1月9日,上海市(shi)人民(min)政府印(yin)發《上海市(shi)新型儲(chu)能示范引領創(chuang)新發展工作方案(an)(2025—2030年(nian))》(以下(xia)簡稱《方案(an)》)的通知。


《方案》指(zhi)出,著力攻堅長時儲能(neng)(neng)技術,重點(dian)突破高安全(quan)、高能(neng)(neng)量密(mi)度全(quan)固(gu)態電(dian)池高導電(dian)性固(gu)體電(dian)解質、固(gu)/固(gu)界面、器件(jian)制備與集(ji)成等關鍵技術。推動超級電(dian)容器、飛輪儲能(neng)(neng)、超高溫熔鹽和熱(re)化(hua)學儲熱(re)等儲能(neng)(neng)技術持續進步。

上海市新型儲能示范引領創新發展工作方案(2025—2030年)


新型(xing)儲能(neng)是(shi)建設新型(xing)能(neng)源體(ti)系、保障能(neng)源電力安全(quan)和(he)(he)自(zi)主可控的(de)重要(yao)基(ji)礎裝備和(he)(he)關鍵支(zhi)撐技術(shu),對促進經濟社(she)會(hui)發展和(he)(he)全(quan)面綠色(se)轉型(xing)具有重要(yao)意(yi)義(yi)。為加(jia)快推(tui)動(dong)本(ben)市新型(xing)儲能(neng)產業(ye)集聚(ju)和(he)(he)高質(zhi)量創新發展,培育新質(zhi)生產力,制(zhi)定(ding)本(ben)工作方案。


一(yi)、加強(qiang)新型儲能發展的頂層設計


堅持一張藍(lan)圖(tu)規(gui)劃、特色應用示范(fan)、科技(ji)創新驅動、高端產(chan)業(ye)(ye)引(yin)領,推動新型儲能與新型電力系(xi)(xi)統、新型產(chan)業(ye)(ye)體系(xi)(xi)、新型交通體系(xi)(xi)、重點區域(yu)發展多方協同。到(dao)2026年(nian),建立(li)新型儲能核(he)心技(ji)術(shu)裝備產(chan)業(ye)(ye)鏈,打造2個新型儲能產(chan)業(ye)(ye)園,培育10家(jia)以上具(ju)有產(chan)業(ye)(ye)帶(dai)動效(xiao)(xiao)應的優質企(qi)業(ye)(ye),力爭應用規(gui)模(mo)(mo)80萬(wan)千(qian)瓦以上,儲能削峰初見(jian)成(cheng)效(xiao)(xiao),帶(dai)動產(chan)業(ye)(ye)規(gui)模(mo)(mo)近千(qian)億(yi)級(ji)。到(dao)2030年(nian),引(yin)育結合(he)形(xing)成(cheng)千(qian)億(yi)級(ji)規(gui)模(mo)(mo)領軍企(qi)業(ye)(ye),力爭應用規(gui)模(mo)(mo)超過200萬(wan)千(qian)瓦,實現尖峰負荷全削減,帶(dai)動產(chan)業(ye)(ye)規(gui)模(mo)(mo)再(zai)翻番。


二、建設多元開放的示范應用場(chang)景


(一)科學(xue)布局獨立儲能電站(zhan)


