近(jin)日,國(guo)家(jia)(jia)發(fa)展改革(ge)委、國(guo)家(jia)(jia)能(neng)(neng)源局(ju)聯合印發(fa)《關(guan)于建立健全可(ke)再生能(neng)(neng)源電力(li)消納(na)保障(zhang)機制的通(tong)知》(以下簡稱《通(tong)知》)。為了解有關(guan)政策主(zhu)要考慮(lv),針對(dui)各界(jie)關(guan)注的主(zhu)要問(wen)題,記(ji)者采訪了國(guo)家(jia)(jia)能(neng)(neng)源局(ju)新能(neng)(neng)源司有關(guan)負(fu)責人(ren)。
問:各界都十分關注可再生能源電力消納保障機制,請問制定這份文件的主要考慮是什么?
答:2012年(nian)以來,我(wo)國風電(dian)、光伏發(fa)(fa)(fa)電(dian)快(kuai)速發(fa)(fa)(fa)展,水(shui)(shui)電(dian)保(bao)持平(ping)穩較快(kuai)發(fa)(fa)(fa)展。2018年(nian),可再生能(neng)(neng)源(yuan)發(fa)(fa)(fa)電(dian)量(liang)達到1.87萬(wan)億千瓦時,占全部發(fa)(fa)(fa)電(dian)量(liang)比(bi)重從2012年(nian)的(de)(de)20%提高到2018年(nian)的(de)(de)26.7%,其中非(fei)水(shui)(shui)電(dian)可再生能(neng)(neng)源(yuan)發(fa)(fa)(fa)電(dian)量(liang)占全部發(fa)(fa)(fa)電(dian)量(liang)比(bi)重提高了5.8個百分點。可再生能(neng)(neng)源(yuan)的(de)(de)快(kuai)速發(fa)(fa)(fa)展促進了能(neng)(neng)源(yuan)結構優化,2018年(nian)非(fei)化石能(neng)(neng)源(yuan)占一(yi)次能(neng)(neng)源(yuan)消費比(bi)重比(bi)2012年(nian)提高4.6個百分點。
在加(jia)快可(ke)再生能(neng)源(yuan)(yuan)開發利用(yong)的(de)(de)(de)同時(shi),水(shui)電(dian)、風電(dian)、光伏發電(dian)的(de)(de)(de)送出和(he)消納(na)問題開始(shi)顯現(xian)。近兩(liang)年,國(guo)家(jia)發展改革(ge)委、國(guo)家(jia)能(neng)源(yuan)(yuan)局堅決貫(guan)徹落實黨中央、國(guo)務院關于支持可(ke)再生能(neng)源(yuan)(yuan)消納(na)利用(yong)的(de)(de)(de)工作部署,督(du)促國(guo)家(jia)電(dian)網、南方電(dian)網和(he)各地能(neng)源(yuan)(yuan)主管(guan)部門(men),協同采取(qu)多種措施解決棄(qi)水(shui)棄(qi)風棄(qi)光問題,并取(qu)得了初步成效。
為(wei)進(jin)一步(bu)促(cu)進(jin)可再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)消(xiao)(xiao)納,按照黨中央、國務院的(de)部署,以《可再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)法》為(wei)依據,借(jie)鑒(jian)國際經驗,提出建立健全可再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)電(dian)(dian)力消(xiao)(xiao)納保障(zhang)機(ji)制,即按省(sheng)級(ji)(ji)行(xing)政(zheng)(zheng)區域(yu)對電(dian)(dian)力消(xiao)(xiao)費(fei)規定(ding)應(ying)達(da)(da)到的(de)可再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)電(dian)(dian)量(liang)比重,要求承(cheng)擔消(xiao)(xiao)納責任(ren)(ren)的(de)各類(lei)市場主(zhu)(zhu)體(ti)(ti)的(de)售電(dian)(dian)量(liang)(或用電(dian)(dian)量(liang))均應(ying)達(da)(da)到所在省(sheng)級(ji)(ji)行(xing)政(zheng)(zheng)區域(yu)最低(di)可再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)電(dian)(dian)力消(xiao)(xiao)納責任(ren)(ren)權重相(xiang)對應(ying)的(de)消(xiao)(xiao)納量(liang)。實(shi)行(xing)消(xiao)(xiao)納保障(zhang)機(ji)制的(de)目的(de)就是促(cu)進(jin)各省(sheng)級(ji)(ji)行(xing)政(zheng)(zheng)區域(yu)優(you)先消(xiao)(xiao)納可再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan),同時促(cu)使各類(lei)承(cheng)擔消(xiao)(xiao)納責任(ren)(ren)的(de)市場主(zhu)(zhu)體(ti)(ti)公平承(cheng)擔消(xiao)(xiao)納可再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)電(dian)(dian)力責任(ren)(ren),形成可再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)電(dian)(dian)力消(xiao)(xiao)費(fei)引領的(de)長效(xiao)發展機(ji)制,促(cu)進(jin)清潔(jie)、低(di)碳、安全、高效(xiao)的(de)能(neng)(neng)源(yuan)體(ti)(ti)系建設(she)。
問:請問出臺《通知》的依據是什么?
