思考 | 避免重蹈美國得州大停電的20條建議

每一次美國、英國等西方電力市場化國家(其實也就是利益集團俱樂部平衡模式)的大停電,都會給國內改革發展過程中的電力系統以啟迪和借鑒。


為(wei)了不(bu)讓(rang)美(mei)國得州(zhou)大(da)停電事件在中(zhong)國重演,不(bu)使“十四五(wu)”規劃成為(wei)缺電規劃。在完善資源價格形(xing)成機制(zhi),建立(li)健全(quan)綠色低碳(tan)循環發(fa)展(zhan)的(de)經濟(ji)體系,統(tong)籌制(zhi)定2030年前碳(tan)排(pai)(pai)放(fang)達峰行動(dong)方案(an),使發(fa)展(zhan)建立(li)在高效利用資源、嚴格保(bao)護(hu)生態環境、有效控制(zhi)溫室氣體排(pai)(pai)放(fang)的(de)基礎上,推(tui)動(dong)我國綠色發(fa)展(zhan)邁上新(xin)臺階得以實現。使中(zhong)國電力系統(tong)行動(dong)方案(an)成為(wei)國內、國際(ji)同行和輿論支持的(de)達成共識的(de)方案(an)。提出以下建議(yi):


一、在電源規劃建設階段的審批和政策導向上


1.大力發展風力、太陽能發電。安排多發電量(liang),政治上可忽略不考慮電力,稀(xi)釋全電量(liang)碳占比。


2.義無(wu)反顧開發(fa)水電(dian)。能開發(fa)的(de)水利資源全面開發(fa)水力(li)發(fa)電(dian),同時(shi)保護(hu)生態(tai)環境。一江春水向東流(liu),流(liu)的(de)都是煤和(he)油,資源的(de)唯(wei)一性利用(yong)。


3.量力而(er)行發展核能、天(tian)然(ran)(ran)氣(qi)發電(dian)。核電(dian)是發展的技術。謹(jin)記天(tian)然(ran)(ran)氣(qi)國際供應的依賴性(xing)和(he)脆弱(ruo)性(xing),天(tian)然(ran)(ran)氣(qi)發電(dian)是確保天(tian)然(ran)(ran)氣(qi)采掘、傳輸、存儲的蓄水池,發電(dian)是次而(er)又(you)次的作(zuo)用(yong)。


4.全(quan)面推行火電等容量舊機組(zu)換新(xin)機組(zu),適當新(xin)增煤電裝機。確保年度火力發(fa)電量同比下降的(de)同時(shi),也要與全(quan)口徑(jing)全(quan)電量保持可(ke)調節比例不降低。必需(xu)確保人民生活和國民經濟發(fa)展用電極端應急兜底保障。因(yin)此,不能停建火電。


二、在電網的建設上


5.建設和形(xing)成一張國(guo)家級(ji)的全覆蓋的形(xing)成南(nan)北互濟、東西互補(bu)的特高(gao)壓交直(zhi)流混聯大電網(wang)。點贊及時和果斷出臺“十三五”補(bu)強工程(cheng)閩粵直(zhi)流聯網(wang)等(deng)工程(cheng)。


6.電化學儲能(neng)視價格、技(ji)術(shu)發展、成(cheng)本接受和疏導(dao)渠道而隨其自然(ran),不宜拔高(gao)。


三、在電力系統運行調節與控制上


7.優先消納風力、太陽能(neng)發電量。


8.加大調節性(xing)綜合利(li)用水力(li)發(fa)電(dian)。


9.支(zhi)撐(cheng)核能(neng)、天然氣發(fa)電。


10.盡可能減少安(an)(an)排(pai)火(huo)力(li)發電量,火(huo)力(li)發電從技(ji)術(shu)上僅(jin)僅(jin)是安(an)(an)全穩定(ding)運行的(de)保障,和電力(li)供應安(an)(an)全的(de)托底。


