近日,《南方(以廣東起步)電力現貨市場建設實施方案(試行)》發布,明確除保留部分低價電源用于保障居民、農業用電外,煤電、氣電、核電、可再生能源發電、抽水蓄能電站、新型經營主體、西電(外來電)有序參與電力市場交易。
廣東(dong)省發展改革委印發《南(nan)方(fang)(以廣東(dong)起步)電力現貨(huo)市場(chang)建(jian)設實施方(fang)案(試行(xing))》,提(ti)到將建(jian)立(li)完(wan)善可再(zai)生(sheng)能(neng)源電力消納(na)保障(zhang)、需求響(xiang)應、儲(chu)能(neng)參與市場(chang)交(jiao)易和容(rong)量補償等(deng)機制。有序推進(jin)西電東(dong)送(song)市場(chang)化(hua)進(jin)程,推動開展直(zhi)接交(jiao)易,實現廣東(dong)電力市場(chang)與南(nan)方(fang)區(qu)域市場(chang)的有效銜接。
文件明確,除(chu)保留(liu)部(bu)分(fen)低價電(dian)源用于(yu)保障居民、農業用電(dian)外,煤電(dian)、氣電(dian)、核電(dian)、可再生能(neng)源發電(dian)、抽水(shui)蓄能(neng)電(dian)站、新型經營(ying)主(zhu)體(ti)、西電(dian)(外來(lai)電(dian))有序參與(yu)電(dian)力(li)(li)市(shi)場交易,燃煤、燃氣發電(dian)電(dian)量原則上(shang)全部(bu)進入電(dian)力(li)(li)市(shi)場。
可再生(sheng)能(neng)源電(dian)(dian)(dian)(dian)(dian)力交易(yi)(yi)內容為,引入(ru)有可再生(sheng)能(neng)源電(dian)(dian)(dian)(dian)(dian)力消納需求(qiu)的(de)電(dian)(dian)(dian)(dian)(dian)力用戶,通過售(shou)電(dian)(dian)(dian)(dian)(dian)公司(si)或直接與(yu)符合條件的(de)風(feng)電(dian)(dian)(dian)(dian)(dian)(含(han)(han)分(fen)散式風(feng)電(dian)(dian)(dian)(dian)(dian)和海上風(feng)電(dian)(dian)(dian)(dian)(dian))、太陽能(neng)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(含(han)(han)分(fen)布式光伏發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)和光熱發(fa)(fa)電(dian)(dian)(dian)(dian)(dian))、常(chang)規(gui)水電(dian)(dian)(dian)(dian)(dian)、生(sheng)物質發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)、地熱能(neng)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)、海洋能(neng)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)等可再生(sheng)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)企業(ye)開展交易(yi)(yi),以市(shi)場化方式引導綠(lv)色電(dian)(dian)(dian)(dian)(dian)力消費。建立健全與(yu)新能(neng)源特性相適應(ying)的(de)中長期市(shi)場交易(yi)(yi)和電(dian)(dian)(dian)(dian)(dian)力現貨市(shi)場交易(yi)(yi)機(ji)制。

一、總體要求
以習近平新時(shi)代(dai)中國特(te)色社(she)會主義思想為指導,全(quan)(quan)(quan)面貫徹落實黨(dang)的二十大精(jing)神,按(an)照國家和(he)省委、省政(zheng)府(fu)有(you)關深(shen)化電(dian)(dian)(dian)力(li)(li)(li)體(ti)制(zhi)改革(ge)的部署,落實碳(tan)達峰碳(tan)中和(he)目(mu)標要求,統(tong)(tong)籌發(fa)展(zhan)和(he)安(an)全(quan)(quan)(quan),充分(fen)發(fa)揮市(shi)場(chang)在資源(yuan)配(pei)置(zhi)中的決定(ding)性作(zuo)用,更好發(fa)揮政(zheng)府(fu)作(zuo)用,積極穩妥推(tui)進南方(以廣(guang)東起(qi)步)電(dian)(dian)(dian)力(li)(li)(li)現貨(huo)市(shi)場(chang)建設(she),逐(zhu)步建立交(jiao)易(yi)品種齊全(quan)(quan)(quan)、功能完備的電(dian)(dian)(dian)力(li)(li)(li)市(shi)場(chang)體(ti)系(xi)(xi),完善(shan)市(shi)場(chang)化電(dian)(dian)(dian)力(li)(li)(li)電(dian)(dian)(dian)量平衡(heng)機制(zhi)和(he)價格(ge)形成(cheng)機制(zhi),促(cu)進電(dian)(dian)(dian)力(li)(li)(li)資源(yuan)優化配(pei)置(zhi)和(he)系(xi)(xi)統(tong)(tong)效率提升,促(cu)進建立全(quan)(quan)(quan)國統(tong)(tong)一電(dian)(dian)(dian)力(li)(li)(li)市(shi)場(chang)體(ti)系(xi)(xi),確保電(dian)(dian)(dian)力(li)(li)(li)系(xi)(xi)統(tong)(tong)安(an)全(quan)(quan)(quan)穩定(ding)運行和(he)電(dian)(dian)(dian)力(li)(li)(li)可靠供應,深(shen)化電(dian)(dian)(dian)力(li)(li)(li)體(ti)制(zhi)改革(ge)加快構建新型電(dian)(dian)(dian)力(li)(li)(li)系(xi)(xi)統(tong)(tong),促(cu)進形成(cheng)清(qing)潔低(di)碳(tan)、安(an)全(quan)(quan)(quan)高(gao)效的現代(dai)能源(yuan)體(ti)系(xi)(xi)。
二、建設目標
建立“中長期+現(xian)(xian)貨+輔(fu)助服(fu)務”的(de)電力(li)市(shi)(shi)(shi)(shi)(shi)(shi)場體系(xi)。中長期市(shi)(shi)(shi)(shi)(shi)(shi)場主要(yao)指多日以上周期的(de)電能(neng)(neng)量(liang)(liang)(liang)交(jiao)(jiao)易(yi)市(shi)(shi)(shi)(shi)(shi)(shi)場,采用(yong)場內(nei)集中交(jiao)(jiao)易(yi)與場外協商交(jiao)(jiao)易(yi)互補的(de)模(mo)式(shi)。現(xian)(xian)貨市(shi)(shi)(shi)(shi)(shi)(shi)場指日前(qian)和實(shi)時的(de)電能(neng)(neng)量(liang)(liang)(liang)交(jiao)(jiao)易(yi)市(shi)(shi)(shi)(shi)(shi)(shi)場,采用(yong)全(quan)電量(liang)(liang)(liang)競價(jia)的(de)模(mo)式(shi),按照(zhao)“發電側報(bao)量(liang)(liang)(liang)報(bao)價(jia)、用(yong)戶(hu)側報(bao)量(liang)(liang)(liang)不(bu)(bu)報(bao)價(jia)”的(de)方(fang)式(shi)起步,逐步過渡到發用(yong)雙邊報(bao)量(liang)(liang)(liang)報(bao)價(jia)模(mo)式(shi)。輔(fu)助服(fu)務市(shi)(shi)(shi)(shi)(shi)(shi)場指為維(wei)護電力(li)系(xi)統安全(quan)穩定運(yun)行、保證電能(neng)(neng)質量(liang)(liang)(liang)所開(kai)展(zhan)的(de)交(jiao)(jiao)易(yi),包括調頻、備用(yong)等輔(fu)助服(fu)務市(shi)(shi)(shi)(shi)(shi)(shi)場。有(you)序放開(kai)發用(yong)電計劃,不(bu)(bu)斷擴大發用(yong)兩側市(shi)(shi)(shi)(shi)(shi)(shi)場交(jiao)(jiao)易(yi)規模(mo)。建立完善可再生能(neng)(neng)源電力(li)消(xiao)納保障、需求響應、儲能(neng)(neng)參與市(shi)(shi)(shi)(shi)(shi)(shi)場交(jiao)(jiao)易(yi)和容量(liang)(liang)(liang)補償等機制。有(you)序推進西(xi)電東送市(shi)(shi)(shi)(shi)(shi)(shi)場化進程,推動開(kai)展(zhan)直接交(jiao)(jiao)易(yi),實(shi)現(xian)(xian)廣東電力(li)市(shi)(shi)(shi)(shi)(shi)(shi)場與南(nan)方(fang)區域市(shi)(shi)(shi)(shi)(shi)(shi)場的(de)有(you)效銜接。
條件(jian)成(cheng)熟時,研(yan)究建立輸(shu)電(dian)權交易機制、容(rong)量市(shi)(shi)場(chang);探(tan)索開展電(dian)力(li)(li)期貨和電(dian)力(li)(li)場(chang)外衍生品(pin)等(deng)交易;建立健全適應新型(xing)能(neng)源體(ti)系的市(shi)(shi)場(chang)交易機制,促進(jin)電(dian)力(li)(li)市(shi)(shi)場(chang)與(yu)一(yi)次能(neng)源、碳排放等(deng)市(shi)(shi)場(chang)的良(liang)好(hao)銜接。