答:習(xi)(xi)近(jin)平(ping)(ping)總(zong)書(shu)(shu)記(ji)在2014年6月(yue)(yue)中央財經領導小組(zu)第六次(ci)會(hui)(hui)(hui)議上提出了(le)推動(dong)能(neng)源(yuan)(yuan)生產(chan)和消費(fei)(fei)革命(ming)的(de)重要論述,黨的(de)十九大報告(gao)指出要壯(zhuang)大清潔能(neng)源(yuan)(yuan)產(chan)業,加(jia)快可(ke)(ke)再生能(neng)源(yuan)(yuan)開發利用已是(shi)一項重要戰略任務。在2018年4月(yue)(yue)的(de)中央財經委(wei)員會(hui)(hui)(hui)第一次(ci)會(hui)(hui)(hui)議上,習(xi)(xi)近(jin)平(ping)(ping)總(zong)書(shu)(shu)記(ji)進一步(bu)強調要調整能(neng)源(yuan)(yuan)結構(gou),減(jian)少煤炭消費(fei)(fei),增加(jia)清潔能(neng)源(yuan)(yuan)使用。2017年《政府工作報告(gao)》要求“抓緊解決機制和技術問(wen)題(ti),優先保(bao)障(zhang)可(ke)(ke)再生能(neng)源(yuan)(yuan)發電上網,有效(xiao)緩解棄水棄風(feng)棄光狀況”。
《可再生(sheng)能源(yuan)法(fa)》規(gui)定,國(guo)家實行(xing)可再生(sheng)能源(yuan)發電(dian)(dian)(dian)全額保(bao)障性收購制(zhi)(zhi)度。2017年(nian)以(yi)來,國(guo)家發展改革委、國(guo)家能源(yuan)局會同(tong)有(you)關部(bu)門(men)研究(jiu)促進可再生(sheng)能源(yuan)發展的(de)政策和機(ji)制(zhi)(zhi),2017年(nian)制(zhi)(zhi)定了(le)《解決(jue)棄水棄風棄光問題(ti)實施方案》,2018年(nian)發布了(le)《清潔能源(yuan)消(xiao)納行(xing)動(dong)計劃(hua)(2018-2020年(nian))》,其中解決(jue)可再生(sheng)能源(yuan)電(dian)(dian)(dian)力(li)消(xiao)納問題(ti)的(de)重要(yao)長效機(ji)制(zhi)(zhi)就是實行(xing)可再生(sheng)能源(yuan)電(dian)(dian)(dian)力(li)消(xiao)納保(bao)障機(ji)制(zhi)(zhi)。
2017年6月(yue)以來,國(guo)家(jia)(jia)發展改(gai)革委、國(guo)家(jia)(jia)能源(yuan)(yuan)局按照黨中央、國(guo)務院關于(yu)電(dian)(dian)力體制(zhi)改(gai)革和清潔能源(yuan)(yuan)消(xiao)(xiao)(xiao)納(na)工作部署,開(kai)展可(ke)再(zai)生能源(yuan)(yuan)電(dian)(dian)力消(xiao)(xiao)(xiao)納(na)保障(zhang)政策研究。在深入研究論證并廣泛征求各方面(mian)意(yi)見基礎(chu)上,形成(cheng)了《關于(yu)建立健全可(ke)再(zai)生能源(yuan)(yuan)電(dian)(dian)力消(xiao)(xiao)(xiao)納(na)保障(zhang)機制(zhi)的通(tong)知》。
問:請您簡要介紹可再生能源消納保障機制的實施機制。
答:可再生(sheng)能(neng)源電力(li)消(xiao)納保(bao)障機制(zhi),就是(shi)在電力(li)市(shi)場(chang)化交(jiao)易的(de)總體框(kuang)架下,為落實可再生(sheng)能(neng)源優先(xian)利(li)用法(fa)定要求,依法(fa)建立(li)強制(zhi)性市(shi)場(chang)份額(e)標準,對各類直接向(xiang)電力(li)用戶供/售(shou)電的(de)電網企業(ye)、獨立(li)售(shou)電公(gong)司、擁(yong)有(you)配電網運營權的(de)售(shou)電公(gong)司和通過電力(li)批發市(shi)場(chang)購(gou)電的(de)電力(li)用戶和擁(yong)有(you)自備電廠(chang)企業(ye)的(de)市(shi)場(chang)行(xing)(xing)為進行(xing)(xing)引導。主(zhu)要實施(shi)機制(zhi)如(ru)下:
