7月5日,由北京大學能源研究院氣候變化與能源轉型項目和綠色創新發展中心聯合舉辦的“加速構建以新能源為主體的新型電力系統”研討會在北京召開。會議就新型電力系統的特征和遠景展望、火電的角色定位、市場機制建設和技術手段創新以及構建新型電力系統對我國能源安全的影響等議題展開了探討和交流。會上發布了《新能源為主體的新型電力系統的內涵與展望》研究報告(以下簡稱“報告”)。全球能源互聯網發展合作組織經濟技術研究院院長周原冰、國家發改委能源研究所原所長戴彥德、國網能源研究院顧問蔣莉萍、華北電力大學經濟與管理學院教授袁家海、北京大學能源研究院特聘研究員楊富強等出席會議。北京大學能源研究院副院長楊雷主持研討會。來自國內外研究智庫、企業、環保組織、媒體等多家機構的代表參加了會議。

報告(gao)認(ren)為(wei)我國(guo)構建新(xin)型(xing)電(dian)(dian)力系(xi)(xi)統(tong)分(fen)為(wei)兩個階(jie)(jie)(jie)段(duan)(duan),第(di)一階(jie)(jie)(jie)段(duan)(duan)到(dao)2035年(nian)(nian),第(di)二階(jie)(jie)(jie)段(duan)(duan)到(dao)2060年(nian)(nian),分(fen)別(bie)(bie)稱(cheng)為(wei)構建新(xin)型(xing)電(dian)(dian)力系(xi)(xi)統(tong)的(de)(de)1.0階(jie)(jie)(jie)段(duan)(duan)和(he)2.0階(jie)(jie)(jie)段(duan)(duan)。在(zai)1.0階(jie)(jie)(jie)段(duan)(duan),電(dian)(dian)力在(zai)我國(guo)能(neng)(neng)(neng)源系(xi)(xi)統(tong)中的(de)(de)地(di)位得到(dao)持續加強,增量(liang)能(neng)(neng)(neng)源消(xiao)費(fei)主(zhu)要以電(dian)(dian)力消(xiao)費(fei)為(wei)主(zhu)。在(zai)2.0階(jie)(jie)(jie)段(duan)(duan),新(xin)能(neng)(neng)(neng)源開始大規模(mo)替代(dai)存量(liang)化石能(neng)(neng)(neng)源,電(dian)(dian)力系(xi)(xi)統(tong)和(he)能(neng)(neng)(neng)源系(xi)(xi)統(tong)之間的(de)(de)界線逐漸模(mo)糊(hu)。在(zai)新(xin)型(xing)電(dian)(dian)力系(xi)(xi)統(tong)的(de)(de)發展路徑(jing)下(xia)(xia),我國(guo)光伏(fu)、光熱、陸(lu)上風(feng)電(dian)(dian)和(he)海(hai)上風(feng)電(dian)(dian)總裝(zhuang)機到(dao)2025年(nian)(nian)、2035年(nian)(nian)和(he)2060年(nian)(nian)分(fen)別(bie)(bie)超過(guo)11億、26億和(he)56億千(qian)瓦(wa),非化石能(neng)(neng)(neng)源發電(dian)(dian)量(liang)占比分(fen)別(bie)(bie)達43%、61%和(he)95%。與之對應的(de)(de)是煤(mei)電(dian)(dian)裝(zhuang)機的(de)(de)加速下(xia)(xia)降,2025年(nian)(nian)我國(guo)煤(mei)電(dian)(dian)裝(zhuang)機達到(dao)峰值(zhi)11.7億千(qian)瓦(wa),隨后進入峰值(zhi)平臺期,緩慢下(xia)(xia)降到(dao)2035年(nian)(nian)的(de)(de)10.6億千(qian)瓦(wa)。到(dao)2060年(nian)(nian),我國(guo)淘汰全(quan)部煤(mei)電(dian)(dian)基荷和(he)調峰機組(zu)(zu),僅在(zai)東中部等高(gao)負荷地(di)區保留約(yue)2億千(qian)瓦(wa)的(de)(de)安全(quan)備用(yong)機組(zu)(zu)。
在構建新型電(dian)力(li)系(xi)統的發展路徑(jing)下,我國電(dian)力(li)行業(ye)(ye)二(er)氧化碳(tan)排(pai)放(fang)于2025年(nian)左右達峰(feng),峰(feng)值約(yue)(yue)45億噸(dun),2025-2028年(nian)碳(tan)排(pai)放(fang)處于峰(feng)值平臺期,到(dao)2030年(nian)仍(reng)約(yue)(yue)42億噸(dun)。若考慮(lv)CCUS技術(shu),包括(kuo)生物能源(yuan)與碳(tan)捕(bu)獲和儲(chu)存(BECCS)和直接空氣捕(bu)捉,在電(dian)力(li)行業(ye)(ye)的利用,到(dao)2035年(nian)我國電(dian)力(li)行業(ye)(ye)碳(tan)排(pai)放(fang)約(yue)(yue)35億噸(dun),到(dao)2050年(nian)約(yue)(yue)7億噸(dun),到(dao)2060年(nian)實現負排(pai)放(fang)。
報告指出,開展新(xin)一輪技術革(ge)命(ming)成為擺在(zai)我國(guo)(guo)構建(jian)新(xin)型(xing)電(dian)力系統(tong)面(mian)前最(zui)嚴峻的(de)(de)挑戰(zhan),這包括(kuo)新(xin)型(xing)儲能(neng)、光(guang)熱、CCUS、核(he)能(neng)、地(di)熱、生物(wu)質能(neng)、海洋能(neng),以(yi)及綠(lv)氫制輸(shu)儲運與終端利用體(ti)系等。此外,我國(guo)(guo)在(zai)構建(jian)新(xin)型(xing)電(dian)力系統(tong)的(de)(de)過程(cheng)中,在(zai)不(bu)(bu)同(tong)時期將面(mian)臨著不(bu)(bu)同(tong)的(de)(de)挑戰(zhan)與困難(nan)。在(zai)1.0階段,我國(guo)(guo)將主(zhu)要(yao)(yao)面(mian)臨新(xin)能(neng)源(yuan)(yuan)滲透率不(bu)(bu)斷提升帶來(lai)的(de)(de)經濟性和電(dian)力體(ti)制改革(ge)滯后(hou)帶來(lai)的(de)(de)高效(xiao)性的(de)(de)問(wen)題。在(zai)2.0階段,我國(guo)(guo)將主(zhu)要(yao)(yao)面(mian)臨安(an)(an)全性問(wen)題,包括(kuo)波動(dong)性電(dian)源(yuan)(yuan)大規模并網對系統(tong)安(an)(an)全穩定(ding)(ding)運行造成的(de)(de)沖擊,以(yi)及新(xin)能(neng)源(yuan)(yuan)制造業中礦(kuang)產資源(yuan)(yuan)和稀土資源(yuan)(yuan)安(an)(an)全穩定(ding)(ding)供應的(de)(de)問(wen)題。