三、市場建設(she)主要(yao)內容
(一)市場架構
廣東電(dian)力市場分為(wei)電(dian)力批發市場和電(dian)力零售市場。
電(dian)(dian)(dian)力(li)批(pi)發市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)指發電(dian)(dian)(dian)企業(ye)、售電(dian)(dian)(dian)公(gong)司、電(dian)(dian)(dian)力(li)批(pi)發用(yong)戶以及負(fu)荷聚(ju)合商(shang)和獨立儲能等(deng)新型經(jing)營(ying)主(zhu)體通過市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)化(hua)方式開展(zhan)電(dian)(dian)(dian)力(li)交(jiao)易的(de)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)。電(dian)(dian)(dian)力(li)批(pi)發市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)采用(yong)“電(dian)(dian)(dian)能量(liang)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)+輔助服務(wu)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)”的(de)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)架構;通過雙邊協(xie)商(shang)、集中(zhong)競爭(zheng)、掛牌等(deng)多種方式,實(shi)現中(zhong)長期電(dian)(dian)(dian)能量(liang)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)的(de)靈活交(jiao)易;建設(she)全電(dian)(dian)(dian)量(liang)競價的(de)日前、實(shi)時(shi)現貨(huo)電(dian)(dian)(dian)能量(liang)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang),形成基(ji)于節點邊際(ji)電(dian)(dian)(dian)價的(de)發用(yong)兩側現貨(huo)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)價格;建設(she)調(diao)頻、備用(yong)等(deng)輔助服務(wu)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang),形成市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)化(hua)的(de)輔助服務(wu)調(diao)用(yong)和價格機(ji)制。
電(dian)力(li)零(ling)(ling)售(shou)(shou)(shou)(shou)市(shi)場指售(shou)(shou)(shou)(shou)電(dian)公(gong)(gong)司與電(dian)力(li)用戶(hu)之間開展電(dian)力(li)交易的市(shi)場。電(dian)力(li)零(ling)(ling)售(shou)(shou)(shou)(shou)市(shi)場由售(shou)(shou)(shou)(shou)電(dian)公(gong)(gong)司與電(dian)力(li)用戶(hu)自主簽(qian)訂零(ling)(ling)售(shou)(shou)(shou)(shou)合(he)同、建立零(ling)(ling)售(shou)(shou)(shou)(shou)關(guan)系,根據合(he)同約定價格進(jin)行(xing)結算。為(wei)促進(jin)零(ling)(ling)售(shou)(shou)(shou)(shou)市(shi)場有序(xu)競爭,設(she)置售(shou)(shou)(shou)(shou)電(dian)公(gong)(gong)司零(ling)(ling)售(shou)(shou)(shou)(shou)市(shi)場份額上限。
(二)市場成員
1.經(jing)(jing)(jing)(jing)營(ying)(ying)主(zhu)(zhu)體。經(jing)(jing)(jing)(jing)營(ying)(ying)主(zhu)(zhu)體包括各類型發電(dian)(dian)企(qi)業、電(dian)(dian)力(li)用(yong)戶(含電(dian)(dian)網代理(li)購電(dian)(dian)用(yong)戶)、售電(dian)(dian)公司和新型經(jing)(jing)(jing)(jing)營(ying)(ying)主(zhu)(zhu)體(含分布式發電(dian)(dian)、負荷聚(ju)合(he)(he)商、儲能(neng)和虛擬(ni)電(dian)(dian)廠等),應符合(he)(he)國家和廣東(dong)省有(you)關準(zhun)(zhun)入(ru)要求,具備滿足參(can)與(yu)電(dian)(dian)力(li)現貨(huo)市(shi)場(chang)交易的(de)計量、通信等技術條件,按照規(gui)(gui)定程序完成準(zhun)(zhun)入(ru),在廣東(dong)電(dian)(dian)力(li)交易中心注冊;有(you)序推動工商業用(yong)戶全(quan)部(bu)(bu)進(jin)入(ru)電(dian)(dian)力(li)市(shi)場(chang),鼓(gu)勵支持(chi)10千伏及以上的(de)工商業用(yong)戶直接(jie)參(can)與(yu)電(dian)(dian)力(li)市(shi)場(chang),逐步縮小代理(li)購電(dian)(dian)用(yong)戶范圍,未直接(jie)參(can)與(yu)市(shi)場(chang)交易的(de)由電(dian)(dian)網企(qi)業代理(li)購電(dian)(dian)。經(jing)(jing)(jing)(jing)營(ying)(ying)主(zhu)(zhu)體應遵守(shou)電(dian)(dian)力(li)市(shi)場(chang)運營(ying)(ying)規(gui)(gui)則(ze),接(jie)受(shou)能(neng)源監管(guan)機構、政府部(bu)(bu)門的(de)監督和電(dian)(dian)力(li)調(diao)度(du)機構的(de)統(tong)一調(diao)度(du),服從市(shi)場(chang)管(guan)理(li)。
除保(bao)留部分低價(jia)電(dian)(dian)(dian)源用于保(bao)障居民、農業用電(dian)(dian)(dian)外,煤(mei)電(dian)(dian)(dian)、氣電(dian)(dian)(dian)、核電(dian)(dian)(dian)、可再生能(neng)源發電(dian)(dian)(dian)、抽水蓄能(neng)電(dian)(dian)(dian)站、新(xin)型經營主體、西(xi)電(dian)(dian)(dian)(外來電(dian)(dian)(dian))有序參與電(dian)(dian)(dian)力(li)市場(chang)交易,燃煤(mei)、燃氣發電(dian)(dian)(dian)電(dian)(dian)(dian)量原則上全部進(jin)入電(dian)(dian)(dian)力(li)市場(chang)。
2.電(dian)網(wang)(wang)企(qi)業。電(dian)網(wang)(wang)企(qi)業包括中國南方電(dian)網(wang)(wang)有限(xian)責(ze)任(ren)公司及超高壓(ya)輸電(dian)公司、廣東電(dian)網(wang)(wang)有限(xian)責(ze)任(ren)公司、深圳供(gong)(gong)電(dian)局有限(xian)公司以及地方供(gong)(gong)電(dian)企(qi)業(含增量配電(dian)網(wang)(wang)企(qi)業),按規定(ding)承擔本營(ying)業區域(yu)內用(yong)戶保底(di)供(gong)(gong)電(dian)服(fu)務(wu),向售電(dian)公司開放簽約(yue)用(yong)戶的(de)分時(shi)用(yong)電(dian)數據。廣東電(dian)網(wang)(wang)有限(xian)責(ze)任(ren)公司統一(yi)負責(ze)省內電(dian)量數據的(de)交互。
3.市(shi)場運營(ying)機構。市(shi)場運營(ying)機構包括廣東電(dian)力(li)交易中心(xin)(xin)和廣東省電(dian)力(li)調度中心(xin)(xin)。
(三)電網企業代(dai)理(li)購電

(四)中長期(qi)市場交易(yi)機制
中(zhong)長期市(shi)(shi)場交易主要提(ti)供年、月、周、多日等(deng)多頻次交易品種,推進中(zhong)長期分時段交易,發揮電力市(shi)(shi)場“壓艙石”作用,防范市(shi)(shi)場價格大幅(fu)波動的風險。
1.交(jiao)易(yi)方(fang)式(shi)。包括但不(bu)限于雙邊協商、掛牌、集中競爭等(deng)方(fang)式(shi)。
(1)雙(shuang)邊協商(shang)交(jiao)(jiao)(jiao)易(yi)。經營主體通(tong)過(guo)自(zi)主協商(shang)形成交(jiao)(jiao)(jiao)易(yi)結(jie)果(guo)的交(jiao)(jiao)(jiao)易(yi)方式,由(you)合約(yue)雙(shuang)方在(zai)規定(ding)時間(jian)節點前通(tong)過(guo)交(jiao)(jiao)(jiao)易(yi)系統完成交(jiao)(jiao)(jiao)易(yi)申報(bao)與確認,采用自(zi)定(ding)義分解曲線,經交(jiao)(jiao)(jiao)易(yi)校(xiao)核通(tong)過(guo)后生效。
(2)掛牌交易(yi)(yi)。經營主體對外發布(bu)需求(qiu)電量(liang)或者可提(ti)供電量(liang)的數(shu)量(liang)和價格等信息要約(yue),由符合資格要求(qiu)的另一方提(ti)出接受該(gai)要約(yue)的申(shen)請,采(cai)用(yong)自定義分解曲線,經交易(yi)(yi)校核通過后生效(xiao)。
