進(jin)度(du)各異。已有(you)202個(ge)試點(dian)(dian)項(xiang)目完成(cheng)規(gui)劃(hua)編制(zhi),233個(ge)試點(dian)(dian)項(xiang)目完成(cheng)業主優選,130個(ge)試點(dian)(dian)項(xiang)目確(que)定供電(dian)(dian)(dian)范圍(wei),106個(ge)試點(dian)(dian)項(xiang)目取得(de)電(dian)(dian)(dian)力業務許(xu)可證(供電(dian)(dian)(dian)類),75家業主單位注(zhu)冊(ce)成(cheng)為售(shou)電(dian)(dian)(dian)公司。
2019年我(wo)國(guo)增(zeng)量(liang)配(pei)網(wang)改革一波(bo)三折。一方面(mian)增(zeng)量(liang)配(pei)電(dian)(dian)網(wang)重點(dian)項(xiang)目相繼(ji)落地,重慶兩江新區220千伏(fu)觀音堂變(bian)電(dian)(dian)站、安徽眾益售電(dian)(dian)公(gong)司投資興建的110千伏(fu)興盛變(bian)電(dian)(dian)站增(zeng)量(liang)配(pei)電(dian)(dian)網(wang)項(xiang)目投運,打開(kai)了(le)增(zeng)量(liang)配(pei)電(dian)(dian)網(wang)改革新的局面(mian);另(ling)一方面(mian),社會投資主體(ti)積極(ji)性(xing)不足,部分投資主體(ti)相繼(ji)退出,24個全國(guo)增(zeng)量(liang)配(pei)電(dian)(dian)網(wang)試點(dian)項(xiang)目項(xiang)目被國(guo)家發(fa)改委取消(xiao)。
突破三:電力交易中心股份制改造啟動
依照《關(guan)于進一(yi)步深化電(dian)力(li)體制改(gai)(gai)革的(de)(de)若干意見(中(zhong)(zhong)(zhong)發(fa)〔2015〕9號)文》要求,電(dian)力(li)體制改(gai)(gai)革推進電(dian)力(li)交(jiao)易機(ji)構相對獨(du)立(li),規范運行,2019年,我國電(dian)力(li)交(jiao)易中(zhong)(zhong)(zhong)心(xin)啟動全面股份制改(gai)(gai)造。中(zhong)(zhong)(zhong)電(dian)傳媒(mei)電(dian)力(li)傳媒(mei)數據研發(fa)中(zhong)(zhong)(zhong)心(xin)統計顯示(shi),我國34個電(dian)力(li)交(jiao)易中(zhong)(zhong)(zhong)心(xin),電(dian)網企業獨(du)資的(de)(de)占25個,采用(yong)股份制的(de)(de)僅(jin)為9個。9家混改(gai)(gai)的(de)(de)交(jiao)易中(zhong)(zhong)(zhong)心(xin)中(zhong)(zhong)(zhong),除了(le)國家電(dian)網、南方電(dian)網外,華(hua)能(neng)集團和華(hua)潤(run)集團股份份額(e)最大。
突破四:售電市場全面放開經營性電力用戶發用電計劃
2019年我國(guo)售電(dian)(dian)(dian)市場放開(kai)(kai)步伐(fa)全面加速。6月22日,國(guo)家發改委(wei)發布了《關于全面放開(kai)(kai)經營(ying)性(xing)電(dian)(dian)(dian)力(li)用(yong)戶發用(yong)電(dian)(dian)(dian)計劃有關要求的(de)通知》。文(wen)件稱,全面放開(kai)(kai)經營(ying)性(xing)電(dian)(dian)(dian)力(li)用(yong)戶發用(yong)電(dian)(dian)(dian)計劃,支持中小(xiao)用(yong)戶參與市場化交(jiao)易。
經(jing)營性(xing)電(dian)力(li)(li)用(yong)戶(hu)的(de)范疇(chou)是除城(cheng)鄉(xiang)居(ju)民生活(huo)用(yong)電(dian)、公共(gong)服務及管理組織、農林牧(mu)漁等行業(ye)電(dian)力(li)(li)用(yong)戶(hu)以及電(dian)力(li)(li)生產所必需的(de)廠用(yong)電(dian)和線損之(zhi)外,其他大工業(ye)和一般工商業(ye)電(dian)力(li)(li)用(yong)戶(hu)。
2019下(xia)半年,各省(sheng)紛紛出臺(tai)相關舉。中電傳媒電力(li)傳媒數據研發中心統計(ji)顯(xian)示(shi),截至(zhi)目前,我國(guo)已(yi)經有云南、湖南、河北南網、陜西、冀(ji)北、重慶、新疆、湖北、遼寧和吉林、寧夏、貴州15省(sheng)區(qu)市宣布(bu)全面放開經營(ying)性電力(li)用戶(hu)發用電計(ji)劃。
2020年我國電網側市場化改革趨勢
趨勢一:電力交易中心獨立步伐提速
2020年(nian),國家電(dian)(dian)網(wang)轄區(qu)內電(dian)(dian)力(li)交易(yi)中(zhong)心(xin)股(gu)份制改革將進一步(bu)提(ti)(ti)速。年(nian)初以來,天津、江蘇(su)、遼寧(ning)、湖南、山(shan)東(dong)、吉林(lin)電(dian)(dian)力(li)交易(yi)中(zhong)心(xin)已(yi)經啟動增(zeng)資(zi)擴股(gu)措施。預計,2020年(nian),電(dian)(dian)力(li)交易(yi)中(zhong)心(xin)股(gu)份制改革范圍將進一步(bu)擴大,并逐步(bu)覆蓋全(quan)(quan)國,電(dian)(dian)力(li)交易(yi)中(zhong)心(xin)獨立(li)步(bu)伐全(quan)(quan)面提(ti)(ti)速。
