增(zeng)量配電(dian)網(wang)是新一(yi)輪電(dian)力體制(zhi)改(gai)革(ge)的產物,有效推(tui)進試點項目對(dui)于各試點業(ye)主(zhu)(zhu)及地方(fang)(fang)政(zheng)府都具(ju)有探索(suo)性和挑戰性。本(ben)文以(yi)增(zeng)量配電(dian)業(ye)務(wu)相(xiang)關政(zheng)策為基礎,結合前人的研究成果,對(dui)增(zeng)量配電(dian)業(ye)務(wu)的內(nei)涵(han)進行了再解釋,并聯系(xi)試點電(dian)網(wang)規(gui)劃、業(ye)主(zhu)(zhu)招標及建設經營等實際情(qing)況(kuang),分(fen)析了增(zeng)量配電(dian)業(ye)務(wu)改(gai)革(ge)過程(cheng)中出現的主(zhu)(zhu)要(yao)矛(mao)盾。從地方(fang)(fang)政(zheng)府、電(dian)網(wang)企業(ye)、投(tou)資業(ye)主(zhu)(zhu)3個角度探討了其主(zhu)(zhu)要(yao)解決辦法(fa)。
增(zeng)(zeng)(zeng)量配電網(wang)是新(xin)(xin)一輪電力體制改革的產物,國(guo)家(jia)(jia)鼓勵以(yi)混合所有(you)制方(fang)(fang)式發展配電業(ye)(ye)務。配電業(ye)(ye)務向社會資本放(fang)開,旨在通過引(yin)入多元化資本,有(you)效提高配電網(wang)建設運營效率和(he)用戶服務質量,提升(sheng)發展活力。由(you)于增(zeng)(zeng)(zeng)量配電網(wang)是新(xin)(xin)生事物,有(you)效推進試點項(xiang)目對(dui)于各試點業(ye)(ye)主(zhu)及地方(fang)(fang)政(zheng)府(fu)都具有(you)探索(suo)性(xing)和(he)挑(tiao)戰(zhan)性(xing)。雖然(ran)國(guo)家(jia)(jia)發改委、國(guo)家(jia)(jia)能源局頒(ban)布(bu)的相關文(wen)件(jian)明(ming)確了增(zeng)(zeng)(zeng)量配電業(ye)(ye)務推進的方(fang)(fang)向和(he)原則,但仍存在較(jiao)多細節(jie)性(xing)問題亟需(xu)解決。

本文以(yi)增量配(pei)電(dian)業(ye)務相(xiang)關(guan)政(zheng)策為基(ji)礎(chu),結合(he)前人的研究成果,聯系試點(dian)實際情況,分析增量配(pei)電(dian)業(ye)務改革過(guo)程中出現的主(zhu)要矛盾,并(bing)探(tan)討了主(zhu)要解決辦法(fa)。
一、增量配電業務的內涵
根(gen)據電(dian)(dian)(dian)(dian)(dian)力體制改革的(de)相關文件精神,配(pei)(pei)(pei)售電(dian)(dian)(dian)(dian)(dian)業(ye)務(wu)有(you)(you)(you)序向社會資(zi)(zi)本(ben)放開(kai),鼓(gu)勵以混合所有(you)(you)(you)制方(fang)式發展配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)業(ye)務(wu)。簡而言之,增(zeng)(zeng)量配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)業(ye)務(wu)就(jiu)是(shi)允許除電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)企業(ye)之外的(de)其(qi)(qi)他(ta)社會資(zi)(zi)本(ben)進入(ru)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)業(ye)務(wu)。根(gen)據《有(you)(you)(you)序放開(kai)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)業(ye)務(wu)管(guan)理辦法》(以下簡稱“《管(guan)理辦法》”),增(zeng)(zeng)量配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)業(ye)務(wu)可(ke)總結(jie)為:除電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)企業(ye)之外的(de)其(qi)(qi)他(ta)社會資(zi)(zi)本(ben)已投(tou)資(zi)(zi)、建設、運營(ying)(ying)的(de)存量配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)業(ye)務(wu)和未來投(tou)資(zi)(zi)、建設、運營(ying)(ying)的(de)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)業(ye)務(wu);電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)企業(ye)與其(qi)(qi)他(ta)社會資(zi)(zi)本(ben)以混合所有(you)(you)(you)制形式投(tou)資(zi)(zi)、建設、運營(ying)(ying)的(de)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)業(ye)務(wu)及在存量基礎上(shang)的(de)增(zeng)(zeng)容擴建。同(tong)時,增(zeng)(zeng)量配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)的(de)電(dian)(dian)(dian)(dian)(dian)壓等(deng)級原則(ze)上(shang)不(bu)超過(guo)110kV,但對(dui)于工業(ye)園區、經濟開(kai)發區等(deng)局域(yu)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)則(ze)不(bu)超過(guo)220(330)kV。
