近日,中(zhong)(zhong)共中(zhong)(zhong)央辦(ban)公(gong)廳(ting)、國(guo)務院(yuan)辦(ban)公(gong)廳(ting)印發了《關于促進中(zhong)(zhong)小企業(ye)健(jian)康發展的指(zhi)導意(yi)見》,并發出通知,要(yao)求各(ge)地區各(ge)部門結合實(shi)際(ji)認真貫徹落實(shi)。

關于促進中小企業健康發展的指導意見
中(zhong)小(xiao)企(qi)(qi)業(ye)是(shi)國民經濟和社會發(fa)展(zhan)(zhan)的生力(li)軍,是(shi)擴大就業(ye)、改(gai)善民生、促(cu)進創業(ye)創新的重(zhong)要力(li)量,在穩增長、促(cu)改(gai)革、調結構、惠民生、防風險中(zhong)發(fa)揮著重(zhong)要作用。黨(dang)中(zhong)央、國務院高(gao)度重(zhong)視中(zhong)小(xiao)企(qi)(qi)業(ye)發(fa)展(zhan)(zhan),在財稅金(jin)融、營商環境(jing)、公(gong)共服務等(deng)(deng)方面出臺(tai)一系列政策措施,取得積極成效。同(tong)時,隨著國際國內市場環境(jing)變化,中(zhong)小(xiao)企(qi)(qi)業(ye)面臨的生產成本上升(sheng)、融資難融資貴、創新發(fa)展(zhan)(zhan)能力(li)不足等(deng)(deng)問(wen)題(ti)日益突出,必須引起高(gao)度重(zhong)視。為促(cu)進中(zhong)小(xiao)企(qi)(qi)業(ye)健康(kang)發(fa)展(zhan)(zhan),現提出如(ru)下意見。
一、指導思想
以(yi)習近平(ping)新(xin)(xin)(xin)時代中(zhong)(zhong)(zhong)(zhong)國(guo)特(te)色社(she)會(hui)主(zhu)義思想為(wei)指導,全(quan)面(mian)貫徹(che)黨(dang)的(de)十九(jiu)大(da)(da)和(he)(he)十九(jiu)屆二(er)中(zhong)(zhong)(zhong)(zhong)、三(san)中(zhong)(zhong)(zhong)(zhong)全(quan)會(hui)精神,堅持(chi)和(he)(he)完(wan)善我(wo)國(guo)社(she)會(hui)主(zhu)義基(ji)本(ben)經濟(ji)制度,堅持(chi)“兩(liang)個(ge)毫不動搖”,堅持(chi)穩(wen)(wen)中(zhong)(zhong)(zhong)(zhong)求進工作總基(ji)調,堅持(chi)新(xin)(xin)(xin)發(fa)(fa)展理(li)念,以(yi)供給側結構(gou)性(xing)改革為(wei)主(zhu)線,以(yi)提(ti)高發(fa)(fa)展質量和(he)(he)效益為(wei)中(zhong)(zhong)(zhong)(zhong)心,按照競爭中(zhong)(zhong)(zhong)(zhong)性(xing)原則,打(da)造公平(ping)便捷營商環境,進一(yi)步激發(fa)(fa)中(zhong)(zhong)(zhong)(zhong)小(xiao)企(qi)業(ye)活(huo)力(li)和(he)(he)發(fa)(fa)展動力(li)。認真實施中(zhong)(zhong)(zhong)(zhong)小(xiao)企(qi)業(ye)促進法,紓解(jie)中(zhong)(zhong)(zhong)(zhong)小(xiao)企(qi)業(ye)困難,穩(wen)(wen)定和(he)(he)增強企(qi)業(ye)信心及預(yu)期,加大(da)(da)創(chuang)新(xin)(xin)(xin)支持(chi)力(li)度,提(ti)升中(zhong)(zhong)(zhong)(zhong)小(xiao)企(qi)業(ye)專業(ye)化發(fa)(fa)展能力(li)和(he)(he)大(da)(da)中(zhong)(zhong)(zhong)(zhong)小(xiao)企(qi)業(ye)融通發(fa)(fa)展水平(ping),促進中(zhong)(zhong)(zhong)(zhong)小(xiao)企(qi)業(ye)健康發(fa)(fa)展。
二、營造良好發展環境
(一(yi))進一(yi)步放寬市(shi)場(chang)(chang)(chang)準入(ru)。堅決破除各(ge)種不合理門檻和限制(zhi),在(zai)市(shi)場(chang)(chang)(chang)準入(ru)、審(shen)批許可、招標(biao)(biao)投標(biao)(biao)、軍民融(rong)合發(fa)展等方面打(da)造公平(ping)競爭環境,提供充足市(shi)場(chang)(chang)(chang)空間。不斷縮減市(shi)場(chang)(chang)(chang)準入(ru)負面清單事項,推進“非禁即(ji)入(ru)”普遍(bian)落實,最大程度實現準入(ru)便利化。