(3)集(ji)中(zhong)競(jing)爭。包含(han)集(ji)中(zhong)競(jing)價交(jiao)(jiao)易(yi)(yi)和滾動(dong)(dong)撮(cuo)合(he)交(jiao)(jiao)易(yi)(yi),其(qi)中(zhong),集(ji)中(zhong)競(jing)價交(jiao)(jiao)易(yi)(yi)按照(zhao)統一出清方式成(cheng)交(jiao)(jiao);滾動(dong)(dong)撮(cuo)合(he)交(jiao)(jiao)易(yi)(yi)按照(zhao)價格(ge)優先、時(shi)間(jian)優先的原(yuan)則進行滾動(dong)(dong)撮(cuo)合(he)成(cheng)交(jiao)(jiao)。采用常用分(fen)解(jie)曲線,經交(jiao)(jiao)易(yi)(yi)校(xiao)核通過后生效(xiao)。
經營主體可(ke)通過線下協商交易或線上集中交易的方(fang)式(shi)轉讓(rang)合約電量。
2.中長(chang)期交(jiao)易(yi)(yi)約束。為(wei)防范市場(chang)風(feng)險,保障市場(chang)平(ping)穩運行,設置相關中長(chang)期交(jiao)易(yi)(yi)約束,中長(chang)期交(jiao)易(yi)(yi)需滿足下述約束條件:
(1)經(jing)營主體約束。發電企(qi)業、新型經(jing)營主體、電力用戶(hu)和有實際用戶(hu)代理關系的(de)售(shou)電公司等參與交易。
(2)交(jiao)易(yi)電(dian)量(liang)(liang)(liang)約束(shu)。根(gen)據發(fa)電(dian)側經(jing)營(ying)主(zhu)體的(de)實際發(fa)電(dian)能力、用電(dian)側經(jing)營(ying)主(zhu)體的(de)歷史用電(dian)量(liang)(liang)(liang)或用電(dian)需求,設置經(jing)營(ying)主(zhu)體凈(jing)合約電(dian)量(liang)(liang)(liang)約束(shu)和累計交(jiao)易(yi)電(dian)量(liang)(liang)(liang)約束(shu)。
(3)交易(yi)(yi)調(diao)(diao)整約(yue)束。經營主體在單個(ge)交易(yi)(yi)日內,對同一標的只可進行(xing)(xing)買(mai)入或賣出(chu)的單一操作,以其(qi)第一筆(bi)成交合約(yue)電量的方向為(wei)準。對合約(yue)電量的大額(e)調(diao)(diao)整交易(yi)(yi)進行(xing)(xing)限制。
(4)履(lv)約擔(dan)保約束(shu)。根(gen)據經營(ying)主體的信用額度,量(liang)化計算出對應(ying)的可交易(yi)電(dian)量(liang)上(shang)限。
(五)電(dian)力(li)現貨市場交易機制
按(an)照日(ri)前(qian)(qian)市(shi)場申報、日(ri)前(qian)(qian)及實時出清(包括安全校核(he))、發電(dian)調度執(zhi)行(xing)的流程(cheng)開展現貨(huo)交易組(zu)織(zhi),根據運行(xing)情(qing)況不(bu)斷完(wan)善電(dian)力現貨(huo)市(shi)場出清機(ji)制(zhi),通(tong)過市(shi)場機(ji)制(zhi)進行(xing)必(bi)要的阻塞管理和運行(xing)考(kao)核(he)。
1.日(ri)前市(shi)場。日(ri)前市(shi)場采(cai)用(yong)(yong)全(quan)電(dian)(dian)(dian)量(liang)申報(bao)(bao)(bao)(bao)、集中(zhong)優化出清(qing)的方式(shi)(shi)開展。起步采(cai)用(yong)(yong)“發電(dian)(dian)(dian)側報(bao)(bao)(bao)(bao)量(liang)報(bao)(bao)(bao)(bao)價、用(yong)(yong)戶側報(bao)(bao)(bao)(bao)量(liang)不(bu)報(bao)(bao)(bao)(bao)價”方式(shi)(shi)組(zu)(zu)(zu)織日(ri)前市(shi)場,逐步過渡(du)到“發電(dian)(dian)(dian)側報(bao)(bao)(bao)(bao)量(liang)報(bao)(bao)(bao)(bao)價、用(yong)(yong)戶側報(bao)(bao)(bao)(bao)量(liang)報(bao)(bao)(bao)(bao)價”方式(shi)(shi)。綜合(he)考慮負荷預(yu)測(ce)、西電(dian)(dian)(dian)、非直接參與(yu)市(shi)場交易(yi)機(ji)(ji)(ji)(ji)組(zu)(zu)(zu)出力(li)曲(qu)線(xian)、發輸變電(dian)(dian)(dian)設備檢修計劃、發電(dian)(dian)(dian)機(ji)(ji)(ji)(ji)組(zu)(zu)(zu)運行(xing)約束(shu)條件(jian)、電(dian)(dian)(dian)網安(an)全(quan)運行(xing)約束(shu)條件(jian)等邊界,以社會福利最(zui)大化為優化目標,采(cai)用(yong)(yong)安(an)全(quan)約束(shu)機(ji)(ji)(ji)(ji)組(zu)(zu)(zu)組(zu)(zu)(zu)合(he)(SCUC)、安(an)全(quan)約束(shu)經濟調度(SCED)方法進行(xing)集中(zhong)優化計算(suan),出清(qing)得到運行(xing)日(ri)的機(ji)(ji)(ji)(ji)組(zu)(zu)(zu)開機(ji)(ji)(ji)(ji)組(zu)(zu)(zu)合(he)、分時發電(dian)(dian)(dian)出力(li)曲(qu)線(xian)以及分時節點(dian)電(dian)(dian)(dian)價。
2.實時(shi)市場。根據(ju)發電(dian)側在日前市場中的申報信息(xi),基(ji)于(yu)最(zui)新(xin)的電(dian)網(wang)運行(xing)狀(zhuang)態(tai)與(yu)超短期負荷(he)預測信息(xi),以(yi)社會福利(li)最(zui)大化(hua)為優化(hua)目標,采(cai)用安全約束經(jing)濟(ji)調度(SCED)方法進行(xing)集(ji)中優化(hua)計(ji)算,出清(qing)得(de)到(dao)各發電(dian)機(ji)組需要實際(ji)執行(xing)的發電(dian)計(ji)劃和實時(shi)節點電(dian)價。
3.安全(quan)校(xiao)(xiao)核。現貨電(dian)能量及調頻等輔助服(fu)務市場(chang)的安全(quan)校(xiao)(xiao)核與市場(chang)出清同步進行(xing)(xing),市場(chang)出清結果應(ying)嚴格滿(man)足國(guo)家(jia)、省和行(xing)(xing)業的政策(ce)、標準要求,并(bing)確保電(dian)網安全(quan)穩定運(yun)行(xing)(xing)、電(dian)力供需(xu)平(ping)衡以及清潔能源消(xiao)納。
(六)輔助服務市場
初(chu)期,以南方區(qu)域調頻(pin)、跨省備用輔助(zhu)服務市(shi)場與(yu)現(xian)貨電(dian)能(neng)量市(shi)場分(fen)開獨立(li)(li)運行起步,逐步建立(li)(li)省內備用、爬坡等輔助(zhu)服務交(jiao)易(yi)品種,條件成熟(shu)時實現(xian)與(yu)現(xian)貨電(dian)能(neng)量市(shi)場聯合優化出(chu)清。輔助(zhu)服務市(shi)場通過集中競爭方式形(xing)成出(chu)清結果。
(七)電價形成機制
中(zhong)長期電(dian)能(neng)量通過雙邊(bian)協商、掛(gua)牌和(he)集中(zhong)競爭等交易(yi)方(fang)(fang)式形(xing)成(cheng)(cheng)市(shi)(shi)場(chang)(chang)(chang)價(jia)(jia)(jia)格(ge)(ge);現貨電(dian)能(neng)量通過集中(zhong)競爭方(fang)(fang)式,形(xing)成(cheng)(cheng)分(fen)時節點電(dian)價(jia)(jia)(jia)作為市(shi)(shi)場(chang)(chang)(chang)價(jia)(jia)(jia)格(ge)(ge)。市(shi)(shi)場(chang)(chang)(chang)機組代理(li)購電(dian)電(dian)量應用(yong)市(shi)(shi)場(chang)(chang)(chang)方(fang)(fang)式形(xing)成(cheng)(cheng)價(jia)(jia)(jia)格(ge)(ge)(接受市(shi)(shi)場(chang)(chang)(chang)價(jia)(jia)(jia)格(ge)(ge)或直接交易(yi)形(xing)成(cheng)(cheng)價(jia)(jia)(jia)格(ge)(ge))。市(shi)(shi)場(chang)(chang)(chang)用(yong)戶結算價(jia)(jia)(jia)格(ge)(ge)由電(dian)能(neng)量市(shi)(shi)場(chang)(chang)(chang)價(jia)(jia)(jia)格(ge)(ge)、上(shang)網環節線損費(fei)用(yong)、輸配電(dian)價(jia)(jia)(jia)(含(han)交叉補貼)、政府性基金及(ji)附加、系統運(yun)行費(fei)(包(bao)括輔(fu)助服務費(fei)用(yong)、抽水(shui)蓄能(neng)容量電(dian)費(fei)等)、市(shi)(shi)場(chang)(chang)(chang)分(fen)攤費(fei)用(yong)等構成(cheng)(cheng),具(ju)體在相關方(fang)(fang)案及(ji)規(gui)則中(zhong)明(ming)確(que)。合理(li)設置價(jia)(jia)(jia)格(ge)(ge)上(shang)下限值。
