光熱發電與風光發電“組團”謀發展

為推動光(guang)(guang)熱(re)發(fa)電(dian)(dian)與風電(dian)(dian)光(guang)(guang)伏(fu)一體化發(fa)展,近日,內蒙古(gu)自治(zhi)(zhi)區(qu)能源局(ju)發(fa)布《內蒙古(gu)自治(zhi)(zhi)區(qu)光(guang)(guang)熱(re)發(fa)電(dian)(dian)與風電(dian)(dian)光(guang)(guang)伏(fu)發(fa)電(dian)(dian)一體化系統項目實(shi)施細則(征求意(yi)(yi)見稿)》(以下簡稱《征求意(yi)(yi)見稿》)。


業內(nei)人士認為(wei),內(nei)蒙古推動光(guang)(guang)熱發電(dian)(dian)與風電(dian)(dian)光(guang)(guang)伏(fu)一體(ti)(ti)化系(xi)統(tong)作(zuo)為(wei)整體(ti)(ti)接入公用電(dian)(dian)網,既有(you)(you)助于(yu)提(ti)高能源(yuan)資源(yuan)利用效率(lv)、保障(zhang)電(dian)(dian)力系(xi)統(tong)的安全性和(he)供電(dian)(dian)可靠性,又有(you)(you)助于(yu)加快能源(yuan)綠色(se)低碳轉型、構建(jian)綠色(se)低碳現代產業體(ti)(ti)系(xi)。光(guang)(guang)熱發電(dian)(dian)與風電(dian)(dian)光(guang)(guang)伏(fu)一體(ti)(ti)化的關鍵在于(yu)發揮光(guang)(guang)熱發電(dian)(dian)的調峰電(dian)(dian)源(yuan)和(he)儲(chu)能雙重功能。


■前景廣闊


“光(guang)伏(fu)發電和風力發電受氣象條件制(zhi)約,具(ju)有間歇性、波動(dong)性和隨機性等特點。部分(fen)特高壓外(wai)送(song)通道,由于缺(que)少調節電源,輸電功率(lv)與(yu)設計值相差甚遠,棄風、棄光(guang)現象嚴重。”廈門大學(xue)中國能源經濟研究中心(xin)教(jiao)授孫傳旺向《中國能源報》記者表示。


推動光熱發(fa)電與風(feng)電光伏一體化(hua),可調節支撐(cheng)新(xin)能(neng)(neng)源(yuan)。“光熱發(fa)電與風(feng)電光伏一體化(hua)產(chan)(chan)(chan)業(ye)鏈長,可消化(hua)提升(sheng)特種玻璃(li)、鋼鐵、水泥(ni)、熔融鹽等傳統產(chan)(chan)(chan)業(ye),還可帶(dai)動新(xin)材料、智能(neng)(neng)控(kong)制等新(xin)興產(chan)(chan)(chan)業(ye)發(fa)展(zhan)(zhan)(zhan)。內蒙古發(fa)展(zhan)(zhan)(zhan)光熱發(fa)電與風(feng)電光伏一體化(hua),順應新(xin)能(neng)(neng)源(yuan)協(xie)同發(fa)展(zhan)(zhan)(zhan)的客觀(guan)規律(lv),有(you)力支撐(cheng)了新(xin)型能(neng)(neng)源(yuan)體系建(jian)設和綠色(se)低碳現代產(chan)(chan)(chan)業(ye)體系發(fa)展(zhan)(zhan)(zhan)。”孫傳旺表示。


