世界自然基金(jin)會近日發布的《中國綠色(se)電力消費能(neng)力提升專(zhuan)題研究(jiu)報告》(以(yi)下(xia)簡稱《報告》)顯(xian)示(shi),截至2019年底(di),中國以(yi)“風光”為主的新能(neng)源裝機合計超過4億千瓦,貢獻綠色(se)電力6300億千瓦時(shi)。不(bu)過,新能(neng)源同時(shi)面臨并網消納能(neng)力不(bu)足(zu)、市(shi)場交易機制欠缺、綠證交易落地難等問題,綠電消費水平提升受諸多因(yin)素(su)制約。
市場電量漸增
綠電(dian),指利用(yong)風(feng)電(dian)、太陽(yang)能發電(dian)和生物(wu)質發電(dian)等可再生能源生產(chan)的電(dian)力。與化(hua)石能源相比,使用(yong)1兆(zhao)瓦綠電(dian)可減排二(er)氧化(hua)碳822千克、二(er)氧化(hua)硫0.39千克、二(er)氧化(hua)氮0.36千克。
“十一(yi)五”以來,我國綠電產業實(shi)現從(cong)小到大(da)、由弱(ruo)到強的跨越(yue)式發展,已形成風(feng)(feng)能(neng)(neng)、太(tai)陽(yang)能(neng)(neng)、生物(wu)質(zhi)能(neng)(neng)、地(di)熱能(neng)(neng)等為(wei)主的格局。截至目前(qian),風(feng)(feng)電、光伏、生物(wu)質(zhi)裝機規(gui)模(mo)已居全(quan)球(qiu)首位(wei),風(feng)(feng)電也(ye)成為(wei)僅次(ci)于火(huo)電和(he)水(shui)電的第三大(da)主力電源。
新一輪電(dian)(dian)(dian)(dian)(dian)改(gai)以來,綠電(dian)(dian)(dian)(dian)(dian)并(bing)網消(xiao)納(na)獲(huo)得諸(zhu)多政策(ce)支持。電(dian)(dian)(dian)(dian)(dian)改(gai)“9號文”明(ming)確提出,落實可再(zai)生能(neng)源發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)保(bao)障(zhang)性(xing)收購制度,解決(jue)好可再(zai)生能(neng)源發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)無歧視、無障(zhang)礙上網問題(ti)。對此,《報告(gao)》指出,各地安排年度發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)計劃時優(you)先安排風(feng)能(neng)、太陽能(neng)、生物質能(neng)等(deng)可再(zai)生能(neng)源保(bao)障(zhang)性(xing)發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian),同時鼓勵風(feng)電(dian)(dian)(dian)(dian)(dian)、太陽能(neng)發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)等(deng)嘗(chang)試參與直(zhi)接交易(yi)進入(ru)電(dian)(dian)(dian)(dian)(dian)力市場,直(zhi)接交易(yi)的電(dian)(dian)(dian)(dian)(dian)量(liang)和容量(liang)不(bu)再(zai)納(na)入(ru)發(fa)(fa)(fa)用電(dian)(dian)(dian)(dian)(dian)計劃。