(二)主動(dong)服(fu)務中(zhong)小企業。進(jin)(jin)一(yi)步深化(hua)(hua)對中(zhong)小企業的(de)“放管(guan)服(fu)”改革(ge)(ge)。繼續推進(jin)(jin)商事制(zhi)度(du)改革(ge)(ge),推動(dong)企業注冊登記(ji)、注銷(xiao)更加(jia)便利(li)化(hua)(hua)。推進(jin)(jin)環評(ping)制(zhi)度(du)改革(ge)(ge),落(luo)(luo)實(shi)環境影(ying)響(xiang)登記(ji)表備案制(zhi),將項目環評(ping)審批(pi)時(shi)限壓縮至(zhi)法定(ding)時(shi)限的(de)一(yi)半。落(luo)(luo)實(shi)好(hao)公(gong)平競爭審查制(zhi)度(du),營造公(gong)平、開放、透明的(de)市場環境,清理廢除(chu)妨(fang)礙統一(yi)市場和公(gong)平競爭的(de)各(ge)種規定(ding)和做法。主動(dong)服(fu)務企業,對企業發展(zhan)中(zhong)遇到的(de)困難,要“一(yi)企一(yi)策”給予幫助。
(三)實(shi)行(xing)公平(ping)統一的市(shi)場監(jian)管制度(du)。創新監(jian)管方式,寓監(jian)管于服(fu)務之中(zhong)(zhong)。避免(mian)在(zai)安監(jian)、環保等領域微觀執(zhi)法和金融機構去杠桿中(zhong)(zhong)對中(zhong)(zhong)小(xiao)企(qi)業(ye)(ye)采取(qu)簡單粗暴的處置措施。深(shen)入推進(jin)反壟斷(duan)、反不正當競爭執(zhi)法,保障(zhang)中(zhong)(zhong)小(xiao)企(qi)業(ye)(ye)公平(ping)參與市(shi)場競爭。堅決保護企(qi)業(ye)(ye)及其(qi)出資人(ren)的財(cai)(cai)產權(quan)和其(qi)他合法權(quan)益,任何單位和個人(ren)不得侵犯中(zhong)(zhong)小(xiao)企(qi)業(ye)(ye)財(cai)(cai)產及其(qi)合法收益。嚴格禁(jin)止各種(zhong)刁難限制中(zhong)(zhong)小(xiao)企(qi)業(ye)(ye)發展的行(xing)為,對違反規定的問責追責。
三、破解融資難融資貴問題
(一(yi))完善(shan)中小(xiao)(xiao)企業(ye)(ye)融資政(zheng)策(ce)。進一(yi)步落實(shi)普(pu)惠金融定向降(jiang)準政(zheng)策(ce)。加大(da)再貼現(xian)對小(xiao)(xiao)微(wei)企業(ye)(ye)支(zhi)持(chi)力度,重點支(zhi)持(chi)小(xiao)(xiao)微(wei)企業(ye)(ye)500萬元及以下(xia)小(xiao)(xiao)額票據貼現(xian)。將支(zhi)小(xiao)(xiao)再貸款(kuan)政(zheng)策(ce)適用范(fan)圍(wei)擴大(da)到(dao)符(fu)合(he)(he)條件的(de)中小(xiao)(xiao)銀(yin)行(xing)(xing)(含新型互聯網(wang)銀(yin)行(xing)(xing))。將單戶授信1000萬元及以下(xia)的(de)小(xiao)(xiao)微(wei)企業(ye)(ye)貸款(kuan)納入中期(qi)借貸便利的(de)合(he)(he)格擔保品范(fan)圍(wei)。
(二)積極拓(tuo)寬融(rong)(rong)(rong)資(zi)(zi)(zi)渠道(dao)。進一步(bu)完善債券(quan)(quan)(quan)發(fa)行機制,實施民營企(qi)業(ye)(ye)(ye)債券(quan)(quan)(quan)融(rong)(rong)(rong)資(zi)(zi)(zi)支持工(gong)具,采取出(chu)售信(xin)用(yong)風險緩釋憑證、提供信(xin)用(yong)增進服務(wu)等(deng)多種(zhong)方式(shi),支持經營正常、面臨暫時流動性緊張的民營企(qi)業(ye)(ye)(ye)合理債券(quan)(quan)(quan)融(rong)(rong)(rong)資(zi)(zi)(zi)需求。探索(suo)實施民營企(qi)業(ye)(ye)(ye)股權(quan)融(rong)(rong)(rong)資(zi)(zi)(zi)支持工(gong)具,鼓勵(li)設立(li)市場(chang)化(hua)運作的專項(xiang)基(ji)金開展(zhan)民營企(qi)業(ye)(ye)(ye)兼并收購或財務(wu)投資(zi)(zi)(zi)。