CSPPLAZA光熱發電網訊:日前,河北(bei)省人民政府發布《河北(bei)省碳達(da)(da)(da)峰實(shi)施方(fang)(fang)案》(以(yi)下(xia)簡(jian)稱:《方(fang)(fang)案》)。《方(fang)(fang)案》提出主要目標,到2025年(nian),非化(hua)石能(neng)源(yuan)消費(fei)(fei)比重達(da)(da)(da)到13%以(yi)上(shang)(shang)(shang);單位(wei)地(di)區(qu)(qu)生(sheng)產總(zong)值能(neng)耗和(he)(he)二(er)氧(yang)化(hua)碳排放(fang)確保完成國(guo)家下(xia)達(da)(da)(da)指標。到2030年(nian),煤(mei)炭消費(fei)(fei)比重降至(zhi)60%以(yi)下(xia),非化(hua)石能(neng)源(yuan)消費(fei)(fei)比重達(da)(da)(da)到19%以(yi)上(shang)(shang)(shang),單位(wei)地(di)區(qu)(qu)生(sheng)產總(zong)值能(neng)耗和(he)(he)二(er)氧(yang)化(hua)碳排放(fang)在2025年(nian)基礎上(shang)(shang)(shang)繼續(xu)大幅(fu)下(xia)降。
《方案》提出,加快發展可再生能源,鼓勵建設太陽能光熱發電示范項目。在(zai)糧(liang)食(shi)主產區和(he)林業發達地(di)區有序推動(dong)生(sheng)(sheng)物質熱(re)電(dian)聯產項目建(jian)設。因地(di)制宜發展地(di)熱(re)能(neng)。完善可再生(sheng)(sheng)能(neng)源(yuan)(yuan)消納(na)保(bao)障(zhang)機(ji)制,創新支(zhi)持政(zheng)策,推進可再生(sheng)(sheng)能(neng)源(yuan)(yuan)在(zai)大數據、制氫等(deng)產業和(he)清(qing)潔供(gong)暖、公共交(jiao)通(tong)領域應用(yong),提高(gao)可再生(sheng)(sheng)能(neng)源(yuan)(yuan)就地(di)消納(na)能(neng)力,完成國(guo)家下(xia)達的可再生(sheng)(sheng)能(neng)源(yuan)(yuan)電(dian)力消納(na)責任權重任務。
加快建設新型電力系統。構建適應高比例新能源接入的堅強智能電網,推動清潔電力資源全省范圍優化配置。積極發展“新能源+儲能”、源網荷儲一體化和多能互補,支持分布式新能源合理配置儲能系統。到2025年,新型儲能裝機容量達到400萬千瓦以上。到2030年(nian),抽水蓄能電站裝(zhuang)機(ji)容(rong)量達到867萬千瓦(wa),省級電網(wang)基本具備(bei)5%以上的尖(jian)峰負荷(he)響應(ying)能力(li)。

河北省碳達峰實施方案
為深入貫徹黨中央、國(guo)務院關(guan)于碳(tan)達峰、碳(tan)中和的(de)重大(da)決(jue)策部(bu)署(shu),扎實(shi)(shi)推進全省碳(tan)達峰行動(dong),根據《國(guo)務院關(guan)于印發2030年前碳(tan)達峰行動(dong)方(fang)案(an)的(de)通知》(國(guo)發〔2021〕23號),結(jie)合我省實(shi)(shi)際,制定本實(shi)(shi)施方(fang)案(an)。
一、總體要求
(一(yi))指導思(si)想(xiang)。以習近平新(xin)時代中(zhong)國特色(se)社(she)會(hui)主義(yi)思(si)想(xiang)為指導,全(quan)面(mian)(mian)貫(guan)(guan)徹黨的十九(jiu)大和(he)十九(jiu)屆歷次全(quan)會(hui)精神,深入貫(guan)(guan)徹習近平生態文(wen)明思(si)想(xiang),貫(guan)(guan)徹落實京津冀協(xie)同發(fa)(fa)展(zhan)(zhan)(zhan)戰略(lve)要求,立足(zu)新(xin)發(fa)(fa)展(zhan)(zhan)(zhan)階(jie)段(duan)、完(wan)整(zheng)準確(que)全(quan)面(mian)(mian)貫(guan)(guan)徹新(xin)發(fa)(fa)展(zhan)(zhan)(zhan)理(li)念(nian)、積極(ji)服務和(he)融入新(xin)發(fa)(fa)展(zhan)(zhan)(zhan)格局(ju)(ju),將碳達峰、碳中(zhong)和(he)工作納(na)入生態文(wen)明建設整(zheng)體布局(ju)(ju)和(he)經濟社(she)會(hui)發(fa)(fa)展(zhan)(zhan)(zhan)全(quan)局(ju)(ju),強化系統觀念(nian),處理(li)好發(fa)(fa)展(zhan)(zhan)(zhan)與減排(pai)、整(zheng)體與局(ju)(ju)部、長(chang)遠目(mu)標和(he)短期(qi)目(mu)標、政(zheng)(zheng)府和(he)市(shi)場的關系,明確(que)各(ge)(ge)地、各(ge)(ge)領(ling)域(yu)、各(ge)(ge)行(xing)業(ye)目(mu)標任務,重點(dian)實施十大專(zhuan)項行(xing)動,健全(quan)政(zheng)(zheng)策體系和(he)市(shi)場機制(zhi),推(tui)動經濟社(she)會(hui)發(fa)(fa)展(zhan)(zhan)(zhan)全(quan)面(mian)(mian)綠色(se)低(di)碳轉型,加快(kuai)形成(cheng)節約資源和(he)保(bao)護環(huan)境的產(chan)業(ye)結構、生產(chan)方式、生活方式、空間格局(ju)(ju),確(que)保(bao)如期(qi)實現碳達峰目(mu)標。
(二)工作原則。
整體謀劃、分類實施。樹牢全國一盤棋思想,積極服務和(he)融入全國大局(ju)。加強全省統籌,將碳達(da)峰貫穿(chuan)于(yu)經濟社會發展全過(guo)程和(he)各(ge)方面(mian),加強政策的系統性、協同性。因地制宜、分類施策,推動各(ge)地、各(ge)領域、各(ge)行業梯次有序達(da)峰。
立足(zu)實際(ji)、兼顧長遠。結(jie)合資源(yuan)環境稟賦、產業布局、發展階段等,明確(que)符合實際(ji)、滿(man)足(zu)要求、切實可(ke)行的(de)目標任(ren)務,既避免運動式“減碳(tan)(tan)(tan)”,又防止“沖高峰(feng)(feng)”,有(you)(you)力有(you)(you)序有(you)(you)效(xiao)做好碳(tan)(tan)(tan)達峰(feng)(feng)工(gong)作,為(wei)碳(tan)(tan)(tan)中(zhong)和奠定(ding)堅實基礎。
雙輪驅(qu)動(dong)、兩手發(fa)力。充分發(fa)揮(hui)市(shi)場在資(zi)源配置中(zhong)的(de)決定性作用,更好(hao)發(fa)揮(hui)政府作用,建立健全(quan)與碳達(da)峰相(xiang)適(shi)應的(de)財(cai)政、價格、金融等政策體系,加快形成綠色低碳循環發(fa)展的(de)經濟體系和市(shi)場機制。
防范風(feng)險(xian)、安(an)全(quan)降碳。統籌發展(zhan)和安(an)全(quan),堅持(chi)先立后破,穩住存量(liang),拓展(zhan)增量(liang),以保(bao)障能(neng)源安(an)全(quan)和經濟發展(zhan)為(wei)底(di)線,處(chu)理好減(jian)污降碳與(yu)能(neng)源安(an)全(quan)、產業鏈供應鏈安(an)全(quan)、糧食安(an)全(quan)、群眾正常生活的關系,加強風(feng)險(xian)識別和管控,做好重大風(feng)險(xian)應對,確保(bao)經濟社會平(ping)穩運行,能(neng)源轉型(xing)平(ping)穩過(guo)渡,安(an)全(quan)有序降碳。
二、主要目標
