二、主要目標


“十(shi)四五”時期,產業(ye)結構調整取得(de)明(ming)顯進展,能(neng)源結構明(ming)顯優化(hua),重點(dian)行業(ye)能(neng)源利用效率明(ming)顯提升,煤炭(tan)消(xiao)費(fei)增長得(de)到合理控(kong)制,綠色低碳發展水平顯著提高(gao)。到2025年(nian),新能(neng)源裝機容量超過700萬(wan)千瓦,綠氫生產能(neng)力(li)達(da)到8萬(wan)噸,非(fei)化(hua)石能(neng)源消(xiao)費(fei)比重達(da)到8%左右,力(li)爭二氧(yang)化(hua)碳資源化(hua)利用規模達(da)到百萬(wan)噸,單位(wei)地區生產總值能(neng)源消(xiao)耗(hao)累(lei)計(ji)下(xia)(xia)降(jiang)17%,單位(wei)地區生產總值二氧(yang)化(hua)碳排放(fang)累(lei)計(ji)下(xia)(xia)降(jiang)18%。


“十(shi)五五”時期,產業結(jie)(jie)構(gou)調(diao)整取(qu)得(de)重(zhong)(zhong)大進展,能(neng)(neng)源(yuan)(yuan)結(jie)(jie)構(gou)優化(hua)(hua)取(qu)得(de)重(zhong)(zhong)大成果,清潔(jie)低(di)(di)碳(tan)(tan)安(an)全(quan)高效的現代能(neng)(neng)源(yuan)(yuan)體系初步建立,重(zhong)(zhong)點領域低(di)(di)碳(tan)(tan)發展模(mo)式基本(ben)形成,綠色低(di)(di)碳(tan)(tan)關鍵技術取(qu)得(de)重(zhong)(zhong)大突破,二氧化(hua)(hua)碳(tan)(tan)資(zi)源(yuan)(yuan)化(hua)(hua)利用規(gui)模(mo)逐(zhu)步擴大,綠色低(di)(di)碳(tan)(tan)循環發展內生(sheng)動(dong)力(li)(li)顯(xian)著(zhu)增強,穩妥有序(xu)實現碳(tan)(tan)達(da)峰。到(dao)2030年,新能(neng)(neng)源(yuan)(yuan)裝機容量達(da)到(dao)1500萬千瓦,綠氫生(sheng)產能(neng)(neng)力(li)(li)達(da)到(dao)30萬噸,非(fei)化(hua)(hua)石能(neng)(neng)源(yuan)(yuan)消費比重(zhong)(zhong)達(da)到(dao)10%左右,可再生(sheng)能(neng)(neng)源(yuan)(yuan)制氫耦合(he)煤(mei)化(hua)(hua)工取(qu)得(de)顯(xian)著(zhu)成效,力(li)(li)爭二氧化(hua)(hua)碳(tan)(tan)資(zi)源(yuan)(yuan)化(hua)(hua)利用規(gui)模(mo)達(da)到(dao)300萬噸。


“十六五(wu)”時期,全面構(gou)建現代(dai)化產業體(ti)系和(he)清潔低碳(tan)安全高(gao)效的(de)現代(dai)能(neng)源體(ti)系,廣(guang)泛形成綠色低碳(tan)生產和(he)生活模式,碳(tan)排放達峰后穩中有(you)降(jiang)。到2035年(nian),非化石能(neng)源消費(fei)比(bi)重達到15%左右。


三、重點任務


(一)能(neng)(neng)源(yuan)(yuan)綠(lv)色(se)低(di)碳(tan)轉型(xing)(xing)行動(dong)。堅持綠(lv)色(se)發展理念,加快(kuai)推進(jin)能(neng)(neng)源(yuan)(yuan)生產和消費(fei)(fei)方式(shi)變革,著力增強(qiang)能(neng)(neng)源(yuan)(yuan)供應鏈(lian)安全(quan)性和穩定性,著力提升能(neng)(neng)源(yuan)(yuan)產業鏈(lian)現(xian)(xian)代化水平,著力推動(dong)能(neng)(neng)源(yuan)(yuan)清潔高效利用,大力推進(jin)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)開發、綠(lv)氫生產、綠(lv)色(se)發展,在保障能(neng)(neng)源(yuan)(yuan)安全(quan)的前提下,嚴格(ge)合理控制煤(mei)炭消費(fei)(fei)增長(chang),加快(kuai)新(xin)(xin)型(xing)(xing)儲(chu)能(neng)(neng)示(shi)范推廣應用,構(gou)(gou)建新(xin)(xin)能(neng)(neng)源(yuan)(yuan)占比(bi)逐漸提高的新(xin)(xin)型(xing)(xing)電力系統,均衡有序推進(jin)能(neng)(neng)源(yuan)(yuan)綠(lv)色(se)低(di)碳(tan)轉型(xing)(xing),加快(kuai)構(gou)(gou)建清潔低(di)碳(tan)安全(quan)高效的能(neng)(neng)源(yuan)(yuan)體(ti)系,高水平建設國家現(xian)(xian)代能(neng)(neng)源(yuan)(yuan)經(jing)濟(ji)示(shi)范區(qu)。

