內蒙古自治區工業領域碳達峰實施方案
為深入貫徹習近平(ping)總書記關于碳達(da)峰碳中和(he)工(gong)作(zuo)系列重要講話和(he)指(zhi)示精(jing)神,全面準確落實黨中央、國務(wu)院和(he)自(zi)治區關于碳達(da)峰碳中和(he)的重大戰略(lve)決策(ce)部署,扎實有(you)序推(tui)進(jin)自(zi)治區工(gong)業領域碳達(da)峰工(gong)作(zuo),制(zhi)定本方案。
一、總體要求
(一)指導思想
以(yi)(yi)(yi)習近平(ping)(ping)新時代(dai)中國(guo)特色(se)社會主義(yi)思想為(wei)(wei)指導(dao)(dao),全面貫徹黨的(de)(de)十九大和(he)十九屆歷次(ci)全會精神,深入踐行(xing)習近平(ping)(ping)生(sheng)態文明(ming)思想,完(wan)整(zheng)、準確(que)、全面貫徹新發展(zhan)理念(nian),堅(jian)定不移走以(yi)(yi)(yi)生(sheng)態優(you)先(xian)、綠色(se)發展(zhan)為(wei)(wei)導(dao)(dao)向的(de)(de)高質量發展(zhan)新路子(zi),堅(jian)持系統觀念(nian),統籌處(chu)理好工(gong)業(ye)(ye)發展(zhan)和(he)節(jie)能降碳、整(zheng)體和(he)局部、短期和(he)中長期的(de)(de)關系,以(yi)(yi)(yi)深化(hua)(hua)供給(gei)側結構性改革為(wei)(wei)主線,以(yi)(yi)(yi)“控總(zong)量、優(you)存量、調結構”為(wei)(wei)關鍵,以(yi)(yi)(yi)實現(xian)自治區(qu)工(gong)業(ye)(ye)領(ling)域(yu)碳達(da)峰為(wei)(wei)根本目(mu)的(de)(de),以(yi)(yi)(yi)實施工(gong)業(ye)(ye)重(zhong)點行(xing)業(ye)(ye)達(da)峰等專項(xiang)行(xing)動(dong)為(wei)(wei)抓手,構建(jian)以(yi)(yi)(yi)高效、循(xun)環、低(di)碳為(wei)(wei)特征的(de)(de)現(xian)代(dai)綠色(se)工(gong)業(ye)(ye)體系,推動(dong)我區(qu)工(gong)業(ye)(ye)高端化(hua)(hua)、智(zhi)能化(hua)(hua)、綠色(se)化(hua)(hua)發展(zhan),力爭2030年實現(xian)自治區(qu)工(gong)業(ye)(ye)領(ling)域(yu)碳達(da)峰目(mu)標。
(二)基本原則
穩妥(tuo)有序,系統推(tui)(tui)進。在(zai)推(tui)(tui)動(dong)全(quan)區(qu)(qu)制造業(ye)比重(zhong)穩步提升、保持全(quan)區(qu)(qu)產業(ye)鏈(lian)供應鏈(lian)安全(quan)的前提下,將碳達(da)峰碳中和目標貫(guan)穿產業(ye)鏈(lian)供應鏈(lian)全(quan)過程和各環(huan)節,積極穩妥(tuo)推(tui)(tui)進碳達(da)峰各項(xiang)任務,推(tui)(tui)動(dong)全(quan)區(qu)(qu)工(gong)業(ye)全(quan)面綠(lv)色低碳轉(zhuan)型。
節約優先,源(yuan)(yuan)頭把(ba)控(kong)。把(ba)節約能(neng)源(yuan)(yuan)資(zi)源(yuan)(yuan)放(fang)在首位,提升利用效率,優化能(neng)源(yuan)(yuan)和(he)原料(liao)結(jie)構(gou),加強企業、行業、地區間產業耦(ou)合鏈(lian)接(jie),持(chi)續降(jiang)低單位產出能(neng)源(yuan)(yuan)資(zi)源(yuan)(yuan)消耗和(he)碳(tan)排放(fang),從源(yuan)(yuan)頭上(shang)減少(shao)二(er)氧化碳(tan)排放(fang)。
創(chuang)新(xin)驅動(dong),數字(zi)賦(fu)能。堅持把(ba)創(chuang)新(xin)作為第一驅動(dong)力,強化科技創(chuang)新(xin)和制度創(chuang)新(xin),著力推進重大(da)節能低碳(tan)技術工藝實(shi)施應用,強化新(xin)一代信息(xi)技術在綠(lv)色低碳(tan)領域(yu)的創(chuang)新(xin)應用,以數字(zi)化智能化賦(fu)能綠(lv)色化,培育壯(zhuang)大(da)綠(lv)色低碳(tan)新(xin)動(dong)能。
