11月10日,國(guo)家發改委價格司對(dui)外發布《國(guo)家發展改革委 國(guo)家能源局(ju)關于(yu)建立煤電容(rong)量電價機制的通知》,自(zi)2024年1月1日起實施。
通知指出(chu),將(jiang)堅持市(shi)場(chang)(chang)化改革方向,加(jia)快(kuai)推進電(dian)能量(liang)(liang)市(shi)場(chang)(chang)、容(rong)量(liang)(liang)市(shi)場(chang)(chang)、輔助服(fu)務(wu)市(shi)場(chang)(chang)等高效協同的電(dian)力市(shi)場(chang)(chang)體系(xi)建(jian)設,逐步(bu)構建(jian)起有效反(fan)映各類電(dian)源電(dian)量(liang)(liang)價值(zhi)和容(rong)量(liang)(liang)價值(zhi)的兩部制電(dian)價機制。
容量電價水平的確定方面,煤(mei)電(dian)(dian)(dian)(dian)容(rong)量電(dian)(dian)(dian)(dian)價(jia)按照回(hui)收煤(mei)電(dian)(dian)(dian)(dian)機(ji)組一定(ding)(ding)(ding)比(bi)例(li)固定(ding)(ding)(ding)成本(ben)(ben)的方式確(que)定(ding)(ding)(ding)。其(qi)中,用于(yu)計(ji)算容(rong)量電(dian)(dian)(dian)(dian)價(jia)的煤(mei)電(dian)(dian)(dian)(dian)機(ji)組固定(ding)(ding)(ding)成本(ben)(ben)實(shi)行全國統一標準,為(wei)每年(nian)每千瓦330元;通過(guo)容(rong)量電(dian)(dian)(dian)(dian)價(jia)回(hui)收的固定(ding)(ding)(ding)成本(ben)(ben)比(bi)例(li),綜合考慮(lv)各地(di)電(dian)(dian)(dian)(dian)力(li)系統需要、煤(mei)電(dian)(dian)(dian)(dian)功(gong)能(neng)轉型情況等因素確(que)定(ding)(ding)(ding),2024~2025年(nian)多數地(di)方為(wei)30%左(zuo)右(you),部分(fen)煤(mei)電(dian)(dian)(dian)(dian)功(gong)能(neng)轉型較(jiao)快的地(di)方適當高一些,為(wei)50%左(zuo)右(you)(各省級(ji)電(dian)(dian)(dian)(dian)網煤(mei)電(dian)(dian)(dian)(dian)容(rong)量電(dian)(dian)(dian)(dian)價(jia)水平(ping)具體見附件)。2026年(nian)起,將各地(di)通過(guo)容(rong)量電(dian)(dian)(dian)(dian)價(jia)回(hui)收固定(ding)(ding)(ding)成本(ben)(ben)的比(bi)例(li)提升至不低于(yu)50%。

為(wei)貫徹落實黨中(zhong)央、國務院(yuan)關(guan)于加(jia)快構(gou)建新(xin)(xin)型電(dian)(dian)力(li)(li)系統(tong)的決(jue)策部(bu)署,適應煤(mei)電(dian)(dian)向基(ji)礎保(bao)(bao)障(zhang)性(xing)和(he)系統(tong)調節性(xing)電(dian)(dian)源(yuan)并(bing)重轉(zhuan)型的新(xin)(xin)形勢,推動(dong)煤(mei)電(dian)(dian)轉(zhuan)變經(jing)營發(fa)展(zhan)模式,充分發(fa)揮(hui)支(zhi)撐調節作用,更好保(bao)(bao)障(zhang)電(dian)(dian)力(li)(li)安全穩(wen)定供應,促進(jin)新(xin)(xin)能源(yuan)加(jia)快發(fa)展(zhan)和(he)能源(yuan)綠色低碳轉(zhuan)型,現就建立煤(mei)電(dian)(dian)容量(liang)電(dian)(dian)價機制有關(guan)事項通知(zhi)如下。
一、總體思路
