黨(dang)的二十大(da)報告對能源(yuan)問(wen)題的關(guan)注(zhu)度很高,圍繞報告中有關(guan)能源(yuan)發(fa)展(zhan)(zhan)的要求,要從(cong)繼承、創新等(deng)(deng)多方面加快規劃(hua)建設(she)新型能源(yuan)體系(xi)。電(dian)力產業要以(yi)推(tui)進可再(zai)生能源(yuan)發(fa)電(dian)為核心,協同把握好(hao)煤電(dian)定(ding)位,統籌好(hao)水電(dian)、核電(dian)發(fa)展(zhan)(zhan)及能源(yuan)產供儲銷(xiao)體系(xi)建設(she)等(deng)(deng)發(fa)展(zhan)(zhan)要求。
深入推進能源革命是總綱
“深入推進能(neng)(neng)源(yuan)(yuan)革命”是黨(dang)的(de)二十大報告(gao)關(guan)于能(neng)(neng)源(yuan)(yuan)發(fa)展(zhan)的(de)“總綱”,能(neng)(neng)源(yuan)(yuan)發(fa)展(zhan)戰(zhan)略與(yu)黨(dang)的(de)十八大報告(gao)一脈相承。能(neng)(neng)源(yuan)(yuan)發(fa)展(zhan)涉(she)及經濟社會(hui)發(fa)展(zhan)、國家安(an)全、生態文明建設、現代化(hua)產業體(ti)系(xi)、外(wai)交與(yu)國際合作等方(fang)面。2014年中央(yang)財經領(ling)導小組第(di)六次會(hui)議(yi)上(shang)提出的(de)“四個(ge)革命、一個(ge)合作”能(neng)(neng)源(yuan)(yuan)安(an)全新戰(zhan)略包括了能(neng)(neng)源(yuan)(yuan)價(jia)值(zhi)體(ti)系(xi)和能(neng)(neng)源(yuan)(yuan)方(fang)法體(ti)系(xi),是指導新發(fa)展(zhan)階段(duan)能(neng)(neng)源(yuan)(yuan)發(fa)展(zhan)的(de)基本方(fang)向。
新型能源體系與新形勢相協調
報告使用了(le)“新(xin)(xin)(xin)(xin)(xin)型能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)體(ti)(ti)系(xi)(xi)(xi)”一詞,有(you)別(bie)于過往(wang)的(de)“現代能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)體(ti)(ti)系(xi)(xi)(xi)”的(de)提法。在(zai)新(xin)(xin)(xin)(xin)(xin)的(de)形勢下(xia),“新(xin)(xin)(xin)(xin)(xin)型”比“現代”更(geng)(geng)準確(que),更(geng)(geng)加(jia)與新(xin)(xin)(xin)(xin)(xin)時代、新(xin)(xin)(xin)(xin)(xin)任務(wu)、新(xin)(xin)(xin)(xin)(xin)要求相(xiang)協調,會更(geng)(geng)加(jia)突出(chu)不同(tong)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)品種的(de)特點(dian)和(he)在(zai)新(xin)(xin)(xin)(xin)(xin)型能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)體(ti)(ti)系(xi)(xi)(xi)中的(de)功能(neng)(neng)(neng)(neng),更(geng)(geng)加(jia)重視能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)產供儲銷體(ti)(ti)系(xi)(xi)(xi)的(de)建設(she)。新(xin)(xin)(xin)(xin)(xin)型能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)體(ti)(ti)系(xi)(xi)(xi)的(de)提出(chu)與新(xin)(xin)(xin)(xin)(xin)發(fa)展(zhan)階段、新(xin)(xin)(xin)(xin)(xin)任務(wu)、新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)形態、新(xin)(xin)(xin)(xin)(xin)發(fa)展(zhan)模式相(xiang)協調。