市(shi)場(chang)主(zhu)導(dao),政策引(yin)領。充(chong)分發揮市(shi)場(chang)在資源配置中的(de)(de)決(jue)定性作(zuo)用,完(wan)善推動(dong)綠(lv)色低碳(tan)發展的(de)(de)市(shi)場(chang)化(hua)機制(zhi)(zhi)。積極發揮政府引(yin)導(dao)作(zuo)用,著力破解制(zhi)(zhi)約碳(tan)達峰的(de)(de)體制(zhi)(zhi)機制(zhi)(zhi)障(zhang)礙。完(wan)善以碳(tan)減(jian)排為導(dao)向的(de)(de)激(ji)勵約束(shu)機制(zhi)(zhi),引(yin)導(dao)市(shi)場(chang)主(zhu)體積極參與碳(tan)達峰工作(zuo),強化(hua)綠(lv)色產品服務供給,推動(dong)實現碳(tan)達峰。
(三)總體目標
“十四五”期間,全區工業領域(yu)產(chan)業結構與(yu)用(yong)能(neng)(neng)結構明顯優化(hua),非化(hua)石能(neng)(neng)源消(xiao)費(fei)比重大幅(fu)提高。重點行業能(neng)(neng)源資(zi)源利用(yong)效率大幅(fu)提升(sheng),綠色低碳零碳負碳技術、裝備、工藝、產(chan)品推(tui)廣應用(yong)取得新進展,綠色制造體系基本完善,單(dan)位工業增加值二氧化(hua)碳排(pai)放明顯下(xia)降,完成國家和(he)自治區下(xia)達的目標(biao)任務。
到2030年,全(quan)區工(gong)(gong)業(ye)(ye)(ye)(ye)領域產業(ye)(ye)(ye)(ye)結構與用(yong)能(neng)結構調整(zheng)取得重大進(jin)展(zhan),重點用(yong)能(neng)行業(ye)(ye)(ye)(ye)能(neng)源資(zi)源利(li)用(yong)效率達到國內先進(jin)水平(ping),工(gong)(gong)業(ye)(ye)(ye)(ye)領域綠色低碳(tan)循環發展(zhan)體(ti)系基本健全(quan),如期實現工(gong)(gong)業(ye)(ye)(ye)(ye)領域碳(tan)達峰(feng)目標。
二、重點任務
(一)提高行業準(zhun)入門檻(jian),嚴控行業產能規模(mo)
1.控制(zhi)(zhi)重(zhong)點行業(ye)產(chan)(chan)(chan)能(neng)(neng)(neng)規(gui)模。嚴(yan)(yan)格(ge)控制(zhi)(zhi)碳排放重(zhong)點行業(ye)產(chan)(chan)(chan)能(neng)(neng)(neng)規(gui)模,嚴(yan)(yan)禁(jin)新建《產(chan)(chan)(chan)業(ye)結構調整指(zhi)導目錄(lu)》中限制(zhi)(zhi)類和淘(tao)汰(tai)類項目,暢通產(chan)(chan)(chan)能(neng)(neng)(neng)轉移渠道,探索(suo)建立能(neng)(neng)(neng)耗(hao)指(zhi)標、碳配額指(zhi)標隨產(chan)(chan)(chan)能(neng)(neng)(neng)指(zhi)標轉移機(ji)制(zhi)(zhi),鼓勵產(chan)(chan)(chan)能(neng)(neng)(neng)集中集聚發展。(自治區(qu)發改(gai)委、生(sheng)態環境廳、工信廳按職責分(fen)工負責)
2.提高(gao)(gao)(gao)行(xing)業(ye)準入(ru)標準。進(jin)(jin)一步提高(gao)(gao)(gao)重點行(xing)業(ye)新(xin)改擴建(jian)項(xiang)目(mu)的準入(ru)門檻(jian)。嚴格落實產能置(zhi)換、項(xiang)目(mu)備(bei)案、環(huan)境影響評(ping)價、節能審(shen)查等政策規定。新(xin)改擴建(jian)高(gao)(gao)(gao)耗(hao)(hao)能項(xiang)目(mu),在滿足本地(di)區能耗(hao)(hao)雙(shuang)控要求的前提下(xia),工(gong)(gong)藝技術裝備(bei)須達(da)到國內先(xian)進(jin)(jin)水(shui)(shui)平,能源利用效率須達(da)到國家先(xian)進(jin)(jin)標準(國家能效標桿水(shui)(shui)平、能耗(hao)(hao)限額標準先(xian)進(jin)(jin)值(zhi)或行(xing)業(ye)先(xian)進(jin)(jin)水(shui)(shui)平,下(xia)同(tong))。(自(zi)治區發改委(wei)、生(sheng)態(tai)環(huan)境廳(ting)、工(gong)(gong)信廳(ting)按(an)職責(ze)分工(gong)(gong)負(fu)責(ze))