4.推動建(jian)材行(xing)業碳(tan)達峰。嚴禁(jin)新增水(shui)(shui)(shui)泥熟料產(chan)能(neng),合理(li)實(shi)施水(shui)(shui)(shui)泥錯峰生(sheng)產(chan),鼓勵建(jian)材企(qi)業使用粉(fen)煤灰、煤矸石、電石渣、脫硫石膏等(deng)作為原料或水(shui)(shui)(shui)泥混合材,加快實(shi)施水(shui)(shui)(shui)泥窯(yao)余熱綜合利用回收。加強新型膠凝材料、低碳(tan)混凝土等(deng)低碳(tan)建(jian)材產(chan)品研發和(he)推廣應用,逐步提升綠色建(jian)材應用比(bi)例。到2025年,水(shui)(shui)(shui)泥熟料產(chan)能(neng)控制在(zai)100萬噸以內;“十五五”期間,水(shui)(shui)(shui)泥行(xing)業碳(tan)排放總量穩中有降。(責任單位(wei):經濟發展(zhan)局、建(jian)設和(he)交通局、科技和(he)信息化局、寧東市(shi)場監督管(guan)理(li)局)


5.堅(jian)決遏制高耗(hao)能(neng)(neng)(neng)高排(pai)放(fang)(fang)低(di)水平項(xiang)目盲目發展(zhan)。嚴格落實自(zi)治(zhi)區(qu)能(neng)(neng)(neng)耗(hao)雙控(kong)產(chan)業(ye)結構(gou)調整指導目錄,對(dui)高耗(hao)能(neng)(neng)(neng)高排(pai)放(fang)(fang)項(xiang)目實行清單管(guan)理、分類處置、動態監管(guan)。對(dui)標國(guo)(guo)際國(guo)(guo)內(nei)先進水平,推動在建(jian)項(xiang)目能(neng)(neng)(neng)效水平應提(ti)(ti)盡提(ti)(ti)。新建(jian)高耗(hao)能(neng)(neng)(neng)高排(pai)放(fang)(fang)項(xiang)目在履行各項(xiang)審批手續(xu)之前,要深(shen)(shen)入論證建(jian)設必要性(xing)和可行性(xing),認(ren)真分析評估對(dui)能(neng)(neng)(neng)耗(hao)雙控(kong)、碳排(pai)放(fang)(fang)、產(chan)業(ye)高質(zhi)量發展(zhan)和環(huan)境質(zhi)量的(de)影響。深(shen)(shen)入挖潛存(cun)量項(xiang)目,加(jia)快淘汰落后產(chan)能(neng)(neng)(neng),加(jia)快實施重點領域節(jie)能(neng)(neng)(neng)降碳技術(shu)改造(zao),通(tong)過改造(zao)升(sheng)級挖掘節(jie)能(neng)(neng)(neng)減排(pai)潛力。強(qiang)化(hua)常態化(hua)監管(guan),堅(jian)決淘汰不符(fu)合要求的(de)高耗(hao)能(neng)(neng)(neng)高排(pai)放(fang)(fang)低(di)水平項(xiang)目。(責任(ren)單位:經濟發展(zhan)局、自(zi)然資源局、生態環(huan)境局、招(zhao)商局)

(五)交通運(yun)(yun)輸(shu)清潔低碳(tan)(tan)行動(dong)。加快(kuai)建設綠色(se)低碳(tan)(tan)交通運(yun)(yun)輸(shu)體系,形成(cheng)綠色(se)低碳(tan)(tan)運(yun)(yun)輸(shu)方(fang)式,確(que)保交通運(yun)(yun)輸(shu)領域碳(tan)(tan)排放增長(chang)保持在合理區間。