(八)市場化需(xu)求(qiu)響應
構(gou)建(jian)全省統一的(de)(de)市(shi)場化需求(qiu)(qiu)(qiu)響(xiang)應(ying)(ying)機制體系,發揮市(shi)場價格對(dui)負(fu)(fu)荷調節(jie)的(de)(de)激勵作用;參與市(shi)場化需求(qiu)(qiu)(qiu)響(xiang)應(ying)(ying)的(de)(de)經(jing)營主體為電力用戶和代(dai)理需求(qiu)(qiu)(qiu)響(xiang)應(ying)(ying)資源(yuan)的(de)(de)售電公司、負(fu)(fu)荷聚(ju)合商,費用由需求(qiu)(qiu)(qiu)地區工商業用戶等承擔。
(九)可再生(sheng)能(neng)源電(dian)力(li)交易
引(yin)入有可再生能源電(dian)(dian)(dian)力消納需求的電(dian)(dian)(dian)力用戶,通過售電(dian)(dian)(dian)公司或直接與(yu)符合條件的風(feng)電(dian)(dian)(dian)(含分散式(shi)(shi)風(feng)電(dian)(dian)(dian)和海上風(feng)電(dian)(dian)(dian))、太陽能發(fa)(fa)電(dian)(dian)(dian)(含分布(bu)式(shi)(shi)光伏發(fa)(fa)電(dian)(dian)(dian)和光熱發(fa)(fa)電(dian)(dian)(dian))、常規水電(dian)(dian)(dian)、生物質(zhi)發(fa)(fa)電(dian)(dian)(dian)、地熱能發(fa)(fa)電(dian)(dian)(dian)、海洋能發(fa)(fa)電(dian)(dian)(dian)等(deng)可再生發(fa)(fa)電(dian)(dian)(dian)企業開展交(jiao)易(yi),以(yi)市場化方式(shi)(shi)引(yin)導(dao)綠色(se)電(dian)(dian)(dian)力消費。建立健全與(yu)新能源特(te)性相適(shi)應(ying)的中長期市場交(jiao)易(yi)和電(dian)(dian)(dian)力現貨市場交(jiao)易(yi)機制(zhi)。
(十)與南方區(qu)域電力市場銜(xian)接

基于廣(guang)東電(dian)(dian)力(li)(li)市(shi)場(chang)運(yun)(yun)行(xing)特點,建(jian)立完善廣(guang)東電(dian)(dian)力(li)(li)市(shi)場(chang)技術(shu)支持(chi)系統(tong),主要包括廣(guang)東電(dian)(dian)力(li)(li)市(shi)場(chang)交(jiao)易(yi)系統(tong)以(yi)及與市(shi)場(chang)交(jiao)易(yi)有關的電(dian)(dian)力(li)(li)調度(du)運(yun)(yun)行(xing)技術(shu)支持(chi)系統(tong)等(deng)。技術(shu)支持(chi)系統(tong)須對電(dian)(dian)力(li)(li)市(shi)場(chang)的經營主體注冊管(guan)理、數據(ju)(ju)申報、合同分解與管(guan)理、市(shi)場(chang)出清、調度(du)計劃編制、安(an)(an)全(quan)(quan)校核、輔助(zhu)服務(wu)(wu)、市(shi)場(chang)信息(xi)(xi)發(fa)布(bu)、市(shi)場(chang)結算、市(shi)場(chang)運(yun)(yun)行(xing)監控等(deng)運(yun)(yun)作環節提供技術(shu)支撐(cheng),必須符合有關技術(shu)標(biao)準、行(xing)業標(biao)準等(deng)要求(qiu),保(bao)障交(jiao)易(yi)安(an)(an)全(quan)(quan)、數據(ju)(ju)安(an)(an)全(quan)(quan)和網絡安(an)(an)全(quan)(quan)。市(shi)場(chang)成員可根據(ju)(ju)業務(wu)(wu)需要建(jian)設相應的信息(xi)(xi)化業務(wu)(wu)平臺,按照相關信息(xi)(xi)化管(guan)理要求(qiu)和數據(ju)(ju)接口(kou)規(gui)范接入(ru)電(dian)(dian)力(li)(li)市(shi)場(chang)技術(shu)支持(chi)系統(tong)。
(十二)配套關鍵機制
1.發(fa)電側(ce)變(bian)動成(cheng)(cheng)(cheng)本補(bu)償(chang)(chang)(chang)。為解決(jue)不同類型機(ji)組(zu)燃料(liao)成(cheng)(cheng)(cheng)本差異較大的問(wen)題,應(ying)用發(fa)電側(ce)變(bian)動成(cheng)(cheng)(cheng)本補(bu)償(chang)(chang)(chang)機(ji)制(zhi),對發(fa)電企(qi)業實(shi)際上網電量進行補(bu)償(chang)(chang)(chang),實(shi)現各(ge)類型機(ji)組(zu)同平(ping)臺競爭。變(bian)動成(cheng)(cheng)(cheng)本補(bu)償(chang)(chang)(chang)費用由全部(bu)(bu)工商業用戶承擔。后續(xu)研究完(wan)善各(ge)類型機(ji)組(zu)同平(ping)臺競爭機(ji)制(zhi),實(shi)現機(ji)組(zu)上網電價全部(bu)(bu)由市場交易(yi)形成(cheng)(cheng)(cheng),不再實(shi)施(shi)變(bian)動成(cheng)(cheng)(cheng)本補(bu)償(chang)(chang)(chang)。
2.峰(feng)(feng)谷(gu)平(ping)衡機制(zhi)。為加強與分時電價政策(ce)的銜接,引導用(yong)戶(hu)削(xue)峰(feng)(feng)填谷(gu),根據電力現貨市(shi)場(chang)形(xing)成的峰(feng)(feng)谷(gu)價格實際(ji)情況(kuang),按照峰(feng)(feng)平(ping)谷(gu)比例(li)要(yao)求,建立臨時性的用(yong)戶(hu)側(ce)峰(feng)(feng)谷(gu)平(ping)衡機制(zhi),應用(yong)峰(feng)(feng)谷(gu)平(ping)衡機制(zhi)所(suo)產(chan)生的損益資金(jin)由市(shi)場(chang)購電用(yong)戶(hu)按比例(li)分攤或分享。原不執行峰(feng)(feng)谷(gu)價格政策(ce)的用(yong)戶(hu)不應用(yong)峰(feng)(feng)谷(gu)平(ping)衡機制(zhi)。后續研究進一步拉大市(shi)場(chang)峰(feng)(feng)谷(gu)價差的措施(shi)方(fang)法,逐(zhu)步取消峰(feng)(feng)谷(gu)平(ping)衡機制(zhi)。
3.系(xi)統(tong)運(yun)行補償。為補償因(yin)系(xi)統(tong)原因(yin)開機、但(dan)在現(xian)貨電能量交易中無法定(ding)價(jia)、且收益低于(yu)運(yun)行成本的機組,應用(yong)機組系(xi)統(tong)運(yun)行補償機制。
4.容量(liang)(liang)(liang)補(bu)償機(ji)(ji)(ji)制(zhi)(zhi)(zhi)。為促(cu)進市場化機(ji)(ji)(ji)組、儲能電站(zhan)等固定成本有效回(hui)收,保障電力系統長期容量(liang)(liang)(liang)的(de)充裕性,研究建(jian)立容量(liang)(liang)(liang)補(bu)償機(ji)(ji)(ji)制(zhi)(zhi)(zhi)。容量(liang)(liang)(liang)補(bu)償費用標(biao)準根據機(ji)(ji)(ji)組(電站(zhan))投資建(jian)設(she)成本及市場運行(xing)情況(kuang)進行(xing)測算(suan)。后續研究建(jian)立容量(liang)(liang)(liang)市場機(ji)(ji)(ji)制(zhi)(zhi)(zhi)。
5.發(fa)電成(cheng)本(ben)測(ce)(ce)算。建立機組啟動(dong)成(cheng)本(ben)、變(bian)動(dong)成(cheng)本(ben)等測(ce)(ce)算機制,綜合考慮機組類型、容量級別、發(fa)電能耗(hao)、地理位置等因素進行(xing)測(ce)(ce)算,用(yong)于交易(yi)申(shen)報、市場出(chu)清、系統運行(xing)補償、市場力檢測(ce)(ce)及緩解、報價行(xing)為評估等環節。
6.價格傳導機制。采用經營主體簽訂一定(ding)比例的分成模式零售合同等方式,將(jiang)批發價格和(he)分攤費用有(you)效傳導至(zhi)零售側;鼓(gu)勵經營主體在(zai)零售合同中增加一次能源價格聯動的條(tiao)款,將(jiang)批發側燃料成本向零售用戶疏導。
7.市場管控(kong)機制。當發生(sheng)重大政策變化(hua)、存在重大市場風險(xian)、電力供應過于緊張或富余、一次(ci)能源價(jia)格發生(sheng)重大變化(hua)、嚴重自然災害等情(qing)況時,根據需要采取市場管控(kong)措施,確保市場平(ping)穩有序運行。
四、市場運行管理
(一)年度市場安排
廣(guang)(guang)東(dong)省能源局會(hui)同國家能源局南方(fang)監管(guan)局,組(zu)織廣(guang)(guang)東(dong)電力交(jiao)(jiao)易(yi)中(zhong)心、廣(guang)(guang)東(dong)省電力調度(du)(du)中(zhong)心研(yan)究(jiu)制定(ding)年(nian)(nian)度(du)(du)市場(chang)交(jiao)(jiao)易(yi)安(an)排方(fang)案(an),方(fang)案(an)原則上于上一年(nian)(nian)底發(fa)布。年(nian)(nian)度(du)(du)市場(chang)交(jiao)(jiao)易(yi)安(an)排方(fang)案(an)應征求(qiu)市場(chang)管(guan)委會(hui)成(cheng)員和經營主(zhu)體意見,分析(xi)研(yan)判市場(chang)運行風險,并制定(ding)相應的應對措施。年(nian)(nian)度(du)(du)市場(chang)交(jiao)(jiao)易(yi)安(an)排方(fang)案(an)包(bao)括但不(bu)限于以(yi)下內容:經營主(zhu)體準入條件、年(nian)(nian)度(du)(du)市場(chang)規模(mo)、市場(chang)模(mo)式、交(jiao)(jiao)易(yi)品種、中(zhong)長期交(jiao)(jiao)易(yi)合(he)同簽(qian)訂、年(nian)(nian)度(du)(du)交(jiao)(jiao)易(yi)上限、市場(chang)主(zhu)要交(jiao)(jiao)易(yi)參數以(yi)及其他相關工(gong)作要求(qiu)等。