大力發(fa)展(zhan)高收益債券(quan)(quan)(quan)、私(si)募債、雙(shuang)創專項(xiang)債務(wu)融(rong)(rong)(rong)資(zi)(zi)(zi)工(gong)具、創業(ye)(ye)(ye)投資(zi)(zi)(zi)基(ji)金類債券(quan)(quan)(quan)、創新創業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)專項(xiang)債券(quan)(quan)(quan)等(deng)產品。研究(jiu)促進中小(xiao)企(qi)業(ye)(ye)(ye)依托應(ying)收賬(zhang)款(kuan)、供應(ying)鏈(lian)金融(rong)(rong)(rong)、特許經營權(quan)等(deng)進行融(rong)(rong)(rong)資(zi)(zi)(zi)。完善知(zhi)識產權(quan)質押融(rong)(rong)(rong)資(zi)(zi)(zi)風險分擔補償機制,發(fa)揮(hui)知(zhi)識產權(quan)增信(xin)增貸(dai)作用(yong)。引導金融(rong)(rong)(rong)機構對小(xiao)微企(qi)業(ye)(ye)(ye)發(fa)放(fang)中長期貸(dai)款(kuan),開發(fa)續貸(dai)產品。
(三(san))支持利用資(zi)本市(shi)場(chang)(chang)直接融資(zi)。加快中小(xiao)企(qi)業(ye)(ye)(ye)首發(fa)(fa)上市(shi)進度,為主業(ye)(ye)(ye)突(tu)出(chu)、規范運作(zuo)的中小(xiao)企(qi)業(ye)(ye)(ye)上市(shi)提供(gong)便利。深化(hua)發(fa)(fa)行、交易、信息披(pi)露等改革,支持中小(xiao)企(qi)業(ye)(ye)(ye)在(zai)新三(san)板(ban)掛(gua)牌融資(zi)。推進創新創業(ye)(ye)(ye)公司(si)債券試(shi)點,完善創新創業(ye)(ye)(ye)可轉債轉股機(ji)制。研(yan)究(jiu)允許掛(gua)牌企(qi)業(ye)(ye)(ye)發(fa)(fa)行可轉換公司(si)債。落實(shi)創業(ye)(ye)(ye)投(tou)資(zi)基金股份減持比例與投(tou)資(zi)期(qi)(qi)限的反(fan)向掛(gua)鉤制度,鼓(gu)勵支持早期(qi)(qi)創新創業(ye)(ye)(ye)。鼓(gu)勵地方知識產權運營基金等專業(ye)(ye)(ye)化(hua)基金服務中小(xiao)企(qi)業(ye)(ye)(ye)創新發(fa)(fa)展。對存在(zai)股票(piao)質押風險的企(qi)業(ye)(ye)(ye),要按照(zhao)市(shi)場(chang)(chang)化(hua)、法治化(hua)原則研(yan)究(jiu)制定(ding)相關過渡性(xing)機(ji)制,根據企(qi)業(ye)(ye)(ye)具(ju)體情況采取(qu)防范化(hua)解風險措施(shi)。
(四)減(jian)輕企業融資(zi)(zi)負擔(dan)。鼓勵金(jin)融機構擴大出(chu)口信用(yong)保險保單融資(zi)(zi)和出(chu)口退稅(shui)賬戶質押融資(zi)(zi),滿(man)足進出(chu)口企業金(jin)融服務(wu)需求。加(jia)快(kuai)發揮國(guo)家融資(zi)(zi)擔(dan)保基(ji)金(jin)作(zuo)用(yong),引(yin)導擔(dan)保機構逐步取消反擔(dan)保,降(jiang)低擔(dan)保費率。清理(li)規(gui)范中(zhong)小企業融資(zi)(zi)時強制要求辦理(li)的擔(dan)保、保險、評估、公(gong)證等事(shi)項,減(jian)少融資(zi)(zi)過程中(zhong)的附(fu)加(jia)費用(yong),降(jiang)低融資(zi)(zi)成本;相關(guan)費用(yong)無法減(jian)免的,由地(di)方財政根據實際制定鼓勵降(jiang)低取費標準的獎補(bu)措施。
(五)建立分類監管(guan)(guan)考(kao)核(he)機(ji)(ji)(ji)制。研究放(fang)寬(kuan)(kuan)小(xiao)(xiao)(xiao)微(wei)(wei)企業(ye)貸(dai)(dai)款享受風險資(zi)本(ben)優(you)(you)惠權重的(de)單(dan)戶額度(du)(du)限制,進(jin)一步釋放(fang)商(shang)業(ye)銀(yin)行(xing)(xing)投放(fang)小(xiao)(xiao)(xiao)微(wei)(wei)企業(ye)貸(dai)(dai)款的(de)經濟資(zi)本(ben)。