其中提出,深挖電(dian)(dian)力負(fu)(fu)(fu)(fu)荷(he)(he)(he)(he)(he)(he)側靈(ling)活性。整(zheng)合(he)負(fu)(fu)(fu)(fu)荷(he)(he)(he)(he)(he)(he)側需求(qiu)(qiu)響(xiang)應(ying)資(zi)源。將微電(dian)(dian)網、分(fen)布(bu)式智能電(dian)(dian)網、虛(xu)擬電(dian)(dian)廠、電(dian)(dian)動汽車充(chong)電(dian)(dian)設(she)施、用戶側源網荷(he)(he)(he)(he)(he)(he)儲一體(ti)化(hua)(hua)(hua)(hua)聚合(he)等納(na)入需求(qiu)(qiu)側響(xiang)應(ying)范圍,推動可中斷(duan)負(fu)(fu)(fu)(fu)荷(he)(he)(he)(he)(he)(he)、可控(kong)負(fu)(fu)(fu)(fu)荷(he)(he)(he)(he)(he)(he)參(can)與穩(wen)定(ding)控(kong)制(zhi)(zhi)。完善負(fu)(fu)(fu)(fu)荷(he)(he)(he)(he)(he)(he)控(kong)制(zhi)(zhi)手段。建(jian)立(li)完善市(shi)場化(hua)(hua)(hua)(hua)激勵機制(zhi)(zhi),明確各(ge)參(can)與主(zhu)體(ti)的市(shi)場地位(wei),引導各(ge)類(lei)市(shi)場主(zhu)體(ti)參(can)與負(fu)(fu)(fu)(fu)荷(he)(he)(he)(he)(he)(he)控(kong)制(zhi)(zhi)建(jian)設(she)和運營,創(chuang)新負(fu)(fu)(fu)(fu)荷(he)(he)(he)(he)(he)(he)控(kong)制(zhi)(zhi)技(ji)術和方式;加(jia)快新型(xing)電(dian)(dian)力負(fu)(fu)(fu)(fu)荷(he)(he)(he)(he)(he)(he)管(guan)理系(xi)統建(jian)設(she),強化(hua)(hua)(hua)(hua)負(fu)(fu)(fu)(fu)荷(he)(he)(he)(he)(he)(he)分(fen)級分(fen)類(lei)管(guan)理和保障(zhang),實現負(fu)(fu)(fu)(fu)荷(he)(he)(he)(he)(he)(he)精(jing)準控(kong)制(zhi)(zhi)和用戶精(jing)細化(hua)(hua)(hua)(hua)用能管(guan)理。強化(hua)(hua)(hua)(hua)負(fu)(fu)(fu)(fu)荷(he)(he)(he)(he)(he)(he)控(kong)制(zhi)(zhi)執行剛(gang)性。科(ke)學制(zhi)(zhi)定(ding)負(fu)(fu)(fu)(fu)荷(he)(he)(he)(he)(he)(he)控(kong)制(zhi)(zhi)方案,明確負(fu)(fu)(fu)(fu)荷(he)(he)(he)(he)(he)(he)控(kong)制(zhi)(zhi)的執行條件,對保障(zhang)電(dian)(dian)網安全穩(wen)定(ding)運行的負(fu)(fu)(fu)(fu)荷(he)(he)(he)(he)(he)(he)控(kong)制(zhi)(zhi)措施,電(dian)(dian)網企業要嚴格執行,確保系(xi)統安全。

為深入貫徹黨(dang)的二(er)十大(da)精神,全(quan)面(mian)落實(shi)(shi)黨(dang)中(zhong)央、國務院決策部署,準確把握電(dian)力系統(tong)技術特性和發展規律(lv),扎實(shi)(shi)做好新形勢下(xia)電(dian)力系統(tong)穩定工作(zuo),保障電(dian)力安(an)全(quan)可靠供應,推動實(shi)(shi)現碳達峰碳中(zhong)和目(mu)標(biao),提(ti)出以下(xia)意(yi)見。
一、充分認識做(zuo)好(hao)電力系統(tong)穩定工作的重要意義