發揮新(xin)型儲(chu)能(neng)“支撐電(dian)(dian)力頂峰、快速補強電(dian)(dian)網(wang)(wang)薄弱環節、促進新(xin)能(neng)源(yuan)(yuan)消納”作(zuo)用,利(li)用好既有能(neng)源(yuan)(yuan)電(dian)(dian)力設施場地資(zi)(zi)源(yuan)(yuan)和接入條件(jian),合理布局(ju)、滾動實施獨(du)立儲(chu)能(neng)電(dian)(dian)站(zhan)建(jian)設(指(zhi)獨(du)立并(bing)入公共電(dian)(dian)網(wang)(wang),具(ju)備獨(du)立計(ji)量和發電(dian)(dian)自動控制(zhi)功能(neng),充電(dian)(dian)功率1萬千瓦及以上(shang)的儲(chu)能(neng)電(dian)(dian)站(zhan)),探索符合超大(da)型資(zi)(zi)源(yuan)(yuan)輸(shu)入城(cheng)市特點的獨(du)立儲(chu)能(neng)發展模式(shi)。2025年(nian)1月1日起,新(xin)開工(gong)(含升級改造(zao))集中式(shi)陸上(shang)風電(dian)(dian),按照不低于(yu)裝機容量的20%、額定充放電(dian)(dian)時(shi)長(chang)不低于(yu)4小時(shi)配(pei)置新(xin)型儲(chu)能(neng),新(xin)建(jian)海上(shang)風電(dian)(dian)按照競爭配(pei)置要求配(pei)置;采(cai)用獨(du)立儲(chu)能(neng)電(dian)(dian)站(zhan)形式(shi)建(jian)設,通過(guo)自建(jian)、合建(jian)或容量租賃的模式(shi)實現。以投資(zi)(zi)為(wei)紐帶,在(zai)華(hua)東區域布局(ju)抽水蓄(xu)能(neng),提升電(dian)(dian)網(wang)(wang)整體峰谷調節能(neng)力和運行(xing)水平。


(二)加(jia)快創建車網(wang)互動(V2G)示范應(ying)用(yong)城市


強化樁(zhuang)、網、車(che)(che)(che)三端(duan)(duan)支撐,加快(kuai)(kuai)發展V2G應(ying)用場(chang)(chang)(chang)景。樁(zhuang)端(duan)(duan)加快(kuai)(kuai)推進(jin)小區V2G體系(xi)(xi)建(jian)設(she),穩步推進(jin)公共(gong)充電(dian)(dian)(dian)(dian)場(chang)(chang)(chang)站V2G示范項目,力(li)爭(zheng)到2030年,完(wan)成3-5萬個(ge)智(zhi)能(neng)(neng)充放(fang)電(dian)(dian)(dian)(dian)樁(zhuang)建(jian)設(she)。網端(duan)(duan)加快(kuai)(kuai)開(kai)發和(he)優化新(xin)型儲能(neng)(neng)智(zhi)能(neng)(neng)聚合(he)系(xi)(xi)統。研究出臺充放(fang)電(dian)(dian)(dian)(dian)分時電(dian)(dian)(dian)(dian)價機制,遠期結合(he)電(dian)(dian)(dian)(dian)力(li)市場(chang)(chang)(chang)建(jian)設(she),引導用戶常態化有序(xu)充電(dian)(dian)(dian)(dian)和(he)尖峰時段(duan)放(fang)電(dian)(dian)(dian)(dian)并獲得(de)穩定(ding)收益。車(che)(che)(che)端(duan)(duan)結合(he)本市新(xin)能(neng)(neng)源車(che)(che)(che)政策(ce),推動(dong)(dong)車(che)(che)(che)輛開(kai)放(fang)和(he)完(wan)善(shan)(shan)放(fang)電(dian)(dian)(dian)(dian)功能(neng)(neng),明(ming)確(que)放(fang)電(dian)(dian)(dian)(dian)技術、頻次要求,研究建(jian)立車(che)(che)(che)網互動(dong)(dong)的測試和(he)標(biao)準體系(xi)(xi),完(wan)善(shan)(shan)車(che)(che)(che)輛電(dian)(dian)(dian)(dian)池(chi)放(fang)電(dian)(dian)(dian)(dian)質保(bao)體系(xi)(xi)和(he)保(bao)險(xian)機制。