“十四五”期間,產業(ye)結(jie)構(gou)(gou)和(he)能(neng)(neng)源(yuan)(yuan)結(jie)構(gou)(gou)明(ming)顯優(you)化(hua),能(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)配置更加合理(li)、利(li)用效率大幅提高,煤(mei)炭消費(fei)總(zong)量持(chi)續減少,新(xin)型電力系(xi)統(tong)加快(kuai)構(gou)(gou)建,綠(lv)色低碳(tan)(tan)技術(shu)研(yan)發(fa)和(he)推廣應用取得新(xin)進展,生產生活方(fang)式綠(lv)色轉型成效顯著,有利(li)于綠(lv)色低碳(tan)(tan)循環發(fa)展的政策體系(xi)進一(yi)步完(wan)善(shan),綠(lv)色低碳(tan)(tan)循環發(fa)展的經濟體系(xi)初(chu)步形成,為實現碳(tan)(tan)達(da)峰(feng)奠(dian)定堅實基礎。到2025年,非化(hua)石(shi)能(neng)(neng)源(yuan)(yuan)消費(fei)比(bi)重達(da)到13%以上;單位地區生產總(zong)值能(neng)(neng)耗和(he)二氧化(hua)碳(tan)(tan)排放確(que)保完(wan)成國(guo)家下達(da)指標。
“十五五”期(qi)間,產(chan)業結構調整取(qu)得(de)重大(da)進展(zhan),清潔(jie)低(di)(di)碳(tan)(tan)安全(quan)(quan)高效(xiao)的能源(yuan)體系初步建立(li),重點(dian)領域低(di)(di)碳(tan)(tan)發(fa)展(zhan)模式基本(ben)形成(cheng),重點(dian)耗(hao)能行業能源(yuan)利(li)用效(xiao)率達到(dao)國(guo)際先(xian)進水平(ping),綠色低(di)(di)碳(tan)(tan)技術取(qu)得(de)關鍵突破,綠色生活(huo)方式成(cheng)為(wei)公眾自(zi)覺選擇(ze),綠色低(di)(di)碳(tan)(tan)循環發(fa)展(zhan)政(zheng)策體系基本(ben)健全(quan)(quan),經濟社會發(fa)展(zhan)綠色轉型(xing)取(qu)得(de)顯(xian)著成(cheng)效(xiao),二(er)氧化(hua)碳(tan)(tan)排放量達到(dao)峰值并(bing)實(shi)現穩(wen)中有(you)降,2030年前(qian)碳(tan)(tan)達峰目標順利(li)實(shi)現。到(dao)2030年,煤(mei)炭消費比重降至60%以(yi)下,非化(hua)石能源(yuan)消費比重達到(dao)19%以(yi)上,單位地區生產(chan)總值能耗(hao)和二(er)氧化(hua)碳(tan)(tan)排放在2025年基礎(chu)上繼續大(da)幅(fu)下降。
三、重點任務
(一)能源綠(lv)色低碳轉型行動。
1.大(da)力削減(jian)煤(mei)(mei)炭(tan)(tan)消費。嚴(yan)控(kong)新增煤(mei)(mei)電(dian)(dian)(dian)(dian)(dian)(dian)項目,有(you)序淘(tao)汰(tai)煤(mei)(mei)電(dian)(dian)(dian)(dian)(dian)(dian)落后產(chan)能(neng),等(deng)容量置換建(jian)(jian)設大(da)容量、高參數(shu)機組,推進煤(mei)(mei)電(dian)(dian)(dian)(dian)(dian)(dian)節(jie)能(neng)升(sheng)級(ji)、靈(ling)活(huo)性(xing)和(he)供熱改造,推動(dong)煤(mei)(mei)電(dian)(dian)(dian)(dian)(dian)(dian)逐(zhu)(zhu)步向基礎保障性(xing)和(he)系統調(diao)節(jie)性(xing)電(dian)(dian)(dian)(dian)(dian)(dian)源轉變。謀(mou)劃(hua)建(jian)(jian)設新的(de)輸(shu)電(dian)(dian)(dian)(dian)(dian)(dian)通道(dao),大(da)幅提升(sheng)可再生能(neng)源調(diao)入(ru)比(bi)例(li),新建(jian)(jian)通道(dao)可再生能(neng)源電(dian)(dian)(dian)(dian)(dian)(dian)量比(bi)例(li)原(yuan)則(ze)上不低于50%。推動(dong)重點行(xing)業(ye)通過工(gong)藝優(you)化、技術(shu)改造等(deng)方式減(jian)少煤(mei)(mei)炭(tan)(tan)消費。實(shi)施工(gong)業(ye)、采暖等(deng)領域電(dian)(dian)(dian)(dian)(dian)(dian)能(neng)和(he)天然氣(qi)替代,置換鍋爐(lu)和(he)工(gong)業(ye)窯爐(lu)燃(ran)煤(mei)(mei)。有(you)序推進散(san)煤(mei)(mei)替代,逐(zhu)(zhu)步減(jian)少直至禁止煤(mei)(mei)炭(tan)(tan)散(san)燒(shao),合(he)理劃(hua)定(ding)高污染(ran)燃(ran)料禁燃(ran)區(qu)。嚴(yan)格落實(shi)煤(mei)(mei)炭(tan)(tan)減(jian)(等(deng))量替代政策(ce),嚴(yan)控(kong)新增產(chan)能(neng)的(de)新改擴建(jian)(jian)耗煤(mei)(mei)項目。
2.加(jia)快發(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)可(ke)(ke)(ke)再(zai)生(sheng)能(neng)源。堅持集中式(shi)與(yu)分布(bu)式(shi)開發(fa)(fa)(fa)(fa)(fa)并舉(ju),全面推進(jin)風電(dian)、太(tai)(tai)陽(yang)能(neng)發(fa)(fa)(fa)(fa)(fa)電(dian)大規模開發(fa)(fa)(fa)(fa)(fa)利用(yong)和(he)高質(zhi)量發(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)。打造張(zhang)家口、承德、唐山(shan)、滄州及太(tai)(tai)行山(shan)沿(yan)線(xian)等百萬(wan)千瓦(wa)(wa)級光(guang)伏(fu)發(fa)(fa)(fa)(fa)(fa)電(dian)基地(di),探索農光(guang)、林光(guang)、牧(mu)光(guang)互補和(he)礦山(shan)修復等特(te)色光(guang)伏(fu)開發(fa)(fa)(fa)(fa)(fa)模式(shi),大力發(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)農村分布(bu)式(shi)光(guang)伏(fu)發(fa)(fa)(fa)(fa)(fa)電(dian),加(jia)快發(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)城(cheng)市屋頂分布(bu)式(shi)光(guang)伏(fu)發(fa)(fa)(fa)(fa)(fa)電(dian)。推進(jin)張(zhang)家口、承德千萬(wan)千瓦(wa)(wa)級風電(dian)基地(di)建設。鼓勵建設太(tai)(tai)陽(yang)能(neng)光(guang)熱發(fa)(fa)(fa)(fa)(fa)電(dian)示范項目(mu)。在糧(liang)食主產區(qu)(qu)和(he)林業發(fa)(fa)(fa)(fa)(fa)達(da)地(di)區(qu)(qu)有序推動生(sheng)物質(zhi)熱電(dian)聯(lian)產項目(mu)建設。因地(di)制宜發(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)地(di)熱能(neng)。完(wan)善可(ke)(ke)(ke)再(zai)生(sheng)能(neng)源消納保障機(ji)制,創新支持政(zheng)策,推進(jin)可(ke)(ke)(ke)再(zai)生(sheng)能(neng)源在大數據(ju)、制氫等產業和(he)清潔供暖、公(gong)共交(jiao)通(tong)領(ling)域應用(yong),提(ti)高可(ke)(ke)(ke)再(zai)生(sheng)能(neng)源就地(di)消納能(neng)力,完(wan)成(cheng)國家下(xia)達(da)的可(ke)(ke)(ke)再(zai)生(sheng)能(neng)源電(dian)力消納責任權重(zhong)任務(wu)。到2030年,風電(dian)、光(guang)伏(fu)發(fa)(fa)(fa)(fa)(fa)電(dian)裝機(ji)容(rong)量達(da)到1.35億千瓦(wa)(wa)以上。