從個別試(shi)點項目推進過(guo)程中(zhong)了(le)解(jie)到,當地電(dian)(dian)(dian)(dian)網企業及投資(zi)主體誤認為《管理辦法》對(dui)增(zeng)(zeng)量配(pei)電(dian)(dian)(dian)(dian)業務(wu)的解(jie)釋是指存(cun)在電(dian)(dian)(dian)(dian)網企業存(cun)量資(zi)產的區(qu)域不能列入增(zeng)(zeng)量配(pei)電(dian)(dian)(dian)(dian)網試(shi)點范(fan)圍。此觀(guan)點混淆了(le)增(zeng)(zeng)量配(pei)電(dian)(dian)(dian)(dian)業務(wu)和增(zeng)(zeng)量配(pei)電(dian)(dian)(dian)(dian)試(shi)點的概(gai)念。
《管(guan)理辦法》的(de)(de)(de)(de)初衷是除電(dian)(dian)(dian)網(wang)(wang)(wang)企業(ye)(ye)(ye)持(chi)有(you)的(de)(de)(de)(de)存(cun)量(liang)資(zi)產(chan)外,其他擁(yong)(yong)有(you)配(pei)電(dian)(dian)(dian)網(wang)(wang)(wang)存(cun)量(liang)資(zi)產(chan)絕對控(kong)股的(de)(de)(de)(de)公(gong)(gong)(gong)司(si)(si)(si)(高新產(chan)業(ye)(ye)(ye)園(yuan)區(qu)、經濟技術開(kai)發(fa)區(qu)、地(di)方電(dian)(dian)(dian)網(wang)(wang)(wang)、躉售縣)未經營配(pei)電(dian)(dian)(dian)業(ye)(ye)(ye)務的(de)(de)(de)(de),其投(tou)資(zi)建設(she)的(de)(de)(de)(de)存(cun)量(liang)資(zi)產(chan)可視同增量(liang)資(zi)產(chan)處理。換句話說,這些擁(yong)(yong)有(you)配(pei)電(dian)(dian)(dian)網(wang)(wang)(wang)存(cun)量(liang)資(zi)產(chan)絕對控(kong)股的(de)(de)(de)(de)公(gong)(gong)(gong)司(si)(si)(si)可以(yi)直接申請開(kai)展配(pei)電(dian)(dian)(dian)業(ye)(ye)(ye)務,符合售電(dian)(dian)(dian)公(gong)(gong)(gong)司(si)(si)(si)準入程(cheng)序后進而開(kai)展售電(dian)(dian)(dian)業(ye)(ye)(ye)務,自(zi)主經營擁(yong)(yong)有(you)配(pei)電(dian)(dian)(dian)網(wang)(wang)(wang)運營權的(de)(de)(de)(de)售電(dian)(dian)(dian)公(gong)(gong)(gong)司(si)(si)(si)與電(dian)(dian)(dian)網(wang)(wang)(wang)企業(ye)(ye)(ye)具有(you)同等的(de)(de)(de)(de)市場地(di)位。況且國家公(gong)(gong)(gong)布(bu)的(de)(de)(de)(de)試點(dian)基(ji)本都存(cun)在電(dian)(dian)(dian)網(wang)(wang)(wang)企業(ye)(ye)(ye)存(cun)量(liang)資(zi)產(chan),完(wan)全空白的(de)(de)(de)(de)區(qu)域基(ji)本沒有(you),所以(yi)試點(dian)范圍可以(yi)包括存(cun)量(liang)和增量(liang)配(pei)電(dian)(dian)(dian)網(wang)(wang)(wang)資(zi)產(chan)。
二、增量配電業務改革的進展情況
截至目前(qian),全國(guo)共有320個(ge)增量配電(dian)業務試點,分(fen)布于(yu)全國(guo)30個(ge)省(sheng)區(qu)市和新疆生產(chan)建設兵團。其(qi)(qi)中,河南(nan)省(sheng)最多,達(da)22個(ge),其(qi)(qi)次是甘肅省(sheng)、陜(shan)西省(sheng)和湖南(nan)省(sheng),具體(ti)如(ru)表(biao)1所(suo)示(shi)。
三(san)批次試(shi)(shi)(shi)點(dian)中(zhong),確定業(ye)主的(de)試(shi)(shi)(shi)點(dian)約占(zhan)試(shi)(shi)(shi)點(dian)總(zong)數(shu)的(de)32%;電網公司控股(gu)的(de)試(shi)(shi)(shi)點(dian)約占(zhan)試(shi)(shi)(shi)點(dian)總(zong)數(shu)的(de)44%,除電網企(qi)(qi)業(ye)外其他央企(qi)(qi)控股(gu)的(de)試(shi)(shi)(shi)點(dian)約占(zhan)試(shi)(shi)(shi)點(dian)總(zong)數(shu)的(de)18%,民營(ying)企(qi)(qi)業(ye)控股(gu)的(de)試(shi)(shi)(shi)點(dian)約占(zhan)試(shi)(shi)(shi)點(dian)總(zong)數(shu)的(de)25%,如圖1所(suo)示。
由此可見,電(dian)(dian)網公司在增量配電(dian)(dian)業(ye)務改革中(zhong)仍占(zhan)據絕對地位,民(min)營(ying)企(qi)業(ye)的參與度高于除電(dian)(dian)網企(qi)業(ye)之外的央(yang)企(qi)。
