在推進電(dian)力(li)體制改革與(yu)降低企業(ye)用(yong)(yong)能成本雙(shuang)重因素(su)疊加背景下,經(jing)營(ying)性(xing)(xing)行業(ye)發(fa)用(yong)(yong)電(dian)計(ji)劃(hua)迎來(lai)全(quan)面(mian)放開(kai)(kai),市(shi)場化交易(yi)電(dian)量將大幅(fu)提升。國家發(fa)改委(wei)近日公布的《關于全(quan)面(mian)放開(kai)(kai)經(jing)營(ying)性(xing)(xing)電(dian)力(li)用(yong)(yong)戶(hu)發(fa)用(yong)(yong)電(dian)計(ji)劃(hua)的通知》(以下簡(jian)稱《通知》)要求,經(jing)營(ying)性(xing)(xing)電(dian)力(li)用(yong)(yong)戶(hu)的發(fa)用(yong)(yong)電(dian)計(ji)劃(hua)原則(ze)上全(quan)部(bu)放開(kai)(kai),支持中小用(yong)(yong)戶(hu)參與(yu)市(shi)場化交易(yi)。
除居(ju)民、農(nong)業、重(zhong)要公(gong)用(yong)(yong)(yong)事(shi)業和(he)公(gong)益(yi)性服務等行業電(dian)(dian)(dian)力(li)用(yong)(yong)(yong)戶(hu)(hu)以及電(dian)(dian)(dian)力(li)生產供應所必需的廠用(yong)(yong)(yong)電(dian)(dian)(dian)和(he)線損之外,其他(ta)電(dian)(dian)(dian)力(li)用(yong)(yong)(yong)戶(hu)(hu)均屬(shu)于經營性電(dian)(dian)(dian)力(li)用(yong)(yong)(yong)戶(hu)(hu)。這是(shi)繼(ji)2018年煤炭、鋼鐵、有色、建材4個行業電(dian)(dian)(dian)力(li)用(yong)(yong)(yong)戶(hu)(hu)發用(yong)(yong)(yong)電(dian)(dian)(dian)計劃放(fang)開、全(quan)電(dian)(dian)(dian)量參(can)與(yu)交易之后,能源主(zhu)管(guan)部門擴大(da)放(fang)開發用(yong)(yong)(yong)電(dian)(dian)(dian)計劃的電(dian)(dian)(dian)力(li)用(yong)(yong)(yong)戶(hu)(hu)范圍。
此番擴圍意味著更多(duo)市場(chang)主體可(ke)不受電(dian)(dian)(dian)壓等級及用(yong)電(dian)(dian)(dian)量(liang)(liang)的(de)限制進入(ru)電(dian)(dian)(dian)力(li)市場(chang)。據(ju)(ju)國金證(zheng)(zheng)券測算,以2018年用(yong)電(dian)(dian)(dian)數(shu)據(ju)(ju)測算,全(quan)(quan)部經(jing)營性用(yong)戶用(yong)電(dian)(dian)(dian)量(liang)(liang)約38041億(yi)千瓦時,約占(zhan)(zhan)(zhan)全(quan)(quan)社會用(yong)電(dian)(dian)(dian)量(liang)(liang)的(de)56%。國家發改委(wei)、國家能源局此前披(pi)露的(de)一(yi)季度相(xiang)關數(shu)據(ju)(ju)顯示(shi):2019年1-3月,全(quan)(quan)國完成市場(chang)化交(jiao)易電(dian)(dian)(dian)量(liang)(liang)同(tong)比(bi)增長24.6%,占(zhan)(zhan)(zhan)全(quan)(quan)社會用(yong)電(dian)(dian)(dian)量(liang)(liang)(累(lei)計(ji)(ji)16795億(yi)千瓦時)的(de)26.8%,占(zhan)(zhan)(zhan)經(jing)營性行業用(yong)電(dian)(dian)(dian)量(liang)(liang)的(de)50.5%。也即一(yi)季度經(jing)營性行業用(yong)電(dian)(dian)(dian)量(liang)(liang)在(zai)全(quan)(quan)社會用(yong)電(dian)(dian)(dian)量(liang)(liang)中占(zhan)(zhan)(zhan)53%。據(ju)(ju)國金證(zheng)(zheng)券研(yan)報(bao)預計(ji)(ji),經(jing)營性電(dian)(dian)(dian)力(li)用(yong)戶發用(yong)電(dian)(dian)(dian)計(ji)(ji)劃(hua)的(de)全(quan)(quan)面放(fang)開,有(you)望(wang)在(zai)今年帶來2000億(yi)—3000億(yi)千瓦時市場(chang)化交(jiao)易增量(liang)(liang)。