3.積極發(fa)展(zhan)(zhan)(zhan)氫(qing)(qing)(qing)能(neng)。統籌推(tui)(tui)進氫(qing)(qing)(qing)能(neng)“制(zhi)儲(chu)(chu)輸用”全(quan)鏈條發(fa)展(zhan)(zhan)(zhan),占據(ju)氫(qing)(qing)(qing)能(neng)發(fa)展(zhan)(zhan)(zhan)新高地。加(jia)(jia)快(kuai)推(tui)(tui)進壩上(shang)地區(qu)氫(qing)(qing)(qing)能(neng)基地列入國家氫(qing)(qing)(qing)能(neng)產(chan)(chan)業發(fa)展(zhan)(zhan)(zhan)規劃,推(tui)(tui)進河北(bei)氫(qing)(qing)(qing)燃料(liao)電(dian)(dian)池(chi)汽(qi)車推(tui)(tui)廣應(ying)用示范城(cheng)市群建設。加(jia)(jia)快(kuai)發(fa)展(zhan)(zhan)(zhan)電(dian)(dian)解水(shui)制(zhi)氫(qing)(qing)(qing)、工業副產(chan)(chan)氣純化制(zhi)氫(qing)(qing)(qing),擴大(da)氫(qing)(qing)(qing)氣供(gong)給能(neng)力。加(jia)(jia)快(kuai)氫(qing)(qing)(qing)燃料(liao)電(dian)(dian)池(chi)汽(qi)車推(tui)(tui)廣應(ying)用,鼓勵加(jia)(jia)氫(qing)(qing)(qing)站(zhan)與加(jia)(jia)油站(zhan)、加(jia)(jia)氣站(zhan)和充(chong)電(dian)(dian)站(zhan)多(duo)站(zhan)合一布(bu)局,逐(zhu)步擴展(zhan)(zhan)(zhan)氫(qing)(qing)(qing)能(neng)在大(da)型應(ying)急電(dian)(dian)源、通信基站(zhan)、分布(bu)式發(fa)電(dian)(dian)、戶用熱電(dian)(dian)聯(lian)供(gong)等領域的應(ying)用,支持長距離、大(da)規模儲(chu)(chu)運技術研究,開展(zhan)(zhan)(zhan)氫(qing)(qing)(qing)能(neng)多(duo)領域應(ying)用示范。建立健全(quan)氫(qing)(qing)(qing)能(neng)安全(quan)監(jian)管制(zhi)度與標準規范。到(dao)(dao)2030年(nian),氫(qing)(qing)(qing)能(neng)產(chan)(chan)業產(chan)(chan)值達到(dao)(dao)1200億元以上(shang),利用量達到(dao)(dao)10%。
4.合理(li)(li)調(diao)控油氣(qi)(qi)消(xiao)費。持續(xu)控制交通領域(yu)成品油消(xiao)費,加(jia)(jia)快推(tui)動交通領域(yu)燃(ran)料(liao)替代,實(shi)施以(yi)(yi)電(dian)代油、以(yi)(yi)氫代油,提(ti)升終端燃(ran)油產品效(xiao)能。推(tui)進頁巖(yan)氣(qi)(qi)等非(fei)常規天(tian)(tian)(tian)然(ran)氣(qi)(qi)資(zi)源有序(xu)開發(fa)(fa),強化(hua)高爐(lu)制氣(qi)(qi)、生(sheng)物天(tian)(tian)(tian)然(ran)氣(qi)(qi)等工(gong)業制氣(qi)(qi),推(tui)動天(tian)(tian)(tian)然(ran)氣(qi)(qi)管網互聯互通,加(jia)(jia)強天(tian)(tian)(tian)然(ran)氣(qi)(qi)儲(chu)備基(ji)礎設施建設。有序(xu)引(yin)導(dao)天(tian)(tian)(tian)然(ran)氣(qi)(qi)消(xiao)費,優先(xian)保障(zhang)民生(sheng)用氣(qi)(qi),合理(li)(li)引(yin)導(dao)工(gong)業用氣(qi)(qi)和化(hua)工(gong)原料(liao)用氣(qi)(qi),在(zai)LNG接收站、電(dian)力負荷中心等區域(yu)合理(li)(li)布(bu)局(ju)、適度發(fa)(fa)展天(tian)(tian)(tian)然(ran)氣(qi)(qi)調(diao)峰電(dian)站,支持發(fa)(fa)展天(tian)(tian)(tian)然(ran)氣(qi)(qi)分布(bu)式能源系(xi)統(tong),提(ti)高系(xi)統(tong)調(diao)峰能力和能源利用效(xiao)率。到2030年(nian),油氣(qi)(qi)消(xiao)費占(zhan)比控制在(zai)20%左右(you)。

5.堅決(jue)遏制高(gao)耗(hao)能(neng)(neng)(neng)、高(gao)排(pai)(pai)放(fang)、低水平(ping)(ping)項(xiang)(xiang)目(mu)(mu)盲目(mu)(mu)發展。加(jia)強規劃和產(chan)業(ye)(ye)(ye)政策(ce)約束(shu),嚴(yan)(yan)格核準(zhun)(zhun)備案、節(jie)能(neng)(neng)(neng)審(shen)(shen)查、環境影響評(ping)價等審(shen)(shen)批,對(dui)高(gao)耗(hao)能(neng)(neng)(neng)、高(gao)排(pai)(pai)放(fang)、低水平(ping)(ping)項(xiang)(xiang)目(mu)(mu)實行(xing)清(qing)單管(guan)理、分類處置、動態(tai)監(jian)控,嚴(yan)(yan)禁建(jian)設不(bu)符合(he)要(yao)求(qiu)的(de)(de)(de)高(gao)耗(hao)能(neng)(neng)(neng)、高(gao)排(pai)(pai)放(fang)、低水平(ping)(ping)項(xiang)(xiang)目(mu)(mu)。嚴(yan)(yan)把擬建(jian)項(xiang)(xiang)目(mu)(mu)準(zhun)(zhun)入關(guan),對(dui)產(chan)能(neng)(neng)(neng)已飽(bao)和的(de)(de)(de)行(xing)業(ye)(ye)(ye),按(an)照“減(jian)量(liang)替代”原則壓減(jian)產(chan)能(neng)(neng)(neng);對(dui)產(chan)能(neng)(neng)(neng)尚未飽(bao)和的(de)(de)(de)行(xing)業(ye)(ye)(ye),嚴(yan)(yan)格落(luo)實國家布局和審(shen)(shen)批備案等要(yao)求(qiu),對(dui)標(biao)國際(ji)先進水平(ping)(ping)提高(gao)準(zhun)(zhun)入門(men)檻(jian);對(dui)能(neng)(neng)(neng)耗(hao)量(liang)較(jiao)大(da)的(de)(de)(de)新興產(chan)業(ye)(ye)(ye),支持引導(dao)企業(ye)(ye)(ye)應用綠色(se)低碳(tan)技術(shu),提高(gao)能(neng)(neng)(neng)效水平(ping)(ping)。全面排(pai)(pai)查清(qing)理在建(jian)項(xiang)(xiang)目(mu)(mu),對(dui)能(neng)(neng)(neng)效水平(ping)(ping)低于(yu)本行(xing)業(ye)(ye)(ye)能(neng)(neng)(neng)耗(hao)限額(e)準(zhun)(zhun)入值(zhi)的(de)(de)(de),按(an)照有關(guan)規定停工整改,提高(gao)能(neng)(neng)(neng)效水平(ping)(ping)。深(shen)(shen)入挖潛(qian)(qian)存量(liang)項(xiang)(xiang)目(mu)(mu),依法(fa)依規加(jia)快淘(tao)汰落(luo)后產(chan)能(neng)(neng)(neng),通(tong)過改造(zao)升級深(shen)(shen)挖節(jie)能(neng)(neng)(neng)減(jian)排(pai)(pai)潛(qian)(qian)力(li)。