兩部委在對各試點項目進行實地走(zou)訪調研時發現(xian)了若干突出問(wen)題,主(zhu)(zhu)要(yao)表現(xian)在試點推(tui)進過程中電(dian)網企業在存量資產(chan)處置、配(pei)電(dian)區(qu)域(yu)劃分、新(xin)增(zeng)電(dian)網系統接入等(deng)環節不(bu)(bu)(bu)配(pei)合,政府優選業主(zhu)(zhu)不(bu)(bu)(bu)透明、不(bu)(bu)(bu)公平等(deng)。
2018年10月,國家發改(gai)委對試(shi)(shi)(shi)點(dian)(dian)項(xiang)目進(jin)展(zhan)緩慢和問題突(tu)出的地(di)區進(jin)行了約(yue)談,旨在敦促(cu)各試(shi)(shi)(shi)點(dian)(dian)項(xiang)目早(zao)日落地(di)見效。隨后,兩部委通報(bao)了第一批試(shi)(shi)(shi)點(dian)(dian)項(xiang)目進(jin)展(zhan)情況(kuang),并(bing)要求試(shi)(shi)(shi)點(dian)(dian)項(xiang)目必須以市場化方(fang)式確定投(tou)資(zi)業主,響(xiang)應中央電改(gai)文件精神向社會資(zi)本放開增量配電業務,同時不(bu)建議電網企業或當地(di)政府投(tou)資(zi)平臺控股。
針對調(diao)研(yan)中發現的(de)電(dian)(dian)網(wang)企(qi)(qi)業(ye)拒絕(jue)向增(zeng)(zeng)(zeng)量配(pei)(pei)電(dian)(dian)網(wang)提(ti)供電(dian)(dian)力來源問(wen)題(ti),要求電(dian)(dian)網(wang)企(qi)(qi)業(ye)應(ying)提(ti)供增(zeng)(zeng)(zeng)量配(pei)(pei)電(dian)(dian)網(wang)系(xi)統的(de)公平接(jie)入(ru)服務(wu),尤其(qi)是對電(dian)(dian)網(wang)企(qi)(qi)業(ye)未參(can)股的(de)項目,禁止電(dian)(dian)網(wang)企(qi)(qi)業(ye)封(feng)鎖增(zeng)(zeng)(zeng)量配(pei)(pei)電(dian)(dian)網(wang)接(jie)入(ru)大電(dian)(dian)網(wang)所(suo)必備的(de)相關(guan)信息或變相阻撓系(xi)統接(jie)入(ru)。可見,在增(zeng)(zeng)(zeng)量配(pei)(pei)電(dian)(dian)業(ye)務(wu)改革過(guo)程(cheng)中激發了(le)許多矛盾,也制約(yue)了(le)增(zeng)(zeng)(zeng)量配(pei)(pei)電(dian)(dian)業(ye)務(wu)的(de)健(jian)康(kang)發展。
三、改革主要矛盾分析
1.改革方向與電網企業利益的矛盾
新一輪(lun)電(dian)(dian)(dian)(dian)(dian)力(li)體(ti)制改(gai)革(ge)通過在發電(dian)(dian)(dian)(dian)(dian)側、售電(dian)(dian)(dian)(dian)(dian)側和(he)用電(dian)(dian)(dian)(dian)(dian)側建(jian)立(li)多元化市場(chang)主體(ti),恢(hui)復電(dian)(dian)(dian)(dian)(dian)力(li)的(de)(de)商(shang)品屬性,從而提(ti)高電(dian)(dian)(dian)(dian)(dian)網的(de)(de)運營效率和(he)服務(wu)質量。它打(da)破了(le)電(dian)(dian)(dian)(dian)(dian)網企業電(dian)(dian)(dian)(dian)(dian)力(li)輸配、電(dian)(dian)(dian)(dian)(dian)量統購統銷的(de)(de)壟斷,重新定義了(le)電(dian)(dian)(dian)(dian)(dian)網企業在電(dian)(dian)(dian)(dian)(dian)力(li)市場(chang)中的(de)(de)功能(neng)及盈利(li)模式(shi),將電(dian)(dian)(dian)(dian)(dian)網企業利(li)益進行(xing)了(le)再分配。
增(zeng)量(liang)配(pei)電(dian)網(wang)(wang)(wang)(wang)各試(shi)點批復(fu)時均(jun)有電(dian)力(li)用戶的(de)存(cun)在(zai),也(ye)相應配(pei)套建(jian)設(she)了(le)電(dian)力(li)設(she)施(shi),并以電(dian)網(wang)(wang)(wang)(wang)企(qi)(qi)業(ye)(ye)(ye)投資建(jian)設(she)居(ju)多(duo),配(pei)電(dian)網(wang)(wang)(wang)(wang)完全空白的(de)試(shi)點基本不(bu)存(cun)在(zai),而增(zeng)量(liang)配(pei)電(dian)網(wang)(wang)(wang)(wang)的(de)發(fa)展勢(shi)必(bi)會侵占電(dian)網(wang)(wang)(wang)(wang)企(qi)(qi)業(ye)(ye)(ye)的(de)市(shi)場份額,影響電(dian)網(wang)(wang)(wang)(wang)企(qi)(qi)業(ye)(ye)(ye)利益(yi)。因此,電(dian)網(wang)(wang)(wang)(wang)公司(si)在(zai)增(zeng)量(liang)配(pei)電(dian)網(wang)(wang)(wang)(wang)試(shi)點推進過程中大多(duo)不(bu)配(pei)合(he),要求控股試(shi)點。從圖1的(de)統計結果可以看出,電(dian)網(wang)(wang)(wang)(wang)企(qi)(qi)業(ye)(ye)(ye)控股的(de)試(shi)點接(jie)近50%,且電(dian)網(wang)(wang)(wang)(wang)企(qi)(qi)業(ye)(ye)(ye)未(wei)參與(yu)的(de)試(shi)點也(ye)多(duo)因電(dian)網(wang)(wang)(wang)(wang)企(qi)(qi)業(ye)(ye)(ye)的(de)不(bu)配(pei)合(he)至今未(wei)開工或施(shi)工完成(cheng)后停滯(zhi)不(bu)前。
