我國特高壓電網的輸電價調整及其管理特點

開展我國特高壓輸電價調整的必要性


輸電價調整(zheng)是考慮(lv)電網內外部環境(jing)變化,相對(dui)已定輸電價水平,實施(shi)的一種(zhong)動態管理。基于我(wo)國特(te)高壓(ya)輸電價管理環境(jing),現階段開展輸電價調整(zheng)的必要性在于。

(3)特高壓輸電價的調整啟動條件


特高壓輸(shu)(shu)(shu)(shu)電(dian)價(jia)(jia)調(diao)整(zheng)包括(kuo)監(jian)(jian)(jian)管期末的(de)常態化(hua)調(diao)整(zheng)和監(jian)(jian)(jian)管期內(nei)的(de)臨(lin)時(shi)調(diao)整(zheng),對應在監(jian)(jian)(jian)管期內(nei)的(de)臨(lin)時(shi)調(diao)整(zheng),目前需要建立規范(fan)的(de)輸(shu)(shu)(shu)(shu)電(dian)價(jia)(jia)調(diao)整(zheng)啟(qi)(qi)動條(tiao)件(jian)。鑒于對輸(shu)(shu)(shu)(shu)電(dian)價(jia)(jia)監(jian)(jian)(jian)管體現為對電(dian)網輸(shu)(shu)(shu)(shu)電(dian)服務(wu)收(shou)(shou)入的(de)合理(li)約束,與此關聯,可(ke)設(she)定(ding)調(diao)整(zheng)啟(qi)(qi)動條(tiao)件(jian)的(de)參數(shu)形式為輸(shu)(shu)(shu)(shu)電(dian)實際收(shou)(shou)入與輸(shu)(shu)(shu)(shu)電(dian)準(zhun)許收(shou)(shou)入差值相對輸(shu)(shu)(shu)(shu)電(dian)準(zhun)許收(shou)(shou)入的(de)比值。在該參數(shu)啟(qi)(qi)動標準(zhun)水平的(de)選(xuan)擇(ze)上(shang)(shang),比照目前省(sheng)(sheng)級(ji)電(dian)網輸(shu)(shu)(shu)(shu)配電(dian)價(jia)(jia)改革方案,一般規定(ding)以上(shang)(shang)比值超過6%時(shi),執行省(sheng)(sheng)級(ji)輸(shu)(shu)(shu)(shu)配電(dian)價(jia)(jia)調(diao)整(zheng),考慮特高壓電(dian)網企業(ye)相對具有較(jiao)強的(de)承受收(shou)(shou)入臨(lin)時(shi)偏差的(de)能(neng)力,其輸(shu)(shu)(shu)(shu)電(dian)價(jia)(jia)調(diao)整(zheng)又可(ke)能(neng)增(zeng)加下級(ji)電(dian)網調(diao)價(jia)(jia)協調(diao)成本,因此,對其輸(shu)(shu)(shu)(shu)電(dian)價(jia)(jia)調(diao)整(zheng)啟(qi)(qi)動條(tiao)件(jian)參數(shu)的(de)標準(zhun)水平選(xuan)擇(ze),應較(jiao)省(sheng)(sheng)級(ji)電(dian)網標準(zhun)適當放寬,以調(diao)高到(dao)8-10%范(fan)圍為宜(yi)。


(4)特高壓輸電價調整的定價參數核定

為(wei)激勵通過技(ji)術和管(guan)理進步(bu)(bu),降(jiang)低(di)特高壓電網運(yun)維成(cheng)本(ben),可(ke)比照(zhao)實用(yong)新型和發明(ming)專利保護期分別為(wei)10年和20年的(de)(de)社會(hui)一般激勵水平,按監(jian)管(guan)周期為(wei)3年,在不低(di)于(yu)3個監(jian)管(guan)周期內設定激勵期,將技(ji)術進步(bu)(bu)降(jiang)低(di)成(cheng)本(ben)收(shou)益的(de)(de)60-80%分給(gei)電網企業,對應(ying)核定成(cheng)本(ben)參數(shu),激勵期過后,企業不再分享收(shou)益,據實核定成(cheng)本(ben)參數(shu),將技(ji)術進步(bu)(bu)收(shou)益全(quan)部轉(zhuan)移給(gei)電力用(yong)戶(hu)。


(5)特高壓輸電價的平衡帳戶管理


為(wei)保持特(te)高壓電網輸(shu)(shu)電收(shou)(shou)入(ru)在(zai)監(jian)管(guan)(guan)(guan)合理(li)范(fan)圍之內,需要建立輸(shu)(shu)電價平(ping)衡(heng)(heng)(heng)賬(zhang)戶(hu)管(guan)(guan)(guan)理(li)機制,基于特(te)高壓電網的管(guan)(guan)(guan)理(li)要求,其平(ping)衡(heng)(heng)(heng)帳(zhang)(zhang)戶(hu)資(zi)金撥付(fu)和資(zi)金結清分(fen)(fen)攤管(guan)(guan)(guan)理(li)也具有(you)一定特(te)點(dian)。一是(shi)考慮特(te)高壓輸(shu)(shu)電計(ji)劃性較強,可(ke)不按分(fen)(fen)月、分(fen)(fen)年(nian)等額確定輸(shu)(shu)電監(jian)管(guan)(guan)(guan)收(shou)(shou)入(ru),而依照與計(ji)劃輸(shu)(shu)電過(guo)(guo)程相吻(wen)合的預(yu)期收(shou)(shou)入(ru)過(guo)(guo)程,制定分(fen)(fen)月、分(fen)(fen)年(nian)輸(shu)(shu)電監(jian)管(guan)(guan)(guan)收(shou)(shou)入(ru),從而減(jian)少(shao)平(ping)衡(heng)(heng)(heng)帳(zhang)(zhang)戶(hu)資(zi)金利(li)用(yong)規模,降(jiang)低相應管(guan)(guan)(guan)理(li)費用(yong)成本。二是(shi)對輸(shu)(shu)電價調整下(xia)的平(ping)衡(heng)(heng)(heng)帳(zhang)(zhang)戶(hu)結清資(zi)金分(fen)(fen)攤,如為(wei)監(jian)管(guan)(guan)(guan)期內的調整,可(ke)在(zai)監(jian)管(guan)(guan)(guan)期剩余(yu)月份平(ping)分(fen)(fen),如為(wei)監(jian)管(guan)(guan)(guan)期末的調整,可(ke)在(zai)下(xia)輪監(jian)管(guan)(guan)(guan)期各月平(ping)分(fen)(fen),通過(guo)(guo)降(jiang)低其輸(shu)(shu)電價調整幅度(du),可(ke)實現減(jian)少(shao)對下(xia)級電網輸(shu)(shu)配電價的影響。
