為(wei)貫徹落實(shi)(shi)黨(dang)中央、國務(wu)院關于進(jin)(jin)一步深化電(dian)(dian)力體制(zhi)改(gai)(gai)革(ge)和價(jia)(jia)(jia)格機(ji)制(zhi)改(gai)(gai)革(ge)的(de)決策部署,持續推(tui)進(jin)(jin)電(dian)(dian)價(jia)(jia)(jia)改(gai)(gai)革(ge),進(jin)(jin)一步提升(sheng)輸(shu)(shu)(shu)配電(dian)(dian)價(jia)(jia)(jia)核(he)定(ding)的(de)規范性、合理性,完善(shan)輸(shu)(shu)(shu)配電(dian)(dian)價(jia)(jia)(jia)定(ding)價(jia)(jia)(jia)機(ji)制(zhi),近日,國家發展(zhan)改(gai)(gai)革(ge)委在深入總結(jie)第一監管周期輸(shu)(shu)(shu)配電(dian)(dian)價(jia)(jia)(jia)改(gai)(gai)革(ge)實(shi)(shi)踐(jian),積極借鑒國際輸(shu)(shu)(shu)配電(dian)(dian)價(jia)(jia)(jia)監管經驗的(de)基礎上,修訂出(chu)臺了《省(sheng)級電(dian)(dian)網輸(shu)(shu)(shu)配電(dian)(dian)價(jia)(jia)(jia)定(ding)價(jia)(jia)(jia)辦(ban)法》和《區域(yu)電(dian)(dian)網輸(shu)(shu)(shu)電(dian)(dian)價(jia)(jia)(jia)格定(ding)價(jia)(jia)(jia)辦(ban)法》。
《省級電(dian)網(wang)(wang)(wang)(wang)輸(shu)配電(dian)價(jia)(jia)定價(jia)(jia)辦法》的(de)(de)修訂突出了四個方面:一是(shi)(shi)強(qiang)化(hua)(hua)(hua)了合理約(yue)(yue)束。通過(guo)設置效(xiao)率指標(biao)(biao)控制(zhi)(zhi)(zhi)新增投(tou)資、完善(shan)準(zhun)許收益(yi)(yi)率指標(biao)(biao)、嚴格認定可計提(ti)收益(yi)(yi)的(de)(de)有效(xiao)資產(chan)、壓縮營運資本等(deng)(deng),進(jin)一步強(qiang)化(hua)(hua)(hua)對電(dian)網(wang)(wang)(wang)(wang)企業(ye)的(de)(de)合理約(yue)(yue)束。二(er)是(shi)(shi)細化(hua)(hua)(hua)了核價(jia)(jia)范圍。明確(que)省級電(dian)網(wang)(wang)(wang)(wang)輸(shu)配電(dian)價(jia)(jia)與區域電(dian)網(wang)(wang)(wang)(wang)輸(shu)電(dian)價(jia)(jia)格的(de)(de)邊界、省內用戶(hu)和“網(wang)(wang)(wang)(wang)對網(wang)(wang)(wang)(wang)”省外購電(dian)用戶(hu)對省級電(dian)網(wang)(wang)(wang)(wang)準(zhun)許收入(ru)的(de)(de)分擔責任等(deng)(deng),以(yi)體現(xian)“誰受益(yi)(yi)、誰負擔”的(de)(de)原(yuan)則,提(ti)供合理過(guo)網(wang)(wang)(wang)(wang)費信號。三是(shi)(shi)優(you)化(hua)(hua)(hua)了電(dian)價(jia)(jia)結(jie)(jie)構(gou)。明確(que)分電(dian)壓等(deng)(deng)級輸(shu)配電(dian)價(jia)(jia)的(de)(de)計算(suan)公式、準(zhun)許成本和準(zhun)許收益(yi)(yi)歸集(ji)、分攤的(de)(de)方法,以(yi)及(ji)兩部(bu)制(zhi)(zhi)(zhi)電(dian)價(jia)(jia)構(gou)成等(deng)(deng),以(yi)提(ti)升輸(shu)配電(dian)價(jia)(jia)結(jie)(jie)構(gou)的(de)(de)科學性、可操作性。四是(shi)(shi)實化(hua)(hua)(hua)了監(jian)測制(zhi)(zhi)(zhi)度。建(jian)立準(zhun)許收入(ru)變化(hua)(hua)(hua)年度統計機制(zhi)(zhi)(zhi),健全電(dian)網(wang)(wang)(wang)(wang)企業(ye)定期信息報送制(zhi)(zhi)(zhi)度等(deng)(deng),強(qiang)化(hua)(hua)(hua)對輸(shu)配電(dian)價(jia)(jia)執行情況的(de)(de)跟(gen)蹤(zong)監(jian)測。