內蒙古(gu)太陽能(neng)(neng)(4.200,0.02,0.48%)行業(ye)協會(hui)會(hui)長溫建(jian)(jian)亮(liang)在接受《中國能(neng)(neng)源報》記者采訪時表示,風光(guang)(guang)(guang)大基地項目是內蒙古(gu)建(jian)(jian)設(she)(she)國家重要能(neng)(neng)源基地的(de)主要戰(zhan)略(lve)之一(yi),風光(guang)(guang)(guang)電(dian)(dian)的(de)波動性、不(bu)穩定(ding)性和(he)(he)間歇性給電(dian)(dian)網送(song)(song)出(chu)提出(chu)了挑戰(zhan),而風光(guang)(guang)(guang)電(dian)(dian)站(zhan)和(he)(he)光(guang)(guang)(guang)熱(re)發(fa)(fa)電(dian)(dian)站(zhan)一(yi)體化(hua)建(jian)(jian)設(she)(she),可以(yi)發(fa)(fa)揮(hui)光(guang)(guang)(guang)熱(re)發(fa)(fa)電(dian)(dian)站(zhan)的(de)儲能(neng)(neng)和(he)(he)調峰優勢,為風光(guang)(guang)(guang)電(dian)(dian)送(song)(song)出(chu)提供(gong)更(geng)友好的(de)電(dian)(dian)力。“風光(guang)(guang)(guang)熱(re)一(yi)體化(hua)建(jian)(jian)設(she)(she)不(bu)僅可推動光(guang)(guang)(guang)熱(re)發(fa)(fa)電(dian)(dian)技術進步和(he)(he)產業(ye)化(hua),也使得電(dian)(dian)力送(song)(song)出(chu)更(geng)穩定(ding),光(guang)(guang)(guang)熱(re)發(fa)(fa)電(dian)(dian)的(de)儲能(neng)(neng)優勢比電(dian)(dian)化(hua)學儲能(neng)(neng)及其他方式更(geng)為顯著。”


“內(nei)(nei)蒙古自治區風光(guang)(guang)資(zi)源豐(feng)富,土(tu)地資(zi)源富集,具備(bei)發(fa)展(zhan)光(guang)(guang)熱發(fa)電(dian)的(de)先天優勢(shi),目前已(yi)建(jian)成(cheng)中(zhong)船重工10萬千瓦(wa)槽式(shi)聚光(guang)(guang)熱發(fa)電(dian)站,并成(cheng)功運行多(duo)年。在建(jian)設國家重要能(neng)源和戰(zhan)略資(zi)源基地的(de)過程中(zhong),內(nei)(nei)蒙古光(guang)(guang)熱發(fa)電(dian)發(fa)展(zhan)前景(jing)廣闊。”溫建(jian)亮進一步表示。


■政策助力


配套政策的支(zhi)(zhi)持為光(guang)(guang)(guang)熱(re)發(fa)電與風(feng)電光(guang)(guang)(guang)伏一體化項(xiang)目(mu)發(fa)展(zhan)(zhan)創造了有(you)利條(tiao)件。據了解,2023年4月,國(guo)家能源局(ju)發(fa)布的《關(guan)于推動光(guang)(guang)(guang)熱(re)發(fa)電規(gui)模(mo)化發(fa)展(zhan)(zhan)有(you)關(guan)事項(xiang)的通(tong)知》提(ti)出,結合沙漠(mo)、戈壁(bi)、荒(huang)漠(mo)地區新能源基地建設,盡快(kuai)落地一批光(guang)(guang)(guang)熱(re)發(fa)電項(xiang)目(mu)。力(li)爭“十四五”期(qi)間(jian),全國(guo)光(guang)(guang)(guang)熱(re)發(fa)電每年新增開工(gong)規(gui)模(mo)達到300萬千瓦左(zuo)右(you),光(guang)(guang)(guang)熱(re)發(fa)電規(gui)模(mo)化發(fa)展(zhan)(zhan)提(ti)速明顯。此外,《關(guan)于支(zhi)(zhi)持內蒙古(gu)綠色低碳高(gao)質量發(fa)展(zhan)(zhan)若(ruo)干政策措施的通(tong)知》等政策也有(you)力(li)支(zhi)(zhi)持了內蒙古(gu)地區發(fa)展(zhan)(zhan)光(guang)(guang)(guang)熱(re)發(fa)電與風(feng)電光(guang)(guang)(guang)伏一體化項(xiang)目(mu)。


