項目概況:
青(qing)豫直流二期2標(biao)段100萬(wan)千(qian)(qian)瓦(wa)“光伏+光熱”海南(nan)州(zhou)(zhou)共和(he)塔拉灘(tan)10萬(wan)千(qian)(qian)瓦(wa)光熱項(xiang)目位于青(qing)海省海南(nan)州(zhou)(zhou)千(qian)(qian)萬(wan)千(qian)(qian)瓦(wa)級新能源基地(di)(一區(qu)兩園(yuan))光電(dian)園(yuan)區(qu)內,場址(zhi)距共和(he)縣(xian)以南(nan)約(yue)27㎞。場址(zhi)區(qu)中(zhong)心(xin)坐標(biao)為(wei)北緯36°04'17.25",東經(jing)100°29'15.31",海拔(ba)高程約(yue)為(wei)3000m,G214國道和(he)共玉高速緊鄰場址(zhi)區(qu)北側。本項(xiang)目占地(di)面積約(yue)為(wei)4.41km2。場址(zhi)區(qu)內地(di)勢平(ping)緩開闊(kuo)。
本項目擬建(jian)1×100MW熔(rong)鹽(yan)塔(ta)式(shi)光熱電(dian)站,配置12h熔(rong)鹽(yan)儲(chu)熱系統,配套建(jian)設80萬平米定日鏡場。
以上(shang)工程(cheng)量以最終設計為準。
招標范圍:

設計內容:
太(tai)陽能(neng)熱(re)發電(dian)廠的(de)本階段勘察(cha)設計范圍包括(kuo):地(di)質勘察(cha)、太(tai)陽能(neng)熱(re)發電(dian)廠可行性研(yan)究報(bao)告編制以及相關的(de)咨(zi)詢服務。
可行性研究報告內容包括但不限于:
(1)太陽能資(zi)源(yuan)評(ping)估;太陽能資(zi)源(yuan)分析,提出資(zi)源(yuan)評(ping)價結論;
(2)對全廠(chang)總體規劃、廠(chang)區總平面布置(zhi)、各主要工(gong)藝系統方(fang)案提(ti)出(chu)工(gong)程設(she)想,并(bing)提(ti)出(chu)主要經濟和性能(neng)指(zhi)標,以滿足投資(zi)估算和財務(wu)分(fen)析的(de)要求;
(3)提出(chu)集熱(re)系統、儲熱(re)系統、蒸汽(qi)發生系統、汽(qi)輪發電機組等主要(yao)設(she)備的(de)技術參數;
(4)確定電(dian)廠主要工藝系統的功能、控制方(fang)式(shi)、布置(zhi)方(fang)案,并(bing)作為(wei)初步設計的依據;
(5)投(tou)資(zi)估算(suan)應滿足(zu)控制投(tou)資(zi)、計(ji)劃安排及建設貸款(kuan)的需要,并進行(xing)分(fen)析(xi);(6)應說明合理(li)利用資(zi)源情況,進行(xing)節能分(fen)析(xi)、風險分(fen)析(xi)及經濟與(yu)社會影響分(fen)析(xi);
(7)財務(wu)評價指標(biao)應能客觀(guan)反映(ying)項目技術方案的經濟(ji)可行(xing)性(xing)和投資(zi)人的收(shou)益水平(ping)。
勘察設計依據:
國(guo)家有關(guan)工程(cheng)建(jian)設標(biao)(biao)準(zhun)強制性條文和電力行業(ye)現行的勘(kan)察(cha)(cha)設計標(biao)(biao)準(zhun)、規(gui)范、規(gui)程(cheng)、辦法以及項目所在(zai)地關(guan)于工程(cheng)勘(kan)察(cha)(cha)設計方面的文件(jian)、規(gui)定。在(zai)勘(kan)察(cha)(cha)設計過程(cheng)中(zhong),如果國(guo)家、行業(ye)頒布有關(guan)最新(xin)法律、法規(gui)、政(zheng)策及有關(guan)設計規(gui)程(cheng)、規(gui)范、標(biao)(biao)準(zhun)等,按照最新(xin)要求執行。