(二)準入注冊
經(jing)營主體參與電力市(shi)場化交易,應當符合(he)準(zhun)入(ru)(ru)條(tiao)件(jian),在(zai)廣東(dong)(dong)電力交易中心辦(ban)理(li)相關市(shi)場準(zhun)入(ru)(ru)、注(zhu)冊(ce)業務。符合(he)準(zhun)入(ru)(ru)條(tiao)件(jian)的發(fa)電機組,由發(fa)電企業向廣東(dong)(dong)電力交易中心申請注(zhu)冊(ce);符合(he)準(zhun)入(ru)(ru)條(tiao)件(jian)的售電公(gong)(gong)司按(an)照注(zhu)冊(ce)、承諾(nuo)、公(gong)(gong)示(shi)、備案的流程在(zai)廣東(dong)(dong)電力交易中心辦(ban)理(li)注(zhu)冊(ce),納入(ru)(ru)售電公(gong)(gong)司準(zhun)入(ru)(ru)目錄;符合(he)準(zhun)入(ru)(ru)條(tiao)件(jian)的電力用戶、新型(xing)經(jing)營主體向廣東(dong)(dong)電力交易中心申請注(zhu)冊(ce)。
(三)經營主體退出
發(fa)電(dian)(dian)企業和電(dian)(dian)力用(yong)(yong)戶(hu)原則上不得自行(xing)退出市(shi)(shi)場(chang),符合(he)國家和廣(guang)東(dong)省規定的(de)有(you)(you)關情形的(de),可辦理正常(chang)退市(shi)(shi)手續,退市(shi)(shi)后執行(xing)有(you)(you)關發(fa)用(yong)(yong)電(dian)(dian)政策。經營(ying)主體違(wei)反(fan)國家有(you)(you)關法律法規、違(wei)反(fan)市(shi)(shi)場(chang)規則、濫用(yong)(yong)市(shi)(shi)場(chang)力、惡意擾亂(luan)市(shi)(shi)場(chang)秩(zhi)序、發(fa)生重(zhong)大違(wei)約行(xing)為(wei)且拒(ju)不整改以及被列入(ru)黑名單的(de),將強制退出市(shi)(shi)場(chang)。退出市(shi)(shi)場(chang)的(de)經營(ying)主體應繳清市(shi)(shi)場(chang)化(hua)費(fei)用(yong)(yong)及欠費(fei),處(chu)理完(wan)畢尚未交割(ge)的(de)成交電(dian)(dian)量。
已(yi)直(zhi)接(jie)參(can)與(yu)(yu)市(shi)(shi)場(chang)交(jiao)易(yi)(yi)在無(wu)正當理(li)(li)由情況下改由電網企業代理(li)(li)購電的(de)用(yong)(yong)戶(hu),擁有燃煤發電自(zi)備電廠(chang)、由電網企業代理(li)(li)購電的(de)用(yong)(yong)戶(hu),用(yong)(yong)電價格按(an)照國家和省(sheng)有關規定執行(xing)。已(yi)直(zhi)接(jie)參(can)與(yu)(yu)市(shi)(shi)場(chang)交(jiao)易(yi)(yi)的(de)高耗能用(yong)(yong)戶(hu),不(bu)得(de)退出市(shi)(shi)場(chang)交(jiao)易(yi)(yi);尚未直(zhi)接(jie)參(can)與(yu)(yu)市(shi)(shi)場(chang)交(jiao)易(yi)(yi)的(de)高耗能用(yong)(yong)戶(hu)原則上要直(zhi)接(jie)參(can)與(yu)(yu)市(shi)(shi)場(chang)交(jiao)易(yi)(yi),暫不(bu)能直(zhi)接(jie)參(can)與(yu)(yu)市(shi)(shi)場(chang)交(jiao)易(yi)(yi)的(de)由電網企業代理(li)(li)購電,用(yong)(yong)電價格按(an)照國家和省(sheng)有關規定執行(xing)。
(四(si))合同簽訂及登(deng)記
經營主體應本著誠信、公平的原則,依據廣東(dong)電(dian)(dian)力交易(yi)(yi)中心發布的交易(yi)(yi)合同范(fan)本,在交易(yi)(yi)系統進行批發市場(chang)交易(yi)(yi)合同及零售合同簽(qian)訂,其中,批發市場(chang)交易(yi)(yi)合同應包含電(dian)(dian)量(liang)、分(fen)時價格、電(dian)(dian)力曲線和結算參考點(dian)等要素。
(五)發電調度計(ji)劃(hua)編制
日前、實時(shi)發電(dian)調(diao)度計劃基(ji)于日前、實時(shi)市場(chang)的(de)發電(dian)側(ce)出清(qing)結果制定。在日前市場(chang)出清(qing)結束至(zhi)實際運行(xing)期間,電(dian)力(li)調(diao)度機(ji)構(gou)可根(gen)據(ju)電(dian)網實際運行(xing)情況,按照(zhao)安全(quan)第一的(de)原則,對機(ji)組出力(li)進行(xing)調(diao)整,以滿(man)足系統(tong)電(dian)力(li)平衡和電(dian)網安全(quan),調(diao)整情況應及時(shi)向政(zheng)府部門報(bao)告,并(bing)向經營(ying)主體公布(bu)。
(六)交易結算
市場(chang)(chang)結(jie)(jie)算(suan)采用(yong)“日(ri)清月(yue)(yue)結(jie)(jie)”的結(jie)(jie)算(suan)模式,包括電(dian)力(li)(li)批(pi)發(fa)市場(chang)(chang)結(jie)(jie)算(suan)和電(dian)力(li)(li)零(ling)售(shou)市場(chang)(chang)結(jie)(jie)算(suan)。電(dian)力(li)(li)批(pi)發(fa)市場(chang)(chang)以小時(shi)(shi)為(wei)基(ji)本(ben)計算(suan)時(shi)(shi)段,以日(ri)為(wei)周期發(fa)布(bu)(bu)日(ri)清算(suan)臨時(shi)(shi)結(jie)(jie)算(suan)結(jie)(jie)果,以月(yue)(yue)度為(wei)周期發(fa)布(bu)(bu)正式結(jie)(jie)算(suan)依據(ju),開展(zhan)電(dian)費結(jie)(jie)算(suan);零(ling)售(shou)市場(chang)(chang)根(gen)據(ju)合同約(yue)定方式按月(yue)(yue)開展(zhan)市場(chang)(chang)結(jie)(jie)算(suan)。廣東(dong)電(dian)力(li)(li)交易中(zhong)心負責向經營(ying)主體出具(ju)批(pi)發(fa)、零(ling)售(shou)市場(chang)(chang)的結(jie)(jie)算(suan)依據(ju),經營(ying)主體根(gen)據(ju)相關規(gui)定進(jin)行資金結(jie)(jie)算(suan)。
(七)信息披露
按照信(xin)(xin)(xin)息(xi)(xi)公開范圍,市(shi)(shi)場信(xin)(xin)(xin)息(xi)(xi)分(fen)為(wei)公眾信(xin)(xin)(xin)息(xi)(xi)、公開信(xin)(xin)(xin)息(xi)(xi)、私有(you)信(xin)(xin)(xin)息(xi)(xi)和依申請披露信(xin)(xin)(xin)息(xi)(xi)四類,分(fen)別向不同范圍的經營主體發(fa)布。廣東(dong)電(dian)力(li)交(jiao)易(yi)中心會同廣東(dong)省電(dian)力(li)調度中心在遵循真實(shi)(shi)、準(zhun)確、完整(zheng)、及(ji)時、易(yi)于(yu)使(shi)用(yong)等原則(ze)的前提下(xia),按規定統(tong)一通過(guo)廣東(dong)電(dian)力(li)市(shi)(shi)場交(jiao)易(yi)平(ping)臺及(ji)時披露有(you)關信(xin)(xin)(xin)息(xi)(xi),并(bing)對所披露信(xin)(xin)(xin)息(xi)(xi)的真實(shi)(shi)性(xing)(xing)、準(zhun)確性(xing)(xing)、安全性(xing)(xing)、完整(zheng)性(xing)(xing)負責。
(八)信用管理
建立(li)市場信(xin)(xin)用(yong)管理(li)體系。經(jing)營主體信(xin)(xin)用(yong)額(e)度由無擔保(bao)(bao)信(xin)(xin)用(yong)額(e)度和(he)擔保(bao)(bao)信(xin)(xin)用(yong)額(e)度組(zu)成,無擔保(bao)(bao)信(xin)(xin)用(yong)是指(zhi)根據(ju)信(xin)(xin)用(yong)評價授予(yu)經(jing)營主體的(de)信(xin)(xin)用(yong)額(e)度。擔保(bao)(bao)信(xin)(xin)用(yong)目前主要采(cai)用(yong)履(lv)約保(bao)(bao)函形式,也(ye)可(ke)自愿采(cai)用(yong)現金(jin)擔保(bao)(bao)形式,參與市場交(jiao)易的(de)經(jing)營主體,其信(xin)(xin)用(yong)額(e)度須大于(yu)等于(yu)履(lv)約風險(xian)。廣(guang)東(dong)電(dian)力(li)交(jiao)易中(zhong)心(xin)加強對經(jing)營主體的(de)信(xin)(xin)用(yong)額(e)度和(he)履(lv)約風險(xian)跟蹤(zong)監(jian)控、管理(li)和(he)處置(zhi);對于(yu)納入(ru)失信(xin)(xin)黑名單的(de)經(jing)營主體,按有關辦法進行(xing)處理(li)。
