為深入貫徹落實黨中央、國務院關于碳達峰碳中和的重大戰略決策,充分發揮科技創新對山西省碳達峰碳中和目標實現的支撐作用,依據科技部等九部門《科技支撐碳達峰碳中和實施方案(2022—2030年)》和《山西省碳達峰實施方案》,結合山西省實際,山西省科學技術廳、山西省發展改革委、山西省工業和信息化廳、山西省生態環境廳、山西省住房和城鄉建設廳、山西省交通運輸廳、山西省能源局共同研究制定了《山西省科技支撐碳達峰碳中和實施方案(2022-2030年)》。


近日,《山西省科技支撐碳達峰碳中和實施方案(2022-2030年)》(以下簡稱“方案”)發布。方案明確提出,山西省將在九大重點領域開展科技創新行動。其中,方案第二條強調要大力發展光伏光熱關鍵核心技術,開發新一代異質結、PERC、TOPCon等高效硅基光伏電池、鈣鈦礦/晶硅疊層電池、大面積柔性鈣鈦礦電池、低成本高效率柔性聚合物電池、高效低成本集熱、大規模儲熱、相變儲熱、多能互補供暖等技術與裝備,加快高效光伏技術、新型光熱發電與儲能(neng)技(ji)術(shu)、太陽能(neng)電(dian)站智能(neng)運(yun)維技(ji)術(shu)等(deng)新技(ji)術(shu)轉化。

一、總體要求


(一)指導思想


以(yi)習近平(ping)新(xin)時代中國(guo)特色社會主義(yi)思想為指(zhi)導,全(quan)(quan)面貫徹(che)黨(dang)的二十大(da)精神(shen),深入(ru)(ru)貫徹(che)習近平(ping)生態文明(ming)思想和習近平(ping)總書記(ji)考察調研山西重(zhong)要(yao)(yao)(yao)講話重(zhong)要(yao)(yao)(yao)指(zhi)示精神(shen),立足新(xin)發(fa)展階段,完整準確全(quan)(quan)面貫徹(che)新(xin)發(fa)展理念,服務和融入(ru)(ru)新(xin)發(fa)展格局,以(yi)能(neng)(neng)源綠色低碳(tan)發(fa)展為核心抓手,立足我(wo)省(sheng)能(neng)(neng)源資源稟賦,突破綠色低碳(tan)關鍵技術,提(ti)升碳(tan)達峰(feng)(feng)、碳(tan)中和科技創(chuang)新(xin)能(neng)(neng)力(li),服務我(wo)省(sheng)國(guo)家資源型(xing)經濟轉型(xing)發(fa)展示范區、全(quan)(quan)國(guo)能(neng)(neng)源革命綜合改(gai)革試(shi)點先行區、黃河流域生態保護和高質量發(fa)展重(zhong)要(yao)(yao)(yao)實(shi)(shi)驗區建設(she),為我(wo)省(sheng)高質量發(fa)展提(ti)供堅強科技支撐(cheng),助力(li)我(wo)省(sheng)實(shi)(shi)現(xian)碳(tan)達峰(feng)(feng)目(mu)標(biao)。