修訂金融企業(ye)績效(xiao)評價(jia)辦法,適當(dang)放(fang)寬(kuan)(kuan)考(kao)核(he)指(zhi)標要求,激勵(li)金融機(ji)(ji)(ji)構(gou)加大(da)對小(xiao)(xiao)(xiao)微(wei)(wei)企業(ye)的(de)信貸(dai)(dai)投入。指(zhi)導銀(yin)行(xing)(xing)業(ye)金融機(ji)(ji)(ji)構(gou)夯(hang)實對小(xiao)(xiao)(xiao)微(wei)(wei)業(ye)務(wu)的(de)內部激勵(li)傳(chuan)導機(ji)(ji)(ji)制,優(you)(you)化信貸(dai)(dai)資(zi)源配置、完(wan)善績效(xiao)考(kao)核(he)方案、適當(dang)降低(di)利潤考(kao)核(he)指(zhi)標權重,安排專(zhuan)項(xiang)激勵(li)費用;鼓勵(li)對小(xiao)(xiao)(xiao)微(wei)(wei)業(ye)務(wu)推行(xing)(xing)內部資(zi)金轉移價(jia)格(ge)優(you)(you)惠措施;細(xi)化小(xiao)(xiao)(xiao)微(wei)(wei)企業(ye)貸(dai)(dai)款不良容忍度(du)(du)管(guan)(guan)理,完(wan)善授信盡(jin)職免責規(gui)定,加大(da)對基層機(ji)(ji)(ji)構(gou)發放(fang)民營(ying)企業(ye)、小(xiao)(xiao)(xiao)微(wei)(wei)企業(ye)貸(dai)(dai)款的(de)激勵(li)力度(du)(du),提高(gao)民營(ying)企業(ye)、小(xiao)(xiao)(xiao)微(wei)(wei)企業(ye)信貸(dai)(dai)占比;提高(gao)信貸(dai)(dai)風險管(guan)(guan)控能力、落(luo)實規(gui)范服務(wu)收費政策。
四、完善財稅支持政策
(一)改進(jin)(jin)財(cai)稅對小微(wei)企(qi)(qi)業(ye)融(rong)資(zi)(zi)的支(zhi)(zhi)持(chi)。落(luo)(luo)實對小微(wei)企(qi)(qi)業(ye)融(rong)資(zi)(zi)擔(dan)保降(jiang)費獎(jiang)(jiang)補(bu)政(zheng)(zheng)策(ce),中央(yang)(yang)財(cai)政(zheng)(zheng)安排獎(jiang)(jiang)補(bu)資(zi)(zi)金(jin),引(yin)導地方支(zhi)(zhi)持(chi)擴(kuo)大實體(ti)經濟領域小微(wei)企(qi)(qi)業(ye)融(rong)資(zi)(zi)擔(dan)保業(ye)務規模,降(jiang)低融(rong)資(zi)(zi)擔(dan)保成本(ben)。進(jin)(jin)一步降(jiang)低創(chuang)業(ye)擔(dan)保貸(dai)款(kuan)貼息(xi)的政(zheng)(zheng)策(ce)門檻,中央(yang)(yang)財(cai)政(zheng)(zheng)安排資(zi)(zi)金(jin)支(zhi)(zhi)持(chi)地方給(gei)予小微(wei)企(qi)(qi)業(ye)創(chuang)業(ye)擔(dan)保貸(dai)款(kuan)貼息(xi)及獎(jiang)(jiang)補(bu),同(tong)時推進(jin)(jin)相關統計監測和分(fen)析工(gong)作(zuo)。落(luo)(luo)實金(jin)融(rong)機構單戶(hu)授信1000萬元及以下小微(wei)企(qi)(qi)業(ye)和個體(ti)工(gong)商(shang)戶(hu)貸(dai)款(kuan)利息(xi)收(shou)入免征增(zeng)值稅政(zheng)(zheng)策(ce)、貸(dai)款(kuan)損失準備金(jin)所得稅稅前扣除政(zheng)(zheng)策(ce)。
(二)減輕中小企(qi)(qi)業(ye)(ye)稅(shui)費(fei)(fei)負擔。清理規范涉(she)企(qi)(qi)收費(fei)(fei),加快(kuai)推(tui)進(jin)地方涉(she)企(qi)(qi)行政事業(ye)(ye)性收費(fei)(fei)零收費(fei)(fei)。推(tui)進(jin)增值(zhi)稅(shui)等實質性減稅(shui),對小微企(qi)(qi)業(ye)(ye)、科技(ji)型初創(chuang)企(qi)(qi)業(ye)(ye)實施普惠性稅(shui)收減免(mian)。根據(ju)實際情(qing)況,降低社會保險(xian)費(fei)(fei)率(lv),支(zhi)持中小企(qi)(qi)業(ye)(ye)吸納就(jiu)業(ye)(ye)。
