CSPPLAZA光熱發電網訊:6月(yue)12日,2023中(zhong)(zhong)(zhong)國國際光(guang)熱大(da)會暨CSPPLAZA第(di)十屆年會在(zai)浙江杭州盛大(da)召開(kai),電(dian)力(li)規劃設計總院高級顧(gu)問孫(sun)銳出席(xi)會議并作主題為《光(guang)熱發(fa)電(dian)在(zai)新能(neng)源基(ji)地中(zhong)(zhong)(zhong)的(de)(de)功(gong)能(neng)和設計要點(dian)及開(kai)發(fa)方式探討(tao)(tao)》的(de)(de)報告,重點(dian)探討(tao)(tao)了光(guang)熱發(fa)電(dian)在(zai)新能(neng)源基(ji)地中(zhong)(zhong)(zhong)的(de)(de)設計要點(dian)及開(kai)發(fa)方式。

孫銳(rui)指出,今年3月20日,國(guo)(guo)家能源(yuan)(yuan)局綜(zong)合(he)司發(fa)布了(le)(le)28號文(wen),文(wen)中明確提(ti)出了(le)(le)在(zai)“十四五(wu)”期間爭取每年開(kai)工300萬千瓦(wa),這(zhe)標志著我國(guo)(guo)光(guang)熱(re)(re)發(fa)電(dian)進入(ru)了(le)(le)規模(mo)化發(fa)展(zhan)的(de)(de)(de)新階(jie)段。要落實這(zhe)樣的(de)(de)(de)發(fa)展(zhan)目標,使(shi)光(guang)熱(re)(re)發(fa)電(dian)更好(hao)地發(fa)揮其技(ji)術優勢(shi),需要改變光(guang)熱(re)(re)發(fa)電(dian)項目的(de)(de)(de)開(kai)發(fa)模(mo)式并建立(li)電(dian)價(jia)傳導機制。目前正在(zai)開(kai)展(zhan)新能源(yuan)(yuan)基地的(de)(de)(de)建設中包含29個光(guang)熱(re)(re)發(fa)電(dian)項目,總裝機容量達到3.3GW,基本上沿用(yong)了(le)(le)多(duo)能互補一體(ti)化項目的(de)(de)(de)模(mo)式,將新能源(yuan)(yuan)基地分解為(wei)若干(gan)個多(duo)能互補一體(ti)化建設項目。
孫銳認(ren)為,在缺(que)乏發(fa)(fa)光(guang)(guang)熱(re)發(fa)(fa)電(dian)上網電(dian)價傳導機制的(de)(de)情況下,采(cai)用光(guang)(guang)伏、風電(dian)、光(guang)(guang)熱(re)打(da)捆多能互(hu)補(bu)一體(ti)化項目(mu)方式(shi),通(tong)過光(guang)(guang)伏和風電(dian)的(de)(de)利潤(run)空間來(lai)彌補(bu)光(guang)(guang)熱(re)發(fa)(fa)電(dian)的(de)(de)虧損,對緩解光(guang)(guang)熱(re)發(fa)(fa)電(dian)產(chan)業鏈的(de)(de)生(sheng)存(cun)危(wei)機產(chan)生(sheng)了(le)積(ji)極作用,但也帶來(lai)一些新的(de)(de)問題(ti)。
一體化項目中(zhong)的(de)(de)(de)(de)光伏、風電(dian)(dian)(dian)(dian)與儲能(neng)(neng)(neng)(neng)和光熱(re)發(fa)電(dian)(dian)(dian)(dian)的(de)(de)(de)(de)容量配比,是(shi)根據目前的(de)(de)(de)(de)上網(wang)電(dian)(dian)(dian)(dian)價、按(an)照(zhao)滿足投資(zi)方的(de)(de)(de)(de)最低收益要(yao)(yao)求(qiu)確定的(de)(de)(de)(de),并沒有考(kao)慮新能(neng)(neng)(neng)(neng)源(yuan)基地(di)輸(shu)出的(de)(de)(de)(de)電(dian)(dian)(dian)(dian)力品質要(yao)(yao)求(qiu)。