3.優化完(wan)善“兩高(gao)(gao)”項(xiang)(xiang)目(mu)管理(li)(li)。采(cai)取強(qiang)有(you)力措施,對“兩高(gao)(gao)”項(xiang)(xiang)目(mu)實行(xing)(xing)清單(dan)管理(li)(li)、分(fen)(fen)類(lei)處置、動態監(jian)控。嚴(yan)把“兩高(gao)(gao)”項(xiang)(xiang)目(mu)準(zhun)(zhun)入(ru),嚴(yan)格項(xiang)(xiang)目(mu)核準(zhun)(zhun)備案,加強(qiang)固定資產投資節(jie)能審查、環境(jing)影響評價和(he)用水(shui)(shui)(shui)前期手續辦理(li)(li)管理(li)(li)。對于(yu)(yu)低于(yu)(yu)行(xing)(xing)業(ye)(ye)能效(xiao)基(ji)(ji)準(zhun)(zhun)水(shui)(shui)(shui)平(ping)的存(cun)量項(xiang)(xiang)目(mu),要求通過技術改(gai)造(zao),全部(bu)達(da)(da)到(dao)國(guo)家基(ji)(ji)準(zhun)(zhun)水(shui)(shui)(shui)平(ping);對于(yu)(yu)能效(xiao)介于(yu)(yu)標桿(gan)(gan)水(shui)(shui)(shui)平(ping)和(he)基(ji)(ji)準(zhun)(zhun)水(shui)(shui)(shui)平(ping)之間的存(cun)量項(xiang)(xiang)目(mu),鼓勵參照國(guo)家標桿(gan)(gan)水(shui)(shui)(shui)平(ping)實施改(gai)造(zao)升級,爭取進入(ru)行(xing)(xing)業(ye)(ye)能效(xiao)“領跑者”名(ming)單(dan);對于(yu)(yu)在建項(xiang)(xiang)目(mu),對能效(xiao)水(shui)(shui)(shui)平(ping)低于(yu)(yu)本行(xing)(xing)業(ye)(ye)基(ji)(ji)準(zhun)(zhun)水(shui)(shui)(shui)平(ping)的,按有(you)關規定整改(gai),力爭達(da)(da)到(dao)標桿(gan)(gan)水(shui)(shui)(shui)平(ping);科學評估擬(ni)建項(xiang)(xiang)目(mu),對產能已飽(bao)和(he)的行(xing)(xing)業(ye)(ye)要按照“減量替代”原則(ze)壓減產能,對產能尚未飽(bao)和(he)的行(xing)(xing)業(ye)(ye)要按照國(guo)家布局和(he)審批備案等要求,對標國(guo)家先進標準(zhun)(zhun)提(ti)高(gao)(gao)準(zhun)(zhun)入(ru)標準(zhun)(zhun),按照國(guo)家能效(xiao)標桿(gan)(gan)水(shui)(shui)(shui)平(ping)設計(ji)建設。(自(zi)治區發改(gai)委、生態環境(jing)廳、工(gong)信廳按職責分(fen)(fen)工(gong)負責)
(二(er))改(gai)造提升(sheng)傳統產(chan)業,釋放節能(neng)降(jiang)碳潛力
1.加(jia)快(kuai)淘汰、化解落后和(he)過剩產(chan)(chan)能(neng)。制定化解過剩產(chan)(chan)能(neng)計劃,引導鋼鐵、鐵合(he)金、電石(shi)、焦炭、石(shi)墨電極(ji)行業(ye)限制類產(chan)(chan)能(neng)全部有序(xu)退出,實施產(chan)(chan)能(neng)置換(huan)升(sheng)級(ji)改造。(自治區(qu)工(gong)(gong)信廳、發改委、生態環境(jing)廳按職責(ze)分(fen)工(gong)(gong)負責(ze))
專欄1“十四(si)五”加快淘汰化解落(luo)后和過剩產能