政策支持下,風電(dian)(dian)(dian)(dian)、光伏等綠電(dian)(dian)(dian)(dian)參(can)與電(dian)(dian)(dian)(dian)力市(shi)場交(jiao)(jiao)易的方(fang)式和電(dian)(dian)(dian)(dian)量(liang)(liang)(liang)(liang)近(jin)年呈增(zeng)長趨(qu)勢。《報告(gao)》顯示,從參(can)與方(fang)式看,主要用于北方(fang)地區冬季清(qing)潔取暖(nuan);交(jiao)(jiao)易方(fang)面,根據中(zhong)電(dian)(dian)(dian)(dian)聯的數據,2018年大(da)(da)型發電(dian)(dian)(dian)(dian)集團(tuan)合計市(shi)場交(jiao)(jiao)易電(dian)(dian)(dian)(dian)量(liang)(liang)(liang)(liang)1.37萬億千瓦時,同比增(zeng)26.4%,占(zhan)大(da)(da)型發電(dian)(dian)(dian)(dian)集團(tuan)合計上(shang)網電(dian)(dian)(dian)(dian)量(liang)(liang)(liang)(liang)的37.5%。其中(zhong),大(da)(da)型發電(dian)(dian)(dian)(dian)集團(tuan)風電(dian)(dian)(dian)(dian)機組跨區跨省交(jiao)(jiao)易電(dian)(dian)(dian)(dian)量(liang)(liang)(liang)(liang)達(da)164億千瓦時,占(zhan)風電(dian)(dian)(dian)(dian)市(shi)場交(jiao)(jiao)易電(dian)(dian)(dian)(dian)量(liang)(liang)(liang)(liang)的41.5%。
消費能力受阻
目前,我國綠電(dian)(dian)消費主要通過(guo)直接交易、委(wei)托售(shou)電(dian)(dian)公司代售(shou)、隔墻售(shou)電(dian)(dian)及現貨交易四種方式實現。然而,綠電(dian)(dian)消費能力提升仍面臨諸多(duo)難(nan)題。
《報(bao)告》指出,受(shou)限于(yu)度(du)電(dian)(dian)(dian)成(cheng)本(ben)和(he)技(ji)術,綠(lv)電(dian)(dian)(dian)長期以(yi)來存在價(jia)格劣(lie)勢,高(gao)度(du)依賴國家補貼。隨(sui)著“風(feng)光(guang)”在電(dian)(dian)(dian)網中的占(zhan)比越(yue)來越(yue)大(da),電(dian)(dian)(dian)網為保證整個(ge)電(dian)(dian)(dian)力系統的安全穩定,對風(feng)電(dian)(dian)(dian)場(chang)、光(guang)伏電(dian)(dian)(dian)站(zhan)的考核力度(du)也日趨嚴格。以(yi)西北電(dian)(dian)(dian)監局“兩個(ge)細則”考核為例,風(feng)電(dian)(dian)(dian)場(chang)和(he)光(guang)伏電(dian)(dian)(dian)站(zhan)提供(gong)的日預測曲線最大(da)誤差分別不(bu)超過25%和(he)20%。
《報告》還顯示,當前(qian)我國綠(lv)電(dian)市(shi)場(chang)化(hua)交易(yi)機制缺失,尚未(wei)完全形(xing)成市(shi)場(chang)化(hua)定(ding)價機制。由于區域壁壘(lei)和地方保護阻(zu)礙,區域電(dian)力市(shi)場(chang)尚未(wei)打(da)通(tong)。隨著近(jin)年來跨省跨區電(dian)能交易(yi)規(gui)模(mo)不斷增大,電(dian)能交易(yi)中存在的(de)問題逐(zhu)漸暴露出(chu)來。
同(tong)時,配(pei)(pei)售電(dian)市場成熟度低,加劇了綠電(dian)消費水平低下。《報告》指出(chu),當前我國配(pei)(pei)電(dian)網(wang)自動化覆(fu)蓋率(lv)較低,電(dian)網(wang)投資多集中在(zai)輸(shu)電(dian)網(wang)而(er)非配(pei)(pei)電(dian)網(wang),且配(pei)(pei)電(dian)網(wang)在(zai)電(dian)源(yuan)側(ce)面(mian)臨大量分布式可(ke)再生能源(yuan)發電(dian)上網(wang)的(de)挑戰,只(zhi)有建設堅(jian)強(qiang)、智能的(de)配(pei)(pei)電(dian)網(wang),才能使(shi)大量可(ke)再生能源(yuan)并入配(pei)(pei)網(wang)。