自增(zeng)量(liang)(liang)配電改革相關辦法推出以來,發電企業(ye)為(wei)拓寬業(ye)務(wu)領域,實(shi)現“發-配-售(shou)”一體的(de)(de)業(ye)務(wu)格局,參(can)(can)與(yu)(yu)增(zeng)量(liang)(liang)配電業(ye)務(wu)的(de)(de)積極性很(hen)大,況(kuang)且發電企業(ye)較(jiao)其他社會資(zi)本(ben)具備更為(wei)豐富的(de)(de)電力技術經驗(yan)、較(jiao)強的(de)(de)保(bao)底供電能力和雄厚的(de)(de)資(zi)金保(bao)障能力,是增(zeng)量(liang)(liang)配電業(ye)務(wu)的(de)(de)優質業(ye)主。因(yin)此發電企業(ye)的(de)(de)參(can)(can)與(yu)(yu)有利(li)于增(zeng)量(liang)(liang)配電改革的(de)(de)推進,但因(yin)牽涉到自身發電計劃(hua)、調度等(deng)與(yu)(yu)電網企業(ye)的(de)(de)相關利(li)益,許(xu)多(duo)發電企業(ye)逐漸退出了增(zeng)量(liang)(liang)配電業(ye)務(wu)的(de)(de)競爭(zheng)。
從(cong)各試點(dian)(dian)進(jin)展(zhan)情(qing)況(kuang)看,來(lai)自電(dian)(dian)(dian)網(wang)企業的阻力主要表現(xian)在(zai)電(dian)(dian)(dian)網(wang)企業干預招標、存(cun)(cun)量資(zi)(zi)產(chan)處置困(kun)難、配(pei)電(dian)(dian)(dian)區(qu)(qu)域(yu)劃分不(bu)清以及系統接入設置障(zhang)礙等(deng)。若(ruo)招標環節妥協于電(dian)(dian)(dian)網(wang)企業,使其控股試點(dian)(dian)的決策權仍然在(zai)電(dian)(dian)(dian)網(wang)企業手(shou)中,將導(dao)致試點(dian)(dian)改革失去意義;若(ruo)電(dian)(dian)(dian)網(wang)企業存(cun)(cun)量資(zi)(zi)產(chan)不(bu)能得到妥善解決,配(pei)電(dian)(dian)(dian)區(qu)(qu)域(yu)無(wu)法(fa)(fa)理(li)(li)清,則業主將無(wu)法(fa)(fa)申請(qing)電(dian)(dian)(dian)力業務許可(ke)證,工(gong)作無(wu)法(fa)(fa)開展(zhan);若(ruo)剔除電(dian)(dian)(dian)網(wang)存(cun)(cun)量資(zi)(zi)產(chan)的供電(dian)(dian)(dian)區(qu)(qu)域(yu),很多園區(qu)(qu)可(ke)供增量配(pei)電(dian)(dian)(dian)網(wang)發展(zhan)的空間非常有(you)限,則項目無(wu)法(fa)(fa)取得合理(li)(li)收益,試點(dian)(dian)無(wu)法(fa)(fa)存(cun)(cun)活。
由(you)于上述問題嚴重阻礙(ai)了(le)增(zeng)量(liang)配電(dian)網(wang)(wang)試(shi)點(dian)(dian)的落(luo)地(di)見(jian)效(xiao)(xiao),因此國家發改(gai)委、國家能源局對試(shi)點(dian)(dian)進(jin)行實地(di)調(diao)研后,約(yue)談了(le)國家電(dian)網(wang)(wang)、南方(fang)電(dian)網(wang)(wang)、內蒙古電(dian)力公司及6個試(shi)點(dian)(dian)進(jin)展緩慢的省(sheng)(sheng)份,從高層(ceng)施壓(ya)推(tui)進(jin)增(zeng)量(liang)配電(dian)業(ye)(ye)(ye)務的發展。約(yue)談后,國家電(dian)網(wang)(wang)組織調(diao)研組赴個別(bie)試(shi)點(dian)(dian)進(jin)行調(diao)研督導,督促相關省(sheng)(sheng)公司認真領會(hui)中央改(gai)革文件(jian)精神,支持(chi)社會(hui)資本參與(yu)(yu)增(zeng)量(liang)配電(dian)改(gai)革。要(yao)具體落(luo)實到各試(shi)點(dian)(dian),若只通過業(ye)(ye)(ye)主(zhu)與(yu)(yu)電(dian)網(wang)(wang)企業(ye)(ye)(ye)協商(shang),效(xiao)(xiao)果甚微(wei),還需要(yao)政府的介入,從頂層(ceng)施壓(ya)或從中協調(diao)。因此,政府、電(dian)網(wang)(wang)企業(ye)(ye)(ye)與(yu)(yu)業(ye)(ye)(ye)主(zhu)三方(fang)是否協調(diao)一致關系到改(gai)革是否成(cheng)功(gong)。
2.改革進度與尚未完善政策的矛盾