(四)城(cheng)鄉建設碳達峰行動。
1.推(tui)進城鄉建(jian)(jian)(jian)(jian)(jian)設(she)綠(lv)(lv)(lv)色(se)低碳(tan)轉型(xing)。推(tui)動城市(shi)(shi)(shi)組團式(shi)發展(zhan),優(you)化(hua)城市(shi)(shi)(shi)空間布局,構建(jian)(jian)(jian)(jian)(jian)京津冀世界(jie)級城市(shi)(shi)(shi)群,建(jian)(jian)(jian)(jian)(jian)設(she)現代化(hua)、國際化(hua)美麗省會,打造雄安(an)新區綠(lv)(lv)(lv)色(se)生態宜居新城。倡(chang)導綠(lv)(lv)(lv)色(se)低碳(tan)規劃設(she)計(ji)理(li)念(nian),增強(qiang)城鄉氣候韌(ren)性,在設(she)市(shi)(shi)(shi)城市(shi)(shi)(shi)建(jian)(jian)(jian)(jian)(jian)成(cheng)區系統化(hua)推(tui)進海綿城市(shi)(shi)(shi)建(jian)(jian)(jian)(jian)(jian)設(she)。大(da)力發展(zhan)裝配(pei)式(shi)建(jian)(jian)(jian)(jian)(jian)筑,重(zhong)點推(tui)動鋼結構裝配(pei)式(shi)住宅建(jian)(jian)(jian)(jian)(jian)設(she),推(tui)動建(jian)(jian)(jian)(jian)(jian)材循(xun)環利用,強(qiang)化(hua)綠(lv)(lv)(lv)色(se)設(she)計(ji)和綠(lv)(lv)(lv)色(se)施工管(guan)理(li)。加強(qiang)縣城綠(lv)(lv)(lv)色(se)低碳(tan)建(jian)(jian)(jian)(jian)(jian)設(she)。推(tui)動建(jian)(jian)(jian)(jian)(jian)立以綠(lv)(lv)(lv)色(se)低碳(tan)為(wei)導向的城鄉規劃建(jian)(jian)(jian)(jian)(jian)設(she)管(guan)理(li)機(ji)制,嚴格建(jian)(jian)(jian)(jian)(jian)筑拆除管(guan)理(li),杜絕(jue)“大(da)拆大(da)建(jian)(jian)(jian)(jian)(jian)”。建(jian)(jian)(jian)(jian)(jian)設(she)綠(lv)(lv)(lv)色(se)城鎮、綠(lv)(lv)(lv)色(se)社區。
2.加(jia)快提(ti)升(sheng)建(jian)(jian)(jian)筑(zhu)能(neng)(neng)效水平(ping)。城鎮民用建(jian)(jian)(jian)筑(zhu)全面(mian)推(tui)(tui)行(xing)(xing)超低能(neng)(neng)耗建(jian)(jian)(jian)筑(zhu)標(biao)準。加(jia)快發(fa)(fa)展近零能(neng)(neng)耗建(jian)(jian)(jian)筑(zhu)。推(tui)(tui)進既(ji)有(you)居(ju)住建(jian)(jian)(jian)筑(zhu)和公共建(jian)(jian)(jian)筑(zhu)節能(neng)(neng)改造(zao),持續推(tui)(tui)動老舊供熱(re)管(guan)網改造(zao)。提(ti)升(sheng)城鎮建(jian)(jian)(jian)筑(zhu)和基(ji)礎設(she)施運行(xing)(xing)管(guan)理智能(neng)(neng)化水平(ping),逐步(bu)開展公共建(jian)(jian)(jian)筑(zhu)能(neng)(neng)耗限(xian)額管(guan)理。推(tui)(tui)動高質量綠色建(jian)(jian)(jian)筑(zhu)規模化發(fa)(fa)展,2025年(nian)城鎮新建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)全面(mian)執行(xing)(xing)綠色建(jian)(jian)(jian)筑(zhu)標(biao)準。
3.加(jia)(jia)快優化(hua)(hua)建(jian)(jian)筑用(yong)(yong)能(neng)(neng)結構。鼓(gu)勵可再(zai)生能(neng)(neng)源(yuan)與綠色建(jian)(jian)筑融合創新(xin)發展(zhan),推(tui)(tui)廣光(guang)伏(fu)發電(dian)(dian)與建(jian)(jian)筑一體化(hua)(hua),開展(zhan)整(zheng)縣屋頂分布式(shi)光(guang)伏(fu)開發試點。推(tui)(tui)進熱(re)電(dian)(dian)聯(lian)產集中供(gong)暖,加(jia)(jia)快工業余熱(re)供(gong)暖規模(mo)化(hua)(hua)應用(yong)(yong),因地制宜(yi)推(tui)(tui)行熱(re)泵、生物質能(neng)(neng)、地熱(re)能(neng)(neng)、太陽能(neng)(neng)等(deng)清潔低碳供(gong)暖。加(jia)(jia)快建(jian)(jian)筑領域電(dian)(dian)氣化(hua)(hua)進程,建(jian)(jian)設集光(guang)伏(fu)發電(dian)(dian)、儲(chu)能(neng)(neng)、直流配電(dian)(dian)、柔性用(yong)(yong)電(dian)(dian)于一體的“光(guang)儲(chu)直柔”建(jian)(jian)筑。到(dao)(dao)2025年,城(cheng)鎮建(jian)(jian)筑可再(zai)生能(neng)(neng)源(yuan)替(ti)代率(lv)達(da)到(dao)(dao)8%以(yi)上,新(xin)建(jian)(jian)公共機構建(jian)(jian)筑、新(xin)建(jian)(jian)廠房(fang)屋頂光(guang)伏(fu)覆蓋率(lv)力爭達(da)到(dao)(dao)50%。