(二)主要目標


到(dao)2025年,以(yi)“高效(xiao)、綠(lv)(lv)色、低(di)碳(tan)(tan)”為研(yan)發(fa)主(zhu)線,在(zai)采煤(mei)、煤(mei)電(dian)和煤(mei)化(hua)工(gong)等(deng)領(ling)域(yu)著(zhu)力突(tu)破煤(mei)炭綠(lv)(lv)色智(zhi)慧(hui)(hui)開(kai)采、低(di)濃度煤(mei)層(ceng)氣(qi)綜合利(li)用、燃煤(mei)機組鍋(guo)爐深度調峰(feng)(feng)、煤(mei)基(ji)高值(zhi)化(hua)學品制備等(deng)關(guan)鍵技術(shu)(shu)(shu);在(zai)可(ke)再(zai)生(sheng)能(neng)源(yuan)和氫(qing)能(neng)開(kai)發(fa)利(li)用領(ling)域(yu),重點(dian)(dian)(dian)研(yan)制新(xin)一代高效(xiao)太陽能(neng)電(dian)池,研(yan)發(fa)智(zhi)慧(hui)(hui)風電(dian)關(guan)鍵技術(shu)(shu)(shu)與(yu)(yu)(yu)裝(zhuang)(zhuang)備,推(tui)進(jin)深層(ceng)地熱能(neng)等(deng)可(ke)再(zai)生(sheng)能(neng)源(yuan)利(li)用,加速發(fa)展綠(lv)(lv)氫(qing)制取、儲(chu)運、應用技術(shu)(shu)(shu)與(yu)(yu)(yu)裝(zhuang)(zhuang)備;開(kai)展“可(ke)再(zai)生(sheng)能(neng)源(yuan)+儲(chu)能(neng)”試(shi)點(dian)(dian)(dian),建(jian)成(cheng)省(sheng)(sheng)域(yu)能(neng)源(yuan)互聯(lian)網重大科(ke)技基(ji)礎設施;在(zai)重點(dian)(dian)(dian)行業節(jie)能(neng)減碳(tan)(tan)領(ling)域(yu),形成(cheng)“三廢”近零排(pai)放(fang)與(yu)(yu)(yu)資源(yuan)化(hua)利(li)用關(guan)鍵技術(shu)(shu)(shu),明顯提升(sheng)節(jie)能(neng)減污降碳(tan)(tan)技術(shu)(shu)(shu)水平,試(shi)點(dian)(dian)(dian)氫(qing)冶金等(deng)革新(xin)技術(shu)(shu)(shu),形成(cheng)先進(jin)氫(qing)燃料(liao)電(dian)池汽車制造、智(zhi)慧(hui)(hui)交(jiao)通等(deng)核心(xin)技術(shu)(shu)(shu);開(kai)展碳(tan)(tan)捕集、利(li)用與(yu)(yu)(yu)封(feng)存全流程技術(shu)(shu)(shu)示范,突(tu)破新(xin)型(xing)吸附材料(liao)捕碳(tan)(tan)、二氧化(hua)碳(tan)(tan)規模化(hua)轉化(hua)利(li)用及(ji)封(feng)存等(deng)關(guan)鍵技術(shu)(shu)(shu)。推(tui)動煤(mei)轉化(hua)、煤(mei)與(yu)(yu)(yu)煤(mei)層(ceng)氣(qi)共采、礦山(shan)裝(zhuang)(zhuang)備及(ji)智(zhi)能(neng)制造等(deng)國(guo)家(jia)重點(dian)(dian)(dian)實(shi)驗(yan)室提質增(zeng)效(xiao),在(zai)碳(tan)(tan)達(da)峰(feng)(feng)、碳(tan)(tan)中(zhong)(zhong)和領(ling)域(yu)新(xin)建(jian)20家(jia)以(yi)上(shang)(shang)重點(dian)(dian)(dian)實(shi)驗(yan)室、技術(shu)(shu)(shu)創新(xin)中(zhong)(zhong)心(xin)等(deng)省(sheng)(sheng)級創新(xin)平臺,承(cheng)擔(dan)或參與(yu)(yu)(yu)10項以(yi)上(shang)(shang)國(guo)家(jia)科(ke)技計劃重點(dian)(dian)(dian)項目任務,支持企(qi)業、科(ke)研(yan)院(yuan)所(suo)、新(xin)型(xing)研(yan)發(fa)機構等(deng)創新(xin)主(zhu)體(ti)開(kai)展聯(lian)合攻關(guan),碳(tan)(tan)達(da)峰(feng)(feng)碳(tan)(tan)中(zhong)(zhong)和技術(shu)(shu)(shu)創新(xin)體(ti)系(xi)初(chu)現雛形。


到2030年(nian),在煤炭、非常規(gui)天然氣、氫能(neng)(neng)、可再生能(neng)(neng)源(yuan)開(kai)發利(li)用、能(neng)(neng)源(yuan)互聯網、先進儲能(neng)(neng)、重(zhong)點行業節(jie)能(neng)(neng)減碳(tan)(tan)(tan)、二(er)氧化(hua)碳(tan)(tan)(tan)捕集(ji)封存利(li)用等多領域(yu),突(tu)破一批基礎前沿難題(ti),攻克一批低(di)碳(tan)(tan)(tan)、零(ling)碳(tan)(tan)(tan)、負碳(tan)(tan)(tan)關鍵共(gong)性(xing)技(ji)(ji)術,新(xin)建50家以上(shang)重(zhong)點實(shi)驗(yan)室、技(ji)(ji)術創(chuang)新(xin)中心、中試(shi)基地、新(xin)型研發機構等省(sheng)級創(chuang)新(xin)平臺,培(pei)育規(gui)模以上(shang)高新(xin)技(ji)(ji)術企(qi)業,重(zhong)點領域(yu)低(di)碳(tan)(tan)(tan)技(ji)(ji)術水(shui)平大(da)幅提(ti)升,重(zhong)點行業能(neng)(neng)源(yuan)利(li)用率顯著增(zeng)加,構建支撐(cheng)產業結(jie)構優化(hua)升級和能(neng)(neng)源(yuan)結(jie)構調整的(de)低(di)碳(tan)(tan)(tan)零(ling)碳(tan)(tan)(tan)負碳(tan)(tan)(tan)技(ji)(ji)術體系,我(wo)省(sheng)科技(ji)(ji)創(chuang)新(xin)能(neng)(neng)力(li)大(da)幅提(ti)升,企(qi)業創(chuang)新(xin)主體地位不斷增(zeng)強(qiang),為我(wo)國(guo)如期實(shi)現(xian)碳(tan)(tan)(tan)達峰目標貢獻(xian)山(shan)西科技(ji)(ji)力(li)量。


二、重(zhong)點領域科技創新行(xing)動


(一)開展煤炭(tan)清(qing)潔高效低碳利用技術(shu)攻關示范行動


以(yi)推進煤炭和(he)(he)煤電(dian)(dian)、煤電(dian)(dian)和(he)(he)新能源、煤炭和(he)(he)煤化工(gong)、煤炭產業和(he)(he)數字技(ji)術(shu)、煤炭產業和(he)(he)降碳技(ji)術(shu)“五個一體化”為主攻方向,努力探索煤炭清(qing)潔高效(xiao)低碳利用(yong)技(ji)術(shu)發展新路徑。


