5月14日,國家能(neng)(neng)(neng)源(yuan)局網站發(fa)布《關于印(yin)發(fa)<能(neng)(neng)(neng)源(yuan)標(biao)(biao)準(zhun)(zhun)化(hua)管(guan)理辦(ban)法(fa)>及實(shi)施細(xi)則的通(tong)知》(國能(neng)(neng)(neng)發(fa)科(ke)技〔2019〕38號,以(yi)下簡稱“通(tong)知”)。《通(tong)知》表示,為進一步規范能(neng)(neng)(neng)源(yuan)領域(yu)(yu)標(biao)(biao)準(zhun)(zhun)化(hua)管(guan)理工作,國家能(neng)(neng)(neng)源(yuan)局根據《中華人民共和國標(biao)(biao)準(zhun)(zhun)化(hua)法(fa)》及相(xiang)關法(fa)規,結合(he)能(neng)(neng)(neng)源(yuan)領域(yu)(yu)實(shi)際情(qing)況,修訂形成了《能(neng)(neng)(neng)源(yuan)標(biao)(biao)準(zhun)(zhun)化(hua)管(guan)理辦(ban)法(fa)》、《能(neng)(neng)(neng)源(yuan)行(xing)(xing)業標(biao)(biao)準(zhun)(zhun)管(guan)理實(shi)施細(xi)則》和《能(neng)(neng)(neng)源(yuan)行(xing)(xing)業標(biao)(biao)準(zhun)(zhun)化(hua)技術委(wei)員會管(guan)理實(shi)施細(xi)則》,請(qing)相(xiang)關部門認(ren)真遵照執行(xing)(xing)。
《能(neng)(neng)源(yuan)標(biao)(biao)準(zhun)(zhun)(zhun)化管(guan)理辦法》提到,能(neng)(neng)源(yuan)標(biao)(biao)準(zhun)(zhun)(zhun)化工作的(de)任(ren)務是依據法定(ding)職(zhi)責(ze),負責(ze)強(qiang)制(zhi)性國家標(biao)(biao)準(zhun)(zhun)(zhun)的(de)項目提出、組織(zhi)起草、征求意見(jian)和(he)技(ji)術(shu)(shu)審查(cha)(cha);負責(ze)強(qiang)制(zhi)性行(xing)(xing)業(ye)標(biao)(biao)準(zhun)(zhun)(zhun)的(de)項目提出、組織(zhi)起草、征求意見(jian)、技(ji)術(shu)(shu)審查(cha)(cha)和(he)編號發布;負責(ze)推薦性能(neng)(neng)源(yuan)行(xing)(xing)業(ye)標(biao)(biao)準(zhun)(zhun)(zhun)的(de)制(zhi)定(ding);對標(biao)(biao)準(zhun)(zhun)(zhun)的(de)制(zhi)定(ding)進行(xing)(xing)指導和(he)監(jian)督(du),對標(biao)(biao)準(zhun)(zhun)(zhun)的(de)實施(shi)進行(xing)(xing)監(jian)督(du)檢查(cha)(cha)。協助和(he)配合國務院標(biao)(biao)準(zhun)(zhun)(zhun)化行(xing)(xing)政(zheng)主(zhu)管(guan)部門規范、引(yin)導和(he)監(jian)督(du)能(neng)(neng)源(yuan)領域團體標(biao)(biao)準(zhun)(zhun)(zhun)的(de)制(zhi)定(ding)。
《能(neng)(neng)(neng)(neng)源(yuan)行(xing)(xing)業(ye)標(biao)(biao)準(zhun)(zhun)管(guan)(guan)理(li)實施細(xi)則》指出(chu),能(neng)(neng)(neng)(neng)源(yuan)行(xing)(xing)業(ye)標(biao)(biao)準(zhun)(zhun)是指沒有(you)國(guo)(guo)家(jia)標(biao)(biao)準(zhun)(zhun),又需(xu)(xu)要(yao)在能(neng)(neng)(neng)(neng)源(yuan)行(xing)(xing)業(ye)內(nei)統(tong)一技(ji)術(shu)(shu)和(he)管(guan)(guan)理(li)要(yao)求而制(zhi)定的標(biao)(biao)準(zhun)(zhun)。