4.推進(jin)農(nong)(nong)(nong)(nong)(nong)村(cun)建設(she)和(he)用(yong)(yong)能(neng)(neng)低碳轉(zhuan)型。深入(ru)開展(zhan)農(nong)(nong)(nong)(nong)(nong)村(cun)住房(fang)(fang)(fang)建設(she)試點,推廣(guang)農(nong)(nong)(nong)(nong)(nong)村(cun)住房(fang)(fang)(fang)建筑導則,推進(jin)既有農(nong)(nong)(nong)(nong)(nong)村(cun)住房(fang)(fang)(fang)節(jie)(jie)能(neng)(neng)改造,引(yin)導建設(she)綠(lv)色環(huan)(huan)保宜(yi)居型農(nong)(nong)(nong)(nong)(nong)村(cun)住房(fang)(fang)(fang)。持(chi)續推進(jin)農(nong)(nong)(nong)(nong)(nong)村(cun)地(di)區清(qing)(qing)潔(jie)取(qu)暖(nuan)(nuan)(nuan),因(yin)地(di)制(zhi)宜(yi)選擇適宜(yi)取(qu)暖(nuan)(nuan)(nuan)方式,建立健全農(nong)(nong)(nong)(nong)(nong)村(cun)冬(dong)季清(qing)(qing)潔(jie)取(qu)暖(nuan)(nuan)(nuan)常態化管(guan)(guan)理(li)機制(zhi)。發展(zhan)節(jie)(jie)能(neng)(neng)低碳農(nong)(nong)(nong)(nong)(nong)業(ye)大(da)棚(peng)。推廣(guang)節(jie)(jie)能(neng)(neng)環(huan)(huan)保灶(zao)具(ju)、電動農(nong)(nong)(nong)(nong)(nong)用(yong)(yong)車輛、節(jie)(jie)能(neng)(neng)環(huan)(huan)保農(nong)(nong)(nong)(nong)(nong)機和(he)漁(yu)船。優化農(nong)(nong)(nong)(nong)(nong)村(cun)用(yong)(yong)能(neng)(neng)結構,提升農(nong)(nong)(nong)(nong)(nong)村(cun)清(qing)(qing)潔(jie)能(neng)(neng)源占比,加快(kuai)推廣(guang)生物質能(neng)(neng)資(zi)源化利(li)用(yong)(yong),鼓勵(li)采(cai)用(yong)(yong)太陽能(neng)(neng)、空氣源熱(re)能(neng)(neng)、淺層(ceng)地(di)熱(re)能(neng)(neng)等(deng)(deng)清(qing)(qing)潔(jie)能(neng)(neng)源滿(man)足農(nong)(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)(nong)村(cun)用(yong)(yong)能(neng)(neng)需求。加快(kuai)農(nong)(nong)(nong)(nong)(nong)村(cun)電網、天然氣管(guan)(guan)網、熱(re)力(li)管(guan)(guan)網等(deng)(deng)建設(she)改造。
(五)交(jiao)通運輸綠色低(di)碳行(xing)動。
1.推動(dong)運(yun)(yun)輸(shu)工(gong)具(ju)裝備(bei)低碳(tan)轉型。積(ji)極擴大電(dian)(dian)力、氫能(neng)(neng)、天然氣、先進生(sheng)物液體(ti)燃(ran)料(liao)等(deng)新能(neng)(neng)源、清潔能(neng)(neng)源在交(jiao)通(tong)運(yun)(yun)輸(shu)領(ling)域(yu)應(ying)用(yong)。加大電(dian)(dian)動(dong)汽車(che)(che)支持推廣力度,持續推進城(cheng)市公交(jiao)、出租(zu)汽車(che)(che)、市政、城(cheng)市配送、郵(you)政快(kuai)遞、鐵路貨場(chang)、水(shui)運(yun)(yun)、機場(chang)、大宗(zong)物料(liao)和產品運(yun)(yun)輸(shu)等(deng)車(che)(che)輛電(dian)(dian)動(dong)化(hua)(hua)進程。加快(kuai)氫燃(ran)料(liao)電(dian)(dian)池重卡推廣應(ying)用(yong)。加快(kuai)淘汰高(gao)能(neng)(neng)耗老舊營(ying)運(yun)(yun)車(che)(che)輛,積(ji)極推廣智能(neng)(neng)化(hua)(hua)、輕量化(hua)(hua)、高(gao)能(neng)(neng)效、低排(pai)放的(de)營(ying)運(yun)(yun)車(che)(che)輛。推進船(chuan)舶(bo)靠港使(shi)用(yong)岸(an)電(dian)(dian),新建碼頭(tou)(油氣化(hua)(hua)工(gong)碼頭(tou)除外)同步規劃、設計(ji)和建設岸(an)基(ji)供電(dian)(dian)設施,推進建成碼頭(tou)岸(an)基(ji)供電(dian)(dian)設施改造,鼓勵靠港船(chuan)舶(bo)積(ji)極使(shi)用(yong)岸(an)電(dian)(dian)。到(dao)(dao)(dao)2025年(nian),港口5萬噸級以上專業(ye)化(hua)(hua)泊位(wei)(不(bu)含(han)危化(hua)(hua)品泊位(wei))岸(an)電(dian)(dian)覆蓋率達到(dao)(dao)(dao)80%。到(dao)(dao)(dao)2030年(nian),城(cheng)市公共交(jiao)通(tong)領(ling)域(yu)新增的(de)機動(dong)車(che)(che)基(ji)本采用(yong)新能(neng)(neng)源和清潔能(neng)(neng)源,營(ying)運(yun)(yun)車(che)(che)輛及船(chuan)舶(bo)單位(wei)換算周轉量碳(tan)排(pai)放強度比2020年(nian)下降9.5%左右。陸路交(jiao)通(tong)運(yun)(yun)輸(shu)石(shi)油消費力爭2030年(nian)前(qian)達到(dao)(dao)(dao)峰值(zhi)。
2.構(gou)建綠(lv)(lv)色高效(xiao)(xiao)(xiao)交通運(yun)(yun)(yun)輸體(ti)系(xi)(xi)(xi)。發(fa)展智能交通,推(tui)動(dong)(dong)不同運(yun)(yun)(yun)輸方式合理分工(gong)、有效(xiao)(xiao)(xiao)銜接(jie),降低空載率(lv)和不合理客(ke)貨運(yun)(yun)(yun)周(zhou)轉量(liang)。加快(kuai)推(tui)進(jin)鋼鐵(tie)(tie)、煤炭、電力(li)、汽(qi)車制造(zao)等大(da)型(xing)企業(ye)及物(wu)流(liu)(liu)園(yuan)區(qu)、交易集散基地鐵(tie)(tie)路專用線建設(she)。加快(kuai)鐵(tie)(tie)路擴(kuo)能改造(zao),提升(sheng)鐵(tie)(tie)路貨運(yun)(yun)(yun)能力(li),加快(kuai)大(da)宗貨物(wu)和中長(chang)距離貨物(wu)運(yun)(yun)(yun)輸“公轉鐵(tie)(tie)”、“公轉水”。推(tui)動(dong)(dong)鐵(tie)(tie)水、公鐵(tie)(tie)、公水、空陸等聯(lian)運(yun)(yun)(yun)發(fa)展,實施多式聯(lian)運(yun)(yun)(yun)示范工(gong)程,推(tui)進(jin)內陸港建設(she)。大(da)力(li)發(fa)展智慧物(wu)流(liu)(liu),推(tui)動(dong)(dong)國家物(wu)流(liu)(liu)樞紐(niu)承載城(cheng)(cheng)(cheng)市建設(she),構(gou)建集約高效(xiao)(xiao)(xiao)、綠(lv)(lv)色智能的城(cheng)(cheng)(cheng)市貨運(yun)(yun)(yun)配(pei)(pei)送服務體(ti)系(xi)(xi)(xi)。加快(kuai)完善(shan)縣(xian)、鄉、村三級(ji)農(nong)村物(wu)流(liu)(liu)網絡體(ti)系(xi)(xi)(xi),提升(sheng)農(nong)村物(wu)流(liu)(liu)配(pei)(pei)送效(xiao)(xiao)(xiao)率(lv)。落實公交優先發(fa)展戰(zhan)略,加快(kuai)構(gou)建以公共交通為主的城(cheng)(cheng)(cheng)市出行(xing)體(ti)系(xi)(xi)(xi)。推(tui)進(jin)自行(xing)車、步行(xing)道慢(man)行(xing)系(xi)(xi)(xi)統建設(she)。“十(shi)四五”期間(jian),港口集裝箱鐵(tie)(tie)水聯(lian)運(yun)(yun)(yun)量(liang)年均增(zeng)長(chang)15%以上。到2030年,城(cheng)(cheng)(cheng)區(qu)常住人(ren)口100萬以上城(cheng)(cheng)(cheng)市綠(lv)(lv)色出行(xing)比例不低于70%。
