并網光(guang)熱(re)發(fa)(fa)電(dian)(dian)項(xiang)目(mu)兼具(ju)綠(lv)色發(fa)(fa)電(dian)(dian)、儲(chu)能(neng)(neng)(neng)(neng)(neng)(neng)和調(diao)峰(feng)電(dian)(dian)源等(deng)多(duo)重功能(neng)(neng)(neng)(neng)(neng)(neng),能(neng)(neng)(neng)(neng)(neng)(neng)夠安全(quan)、高效(xiao)、長(chang)時儲(chu)存能(neng)(neng)(neng)(neng)(neng)(neng)量(liang)并且穩定供能(neng)(neng)(neng)(neng)(neng)(neng),可(ke)為(wei)電(dian)(dian)力(li)系統提供長(chang)周期調(diao)峰(feng)能(neng)(neng)(neng)(neng)(neng)(neng)力(li)和轉(zhuan)動慣量(liang),是新(xin)能(neng)(neng)(neng)(neng)(neng)(neng)源安全(quan)可(ke)靠替(ti)代傳統化石能(neng)(neng)(neng)(neng)(neng)(neng)源的有效(xiao)手段(duan),對推(tui)動實現碳(tan)達峰(feng)碳(tan)中和目(mu)標(biao)具(ju)有積極作用。并網光(guang)熱(re)發(fa)(fa)電(dian)(dian)項(xiang)目(mu)將太陽(yang)能(neng)(neng)(neng)(neng)(neng)(neng)轉(zhuan)換為(wei)熱(re)能(neng)(neng)(neng)(neng)(neng)(neng)以(yi)替(ti)代化石能(neng)(neng)(neng)(neng)(neng)(neng)源發(fa)(fa)電(dian)(dian),避免了項(xiang)目(mu)所在區域電(dian)(dian)網的其(qi)他并網發(fa)(fa)電(dian)(dian)廠(包括可(ke)能(neng)(neng)(neng)(neng)(neng)(neng)的新(xin)建發(fa)(fa)電(dian)(dian)廠)發(fa)(fa)電(dian)(dian)產生的溫(wen)室氣體排放。
2.適用條件
適用于獨立的并網(wang)光熱(re)(re)發(fa)電項(xiang)目(mu),或者“光熱(re)(re)+”一體化項(xiang)目(mu)中(zhong)的并網(wang)光熱(re)(re)發(fa)電部分,且并網(wang)光熱(re)(re)發(fa)電部分的上網(wang)電量(liang)應(ying)可單獨計量(liang)。項(xiang)目(mu)應(ying)符合法(fa)律、法(fa)規要求(qiu),符合行業發(fa)展政策。
3.項目邊界
并網光(guang)熱發電(dian)項(xiang)(xiang)(xiang)目邊(bian)界(jie)包括光(guang)熱發電(dian)項(xiang)(xiang)(xiang)目發電(dian)及(ji)配套(tao)設(she)施、與之相連(lian)的(de)一體化項(xiang)(xiang)(xiang)目發電(dian)及(ji)配套(tao)設(she)施(若有(you)(you)),以及(ji)項(xiang)(xiang)(xiang)目所在區域電(dian)網中的(de)所有(you)(you)發電(dian)設(she)施,如(ru)圖所示。
4.項目計入期
項(xiang)目(mu)(mu)(mu)(mu)計(ji)入期(qi)(qi)(qi)(qi)為可(ke)申(shen)請項(xiang)目(mu)(mu)(mu)(mu)減排量(liang)登記的(de)時(shi)間(jian)期(qi)(qi)(qi)(qi)限(xian)(xian),從項(xiang)目(mu)(mu)(mu)(mu)業主申(shen)請登記的(de)項(xiang)目(mu)(mu)(mu)(mu)減排量(liang)的(de)產生(sheng)時(shi)間(jian)開(kai)始,最長不超過10年。項(xiang)目(mu)(mu)(mu)(mu)計(ji)入期(qi)(qi)(qi)(qi)須在項(xiang)目(mu)(mu)(mu)(mu)壽命(ming)(ming)期(qi)(qi)(qi)(qi)限(xian)(xian)范圍之(zhi)內。項(xiang)目(mu)(mu)(mu)(mu)壽命(ming)(ming)期(qi)(qi)(qi)(qi)限(xian)(xian)的(de)開(kai)始時(shi)間(jian)為項(xiang)目(mu)(mu)(mu)(mu)并(bing)網發(fa)電日期(qi)(qi)(qi)(qi)。項(xiang)目(mu)(mu)(mu)(mu)壽命(ming)(ming)期(qi)(qi)(qi)(qi)限(xian)(xian)的(de)結(jie)束時(shi)間(jian)應在項(xiang)目(mu)(mu)(mu)(mu)正(zheng)式退(tui)役之(zhi)前(qian)。