《區(qu)(qu)域(yu)(yu)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)輸電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)格(ge)(ge)定(ding)價(jia)(jia)辦法》的(de)(de)修訂強(qiang)調了(le)四(si)個“進(jin)一(yi)步(bu)(bu)”:一(yi)是進(jin)一(yi)步(bu)(bu)厘清了(le)定(ding)義(yi)范圍。明(ming)確(que)區(qu)(qu)域(yu)(yu)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)輸電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)格(ge)(ge)為區(qu)(qu)域(yu)(yu)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)運(yun)營區(qu)(qu)域(yu)(yu)共(gong)用網(wang)(wang)絡提供電(dian)(dian)(dian)(dian)(dian)量(liang)輸送(song)、系統安全、可(ke)靠性(xing)(xing)服務的(de)(de)價(jia)(jia)格(ge)(ge),以(yi)(yi)更清晰(xi)地反映區(qu)(qu)域(yu)(yu)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)的(de)(de)運(yun)行主體、物理范圍和(he)功能分類。二(er)是進(jin)一(yi)步(bu)(bu)明(ming)確(que)了(le)核(he)價(jia)(jia)原則。明(ming)確(que)區(qu)(qu)域(yu)(yu)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)輸電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)格(ge)(ge)核(he)定(ding),應(ying)堅持提升(sheng)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)效率、合理分攤(tan)成本(ben)、促(cu)進(jin)電(dian)(dian)(dian)(dian)(dian)力交易、嚴格(ge)(ge)規范政府定(ding)價(jia)(jia)行為,以(yi)(yi)為區(qu)(qu)域(yu)(yu)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)輸電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)格(ge)(ge)核(he)定(ding)提供遵循。三是進(jin)一(yi)步(bu)(bu)改進(jin)了(le)核(he)價(jia)(jia)方法。完善了(le)容量(liang)電(dian)(dian)(dian)(dian)(dian)費和(he)電(dian)(dian)(dian)(dian)(dian)量(liang)電(dian)(dian)(dian)(dian)(dian)費比(bi)例的(de)(de)計算方法,由采(cai)用物理指(zhi)標調整為采(cai)用成本(ben)指(zhi)標,以(yi)(yi)體現成本(ben)加成原則,增強(qiang)定(ding)價(jia)(jia)的(de)(de)準確(que)性(xing)(xing)和(he)可(ke)操作性(xing)(xing)。四(si)是進(jin)一(yi)步(bu)(bu)完善了(le)核(he)價(jia)(jia)公(gong)式。提出了(le)區(qu)(qu)域(yu)(yu)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)容量(liang)電(dian)(dian)(dian)(dian)(dian)費在區(qu)(qu)域(yu)(yu)內省級電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)間(jian)分攤(tan)的(de)(de)具體公(gong)式,并充(chong)分考(kao)慮京津唐電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)特殊性(xing)(xing),對華(hua)北電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)分攤(tan)公(gong)式作了(le)優化,提升(sheng)了(le)分攤(tan)的(de)(de)公(gong)平性(xing)(xing)、可(ke)操作性(xing)(xing)和(he)透明(ming)度。
《省(sheng)級電(dian)網輸(shu)配(pei)電(dian)價(jia)(jia)定(ding)價(jia)(jia)辦(ban)法》和《區(qu)域電(dian)網輸(shu)電(dian)價(jia)(jia)格定(ding)價(jia)(jia)辦(ban)法》的(de)修訂出臺,有利(li)于(yu)科(ke)學(xue)核定(ding)電(dian)網輸(shu)配(pei)電(dian)價(jia)(jia),為進(jin)一步(bu)深化(hua)輸(shu)配(pei)電(dian)價(jia)(jia)改革(ge)、擴大電(dian)力市(shi)場化(hua)交易奠定(ding)基(ji)礎(chu);有利(li)于(yu)促進(jin)電(dian)網企(qi)(qi)業(ye)加(jia)強內部管(guan)理、降本增(zeng)效,為降低(di)實體(ti)經(jing)濟(ji)用電(dian)成本創造條件;有利(li)于(yu)改進(jin)政府對電(dian)網企(qi)(qi)業(ye)的(de)價(jia)(jia)格監管(guan),進(jin)一步(bu)提(ti)升輸(shu)配(pei)電(dian)價(jia)(jia)核定(ding)的(de)制度化(hua)、規(gui)范化(hua)水平,標(biao)志著我國(guo)輸(shu)配(pei)電(dian)價(jia)(jia)監管(guan)政策體(ti)系框(kuang)架的(de)初步(bu)完善。