(三)靈活(huo)發展用戶側新型儲(chu)能


聚焦(jiao)工(gong)業園區、數據(ju)中心(xin)、通(tong)信基站、光儲(chu)充一體(ti)(ti)化充電站、制氫加氫一體(ti)(ti)站、商業綜合體(ti)(ti)、軌(gui)道交通(tong)和(he)重要(yao)用戶定制化服務等一批應(ying)用場景,建設(she)(she)功能(neng)(neng)多樣、經濟(ji)性好、安全靈(ling)活的新型(xing)(xing)儲(chu)能(neng)(neng)設(she)(she)施。支持企(qi)業用戶結合保障應(ying)急(ji)供電、降低用電費(fei)用和(he)擴容需求、滿足供電可靠(kao)性和(he)電能(neng)(neng)質量的需要(yao),靈(ling)活建設(she)(she)新型(xing)(xing)儲(chu)能(neng)(neng)。用戶側新型(xing)(xing)儲(chu)能(neng)(neng)項目由用戶自主管理,不獨立(li)并入公共電網。


(四)適度超(chao)前布局(ju)氫基能(neng)源


以綠醇綠氨為重(zhong)點,遠期(qi)形(xing)成臨(lin)港新片區(qu)、嘉(jia)定(ding)區(qu)、化(hua)工區(qu)、外(wai)(wai)高(gao)橋區(qu)域(yu)四(si)大(da)氫基(ji)(ji)能(neng)(neng)源基(ji)(ji)地布(bu)局。綠醇面向航運持續提升加注能(neng)(neng)力,在(zai)布(bu)局市外(wai)(wai)產能(neng)(neng)的同時,發揮好(hao)本(ben)地資源“壓艙石(shi)”作用(yong)。綠氨聚焦煤電(dian)摻燒(shao),在(zai)化(hua)工區(qu)布(bu)局綠氨示范工廠(chang),推動生(sheng)產成本(ben)下降(jiang),結合火電(dian)項目建(jian)設和升級改造(zao)開展綠氨摻燒(shao)示范,逐步提高(gao)摻燒(shao)比例,為大(da)規模可(ke)再生(sheng)能(neng)(neng)源消納開拓(tuo)新途(tu)徑。


(五(wu))推進(jin)特色示范場景建設(she)


鼓勵火電機組合理配置新(xin)(xin)型(xing)儲(chu)(chu)(chu)能(neng)(neng),提升調節(jie)能(neng)(neng)力和整(zheng)體效(xiao)益。在臨(lin)港新(xin)(xin)片(pian)區(qu)建(jian)(jian)設涵蓋風、光、儲(chu)(chu)(chu)、氫等(deng)源(yuan)網荷儲(chu)(chu)(chu)一體化和多(duo)能(neng)(neng)互補的(de)儲(chu)(chu)(chu)能(neng)(neng)發展模式。在崇(chong)明區(qu)推進“可再(zai)生能(neng)(neng)源(yuan)+儲(chu)(chu)(chu)能(neng)(neng)”和多(duo)能(neng)(neng)互補示范(fan)場景(jing)落地(di)。在奉賢區(qu)既有(you)退役電廠場址(zhi)建(jian)(jian)設多(duo)種新(xin)(xin)型(xing)儲(chu)(chu)(chu)能(neng)(neng)技術(shu)路線(xian)對(dui)比(bi)測試(shi)示范(fan)基地(di)。在城市軌道交通領(ling)域,推動飛輪(lun)儲(chu)(chu)(chu)能(neng)(neng)在再(zai)生制動能(neng)(neng)量回收場景(jing)中的(de)應用。


三、打造引(yin)領產(chan)業發展(zhan)的技(ji)術(shu)創新高地


(一(yi))支(zhi)持全過程安全技術開(kai)發(fa)