資料顯示,國(guo)(guo)(guo)家(jia)能源局(ju)2016年(nian)啟動首(shou)批20個光熱(re)發(fa)電示范項(xiang)目(mu)(mu),裝(zhuang)機規模達134.9萬千瓦,開啟了(le)我國(guo)(guo)(guo)光熱(re)發(fa)電的商業化進程。國(guo)(guo)(guo)家(jia)太陽能光熱(re)產業技術創(chuang)新(xin)戰略聯盟(meng)秘(mi)書長杜鳳麗(li)公開表(biao)示,截至2023年(nian)底(di),我國(guo)(guo)(guo)各省份(fen)在建和(he)擬建的太陽能熱(re)發(fa)電項(xiang)目(mu)(mu)超(chao)40個,總裝(zhuang)機容量約4800兆瓦,預(yu)計最晚將于2025年(nian)完成(cheng)建設,其中(zhong)約有1200兆瓦預(yu)計于2024年(nian)建成(cheng)。


業內人士認(ren)為,示范項目帶動相(xiang)關企業自主創新(xin),突破多項核心(xin)技(ji)術,并形成(cheng)了完整的產業鏈。


“我國光熱(re)產業鏈體系覆蓋從原材(cai)(cai)料到具(ju)有自主知識(shi)產權(quan)的核心(xin)裝(zhuang)備各個環節,包括鋼鐵、水(shui)泥(ni)、超白玻(bo)璃、高溫吸(xi)熱(re)及傳(chuan)(chuan)儲(chu)熱(re)材(cai)(cai)料、保溫材(cai)(cai)料、塔式定日鏡、塔式吸(xi)熱(re)器等。在國家第一批光熱(re)發電(dian)示(shi)范項目中,國產技術及裝(zhuang)備的可靠性和(he)先進性在電(dian)站投(tou)運后得到有效驗證(zheng)。”孫(sun)傳(chuan)(chuan)旺表示(shi)。


不(bu)過(guo)(guo),光熱(re)(re)(re)發(fa)電(dian)與風電(dian)光伏一體化項(xiang)目(mu)投(tou)資(zi)成本和收益的(de)(de)不(bu)匹配,制(zhi)約了相(xiang)關項(xiang)目(mu)發(fa)展(zhan)。據相(xiang)關平臺統(tong)(tong)計(ji),目(mu)前國(guo)內(nei)在建(jian)或推進中(zhong)的(de)(de)光熱(re)(re)(re)發(fa)電(dian)項(xiang)目(mu)共計(ji)35個(ge),其中(zhong)光熱(re)(re)(re)裝(zhuang)機規模達(da)到20萬千瓦(wa)的(de)(de)僅(jin)1個(ge)。“由于光熱(re)(re)(re)發(fa)電(dian)與風電(dian)光伏一體化項(xiang)目(mu)普遍按照當地(di)燃(ran)煤發(fa)電(dian)的(de)(de)基準電(dian)價(jia)上網,高價(jia)的(de)(de)光熱(re)(re)(re)需要通過(guo)(guo)低價(jia)風電(dian)和光伏的(de)(de)利(li)潤(run)空間來彌補(bu)。這(zhe)導致相(xiang)關項(xiang)目(mu)大幅削(xue)減(jian)聚光集(ji)熱(re)(re)(re)系統(tong)(tong),光熱(re)(re)(re)發(fa)電(dian)機組的(de)(de)發(fa)電(dian)量(liang)和靈(ling)活調(diao)節功(gong)能(neng)大打(da)折扣(kou)。”孫傳旺表示。