在多能(neng)(neng)(neng)(neng)互補(bu)一體化項目中(zhong),光熱(re)發(fa)電(dian)(dian)(dian)(dian)按(an)照(zhao)當地(di)燃煤發(fa)電(dian)(dian)(dian)(dian)的(de)(de)(de)(de)基準上網(wang)電(dian)(dian)(dian)(dian)價是(shi)虧(kui)損的(de)(de)(de)(de),需(xu)要(yao)(yao)通過風電(dian)(dian)(dian)(dian)和光伏發(fa)電(dian)(dian)(dian)(dian)的(de)(de)(de)(de)利潤空(kong)間來彌補(bu)。因此,投資(zi)方為了(le)達到(dao)合理的(de)(de)(de)(de)投資(zi)收益,只能(neng)(neng)(neng)(neng)大(da)幅(fu)削減光熱(re)發(fa)電(dian)(dian)(dian)(dian)的(de)(de)(de)(de)投資(zi),聚光集(ji)熱(re)系統的(de)(de)(de)(de)容量大(da)幅(fu)度縮(suo)減,導致(zhi)光熱(re)發(fa)電(dian)(dian)(dian)(dian)機組(zu)的(de)(de)(de)(de)發(fa)電(dian)(dian)(dian)(dian)量和靈(ling)活調節功(gong)能(neng)(neng)(neng)(neng)大(da)打折扣,喪失了(le)長時儲能(neng)(neng)(neng)(neng)的(de)(de)(de)(de)技術優(you)勢(很多光熱(re)發(fa)電(dian)(dian)(dian)(dian)機組(zu)的(de)(de)(de)(de)年(nian)利用小時數僅為1300小時,扣除檢修25天后的(de)(de)(de)(de)全年(nian)日平(ping)均利用小時數僅3.8小時)。可以(yi)預(yu)見,這些(xie)新能(neng)(neng)(neng)(neng)源(yuan)基地(di)投運后,棄風率和棄光率將顯著增高(gao)是(shi)難以(yi)避免(mian)的(de)(de)(de)(de)。
光熱發電在新能源基地中的功能
▋電力系統面臨的挑戰與對策
根(gen)據相關的(de)(de)(de)預(yu)測,要實現(xian)2060年(nian)碳中和(he)(he)(he)的(de)(de)(de)目(mu)標(biao),即時我(wo)國風電(dian)和(he)(he)(he)太陽(yang)能發(fa)(fa)電(dian)的(de)(de)(de)裝機(ji)(ji)(ji)容(rong)(rong)(rong)量占比要達到75%—80%,這(zhe)給電(dian)力(li)(li)系(xi)(xi)統提出了巨大的(de)(de)(de)挑戰。光(guang)伏發(fa)(fa)電(dian)和(he)(he)(he)風電(dian)的(de)(de)(de)出力(li)(li)具(ju)有隨(sui)(sui)機(ji)(ji)(ji)性、波動性和(he)(he)(he)間歇性,隨(sui)(sui)著(zhu)容(rong)(rong)(rong)量占比的(de)(de)(de)不斷(duan)(duan)增大,電(dian)力(li)(li)系(xi)(xi)統供電(dian)的(de)(de)(de)可靠性不斷(duan)(duan)下降(jiang);隨(sui)(sui)著(zhu)火電(dian)裝機(ji)(ji)(ji)容(rong)(rong)(rong)量的(de)(de)(de)下降(jiang),系(xi)(xi)統的(de)(de)(de)轉動慣(guan)量越來越小,對電(dian)力(li)(li)系(xi)(xi)統安全性的(de)(de)(de)不利影(ying)響越來越大;具(ju)有同步發(fa)(fa)電(dian)機(ji)(ji)(ji)功率(lv)輸出特性的(de)(de)(de)靈活調節電(dian)源容(rong)(rong)(rong)量占比不斷(duan)(duan)下降(jiang),系(xi)(xi)統的(de)(de)(de)電(dian)力(li)(li)平(ping)衡(heng)難(nan)以保證。因(yin)此,構建新(xin)型電(dian)力(li)(li)系(xi)(xi)統的(de)(de)(de)任務(wu)十分艱巨。
為(wei)滿足(zu)電(dian)(dian)力(li)(li)系統安全穩定運行和可(ke)靠供電(dian)(dian)的需要,儲(chu)能(neng)將會(hui)與電(dian)(dian)源、電(dian)(dian)網、負荷(he)并列成(cheng)為(wei)新(xin)型電(dian)(dian)力(li)(li)系統的第四個要素,具有同步發電(dian)(dian)機功率(lv)特性的低碳靈活調節電(dian)(dian)源將成(cheng)為(wei)新(xin)型電(dian)(dian)力(li)(li)系統不(bu)可(ke)或缺的重要支撐。