(一)穩(wen)定工(gong)作(zuo)(zuo)是電(dian)(dian)(dian)力(li)(li)系統(tong)(tong)(tong)健康發(fa)(fa)(fa)展的(de)基(ji)礎。電(dian)(dian)(dian)力(li)(li)系統(tong)(tong)(tong)穩(wen)定工(gong)作(zuo)(zuo)是以保(bao)(bao)障(zhang)電(dian)(dian)(dian)力(li)(li)系統(tong)(tong)(tong)安全穩(wen)定運(yun)行(xing)為目(mu)標,統(tong)(tong)(tong)籌發(fa)(fa)(fa)輸(shu)供(gong)用(yong)儲各環(huan)節的(de)系統(tong)(tong)(tong)性(xing)(xing)全局性(xing)(xing)綜(zong)合性(xing)(xing)工(gong)作(zuo)(zuo),是電(dian)(dian)(dian)力(li)(li)行(xing)業管(guan)理的(de)重要內容,是實(shi)現電(dian)(dian)(dian)力(li)(li)行(xing)業健康發(fa)(fa)(fa)展、確保(bao)(bao)電(dian)(dian)(dian)力(li)(li)安全可(ke)靠供(gong)應的(de)基(ji)礎。在我國(guo)電(dian)(dian)(dian)力(li)(li)系統(tong)(tong)(tong)長期發(fa)(fa)(fa)展實(shi)踐中,穩(wen)定工(gong)作(zuo)(zuo)始終立足(zu)我國(guo)能(neng)源基(ji)本國(guo)情,遵循電(dian)(dian)(dian)力(li)(li)行(xing)業發(fa)(fa)(fa)展客觀規(gui)律,嚴格(ge)執(zhi)行(xing)《電(dian)(dian)(dian)力(li)(li)系統(tong)(tong)(tong)安全穩(wen)定導(dao)則》等技術(shu)規(gui)定,不斷筑牢(lao)“三道防(fang)線”,主動防(fang)范和化解各類系統(tong)(tong)(tong)風險,保(bao)(bao)障(zhang)了電(dian)(dian)(dian)力(li)(li)系統(tong)(tong)(tong)穩(wen)定運(yun)行(xing),為經濟社會發(fa)(fa)(fa)展提(ti)供(gong)了堅強支撐(cheng)。
(二)進一(yi)步加強穩(wen)定工作(zuo)是構建新(xin)型電(dian)(dian)(dian)力(li)系(xi)統的必(bi)然要求。未(wei)來相當長時間(jian)內(nei),電(dian)(dian)(dian)力(li)系(xi)統仍將維持以交流電(dian)(dian)(dian)為基礎的技術(shu)形態(tai),交流電(dian)(dian)(dian)力(li)系(xi)統穩(wen)定問題將長期(qi)存在。隨(sui)著我國(guo)能源(yuan)電(dian)(dian)(dian)力(li)綠色低碳轉型的深(shen)入推(tui)進,新(xin)能源(yuan)發(fa)電(dian)(dian)(dian)裝機大(da)幅增(zeng)長,電(dian)(dian)(dian)力(li)電(dian)(dian)(dian)子設備(bei)高比(bi)例接入,特高壓交直流輸電(dian)(dian)(dian)混(hun)聯運行,電(dian)(dian)(dian)力(li)系(xi)統生(sheng)產結(jie)構、運行機理(li)、功(gong)能形態(tai)等(deng)正在發(fa)生(sheng)深(shen)刻變化,低慣量(liang)、低阻尼、弱電(dian)(dian)(dian)壓支撐等(deng)問題凸顯,電(dian)(dian)(dian)力(li)供需失(shi)衡引發(fa)頻率、電(dian)(dian)(dian)壓等(deng)穩(wen)定問題的風險(xian)增(zeng)加,故障形態(tai)及連鎖反應路徑(jing)更(geng)加復雜。新(xin)型電(dian)(dian)(dian)力(li)系(xi)統安全穩(wen)定面臨更(geng)加嚴峻的挑戰(zhan),做好(hao)穩(wen)定工作(zuo)事關全局、意義重大(da)。
二、總體要求
(三)指導思想