(一)按(an)省級行(xing)政(zheng)區(qu)域對電力(li)消(xiao)費規(gui)定應達(da)到的可(ke)再生(sheng)能(neng)(neng)源(yuan)消(xiao)納(na)責(ze)(ze)(ze)任(ren)權(quan)重(zhong)(包括可(ke)再生(sheng)能(neng)(neng)源(yuan)電力(li)總(zong)量消(xiao)納(na)責(ze)(ze)(ze)任(ren)權(quan)重(zhong)和非水(shui)電可(ke)再生(sheng)能(neng)(neng)源(yuan)電力(li)消(xiao)納(na)責(ze)(ze)(ze)任(ren)權(quan)重(zhong)),以及各省級行(xing)政(zheng)區(qu)域必須達(da)到的最(zui)低消(xiao)納(na)責(ze)(ze)(ze)任(ren)權(quan)重(zhong)和超過即(ji)獎勵的激勵性消(xiao)納(na)責(ze)(ze)(ze)任(ren)權(quan)重(zhong)。
(二(er))各省級(ji)人民政(zheng)府(fu)能源(yuan)主(zhu)管部門牽頭(tou)負責(ze)(ze)(ze)本(ben)省級(ji)行政(zheng)區域的(de)消納責(ze)(ze)(ze)任權重落實,制定消納實施(shi)方案并報省級(ji)人民政(zheng)府(fu)批準后實施(shi)。省級(ji)能源(yuan)主(zhu)管部門負責(ze)(ze)(ze)對各類承(cheng)擔消納責(ze)(ze)(ze)任的(de)市場主(zhu)體進行考核。電網企業承(cheng)擔經營(ying)區消納責(ze)(ze)(ze)任權重實施(shi)的(de)組織責(ze)(ze)(ze)任。
(三)國務(wu)院能(neng)源主管部門(men)對各省(sheng)(sheng)級行(xing)(xing)政(zheng)區域消納(na)責(ze)任(ren)權(quan)重(zhong)完(wan)成(cheng)情況(kuang)進行(xing)(xing)監測評價。對超(chao)額完(wan)成(cheng)消納(na)責(ze)任(ren)權(quan)重(zhong)(超(chao)過激勵(li)性消納(na)責(ze)任(ren)權(quan)重(zhong))的省(sheng)(sheng)級行(xing)(xing)政(zheng)區域予以獎勵(li),對未履行(xing)(xing)消納(na)責(ze)任(ren)權(quan)重(zhong)的市場主體要求限期整改,將可再生能(neng)源消納(na)量(liang)與全國能(neng)源消耗總量(liang)和(he)強度“雙控”考核掛鉤。
問:請問可再生能源電力消納保障機制與電力體制改革和電力市場建設的關系是什么?
答:消(xiao)(xiao)納保障機制(zhi)是貫徹落實習近(jin)平總(zong)書(shu)記關于推進能(neng)源(yuan)(yuan)(yuan)生(sheng)產和消(xiao)(xiao)費革(ge)命重(zhong)要論述,加快(kuai)構(gou)建清(qing)潔低碳、安全高效的能(neng)源(yuan)(yuan)(yuan)體系,促進可再(zai)生(sheng)能(neng)源(yuan)(yuan)(yuan)開(kai)發利用的重(zhong)要舉(ju)措(cuo)。電力體制(zhi)改革(ge)總(zong)體目標,是加快(kuai)構(gou)建有效競爭的市場(chang)結(jie)構(gou)和市場(chang)體系,形成主(zhu)(zhu)要由(you)市場(chang)決(jue)(jue)定能(neng)源(yuan)(yuan)(yuan)價格的機制(zhi),發揮市場(chang)配置資源(yuan)(yuan)(yuan)的決(jue)(jue)定性(xing)作用。電力市場(chang)是未來可再(zai)生(sheng)能(neng)源(yuan)(yuan)(yuan)消(xiao)(xiao)納的主(zhu)(zhu)要環境。

問:請問消納保障機制涉及到哪些方面,分別承擔什么責任?