光熱發電集(ji)發電和儲能為一體,采用(yong)交流同步(bu)發電機,可以連續24小(xiao)時發電,因此,它(ta)比其他儲能方式更具有(you)技術優(you)勢。
▋光熱發電在系統中的功能定位
光熱發電在(zai)新能(neng)源基地中的功能(neng)定位如何?孫銳給出了以下回答:
新能(neng)(neng)(neng)源基地中若沒(mei)有生物質發(fa)(fa)電(dian)(dian)(dian),光熱(re)發(fa)(fa)電(dian)(dian)(dian)則(ze)(ze)是唯一(yi)可以連續穩定(ding)24小時發(fa)(fa)電(dian)(dian)(dian)的(de)電(dian)(dian)(dian)源。它可以發(fa)(fa)揮調(diao)峰、調(diao)頻、提供轉動慣量和旋轉備用(yong)的(de)功能(neng)(neng)(neng)。如果利(li)用(yong)抽(chou)水蓄能(neng)(neng)(neng)或壓縮空氣儲能(neng)(neng)(neng)替(ti)代光熱(re)發(fa)(fa)電(dian)(dian)(dian)的(de)功能(neng)(neng)(neng),則(ze)(ze)需要多(duo)臺相同容(rong)量機(ji)組接力運(yun)行(xing),其(qi)裝機(ji)容(rong)量是光熱(re)發(fa)(fa)電(dian)(dian)(dian)的(de)2-3倍(bei),會顯著提高新能(neng)(neng)(neng)源基地的(de)發(fa)(fa)電(dian)(dian)(dian)成本。
如(ru)上圖所示(shi),其他儲(chu)能(neng)方式都需要經過儲(chu)能(neng)過程和釋能(neng)過程的循(xun)環,單臺機(ji)組(zu)無法實現24小時連續(xu)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)。而光(guang)熱(re)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)可以像燃煤發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)機(ji)組(zu)那樣連續(xu)24小時發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)(dian),在新能(neng)源(yuan)基地(di)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)輸出缺(que)乏(fa)時段,它(ta)可以滿出力(li)運行,其他時段可以將出力(li)降至15%,持續(xu)提供(gong)轉動慣量(liang)并作為旋轉備用,為系(xi)統提供(gong)可靠的電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)支撐。另一方面,在極端氣(qi)象條(tiao)件下,風電(dian)(dian)(dian)(dian)(dian)(dian)(dian)和光(guang)伏發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)受阻、儲(chu)能(neng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)站(zhan)(zhan)無能(neng)可儲(chu)的情況下,光(guang)熱(re)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)機(ji)組(zu)可以利用天(tian)然(ran)氣(qi)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)(dian),保(bao)證有一定功率的電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)輸出,與建(jian)設天(tian)然(ran)氣(qi)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)機(ji)組(zu)相比,僅(jin)需要在光(guang)熱(re)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)站(zhan)(zhan)中(zhong)增(zeng)設天(tian)然(ran)氣(qi)加熱(re)熔鹽系(xi)統,備用成本低(di)。