目前,全國(guo)范圍內共發布增量(liang)配(pei)(pei)電業務相關政策性(xing)文(wen)(wen)件(jian)33個(截(jie)至收稿(gao)日期)。其中(zhong):除12個國(guo)家級文(wen)(wen)件(jian)外,其他(ta)省(sheng)區市政策性(xing)文(wen)(wen)件(jian)中(zhong),江蘇省(sheng)、湖北(bei)省(sheng)最(zui)多,均為(wei)3個;海南(nan)次之,有2個;重慶、福(fu)建、甘肅(su)、河(he)北(bei)、湖南(nan)、寧(ning)夏、四川、山(shan)(shan)東、山(shan)(shan)西(xi)、陜西(xi)、天津(jin)、云南(nan)、浙江均為(wei)1個,無配(pei)(pei)套的地區性(xing)文(wen)(wen)件(jian)。
國(guo)(guo)家頒布(bu)的(de)《管(guan)理(li)辦(ban)法(fa)》只規定了增(zeng)(zeng)量(liang)(liang)配(pei)(pei)(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)網(wang)改革(ge)的(de)方(fang)向與(yu)原則,許多(duo)細節性(xing)的(de)問題(ti)亟需解(jie)決。雖然后續又(you)出臺了《關于制定地(di)方(fang)電(dian)(dian)(dian)(dian)(dian)網(wang)和(he)增(zeng)(zeng)量(liang)(liang)配(pei)(pei)(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)網(wang)配(pei)(pei)(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)價格的(de)指導意(yi)見》、《增(zeng)(zeng)量(liang)(liang)配(pei)(pei)(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)業務配(pei)(pei)(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)區(qu)(qu)域(yu)劃分實施辦(ban)法(fa)(試行(xing))》、《關于進(jin)一步(bu)推進(jin)增(zeng)(zeng)量(liang)(liang)配(pei)(pei)(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)業務改革(ge)的(de)通知(zhi)(征求(qiu)意(yi)見稿)》等文(wen)件(jian),對(dui)增(zeng)(zeng)量(liang)(liang)配(pei)(pei)(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)網(wang)配(pei)(pei)(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)價格、配(pei)(pei)(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)區(qu)(qu)域(yu)劃分、存量(liang)(liang)資產處置及增(zeng)(zeng)量(liang)(liang)配(pei)(pei)(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)網(wang)規劃等重要環節作了進(jin)一步(bu)的(de)指導,但各試點在改革(ge)過(guo)程中仍面臨諸(zhu)多(duo)困(kun)難,無法(fa)依(yi)靠現行(xing)政策解(jie)決。且除江蘇省(sheng)明確(que)增(zeng)(zeng)量(liang)(liang)配(pei)(pei)(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)網(wang)技(ji)術規范(fan)和(he)供電(dian)(dian)(dian)(dian)(dian)服務規范(fan)、四川省(sheng)明確(que)電(dian)(dian)(dian)(dian)(dian)網(wang)公司不得控股增(zeng)(zeng)量(liang)(liang)配(pei)(pei)(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)網(wang)運營企(qi)業外,其他省(sheng)區(qu)(qu)市(shi)政策性(xing)文(wen)件(jian)與(yu)國(guo)(guo)家級文(wen)件(jian)均大(da)同(tong)小異(yi),沒有突(tu)破性(xing)。因此,當(dang)前政策無法(fa)滿足增(zeng)(zeng)量(liang)(liang)配(pei)(pei)(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)網(wang)改革(ge)的(de)進(jin)度。
增量(liang)配(pei)(pei)電(dian)(dian)(dian)網(wang)(wang)定(ding)(ding)價(jia)機制是(shi)增量(liang)配(pei)(pei)電(dian)(dian)(dian)業務改革的(de)核心。目前,增量(liang)配(pei)(pei)電(dian)(dian)(dian)網(wang)(wang)配(pei)(pei)電(dian)(dian)(dian)價(jia)格(ge)(ge)核定(ding)(ding)辦法還沒有出(chu)臺。《管理辦法》中表示(shi):配(pei)(pei)電(dian)(dian)(dian)價(jia)格(ge)(ge)核定(ding)(ding)前,暫按(an)售電(dian)(dian)(dian)公司(si)或電(dian)(dian)(dian)力用戶接入電(dian)(dian)(dian)壓等級(ji)對(dui)應的(de)省(sheng)級(ji)電(dian)(dian)(dian)網(wang)(wang)共(gong)用網(wang)(wang)絡輸配(pei)(pei)電(dian)(dian)(dian)價(jia)扣(kou)減該配(pei)(pei)電(dian)(dian)(dian)網(wang)(wang)接入電(dian)(dian)(dian)壓等級(ji)對(dui)應的(de)省(sheng)級(ji)電(dian)(dian)(dian)網(wang)(wang)共(gong)用網(wang)(wang)絡輸配(pei)(pei)電(dian)(dian)(dian)價(jia)執行。其(qi)僅(jin)對(dui)配(pei)(pei)電(dian)(dian)(dian)價(jia)格(ge)(ge)核定(ding)(ding)前的(de)過渡時期提出(chu)了建(jian)議,并未給出(chu)配(pei)(pei)電(dian)(dian)(dian)價(jia)格(ge)(ge)的(de)核定(ding)(ding)方法。