鋼(gang)鐵(tie)(tie):有效容積1200立方米以下煉(lian)鋼(gang)用生鐵(tie)(tie)高爐、公稱(cheng)容量(liang)100噸以下煉(lian)鋼(gang)轉爐、公稱(cheng)容量(liang)100噸(合金(jin)鋼(gang)50噸)以下電弧爐。
鐵(tie)合金:25000千伏安及以下礦(kuang)熱爐(特(te)種鐵(tie)合金除外)
電石(shi):30000千伏安以下礦熱爐。
焦炭(tan):炭(tan)化室高度(du)小于6.0米(mi)頂(ding)裝焦爐(lu)、炭(tan)化室高度(du)小于5.5米(mi)搗固焦爐(lu)、100萬噸(dun)/年以下焦化項目(mu)。
石(shi)墨(mo)電(dian)(dian)極:普(pu)通功率和高功率石(shi)墨(mo)電(dian)(dian)極壓(ya)型設備(bei)、焙燒設備(bei)和生產線(xian),直徑600毫米(不含)以下石(shi)墨(mo)電(dian)(dian)極生產線(xian)。
虛(xu)(xu)擬(ni)貨幣(bi)挖礦:全(quan)面清理關停虛(xu)(xu)擬(ni)貨幣(bi)挖礦項目。
2.深入推進(jin)(jin)節(jie)(jie)(jie)能(neng)技(ji)(ji)(ji)術(shu)改(gai)(gai)(gai)造(zao)(zao)。加(jia)(jia)快(kuai)(kuai)(kuai)節(jie)(jie)(jie)能(neng)改(gai)(gai)(gai)造(zao)(zao)升(sheng)級,聚焦鋼(gang)鐵、石(shi)化(hua)化(hua)工(gong)(gong)(gong)、有色(se)金屬、建材等(deng)重(zhong)點(dian)行(xing)(xing)業,制定節(jie)(jie)(jie)能(neng)技(ji)(ji)(ji)術(shu)改(gai)(gai)(gai)造(zao)(zao)實施方(fang)案(an),確定技(ji)(ji)(ji)改(gai)(gai)(gai)企(qi)業清單(dan),加(jia)(jia)強節(jie)(jie)(jie)能(neng)技(ji)(ji)(ji)術(shu)改(gai)(gai)(gai)造(zao)(zao)項目儲(chu)備,穩妥推進(jin)(jin)組織企(qi)業實施改(gai)(gai)(gai)造(zao)(zao),科學評價(jia)改(gai)(gai)(gai)造(zao)(zao)實施效(xiao)果,推動全區工(gong)(gong)(gong)業企(qi)業對標國家標桿水(shui)平(先進(jin)(jin)標準)開展節(jie)(jie)(jie)能(neng)技(ji)(ji)(ji)術(shu)改(gai)(gai)(gai)造(zao)(zao),通(tong)過實施節(jie)(jie)(jie)能(neng)改(gai)(gai)(gai)造(zao)(zao),鋼(gang)鐵、有色(se)、化(hua)工(gong)(gong)(gong)、建材等(deng)重(zhong)點(dian)行(xing)(xing)業單(dan)位產(chan)品(pin)能(neng)耗大(da)幅下(xia)降(jiang),達到標桿水(shui)平的產(chan)能(neng)超過30%。加(jia)(jia)快(kuai)(kuai)(kuai)先進(jin)(jin)高效(xiao)工(gong)(gong)(gong)藝(yi)、中低(di)品(pin)位余熱余壓利用(yong)等(deng)節(jie)(jie)(jie)能(neng)技(ji)(ji)(ji)術(shu)創新(xin)與(yu)推廣(guang)應用(yong),減少(shao)生產(chan)工(gong)(gong)(gong)序能(neng)源消耗。加(jia)(jia)快(kuai)(kuai)(kuai)傳(chuan)統產(chan)業主要(yao)產(chan)品(pin)工(gong)(gong)(gong)藝(yi)升(sheng)級與(yu)綠色(se)化(hua)改(gai)(gai)(gai)造(zao)(zao),不斷優化(hua)工(gong)(gong)(gong)業產(chan)品(pin)結構。全面淘汰高耗能(neng)機(ji)電設備,推動工(gong)(gong)(gong)業窯爐(lu)、鍋爐(lu)、電機(ji)、壓縮機(ji)、泵、變壓器等(deng)重(zhong)點(dian)用(yong)能(neng)設備系統節(jie)(jie)(jie)能(neng)改(gai)(gai)(gai)造(zao)(zao)。(自治區工(gong)(gong)(gong)信廳、發改(gai)(gai)(gai)委、科技(ji)(ji)(ji)廳、市場監管(guan)局按職責(ze)分工(gong)(gong)(gong)負責(ze))