堅持市(shi)場化改革方(fang)向,加(jia)快推(tui)進(jin)電(dian)能量(liang)市(shi)場、容(rong)量(liang)市(shi)場、輔助服(fu)務市(shi)場等高效協同的電(dian)力市(shi)場體系(xi)建(jian)設,逐(zhu)步(bu)構建(jian)起有效反(fan)映各類電(dian)源(yuan)電(dian)量(liang)價(jia)值和容(rong)量(liang)價(jia)值的兩(liang)部(bu)制(zhi)電(dian)價(jia)機制(zhi)。當前階段,適應煤電(dian)功能加(jia)快轉(zhuan)型需(xu)要,將現行(xing)煤電(dian)單一制(zhi)電(dian)價(jia)調整(zheng)為兩(liang)部(bu)制(zhi)電(dian)價(jia),其中電(dian)量(liang)電(dian)價(jia)通過市(shi)場化方(fang)式形(xing)成,靈敏(min)反(fan)映電(dian)力市(shi)場供(gong)需(xu)、燃料(liao)成本(ben)變化等情況;容(rong)量(liang)電(dian)價(jia)水平根據轉(zhuan)型進(jin)度等實際情況合(he)理(li)確(que)(que)定并逐(zhu)步(bu)調整(zheng),充分體現煤電(dian)對電(dian)力系(xi)統的支撐(cheng)調節價(jia)值,確(que)(que)保煤電(dian)行(xing)業(ye)持續健康運行(xing)。
二、政策內容
(一)實施范圍。煤(mei)(mei)電(dian)(dian)(dian)容(rong)量(liang)電(dian)(dian)(dian)價機(ji)制(zhi)適用于(yu)合(he)規(gui)在運的(de)公(gong)用煤(mei)(mei)電(dian)(dian)(dian)機(ji)組。燃煤(mei)(mei)自(zi)備電(dian)(dian)(dian)廠、不符合(he)國家規(gui)劃的(de)煤(mei)(mei)電(dian)(dian)(dian)機(ji)組,以(yi)及不滿足國家對于(yu)能(neng)耗、環保和靈活調節能(neng)力等(deng)要求的(de)煤(mei)(mei)電(dian)(dian)(dian)機(ji)組,不執(zhi)行(xing)容(rong)量(liang)電(dian)(dian)(dian)價機(ji)制(zhi),具體由國家能(neng)源局另(ling)行(xing)明確(que)。
(二)容量電價水平的確定。煤(mei)電(dian)(dian)(dian)(dian)(dian)容(rong)量(liang)電(dian)(dian)(dian)(dian)(dian)價按(an)照回(hui)收(shou)(shou)煤(mei)電(dian)(dian)(dian)(dian)(dian)機組一定(ding)(ding)(ding)(ding)比例固(gu)定(ding)(ding)(ding)(ding)成(cheng)本的(de)(de)方(fang)(fang)式確(que)定(ding)(ding)(ding)(ding)。其(qi)中,用于計(ji)算(suan)容(rong)量(liang)電(dian)(dian)(dian)(dian)(dian)價的(de)(de)煤(mei)電(dian)(dian)(dian)(dian)(dian)機組固(gu)定(ding)(ding)(ding)(ding)成(cheng)本實行全國統(tong)一標準,為每(mei)年每(mei)千(qian)瓦330元;通(tong)過(guo)容(rong)量(liang)電(dian)(dian)(dian)(dian)(dian)價回(hui)收(shou)(shou)的(de)(de)固(gu)定(ding)(ding)(ding)(ding)成(cheng)本比例,綜合(he)考慮(lv)各地(di)(di)電(dian)(dian)(dian)(dian)(dian)力系(xi)統(tong)需要、煤(mei)電(dian)(dian)(dian)(dian)(dian)功(gong)能轉型情況等因素(su)確(que)定(ding)(ding)(ding)(ding),2024~2025年多數地(di)(di)方(fang)(fang)為30%左(zuo)右(you),部分煤(mei)電(dian)(dian)(dian)(dian)(dian)功(gong)能轉型較快的(de)(de)地(di)(di)方(fang)(fang)適當高一些,為50%左(zuo)右(you)(各省級電(dian)(dian)(dian)(dian)(dian)網(wang)煤(mei)電(dian)(dian)(dian)(dian)(dian)容(rong)量(liang)電(dian)(dian)(dian)(dian)(dian)價水平具體見附件(jian))。2026年起,將各地(di)(di)通(tong)過(guo)容(rong)量(liang)電(dian)(dian)(dian)(dian)(dian)價回(hui)收(shou)(shou)固(gu)定(ding)(ding)(ding)(ding)成(cheng)本的(de)(de)比例提升至不(bu)低于50%。