有的(de)園區(qu)試(shi)點(dian)范(fan)圍(wei)內(nei)己建(jian)有滿足當(dang)前負荷(he)需求的(de)變(bian)電(dian)站,因避免(mian)重復(fu)建(jian)設,在短期(qi)負荷(he)需求增長緩慢階(jie)段(duan)無(wu)(wu)法(fa)另建(jian)變(bian)電(dian)站,加之電(dian)網企(qi)業不(bu)妥協(xie),不(bu)肯(ken)處置其(qi)配電(dian)網資產(chan),致使(shi)試(shi)點(dian)公司(si)因沒有電(dian)壓等級(ji)差,無(wu)(wu)法(fa)從配電(dian)服務中獲(huo)利。比如江西(xi)省某試(shi)點(dian)公司(si),其(qi)試(shi)點(dian)范(fan)圍(wei)包括國(guo)網1座(zuo)220kV變(bian)電(dian)站和3座(zuo)110kV變(bian)電(dian)站,因避免(mian)重復(fu)建(jian)設,國(guo)網拒絕將其(qi)資產(chan)轉讓,試(shi)點(dian)公司(si)無(wu)(wu)法(fa)從現(xian)行(xing)增量配電(dian)網價(jia)格機制中獲(huo)利,因此只得收購園區(qu)內(nei)用電(dian)企(qi)業自建(jian)的(de)110kV變(bian)電(dian)站。
超(chao)過50%的(de)(de)增(zeng)量(liang)配(pei)電(dian)(dian)網(wang)(wang)業(ye)主表示,現行的(de)(de)增(zeng)量(liang)配(pei)電(dian)(dian)網(wang)(wang)價格(ge)機制無法讓試點公司在配(pei)售電(dian)(dian)業(ye)務中(zhong)獲得可(ke)觀利益(yi),只能依存綜(zong)合能源供應(ying)獲取收益(yi)。因此(ci),制定(ding)完善的(de)(de)增(zeng)量(liang)配(pei)電(dian)(dian)網(wang)(wang)價格(ge)核(he)定(ding)辦(ban)法,可(ke)使投(tou)資業(ye)主明確項目收益(yi),增(zeng)強投(tou)資信心,有利于(yu)試點改革的(de)(de)深入推進。
同樣,存(cun)量(liang)資(zi)(zi)(zi)產(chan)(chan)(chan)處(chu)置(zhi)難嚴重制(zhi)(zhi)約(yue)了增量(liang)配電(dian)業(ye)務的改革發展。目前(qian),批復的試(shi)點多數都存(cun)在電(dian)網(wang)(wang)企(qi)業(ye)的存(cun)量(liang)資(zi)(zi)(zi)產(chan)(chan)(chan),雖然《增量(liang)配電(dian)業(ye)務配電(dian)區域(yu)劃分(fen)實施(shi)辦法(fa)(fa)(試(shi)行)》中(zhong)對存(cun)量(liang)資(zi)(zi)(zi)產(chan)(chan)(chan)處(chu)置(zhi)方(fang)(fang)式做了明確說明:以(yi)資(zi)(zi)(zi)產(chan)(chan)(chan)入股、出售、產(chan)(chan)(chan)權置(zhi)換(huan)及(ji)租賃方(fang)(fang)式進行處(chu)置(zhi)。但是具(ju)體實施(shi)到此(ci)(ci)環節,仍有許(xu)多問(wen)(wen)題,如存(cun)量(liang)資(zi)(zi)(zi)產(chan)(chan)(chan)價(jia)值(zhi)評估,應制(zhi)(zhi)定管理辦法(fa)(fa),做到公平(ping)公正,政府加大監管力度;電(dian)網(wang)(wang)企(qi)業(ye)以(yi)存(cun)量(liang)資(zi)(zi)(zi)產(chan)(chan)(chan)入股,其(qi)資(zi)(zi)(zi)產(chan)(chan)(chan)價(jia)值(zhi)可使(shi)電(dian)網(wang)(wang)企(qi)業(ye)達到控股,此(ci)(ci)情況(kuang)(kuang)應制(zhi)(zhi)定相應管理細則,妥善解決;如電(dian)網(wang)(wang)企(qi)業(ye)資(zi)(zi)(zi)產(chan)(chan)(chan)評估所占股份比例不(bu)得使(shi)電(dian)網(wang)(wang)企(qi)業(ye)控股,多出的資(zi)(zi)(zi)產(chan)(chan)(chan)價(jia)值(zhi)部分(fen)應通(tong)過資(zi)(zi)(zi)產(chan)(chan)(chan)轉讓等方(fang)(fang)式轉讓給業(ye)主(zhu)(zhu);若(ruo)業(ye)主(zhu)(zhu)及(ji)電(dian)網(wang)(wang)企(qi)業(ye)不(bu)能通(tong)過協商解決存(cun)量(liang)資(zi)(zi)(zi)產(chan)(chan)(chan)處(chu)置(zhi)問(wen)(wen)題,但剔(ti)除存(cun)量(liang)資(zi)(zi)(zi)產(chan)(chan)(chan)及(ji)其(qi)供電(dian)區域(yu)后試(shi)點項(xiang)目無法(fa)(fa)存(cun)活的,此(ci)(ci)情況(kuang)(kuang)可出臺相應措施(shi),使(shi)得業(ye)主(zhu)(zhu)與電(dian)網(wang)(wang)企(qi)業(ye)達到利益平(ping)衡點。