四、在電力市場設計和運營上


11.全面(mian)實行風力、太陽能發電量全口徑市場化價格競價交易,退坡補貼。


12.加(jia)大價差引(yin)導水電(dian)基荷發電(dian),和日、周、月參與電(dian)網運行(xing)調節。


13.核電必須承擔調峰輔助服務,市場化(hua)補貼其他調峰手段。


14.定性火(huo)(huo)電(dian)由常(chang)規電(dian)源整體轉變為(wei)電(dian)力系統調(diao)解(jie)電(dian)源定位(wei),在電(dian)力市場各個交易品類(lei)中提升火(huo)(huo)電(dian)價格,補償火(huo)(huo)電(dian)作為(wei)調(diao)節電(dian)源的閑置(zhi)成本。


五、在學術研究和科普輿論引導上


15.說(shuo)清楚(chu)ΔP的(de)(de)極端重要(yao)性(在數學(xue)或者物理學(xue)中(zhong)(zhong)大(da)寫的(de)(de)Δ用(yong)來表示(shi)(shi)增量符號。而小(xiao)寫δ通(tong)常在高等數學(xue)中(zhong)(zhong)用(yong)于(yu)表示(shi)(shi)變量)任(ren)何一(yi)次大(da)停電(dian)(dian)(dian)都(dou)不(bu)是(shi)缺額巨大(da)引發(fa)(fa),占(zhan)比不(bu)至于(yu)出現20%甚(shen)至低(di)于(yu)5%的(de)(de)缺額都(dou)不(bu)到,就(jiu)引起了(le)巨大(da)社會(hui)災(zai)難和輿論響應。恰如高考競爭不(bu)是(shi)60分(fen)以下成績的(de)(de)競爭,是(shi)最后最高分(fen)段的(de)(de)淘汰。裝機容量不(bu)等于(yu)、區別(bie)于(yu)實際(ji)發(fa)(fa)電(dian)(dian)(dian)供應量。此時此刻(ke)平時得(de)(de)州發(fa)(fa)電(dian)(dian)(dian)量的(de)(de)一(yi)半(50%)以上,來自美國特別(bie)是(shi)得(de)(de)州流行的(de)(de)天(tian)然氣發(fa)(fa)電(dian)(dian)(dian)廠(chang),這(zhe)也是(shi)近年來美國頁巖油、頁巖氣革(ge)命的(de)(de)成果。風(feng)(feng)(feng)力(li)和太陽能(neng)發(fa)(fa)電(dian)(dian)(dian)僅占(zhan)20%,其中(zhong)(zhong)風(feng)(feng)(feng)能(neng)只(zhi)占(zhan)13%,太陽能(neng)7%。另外,煤(mei)炭發(fa)(fa)電(dian)(dian)(dian)占(zhan)20%、核(he)能(neng)占(zhan)約(yue)10%。似乎是(shi)風(feng)(feng)(feng)能(neng)和太陽能(neng)發(fa)(fa)電(dian)(dian)(dian)只(zhi)占(zhan)得(de)(de)州電(dian)(dian)(dian)力(li)的(de)(de)20%左右,遠不(bu)是(shi)這(zhe)次供電(dian)(dian)(dian)問題的(de)(de)唯(wei)一(yi)罪魁禍首。但這(zhe)次這(zhe)個20%出了(le)問題,未來大(da)力(li)發(fa)(fa)展的(de)(de)關鍵時刻(ke)趴下了(le),問題就(jiu)嚴重了(le)。還是(shi)間歇性風(feng)(feng)(feng)光電(dian)(dian)(dian)源冰凍,或極寒(han)無(wu)風(feng)(feng)(feng)為主(zhu)誘因。

2020年,全社會(hui)用電(dian)量75110億千(qian)瓦(wa)時,同比(bi)增(zeng)長(chang)3.1%。分電(dian)源(yuan)供應看,火力發電(dian)量XXX億千(qian)瓦(wa)時,占比(bi)XX%,同比(bi)降低10.2%;