以習近(jin)平新(xin)(xin)時(shi)代(dai)中國特色社會(hui)主義思想為指導,深入貫徹黨的(de)二十大精神,全(quan)面(mian)落實“雙(shuang)碳”戰略(lve)部署和“四個革命、一(yi)個合(he)作”能源(yuan)安全(quan)新(xin)(xin)戰略(lve),牢(lao)固樹立(li)管(guan)電(dian)(dian)(dian)就要(yao)管(guan)系統(tong)、管(guan)系統(tong)就要(yao)管(guan)穩定的(de)工作理念,立(li)足我國國情,堅持底線思維(wei)、問題(ti)導向,堅持系統(tong)觀念、守正(zheng)創新(xin)(xin),堅持先(xian)立(li)后破、穩妥有序,統(tong)籌發展和安全(quan),做好新(xin)(xin)型電(dian)(dian)(dian)力(li)系統(tong)穩定工作,為中國式現代(dai)化(hua)建設提供可靠電(dian)(dian)(dian)力(li)保障(zhang),滿足人民(min)美好生活用電(dian)(dian)(dian)需要(yao)。
(四)總體思路
——夯實(shi)穩(wen)定(ding)物理基礎。科學(xue)構建(jian)源(yuan)網荷儲結構與布局,保(bao)證電(dian)源(yuan)結構合理和(he)電(dian)網強度(du),建(jian)設充(chong)足的靈活調節能力和(he)穩(wen)定(ding)控制資源(yuan),確保(bao)必要的慣量、短路容量、有(you)功和(he)無(wu)功支撐,滿(man)足電(dian)力系(xi)統電(dian)力電(dian)量平衡和(he)安(an)全穩(wen)定(ding)運行(xing)的需求。
——強化穩(wen)(wen)定(ding)管理(li)體系。圍繞高(gao)比例可(ke)再生(sheng)能源、高(gao)比例電(dian)力(li)電(dian)子設備、源網荷儲互動環(huan)境下的電(dian)力(li)系統安(an)全穩(wen)(wen)定(ding)運行,遠近結(jie)合、科學謀劃(hua)電(dian)力(li)系統轉型(xing)的發展方向和路徑,統籌規劃(hua)、建(jian)設、運行、市場、科研等(deng)各項工作(zuo),建(jian)立適(shi)應(ying)新型(xing)電(dian)力(li)系統的穩(wen)(wen)定(ding)管理(li)體系,確保穩(wen)(wen)定(ding)工作(zuo)要求在新型(xing)電(dian)力(li)系統全過(guo)程、全環(huan)節、全方位(wei)落(luo)實。
——加(jia)強(qiang)科技(ji)(ji)創新(xin)(xin)(xin)支撐。圍繞系統(tong)安全穩(wen)定技(ji)(ji)術需求,加(jia)強(qiang)基礎理(li)論研究(jiu),推進重大技(ji)(ji)術和(he)裝備攻(gong)關(guan),加(jia)快(kuai)先進技(ji)(ji)術示(shi)范(fan)和(he)推廣應用,協同構建適應新(xin)(xin)(xin)型(xing)電力(li)系統(tong)的穩(wen)定技(ji)(ji)術標準體系,提升自(zi)主可控水平,以(yi)創新(xin)(xin)(xin)引領新(xin)(xin)(xin)型(xing)電力(li)系統(tong)建設。
三(san)、夯實(shi)新型電力系統穩(wen)定基礎(chu)
(五)完善(shan)合理(li)的(de)(de)(de)電(dian)(dian)(dian)源(yuan)(yuan)結構。統籌各類電(dian)(dian)(dian)源(yuan)(yuan)規(gui)模和(he)(he)布(bu)局(ju)。