勘測要求:
勘察工作標準及技術要求:
(1)勘(kan)察設計人(ren)(ren)在實施勘(kan)察前,應向招(zhao)標(biao)(biao)人(ren)(ren)報送優(you)化后的勘(kan)察服務工作大綱(gang),并(bing)經招(zhao)標(biao)(biao)人(ren)(ren)審(shen)核確認后以此作為(wei)工作依(yi)據。
(2)工程勘察布點應參考招標人提(ti)供的(de)資料。勘探點的(de)數(shu)量(liang)、深度和位置可根據地質情況和現場條件依據規(gui)范進行(xing)調(diao)整(zheng),但應經招標人同意(yi)和批(pi)準。
(3)勘探過(guo)程中應認(ren)真記錄(lu)每(mei)日工(gong)作內容,保存原(yuan)始記錄(lu)資料與數據,以(yi)供招標(biao)人(ren)檢查和分析。
(4)在鉆探進行(xing)中(zhong),如招(zhao)標人(ren)(ren)需要更改(gai)取樣間(jian)距與(yu)現場試(shi)驗的要求,或(huo)更改(gai)鉆孔深度,勘察設計人(ren)(ren)應積(ji)極配合(he)并安排實施。
(5)勘(kan)察設計人(ren)在(zai)鉆探時應(ying)(ying)謹慎從事,對地下管線和構筑物(wu)進行相應(ying)(ying)保(bao)護(hu)(hu),遇到地下文(wen)物(wu)時應(ying)(ying)及時向招(zhao)標人(ren)和文(wen)物(wu)保(bao)護(hu)(hu)部門匯(hui)報并妥善保(bao)護(hu)(hu)。
(6)勘察設計人在進行外業勘察時(shi),應采(cai)取有效的安全、保衛和環境保護(hu)措施(shi),避免對(dui)原有道(dao)路、橋梁、構(gou)造物或地上附著物造成損壞或損傷。

(6)評價地基(ji)穩定性(xing),提供地基(ji)承載力(li)等參數;
(7)提出地(di)基處(chu)理措施建(jian)議(yi);
(8)提供基坑(keng)開挖和支護的建(jian)議方(fang)案和巖土參數(shu);
(9)提(ti)供不良地質作用(yong)防治措施建議(yi)和巖土參數;
(10)查(cha)明建筑(zhu)場(chang)地內及(ji)鄰近地段有(you)無影響工(gong)程穩定性(xing)的不(bu)良地質作用以及(ji)有(you)無古河道和(he)人工(gong)地下設施;
(11)查明場地內地層結構、均勻(yun)性(xing)(xing),尤(you)其是(shi)基(ji)礎底面以下(xia)持力層的(de)分布及各層巖土的(de)物理力學性(xing)(xing)質;
(12)查明地下水類型、埋藏(zang)條(tiao)件(jian)及水位(wei)季節性變化幅度和(he)規(gui)律;
(13)提供(gong)場(chang)地(di)土(tu)的標準凍結(jie)深(shen)度及判定地(di)基(ji)土(tu)的凍脹性類別;
(14)提(ti)供各層地基(ji)土承載力特(te)征值及變形(xing)指標;提(ti)出基(ji)坑開挖方(fang)式和支護方(fang)案建議;
(15)根據建(jian)筑物結(jie)構特征(zheng)及場地(di)巖土工程條件,提供技術可(ke)行、經濟合理的地(di)基基礎方案。
勘察報告主要內容:
擬建場地的工程地質條件:
(1)地質條(tiao)件背景資料;
(2)地形地貌條件;
(3)擬建(jian)場區(qu)地層土質概(gai)述。
擬建場地的水文地質條件:
(1)地(di)下水(shui)類型及地(di)下水(shui)位;
(2)歷年高水位記錄;
(3)關(guan)于確(que)定建筑防滲設計水位和(he)抗浮設計水位的基本(ben)依據和(he)建議;(4)地下水和(he)淺層土對混(hun)凝土和(he)鋼筋的腐蝕性(xing)評價;
(5)地下(xia)水和淺層土(tu)的毒性評價。
場地、地基的建筑抗震設計條件:
(1)場地(di)土類型與建(jian)筑場地(di)類別(bie)的判定(ding);
(2)抗震設防烈度;
(3)地基土層地震液化評價。

設計工作標準和技術要求:
(1)設計工(gong)作應(ying)滿(man)足國(guo)家、行業的最新規范、標準及中(zhong)廣核相(xiang)關(guan)的設計管理制度的要(yao)求。本招標技(ji)術文件不再(zai)一一列舉。請(qing)投標方自行補充本工(gong)程設計中(zhong)需要(yao)采用(yong)的相(xiang)關(guan)規程、規范;
(2)光資(zi)源評估需(xu)按相關(guan)規范要求,選取附近地面氣象站數(shu)據(ju)進行推(tui)算以降(jiang)低風(feng)險。
設計成果要求:
勘(kan)測成果滿足《巖(yan)土工(gong)程勘(kan)察(cha)規范》(GB50021—2001)的(de)具體(ti)要求。
可行性研究階段:
可研(yan)(yan)報告編(bian)制(zhi)應(ying)滿足《太陽能熱發電廠可行(xing)性研(yan)(yan)究(jiu)報告內容深(shen)度(du)規(gui)定(ding)》(DL/T 5572-2020),可行(xing)性研(yan)(yan)究(jiu)報告包含且不(bu)限于以下(xia)內容:

合同簽訂,招(zhao)標人(ren)提供相關(guan)資料后20天(tian)內(nei)提交(jiao)可研報(bao)(bao)告送(song)審(shen)稿,評審(shen)機(ji)構(gou)出(chu)具(ju)可研審(shen)查意見后4天(tian)內(nei)遞交(jiao)可行性研究報(bao)(bao)告(審(shen)定(ding)版),40日內(nei)提供地質勘察報(bao)(bao)告。