3.加(jia)快(kuai)(kuai)綠色(se)(se)交(jiao)通(tong)基礎(chu)(chu)設(she)施建設(she)。將綠色(se)(se)低碳(tan)理念貫穿于(yu)交(jiao)通(tong)基礎(chu)(chu)設(she)施規(gui)劃、建設(she)、運營和維(wei)護全(quan)過程(cheng),推動交(jiao)通(tong)基礎(chu)(chu)設(she)施與(yu)可再生能(neng)源發電、儲能(neng)與(yu)充(chong)電設(she)施一體化建設(she)。提高(gao)資源利用效率,統籌利用綜合運輸(shu)(shu)通(tong)道線位、土地、空域、海(hai)域等資源。推動交(jiao)通(tong)基礎(chu)(chu)設(she)施節能(neng)降碳(tan)改造,推廣清(qing)潔能(neng)源應用和智能(neng)控制(zhi)新技術與(yu)新設(she)備,推行廢舊(jiu)瀝青(qing)路(lu)面(mian)、鋼材等材料深(shen)度再生和循環利用。加(jia)快(kuai)(kuai)充(chong)電樁(站)布局,在高(gao)速公路(lu)服(fu)務區、港區、交(jiao)通(tong)樞紐、快(kuai)(kuai)遞轉運中心(xin)、物流園(yuan)區、公交(jiao)場(chang)站等建設(she)充(chong)電基礎(chu)(chu)設(she)施。到2030年(nian),民用運輸(shu)(shu)機場(chang)場(chang)內車(che)輛(liang)裝備等力爭全(quan)面(mian)實現電動化。
(六(liu))循(xun)環經濟助力降碳行動。
1.推(tui)進(jin)產(chan)業(ye)園(yuan)區(qu)(qu)循(xun)環(huan)化(hua)(hua)發(fa)展。深(shen)入(ru)實施(shi)園(yuan)區(qu)(qu)循(xun)環(huan)化(hua)(hua)改造,優化(hua)(hua)園(yuan)區(qu)(qu)空間格局,合(he)理(li)延伸產(chan)業(ye)鏈(lian)(lian)條并(bing)循(xun)環(huan)鏈(lian)(lian)接,推(tui)動園(yuan)區(qu)(qu)內企(qi)業(ye)清潔生(sheng)產(chan),深(shen)化(hua)(hua)副產(chan)物(wu)交換(huan)利(li)(li)用(yong)(yong),促進(jin)能源梯級利(li)(li)用(yong)(yong)、水資(zi)源循(xun)環(huan)利(li)(li)用(yong)(yong)、廢物(wu)綜合(he)利(li)(li)用(yong)(yong),推(tui)進(jin)工業(ye)余壓余熱(re)(re)、廢氣廢液廢渣資(zi)源化(hua)(hua)利(li)(li)用(yong)(yong),推(tui)廣集中供(gong)氣供(gong)熱(re)(re),實現園(yuan)區(qu)(qu)資(zi)源高效、循(xun)環(huan)利(li)(li)用(yong)(yong)和廢物(wu)“零(ling)排放(fang)”,全面提高園(yuan)區(qu)(qu)資(zi)源產(chan)出率。搭建公共(gong)基礎設施(shi)和物(wu)質流(liu)管理(li)服務平(ping)臺(tai),創新組織形式和管理(li)機制,推(tui)廣合(he)同能源管理(li)、合(he)同節水管理(li)、污染第(di)三方治(zhi)理(li)等(deng)模式。到2030年,省級以上重點(dian)產(chan)業(ye)園(yuan)區(qu)(qu)全部實施(shi)循(xun)環(huan)化(hua)(hua)改造。
2.加強(qiang)大宗(zong)固(gu)廢綜(zong)合利用。提(ti)高礦產資源(yuan)綜(zong)合開發(fa)利用水平(ping)和(he)綜(zong)合利用率,以低品位礦、共伴生(sheng)礦、難選(xuan)冶礦、尾礦等為重(zhong)點,推(tui)進有(you)價組分高效提(ti)取利用,鼓(gu)勵替代(dai)水泥(ni)原料,協同生(sheng)產建(jian)筑(zhu)材(cai)料。推(tui)動煤矸石、粉煤灰、高爐(lu)渣、脫(tuo)硫石膏等工(gong)業(ye)固(gu)廢在工(gong)業(ye)和(he)建(jian)筑(zhu)領域高值化、梯(ti)級化、規(gui)模化利用。加強(qiang)建(jian)筑(zhu)垃圾分類處理,推(tui)動工(gong)程渣土(tu)就地(di)(di)回填(tian)、堆土(tu)造景、生(sheng)產建(jian)材(cai)。推(tui)進國家大宗(zong)固(gu)廢綜(zong)合利用基地(di)(di)建(jian)設(she)。推(tui)動國家工(gong)業(ye)資源(yuan)綜(zong)合利用基地(di)(di)高質量發(fa)展,創建(jian)一(yi)(yi)批示(shi)范(fan)企業(ye)和(he)示(shi)范(fan)基地(di)(di)(開發(fa)區)。到2025年,新增大宗(zong)固(gu)廢綜(zong)合利用處置(zhi)率達到95%;到2030年,綜(zong)合利用處置(zhi)率進一(yi)(yi)步提(ti)高。

4.大(da)力推(tui)(tui)進生(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)減(jian)量化(hua)資(zi)源化(hua)。全(quan)面推(tui)(tui)行生(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)分(fen)(fen)類(lei)(lei),加(jia)快建設(she)(she)分(fen)(fen)類(lei)(lei)投放、分(fen)(fen)類(lei)(lei)收集、分(fen)(fen)類(lei)(lei)運輸、分(fen)(fen)類(lei)(lei)處理的生(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)處理系統。推(tui)(tui)進生(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)焚燒處理設(she)(she)施建設(she)(she),提高垃(la)(la)圾(ji)資(zi)源化(hua)利(li)用水平,加(jia)快實現(xian)全(quan)省原生(sheng)生(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)零(ling)填埋、全(quan)焚燒。強(qiang)化(hua)塑料污染全(quan)鏈(lian)條治理,持續加(jia)大(da)監督執(zhi)法(fa)、替(ti)代產品推(tui)(tui)廣和宣傳引導力度,有序禁止限(xian)制(zhi)一批塑料制(zhi)品。嚴格(ge)執(zhi)行限(xian)制(zhi)商品過度包(bao)裝(zhuang)強(qiang)制(zhi)性標(biao)準,推(tui)(tui)進快遞包(bao)裝(zhuang)綠(lv)色轉型。加(jia)強(qiang)廚余垃(la)(la)圾(ji)資(zi)源化(hua)利(li)用。推(tui)(tui)進污水資(zi)源化(hua)利(li)用。到2025年,城(cheng)市生(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)分(fen)(fen)類(lei)(lei)體系基本健全(quan),生(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)資(zi)源化(hua)利(li)用比例(li)達到60%。到2030年,城(cheng)市生(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)分(fen)(fen)類(lei)(lei)實現(xian)全(quan)覆蓋(gai),生(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)資(zi)源化(hua)利(li)用比例(li)達到65%。
