專家指(zhi)出,此(ci)次降電價(jia)主要讓利點對(dui)準的是國(guo)家稅收(shou)政策和電網環節。增值稅稅率由16%降低(di)到13%,意味著電網將(jiang)直接承(cheng)擔部(bu)分電價(jia)下降負擔。
券商分(fen)析,增(zeng)值稅率(lv)的(de)降(jiang)低對“水火核(he)”有利,其盈(ying)利能(neng)力(li)將隨之增(zeng)加,國家(jia)的(de)目的(de)就是傳導并釋(shi)放紅利。
《國(guo)家發展改革委(wei)關(guan)于(yu)降(jiang)(jiang)低一般工商(shang)業(ye)電(dian)(dian)(dian)(dian)價(jia)的(de)通知》日(ri)前發布,《通知》提(ti)出(chu)采取第(di)二批四(si)項措施以降(jiang)(jiang)低一般工商(shang)業(ye)電(dian)(dian)(dian)(dian)價(jia),于(yu)7月1日(ri)正(zheng)式開始實施。相比(bi)2018年(nian)提(ti)出(chu)的(de)“降(jiang)(jiang)低電(dian)(dian)(dian)(dian)網環節(jie)收(shou)費(fei)和輸配電(dian)(dian)(dian)(dian)價(jia)格”,今年(nian)將通過“深化電(dian)(dian)(dian)(dian)力(li)市場(chang)化改革,清理電(dian)(dian)(dian)(dian)價(jia)附加收(shou)費(fei)”等四(si)項措施在政府性(xing)基金、輸配電(dian)(dian)(dian)(dian)價(jia)、上(shang)網電(dian)(dian)(dian)(dian)價(jia)、銷(xiao)售電(dian)(dian)(dian)(dian)價(jia)四(si)個環節(jie)均有涉(she)及。
仍以電網讓利為主
雖然此次降(jiang)電(dian)(dian)價(jia)更注重通過電(dian)(dian)力市場化交易機制進一步(bu)降(jiang)低成本,但(dan)業內專家(jia)認為,主(zhu)要讓(rang)利(li)點對(dui)準的是國家(jia)稅(shui)收政策和(he)電(dian)(dian)網(wang)環節。
記者(zhe)注意到,此(ci)次降價措施(shi)國(guo)家讓利明顯,如重大(da)水利工程建設基(ji)金(jin)征(zheng)收標準降低50%政(zheng)府性(xing)(xing)基(ji)金(jin),針對的是電(dian)價結構中的政(zheng)府性(xing)(xing)基(ji)金(jin)環節。業內人士展(zhan)曙光分(fen)析,此(ci)前國(guo)家的基(ji)金(jin)由財政(zheng)部專員(yuan)辦征(zheng)收,征(zheng)收完統一(yi)由電(dian)網分(fen)配使用。“此(ci)次基(ji)金(jin)征(zheng)收標準降低,實際降低壓力仍然將由電(dian)網承(cheng)擔。”
此(ci)外,增值(zhi)稅(shui)稅(shui)率(lv)由16%降低到13%,也(ye)意味著(zhu)電(dian)網將直接(jie)承擔部分電(dian)價(jia)下降負擔。“有測算數據表明,此(ci)次(ci)增值(zhi)稅(shui)稅(shui)率(lv)下調(diao)可(ke)能將提(ti)供300億元左右的(de)讓(rang)利空(kong)間(jian),所以僅在稅(shui)這個環(huan)節,電(dian)網可(ke)以承擔部分降價(jia)壓力。”上述業(ye)內專家表示。
“雖然降價(jia)主(zhu)要從國(guo)家財政、電(dian)(dian)網讓(rang)利,但就市(shi)場(chang)化交易機制降成本而言,可能(neng)會擠壓發電(dian)(dian)端(duan)利潤(run)。”上(shang)述專家認為(wei),目(mu)前我國(guo)電(dian)(dian)力整體(ti)形(xing)勢還(huan)(huan)是供大于求(qiu),發電(dian)(dian)端(duan)只(zhi)能(neng)在(zai)可承(cheng)受范圍(wei)內承(cheng)擔(dan)降價(jia)。“發電(dian)(dian)企業如(ru)果讓(rang)利不足,通過調(diao)整電(dian)(dian)力市(shi)場(chang)交易規模(mo)和規則等方法,或許可以倒逼(bi)其(qi)增加交易電(dian)(dian)量(liang)、擴大讓(rang)利價(jia)差,以實現降電(dian)(dian)價(jia)目(mu)的。不過,因為(wei)最終還(huan)(huan)由市(shi)場(chang)決定,目(mu)前難以預測。”