光熱發電的設計要點和項目開發方式
▋光熱發電的設計要點
孫銳強(qiang)調(diao),光熱發電(dian)項目(mu)必(bi)須要根(gen)據新能(neng)源基地(di)系統研究確定(ding)的功能(neng)定(ding)位和技術(shu)要求進(jin)行設計(ji),主要有以下幾個要點(dian):
1)按(an)照連續24小(xiao)時(shi)(shi)(shi)發電的(de)(de)功能要求(qiu),配置聚光(guang)集熱(re)系統(tong)和儲熱(re)系統(tong)的(de)(de)容(rong)量。有(you)日照條件下機組的(de)(de)日利用小(xiao)時(shi)(shi)(shi)數大(da)小(xiao)于10小(xiao)時(shi)(shi)(shi)(5~6小(xiao)時(shi)(shi)(shi)滿功率運(yun)行(xing),19~18小(xiao)時(shi)(shi)(shi)低功率旋轉備(bei)用);
2)光熱(re)發電(dian)機組的年出(chu)力曲線(xian)要盡(jin)可(ke)能平緩;
3)宜設置電加(jia)熱系統,以便在(zai)(zai)無(wu)光(guang)、有風(feng)的氣(qi)象條件(jian)下(xia),利(li)用(yong)風(feng)電儲熱;在(zai)(zai)光(guang)伏(fu)棄光(guang)的情況下(xia)利(li)用(yong)光(guang)伏(fu)儲熱;
4)當新能(neng)源基地(di)需(xu)要(yao)光熱電站在連續2天(tian)以(yi)上(shang)無(wu)光、無(wu)風的(de)極端氣象條件下仍要(yao)有一定的(de)功率輸出,需(xu)要(yao)設置(zhi)天(tian)然(ran)氣熔鹽(yan)加(jia)熱系統(tong),使機(ji)組仍然(ran)可以(yi)提供(gong)電力。
▋光熱發電項目的開發方式
孫銳表示,光熱電站(zhan)的(de)系(xi)統(tong)配置非(fei)常靈活(huo),完全可以根據新能(neng)源(yuan)(yuan)基地(di)對(dui)(dui)其(qi)功(gong)能(neng)要求(qiu)進行系(xi)統(tong)配置。然而(er),不同(tong)的(de)系(xi)統(tong)配置對(dui)(dui)光熱發(fa)電機組性能(neng)和發(fa)電成本(ben)的(de)影響很大。采用目前(qian)的(de)多能(neng)互補一體化(hua)模式(shi)難以保證光熱發(fa)電發(fa)揮其(qi)技術優勢,新能(neng)源(yuan)(yuan)基地(di)的(de)電力輸(shu)出也難以滿足要求(qiu),因此需要對(dui)(dui)新能(neng)源(yuan)(yuan)基地(di)的(de)開發(fa)方式(shi)進行調(diao)整。具體辦法如(ru)下:
1)建立光熱發電上網電價的傳導機制是解決(jue)光熱發電高質量發展的當務之急,也(ye)是構建新型電力系統不可或缺的政策措施。
2)以上網電(dian)(dian)(dian)價(jia)為標的、采(cai)用競價(jia)招(zhao)標方(fang)式選(xuan)擇電(dian)(dian)(dian)源(yuan)開發商(shang)是大勢所趨。對于新(xin)能源(yuan)基地(di)中的各(ge)種類電(dian)(dian)(dian)源(yuan)和儲能項目,在(zai)完成系統研究后,可以分類別進行(xing)競價(jia)招(zhao)標。通過競價(jia)招(zhao)標,確定上網電(dian)(dian)(dian)價(jia)和開發商(shang),是電(dian)(dian)(dian)源(yuan)上網電(dian)(dian)(dian)價(jia)市場(chang)化改革的方(fang)向。
3)將峰谷分(fen)時銷售(shou)電價模式向上(shang)(shang)傳導(dao)至電源(yuan)(yuan)上(shang)(shang)網(wang)側(ce),可有效激勵(li)電源(yuan)(yuan)參(can)與系統(tong)調峰,是電源(yuan)(yuan)上(shang)(shang)網(wang)電價反(fan)應供求關(guan)系的(de)最佳模式。