(七(qi))綠色低碳科技創新行(xing)動(dong)。
1.完善創新體制機制。實施(shi)省(sheng)碳達(da)峰碳中和創新專項(xiang),采取“揭榜掛帥”等方式,持續推動綠(lv)色(se)低(di)(di)(di)碳關鍵核(he)(he)心(xin)(xin)技(ji)術攻關和典型(xing)場景應用示(shi)范。將綠(lv)色(se)低(di)(di)(di)碳技(ji)術創新成(cheng)果(guo)納(na)入高等學(xue)校、科(ke)研(yan)單位(wei)、國(guo)有企業(ye)有關績效考核(he)(he)。支持企業(ye)聯合高校、院所承擔國(guo)家和省(sheng)綠(lv)色(se)低(di)(di)(di)碳重大科(ke)技(ji)項(xiang)目,鼓勵設施(shi)、數(shu)據等資(zi)源(yuan)開(kai)放共(gong)享。充分發揮省(sheng)科(ke)技(ji)成(cheng)果(guo)展(zhan)示(shi)交易中心(xin)(xin)和省(sheng)產(chan)業(ye)技(ji)術研(yan)究院作用,推動低(di)(di)(di)碳技(ji)術成(cheng)果(guo)轉(zhuan)化(hua)(hua)和產(chan)業(ye)化(hua)(hua)。加(jia)強綠(lv)色(se)低(di)(di)(di)碳技(ji)術和產(chan)品知識(shi)產(chan)權保護。完善綠(lv)色(se)低(di)(di)(di)碳技(ji)術和產(chan)品檢測、評估體系,加(jia)快開(kai)展(zhan)綠(lv)色(se)低(di)(di)(di)碳產(chan)品認證。
2.加強(qiang)創新能(neng)力(li)建設和(he)(he)人才(cai)培(pei)養。培(pei)育壯大綠(lv)色(se)低(di)碳(tan)(tan)領域創新平(ping)臺,建設省級重大科(ke)技(ji)基(ji)礎設施和(he)(he)科(ke)技(ji)成(cheng)果中(zhong)試(shi)熟化(hua)(hua)基(ji)地(di)。高(gao)水(shui)平(ping)建設省產業技(ji)術研(yan)究院和(he)(he)省科(ke)技(ji)成(cheng)果轉化(hua)(hua)中(zhong)心。鼓勵高(gao)等學(xue)校加快(kuai)新能(neng)源(yuan)、儲能(neng)、氫能(neng)、碳(tan)(tan)減排(pai)、碳(tan)(tan)匯、碳(tan)(tan)排(pai)放權交易等學(xue)科(ke)建設和(he)(he)人才(cai)培(pei)養,推進(jin)綠(lv)色(se)低(di)碳(tan)(tan)相(xiang)(xiang)關(guan)基(ji)礎學(xue)科(ke)交叉研(yan)究,以(yi)及相(xiang)(xiang)關(guan)應(ying)用(yong)學(xue)科(ke)的多領域融合(he)研(yan)究。鼓勵京津冀地(di)區科(ke)研(yan)院所、高(gao)校和(he)(he)企業開展(zhan)科(ke)技(ji)交流和(he)(he)區域性綠(lv)色(se)低(di)碳(tan)(tan)技(ji)術研(yan)發合(he)作,引進(jin)國(guo)際(ji)創新團隊,建設國(guo)際(ji)科(ke)技(ji)合(he)作基(ji)地(di),強(qiang)化(hua)(hua)科(ke)技(ji)卓越(yue)人才(cai)國(guo)際(ji)交流。深化(hua)(hua)產教融合(he),鼓勵校企聯(lian)合(he)開展(zhan)產學(xue)合(he)作協同育人項目。
3.強化(hua)應(ying)用(yong)(yong)基礎(chu)研究(jiu)。圍(wei)繞鋼鐵、電力、建材、化(hua)工石化(hua)重點(dian)行(xing)業,開展(zhan)低碳(tan)(tan)(tan)(tan)零碳(tan)(tan)(tan)(tan)負碳(tan)(tan)(tan)(tan)關鍵技術基礎(chu)理論研究(jiu),推動(dong)重點(dian)行(xing)業降碳(tan)(tan)(tan)(tan)技術取(qu)得(de)明顯進(jin)展(zhan)。聚焦高(gao)效可再生能源利(li)用(yong)(yong)、新型光電儲能材料(liao)、生物(wu)質化(hua)學(xue)品制造和(he)(he)碳(tan)(tan)(tan)(tan)捕集利(li)用(yong)(yong)與封(feng)存、森林和(he)(he)海洋碳(tan)(tan)(tan)(tan)匯等重點(dian)方向,開展(zhan)前沿引領(ling)技術研究(jiu),為重點(dian)領(ling)域碳(tan)(tan)(tan)(tan)達峰碳(tan)(tan)(tan)(tan)中和(he)(he)提供技術支撐。
4.加(jia)快(kuai)先進適用(yong)(yong)技(ji)術(shu)(shu)(shu)研(yan)(yan)(yan)發和(he)(he)(he)推(tui)廣(guang)應(ying)用(yong)(yong)。在新(xin)(xin)型(xing)節能(neng)(neng)材料(liao)、高效(xiao)節能(neng)(neng)電(dian)(dian)機(ji)(ji)及拖動設備、余(yu)熱(re)余(yu)壓利用(yong)(yong)、高效(xiao)光(guang)伏電(dian)(dian)池及組件、高效(xiao)儲(chu)(chu)能(neng)(neng)、智能(neng)(neng)電(dian)(dian)網工程、氫能(neng)(neng)制(zhi)運儲(chu)(chu)加(jia)、大型(xing)風力(li)發電(dian)(dian)機(ji)(ji)組、可再(zai)生能(neng)(neng)源與建筑一體(ti)化、軌道(dao)交通能(neng)(neng)量回收、新(xin)(xin)能(neng)(neng)源汽車能(neng)(neng)效(xiao)提(ti)升等方(fang)面,加(jia)大科技(ji)攻關(guan)(guan)力(li)度。深入推(tui)進電(dian)(dian)網、光(guang)電(dian)(dian)轉換效(xiao)率提(ti)升、氫能(neng)(neng)、儲(chu)(chu)能(neng)(neng)等技(ji)術(shu)(shu)(shu)裝備研(yan)(yan)(yan)發和(he)(he)(he)規(gui)(gui)模(mo)化應(ying)用(yong)(yong)。加(jia)快(kuai)高效(xiao)低成本的(de)氫氣制(zhi)取、儲(chu)(chu)運、加(jia)注和(he)(he)(he)燃(ran)料(liao)電(dian)(dian)池等關(guan)(guan)鍵技(ji)術(shu)(shu)(shu)研(yan)(yan)(yan)發和(he)(he)(he)示(shi)范(fan)應(ying)用(yong)(yong)。推(tui)進碳減排關(guan)(guan)鍵技(ji)術(shu)(shu)(shu)的(de)突(tu)破(po)與創新(xin)(xin),鼓勵二氧(yang)化碳規(gui)(gui)模(mo)化利用(yong)(yong),支持二氧(yang)化碳捕(bu)集(ji)利用(yong)(yong)與封存技(ji)術(shu)(shu)(shu)研(yan)(yan)(yan)發和(he)(he)(he)示(shi)范(fan)應(ying)用(yong)(yong)。
(八)碳(tan)匯能力鞏固提升行動。