根據《通知(zhi)》,經營性電(dian)(dian)力用(yong)(yong)戶全面放(fang)開參(can)與市(shi)(shi)場(chang)(chang)化交(jiao)易(yi)主要形式(shi)可(ke)以包括直接(jie)參(can)與、由售電(dian)(dian)公(gong)司代(dai)理參(can)與、其他(ta)各(ge)地(di)(di)根據實際情況(kuang)研究明確的(de)(de)市(shi)(shi)場(chang)(chang)化方(fang)(fang)式(shi)等。各(ge)地(di)(di)要抓緊研究并合理制定中小用(yong)(yong)戶參(can)與市(shi)(shi)場(chang)(chang)化交(jiao)易(yi)的(de)(de)方(fang)(fang)式(shi),中小用(yong)(yong)戶可(ke)根據自身實際自主選擇(ze),也可(ke)以放(fang)棄選擇(ze)權,保(bao)(bao)持現有的(de)(de)購電(dian)(dian)方(fang)(fang)式(shi)。各(ge)地(di)(di)可(ke)結(jie)合本地(di)(di)區電(dian)(dian)力供需形勢,針(zhen)對全面放(fang)開經營性電(dian)(dian)力用(yong)(yong)戶發用(yong)(yong)電(dian)(dian)計劃設定一段時間的(de)(de)過渡期。電(dian)(dian)網其中須承擔(dan)兜底:退出市(shi)(shi)場(chang)(chang)化交(jiao)易(yi)或未選擇(ze)參(can)與市(shi)(shi)場(chang)(chang)化交(jiao)易(yi)的(de)(de)中小用(yong)(yong)戶,在再次直接(jie)參(can)與或通過代(dai)理方(fang)(fang)式(shi)參(can)與市(shi)(shi)場(chang)(chang)化交(jiao)易(yi)前,由電(dian)(dian)網企(qi)業(ye)承擔(dan)保(bao)(bao)底供電(dian)(dian)責任。
《通(tong)知》鼓勵電力用戶和發(fa)電企業自主協商簽(qian)訂合(he)同時(shi),以靈活可浮動(dong)的形式確(que)定(ding)(ding)具體(ti)價格(ge),價格(ge)浮動(dong)方式由雙(shuang)方事先約定(ding)(ding)。
無論以何種(zhong)方式參與(yu)市(shi)(shi)(shi)場(chang)(chang),如此大(da)體量(liang)(liang)的(de)(de)電量(liang)(liang)放開都將對(dui)(dui)電力市(shi)(shi)(shi)場(chang)(chang)產生規模效應(ying)。在培育電力用戶的(de)(de)市(shi)(shi)(shi)場(chang)(chang)意識、釋放市(shi)(shi)(shi)場(chang)(chang)化紅利(li)、給中(zhong)小企業更多市(shi)(shi)(shi)場(chang)(chang)選擇權的(de)(de)同時(shi),市(shi)(shi)(shi)場(chang)(chang)主體的(de)(de)激增與(yu)分(fen)散(san)化,對(dui)(dui)監管(guan)體系和機構提出了更嚴(yan)峻的(de)(de)挑戰。
“經營性電(dian)(dian)力用戶(hu)發(fa)用電(dian)(dian)計劃全(quan)面(mian)放開(kai),是對新(xin)電(dian)(dian)改9號文‘三放開(kai)、一獨立’的(de)(de)積極落(luo)實(shi),反映(ying)出市(shi)場(chang)(chang)(chang)化改革(ge)的(de)(de)整(zheng)體(ti)方(fang)向。”為(wei)多個電(dian)(dian)改項(xiang)目提供咨(zi)詢的(de)(de)北京鑫(xin)諾(nuo)律(lv)師事務(wu)所(suo)高級(ji)合(he)伙(huo)人展曙光表示,發(fa)用電(dian)(dian)計劃放開(kai)意味著參(can)與電(dian)(dian)力市(shi)場(chang)(chang)(chang)的(de)(de)主體(ti)增(zeng)多、交(jiao)(jiao)易電(dian)(dian)量大幅增(zeng)加,有利(li)于激(ji)發(fa)市(shi)場(chang)(chang)(chang)活躍度,倒逼國(guo)內電(dian)(dian)力市(shi)場(chang)(chang)(chang)的(de)(de)形成和完善,“對于售電(dian)(dian)公司等市(shi)場(chang)(chang)(chang)主體(ti)來說,無形中增(zeng)加了很多交(jiao)(jiao)易機會,交(jiao)(jiao)易品種將更為(wei)豐富。”
值得注意的(de)(de)是,此(ci)(ci)前放開發用電(dian)(dian)計劃的(de)(de)煤炭、鋼(gang)鐵等行業的(de)(de)市場(chang)化程度較(jiao)高,市場(chang)意識較(jiao)強,具有前期參與電(dian)(dian)力(li)市場(chang)化交易(yi)(yi)的(de)(de)經驗。與之(zhi)相比,一般(ban)工商業用戶的(de)(de)年用電(dian)(dian)量更小、但基數龐大,由(you)此(ci)(ci)帶來的(de)(de)交易(yi)(yi)電(dian)(dian)量激(ji)增必然對(dui)現有的(de)(de)市場(chang)機制(zhi)形(xing)成(cheng)沖(chong)擊。