(三)容量電費分攤。煤(mei)(mei)(mei)(mei)電(dian)(dian)機組(zu)(zu)可獲得的容量(liang)電(dian)(dian)費(fei),根據當(dang)地(di)(di)煤(mei)(mei)(mei)(mei)電(dian)(dian)容量(liang)電(dian)(dian)價(jia)和機組(zu)(zu)申報的最大(da)出(chu)力確定,煤(mei)(mei)(mei)(mei)電(dian)(dian)機組(zu)(zu)分月(yue)申報,電(dian)(dian)網企(qi)業(ye)(ye)按月(yue)結算。新建煤(mei)(mei)(mei)(mei)電(dian)(dian)機組(zu)(zu)自投運次月(yue)起執(zhi)行煤(mei)(mei)(mei)(mei)電(dian)(dian)容量(liang)電(dian)(dian)價(jia)機制。各地(di)(di)煤(mei)(mei)(mei)(mei)電(dian)(dian)容量(liang)電(dian)(dian)費(fei)納(na)入系統運行費(fei)用,每月(yue)由工(gong)商業(ye)(ye)用戶按當(dang)月(yue)用電(dian)(dian)量(liang)比例分攤(tan),由電(dian)(dian)網企(qi)業(ye)(ye)按月(yue)發布、滾動清算。
對納入受(shou)電(dian)(dian)省(sheng)(sheng)份(fen)(fen)(fen)電(dian)(dian)力電(dian)(dian)量(liang)(liang)(liang)(liang)平衡的跨省(sheng)(sheng)跨區外(wai)送(song)煤(mei)電(dian)(dian)機組(zu),送(song)受(shou)雙方應當(dang)簽訂年度及以上(shang)中長期合同(tong),明確煤(mei)電(dian)(dian)容量(liang)(liang)(liang)(liang)電(dian)(dian)費(fei)(fei)分攤比例(li)(li)和履約(yue)責任等內(nei)容。其中:(1)配套煤(mei)電(dian)(dian)機組(zu),原則(ze)上(shang)執行受(shou)電(dian)(dian)省(sheng)(sheng)份(fen)(fen)(fen)容量(liang)(liang)(liang)(liang)電(dian)(dian)價(jia),容量(liang)(liang)(liang)(liang)電(dian)(dian)費(fei)(fei)由受(shou)電(dian)(dian)省(sheng)(sheng)份(fen)(fen)(fen)承擔。向多個省(sheng)(sheng)份(fen)(fen)(fen)送(song)電(dian)(dian)的,容量(liang)(liang)(liang)(liang)電(dian)(dian)費(fei)(fei)可(ke)暫按受(shou)電(dian)(dian)省(sheng)(sheng)份(fen)(fen)(fen)分電(dian)(dian)比例(li)(li)分攤,鼓勵探(tan)索按送(song)電(dian)(dian)容量(liang)(liang)(liang)(liang)比例(li)(li)分攤。(2)其他煤(mei)電(dian)(dian)機組(zu),原則(ze)上(shang)執行送(song)電(dian)(dian)省(sheng)(sheng)份(fen)(fen)(fen)容量(liang)(liang)(liang)(liang)電(dian)(dian)價(jia),容量(liang)(liang)(liang)(liang)電(dian)(dian)費(fei)(fei)由送(song)、受(shou)方合理分攤,分攤比例(li)(li)考慮送(song)電(dian)(dian)省(sheng)(sheng)份(fen)(fen)(fen)外(wai)送(song)電(dian)(dian)量(liang)(liang)(liang)(liang)占比、高峰(feng)時段保障(zhang)受(shou)電(dian)(dian)省(sheng)(sheng)份(fen)(fen)(fen)用電(dian)(dian)情況等因素協商(shang)確定。
對未納入(ru)受(shou)電省份電力電量(liang)平衡(heng)的跨省跨區外送(song)煤電機組,由送(song)電省份承擔其容量(liang)電費。
(四)容量電費考核。正常在(zai)運(yun)情況下,煤(mei)電(dian)(dian)(dian)機(ji)組(zu)無法按照調度(du)指令(ling)(跨省跨區(qu)送電(dian)(dian)(dian)按合(he)同約定(ding),下同)提供(gong)申(shen)報(bao)最(zui)大(da)出(chu)(chu)力的(de),月內發(fa)生(sheng)兩次(ci)扣(kou)(kou)減(jian)當(dang)月容(rong)(rong)量(liang)電(dian)(dian)(dian)費(fei)的(de)10%,發(fa)生(sheng)三次(ci)扣(kou)(kou)減(jian)50%,發(fa)生(sheng)四次(ci)及(ji)以上扣(kou)(kou)減(jian)100%。煤(mei)電(dian)(dian)(dian)機(ji)組(zu)最(zui)大(da)出(chu)(chu)力申(shen)報(bao)、認(ren)定(ding)及(ji)考核等規(gui)則,由國家能源局(ju)結(jie)合(he)電(dian)(dian)(dian)力并網(wang)運(yun)行(xing)管理細則等規(gui)定(ding)明確。