能(neng)(neng)(neng)(neng)源(yuan)行(xing)(xing)業(ye)標(biao)(biao)準(zhun)(zhun)的技(ji)術(shu)(shu)要(yao)求不得與(yu)(yu)有(you)關(guan)國(guo)(guo)家(jia)標(biao)(biao)準(zhun)(zhun)相抵觸,不得低(di)于國(guo)(guo)家(jia)標(biao)(biao)準(zhun)(zhun)的相關(guan)技(ji)術(shu)(shu)要(yao)求。能(neng)(neng)(neng)(neng)源(yuan)行(xing)(xing)業(ye)標(biao)(biao)準(zhun)(zhun)之間(jian)應保(bao)持(chi)協調、統(tong)一,不得重(zhong)復(fu)。制(zhi)定能(neng)(neng)(neng)(neng)源(yuan)行(xing)(xing)業(ye)標(biao)(biao)準(zhun)(zhun),要(yao)以構建清潔低(di)碳、安全高效的能(neng)(neng)(neng)(neng)源(yuan)體(ti)系,推進(jin)能(neng)(neng)(neng)(neng)源(yuan)生產(chan)(chan)和(he)消費革命的需(xu)(xu)求為導向(xiang),重(zhong)點突(tu)出(chu)、科(ke)學(xue)合(he)(he)理(li);要(yao)與(yu)(yu)產(chan)(chan)業(ye)政策(ce)、行(xing)(xing)業(ye)規劃相互協調,促進(jin)產(chan)(chan)業(ye)升(sheng)級(ji)、結構優(you)化;要(yao)有(you)利(li)于科(ke)學(xue)技(ji)術(shu)(shu)成果的推廣應用(yong),有(you)利(li)于能(neng)(neng)(neng)(neng)源(yuan)節(jie)約與(yu)(yu)資源(yuan)綜(zong)合(he)(he)利(li)用(yong),有(you)利(li)于保(bao)護(hu)人體(ti)健康和(he)人身安全、保(bao)護(hu)環境(jing),有(you)利(li)于能(neng)(neng)(neng)(neng)源(yuan)互聯互通和(he)高質量發展;要(yao)積極參與(yu)(yu)制(zhi)定國(guo)(guo)際(ji)標(biao)(biao)準(zhun)(zhun),結合(he)(he)國(guo)(guo)情采用(yong)國(guo)(guo)際(ji)標(biao)(biao)準(zhun)(zhun),推進(jin)能(neng)(neng)(neng)(neng)源(yuan)領域中(zhong)國(guo)(guo)標(biao)(biao)準(zhun)(zhun)與(yu)(yu)國(guo)(guo)外(wai)標(biao)(biao)準(zhun)(zhun)之間(jian)的轉化運用(yong),增(zeng)強(qiang)中(zhong)國(guo)(guo)能(neng)(neng)(neng)(neng)源(yuan)標(biao)(biao)準(zhun)(zhun)國(guo)(guo)際(ji)影響力。
《能源行(xing)業(ye)標準(zhun)化技(ji)(ji)(ji)術委(wei)員會管理實施細則》強(qiang)調,行(xing)業(ye)標委(wei)會是指在一定能源專(zhuan)業(ye)領域(yu)內,從事(shi)行(xing)業(ye)標準(zhun)化工(gong)作(zuo)的(de)非(fei)法人技(ji)(ji)(ji)術組織,負責(ze)本專(zhuan)業(ye)技(ji)(ji)(ji)術領域(yu)內的(de)標準(zhun)化技(ji)(ji)(ji)術歸口工(gong)作(zuo)。國家能源局統一負責(ze)行(xing)業(ye)標委(wei)會的(de)規劃、協調、組建、撤銷等(deng)管理工(gong)作(zuo)。可以根據工(gong)作(zuo)需要,委(wei)托行(xing)業(ye)標準(zhun)化管理機構(gou)對行(xing)業(ye)標委(wei)會進行(xing)管理。行(xing)業(ye)標委(wei)會應當科(ke)學(xue)合理、公開公正、規范透明地(di)開展工(gong)作(zuo),接受國家能源局的(de)指導和監督,并在本專(zhuan)業(ye)領域(yu)內承擔相關工(gong)作(zuo)職責(ze)。