(九)市場力檢(jian)測(ce)與緩解
為避免具有市場(chang)(chang)力的(de)發電機組(zu)操縱(zong)批發市場(chang)(chang)價格,逐步引入基于市場(chang)(chang)結(jie)構分析(xi)、行為影響(xiang)測(ce)試(shi)等(deng)市場(chang)(chang)力檢測(ce)方法,可(ke)采取事前、事中、事后的(de)緩(huan)解措施,視情況啟動機組(zu)申報價格限值調(diao)整、超額(e)收益回收等(deng)機制。
(十)市場干預
當發生臺風、地震等重(zhong)大自然災(zai)害,電(dian)(dian)力(li)嚴重(zhong)供不(bu)應(ying)求(qiu),突發事件影(ying)響電(dian)(dian)網安(an)全(quan)、市(shi)(shi)場(chang)運(yun)營規則不(bu)適(shi)應(ying)市(shi)(shi)場(chang)交易、市(shi)(shi)場(chang)運(yun)營所必須(xu)的軟硬件條件存(cun)在重(zhong)大隱患故(gu)障、市(shi)(shi)場(chang)交易嚴重(zhong)惡(e)意串通操(cao)縱等情況時(shi),廣東省發展和改(gai)革(ge)委員(yuan)會(hui)、廣東省能源(yuan)局(ju)、國(guo)家能源(yuan)局(ju)南方(fang)監管(guan)局(ju)可暫(zan)停全(quan)部(bu)或部(bu)分市(shi)(shi)場(chang)交易,臨時(shi)實(shi)施發用電(dian)(dian)計劃管(guan)理,確保電(dian)(dian)網安(an)全(quan)穩定(ding)運(yun)行(xing)和電(dian)(dian)力(li)可靠供應(ying)。
當發生緊急重大突(tu)發情(qing)況時(shi),市(shi)場(chang)運(yun)營(ying)機構應按(an)照安全第一的原則處理事故和安排(pai)電力系統運(yun)行,必要時(shi)可中止電力市(shi)場(chang)交易,并(bing)同時(shi)報告廣(guang)東省能源局和國家能源局南方監(jian)管局。
(十一)規則調(diao)整管(guan)理
本實施(shi)方案、市場(chang)運營規(gui)則(ze)由(you)省深(shen)化電力(li)體制(zhi)(zhi)改革(ge)部門間聯席會議審(shen)議通過后印發實施(shi);相關配套實施(shi)細(xi)則(ze)和管理(li)辦法(fa)依(yi)據(ju)本實施(shi)方案制(zhi)(zhi)定,按程序印發實施(shi)。
為有(you)效防范(fan)市(shi)場(chang)(chang)(chang)各類風險,建立相(xiang)關(guan)配(pei)套實施細(xi)則和管(guan)理辦法動態調(diao)整(zheng)(zheng)機(ji)制,及時(shi)響應并解決市(shi)場(chang)(chang)(chang)運(yun)(yun)(yun)行(xing)中存在各類問題,對(dui)市(shi)場(chang)(chang)(chang)運(yun)(yun)(yun)行(xing)重大問題,市(shi)場(chang)(chang)(chang)運(yun)(yun)(yun)營(ying)機(ji)構(gou)提(ti)出(chu)具體建議(yi),經(jing)廣(guang)泛征(zheng)求(qiu)經(jing)營(ying)主體意見、通過(guo)市(shi)場(chang)(chang)(chang)管(guan)理委員(yuan)會審(shen)議(yi)后提(ti)交(jiao),由(you)(you)廣(guang)東省能(neng)源局和國(guo)家能(neng)源局南方(fang)監管(guan)局按職能(neng)分工對(dui)相(xiang)關(guan)條款進行(xing)調(diao)整(zheng)(zheng),或授權由(you)(you)市(shi)場(chang)(chang)(chang)運(yun)(yun)(yun)營(ying)機(ji)構(gou)發(fa)布臨時(shi)調(diao)整(zheng)(zheng)措施。市(shi)場(chang)(chang)(chang)運(yun)(yun)(yun)營(ying)機(ji)構(gou)按照調(diao)整(zheng)(zheng)后的(de)方(fang)案規(gui)則組織電力(li)市(shi)場(chang)(chang)(chang)交(jiao)易,確保市(shi)場(chang)(chang)(chang)運(yun)(yun)(yun)行(xing)平穩有(you)序。
(十二)參(can)數調整(zheng)管(guan)理(li)
市(shi)場參(can)(can)(can)數(shu)是指(zhi)依據本實施方案、市(shi)場運(yun)營規(gui)(gui)則以及配(pei)套實施細則、管(guan)理(li)辦法及其他政策文件,在交易系統中(zhong)設置,用來宏觀調控、規(gui)(gui)范運(yun)行、加強監(jian)管(guan)的基(ji)礎數(shu)據。廣東(dong)省能(neng)源局(ju)、國(guo)家能(neng)源局(ju)南方監(jian)管(guan)局(ju)負責參(can)(can)(can)數(shu)管(guan)理(li)工(gong)作的組織(zhi),按職(zhi)責履行宏觀調控、運(yun)行調節、市(shi)場監(jian)管(guan)等(deng)職(zhi)能(neng)。廣東(dong)電(dian)力(li)(li)交易中(zhong)心(xin)和廣東(dong)省電(dian)力(li)(li)調度(du)中(zhong)心(xin)負責提(ti)出市(shi)場參(can)(can)(can)數(shu)設立、調整(zheng)的合(he)理(li)建議,具體(ti)實施參(can)(can)(can)數(shu)管(guan)理(li)工(gong)作,研究建立參(can)(can)(can)數(shu)管(guan)理(li)制度(du)。電(dian)網企業、發電(dian)企業、售電(dian)企業、電(dian)力(li)(li)用戶等(deng)對市(shi)場參(can)(can)(can)數(shu)的新增、變更、維護等(deng)提(ti)供必要的支(zhi)持與配(pei)合(he)。
(十三)市場監管
建立健全市場(chang)自律、政府監管(guan)(guan)與(yu)(yu)社會(hui)監督相結合的市場(chang)監管(guan)(guan)工作機(ji)(ji)制,發展(zhan)第三(san)方專業(ye)機(ji)(ji)構,形成市場(chang)監管(guan)(guan)與(yu)(yu)行(xing)業(ye)自律相互補(bu)充、政府監管(guan)(guan)與(yu)(yu)外部專業(ye)化監督密切配合的監管(guan)(guan)體系。
國家(jia)能(neng)源局南方監管(guan)(guan)局、廣東省能(neng)源局根據職能(neng)依法履行(xing)(xing)電力(li)市場監管(guan)(guan)職責,對經營主體交易行(xing)(xing)為(wei)、電網公平(ping)開放、信息披露(lu)、電力(li)交易機構和電力(li)調度機構執行(xing)(xing)市場規則(ze)等情(qing)況(kuang)實施監管(guan)(guan)。
廣東電(dian)力市(shi)場管理委員會(hui)對市(shi)場成員執行市(shi)場規則和市(shi)場自律管理制度情況進行監(jian)督,建立健全市(shi)場自律管理機制。
市(shi)(shi)(shi)(shi)(shi)場(chang)運營機(ji)構(gou)對市(shi)(shi)(shi)(shi)(shi)場(chang)運營情況(kuang)(kuang)進行監(jian)(jian)控,監(jian)(jian)控內容包括但不(bu)限于:經營主體合規性情況(kuang)(kuang)、市(shi)(shi)(shi)(shi)(shi)場(chang)運營情況(kuang)(kuang)、市(shi)(shi)(shi)(shi)(shi)場(chang)結構(gou)分析、市(shi)(shi)(shi)(shi)(shi)場(chang)行為分析等(deng);建立(li)電力市(shi)(shi)(shi)(shi)(shi)場(chang)風(feng)險防范機(ji)制(zhi),采取有效措施辨識、分析、預警和(he)處置(zhi)市(shi)(shi)(shi)(shi)(shi)場(chang)運營過程中(zhong)可(ke)能出(chu)現的各類風(feng)險,保障電力市(shi)(shi)(shi)(shi)(shi)場(chang)運營平穩(wen)。
第(di)三(san)方(fang)專業機構在(zai)市(shi)場(chang)運營機構的配合下獨立(li)開(kai)展市(shi)場(chang)業務稽(ji)核(he)工(gong)作,并(bing)向能(neng)源監管機構和政府有關部門提(ti)交(jiao)工(gong)作報(bao)告。市(shi)場(chang)業務稽(ji)核(he)工(gong)作內容包括(kuo)但(dan)不限于:分析市(shi)場(chang)運營情況、評估市(shi)場(chang)效率和市(shi)場(chang)風險防范有效性、提(ti)出市(shi)場(chang)規則修改建議(yi)、提(ti)供違反市(shi)場(chang)規則行為線索及(ji)處(chu)理(li)建議(yi)等。
五、職責分工
(一)政府(fu)主管部門及能源監管機構(gou)