最(zui)大(da)出(chu)(chu)力未達標(biao)情況由電(dian)(dian)(dian)網(wang)企業按月統(tong)計,相應扣(kou)(kou)減(jian)容(rong)(rong)量(liang)電(dian)(dian)(dian)費(fei)。對自然年內月容(rong)(rong)量(liang)電(dian)(dian)(dian)費(fei)全部(bu)扣(kou)(kou)減(jian)累(lei)計發(fa)生(sheng)三次(ci)的(de)煤(mei)電(dian)(dian)(dian)機(ji)組(zu),取消其(qi)獲取容(rong)(rong)量(liang)電(dian)(dian)(dian)費(fei)的(de)資格。
應(ying)急(ji)備用(yong)(yong)煤電(dian)機(ji)組的容(rong)量(liang)電(dian)價(jia)(jia),由(you)省級價(jia)(jia)格主管(guan)(guan)部門會同(tong)(tong)能(neng)源主管(guan)(guan)部門按照回收日常維護成本的原(yuan)則制定(ding),鼓勵(li)采取競爭性招標等方式確(que)定(ding)。應(ying)急(ji)備用(yong)(yong)煤電(dian)機(ji)組調用(yong)(yong)時段(duan)電(dian)量(liang)電(dian)價(jia)(jia),按同(tong)(tong)時段(duan)最短周期電(dian)力(li)市(shi)場交(jiao)易電(dian)價(jia)(jia)水平確(que)定(ding)。應(ying)急(ji)備用(yong)(yong)煤電(dian)機(ji)組具體范圍及管(guan)(guan)理辦法由(you)國家能(neng)源局另行(xing)明確(que)。
三、保障措施
(一)周密組織實施。省級價格(ge)主管部門要(yao)牽頭(tou)做好煤(mei)(mei)電(dian)(dian)(dian)(dian)(dian)(dian)容(rong)(rong)量(liang)(liang)電(dian)(dian)(dian)(dian)(dian)(dian)價機(ji)制(zhi)落(luo)實(shi)工作,周密(mi)部署安排,精心組織實(shi)施(shi)。跨省跨區(qu)送(song)電(dian)(dian)(dian)(dian)(dian)(dian)送(song)、受(shou)方要(yao)加強(qiang)溝通(tong)銜接,盡快(kuai)細化確(que)定外送(song)煤(mei)(mei)電(dian)(dian)(dian)(dian)(dian)(dian)機(ji)組容(rong)(rong)量(liang)(liang)電(dian)(dian)(dian)(dian)(dian)(dian)費(fei)分攤方式等內(nei)容(rong)(rong),并在(zai)中長期交(jiao)易(yi)合同中明確(que)。電(dian)(dian)(dian)(dian)(dian)(dian)網企業(ye)要(yao)積極配(pei)合做好煤(mei)(mei)電(dian)(dian)(dian)(dian)(dian)(dian)容(rong)(rong)量(liang)(liang)電(dian)(dian)(dian)(dian)(dian)(dian)費(fei)測算(suan)、結算(suan)、信息統計報(bao)送(song)等相關工作。發電(dian)(dian)(dian)(dian)(dian)(dian)企業(ye)要(yao)按規定及時申報(bao)機(ji)組最大(da)出力(li),作為容(rong)(rong)量(liang)(liang)電(dian)(dian)(dian)(dian)(dian)(dian)費(fei)測算(suan)、結算(suan)、考核(he)的(de)依據(ju)。國(guo)家發展改革(ge)委強(qiang)化煤(mei)(mei)炭(tan)(tan)價格(ge)調控監管,加強(qiang)煤(mei)(mei)電(dian)(dian)(dian)(dian)(dian)(dian)中長期合同簽(qian)約履約指(zhi)導,促進形成(cheng)競(jing)爭(zheng)充分、合理反映燃料成(cheng)本(ben)的(de)電(dian)(dian)(dian)(dian)(dian)(dian)量(liang)(liang)電(dian)(dian)(dian)(dian)(dian)(dian)價,引(yin)導煤(mei)(mei)炭(tan)(tan)、煤(mei)(mei)電(dian)(dian)(dian)(dian)(dian)(dian)價格(ge)保(bao)持基本(ben)穩定,確(que)保(bao)機(ji)制(zhi)平穩實(shi)施(shi)。