展(zhan)曙光認為,經營性電力用戶發用電計劃全面放(fang)開帶來的(de)諸多挑(tiao)戰(zhan)應格(ge)外(wai)重視。比(bi)如,除(chu)了對現有市場機制的(de)挑(tiao)戰(zhan)外(wai),市場主體數量和交易規模的(de)快速放(fang)大“市場監(jian)管者能否監(jian)管得(de)住、如何確保(bao)監(jian)管到(dao)位”?如何規避(bi)市場操控?全面放(fang)開發用電計劃之后,電改如何從近年來的(de)“機制調整”進(jin)入更徹底的(de)“體制改革”階段?以上(shang)都是(shi)不容回(hui)避(bi)的(de)緊迫問(wen)題(ti)。
華(hua)東(dong)電(dian)(dian)力設計(ji)(ji)院智慧能源(yuan)(yuan)室主任(ren)吳俊(jun)宏則看好(hao)經(jing)營性(xing)行(xing)業發用(yong)(yong)電(dian)(dian)計(ji)(ji)劃的(de)(de)(de)放開對用(yong)(yong)戶(hu)側能源(yuan)(yuan)投資與服(fu)務(wu)市場(chang)(chang)的(de)(de)(de)撬動作(zuo)用(yong)(yong)。“經(jing)營性(xing)電(dian)(dian)量的(de)(de)(de)全面(mian)放開對于培養經(jing)營性(xing)電(dian)(dian)力用(yong)(yong)戶(hu)這(zhe)類優質(zhi)用(yong)(yong)戶(hu)的(de)(de)(de)市場(chang)(chang)意識具有非常(chang)重要的(de)(de)(de)作(zuo)用(yong)(yong),他們不能再(zai)將電(dian)(dian)力市場(chang)(chang)置身事外,而這(zhe)種市場(chang)(chang)意識的(de)(de)(de)建立(li),對于用(yong)(yong)戶(hu)側能源(yuan)(yuan)投資與服(fu)務(wu)市場(chang)(chang)無疑是最大(da)的(de)(de)(de)利(li)好(hao)。這(zhe)份(fen)文件就好(hao)比催化劑一(yi)樣,在(zai)它的(de)(de)(de)刺(ci)激和執(zhi)行(xing)下,轉供(gong)電(dian)(dian)、儲(chu)能、分布式發電(dian)(dian)等(deng)等(deng)用(yong)(yong)戶(hu)側能源(yuan)(yuan)投資與服(fu)務(wu)將獲(huo)得(de)更大(da)的(de)(de)(de)市場(chang)(chang)空間與市場(chang)(chang)價值。”
吳(wu)俊(jun)宏認為,大(da)體量(liang)的(de)全面放開對(dui)(dui)于(yu)各類市(shi)(shi)場(chang)主體有(you)(you)著不一(yi)樣的(de)意義:對(dui)(dui)于(yu)電(dian)(dian)網企業而言(yan),雖(sui)然(ran)(ran)公司被“管道化”提速(su),但是(shi)(shi)在“準許收(shou)(shou)入(ru)”的(de)定價(jia)(jia)(jia)模式下,其經營(ying)影響已然(ran)(ran)不大(da);對(dui)(dui)于(yu)傳統(tong)火電(dian)(dian)企業而言(yan),進一(yi)步(bu)增大(da)了其市(shi)(shi)場(chang)營(ying)銷壓力,更多電(dian)(dian)量(liang)需要通過市(shi)(shi)場(chang)解決;對(dui)(dui)于(yu)新能源(yuan)發(fa)電(dian)(dian)企業而言(yan),雖(sui)然(ran)(ran)有(you)(you)優(you)先發(fa)電(dian)(dian)計劃、“保(bao)量(liang)保(bao)價(jia)(jia)(jia)”、“保(bao)量(liang)競價(jia)(jia)(jia)”等機(ji)制(zhi)保(bao)障,但仍然(ran)(ran)加(jia)大(da)了市(shi)(shi)場(chang)競爭(zheng)以及投(tou)資回收(shou)(shou)風險;對(dui)(dui)于(yu)售電(dian)(dian)公司而言(yan),雖(sui)然(ran)(ran)有(you)(you)更多電(dian)(dian)量(liang)份額可(ke)以去爭(zheng)取,但也意味著市(shi)(shi)場(chang)將進入(ru)更專業的(de)階段,競爭(zheng)也將更加(jia)殘酷(ku);對(dui)(dui)經營(ying)性(xing)電(dian)(dian)力用戶而言(yan),既要選擇(ze)是(shi)(shi)否(fou)進入(ru)市(shi)(shi)場(chang),又(you)要面臨進入(ru)市(shi)(shi)場(chang)的(de)風險,但市(shi)(shi)場(chang)意識(shi)的(de)“被動(dong)”養成,能夠讓他們主動(dong)去考慮并接(jie)受(shou)專業的(de)用戶側能源(yuan)服務(wu)。