可靠發(fa)電(dian)(dian)(dian)能(neng)(neng)(neng)力(li)(li)要滿足(zu)電(dian)(dian)(dian)力(li)(li)電(dian)(dian)(dian)量平衡需要并留有合理(li)裕(yu)度,為系統提(ti)供(gong)足(zu)夠的(de)(de)(de)調(diao)(diao)(diao)峰、調(diao)(diao)(diao)頻、調(diao)(diao)(diao)壓能(neng)(neng)(neng)力(li)(li);科學確定(ding)電(dian)(dian)(dian)源(yuan)(yuan)接入電(dian)(dian)(dian)網電(dian)(dian)(dian)壓等(deng)級,實(shi)現(xian)對各級電(dian)(dian)(dian)網的(de)(de)(de)有效支(zhi)撐;構建多元互補的(de)(de)(de)綜(zong)合能(neng)(neng)(neng)源(yuan)(yuan)供(gong)應(ying)體系。增強(qiang)常規(gui)電(dian)(dian)(dian)源(yuan)(yuan)調(diao)(diao)(diao)節(jie)支(zhi)撐能(neng)(neng)(neng)力(li)(li)。新(xin)(xin)建煤電(dian)(dian)(dian)機組(zu)(zu)全(quan)部(bu)實(shi)現(xian)靈活性(xing)(xing)制造(zao),加快(kuai)存(cun)量煤電(dian)(dian)(dian)機組(zu)(zu)靈活性(xing)(xing)改造(zao),支(zhi)持退役火電(dian)(dian)(dian)機組(zu)(zu)調(diao)(diao)(diao)相(xiang)(xiang)功能(neng)(neng)(neng)改造(zao),不斷(duan)提(ti)高機組(zu)(zu)涉(she)網性(xing)(xing)能(neng)(neng)(neng);積極推進水電(dian)(dian)(dian)站依(yi)法合規(gui)增容(rong)擴機,新(xin)(xin)建水電(dian)(dian)(dian)機組(zu)(zu)應(ying)具備調(diao)(diao)(diao)相(xiang)(xiang)功能(neng)(neng)(neng);積極安全(quan)有序發(fa)展(zhan)核電(dian)(dian)(dian),適度布(bu)局(ju)調(diao)(diao)(diao)峰氣電(dian)(dian)(dian)。大力(li)(li)提(ti)升新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)主(zhu)動支(zhi)撐能(neng)(neng)(neng)力(li)(li)。推動系統友好(hao)型電(dian)(dian)(dian)站建設,逐步實(shi)現(xian)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)在電(dian)(dian)(dian)力(li)(li)供(gong)應(ying)和(he)(he)穩定(ding)支(zhi)撐方面(mian)的(de)(de)(de)可靠替(ti)代;協同推進大型新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)基(ji)地、調(diao)(diao)(diao)節(jie)支(zhi)撐電(dian)(dian)(dian)源(yuan)(yuan)和(he)(he)外(wai)送通道(dao)開(kai)發(fa)建設,保障外(wai)送電(dian)(dian)(dian)力(li)(li)的(de)(de)(de)連續性(xing)(xing)和(he)(he)穩定(ding)性(xing)(xing)。
(六)構(gou)建(jian)(jian)堅強柔性(xing)(xing)電(dian)(dian)網(wang)(wang)平臺。明(ming)確網(wang)(wang)架構(gou)建(jian)(jian)原則。構(gou)建(jian)(jian)分層分區、結構(gou)清晰、安全(quan)可控(kong)(kong)(kong)、靈(ling)活(huo)高(gao)效的(de)電(dian)(dian)網(wang)(wang)網(wang)(wang)架,合理(li)(li)確定同(tong)步電(dian)(dian)網(wang)(wang)規(gui)模(mo);保(bao)證電(dian)(dian)網(wang)(wang)結構(gou)強度,保(bao)持必要(yao)(yao)的(de)靈(ling)活(huo)性(xing)(xing)和(he)冗余度,適應(ying)運行方式的(de)靈(ling)活(huo)調整,具(ju)備(bei)與特高(gao)壓(ya)直(zhi)流(liu)(liu)、新能(neng)源(yuan)規(gui)模(mo)相適應(ying)的(de)抗擾動(dong)(dong)能(neng)力(li)。