(二)強化政策協同。各地(di)要(yao)加快(kuai)推進電(dian)(dian)(dian)(dian)力市(shi)(shi)場(chang)建設發(fa)(fa)展(zhan),完善市(shi)(shi)場(chang)交易規則(ze),促(cu)進電(dian)(dian)(dian)(dian)量(liang)電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)通過市(shi)(shi)場(chang)化方式有效(xiao)形成,與煤(mei)電(dian)(dian)(dian)(dian)容量(liang)電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)機(ji)(ji)制協(xie)同發(fa)(fa)揮作(zuo)用;已(yi)建立調(diao)(diao)峰補償(chang)機(ji)(ji)制的(de)(de)地(di)方,要(yao)認真評估容量(liang)電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)機(ji)(ji)制實施后系統調(diao)(diao)峰需(xu)求(qiu)、煤(mei)電(dian)(dian)(dian)(dian)企業經營狀況(kuang)等,相應(ying)調(diao)(diao)整有償(chang)調(diao)(diao)峰服務補償(chang)標準。電(dian)(dian)(dian)(dian)力現(xian)貨市(shi)(shi)場(chang)連續運行(xing)的(de)(de)地(di)方,可參考本通知明(ming)確的(de)(de)煤(mei)電(dian)(dian)(dian)(dian)容量(liang)電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)機(ji)(ji)制,研(yan)究建立適應(ying)當地(di)電(dian)(dian)(dian)(dian)力市(shi)(shi)場(chang)運行(xing)情況(kuang)的(de)(de)發(fa)(fa)電(dian)(dian)(dian)(dian)側容量(liang)電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)機(ji)(ji)制;發(fa)(fa)電(dian)(dian)(dian)(dian)側容量(liang)電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)機(ji)(ji)制建立后,省內煤(mei)電(dian)(dian)(dian)(dian)機(ji)(ji)組不(bu)再執行(xing)本通知規定的(de)(de)容量(liang)電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)機(ji)(ji)制。
(三)密切跟蹤監測。省級(ji)價格(ge)主(zhu)管部門要會(hui)同當(dang)地相關(guan)(guan)部門,積極跟(gen)蹤煤電(dian)(dian)(dian)(dian)(dian)容量電(dian)(dian)(dian)(dian)(dian)價機制執行情(qing)況,密切監(jian)測煤炭、電(dian)(dian)(dian)(dian)(dian)力市場動態和價格(ge)變化,發(fa)現問(wen)題及時反映。電(dian)(dian)(dian)(dian)(dian)網企業要對煤電(dian)(dian)(dian)(dian)(dian)容量電(dian)(dian)(dian)(dian)(dian)費單獨歸集、單獨反映,按季向省級(ji)價格(ge)主(zhu)管部門和相關(guan)(guan)主(zhu)管部門報送當(dang)地煤電(dian)(dian)(dian)(dian)(dian)機組容量電(dian)(dian)(dian)(dian)(dian)費結(jie)算及扣減情(qing)況、工(gong)商業用戶度電(dian)(dian)(dian)(dian)(dian)分攤水(shui)平(ping)測算及執行情(qing)況、電(dian)(dian)(dian)(dian)(dian)量電(dian)(dian)(dian)(dian)(dian)費結(jie)算情(qing)況等(deng)信息。
(四)加強宣傳引導。各地要加強政策解(jie)讀和宣傳引導(dao),指導(dao)電(dian)(dian)網(wang)企(qi)業、發(fa)電(dian)(dian)企(qi)業向用戶充分闡釋建立煤(mei)電(dian)(dian)容量電(dian)(dian)價(jia)機(ji)制對(dui)發(fa)揮煤(mei)電(dian)(dian)支(zhi)撐(cheng)調(diao)節作用、更(geng)好保障電(dian)(dian)力安全穩定供應、促進能源綠色低碳(tan)轉型的重要意(yi)義,積極回應社(she)會(hui)關(guan)切,增進各方面理解(jie)和支(zhi)持。