■打造規模化電站


記者注意到,當(dang)前(qian)部分風光(guang)(guang)(guang)(guang)熱一(yi)體化項目中風光(guang)(guang)(guang)(guang)和(he)光(guang)(guang)(guang)(guang)熱的配(pei)比(bi)通常為(wei)6:1、9:1。《征求意見稿》提(ti)出,光(guang)(guang)(guang)(guang)熱發(fa)電與風電光(guang)(guang)(guang)(guang)伏(fu)一(yi)體化系統中光(guang)(guang)(guang)(guang)熱發(fa)電、風電、光(guang)(guang)(guang)(guang)伏(fu)發(fa)電裝機規模按照1:2:0或1:1.5:1或1:1:2三種(zhong)方案進行配(pei)比(bi),項目業(ye)主可根(gen)據實(shi)際自行選擇。業(ye)內人士(shi)認為(wei),光(guang)(guang)(guang)(guang)熱配(pei)比(bi)提(ti)升可進一(yi)步發(fa)揮光(guang)(guang)(guang)(guang)熱發(fa)電的調節性能。


值得一提的(de)是,據水電水利規劃設計總院(7.930,0.09,1.15%)發布(bu)的(de)《中(zhong)國可再(zai)生(sheng)能源(yuan)工程造價管理報(bao)告(gao)2023年度》,早期光熱發電項目造價普遍較(jiao)高,單(dan)位(wei)千瓦(wa)總投(tou)資為2.4萬—3.5萬元(yuan)(yuan)。近期項目單(dan)位(wei)造價明顯降低,單(dan)位(wei)千瓦(wa)總投(tou)資為1.35萬—2.3萬元(yuan)(yuan)。


興(xing)業研(yan)究近日發布的(de)(de)研(yan)報(bao)也(ye)指出,光(guang)(guang)熱(re)發電(dian)度電(dian)成(cheng)本(ben)雖然(ran)已(yi)從(cong)2010年的(de)(de)2.74元/度下降至目前的(de)(de)0.85元/度,但下降的(de)(de)幅度不敵光(guang)(guang)伏(fu),度電(dian)成(cheng)本(ben)依然(ran)較(jiao)高,使得其前期發展較(jiao)為緩慢。但隨著光(guang)(guang)熱(re)發電(dian)作為調峰資源得到認可(ke),在新能源電(dian)站逐(zhu)步提高調峰責任的(de)(de)背景下,“新能源+光(guang)(guang)熱(re)”聯營(ying)項目逐(zhu)漸(jian)增多(duo),光(guang)(guang)熱(re)電(dian)站進入了(le)規模化發展初期。


孫傳旺認為,為推進(jin)光(guang)(guang)熱(re)(re)發(fa)(fa)電(dian)(dian)(dian)與風(feng)電(dian)(dian)(dian)光(guang)(guang)伏一(yi)體(ti)化項(xiang)目運行,需積極(ji)(ji)培育新質生產力,降低設備成本(ben)。“要推動(dong)光(guang)(guang)熱(re)(re)發(fa)(fa)電(dian)(dian)(dian)與風(feng)電(dian)(dian)(dian)光(guang)(guang)伏一(yi)體(ti)化項(xiang)目主要設備實現全(quan)面國(guo)產化,降低設備價格,減少(shao)驅動(dong)系統技術成本(ben)。同時(shi),積極(ji)(ji)開(kai)展綠色電(dian)(dian)(dian)力交易試(shi)點,適時(shi)將地方電(dian)(dian)(dian)力交易中心(xin)納(na)入國(guo)家綠色電(dian)(dian)(dian)力證書交易平(ping)臺,完(wan)善本(ben)地電(dian)(dian)(dian)力市場建設,以市場化方式促(cu)進(jin)新能(neng)源健康(kang)發(fa)(fa)展和高效消(xiao)納(na)。此外(wai),調(diao)整光(guang)(guang)熱(re)(re)電(dian)(dian)(dian)站功(gong)能(neng),降低綜合成本(ben)。推動(dong)一(yi)體(ti)化項(xiang)目中光(guang)(guang)熱(re)(re)電(dian)(dian)(dian)站功(gong)能(neng)由‘能(neng)發(fa)(fa)盡發(fa)(fa)’的獨立電(dian)(dian)(dian)源轉(zhuan)變為‘儲能(neng)調(diao)峰’的靈活設備,配(pei)套新能(neng)源電(dian)(dian)(dian)站吸納(na)棄電(dian)(dian)(dian),減小聚(ju)光(guang)(guang)系統規模。”