加快推(tui)動電(dian)池(chi)本質安(an)(an)(an)全控制、安(an)(an)(an)全預警(jing)、防(fang)護結構、循(xun)環壽命快速檢測和老化狀(zhuang)態(tai)評價(jia)、高效滅火(huo)及防(fang)復燃(ran)、儲(chu)能(neng)電(dian)站整體安(an)(an)(an)全性設(she)計等(deng)關鍵技術研(yan)發和標(biao)準研(yan)究。研(yan)發儲(chu)能(neng)用電(dian)池(chi)管理系(xi)統(tong)及核(he)心(xin)設(she)備故障診斷、安(an)(an)(an)全預警(jing)裝(zhuang)(zhuang)置,推(tui)動高精度儲(chu)能(neng)用電(dian)池(chi)熱管理系(xi)統(tong)及高響應級明火(huo)抑制裝(zhuang)(zhuang)備應用。


(二)加(jia)強新型儲能高效集成技術開發


推(tui)動集中式(shi)、組串式(shi)、集散式(shi)、高(gao)壓級聯、分布式(shi)能(neng)源(yuan)塊等系(xi)統(tong)集成(cheng)多線路發展(zhan)。研(yan)究安全(quan)、高(gao)效和低成(cheng)本電(dian)池管理(li)系(xi)統(tong),推(tui)廣液(ye)冷電(dian)池管理(li)系(xi)統(tong)。發展(zhan)全(quan)量接(jie)入、云(yun)邊一體(ti)、拓展(zhan)靈活(huo)、策略智能(neng)等能(neng)量管理(li)系(xi)統(tong),推(tui)動儲能(neng)變流(liu)器(qi)的(de)構網型技(ji)術應用。促進儲能(neng)變流(liu)器(qi)、電(dian)池管理(li)系(xi)統(tong)、能(neng)量管理(li)系(xi)統(tong)等產(chan)業落地(di)。


(三)探(tan)索(suo)新型儲(chu)能調節能力(li)技術(shu)


圍繞“光(guang)(guang)儲(chu)端信(xin)”創新(xin)應用(yong),研究“源-網-荷”各側儲(chu)能集群、分區分類、智(zhi)能協同(tong)控制(zhi)關鍵技(ji)術,深化儲(chu)能技(ji)術與光(guang)(guang)伏(fu)、物聯(lian)傳感、能源信(xin)息等技(ji)術的(de)跨界融(rong)合。攻(gong)關系(xi)統(tong)熱管理(li)、充(chong)放電(dian)管理(li)、智(zhi)能運維、應急響應等控制(zhi)技(ji)術,提升系(xi)統(tong)可(ke)用(yong)容量及可(ke)用(yong)度。


(四(si))布局前(qian)瞻性(xing)儲能關鍵技術(shu)


著力攻堅(jian)長(chang)時儲(chu)(chu)(chu)能(neng)技術(shu),重(zhong)點突破高(gao)安全(quan)、高(gao)能(neng)量(liang)密度全(quan)固(gu)態(tai)電(dian)池(chi)(chi)高(gao)導電(dian)性(xing)(xing)固(gu)體電(dian)解質、固(gu)/固(gu)界面、器(qi)件制備與(yu)集成等(deng)關鍵技術(shu)。研(yan)究(jiu)超導儲(chu)(chu)(chu)能(neng)、金屬-空氣電(dian)池(chi)(chi)、鉛炭石(shi)墨烯(xi)電(dian)池(chi)(chi)、高(gao)安全(quan)性(xing)(xing)水系電(dian)池(chi)(chi)等(deng)前沿儲(chu)(chu)(chu)能(neng)技術(shu)。推(tui)動超級電(dian)容(rong)器(qi)、飛輪儲(chu)(chu)(chu)能(neng)、超高(gao)溫(wen)熔鹽和熱化學(xue)儲(chu)(chu)(chu)熱等(deng)儲(chu)(chu)(chu)能(neng)技術(shu)持續(xu)進(jin)步。

(四)培育新型(xing)儲(chu)能(neng)產(chan)業空間載體(ti)