(三)完善政府(fu)(fu)(fu)(fu)采(cai)(cai)購支持中(zhong)(zhong)小(xiao)企(qi)(qi)業的政策(ce)。各級政府(fu)(fu)(fu)(fu)要為中(zhong)(zhong)小(xiao)企(qi)(qi)業開(kai)展(zhan)政府(fu)(fu)(fu)(fu)采(cai)(cai)購項下融資(zi)業務提供便(bian)利(li),依法及時公(gong)開(kai)政府(fu)(fu)(fu)(fu)采(cai)(cai)購合同(tong)等信息。研究修訂政府(fu)(fu)(fu)(fu)采(cai)(cai)購促(cu)進中(zhong)(zhong)小(xiao)企(qi)(qi)業發展(zhan)暫(zan)行辦(ban)法,采(cai)(cai)取預(yu)算預(yu)留、消除門檻、評審(shen)優惠等手段,落實政府(fu)(fu)(fu)(fu)采(cai)(cai)購促(cu)進中(zhong)(zhong)小(xiao)企(qi)(qi)業發展(zhan)政策(ce)。在(zai)政府(fu)(fu)(fu)(fu)采(cai)(cai)購活動中(zhong)(zhong),向專精特(te)新中(zhong)(zhong)小(xiao)企(qi)(qi)業傾斜。
(四)充(chong)分發(fa)(fa)揮各類(lei)基(ji)金(jin)的引導帶(dai)動作用。推(tui)動國(guo)家中(zhong)小企(qi)業發(fa)(fa)展(zhan)(zhan)基(ji)金(jin)走(zou)市場化、公司化和職(zhi)業經理人的制度建設道路(lu),使其支持種子(zi)期(qi)、初創期(qi)成長型(xing)(xing)中(zhong)小企(qi)業發(fa)(fa)展(zhan)(zhan),在促進中(zhong)小企(qi)業轉型(xing)(xing)升級、實(shi)現(xian)高(gao)質(zhi)量發(fa)(fa)展(zhan)(zhan)中(zhong)發(fa)(fa)揮更大作用。大力推(tui)進國(guo)家級新(xin)興產(chan)業發(fa)(fa)展(zhan)(zhan)基(ji)金(jin)、軍民融(rong)合產(chan)業投資基(ji)金(jin)的實(shi)施和運營,支持戰(zhan)略性新(xin)興產(chan)業、軍民融(rong)合產(chan)業領(ling)域優質(zhi)企(qi)業融(rong)資。
五、提升創新發展能力
(一)完善(shan)創(chuang)(chuang)新創(chuang)(chuang)業(ye)環境(jing)。加(jia)強中(zhong)(zhong)央財政對中(zhong)(zhong)小(xiao)(xiao)企(qi)(qi)業(ye)技(ji)術創(chuang)(chuang)新的(de)(de)支(zhi)持。通(tong)過國家(jia)科(ke)(ke)技(ji)計劃加(jia)大對中(zhong)(zhong)小(xiao)(xiao)企(qi)(qi)業(ye)科(ke)(ke)技(ji)創(chuang)(chuang)新的(de)(de)支(zhi)持力度(du),調整(zheng)完善(shan)科(ke)(ke)技(ji)計劃立項、任(ren)務(wu)部署和組(zu)織(zhi)管理(li)方式(shi),大幅度(du)提高中(zhong)(zhong)小(xiao)(xiao)企(qi)(qi)業(ye)承擔研(yan)發任(ren)務(wu)的(de)(de)比例。鼓(gu)勵大型(xing)企(qi)(qi)業(ye)向中(zhong)(zhong)小(xiao)(xiao)企(qi)(qi)業(ye)開(kai)放共(gong)享資源(yuan)(yuan),圍繞(rao)創(chuang)(chuang)新鏈(lian)、產業(ye)鏈(lian)打造大中(zhong)(zhong)小(xiao)(xiao)企(qi)(qi)業(ye)協同發展的(de)(de)創(chuang)(chuang)新網絡。推(tui)動(dong)專業(ye)化眾創(chuang)(chuang)空間(jian)提升服務(wu)能(neng)力,實(shi)現對創(chuang)(chuang)新創(chuang)(chuang)業(ye)的(de)(de)精(jing)準支(zhi)持。健(jian)全科(ke)(ke)技(ji)資源(yuan)(yuan)開(kai)放共(gong)享機(ji)制(zhi),鼓(gu)勵科(ke)(ke)研(yan)機(ji)構、高等(deng)學(xue)校搭(da)建網絡管理(li)平臺,建立高效對接(jie)機(ji)制(zhi),推(tui)動(dong)大型(xing)科(ke)(ke)研(yan)儀器和實(shi)驗設(she)施(shi)向中(zhong)(zhong)小(xiao)(xiao)企(qi)(qi)業(ye)開(kai)放。鼓(gu)勵中(zhong)(zhong)小(xiao)(xiao)企(qi)(qi)業(ye)參(can)與共(gong)建國家(jia)重大科(ke)(ke)研(yan)基礎設(she)施(shi)。中(zhong)(zhong)央財政安(an)排資金支(zhi)持一批(pi)國家(jia)級和省級開(kai)發區打造大中(zhong)(zhong)小(xiao)(xiao)企(qi)(qi)業(ye)融通(tong)型(xing)、專業(ye)資本(ben)集聚(ju)型(xing)、科(ke)(ke)技(ji)資源(yuan)(yuan)支(zhi)撐型(xing)、高端人(ren)才引領型(xing)等(deng)特(te)色載(zai)體(ti)。