預測“水火核”壓力適中
2018年(nian),裝機占(zhan)比最(zui)大的火(huo)電(dian)因降(jiang)電(dian)價承擔了較大壓力(li)。對(dui)于今(jin)年(nian)的形勢,天風證(zheng)券(quan)分(fen)析稱,2018年(nian)火(huo)電(dian)虧損面超50%,不具(ju)備更多(duo)讓利(li)(li)能(neng)力(li)。但此(ci)次措(cuo)施中的增值(zhi)稅(shui)率降(jiang)低有望(wang)改善火(huo)電(dian)業績。對(dui)此(ci),太平(ping)洋電(dian)新分(fen)析師周濤表示,增值(zhi)稅(shui)率降(jiang)低對(dui)“水火(huo)核”是有利(li)(li)的,其盈利(li)(li)能(neng)力(li)將隨之(zhi)增加,國家(jia)的目的就是傳導(dao)并(bing)釋(shi)放紅(hong)利(li)(li)。”
新(xin)時代證券也在研報中指(zhi)出,火(huo)電(dian)(dian)行業(ye)由于(yu)“盈利(li)能力差、無增(zeng)(zeng)值(zhi)稅(shui)(shui)(shui)退(tui)稅(shui)(shui)(shui)優惠、增(zeng)(zeng)值(zhi)稅(shui)(shui)(shui)稅(shui)(shui)(shui)率(lv)(lv)(lv)下(xia)(xia)降(jiang)幅(fu)度(du)大(da)”,業(ye)績受增(zeng)(zeng)值(zhi)稅(shui)(shui)(shui)稅(shui)(shui)(shui)率(lv)(lv)(lv)下(xia)(xia)降(jiang)影響最(zui)大(da)。“凈(jing)利(li)率(lv)(lv)(lv)是衡量火(huo)電(dian)(dian)企業(ye)增(zeng)(zeng)值(zhi)稅(shui)(shui)(shui)下(xia)(xia)降(jiang)業(ye)績彈性大(da)小的最(zui)直觀指(zhi)標。在含稅(shui)(shui)(shui)價格(ge)不變的假設下(xia)(xia),當(dang)增(zeng)(zeng)值(zhi)稅(shui)(shui)(shui)稅(shui)(shui)(shui)率(lv)(lv)(lv)下(xia)(xia)降(jiang)后,火(huo)電(dian)(dian)行業(ye)受益最(zui)明顯。”
此(ci)次《通知》提(ti)出,之前由國家發改委明確上網電(dian)(dian)價(jia)的(de)大型水(shui)電(dian)(dian)站和(he)核(he)電(dian)(dian)站,上網電(dian)(dian)價(jia)由受電(dian)(dian)省省級價(jia)格主管部門(men)考慮增值稅稅率降(jiang)低因素測算,報價(jia)格司(si)備案后(hou)公(gong)布(bu)執(zhi)行(xing)。對此(ci),周濤認為(wei),降(jiang)低含稅上網電(dian)(dian)價(jia)后(hou),水(shui)電(dian)(dian)及(ji)核(he)電(dian)(dian)的(de)電(dian)(dian)價(jia)優勢將(jiang)更明顯,有利于提(ti)高其上網電(dian)(dian)量的(de)消納。對大水(shui)電(dian)(dian)和(he)核(he)電(dian)(dian)來說,降(jiang)價(jia)壓力基本評估為(wei)“中(zhong)性”。