在臨港新(xin)片區(qu)推動新(xin)型(xing)儲能(neng)產業(ye)園建設,建立新(xin)型(xing)儲能(neng)裝(zhuang)備制造(zao)業(ye)創新(xin)中心。在松江區(qu)打造(zao)集(ji)(ji)研(yan)發制造(zao)、系統集(ji)(ji)成(cheng)、場(chang)景(jing)應用(yong)及后市場(chang)服(fu)務(wu)等于一體的(de)儲能(neng)服(fu)務(wu)制造(zao)產業(ye)集(ji)(ji)聚區(qu)。


五、健全規范可靠的管理體系


(一(yi))強(qiang)化獨(du)立(li)儲能電(dian)站(zhan)管理


制訂(ding)全市獨立儲能電站年度建設(she)計(ji)劃。獨立儲能電站項目可(ke)制訂(ding)建設(she)方案,獲電網企(qi)業支持意見后,報經相關部(bu)門評審符合選址、技術要(yao)求的,納入計(ji)劃后可(ke)享受(shou)充放電價格(ge)與容量補貼政策。


(二)規(gui)范項目建設管理


新型(xing)儲(chu)(chu)能項(xiang)(xiang)目(mu)(mu)實行分類分級(ji)管(guan)(guan)理(li),其中,獨立儲(chu)(chu)能電(dian)站報(bao)市級(ji)相關部(bu)門(men)備案(an)(an);火電(dian)機(ji)組配置儲(chu)(chu)能項(xiang)(xiang)目(mu)(mu)報(bao)市級(ji)相關部(bu)門(men)備案(an)(an),作(zuo)為附屬設施隨電(dian)源項(xiang)(xiang)目(mu)(mu)一同管(guan)(guan)理(li);用戶側儲(chu)(chu)能項(xiang)(xiang)目(mu)(mu)報(bao)區級(ji)相關部(bu)門(men)備案(an)(an),作(zuo)為用戶附屬設施隨用戶主體項(xiang)(xiang)目(mu)(mu)一同管(guan)(guan)理(li)。新型(xing)儲(chu)(chu)能項(xiang)(xiang)目(mu)(mu)備案(an)(an)后企(qi)業需編制項(xiang)(xiang)目(mu)(mu)實施方案(an)(an),委托第(di)三方評估機(ji)構出具評審意見,并落(luo)實各(ge)項(xiang)(xiang)建設條件,確保開工前置程序合(he)法合(he)規。


(三(san))強(qiang)化項(xiang)目用地管(guan)理


對(dui)已備(bei)案并落實建設條(tiao)件的新型儲(chu)能項(xiang)(xiang)(xiang)目(mu)予以(yi)用(yong)(yong)(yong)地(di)(di)支持。獨立(li)儲(chu)能電站(zhan)如涉及獨立(li)占地(di)(di)需求,按(an)照公用(yong)(yong)(yong)設施優先(xian)安排用(yong)(yong)(yong)地(di)(di)。對(dui)關停(ting)退役能源設施場址應全面予以(yi)保留(liu),優先(xian)布局(ju)獨立(li)儲(chu)能電站(zhan),鼓勵利用(yong)(yong)(yong)海(hai)上風電預留(liu)用(yong)(yong)(yong)地(di)(di)建設獨立(li)儲(chu)能電站(zhan)。火電機(ji)組配置(zhi)儲(chu)能項(xiang)(xiang)(xiang)目(mu)、用(yong)(yong)(yong)戶側(ce)儲(chu)能項(xiang)(xiang)(xiang)目(mu)原(yuan)(yuan)則上不獨立(li)新征(zheng)用(yong)(yong)(yong)地(di)(di);對(dui)確有用(yong)(yong)(yong)地(di)(di)需求且(qie)周(zhou)邊有供地(di)(di)條(tiao)件的,經所在區同意,可按(an)照原(yuan)(yuan)主體項(xiang)(xiang)(xiang)目(mu)用(yong)(yong)(yong)地(di)(di)性(xing)質新征(zheng)用(yong)(yong)(yong)地(di)(di)。支持用(yong)(yong)(yong)戶在主體項(xiang)(xiang)(xiang)目(mu)用(yong)(yong)(yong)地(di)(di)范圍內優化布局(ju),對(dui)符(fu)合入樓配置(zhi)的儲(chu)能項(xiang)(xiang)(xiang)目(mu),適當放寬主體項(xiang)(xiang)(xiang)目(mu)容積率要求。