風力發電(dian)量(liang)(liang)XXX億(yi)千瓦時(shi),同比(bi)提(ti)高(gao)20%;水電(dian)發電(dian)量(liang)(liang)XXX億(yi)千瓦時(shi),同比(bi)提(ti)高(gao)15%;太陽能發電(dian)量(liang)(liang)XXX億(yi)千瓦時(shi),同比(bi)提(ti)高(gao)10.2%;核電(dian)發電(dian)量(liang)(liang)XXX億(yi)千瓦時(shi),同比(bi)提(ti)高(gao)9%。


17.說清(qing)楚電(dian)源(yuan)的(de)(de)性(xing)質(zhi)和特點(dian)。此(ci)次板子(zi)要打在(zai)美國似乎運行最純熟的(de)(de)天(tian)然(ran)氣體(ti)系身(shen)上,作為亞熱帶地區(qu)的(de)(de)得州(zhou),缺乏預(yu)防控制(zhi)天(tian)然(ran)氣冰(bing)堵(du)的(de)(de)意識,在(zai)早(zao)已(yi)發出(chu)的(de)(de)大寒潮預(yu)警中(zhong),缺乏天(tian)然(ran)氣濕度控制(zhi)去除(chu)設備,也缺乏預(yu)防管(guan)道冰(bing)堵(du)的(de)(de)監(jian)控措施(shi)。最終導致在(zai)寒潮中(zhong),天(tian)然(ran)氣管(guan)網被冰(bing)堵(du)中(zhong)斷。說清(qing)楚中(zhong)國天(tian)然(ran)氣關鍵(jian)時刻(ke)的(de)(de)供應更(geng)加脆弱。


18.不要污名化火電(dian)(dian)(dian)(dian)(dian)。因發(fa)電(dian)(dian)(dian)(dian)(dian)穩定(ding)而(er)經常(chang)(chang)充當“壓艙石”的(de)煤(mei)(mei)電(dian)(dian)(dian)(dian)(dian)在(zai)得(de)(de)州的(de)占(zhan)比已經降至13.8%。一片冰封(feng)之(zhi)下,煤(mei)(mei)電(dian)(dian)(dian)(dian)(dian)正常(chang)(chang)運轉應該(gai)是電(dian)(dian)(dian)(dian)(dian)源類別中影(ying)響最(zui)小的(de)。2020年,得(de)(de)州風力發(fa)電(dian)(dian)(dian)(dian)(dian)首次超過(guo)(guo)煤(mei)(mei)電(dian)(dian)(dian)(dian)(dian),而(er)在(zai)全(quan)美,煤(mei)(mei)電(dian)(dian)(dian)(dian)(dian)在(zai)總發(fa)電(dian)(dian)(dian)(dian)(dian)中的(de)占(zhan)比降至24%。長期以來,對于狂飆突(tu)進的(de)風電(dian)(dian)(dian)(dian)(dian),得(de)(de)州不僅毫無警惕,反而(er)盲(mang)目樂觀——該(gai)州的(de)項(xiang)目開發(fa)商甚(shen)至建議未來接入(ru)電(dian)(dian)(dian)(dian)(dian)網的(de)新(xin)一代(dai)發(fa)電(dian)(dian)(dian)(dian)(dian)設施中,風能(neng)、太陽能(neng)以及大容量儲能(neng)電(dian)(dian)(dian)(dian)(dian)池要占(zhan)到95%。不過(guo)(guo),此次大停電(dian)(dian)(dian)(dian)(dian)后,相信得(de)(de)州乃至全(quan)美對新(xin)能(neng)源發(fa)展會有(you)更(geng)加客觀、清醒的(de)認識。