“水(shui)(shui)電(dian)(dian)和(he)核(he)(he)電(dian)(dian)對(dui)燃(ran)料、原(yuan)材(cai)料的(de)價(jia)格波動不(bu)敏感,所以整體(ti)情(qing)(qing)況(kuang)評(ping)估(gu)為中性。”周(zhou)濤告訴(su)記者,水(shui)(shui)電(dian)(dian)業(ye)績主要依(yi)賴于來水(shui)(shui)和(he)消納,以及折舊運維(wei)費(fei)用,但這與降水(shui)(shui)、氣候(hou)等因素有關,目前可預測性不(bu)高。而核(he)(he)電(dian)(dian)裝機占比小、總發電(dian)(dian)量(liang)相對(dui)少,對(dui)目標(biao)的(de)貢獻并不(bu)起(qi)主要作用。但降低含(han)稅(shui)標(biao)桿上(shang)網(wang)電(dian)(dian)價(jia)對(dui)用電(dian)(dian)量(liang)增加是(shi)利(li)好的(de)。在降價(jia)情(qing)(qing)況(kuang)下,消費(fei)者理論上(shang)購(gou)電(dian)(dian)會更多,所以核(he)(he)電(dian)(dian)用電(dian)(dian)量(liang)可能(neng)會實現較(jiao)好增長(chang)。
轉供電機制或致降價成果反彈
除了四項基本降(jiang)價措(cuo)(cuo)施,《通知》在“其他要(yao)(yao)求”中還提及針對轉供(gong)電(dian)機(ji)制的措(cuo)(cuo)施:各省(區、市)價格主管部門、電(dian)網企業(ye)要(yao)(yao)統籌謀劃、精(jing)心組織,確保上(shang)述降(jiang)電(dian)價政(zheng)策(ce)平(ping)穩實施。要(yao)(yao)認真(zhen)清理規范商業(ye)綜合體(ti)、產業(ye)園區、寫字樓等轉供(gong)電(dian)環節不合理收費(fei)、不及時傳(chuan)導等問(wen)題,切(qie)實將降(jiang)低一般工商業(ye)電(dian)價政(zheng)策(ce)紅利傳(chuan)導至(zhi)終端(duan)用(yong)戶。
對(dui)此,展曙光認為,轉(zhuan)(zhuan)供(gong)(gong)電(dian)(dian)(dian)政策在轉(zhuan)(zhuan)供(gong)(gong)電(dian)(dian)(dian)主(zhu)(zhu)體(ti)的(de)利潤(run)(run)及(ji)合理支出(chu)如何(he)解(jie)決的(de)問題上并不明(ming)確(que)。“對(dui)商業(ye)樓、產業(ye)園區這(zhe)樣的(de)轉(zhuan)(zhuan)供(gong)(gong)電(dian)(dian)(dian)主(zhu)(zhu)體(ti)而(er)言(yan),轉(zhuan)(zhuan)供(gong)(gong)電(dian)(dian)(dian)主(zhu)(zhu)體(ti)電(dian)(dian)(dian)網的(de)公網接入點(dian)與終(zhong)端用(yong)戶電(dian)(dian)(dian)力(li)接入點(dian)之(zhi)間(jian)的(de)配電(dian)(dian)(dian)設施是由(you)轉(zhuan)(zhuan)供(gong)(gong)電(dian)(dian)(dian)主(zhu)(zhu)體(ti)投(tou)(tou)(tou)資(zi)(zi)建設的(de),但收費卻按終(zhong)端用(yong)戶價(jia)格來收取。這(zhe)中間(jian)產生的(de)問題是,投(tou)(tou)(tou)資(zi)(zi)者自(zi)己投(tou)(tou)(tou)資(zi)(zi)的(de)部分無人(ren)承(cheng)擔,而(er)最終(zhong)利潤(run)(run)可能會讓電(dian)(dian)(dian)網得了,機制(zhi)沒有體(ti)現(xian)出(chu)主(zhu)(zhu)體(ti)的(de)投(tou)(tou)(tou)資(zi)(zi)價(jia)值。”
展曙(shu)光指出,轉供電機制沒有遵從誰(shui)投資誰(shui)收益(yi)的(de)原則(ze),在這(zhe)個欠缺(que)公平性(xing)問(wen)題的(de)基礎上談降(jiang)電價不切實(shi)際。“如(ru)果轉供電收費價格不建立(li)起分享機制,將很難推(tui)行下去,現(xian)在的(de)降(jiang)電價措施就容易反彈。”