(四)優化項(xiang)目(mu)電力配(pei)套


對已完成備案并落實(shi)建設條(tiao)件(jian)的新型儲能(neng)項目予以電(dian)力配套支(zhi)持,其配套接(jie)入電(dian)網(wang)工(gong)程(cheng)(cheng)(cheng)視(shi)同納入市級電(dian)網(wang)規劃。對獨立儲能(neng)電(dian)站,電(dian)網(wang)企(qi)業按照要求優(you)化(hua)接(jie)入服務,簡化(hua)配套接(jie)入工(gong)程(cheng)(cheng)(cheng)建設管(guan)理流程(cheng)(cheng)(cheng),及時出具并網(wang)意見,做好并網(wang)調試驗收(shou)、充放電(dian)量(liang)計量(liang)等涉網(wang)服務,確保接(jie)入工(gong)程(cheng)(cheng)(cheng)滿(man)足建設進(jin)度要求。


(五(wu))強化項目安全管理


企(qi)業應(ying)(ying)落實(shi)安全生產和(he)(he)(he)消(xiao)防安全主體責(ze)(ze)(ze)任(ren),加(jia)強新型(xing)儲(chu)能項(xiang)(xiang)目(mu)全過程質量管理,項(xiang)(xiang)目(mu)投產前應(ying)(ying)按(an)照相關(guan)規定組織(zhi)竣工(gong)驗收并及時申報消(xiao)防驗收、備案(an)。新型(xing)儲(chu)能項(xiang)(xiang)目(mu)屬特殊(shu)建設(she)(she)工(gong)程的,應(ying)(ying)申報建設(she)(she)工(gong)程消(xiao)防設(she)(she)計審(shen)查和(he)(he)(he)消(xiao)防驗收;屬其(qi)他建設(she)(she)工(gong)程的,應(ying)(ying)申報消(xiao)防驗收備案(an)和(he)(he)(he)抽查。各(ge)相關(guan)部(bu)門和(he)(he)(he)單(dan)位按(an)照職責(ze)(ze)(ze)落實(shi)儲(chu)能項(xiang)(xiang)目(mu)監督和(he)(he)(he)管理責(ze)(ze)(ze)任(ren),加(jia)強對儲(chu)能電站消(xiao)防、產品(pin)質量的監管。各(ge)區落實(shi)屬地安全監管責(ze)(ze)(ze)任(ren),杜絕監管責(ze)(ze)(ze)任(ren)盲(mang)區。


六、完善市場主導的營運模式


(一)推動新型(xing)儲能參與電(dian)力市場


支持納入(ru)年度建(jian)設計劃的獨立(li)(li)儲(chu)能電(dian)站作為獨立(li)(li)主體參與(yu)(yu)現階段(duan)電(dian)力(li)市(shi)場,并在(zai)電(dian)力(li)現貨市(shi)場正式啟(qi)動后參與(yu)(yu)現貨交易(yi)。火電(dian)機組配(pei)建(jian)儲(chu)能項(xiang)目可(ke)隨所(suo)屬發電(dian)項(xiang)目參與(yu)(yu)電(dian)力(li)市(shi)場;用戶側儲(chu)能項(xiang)目可(ke)隨所(suo)屬用戶主體參與(yu)(yu)電(dian)力(li)市(shi)場。