化(hua)工行(xing)業(ye):推廣大型粉煤(mei)加壓氣化(hua)、烯烴原料輕質化(hua)、水煤(mei)漿氣化(hua)、硝酸綜(zong)合(he)處理、高(gao)(gao)(gao)效流體(ti)傳(chuan)(chuan)輸、高(gao)(gao)(gao)效低能耗合(he)成尿素工藝技(ji)術(shu);高(gao)(gao)(gao)效煤(mei)氣化(hua)爐(lu)(lu)、合(he)成反應(ying)器、高(gao)(gao)(gao)效精餾系(xi)統、智(zhi)能控制(zhi)系(xi)統、高(gao)(gao)(gao)效降膜蒸發技(ji)術(shu);焦(jiao)爐(lu)(lu)荒煤(mei)氣顯(xian)熱回(hui)收利用、干熄焦(jiao)、焦(jiao)爐(lu)(lu)炭化(hua)室荒氣回(hui)收和(he)壓力(li)自動調(diao)節、煉焦(jiao)煤(mei)調(diao)濕風選技(ji)術(shu)、槽電壓優化(hua)控制(zhi)、水膜蒸發傳(chuan)(chuan)熱冷卻技(ji)術(shu);廢酸脫析技(ji)術(shu)、濃硫酸清凈技(ji)術(shu)。

終端用(yong)能設(she)備(bei)。電機系(xi)統:推(tui)廣永磁同步伺服和(he)渦流柔(rou)性傳動電機、高壓變頻調速、冷(leng)卻(que)塔(ta)用(yong)混流式(shi)水(shui)輪機等(deng)電機系(xi)統。配電系(xi)統:推(tui)廣非晶合金(jin)變壓器、有載調容調壓、系(xi)統無(wu)功補償及(ji)參數優化系(xi)統。爐窯系(xi)統:推(tui)廣富氧助燃(ran)、蓄(xu)熱(re)式(shi)燃(ran)燒(shao)、循環水(shui)系(xi)統防垢(gou)提(ti)效等(deng)技術。

三、重點行動
(一)實(shi)施重點行業(ye)達峰行動
聚(ju)焦(jiao)重點行業,厘清降碳路(lu)徑,制(zhi)定鋼(gang)(gang)鐵、有色(se)、建(jian)材、化工行業碳達峰(feng)實施方案,分業施策、持續推進,控(kong)制(zhi)碳排放量,降低碳排放強(qiang)度(du)。到2030年,鋼(gang)(gang)鐵、有色(se)、建(jian)材、化工等重點行業碳排放全(quan)部實現達峰(feng)。

(四)強化責(ze)任(ren)落實(shi)。各盟市要充分認識碳(tan)(tan)達峰(feng)(feng)碳(tan)(tan)中和工(gong)作(zuo)(zuo)的重要性緊迫性復雜性,結合(he)本(ben)地區工(gong)業(ye)發(fa)展(zhan)實(shi)際,編制本(ben)地區相關(guan)方案,提(ti)出符合(he)實(shi)際、切實(shi)可(ke)行(xing)的碳(tan)(tan)達峰(feng)(feng)時間表(biao)、路(lu)(lu)線圖(tu),明確工(gong)作(zuo)(zuo)目(mu)標、重點任(ren)務、達峰(feng)(feng)路(lu)(lu)徑,加大對工(gong)業(ye)綠色低碳(tan)(tan)轉(zhuan)型支持力度(du),切實(shi)做好本(ben)地區工(gong)業(ye)碳(tan)(tan)達峰(feng)(feng)工(gong)作(zuo)(zuo)。(各盟市人民政(zheng)府、各有關(guan)部門按職責(ze)分工(gong)負責(ze))
(五)營造(zao)(zao)良好氛(fen)圍。充分發(fa)揮行業協會、科研(yan)院所(suo)、各類媒體(ti)等機構的作用(yong),利用(yong)節能宣(xuan)傳(chuan)周、全國低碳日開展多形式宣(xuan)傳(chuan)教(jiao)(jiao)育。加大高校、科研(yan)院所(suo)、企業相(xiang)關(guan)技術人才培(pei)養力度,開展碳排(pai)放(fang)管理員培(pei)訓,建(jian)立完善多層(ceng)次(ci)人才培(pei)養體(ti)系。鼓勵企業組織碳減排(pai)相(xiang)關(guan)公眾開放(fang)日活動,引導建(jian)立綠(lv)色生產消(xiao)費模式,為工(gong)(gong)業綠(lv)色低碳發(fa)展營造(zao)(zao)良好環境。(自治(zhi)區發(fa)改委、工(gong)(gong)信(xin)廳(ting)、生態環境廳(ting)、教(jiao)(jiao)育廳(ting)、國資(zi)委等部門按職責分工(gong)(gong)負責)