(二)切(qie)實(shi)保(bao)護知(zhi)識產(chan)(chan)(chan)權(quan)(quan)(quan)。運(yun)用互聯網、大數據等(deng)手段,通過(guo)源頭追(zhui)溯、實(shi)時(shi)監(jian)測、在(zai)線識別等(deng)強化知(zhi)識產(chan)(chan)(chan)權(quan)(quan)(quan)保(bao)護,加快建立侵(qin)權(quan)(quan)(quan)懲(cheng)罰性賠償制度(du),提高違法成本(ben),保(bao)護中小(xiao)企(qi)業(ye)創新研(yan)發(fa)成果。組織實(shi)施中小(xiao)企(qi)業(ye)知(zhi)識產(chan)(chan)(chan)權(quan)(quan)(quan)戰略推進工(gong)程,開展(zhan)專利導航,助推中小(xiao)企(qi)業(ye)技術研(yan)發(fa)布局,推廣知(zhi)識產(chan)(chan)(chan)權(quan)(quan)(quan)輔導、預(yu)警(jing)、代理、托管等(deng)服務。
(三)引(yin)導中小(xiao)企業(ye)(ye)(ye)(ye)專(zhuan)精特(te)(te)(te)新發展(zhan)(zhan)(zhan)(zhan)(zhan)。支(zhi)持推(tui)動(dong)中小(xiao)企業(ye)(ye)(ye)(ye)轉(zhuan)型升級,聚焦主業(ye)(ye)(ye)(ye),增強(qiang)核(he)心競爭力,不(bu)斷(duan)提高發展(zhan)(zhan)(zhan)(zhan)(zhan)質(zhi)量和水平(ping),走專(zhuan)精特(te)(te)(te)新發展(zhan)(zhan)(zhan)(zhan)(zhan)道(dao)路。研(yan)究(jiu)制定專(zhuan)精特(te)(te)(te)新評價體系,建立(li)動(dong)態企業(ye)(ye)(ye)(ye)庫(ku)。以專(zhuan)精特(te)(te)(te)新中小(xiao)企業(ye)(ye)(ye)(ye)為基(ji)礎(chu),在核(he)心基(ji)礎(chu)零部(bu)件(元器件)、關鍵基(ji)礎(chu)材料、先進基(ji)礎(chu)工藝和產業(ye)(ye)(ye)(ye)技術基(ji)礎(chu)等(deng)領域,培育(yu)一(yi)批主營業(ye)(ye)(ye)(ye)務突(tu)出、競爭力強(qiang)、成長(chang)性好的專(zhuan)精特(te)(te)(te)新“小(xiao)巨(ju)人”企業(ye)(ye)(ye)(ye)。實施大(da)中小(xiao)企業(ye)(ye)(ye)(ye)融(rong)通(tong)發展(zhan)(zhan)(zhan)(zhan)(zhan)專(zhuan)項工程,打造一(yi)批融(rong)通(tong)發展(zhan)(zhan)(zhan)(zhan)(zhan)典型示范和新模式。圍(wei)繞要素匯集(ji)、能力開放、模式創新、區域合作(zuo)等(deng)領域分別培育(yu)一(yi)批制造業(ye)(ye)(ye)(ye)雙創平(ping)臺試點示范項目,引(yin)領制造業(ye)(ye)(ye)(ye)融(rong)通(tong)發展(zhan)(zhan)(zhan)(zhan)(zhan)邁上新臺階。
(四(si))為中(zhong)(zhong)(zhong)小(xiao)(xiao)企(qi)業(ye)提供(gong)信息化(hua)(hua)服(fu)務(wu)。推進(jin)發(fa)展“互聯網+中(zhong)(zhong)(zhong)小(xiao)(xiao)企(qi)業(ye)”,鼓勵大型(xing)企(qi)業(ye)及專(zhuan)業(ye)服(fu)務(wu)機構(gou)建設面(mian)向(xiang)中(zhong)(zhong)(zhong)小(xiao)(xiao)企(qi)業(ye)的云制造(zao)(zao)平臺和(he)云服(fu)務(wu)平臺,發(fa)展適(shi)合(he)中(zhong)(zhong)(zhong)小(xiao)(xiao)企(qi)業(ye)智(zhi)(zhi)能制造(zao)(zao)需(xu)求的產(chan)品、解決方案和(he)工(gong)具包,完善中(zhong)(zhong)(zhong)小(xiao)(xiao)企(qi)業(ye)智(zhi)(zhi)能制造(zao)(zao)支(zhi)撐服(fu)務(wu)體(ti)系。