(一)完(wan)善統(tong)計(ji)(ji)核(he)算(suan)體(ti)系。加(jia)強碳(tan)(tan)排放統(tong)計(ji)(ji)核(he)算(suan)能(neng)(neng)力建(jian)(jian)設,加(jia)強重點用能(neng)(neng)單位(wei)能(neng)(neng)源計(ji)(ji)量(liang)器具配備和管理(li)(li),鼓(gu)勵企業依據自身特點建(jian)(jian)立健(jian)全碳(tan)(tan)排放計(ji)(ji)量(liang)體(ti)系,引導企業自主加(jia)強碳(tan)(tan)排放監測(ce)(ce)與管理(li)(li)。建(jian)(jian)立健(jian)全重點用能(neng)(neng)單位(wei)能(neng)(neng)耗和碳(tan)(tan)排放統(tong)計(ji)(ji)監測(ce)(ce)體(ti)系,持續推進能(neng)(neng)耗在(zai)(zai)線監測(ce)(ce)系統(tong)建(jian)(jian)設,拓(tuo)展(zhan)(zhan)碳(tan)(tan)排放核(he)算(suan)監測(ce)(ce)功能(neng)(neng),推動新興技(ji)(ji)術在(zai)(zai)碳(tan)(tan)排放實(shi)測(ce)(ce)技(ji)(ji)術領域應用,提(ti)高統(tong)計(ji)(ji)核(he)算(suan)智能(neng)(neng)化(hua)、信息化(hua)水(shui)平。(責任單位(wei):經濟發展(zhan)(zhan)局、生態環境局、自然資源局、建(jian)(jian)設和交通(tong)局、寧(ning)東(dong)市(shi)場監督管理(li)(li)局)


(二)完善(shan)財(cai)稅價格政(zheng)策(ce)。加大財(cai)政(zheng)資金對綠色(se)低(di)碳(tan)產(chan)業發(fa)展(zhan)、重點行業低(di)碳(tan)技術示范工程的(de)引導(dao)支持力度,統籌用(yong)好節能(neng)降碳(tan)專項資金。用(yong)足用(yong)好環境保(bao)護、節能(neng)節水、新(xin)能(neng)源(yuan)和清(qing)潔能(neng)源(yuan)汽車(che)(che)車(che)(che)船稅、車(che)(che)輛購置稅等稅收優惠政(zheng)策(ce),嚴格落(luo)實差別(bie)化電價、分時電價和居民階梯電價政(zheng)策(ce)。(責任單位:財(cai)政(zheng)金融局、寧(ning)東(dong)稅務局、國網寧(ning)東(dong)供電公司)


(三)積極發展綠(lv)色(se)(se)金(jin)融(rong)。探索普惠金(jin)融(rong)服務方式,鼓勵(li)(li)金(jin)融(rong)機(ji)構利用信息技術等現代化手段創新研發綠(lv)色(se)(se)低(di)碳金(jin)融(rong)產品和(he)相(xiang)關服務,引導銀行(xing)等金(jin)融(rong)機(ji)構為綠(lv)色(se)(se)低(di)碳項目提供長期限(xian)、低(di)成本資(zi)(zi)(zi)金(jin)。支持(chi)符合條件的企業上市融(rong)資(zi)(zi)(zi)和(he)再融(rong)資(zi)(zi)(zi)、發行(xing)綠(lv)色(se)(se)債券用于綠(lv)色(se)(se)低(di)碳項目建設(she)運(yun)營。鼓勵(li)(li)委屬國有企業、社(she)會資(zi)(zi)(zi)本加大綠(lv)色(se)(se)低(di)碳投資(zi)(zi)(zi)力度。(責任單(dan)位:財政金(jin)融(rong)局、寧(ning)(ning)東開(kai)發投資(zi)(zi)(zi)公(gong)司(si)、寧(ning)(ning)東科創公(gong)司(si)、寧(ning)(ning)東新能源公(gong)司(si))


(四)推(tui)進市場化機(ji)制建設。積(ji)(ji)極參與碳(tan)排(pai)(pai)放(fang)權交(jiao)(jiao)易(yi),逐步擴(kuo)大寧東基地(di)碳(tan)排(pai)(pai)放(fang)權交(jiao)(jiao)易(yi)主體范圍,落實企業及金(jin)融機(ji)構(gou)等碳(tan)排(pai)(pai)放(fang)報告和(he)信息披露制度(du)。積(ji)(ji)極開(kai)展排(pai)(pai)污權有償使用(yong)和(he)交(jiao)(jiao)易(yi)改(gai)革(ge),率(lv)先探(tan)索開(kai)展用(yong)能(neng)(neng)權有償使用(yong)和(he)交(jiao)(jiao)易(yi)試點,加(jia)強電(dian)力交(jiao)(jiao)易(yi)、用(yong)能(neng)(neng)權交(jiao)(jiao)易(yi)和(he)碳(tan)排(pai)(pai)放(fang)權交(jiao)(jiao)易(yi)的統籌銜接。發展市場化節(jie)能(neng)(neng)方式(shi),推(tui)行合同能(neng)(neng)源管理,推(tui)廣節(jie)能(neng)(neng)綜合服務(wu)。(責任單(dan)位:生態環境局、經濟發展局)