此外(wai),目前項目建設(she)環(huan)節缺乏配套建設(she)標(biao)準。標(biao)準出臺的(de)主要(yao)目的(de)是為了避(bi)免業(ye)主為壓縮(suo)投資成本,使試點區配電(dian)(dian)網缺乏可靠性、安(an)全(quan)性,嚴重損害(hai)用戶利益及(ji)配電(dian)(dian)網安(an)全(quan)。在項目經(jing)營(ying)(ying)環(huan)節,地方政府應建立以運營(ying)(ying)績(ji)效為導向的(de)激勵機(ji)制(zhi),讓(rang)各(ge)投資業(ye)主在保證電(dian)(dian)網運營(ying)(ying)安(an)全(quan)的(de)同時節約運營(ying)(ying)成本,提升運營(ying)(ying)效率。
因此,各(ge)(ge)試(shi)點所屬地(di)方政府應以兩部委發(fa)布(bu)的政策(ce)為導向,因地(di)制宜(yi)制定增量(liang)配(pei)電網試(shi)點管理及推進辦法,讓各(ge)(ge)業主在每個(ge)環(huan)節都可找到政策(ce)支撐點。
3.中央大力改革與地方執行不力的矛盾
為促(cu)進(jin)(jin)各增量配(pei)電業(ye)務試點項目(mu)的順利推進(jin)(jin),國家發改(gai)委(wei)、能源局組成調研組對各試點進(jin)(jin)行(xing)(xing)實地走訪調研,并對問題突出區(qu)域進(jin)(jin)行(xing)(xing)約談,隨后兩部委(wei)通報(bao)了第一批增量配(pei)電網試點進(jin)(jin)展(zhan)情況:一些地方政府和電網企業(ye)在改(gai)革關(guan)鍵問題、關(guan)鍵環節(jie)上(shang)認識不(bu)到(dao)位,與中央改(gai)革精(jing)神存(cun)在偏差,配(pei)售電業(ye)務向社會資本放開的要(yao)求未得到(dao)有效落實。
出現(xian)此現(xian)象的(de)主要原因如(ru)下:一是地(di)方(fang)政(zheng)府對(dui)政(zheng)策(ce)解(jie)(jie)讀有偏差,無(wu)法準(zhun)確把握文件精神;二是大(da)部分(fen)地(di)方(fang)政(zheng)府在(zai)改(gai)革推進過(guo)程(cheng)中(zhong)缺乏必備的(de)電(dian)力(li)專業知識,無(wu)法從(cong)細節上做到(dao)嚴謹細致;三(san)是缺乏主動(dong)性,地(di)方(fang)政(zheng)府與上級政(zheng)府、電(dian)網(wang)企業及(ji)業主的(de)溝通不夠積極(ji)主動(dong),對(dui)于改(gai)革中(zhong)的(de)問題和難點沒(mei)有主動(dong)求解(jie)(jie)意識。
4.上述原因導致試點推進中出現的問題有:
在某些試(shi)點(dian)申報(bao)環節,當地政府因(yin)未(wei)能深刻理解(jie)增量(liang)(liang)配電(dian)業務的(de)內涵,對園區負荷現狀及增長沒(mei)做好評(ping)估就(jiu)申報(bao)試(shi)點(dian),使得許多園區類(lei)試(shi)點(dian)并不適合增量(liang)(liang)配電(dian)網項(xiang)目的(de)發展,部分試(shi)點(dian)出(chu)現流標、撤資(zi),即使確定(ding)了(le)業主,項(xiang)目也處于停(ting)滯狀態(tai),后期經(jing)營存在困(kun)難(nan)。
在業(ye)主擇定(ding)環節,有試點政(zheng)府在園區(qu)配(pei)電(dian)(dian)網(wang)規劃尚未完(wan)成的情況(kuang)下(xia)進(jin)行招標,且擬(ni)選擇電(dian)(dian)價折扣力度大的業(ye)主,致使(shi)各投(tou)資企業(ye)自(zi)行對園區(qu)配(pei)電(dian)(dian)網(wang)進(jin)行規劃并預測收益,導(dao)致對園區(qu)負荷預測和(he)電(dian)(dian)量預測與項目投(tou)資收益的預測差距較大,最(zui)終(zhong)報價無可(ke)比(bi)性(xing),更(geng)無有效性(xing),擇定(ding)的業(ye)主履約(yue)能(neng)力存疑。
對于各(ge)試點政(zheng)(zheng)府,增(zeng)(zeng)量(liang)(liang)配電網(wang)不僅是降低電價、吸引招(zhao)商(shang)引資(zi)的(de)工具,更是轉(zhuan)變當前(qian)電力(li)市場業態的(de)一面旗幟,關乎(hu)國計民生。政(zheng)(zheng)府應(ying)擺正在增(zeng)(zeng)量(liang)(liang)配電改(gai)革中的(de)位置,深入(ru)研(yan)究相關政(zheng)(zheng)策,對試點上(shang)報、試點規(gui)劃、業主招(zhao)標(biao)、項目(mu)核準、項目(mu)建設以及后期經營等各(ge)個環(huan)節做到有力(li)管控(kong),推動(dong)增(zeng)(zeng)量(liang)(liang)配電業務健康有序發展。
四、相關對策及建議
在增量配電業務改革中,地(di)方政府(fu)不(bu)僅是參與(yu)者,更(geng)是監管者,起到了統籌(chou)規劃、宏(hong)觀指(zhi)導(dao)、矛盾協調的作(zuo)用。在推進試點落(luo)地(di)過程中:
首先,應(ying)深入研究政(zheng)策、領會(hui)改(gai)革精神,做好(hao)與試點(dian)園區、當地電(dian)網公司(si)及投資(zi)業(ye)主的溝通協調(diao)工作,及時(shi)聽取各方的意見及建(jian)議;
其次(ci),以國家政策為指(zhi)導方(fang)向(xiang),根(gen)據(ju)地方(fang)試(shi)點情(qing)況,因地制宜制定(ding)增量配電業務實施細則,使各環節有政策保(bao)障;
最后,要加強自身電力(li)供應、電力(li)輸配、電力(li)營銷等相關專業(ye)知識的學習,全面認(ren)識增量配電業(ye)務,從(cong)細(xi)節上進行指導(dao)和監(jian)管;
同時(shi),政府(fu)也(ye)應加強(qiang)對(dui)試點項目的全(quan)程監管,做到規劃環(huan)(huan)節避免重(zhong)復投資(zi)、交(jiao)叉供電(dian),招(zhao)標環(huan)(huan)節公開、公平(ping)、公正,建設環(huan)(huan)節嚴格(ge)把(ba)控質量,運營階段(duan)確保供電(dian)安全(quan)、穩(wen)定和可(ke)靠。
面對新(xin)一輪(lun)電(dian)力體(ti)制(zhi)改革浪潮,電(dian)網(wang)企(qi)業(ye)需服從改革大(da)局(ju),轉變(bian)自身心態(tai),以開放包(bao)容(rong)的(de)態(tai)度參與到增量配電(dian)業(ye)務(wu)(wu)中。在增量配電(dian)網(wang)規劃(hua)環(huan)節(jie)(jie),電(dian)網(wang)企(qi)業(ye)應積極配合(he)當地(di)(di)政府完成電(dian)網(wang)規劃(hua),并與當地(di)(di)電(dian)網(wang)規劃(hua)達到統一協調(diao);積極參與增量配電(dian)業(ye)務(wu)(wu),引入其他社會(hui)資本,建成混(hun)合(he)所有制(zhi)公司;在后續建設及(ji)運營環(huan)節(jie)(jie),要充分發揮自身技術與經驗上的(de)優勢,保證(zheng)供電(dian)服務(wu)(wu)質量,并做(zuo)好增量配電(dian)網(wang)的(de)并網(wang)、調(diao)度及(ji)運行監督。
各社(she)會資(zi)本在做好項目安全性、效益性、風險性預測的(de)同(tong)時,也要著眼(yan)長遠,因為增(zeng)量(liang)配電(dian)業(ye)務(wu)不(bu)是一個(ge)單純(chun)的(de)配電(dian)網(wang)項目,各試點(dian)(dian)基(ji)本是當(dang)地負荷(he)集(ji)中區(qu),若掌(zhang)握了試點(dian)(dian)開(kai)發權就掌(zhang)握了客戶群,除向用戶提供電(dian)力供應外,還可直接(jie)向用戶有(you)(you)償(chang)提供綜合能源、咨詢、金融(rong)等多種(zhong)服務(wu)。從試點(dian)(dian)推進的(de)實際情(qing)況可知(zhi),許(xu)多央企(qi)(qi)因現行的(de)投資(zi)管理機制,局限于投資(zi)收益率等因素,對增(zeng)量(liang)配電(dian)業(ye)務(wu)的(de)參與度(du)滯(zhi)后于地方政府控股企(qi)(qi)業(ye)及(ji)民營企(qi)(qi)業(ye),但(dan)央企(qi)(qi)因其自身(shen)具備(bei)資(zi)金、技術(shu)、信譽(yu)上的(de)優勢,其參與更有(you)(you)助于穩步推進增(zeng)量(liang)配電(dian)業(ye)務(wu)改革(ge)。
因此,在投(tou)資(zi)(zi)增(zeng)量(liang)配(pei)電(dian)網業務(wu)時,央企(qi)應全面考慮,大膽決策,把握電(dian)改帶來的(de)投(tou)資(zi)(zi)機遇(yu)。同時,民營(ying)企(qi)業也應發揮自身業務(wu)及機制(zhi)上的(de)優勢,積(ji)極參與增(zeng)量(liang)配(pei)電(dian)業務(wu)改革,不斷提升自身配(pei)電(dian)網建(jian)設運營(ying)、電(dian)力營(ying)銷、綜(zong)合能源服務(wu)等(deng)方面的(de)技術實(shi)力,穩(wen)固建(jian)設增(zeng)量(liang)配(pei)電(dian)網,適(shi)應不斷變換的(de)電(dian)力市場,真正將增(zeng)量(liang)配(pei)電(dian)業務(wu)改革落到實(shi)處。
五、結語
增量(liang)配電試(shi)(shi)點改(gai)革(ge)過程(cheng)中出(chu)現制(zhi)約(yue)改(gai)革(ge)進(jin)程(cheng)的矛盾難題,主要是改(gai)革(ge)觸及(ji)了電網(wang)(wang)企業(ye)(ye)利(li)益,致使電網(wang)(wang)企業(ye)(ye)不配合,試(shi)(shi)點項(xiang)目推進(jin)受到阻礙;相關政(zheng)策未完善,致使推進(jin)過程(cheng)中細節性問題不能(neng)(neng)(neng)得(de)到妥善解決;地方政(zheng)府未能(neng)(neng)(neng)深刻領(ling)會改(gai)革(ge)精神,缺乏電力專業(ye)(ye)知識及(ji)主動(dong)求解意識,致使政(zheng)府作用未能(neng)(neng)(neng)充分(fen)發揮。
因此(ci),試點項目(mu)(mu)落地成效(xiao)需要政府(fu)、電網及(ji)業主(zhu)三(san)方的(de)(de)共同努力(li),地方政府(fu)協調監管,電網企業轉變心態,投資(zi)業主(zhu)在積極參與(yu)的(de)(de)同時還要加(jia)強自身業務能(neng)力(li)建設(she),只有如此(ci),增量配電業務改革的(de)(de)矛盾才能(neng)順(shun)利(li)解決,試點項目(mu)(mu)才能(neng)早日落地見效(xiao)。