5.溫室氣體排放源
并網(wang)光熱發電項(xiang)目邊界(jie)內選擇或(huo)不(bu)選擇的溫(wen)室氣體種類(lei)以及排放(fang)源如下表所示。
6.基準線情景
并(bing)網(wang)(wang)光熱(re)發(fa)電(dian)(dian)項目(mu)基準線(xian)情景為(wei):并(bing)網(wang)(wang)光熱(re)發(fa)電(dian)(dian)項目(mu)的上網(wang)(wang)電(dian)(dian)量由項目(mu)所在區域電(dian)(dian)網(wang)(wang)的其他(ta)并(bing)網(wang)(wang)發(fa)電(dian)(dian)廠(包括可能的新建發(fa)電(dian)(dian)廠)進行替代(dai)生產的情景。
7.額外性論證
為實現長時(shi)儲能和穩定供(gong)能,并(bing)網光熱發(fa)(fa)電(dian)項目能量轉換環節較多,投(tou)(tou)資(zi)建設成本及后期(qi)運維成本高。同時(shi),由于并(bing)網光熱發(fa)(fa)電(dian)項目仍處于產業發(fa)(fa)展初期(qi),存在因技術(shu)和投(tou)(tou)資(zi)風(feng)險帶來的(de)(de)投(tou)(tou)融(rong)資(zi)障礙。符合(he)本文(wen)件(jian)適(shi)用條件(jian)的(de)(de)項目,其額外性免予(yu)論(lun)證。
8.審定與核查
項(xiang)目審定(ding)(ding)與(yu)核查的(de)要點包括(kuo):項(xiang)目的(de)適用(yong)條件、項(xiang)目的(de)邊界、項(xiang)目監(jian)測計劃、參(can)數的(de)審定(ding)(ding)與(yu)核查要點。
2023光熱發電行業政策
01.國家能源局
3月20日,國(guo)家能源局(ju)發布關(guan)于(yu)推(tui)動光(guang)(guang)(guang)熱發電(dian)(dian)規(gui)模(mo)化(hua)(hua)發展有關(guan)事項的通知,要(yao)求積極開展光(guang)(guang)(guang)熱規(gui)模(mo)化(hua)(hua)發展研究工(gong)作。內蒙古、甘(gan)肅、青海(hai)、新疆等光(guang)(guang)(guang)熱發電(dian)(dian)重點省(sheng)份能源主管部門要(yao)積極推(tui)進(jin)光(guang)(guang)(guang)熱發電(dian)(dian)項目規(gui)劃(hua)(hua)建(jian)設,根(gen)據(ju)研究成(cheng)果及時調整(zheng)相關(guan)規(gui)劃(hua)(hua)或(huo)相關(guan)基(ji)地實施方(fang)案(an),統籌協調光(guang)(guang)(guang)伏(fu)、光(guang)(guang)(guang)熱規(gui)劃(hua)(hua)布局(ju),合理布局(ju)或(huo)預留光(guang)(guang)(guang)熱場(chang)址,在本(ben)省(sheng)新能源基(ji)地建(jian)設中同步推(tui)動光(guang)(guang)(guang)熱發電(dian)(dian)項目規(gui)模(mo)化(hua)(hua)、產業化(hua)(hua)發展,力爭“十四五“期間,全(quan)國(guo)光(guang)(guang)(guang)熱發電(dian)(dian)每年新增開工(gong)規(gui)模(mo)達(da)到300萬(wan)千瓦(wa)左右。
02.廣東能源局
5月11日,廣東省能(neng)(neng)源局發布關于2023年公(gong)共(gong)機構節(jie)能(neng)(neng)降碳(tan)工作(zuo)安(an)排的通知,通知指出,鼓勵市場化方式(shi)(shi)推(tui)動分布式(shi)(shi)光(guang)伏、光(guang)熱項(xiang)目建設,更大力(li)(li)度推(tui)動公(gong)共(gong)機構開展(zhan)節(jie)能(neng)(neng)降碳(tan)改造。大力(li)(li)推(tui)進終端用(yong)能(neng)(neng)電氣化,有序推(tui)進煤(mei)炭消(xiao)費(fei)替代。加大可再生能(neng)(neng)源利(li)用(yong)和熱泵、高效儲能(neng)(neng)技術應用(yong)力(li)(li)度。