六、組織實施


(一)加強組織(zhi)領(ling)(ling)導。黨工(gong)(gong)委(wei)加強對碳(tan)(tan)(tan)達峰碳(tan)(tan)(tan)中(zhong)和工(gong)(gong)作(zuo)(zuo)的集中(zhong)統(tong)一領(ling)(ling)導,碳(tan)(tan)(tan)達峰碳(tan)(tan)(tan)中(zhong)和工(gong)(gong)作(zuo)(zuo)領(ling)(ling)導小(xiao)組加強對碳(tan)(tan)(tan)達峰相關工(gong)(gong)作(zuo)(zuo)進(jin)行(xing)整體部署和系(xi)統(tong)推進(jin),統(tong)籌研究(jiu)解(jie)決(jue)(jue)重(zhong)(zhong)要事項(xiang)、制(zhi)定重(zhong)(zhong)大政策、解(jie)決(jue)(jue)重(zhong)(zhong)大問題。碳(tan)(tan)(tan)達峰碳(tan)(tan)(tan)中(zhong)和工(gong)(gong)作(zuo)(zuo)領(ling)(ling)導小(xiao)組辦(ban)公室(經濟發展(zhan)局)要加強統(tong)籌協(xie)調(diao),研究(jiu)制(zhi)定工(gong)(gong)作(zuo)(zuo)清單(dan)和責任清單(dan),建立強有力的工(gong)(gong)作(zuo)(zuo)推進(jin)機制(zhi),定期對重(zhong)(zhong)點領(ling)(ling)域、重(zhong)(zhong)點行(xing)業、重(zhong)(zhong)點企(qi)業工(gong)(gong)作(zuo)(zuo)進(jin)展(zhan)情(qing)況進(jin)行(xing)調(diao)度、評估,協(xie)調(diao)解(jie)決(jue)(jue)有關問題,督促各項(xiang)目標任務落實落細。


(二)強化責(ze)任(ren)落實。各(ge)有(you)關部(bu)門(men)(單位)要(yao)深(shen)刻認(ren)識碳(tan)(tan)達峰(feng)碳(tan)(tan)中和工(gong)作(zuo)的重(zhong)要(yao)性(xing)、緊迫性(xing)、復(fu)雜性(xing),堅決扛(kang)起(qi)碳(tan)(tan)達峰(feng)碳(tan)(tan)中和責(ze)任(ren),擬定(ding)推進落實重(zhong)點任(ren)務的時間(jian)表、路(lu)線圖(tu),細化工(gong)作(zuo)舉措,推動形成政府主導(dao)、部(bu)門(men)聯合、企(qi)業(ye)主責(ze)、社會參與(yu)工(gong)作(zuo)格局(ju),確保各(ge)項任(ren)務有(you)序推進。


(三)強化項(xiang)目(mu)支(zhi)撐。按照本方案明(ming)(ming)確(que)的目(mu)標任務,積(ji)極(ji)謀(mou)(mou)劃儲備一批(pi)重(zhong)(zhong)大項(xiang)目(mu),建立(li)碳(tan)達(da)(da)(da)峰碳(tan)中(zhong)和重(zhong)(zhong)大項(xiang)目(mu)庫(ku)。將重(zhong)(zhong)大項(xiang)目(mu)分(fen)解(jie)到年度工作計劃,明(ming)(ming)確(que)實(shi)(shi)施(shi)主(zhu)體、責任單(dan)位和推(tui)進(jin)措施(shi)。建立(li)重(zhong)(zhong)大項(xiang)目(mu)推(tui)進(jin)機(ji)制,積(ji)極(ji)做好項(xiang)目(mu)用地、環評、能(neng)評等前期工作,做到“謀(mou)(mou)劃一批(pi)、開工一批(pi)、投產一批(pi)、達(da)(da)(da)效(xiao)一批(pi)”,有(you)力支(zhi)撐碳(tan)達(da)(da)(da)峰目(mu)標任務實(shi)(shi)現。


(四(si))嚴格(ge)(ge)監(jian)督考(kao)核(he)。將碳達峰行動(dong)開(kai)展落實(shi)情(qing)(qing)況和二氧化碳排(pai)放(fang)年度控(kong)制指標納入考(kao)核(he)體系,嚴格(ge)(ge)對重點企業碳排(pai)放(fang)達峰行動(dong)落實(shi)情(qing)(qing)況的日常(chang)監(jian)管(guan),及時發現和跟進問題,適時有效地進行督促(cu)和糾正。強化考(kao)核(he)結果運用,對工(gong)作不力、問題突出(chu)的部門和單位,及時通報約談,并依法依規追責問責。