推動中(zhong)(zhong)(zhong)小(xiao)(xiao)企(qi)業(ye)業(ye)務(wu)系統云化(hua)(hua)部(bu)署(shu),引導(dao)有基(ji)礎、有條(tiao)件(jian)的中(zhong)(zhong)(zhong)小(xiao)(xiao)企(qi)業(ye)推進(jin)生產(chan)線智(zhi)(zhi)能化(hua)(hua)改造(zao)(zao),推動低成本、模塊化(hua)(hua)的智(zhi)(zhi)能制造(zao)(zao)設備和(he)系統在中(zhong)(zhong)(zhong)小(xiao)(xiao)企(qi)業(ye)部(bu)署(shu)應用。大力推動降低中(zhong)(zhong)(zhong)西部(bu)地區(qu)中(zhong)(zhong)(zhong)小(xiao)(xiao)企(qi)業(ye)寬帶專(zhuan)線接入資費水平。
六、改進服務保障工作
(一(yi))完(wan)善(shan)公共服(fu)務(wu)(wu)體(ti)系。規范中(zhong)(zhong)(zhong)介(jie)(jie)機構(gou)行為(wei),提升會(hui)計(ji)、律師、資(zi)產(chan)(chan)評估、信息等(deng)各方面中(zhong)(zhong)(zhong)介(jie)(jie)服(fu)務(wu)(wu)質量水平(ping),優(you)(you)先(xian)為(wei)中(zhong)(zhong)(zhong)小企(qi)(qi)業(ye)(ye)提供優(you)(you)質高效的(de)(de)信息咨(zi)詢(xun)、創(chuang)(chuang)業(ye)(ye)輔導、技術支持(chi)、投(tou)資(zi)融資(zi)、知(zhi)識產(chan)(chan)權(quan)、財會(hui)稅務(wu)(wu)、法律咨(zi)詢(xun)等(deng)服(fu)務(wu)(wu)。加強中(zhong)(zhong)(zhong)小企(qi)(qi)業(ye)(ye)公共服(fu)務(wu)(wu)示(shi)范平(ping)臺建設和培育。搭建跨部門的(de)(de)中(zhong)(zhong)(zhong)小企(qi)(qi)業(ye)(ye)政策(ce)信息互聯網發布平(ping)臺,及(ji)時匯(hui)集涉及(ji)中(zhong)(zhong)(zhong)小企(qi)(qi)業(ye)(ye)的(de)(de)法律法規、創(chuang)(chuang)新創(chuang)(chuang)業(ye)(ye)、財稅金融、權(quan)益(yi)保護等(deng)各類(lei)政策(ce)和政府服(fu)務(wu)(wu)信息,實現中(zhong)(zhong)(zhong)小企(qi)(qi)業(ye)(ye)政策(ce)信息一(yi)站(zhan)式(shi)服(fu)務(wu)(wu)。建立完(wan)善(shan)對(dui)中(zhong)(zhong)(zhong)小企(qi)(qi)業(ye)(ye)的(de)(de)統計(ji)調查、監測(ce)分析和定期發布制度。
(二)推動(dong)信(xin)用(yong)信(xin)息共(gong)(gong)享。進一步完(wan)善小微(wei)(wei)(wei)企業(ye)名(ming)錄,積(ji)極推進銀商(shang)合(he)作。依托(tuo)國家企業(ye)信(xin)用(yong)信(xin)息公(gong)示系統和小微(wei)(wei)(wei)企業(ye)名(ming)錄,建立完(wan)善小微(wei)(wei)(wei)企業(ye)數據庫。依托(tuo)全國公(gong)共(gong)(gong)信(xin)用(yong)信(xin)息共(gong)(gong)享平臺(tai)建設(she)全國中小企業(ye)融資綜合(he)信(xin)用(yong)服(fu)務平臺(tai),開發“信(xin)易(yi)貸”,與商(shang)業(ye)銀行(xing)共(gong)(gong)享注冊(ce)登(deng)記、行(xing)政許(xu)可、行(xing)政處罰、“黑名(ming)單”以及納稅、社(she)保、水電煤氣、倉(cang)儲物流等信(xin)息,改善銀企信(xin)息不對稱,提高(gao)信(xin)用(yong)狀況良(liang)好(hao)中小企業(ye)的信(xin)用(yong)評分和貸款(kuan)可得性。