廣(guang)東省(sheng)發展和改(gai)(gai)革(ge)委員會(廣(guang)東省(sheng)能(neng)源(yuan)局)是全省(sheng)深化(hua)電(dian)(dian)力(li)體制(zhi)(zhi)改(gai)(gai)革(ge)的牽(qian)頭單位(wei)(wei)、省(sheng)深化(hua)電(dian)(dian)力(li)體制(zhi)(zhi)改(gai)(gai)革(ge)部(bu)門間聯席會議總召(zhao)集人和全省(sheng)電(dian)(dian)力(li)現貨市(shi)(shi)場(chang)建設試(shi)點工作第(di)一責任單位(wei)(wei),統(tong)籌協調推進電(dian)(dian)力(li)市(shi)(shi)場(chang)建設、電(dian)(dian)價改(gai)(gai)革(ge)、發用電(dian)(dian)計劃改(gai)(gai)革(ge)、配(pei)售電(dian)(dian)試(shi)點改(gai)(gai)革(ge)、市(shi)(shi)場(chang)運(yun)營機構建設等重點領域和關鍵環節改(gai)(gai)革(ge),牽(qian)頭組織制(zhi)(zhi)定電(dian)(dian)力(li)現貨市(shi)(shi)場(chang)實(shi)施方案,組織開展電(dian)(dian)力(li)市(shi)(shi)場(chang)運(yun)行(xing)工作。
國家能源局(ju)(ju)南方(fang)監管(guan)局(ju)(ju)是省(sheng)深(shen)化電力體制改(gai)(gai)革部門間(jian)聯(lian)席會議副(fu)總召集人(ren),會同廣東(dong)(dong)省(sheng)發展和(he)改(gai)(gai)革委員會(廣東(dong)(dong)省(sheng)能源局(ju)(ju)),組織廣東(dong)(dong)電力交(jiao)易中心(xin)、廣東(dong)(dong)省(sheng)電力調度中心(xin)、電網企業(ye)和(he)經營主(zhu)體等方(fang)面(mian)研究制定電力市場交(jiao)易規則(ze)、輔助服務規則(ze),審定根據交(jiao)易規則(ze)擬定的(de)相關實施(shi)細則(ze),負責電力市場監管(guan)等相關工(gong)作。
(二)廣東電力(li)市場管理(li)委員會
廣(guang)(guang)(guang)東(dong)電力(li)(li)市場(chang)(chang)(chang)管理委(wei)員會是共同研究(jiu)、協商(shang)并表(biao)(biao)決(jue)形成一致意見的(de)議事(shi)機構,由電網企(qi)業、發電企(qi)業、售電企(qi)業、電力(li)(li)用(yong)戶、廣(guang)(guang)(guang)東(dong)電力(li)(li)交易中心(xin)(xin)、廣(guang)(guang)(guang)東(dong)省電力(li)(li)調度中心(xin)(xin)、第(di)三(san)方代表(biao)(biao)等(deng)各方代表(biao)(biao)組成,在廣(guang)(guang)(guang)東(dong)省能(neng)源(yuan)(yuan)局(ju)、國(guo)家(jia)能(neng)源(yuan)(yuan)局(ju)南方監(jian)管局(ju)的(de)指導下開(kai)(kai)展(zhan)工作(zuo),為政府部門提供電力(li)(li)市場(chang)(chang)(chang)建設(she)決(jue)策參(can)考,主(zhu)要承擔研究(jiu)討論交易規則、協調電力(li)(li)市場(chang)(chang)(chang)相關事(shi)項,協助政府有關部門監(jian)督和(he)糾正廣(guang)(guang)(guang)東(dong)電力(li)(li)交易中心(xin)(xin)不規范行為;健(jian)全(quan)重大事(shi)項決(jue)策流程和(he)表(biao)(biao)決(jue)機制,確(que)保(bao)議事(shi)程序公(gong)(gong)開(kai)(kai)透明、公(gong)(gong)平合理,切(qie)實保(bao)障經營主(zhu)體的(de)合法權益。廣(guang)(guang)(guang)東(dong)電力(li)(li)市場(chang)(chang)(chang)管理委(wei)員會設(she)立發電、用(yong)電、售電等(deng)類(lei)別工作(zuo)組,并設(she)立秘書(shu)處和(he)專(zhuan)家(jia)委(wei)員會。
(三)電網企業
電(dian)(dian)(dian)網(wang)(wang)(wang)企(qi)業(ye)在(zai)所轄(xia)范圍(wei)內負責(ze)保障電(dian)(dian)(dian)網(wang)(wang)(wang)及(ji)輸(shu)配(pei)電(dian)(dian)(dian)設施(shi)的(de)安全穩定(ding)(ding)(ding)運行(xing);為經營主體(ti)提(ti)供(gong)(gong)(gong)公平的(de)輸(shu)配(pei)電(dian)(dian)(dian)服(fu)(fu)務(wu)和(he)(he)電(dian)(dian)(dian)網(wang)(wang)(wang)接(jie)入服(fu)(fu)務(wu),提(ti)供(gong)(gong)(gong)報裝、計(ji)量、抄(chao)表、收(shou)催繳電(dian)(dian)(dian)費(fei)等(deng)(deng)各類供(gong)(gong)(gong)電(dian)(dian)(dian)服(fu)(fu)務(wu);代(dai)理(li)暫未直(zhi)接(jie)參與市場(chang)(chang)(chang)交(jiao)易(yi)(yi)的(de)工商業(ye)用戶購(gou)(gou)電(dian)(dian)(dian);建設、運行(xing)、維護和(he)(he)管理(li)電(dian)(dian)(dian)網(wang)(wang)(wang)配(pei)套(tao)技(ji)術(shu)支持(chi)系統(tong),服(fu)(fu)從電(dian)(dian)(dian)力調度機(ji)(ji)構的(de)統(tong)一(yi)調度;按(an)照電(dian)(dian)(dian)力企(qi)業(ye)信(xin)息(xi)披露和(he)(he)報送(song)等(deng)(deng)有(you)關(guan)規(gui)定(ding)(ding)(ding)披露和(he)(he)提(ti)供(gong)(gong)(gong)信(xin)息(xi),向電(dian)(dian)(dian)力交(jiao)易(yi)(yi)機(ji)(ji)構提(ti)供(gong)(gong)(gong)支撐市場(chang)(chang)(chang)化交(jiao)易(yi)(yi)和(he)(he)市場(chang)(chang)(chang)服(fu)(fu)務(wu)所需的(de)相關(guan)數(shu)據,按(an)照國(guo)家網(wang)(wang)(wang)絡安全有(you)關(guan)規(gui)定(ding)(ding)(ding)實現與電(dian)(dian)(dian)力交(jiao)易(yi)(yi)機(ji)(ji)構的(de)數(shu)據交(jiao)互(hu),確保相關(guan)數(shu)據的(de)準確性(xing)和(he)(he)及(ji)時(shi)性(xing);收(shou)取輸(shu)配(pei)電(dian)(dian)(dian)費(fei)用,代(dai)收(shou)代(dai)付電(dian)(dian)(dian)費(fei)和(he)(he)政府性(xing)基金及(ji)附加等(deng)(deng),按(an)時(shi)完成電(dian)(dian)(dian)費(fei)結算;預測優先購(gou)(gou)電(dian)(dian)(dian)和(he)(he)代(dai)理(li)購(gou)(gou)電(dian)(dian)(dian)用戶的(de)電(dian)(dian)(dian)力、電(dian)(dian)(dian)量需求(qiu)等(deng)(deng);按(an)照國(guo)家和(he)(he)廣東省規(gui)定(ding)(ding)(ding)履行(xing)清潔能(neng)源消(xiao)納責(ze)任;法(fa)律法(fa)規(gui)和(he)(he)有(you)關(guan)政策文件(jian)規(gui)定(ding)(ding)(ding)的(de)與電(dian)(dian)(dian)力市場(chang)(chang)(chang)相關(guan)的(de)其他職(zhi)責(ze)。
(四)廣東電力交易中心
廣東電(dian)(dian)(dian)力交(jiao)(jiao)易(yi)(yi)中(zhong)心負(fu)(fu)責(ze)(ze)擬訂(ding)中(zhong)長(chang)期交(jiao)(jiao)易(yi)(yi)實(shi)施(shi)細則(ze)(ze)和(he)市(shi)(shi)場管理(li)制度,配合擬訂(ding)現貨電(dian)(dian)(dian)能(neng)量市(shi)(shi)場以(yi)及輔(fu)助(zhu)服務(wu)(wu)市(shi)(shi)場交(jiao)(jiao)易(yi)(yi)實(shi)施(shi)細則(ze)(ze);負(fu)(fu)責(ze)(ze)組織(zhi)中(zhong)長(chang)期交(jiao)(jiao)易(yi)(yi);負(fu)(fu)責(ze)(ze)中(zhong)長(chang)期交(jiao)(jiao)易(yi)(yi)系統(tong)(tong)建(jian)(jian)設(she),參(can)與現貨電(dian)(dian)(dian)能(neng)量市(shi)(shi)場以(yi)及輔(fu)助(zhu)服務(wu)(wu)市(shi)(shi)場技術(shu)支持(chi)系統(tong)(tong)建(jian)(jian)設(she);負(fu)(fu)責(ze)(ze)經營(ying)主體注冊(ce)管理(li)、交(jiao)(jiao)易(yi)(yi)申報;開展(zhan)電(dian)(dian)(dian)力市(shi)(shi)場政(zheng)策宣貫、業務(wu)(wu)培訓;提(ti)供電(dian)(dian)(dian)力交(jiao)(jiao)易(yi)(yi)結算依(yi)據(ju)及相關服務(wu)(wu);按職(zhi)責(ze)(ze)負(fu)(fu)責(ze)(ze)監(jian)測和(he)分析(xi)(xi)市(shi)(shi)場運行情況(kuang);建(jian)(jian)立落實(shi)市(shi)(shi)場風(feng)險防范機制;做好市(shi)(shi)場管理(li),維護市(shi)(shi)場秩序;對市(shi)(shi)場交(jiao)(jiao)易(yi)(yi)規則(ze)(ze)進行分析(xi)(xi)評估,提(ti)出修(xiu)改建(jian)(jian)議;按規定(ding)披露(lu)和(he)發布信息;法(fa)律法(fa)規和(he)政(zheng)策文件(jian)規定(ding)的(de)與電(dian)(dian)(dian)力市(shi)(shi)場相關的(de)其他職(zhi)責(ze)(ze)。