趨勢二:增量配電網試點建設步伐加快
截至2019年(nian)12月31日,我(wo)國第五(wu)(wu)批(pi)(pi)增量(liang)配(pei)電(dian)(dian)(dian)網試(shi)點(dian)(dian)申報(bao)工作結束,2020年(nian),國家(jia)發改委(wei)將(jiang)公布第五(wu)(wu)批(pi)(pi)試(shi)點(dian)(dian)名單,鑒于前四批(pi)(pi)進展情況,第五(wu)(wu)批(pi)(pi)數量(liang)和范圍或將(jiang)縮小,但國家(jia)能(neng)源(yuan)局核發電(dian)(dian)(dian)力業務許可證(供電(dian)(dian)(dian)類)步伐將(jiang)大幅度提升。2018年(nian)以來,對(dui)于增量(liang)配(pei)電(dian)(dian)(dian)網改革,遼(liao)寧(ning)、浙江、江西(xi)、山(shan)東、河南(nan)、四川六(liu)省(sheng)先后(hou)成為國家(jia)發改委(wei)約談(tan)對(dui)象(xiang),2020年(nian),國家(jia)發改委(wei)對(dui)增量(liang)配(pei)電(dian)(dian)(dian)網改革敦促力度將(jiang)增大。
趨勢三:全面放開經營性電力用戶發用電計劃
經營性(xing)電(dian)(dian)(dian)(dian)(dian)力(li)用戶發用電(dian)(dian)(dian)(dian)(dian)計(ji)劃全(quan)面放開(kai)省份將(jiang)逐步覆蓋全(quan)國,電(dian)(dian)(dian)(dian)(dian)力(li)市(shi)場化(hua)交(jiao)易(yi)電(dian)(dian)(dian)(dian)(dian)量占比(bi)全(quan)面提升(sheng)。2019年1-12月,全(quan)國電(dian)(dian)(dian)(dian)(dian)力(li)市(shi)場中(zhong)(zhong)長期電(dian)(dian)(dian)(dian)(dian)力(li)直接(jie)交(jiao)易(yi)電(dian)(dian)(dian)(dian)(dian)量合計(ji)為21771.4億(yi)千瓦時,占全(quan)社會用電(dian)(dian)(dian)(dian)(dian)量比(bi)重為30.1%。全(quan)國各(ge)電(dian)(dian)(dian)(dian)(dian)力(li)交(jiao)易(yi)中(zhong)(zhong)心組織開(kai)展的各(ge)類交(jiao)易(yi)電(dian)(dian)(dian)(dian)(dian)量合計(ji)為28344億(yi)千瓦時。2020年,受到(dao)經營性(xing)電(dian)(dian)(dian)(dian)(dian)力(li)用戶發用電(dian)(dian)(dian)(dian)(dian)計(ji)劃全(quan)面放開(kai)影響,我國電(dian)(dian)(dian)(dian)(dian)力(li)直接(jie)交(jiao)易(yi)電(dian)(dian)(dian)(dian)(dian)量額度必將(jiang)大幅度上升(sheng)。
趨勢四:電網投資效率將得到提升
2020年,隨著《輸配電(dian)(dian)定價(jia)成本監審辦(ban)(ban)法(fa)》《省級電(dian)(dian)網(wang)輸配電(dian)(dian)價(jia)定價(jia)辦(ban)(ban)法(fa)》《區域電(dian)(dian)網(wang)輸電(dian)(dian)價(jia)格(ge)定價(jia)辦(ban)(ban)法(fa)》全面實施(shi),新一輪電(dian)(dian)網(wang)輸配電(dian)(dian)價(jia)成本監審全面啟(qi)動,電(dian)(dian)力價(jia)格(ge)機(ji)制將得到進一步理順,電(dian)(dian)網(wang)投資效率提(ti)升,電(dian)(dian)網(wang)企業(ye)回歸(gui)事業(ye)屬性趨(qu)勢(shi)明(ming)顯(xian)。
我國電網側市場化改革意見與建議
◆建議一:電力體(ti)制改(gai)(gai)(gai)革(ge)(ge)事關(guan)經(jing)濟社會發展全(quan)局,黨中央要求既要改(gai)(gai)(gai)到位(wei),又要保(bao)穩定。決策層需要考慮電力體(ti)制改(gai)(gai)(gai)革(ge)(ge)與國企改(gai)(gai)(gai)革(ge)(ge)、市(shi)場(chang)經(jing)濟改(gai)(gai)(gai)革(ge)(ge)等方面的關(guan)系,發揮市(shi)場(chang)經(jing)濟效率的同時,兼(jian)顧國有資產保(bao)值(zhi)增值(zhi)與國家能(neng)源安全(quan)。推進電網側市(shi)場(chang)化改(gai)(gai)(gai)革(ge)(ge)要把(ba)握好進度、節(jie)奏和力度,充分考慮改(gai)(gai)(gai)革(ge)(ge)導(dao)致(zhi)的利(li)益(yi)調整(zheng)對市(shi)場(chang)主體(ti)的影(ying)響程度、深度和可承受度。
◆建議二:電(dian)(dian)網企業是這(zhe)一輪(lun)電(dian)(dian)力體(ti)制改革(ge)的重(zhong)要參與者(zhe),鼓勵(li)電(dian)(dian)網企業開展多模式探索,結合實際走自(zi)己的路(lu),保(bao)持(chi)改革(ge)定力,為(wei)電(dian)(dian)力市場改革(ge)托底,保(bao)障電(dian)(dian)力供應安全,為(wei)電(dian)(dian)力體(ti)制改革(ge)保(bao)駕護航。