報告還(huan)提出,完善能(neng)源(yuan)消耗總(zong)(zong)(zong)量(liang)和(he)(he)強度(du)(du)調(diao)控(kong)(kong)(kong)(kong)(kong),重(zhong)(zhong)點控(kong)(kong)(kong)(kong)(kong)制(zhi)化石能(neng)源(yuan)消費(fei),逐(zhu)步(bu)(bu)轉(zhuan)向(xiang)碳(tan)(tan)排放總(zong)(zong)(zong)量(liang)和(he)(he)強度(du)(du)“雙控(kong)(kong)(kong)(kong)(kong)”制(zhi)度(du)(du)。將(jiang)能(neng)源(yuan)消耗“控(kong)(kong)(kong)(kong)(kong)制(zhi)”變(bian)(bian)為(wei)(wei)(wei)“調(diao)控(kong)(kong)(kong)(kong)(kong)”,內涵產生重(zhong)(zhong)大變(bian)(bian)化。一(yi)是(shi)進(jin)一(yi)步(bu)(bu)厘清了基本目標(biao)(biao)與措施(shi)的(de)(de)(de)關系,相(xiang)對于“雙碳(tan)(tan)”及(ji)經濟社會全面轉(zhuan)型的(de)(de)(de)目標(biao)(biao),能(neng)源(yuan)消耗管控(kong)(kong)(kong)(kong)(kong)是(shi)重(zhong)(zhong)大措施(shi);而作(zuo)為(wei)(wei)(wei)措施(shi),是(shi)要(yao)為(wei)(wei)(wei)目標(biao)(biao)服務的(de)(de)(de),要(yao)盡可能(neng)使(shi)投入產出更加有(you)(you)效。“調(diao)控(kong)(kong)(kong)(kong)(kong)”與“控(kong)(kong)(kong)(kong)(kong)制(zhi)”相(xiang)比,措施(shi)具(ju)有(you)(you)一(yi)定的(de)(de)(de)彈性,防止“一(yi)刀切”和(he)(he)簡單層層分解。二是(shi)化石能(neng)源(yuan)仍(reng)然是(shi)“控(kong)(kong)(kong)(kong)(kong)制(zhi)”的(de)(de)(de)重(zhong)(zhong)點,“調(diao)控(kong)(kong)(kong)(kong)(kong)”不(bu)放松對化石能(neng)源(yuan)的(de)(de)(de)消費(fei)控(kong)(kong)(kong)(kong)(kong)制(zhi),要(yao)更加重(zhong)(zhong)視(shi)效能(neng)因素。三(san)是(shi)為(wei)(wei)(wei)原(yuan)料(liao)用(yong)能(neng)和(he)(he)使(shi)用(yong)符合條件的(de)(de)(de)新能(neng)源(yuan)不(bu)納入能(neng)源(yuan)總(zong)(zong)(zong)量(liang)控(kong)(kong)(kong)(kong)(kong)制(zhi)范圍鞏固了基礎(chu),進(jin)一(yi)步(bu)(bu)促進(jin)了低碳(tan)(tan)能(neng)源(yuan)的(de)(de)(de)消費(fei)。將(jiang)實現(xian)碳(tan)(tan)“雙控(kong)(kong)(kong)(kong)(kong)”由“盡早”變(bian)(bian)為(wei)(wei)(wei)“逐(zhu)步(bu)(bu)轉(zhuan)向(xiang)”,既(ji)考慮(lv)了這一(yi)政策轉(zhuan)變(bian)(bian)的(de)(de)(de)必然性,也(ye)考慮(lv)到實現(xian)過程的(de)(de)(de)復雜性,使(shi)政策調(diao)整過程中具(ju)有(you)(you)良好(hao)的(de)(de)(de)銜(xian)接。結(jie)合黨的(de)(de)(de)二十大精神來看,我認為(wei)(wei)(wei),只要(yao)條件具(ju)備,還(huan)是(shi)應當加快能(neng)源(yuan)“雙控(kong)(kong)(kong)(kong)(kong)”向(xiang)碳(tan)(tan)“雙控(kong)(kong)(kong)(kong)(kong)”轉(zhuan)變(bian)(bian),不(bu)能(neng)因為(wei)(wei)(wei)“逐(zhu)步(bu)(bu)”而有(you)(you)意放慢腳步(bu)(bu),同時,當“控(kong)(kong)(kong)(kong)(kong)制(zhi)”轉(zhuan)變(bian)(bian)為(wei)(wei)(wei)“調(diao)控(kong)(kong)(kong)(kong)(kong)”時,能(neng)源(yuan)“調(diao)控(kong)(kong)(kong)(kong)(kong)”將(jiang)會成為(wei)(wei)(wei)一(yi)種長期手段。