03.青海能源局
7月10日(ri),青海(hai)省(sheng)(sheng)能(neng)源局發(fa)布關(guan)于(yu)推動“十(shi)四五”光熱(re)(re)發(fa)電(dian)(dian)項(xiang)目(mu)規(gui)模(mo)化(hua)發(fa)展的(de)通知。《通知》中提出,加大電(dian)(dian)價(jia)支持。納入2021年、2022年全省(sheng)(sheng)新能(neng)源開發(fa)建設方(fang)案且按期建成(cheng)的(de)本地消納項(xiang)目(mu),光熱(re)(re)上網電(dian)(dian)價(jia)按照(zhao)煤電(dian)(dian)基準電(dian)(dian)價(jia)執(zhi)行。2023至2025年,通過競爭(zheng)性配置取得(de)的(de)光熱(re)(re)一體(ti)化(hua)項(xiang)目(mu)均參與市場化(hua)交易,光熱(re)(re)上網電(dian)(dian)價(jia)參照(zhao)《國家發(fa)展改革委關(guan)于(yu)進一步深化(hua)燃煤發(fa)電(dian)(dian)上網電(dian)(dian)價(jia)市場化(hua)改革的(de)通知》(發(fa)改價(jia)格〔2021〕1439號)執(zhi)行,綠電(dian)(dian)優(you)先(xian)參與青海(hai)省(sheng)(sheng)各類電(dian)(dian)力(li)市場,具體(ti)按照(zhao)市場交易規(gui)則完(wan)成(cheng)。
04.四部門聯合
8月22日,工信部、科技部、國家能(neng)源局(ju)、國家標(biao)準(zhun)(zhun)(zhun)化(hua)管理委員會四部門聯合印發《新產(chan)業標(biao)準(zhun)(zhun)(zhun)化(hua)領(ling)航工程實(shi)(shi)施(shi)方案(an)(2023─2035年)》,實(shi)(shi)施(shi)方案(an)提出(chu)全面推(tui)進新興產(chan)業標(biao)準(zhun)(zhun)(zhun)體系建設。在新能(neng)源領(ling)域,研制(zhi)(zhi)光(guang)伏發電(dian)(dian)、光(guang)熱(re)發電(dian)(dian)、風力發電(dian)(dian)等新能(neng)源發電(dian)(dian)標(biao)準(zhun)(zhun)(zhun),優化(hua)完(wan)善新能(neng)源并網(wang)標(biao)準(zhun)(zhun)(zhun),研制(zhi)(zhi)光(guang)儲發電(dian)(dian)系統(tong)、光(guang)熱(re)發電(dian)(dian)系統(tong)、風電(dian)(dian)裝備等關(guan)鍵設備標(biao)準(zhun)(zhun)(zhun)。

10月24日,生環境部正(zheng)式制定發(fa)(fa)布了《溫(wen)室氣體自(zi)愿(yuan)減(jian)(jian)(jian)排項(xiang)(xiang)(xiang)目方(fang)法(fa)學(xue)(xue)(xue)造林碳匯(hui)(CCER-14-001-V01)》、《溫(wen)室氣體自(zi)愿(yuan)減(jian)(jian)(jian)排項(xiang)(xiang)(xiang)目方(fang)法(fa)學(xue)(xue)(xue)并網光熱(re)發(fa)(fa)電(CCER-01-001-V01)》、《溫(wen)室氣體自(zi)愿(yuan)減(jian)(jian)(jian)排項(xiang)(xiang)(xiang)目方(fang)法(fa)學(xue)(xue)(xue)并網海上風力發(fa)(fa)電(CCER-01-002-V01)》、《溫(wen)室氣體自(zi)愿(yuan)減(jian)(jian)(jian)排項(xiang)(xiang)(xiang)目方(fang)法(fa)學(xue)(xue)(xue)紅(hong)樹林營造(CCER-14-002-V01)》等(deng)4項(xiang)(xiang)(xiang)溫(wen)室氣體自(zi)愿(yuan)減(jian)(jian)(jian)排項(xiang)(xiang)(xiang)目方(fang)法(fa)學(xue)(xue)(xue),其中就涉及光熱(re)發(fa)(fa)電。