19.堅持統一調度(du)、分級管(guan)理。沒(mei)有(you)統一電(dian)力(li)調度(du),就沒(mei)有(you)真(zhen)正意義上的(de)國家電(dian)網(wang)(wang)。在互聯的(de)大(da)電(dian)網(wang)(wang)中,得(de)(de)州這(zhe)樣“省級電(dian)網(wang)(wang)”出現了(le)供(gong)應問題(ti),并非沒(mei)有(you)辦(ban)法挽(wan)救。因(yin)為,可以(yi)通過國家一級的(de)電(dian)力(li)調度(du)來及時調劑余(yu)缺、相(xiang)互支援。躊躇滿志的(de)ERCOT甫一成立就將得(de)(de)州電(dian)力(li)公司一拆為四,而在全(quan)美,則陸續誕生了(le)3000多家電(dian)力(li)企業,包括(kuo)私營企業、聯邦(bang)公營、市(shi)政(zheng)公司、電(dian)力(li)合(he)作社等,大(da)多各自為戰(zhan)。一方面(mian)是全(quan)球(qiu)唯一超(chao)級大(da)國、能源消(xiao)耗第一大(da)國,一方面(mian)是山(shan)頭(tou)林立、松散連接的(de)美國電(dian)網(wang)(wang),這(zhe)其中蘊(yun)含的(de)巨大(da)風險早已被有(you)識之士所(suo)察覺。而非我們所(suo)需要的(de)綜合(he)、協調的(de)全(quan)國性電(dian)網(wang)(wang)。


沒有(you)(you)真正意(yi)(yi)義上的(de)國(guo)家(jia)電(dian)(dian)(dian)網(wang),沒有(you)(you)自上而下的(de)統(tong)一(yi)電(dian)(dian)(dian)力(li)調度,所以,面(mian)對“省(sheng)級電(dian)(dian)(dian)網(wang)”大(da)(da)停(ting)電(dian)(dian)(dian),即(ji)便(bian)是總統(tong)也只(zhi)能宣布該(gai)州進(jin)入(ru)緊(jin)急狀態(tai),而無(wu)電(dian)(dian)(dian)可(ke)救。這一(yi)點,在2020年的(de)加(jia)州大(da)(da)停(ting)電(dian)(dian)(dian)中已(yi)經暴露(lu)無(wu)遺。缺乏統(tong)一(yi)調度的(de)電(dian)(dian)(dian)力(li)市場,讓加(jia)州千金難買一(yi)度電(dian)(dian)(dian)——高溫高負荷下,鄰(lin)近各州也表示“沒有(you)(you)余糧”,不愿意(yi)(yi)賣電(dian)(dian)(dian)。由(you)此可(ke)見(jian),面(mian)對危機,沒有(you)(you)統(tong)一(yi)、互聯的(de)大(da)(da)電(dian)(dian)(dian)網(wang),就無(wu)法有(you)(you)效應對、跨區域支援。如果一(yi)國(guo)之內(nei),電(dian)(dian)(dian)網(wang)多而不強、強而不聯,勢必(bi)會產生重大(da)(da)隱(yin)患。


20.電(dian)(dian)(dian)力市場是(shi)調節,不(bu)(bu)(bu)是(shi)保(bao)障,更不(bu)(bu)(bu)是(shi)兜底保(bao)證供應的靈丹(dan)(dan)妙藥。近日(ri)得(de)(de)州(zhou)電(dian)(dian)(dian)網實時批發市場價格(ge)(ge)一度攀(pan)升(sheng)至(zhi)每兆瓦時1.1萬美元(yuan),而平時,得(de)(de)州(zhou)電(dian)(dian)(dian)價每兆瓦時不(bu)(bu)(bu)到(dao)100美元(yuan)。目前部(bu)分居民(min)每日(ri)電(dian)(dian)(dian)費接近3000元(yuan)。一方面(mian)極度缺(que)電(dian)(dian)(dian),一方面(mian)是(shi)價格(ge)(ge)奇高(gao),電(dian)(dian)(dian)力市場并(bing)不(bu)(bu)(bu)是(shi)兜底的靈丹(dan)(dan)妙藥。