(二)優(you)化新(xin)型儲(chu)能(neng)收(shou)益(yi)方式

支(zhi)持(chi)火電機組(zu)配建儲能(neng)項(xiang)(xiang)(xiang)目隨所屬發電項(xiang)(xiang)(xiang)目提(ti)供輔助服務獲得收益。鼓勵用戶(hu)(hu)側儲能(neng)項(xiang)(xiang)(xiang)目通過為(wei)用戶(hu)(hu)提(ti)供多種電力(li)服務獲得收益,支(zhi)持(chi)用戶(hu)(hu)側儲能(neng)項(xiang)(xiang)(xiang)目隨所屬用戶(hu)(hu)主(zhu)體參與電力(li)需求響應。


(三)支持先(xian)進技術示(shi)范應用


對已完成備案且(qie)具有技(ji)術先進(jin)性和產(chan)業帶動性的新(xin)型儲能(neng)項(xiang)目(mu),企業申報并(bing)經相(xiang)關(guan)部門(men)組織評審后(hou),滾動納入(ru)新(xin)型儲能(neng)示(shi)范項(xiang)目(mu)補貼目(mu)錄。列入(ru)目(mu)錄項(xiang)目(mu)由建設(she)運(yun)營企業按照程序提交申請,依據電網企業計量(liang)的放電量(liang)給予度電獎(jiang)勵(li)。


(四)支持容量租賃(lin)共享


參(can)與(yu)綠電(dian)交易的新能(neng)(neng)(neng)源項目開發企業可采用(yong)租賃(lin)容量(liang)(liang)方式(shi)獲得儲能(neng)(neng)(neng)調(diao)峰能(neng)(neng)(neng)力,由雙方協(xie)商確(que)定(ding)服務(wu)價格(ge)。對納入本市年度建設計(ji)劃,未與(yu)新能(neng)(neng)(neng)源項目開發企業達成(cheng)租賃(lin)容量(liang)(liang)服務(wu)協(xie)議的獨立儲能(neng)(neng)(neng)電(dian)站,可階段性(xing)給予容量(liang)(liang)補貼,容量(liang)(liang)補貼水平將綜合獨立儲能(neng)(neng)(neng)電(dian)站充(chong)放電(dian)次數、參(can)與(yu)市場化(hua)交易收益等(deng)情況明(ming)確(que)。國家(jia)出(chu)臺儲能(neng)(neng)(neng)價格(ge)政策后(hou),容量(liang)(liang)補貼等(deng)按照國家(jia)要求執行。支持用(yong)戶側儲能(neng)(neng)(neng)項目探索共享儲能(neng)(neng)(neng)、云儲能(neng)(neng)(neng)等(deng)商業模式(shi)。


七(qi)、強化多(duo)方協同(tong)的保障體系

加快研(yan)究(jiu)出臺扶(fu)(fu)持政(zheng)策,支持新(xin)型儲能(neng)項(xiang)(xiang)目(mu)(mu)應用示范和產(chan)業發(fa)展(zhan),將新(xin)型儲能(neng)納入首臺(套)技術裝備鼓(gu)勵政(zheng)策扶(fu)(fu)持范圍。引導(dao)金融(rong)機構(gou)對儲能(neng)領域企業提(ti)供(gong)優惠利(li)率、專(zhuan)項(xiang)(xiang)貸(dai)款等產(chan)品服務(wu)。鼓(gu)勵發(fa)展(zhan)供(gong)應鏈金融(rong),推動融(rong)資(zi)(zi)租賃(lin)支持儲能(neng)項(xiang)(xiang)目(mu)(mu)設備采(cai)購。引導(dao)在滬保(bao)險(xian)機構(gou)研(yan)究(jiu)開發(fa)面向儲能(neng)項(xiang)(xiang)目(mu)(mu)的保(bao)險(xian)產(chan)品。依托市內(nei)行業頭(tou)部企業,聯合高校、科(ke)研(yan)機構(gou)與金融(rong)機構(gou)共(gong)同(tong)組建新(xin)型儲能(neng)發(fa)展(zhan)基金,優化資(zi)(zi)源(yuan)配置,持續支持產(chan)學研(yan)用各關鍵環節創新(xin)。