圍繞煤(mei)炭綠色開(kai)(kai)發(fa)碳(tan)排放控制,重點(dian)研(yan)(yan)發(fa)井下采(cai)選(xuan)充一體(ti)化、充填(tian)開(kai)(kai)采(cai)、煤(mei)與瓦斯共采(cai)、保水開(kai)(kai)采(cai)、無(wu)煤(mei)柱開(kai)(kai)采(cai)等綠色開(kai)(kai)采(cai)技(ji)(ji)術,開(kai)(kai)展原位改性流(liu)體(ti)化采(cai)礦技(ji)(ji)術在深(shen)部煤(mei)炭資源開(kai)(kai)發(fa)等方面的研(yan)(yan)究(jiu)。開(kai)(kai)發(fa)智(zhi)能變頻(pin)永(yong)磁驅動電機裝(zhuang)備等節能開(kai)(kai)采(cai)裝(zhuang)備,提(ti)升煤(mei)炭開(kai)(kai)采(cai)智(zhi)能化水平。


聚焦煤(mei)炭清潔高效(xiao)低碳燃(ran)燒發(fa)電(dian)(dian)(dian),重點研發(fa)燃(ran)煤(mei)發(fa)電(dian)(dian)(dian)機(ji)組(zu)高效(xiao)燃(ran)燒技(ji)(ji)術、基(ji)于(yu)煤(mei)氣化耦合煤(mei)粉(fen)鍋爐超(chao)低負荷(he)穩燃(ran)技(ji)(ji)術、燃(ran)煤(mei)耦合生(sheng)物質發(fa)電(dian)(dian)(dian)技(ji)(ji)術、智能發(fa)電(dian)(dian)(dian)與(yu)智慧電(dian)(dian)(dian)廠(chang)技(ji)(ji)術等關(guan)鍵技(ji)(ji)術,攻關(guan)電(dian)(dian)(dian)廠(chang)廢水近零(ling)排放(fang)、煙氣超(chao)低排放(fang)節能降耗、固廢處置與(yu)綜(zong)合利用技(ji)(ji)術,開(kai)發(fa)高效(xiao)粉(fen)煤(mei)鍋爐、循環流化床鍋爐與(yu)熱電(dian)(dian)(dian)解耦技(ji)(ji)術新裝備(bei),提升余熱深度(du)回收技(ji)(ji)術水平。

三、保障措施


(一)加強組織領導


以支撐國家和全(quan)省(sheng)碳達峰碳中(zhong)和重大戰略部署為(wei)目標(biao),在省(sheng)推進(jin)碳達峰碳中(zhong)和工作領導小組領導下,積(ji)極融(rong)入國家戰略,統(tong)籌(chou)各類資(zi)源(yuan),促進(jin)多(duo)方聯動,組織和協(xie)調碳達峰碳中(zhong)和科技(ji)專項(xiang)行(xing)動落(luo)實,實現關鍵(jian)技(ji)術(shu)攻(gong)關、重點(dian)創新平臺建(jian)設、高科技(ji)企(qi)業培育等一(yi)體化(hua)推進(jin),加強綠色(se)低(di)碳科技(ji)創新。


(二)加大政策保障


深入(ru)貫徹落(luo)實(shi)國家(jia)碳達(da)峰碳中和創(chuang)新政策,營造(zao)一流創(chuang)新生態,深化(hua)(hua)省科技(ji)(ji)體制改革,健全創(chuang)新激勵機(ji)制,加(jia)大(da)碳達(da)峰碳中和領域科技(ji)(ji)創(chuang)新支持力度,探索建立適應(ying)顛覆式創(chuang)新的(de)研發組(zu)織模式,支持企業、高校、科研機(ji)構(gou)等建立綠色技(ji)(ji)術創(chuang)新孵化(hua)(hua)器、創(chuang)新創(chuang)業基地等,加(jia)速科技(ji)(ji)成果轉化(hua)(hua)。


(三)強化評估考核


建立健(jian)全動態評估(gu)(gu)(gu)機制,強化(hua)目(mu)標(biao)責任(ren)考(kao)核,開(kai)展跟(gen)蹤監(jian)測、科學評估(gu)(gu)(gu)和督促檢查,加強評估(gu)(gu)(gu)考(kao)核結果運用,保證實施方案各(ge)項任(ren)務可(ke)操作、可(ke)監(jian)控、可(ke)評估(gu)(gu)(gu)。


(四)做好風險防范


圍繞碳達(da)峰碳中(zhong)和關鍵(jian)共(gong)性技(ji)術(shu)、前沿引領(ling)技(ji)術(shu)、現代工程技(ji)術(shu)、顛覆性技(ji)術(shu)攻關,加(jia)強技(ji)術(shu)風險評估,做好風險管理并完善防(fang)范措施(shi),防(fang)范化解(jie)重大風險,推(tui)動(dong)實現科技(ji)自立自強。