加快規劃建設新型能源體系
黨的二十(shi)大報(bao)告提出,深入(ru)推進(jin)能源革(ge)命,加(jia)強煤(mei)炭清(qing)潔高效利(li)用,加(jia)大油氣資(zi)源勘(kan)探開發和(he)增儲上產力度(du),加(jia)快規劃建(jian)設(she)新(xin)型能源體系(xi)。
新型(xing)能(neng)源(yuan)體系(xi)最(zui)主(zhu)要的特征是安(an)全低碳,是傳(chuan)統(tong)能(neng)源(yuan)體系(xi)向非化石能(neng)源(yuan)、可(ke)再生(sheng)能(neng)源(yuan)、新能(neng)源(yuan)轉(zhuan)型(xing)的必然(ran)。由傳(chuan)統(tong)能(neng)源(yuan)安(an)全向非傳(chuan)統(tong)能(neng)源(yuan)安(an)全逐步(bu)轉(zhuan)變(bian)、清(qing)潔(jie)低碳向低碳清(qing)潔(jie)轉(zhuan)變(bian),能(neng)源(yuan)轉(zhuan)型(xing)與(yu)社會轉(zhuan)型(xing)同(tong)(tong)步(bu)轉(zhuan)變(bian),生(sheng)產側變(bian)革(ge)為主(zhu)向生(sheng)產與(yu)消費(fei)同(tong)(tong)步(bu)變(bian)革(ge)等(deng)(deng),必然(ran)帶來新的生(sheng)產關系(xi)的轉(zhuan)變(bian),法律(lv)、制(zhi)度、非制(zhi)度性(xing)政策等(deng)(deng)的協調以(yi)及體制(zhi)變(bian)革(ge)等(deng)(deng)需要同(tong)(tong)步(bu)甚至提(ti)前布局。
當前,能源發展(zhan)的(de)主(zhu)要問題是防止“盲目樂觀”和“麻(ma)不(bu)(bu)不(bu)(bu)仁”兩(liang)種(zhong)情況,尤其是來自不(bu)(bu)同層面(mian)、不(bu)(bu)同主(zhu)體既得利益者的(de)阻力,所以(yi)要“深(shen)入推進能源革命”。
電力產業發展以可再生能源發電為核心
電(dian)(dian)(dian)力(li)在(zai)新型能(neng)源(yuan)體系中(zhong)的地位和發展(zhan)趨勢(shi),由電(dian)(dian)(dian)力(li)工業的功能(neng)、儲能(neng)發展(zhan)及電(dian)(dian)(dian)網形態決定。新型能(neng)源(yuan)系統(tong)必然是(shi)以低碳、近零碳的電(dian)(dian)(dian)力(li)為核心;儲能(neng)將改變電(dian)(dian)(dian)力(li)系統(tong)的實(shi)時平衡機制,儲能(neng)發展(zhan)決定了轉型的速度(du)和深度(du);交(jiao)流電(dian)(dian)(dian)網仍是(shi)電(dian)(dian)(dian)力(li)系統(tong)的網架基礎,并將在(zai)發展(zhan)中(zhong)不斷改變。
電力(li)產業要以推(tui)進可(ke)再生能源發電為核(he)心,要考慮全局性(xing)(xing)、系統性(xing)(xing)、全過程、時空變化。
全局性是指要(yao)處理好安(an)(an)全、低碳、經濟之間(jian)的(de)關系(xi)(xi),正確認(ren)識(shi)新能源發(fa)展(zhan)對能源低碳發(fa)展(zhan)的(de)決定性作用;正確認(ren)識(shi)電能替代與(yu)節約用電的(de)關系(xi)(xi);正確認(ren)識(shi)低碳電力發(fa)展(zhan)與(yu)能源轉型成本的(de)關系(xi)(xi);高度重視(shi)新型電力系(xi)(xi)統的(de)新型能源安(an)(an)全特點和(he)責任機制。