(五)廣(guang)東(dong)省(sheng)電力調度中心
廣(guang)(guang)東(dong)(dong)省(sheng)電(dian)(dian)(dian)(dian)(dian)力(li)調(diao)度中(zhong)心按調(diao)度規(gui)程實(shi)施電(dian)(dian)(dian)(dian)(dian)力(li)調(diao)度,負責廣(guang)(guang)東(dong)(dong)全省(sheng)電(dian)(dian)(dian)(dian)(dian)力(li)電(dian)(dian)(dian)(dian)(dian)量(liang)(liang)平(ping)衡和調(diao)管范(fan)圍內電(dian)(dian)(dian)(dian)(dian)網運行(xing)安全;編制(zhi)與(yu)執行(xing)發電(dian)(dian)(dian)(dian)(dian)調(diao)度計劃;擬訂(ding)現貨電(dian)(dian)(dian)(dian)(dian)能(neng)量(liang)(liang)市(shi)(shi)場(chang)以及(ji)輔(fu)助(zhu)(zhu)服(fu)務(wu)(wu)市(shi)(shi)場(chang)實(shi)施細(xi)則(ze)和電(dian)(dian)(dian)(dian)(dian)網運行(xing)管理制(zhi)度,配合擬訂(ding)中(zhong)長期(qi)交易實(shi)施細(xi)則(ze);負責現貨電(dian)(dian)(dian)(dian)(dian)能(neng)量(liang)(liang)市(shi)(shi)場(chang)以及(ji)輔(fu)助(zhu)(zhu)服(fu)務(wu)(wu)市(shi)(shi)場(chang)的(de)市(shi)(shi)場(chang)出清、交易執行(xing);建(jian)設現貨電(dian)(dian)(dian)(dian)(dian)能(neng)量(liang)(liang)、輔(fu)助(zhu)(zhu)服(fu)務(wu)(wu)市(shi)(shi)場(chang)技(ji)術支(zhi)持系(xi)統(tong);開(kai)展安全校核;按規(gui)定(ding)披露和發布信息(xi),配合開(kai)展電(dian)(dian)(dian)(dian)(dian)力(li)市(shi)(shi)場(chang)政策宣貫(guan)、業務(wu)(wu)培(pei)訓;按職責負責監(jian)測和分析市(shi)(shi)場(chang)運行(xing)情況,建(jian)立落實(shi)市(shi)(shi)場(chang)風險防范(fan)機制(zhi);對市(shi)(shi)場(chang)交易規(gui)則(ze)進行(xing)分析評估,提出修改建(jian)議;法(fa)律(lv)法(fa)規(gui)和政策文件規(gui)定(ding)的(de)與(yu)電(dian)(dian)(dian)(dian)(dian)力(li)市(shi)(shi)場(chang)相關的(de)其他職責。
(六)電力調度機構間協同
南方電(dian)(dian)(dian)網(wang)電(dian)(dian)(dian)力(li)調(diao)(diao)(diao)(diao)度(du)(du)(du)(du)控制(zhi)中(zhong)心(xin)(xin)(xin)(xin)、廣東省(sheng)電(dian)(dian)(dian)力(li)調(diao)(diao)(diao)(diao)度(du)(du)(du)(du)中(zhong)心(xin)(xin)(xin)(xin)、深(shen)(shen)圳供(gong)(gong)電(dian)(dian)(dian)局電(dian)(dian)(dian)力(li)調(diao)(diao)(diao)(diao)度(du)(du)(du)(du)控制(zhi)中(zhong)心(xin)(xin)(xin)(xin)按照調(diao)(diao)(diao)(diao)管范圍(wei)劃分,負(fu)(fu)(fu)責(ze)所(suo)(suo)轄區(qu)域內的(de)電(dian)(dian)(dian)網(wang)調(diao)(diao)(diao)(diao)度(du)(du)(du)(du)運行(xing)(xing)管理(li)。廣東省(sheng)電(dian)(dian)(dian)力(li)調(diao)(diao)(diao)(diao)度(du)(du)(du)(du)中(zhong)心(xin)(xin)(xin)(xin)負(fu)(fu)(fu)責(ze)會同廣東電(dian)(dian)(dian)力(li)交易中(zhong)心(xin)(xin)(xin)(xin)運營廣東電(dian)(dian)(dian)力(li)現貨(huo)市場(chang),將出清得到的(de)機(ji)組(zu)開機(ji)組(zu)合、機(ji)組(zu)出力(li)曲(qu)線(xian)、輔助服務調(diao)(diao)(diao)(diao)用量轉發至南方電(dian)(dian)(dian)網(wang)電(dian)(dian)(dian)力(li)調(diao)(diao)(diao)(diao)度(du)(du)(du)(du)控制(zhi)中(zhong)心(xin)(xin)(xin)(xin)、深(shen)(shen)圳供(gong)(gong)電(dian)(dian)(dian)局電(dian)(dian)(dian)力(li)調(diao)(diao)(diao)(diao)度(du)(du)(du)(du)控制(zhi)中(zhong)心(xin)(xin)(xin)(xin),由相應(ying)調(diao)(diao)(diao)(diao)度(du)(du)(du)(du)機(ji)構下發至所(suo)(suo)調(diao)(diao)(diao)(diao)管的(de)發電(dian)(dian)(dian)機(ji)組(zu)執行(xing)(xing)。南方電(dian)(dian)(dian)網(wang)電(dian)(dian)(dian)力(li)調(diao)(diao)(diao)(diao)度(du)(du)(du)(du)控制(zhi)中(zhong)心(xin)(xin)(xin)(xin)、廣東省(sheng)電(dian)(dian)(dian)力(li)調(diao)(diao)(diao)(diao)度(du)(du)(du)(du)中(zhong)心(xin)(xin)(xin)(xin)、深(shen)(shen)圳供(gong)(gong)電(dian)(dian)(dian)局電(dian)(dian)(dian)力(li)調(diao)(diao)(diao)(diao)度(du)(du)(du)(du)控制(zhi)中(zhong)心(xin)(xin)(xin)(xin)負(fu)(fu)(fu)責(ze)各自調(diao)(diao)(diao)(diao)管范圍(wei)內發電(dian)(dian)(dian)機(ji)組(zu)、輸變電(dian)(dian)(dian)設備(bei)的(de)調(diao)(diao)(diao)(diao)度(du)(du)(du)(du)運行(xing)(xing)管理(li)。
六、組織實施
(一)加強組織(zhi)協調(diao)。在省深化(hua)電(dian)力體制(zhi)改革部門(men)間聯(lian)席會議(yi)的統籌部署下(xia),廣東(dong)省發展和(he)改革委員(yuan)會(廣東(dong)省能(neng)源局(ju)(ju))、國(guo)家能(neng)源局(ju)(ju)南方監管(guan)局(ju)(ju)等(deng)有關部門(men)充分發揮部門(men)聯(lian)合工作(zuo)(zuo)機(ji)制(zhi)作(zuo)(zuo)用,貫徹(che)落實國(guo)家和(he)省最新電(dian)改文件精神,積(ji)極組織(zhi)協調(diao)市場運營(ying)機(ji)構(gou)、電(dian)網企業(ye)和(he)各經營(ying)主體,確保電(dian)力現貨市場建設運行各項工作(zuo)(zuo)順利(li)推進。
(二)做好風(feng)險防范(fan)。本(ben)方(fang)案實施(shi)過程(cheng)中,要注重(zhong)防范(fan)各(ge)類市場風(feng)險,加(jia)強應急保(bao)障,及(ji)時(shi)跟蹤(zong)總結電力(li)現貨市場運行(xing)存在的(de)問(wen)題,提出針對性的(de)解決措施(shi),完(wan)善(shan)方(fang)案規(gui)則、配套(tao)細(xi)則以及(ji)技術支持系統,確保(bao)我省電力(li)市場健(jian)康平穩發展。
(三)營造良好氛圍(wei)。及(ji)時發(fa)布(bu)電力(li)現(xian)貨市場(chang)(chang)相關(guan)政策要求(qiu)、方案規則、管理辦法等制度(du)文件,積(ji)極做好宣貫(guan)解讀培訓,加大對電力(li)現(xian)貨市場(chang)(chang)建設的(de)宣傳報道,充分調動各方積(ji)極性,為推進電力(li)現(xian)貨市場(chang)(chang)試點(dian)工作營造良好環境。
(四(si))穩(wen)妥有序推進(jin)。最(zui)大程度凝(ning)聚各方(fang)(fang)電力市場(chang)(chang)化(hua)改革的(de)共識(shi),貫徹落(luo)實國家和(he)省(sheng)部署要求,積(ji)極穩(wen)妥推進(jin)電力市場(chang)(chang)建設(she),保持電力現貨市場(chang)(chang)連續結算試運(yun)行(xing),在總結經驗(yan)和(he)修(xiu)改完善有關方(fang)(fang)案和(he)規則的(de)基(ji)礎上,適時轉入(ru)正式運(yun)行(xing)。