(三)重(zhong)視培育企(qi)(qi)業(ye)家(jia)隊伍。繼續(xu)做(zuo)好中小企(qi)(qi)業(ye)經(jing)營(ying)管理領軍(jun)人(ren)才培訓,提(ti)升中小企(qi)(qi)業(ye)經(jing)營(ying)管理水平(ping)。健全寬容失敗的(de)有(you)效保護機制(zhi),為企(qi)(qi)業(ye)家(jia)成長創造(zao)良好環境。完善人(ren)才待遇政(zheng)(zheng)(zheng)策保障和分(fen)類評價制(zhi)度(du)。構建(jian)親(qin)清政(zheng)(zheng)(zheng)商關系,推動企(qi)(qi)業(ye)家(jia)參與制(zhi)定涉(she)企(qi)(qi)政(zheng)(zheng)(zheng)策,充分(fen)聽取企(qi)(qi)業(ye)家(jia)意見建(jian)議。樹立優秀(xiu)企(qi)(qi)業(ye)家(jia)典型(xing),大力弘揚企(qi)(qi)業(ye)家(jia)精神。
(四)支(zhi)(zhi)持對外合(he)作與交流。優化(hua)海關流程、簡化(hua)辦事手續,降低(di)企業(ye)(ye)通關成(cheng)本。深(shen)化(hua)雙多邊合(he)作,加(jia)強在促進政(zheng)策、貿易(yi)投資、科技創(chuang)新(xin)等領域的(de)中(zhong)(zhong)小(xiao)企業(ye)(ye)交流與合(he)作。支(zhi)(zhi)持有條件的(de)地(di)方建設中(zhong)(zhong)外中(zhong)(zhong)小(xiao)企業(ye)(ye)合(he)作區(qu)。鼓(gu)勵中(zhong)(zhong)小(xiao)企業(ye)(ye)服(fu)務機(ji)構、協(xie)會等探索在條件成(cheng)熟(shu)的(de)國家和地(di)區(qu)設立“中(zhong)(zhong)小(xiao)企業(ye)(ye)中(zhong)(zhong)心”。繼續辦好中(zhong)(zhong)國國際中(zhong)(zhong)小(xiao)企業(ye)(ye)博覽(lan)會,支(zhi)(zhi)持中(zhong)(zhong)小(xiao)企業(ye)(ye)參加(jia)境內外展覽(lan)展銷活動。
七、強化組織領導和統籌協調
(一)加(jia)強支持(chi)和統籌指導(dao)。各級黨委和政府(fu)要(yao)認真貫(guan)徹黨中央、國務(wu)院關于支持(chi)中小(xiao)企(qi)業(ye)發(fa)展的決(jue)策部(bu)署,積極(ji)采取有針對性(xing)的措施,在(zai)(zai)政策、融(rong)資、營商環境等(deng)方(fang)面主動(dong)(dong)幫助企(qi)業(ye)解決(jue)實際困難。各有關部(bu)門(men)要(yao)加(jia)強對中小(xiao)企(qi)業(ye)存在(zai)(zai)問題的調(diao)研,并按照分(fen)工(gong)要(yao)求(qiu)抓緊(jin)出臺解決(jue)辦法(fa),同時對好的經(jing)驗予以積極(ji)推廣。加(jia)強促進(jin)中小(xiao)企(qi)業(ye)發(fa)展工(gong)作(zuo)組織機構和工(gong)作(zuo)機制建設,充分(fen)發(fa)揮(hui)組織領(ling)導(dao)、政策協(xie)調(diao)、指導(dao)督(du)促作(zuo)用,明確部(bu)門(men)責(ze)任(ren)和分(fen)工(gong),加(jia)強監督(du)檢查,推動(dong)(dong)政策落實。
(二)加強工作(zuo)(zuo)督(du)導(dao)評(ping)(ping)估(gu)。國(guo)務院促(cu)進中小企業(ye)(ye)發(fa)(fa)展(zhan)工作(zuo)(zuo)領導(dao)小組辦公室要(yao)加強對促(cu)進中小企業(ye)(ye)健康發(fa)(fa)展(zhan)工作(zuo)(zuo)的督(du)導(dao),委托第三方(fang)(fang)機構定期開(kai)展(zhan)中小企業(ye)(ye)發(fa)(fa)展(zhan)環境評(ping)(ping)估(gu)并向社(she)會公布。各地方(fang)(fang)政府(fu)根據(ju)實際情況組織(zhi)開(kai)展(zhan)中小企業(ye)(ye)發(fa)(fa)展(zhan)環境評(ping)(ping)估(gu)。
(三)營造良好(hao)輿論(lun)氛圍。大力宣傳促進中小企業(ye)發(fa)展(zhan)的方針政策(ce)與法律法規,強調中小企業(ye)在國民經濟和社會(hui)發(fa)展(zhan)中的重要(yao)地位(wei)和作用(yong),表(biao)彰中小企業(ye)發(fa)展(zhan)和服務(wu)中小企業(ye)工(gong)作中涌現出的先進典(dian)型,讓企業(ye)有更多獲得感和榮譽(yu)感,形成(cheng)有利于中小企業(ye)健康(kang)發(fa)展(zhan)的良好(hao)社會(hui)輿論(lun)環(huan)境。