提高(gao)直(zhi)流(liu)(liu)送(song)受(shou)端(duan)(duan)穩定水平。直(zhi)流(liu)(liu)送(song)端(duan)(duan)要(yao)(yao)合理(li)(li)分群,控(kong)(kong)(kong)制同(tong)送(song)端(duan)(duan)、同(tong)受(shou)端(duan)(duan)直(zhi)流(liu)(liu)輸電(dian)(dian)規(gui)模(mo),新增輸電(dian)(dian)通(tong)道要(yao)(yao)避(bi)(bi)免(mian)過于集中;直(zhi)流(liu)(liu)受(shou)端(duan)(duan)要(yao)(yao)優化落(luo)點(dian)(dian)布局,避(bi)(bi)免(mian)落(luo)點(dian)(dian)過于密(mi)集;常規(gui)直(zhi)流(liu)(liu)受(shou)端(duan)(duan)和(he)新能(neng)源(yuan)高(gao)占比地區應(ying)具(ju)備(bei)足(zu)夠的(de)電(dian)(dian)壓(ya)支撐能(neng)力(li),短路比等指(zhi)標要(yao)(yao)符合要(yao)(yao)求(qiu);積極推(tui)動(dong)(dong)柔性(xing)(xing)直(zhi)流(liu)(liu)技(ji)術應(ying)用。促進各級(ji)電(dian)(dian)網(wang)(wang)協調發展。合理(li)(li)控(kong)(kong)(kong)制短路電(dian)(dian)流(liu)(liu)水平,適時推(tui)動(dong)(dong)電(dian)(dian)網(wang)(wang)解環(huan)和(he)電(dian)(dian)網(wang)(wang)柔性(xing)(xing)互(hu)聯;推(tui)動(dong)(dong)建(jian)(jian)設分布式智能(neng)電(dian)(dian)網(wang)(wang),統一開展穩定管理(li)(li),實(shi)現(xian)與大電(dian)(dian)網(wang)(wang)的(de)兼容互(hu)補和(he)友好互(hu)動(dong)(dong)。

(二十(shi)二)加(jia)快重大(da)電(dian)工裝(zhuang)備研制。研發大(da)容量斷路器(qi)、大(da)功率高(gao)性能電(dian)力(li)電(dian)子器(qi)件、新(xin)能源主(zhu)動(dong)支(zhi)(zhi)撐、大(da)容量柔性直流(liu)輸電(dian)等提(ti)升(sheng)電(dian)力(li)系(xi)統穩定水平的電(dian)工裝(zhuang)備。推動(dong)新(xin)型儲能技(ji)術向(xiang)高(gao)安全、高(gao)效率、主(zhu)動(dong)支(zhi)(zhi)撐方向(xiang)發展(zhan)。提(ti)高(gao)電(dian)力(li)工控芯片、基礎軟件、關鍵材料和元器(qi)件的自主(zhu)可(ke)控水平,強化電(dian)力(li)產業鏈競爭力(li)和抗風(feng)險能力(li)。
(二十三)加(jia)快(kuai)(kuai)先(xian)進技(ji)術示(shi)范(fan)和推廣應用。緊密(mi)圍繞(rao)電(dian)力系統(tong)穩定(ding)核心技(ji)術、重大裝備(bei)、關鍵材料和元器件(jian)等重點攻關方(fang)(fang)向,充分(fen)調(diao)動企(qi)業、高(gao)校及科研(yan)院所等各方(fang)(fang)面力量,因地制宜開展(zhan)電(dian)力系統(tong)穩定(ding)先(xian)進技(ji)術和裝備(bei)的示(shi)范(fan),積累運行經(jing)驗(yan)和數據(ju),及時推廣應用成熟適用技(ji)術,加(jia)快(kuai)(kuai)創新成果轉(zhuan)化。