對于市(shi)場關(guan)心的(de)(de)綠(lv)證,《報告》認為未(wei)形成廣泛的(de)(de)社會影(ying)響力(li),用電企業購買(mai)綠(lv)證后,不能(neng)進(jin)行二次(ci)交易,不能(neng)享受其他優惠(hui)政策,對企業、個人(ren)缺乏足夠的(de)(de)吸引(yin)力(li),且價(jia)格是國際(ji)平均水平的(de)(de)10倍以上。
數據顯示,截至目前,我(wo)國(guo)綠(lv)(lv)證(zheng)交(jiao)易(yi)(yi)量遠(yuan)遠(yuan)小(xiao)于核發量,風電和光伏綠(lv)(lv)證(zheng)交(jiao)易(yi)(yi)量合計(ji)2678.37萬個,僅(jin)占我(wo)國(guo)綠(lv)(lv)證(zheng)龐大核發數的3.74%。其(qi)中,光伏綠(lv)(lv)證(zheng)交(jiao)易(yi)(yi)遇冷,累計(ji)交(jiao)易(yi)(yi)量僅(jin)有160個,交(jiao)易(yi)(yi)量超(chao)過30個的省(sheng)份只有山(shan)東、青海和江西。
多舉措促消納
針(zhen)對上(shang)述問題,《報告》建(jian)議,進(jin)一步推動新能源電(dian)力市(shi)場交(jiao)易(yi)。就隔(ge)墻售(shou)電(dian)模式(shi)而言,隨著(zhu)2019年5月第一批26個(ge)分(fen)(fen)布(bu)式(shi)市(shi)場化交(jiao)易(yi)試點區域的(de)公布(bu),以及《江蘇省分(fen)(fen)布(bu)式(shi)發電(dian)市(shi)場化交(jiao)易(yi)規則(征求意(yi)見稿)》公開征求意(yi)見,“隔(ge)墻售(shou)電(dian)”成為分(fen)(fen)布(bu)式(shi)發電(dian)項目全面(mian)市(shi)場化的(de)關鍵。
《報告》指出,需(xu)求側(ce)(ce)管(guan)理也(ye)可增加綠(lv)電(dian)消(xiao)納(na)空(kong)間。電(dian)改“9號文”明確提(ti)出要(yao)積極開展(zhan)需(xu)求側(ce)(ce)管(guan)理和能(neng)效管(guan)理,通(tong)過實(shi)施需(xu)求響應等促(cu)進供需(xu)平衡和節(jie)(jie)能(neng)減(jian)排。新形勢下,電(dian)力需(xu)求側(ce)(ce)管(guan)理除(chu)做好電(dian)力電(dian)量節(jie)(jie)約外,還要(yao)從需(xu)求側(ce)(ce)促(cu)進可再生能(neng)源電(dian)力的有效消(xiao)納(na)利用。
為推動綠(lv)(lv)證交(jiao)易發展(zhan),《報告》建議,對(dui)認購綠(lv)(lv)電(dian)的單位(wei)和(he)個人實施更多配套激勵措施,提高用戶主動購買綠(lv)(lv)電(dian)的意愿,并(bing)開放綠(lv)(lv)證價(jia)格限制,允(yun)許(xu)綠(lv)(lv)證進(jin)行二次交(jiao)易,使其真正(zheng)發揮(hui)出金融價(jia)值。
技術方面(mian)(mian),《報告》指出,應創(chuang)新風光儲(chu)充(chong)(chong)一體(ti)化(hua)模式。“以往電(dian)(dian)網主導的(de)電(dian)(dian)動汽車充(chong)(chong)電(dian)(dian)站(zhan)建設中,面(mian)(mian)臨土(tu)地(di)資(zi)源不足或電(dian)(dian)網接入(ru)問題(ti),而(er)風光儲(chu)充(chong)(chong)一體(ti)化(hua)模式能(neng)在有(you)限的(de)土(tu)地(di)資(zi)源中解(jie)決(jue)配(pei)電(dian)(dian)網問題(ti)。”