系統性是(shi)指處理好源(yuan)、網(wang)、荷(he)(he)、儲(chu)、備(bei)的(de)(de)關(guan)系,包括(kuo)煤電與新能(neng)源(yuan)、與天然氣發電、與供(gong)熱的(de)(de)關(guan)系;推動各種儲(chu)能(neng)產業(ye)的(de)(de)協(xie)同(tong)發展,重新認識化石能(neng)源(yuan)的(de)(de)長周(zhou)期儲(chu)存特點;高度(du)重視(shi)新型電力(li)系統下供(gong)需耦合的(de)(de)新特點、新機制,尤其(qi)是(shi)負(fu)荷(he)(he)的(de)(de)可(ke)控性,如源(yuan)隨荷(he)(he)動、源(yuan)荷(he)(he)互動、荷(he)(he)隨源(yuan)動等。
全過程(cheng)是指以碳為核心考(kao)慮(lv)問題,只要涉(she)及到碳排放(fang),就一定要考(kao)慮(lv)到碳的(de)上下游(you)和全生命周期(qi)的(de)問題。
時空變(bian)化(hua)是指碳達峰(feng)(feng)與碳中(zhong)和(he)具有時間性(xing)(碳達峰(feng)(feng)與碳中(zhong)和(he)目(mu)標實現的時間點不(bu)同(tong))、空間性(xing)(全國(guo)及省域要求不(bu)同(tong)),目(mu)標與措施具有時、空交叉性(xing),技術發展與時空具有密切的關聯性(xing)。因此(ci),先立(li)后破,因地、因時制(zhi)宜是不(bu)變(bian)的法寶。
把握好煤電的定位
現階段,能源發展(zhan)需要把(ba)握好煤電定位,認(ren)識到(dao)煤電托底保供、系統調節、熱電聯供、綜(zong)合利用、戰略(lve)備用的作(zuo)用。
煤(mei)(mei)電(dian)(dian)(dian)問題在能源(yuan)電(dian)(dian)(dian)力(li)轉型中(zhong)將(jiang)會持續(xu),但(dan)真正能夠成為有價值(zhi)的政策機制,必須建立(li)(li)在客(ke)觀規律的基礎(chu)上,建立(li)(li)在系統(tong)優化的基礎(chu)上。就煤(mei)(mei)電(dian)(dian)(dian)發展來說,投資者主動(dong)建設煤(mei)(mei)電(dian)(dian)(dian)沖動(dong)已基本不復存(cun)在,各級(ji)政府對(dui)煤(mei)(mei)電(dian)(dian)(dian)也極其(qi)慎重,現(xian)在重要的是如何在保障電(dian)(dian)(dian)力(li)系統(tong)安全穩定(ding)前提下,讓煤(mei)(mei)電(dian)(dian)(dian)機組更好地為可再生(sheng)能源(yuan)服務,同時(shi),使煤(mei)(mei)電(dian)(dian)(dian)投資者有正常的投資回報。
在碳中和(he)的目標下,煤電退(tui)(tui)出歷(li)史舞(wu)臺具有必然(ran)性,但(dan)現在不是(shi)煤電退(tui)(tui)出的時機,應該正確引導(dao),讓其發揮更大的系(xi)統(tong)性作用(yong)。
從政(zheng)策機制(zhi)(zhi)來講(jiang),充分發揮市(shi)場機制(zhi)(zhi)的作用(yong),需要通過(guo)容(rong)量電價、可調性電價等機制(zhi)(zhi)設計,讓煤電在(zai)新(xin)的定位(wei)和功(gong)能條件(jian)下發揮正常作用(yong)。
目前,有關政府部門已經明確不(bu)會搞大(da)規模拆除式轉型(xing),但隨著低碳(tan)發(fa)展下煤電的定(ding)位及運行模式的變(bian)革,淘汰(tai)式轉型(xing)(不(bu)符合規定(ding)的淘汰(tai))和功(gong)能改變(bian)型(xing)準轉型(xing)(戰略備用)會持(chi)續進行。
統籌能源產供儲銷體系建設
黨的二十(shi)大報(bao)告指出,統籌水(shui)電(dian)開發(fa)和生態(tai)保護,積極安(an)全有序發(fa)展(zhan)核電(dian),加強能(neng)源產供儲銷體系建設。
實(shi)現“雙碳”目標,傳(chuan)統非化石能(neng)(neng)源(yuan)(yuan)(yuan)不論在能(neng)(neng)源(yuan)(yuan)(yuan)總量還是(shi)電力平(ping)衡和技術創新(xin)上都發揮重要的作用。水電、核電具(ju)有綜(zong)合(he)效益。當(dang)前(qian),能(neng)(neng)源(yuan)(yuan)(yuan)發展要抓住主(zhu)要矛盾(dun),著力破解瓶頸制約,多(duo)元(yuan)化及穩定的能(neng)(neng)源(yuan)(yuan)(yuan)產業鏈(lian)、供(gong)應鏈(lian)是(shi)能(neng)(neng)源(yuan)(yuan)(yuan)安全的基礎。