答:整體(ti)來(lai)說,通過統一科學(xue)的測算方法、客觀準確的邊界條(tiao)件、公開透明的銜接流程,科學(xue)合理(li)測算和確定(ding)各(ge)地區(qu)消納責任權重,確保公平公正和客觀性(xing)。
一是(shi)制定統一科學的消(xiao)(xiao)納責任(ren)權重測算方法(fa)。在(zai)充(chong)分(fen)研究(jiu)論(lun)證和(he)征求意見的基礎(chu)上,向全(quan)社(she)會公布了總(zong)量和(he)非水電、最(zui)低和(he)激(ji)勵性可再生(sheng)能源電力(li)消(xiao)(xiao)納責任(ren)權重的詳細計(ji)算公式,據(ju)此(ci)測算各地區消(xiao)(xiao)納責任(ren)權重。各省(sheng)級能源主管部(bu)門、電網企業、研究(jiu)機構、個(ge)人等均可依據(ju)該方法(fa)獨立地進行測算及校驗。
二是采(cai)用(yong)客(ke)觀準(zhun)確的測算邊(bian)界(jie)條(tiao)件。對(dui)于可(ke)(ke)再(zai)生能(neng)(neng)(neng)源(yuan)發電(dian)(dian)(dian)(dian)裝機和(he)發電(dian)(dian)(dian)(dian)量(liang)、各(ge)區(qu)(qu)域(yu)全(quan)社會用(yong)電(dian)(dian)(dian)(dian)量(liang)、跨(kua)省跨(kua)區(qu)(qu)輸送(song)電(dian)(dian)(dian)(dian)量(liang)等邊(bian)界(jie)條(tiao)件,嚴格(ge)按(an)照國家能(neng)(neng)(neng)源(yuan)、電(dian)(dian)(dian)(dian)力、可(ke)(ke)再(zai)生能(neng)(neng)(neng)源(yuan)“十(shi)三五(wu)”規(gui)劃(hua)(hua);各(ge)區(qu)(qu)域(yu)實(shi)際用(yong)電(dian)(dian)(dian)(dian)負荷增長情(qing)況、可(ke)(ke)再(zai)生能(neng)(neng)(neng)源(yuan)重大項目和(he)跨(kua)省跨(kua)區(qu)(qu)輸電(dian)(dian)(dian)(dian)通道送(song)電(dian)(dian)(dian)(dian)能(neng)(neng)(neng)力,在符合規(gui)劃(hua)(hua)的前提下與各(ge)省級能(neng)(neng)(neng)源(yuan)主管部(bu)門、電(dian)(dian)(dian)(dian)網企業進行了充分溝通復核,確保各(ge)測算邊(bian)界(jie)條(tiao)件客(ke)觀準(zhun)確。
三是(shi)制定公(gong)開透明的(de)消(xiao)(xiao)納責任權重(zhong)銜接流程。首先,國(guo)務院(yuan)能(neng)源(yuan)(yuan)主(zhu)管部(bu)門(men)組(zu)(zu)織(zhi)有關(guan)機構(gou)按年度(du)對(dui)各(ge)省(sheng)級(ji)(ji)行(xing)(xing)政區域可(ke)再生能(neng)源(yuan)(yuan)電力(li)消(xiao)(xiao)納責任權重(zhong)進(jin)行(xing)(xing)統一(yi)測算(suan),向各(ge)省(sheng)級(ji)(ji)能(neng)源(yuan)(yuan)主(zhu)管部(bu)門(men)征求意(yi)見。各(ge)省(sheng)級(ji)(ji)能(neng)源(yuan)(yuan)主(zhu)管部(bu)門(men)會同經(jing)濟運(yun)行(xing)(xing)管理部(bu)門(men)在國(guo)家電網(wang)(wang)、南(nan)方電網(wang)(wang)所屬(shu)(shu)省(sheng)級(ji)(ji)電網(wang)(wang)企(qi)業和省(sheng)屬(shu)(shu)地(di)方電網(wang)(wang)企(qi)業技術支持下(xia),對(dui)國(guo)務院(yuan)能(neng)源(yuan)(yuan)主(zhu)管部(bu)門(men)統一(yi)測算(suan)提出的(de)消(xiao)(xiao)納責任權重(zhong)進(jin)行(xing)(xing)研究(jiu)后(hou)向國(guo)務院(yuan)能(neng)源(yuan)(yuan)主(zhu)管部(bu)門(men)反(fan)饋意(yi)見;最后(hou),國(guo)務院(yuan)能(neng)源(yuan)(yuan)主(zhu)管部(bu)門(men)組(zu)(zu)織(zhi)第三方機構(gou)結合(he)各(ge)方面反(fan)饋意(yi)見,綜合(he)論證后(hou)于每年3月底前向各(ge)省(sheng)級(ji)(ji)行(xing)(xing)政區域下(xia)達當年可(ke)再生能(neng)源(yuan)(yuan)電力(li)消(xiao)(xiao)納責任權重(zhong)(包括最低消(xiao)(xiao)納責任權重(zhong)和激勵性(xing)消(xiao)(xiao)納責任權重(zhong))。