1.鞏(gong)固生(sheng)態系統(tong)固碳(tan)(tan)作用(yong)。結合國(guo)土(tu)(tu)空(kong)間(jian)(jian)規劃(hua)編制和實(shi)施,構(gou)建有利于碳(tan)(tan)達峰(feng)、碳(tan)(tan)中和的國(guo)土(tu)(tu)空(kong)間(jian)(jian)開發保(bao)護(hu)格局。落實(shi)主體(ti)功能區和生(sheng)態功能分區定位(wei),嚴守生(sheng)態保(bao)護(hu)紅線(xian),嚴格保(bao)護(hu)各類重(zhong)要生(sheng)態系統(tong),科學劃(hua)定城鎮開發邊界,嚴肅查處違規占(zhan)用(yong)生(sheng)態用(yong)地(di)行為,全面完成責任主體(ti)滅失礦(kuang)山跡(ji)地(di)綜合治理,穩定森林、草原、濕地(di)、海(hai)洋、耕地(di)等固碳(tan)(tan)作用(yong)。
2.提(ti)升森(sen)林(lin)草原(yuan)碳(tan)匯能力。開展(zhan)大(da)規(gui)模國土綠(lv)化(hua)行動(dong),扎實(shi)(shi)推(tui)進京津(jin)風沙源治理(li)、三北(bei)防護(hu)林(lin)、太行山、燕(yan)山、“三沿三旁”、規(gui)模化(hua)林(lin)場等重點國土綠(lv)化(hua)工程,深(shen)入創建(jian)森(sen)林(lin)城(cheng)市(shi),高標準(zhun)建(jian)設雄(xiong)安郊野公園,加強(qiang)城(cheng)市(shi)綠(lv)化(hua),持續增(zeng)加綠(lv)化(hua)面積。加強(qiang)森(sen)林(lin)撫(fu)育,調整優化(hua)林(lin)分結構(gou),提(ti)高森(sen)林(lin)生態系統穩定性(xing)和蓄積量(liang)。實(shi)(shi)施草原(yuan)生態保護(hu)修復,以(yi)壩上(shang)、太行山燕(yan)山等地區為重點,推(tui)進沙化(hua)、退化(hua)、鹽堿化(hua)草原(yuan)治理(li)。到(dao)2030年,森(sen)林(lin)覆蓋率達到(dao)38%左(zuo)右(you),森(sen)林(lin)蓄積量(liang)達到(dao)2.20億(yi)立方米(mi)。
3.增強濕(shi)(shi)(shi)地(di)(di)(di)海(hai)洋(yang)等(deng)系統固碳能(neng)力(li)。加強濕(shi)(shi)(shi)地(di)(di)(di)保護,實(shi)(shi)施(shi)白洋(yang)淀、衡水(shui)湖、南大港等(deng)濕(shi)(shi)(shi)地(di)(di)(di)修(xiu)復工程,逐步(bu)恢(hui)復濕(shi)(shi)(shi)地(di)(di)(di)面積(ji)、提升(sheng)濕(shi)(shi)(shi)地(di)(di)(di)生(sheng)態質量。深入(ru)推進地(di)(di)(di)下水(shui)超采綜合治理,加大生(sheng)態補水(shui)力(li)度,實(shi)(shi)施(shi)河湖連(lian)通工程,全面恢(hui)復重要河流濕(shi)(shi)(shi)地(di)(di)(di)功能(neng),逐步(bu)實(shi)(shi)現有河有水(shui)、有草(cao)有魚。實(shi)(shi)施(shi)最嚴格(ge)的岸線管制措施(shi),除國家重大項(xiang)(xiang)目外(wai),全面停止(zhi)新(xin)增圍填(tian)海(hai)項(xiang)(xiang)目審(shen)批。推進“藍色海(hai)灣”和海(hai)岸帶整治修(xiu)復,實(shi)(shi)施(shi)海(hai)草(cao)床、鹽沼等(deng)海(hai)洋(yang)藍碳生(sheng)態系統修(xiu)復工程,推動海(hai)洋(yang)碳匯開發利用(yong)。
4.加(jia)強生(sheng)態(tai)(tai)系(xi)統(tong)(tong)碳(tan)匯(hui)基礎(chu)支撐。充分利用國家自然(ran)資源(yuan)調查和(he)林(lin)草生(sheng)態(tai)(tai)綜合(he)監(jian)測(ce)評價成果,建立(li)生(sheng)態(tai)(tai)系(xi)統(tong)(tong)碳(tan)匯(hui)監(jian)測(ce)核算(suan)體(ti)(ti)系(xi),開展森林(lin)、草原、濕地、海洋、土(tu)壤等碳(tan)匯(hui)本底調查、碳(tan)儲量(liang)評估、潛力(li)分析,實施生(sheng)態(tai)(tai)保(bao)護(hu)修(xiu)復碳(tan)匯(hui)成效監(jian)測(ce)評估。健全生(sheng)態(tai)(tai)產品價值實現和(he)生(sheng)態(tai)(tai)補償機制,推動我省碳(tan)匯(hui)項目參與溫室氣體(ti)(ti)自愿減排交易(yi)。
5.推(tui)進(jin)農(nong)(nong)業農(nong)(nong)村減排固碳。加快發(fa)展“生態綠色、品質優良、環境友好”為基本(ben)特征的綠色低碳循(xun)環農(nong)(nong)業。增加農(nong)(nong)田有機質投入,提高土(tu)壤有機碳儲(chu)量。推(tui)進(jin)化(hua)肥農(nong)(nong)藥減量增效(xiao),提升秸稈、畜(chu)禽(qin)糞污等農(nong)(nong)業廢棄物(wu)綜合利用水平。
(九(jiu))綠色低碳全民行動。
1.加強(qiang)生(sheng)態文(wen)明(ming)(ming)宣(xuan)傳教(jiao)(jiao)育(yu)(yu)。把(ba)生(sheng)態文(wen)明(ming)(ming)教(jiao)(jiao)育(yu)(yu)納入(ru)國(guo)民教(jiao)(jiao)育(yu)(yu)體系。組織各類新聞媒體廣(guang)泛宣(xuan)傳,加強(qiang)對公(gong)眾(zhong)生(sheng)態文(wen)明(ming)(ming)科普教(jiao)(jiao)育(yu)(yu),普及(ji)碳(tan)達峰(feng)、碳(tan)中和基礎知識,樹立綠色低碳(tan)生(sheng)活(huo)理念。把(ba)節(jie)能(neng)降碳(tan)納入(ru)文(wen)明(ming)(ming)城市(shi)、文(wen)明(ming)(ming)村(cun)鎮、文(wen)明(ming)(ming)單位、文(wen)明(ming)(ming)家庭(ting)、文(wen)明(ming)(ming)校園創建及(ji)有關教(jiao)(jiao)育(yu)(yu)示范基地建設要求。深(shen)入(ru)實施節(jie)能(neng)減排降碳(tan)全民行動,辦好世界(jie)地球日、世界(jie)環境日、全國(guo)節(jie)能(neng)宣(xuan)傳周、全國(guo)低碳(tan)日等主題宣(xuan)傳活(huo)動,推動生(sheng)態文(wen)明(ming)(ming)理念更加深(shen)入(ru)人心(xin)。
2.推廣(guang)綠(lv)(lv)(lv)色(se)(se)低碳生(sheng)活方式。堅(jian)決遏(e)制奢侈(chi)浪費(fei)(fei)和不合(he)理消費(fei)(fei),著力破除奢靡鋪張(zhang)的(de)歪風陋習,堅(jian)決制止餐(can)飲浪費(fei)(fei)行為(wei)。深入開展節(jie)約(yue)型機關、綠(lv)(lv)(lv)色(se)(se)家庭(ting)、綠(lv)(lv)(lv)色(se)(se)學校、綠(lv)(lv)(lv)色(se)(se)社區(qu)、綠(lv)(lv)(lv)色(se)(se)出行、綠(lv)(lv)(lv)色(se)(se)商(shang)場(chang)、綠(lv)(lv)(lv)色(se)(se)建筑創建行動,廣(guang)泛宣(xuan)傳推廣(guang)簡(jian)約(yue)適度(du)、綠(lv)(lv)(lv)色(se)(se)低碳、文明健(jian)康的(de)生(sheng)活理念和生(sheng)活方式。完(wan)善綠(lv)(lv)(lv)色(se)(se)消費(fei)(fei)激勵機制,健(jian)全綠(lv)(lv)(lv)色(se)(se)產品、能效(xiao)(xiao)(xiao)、水(shui)效(xiao)(xiao)(xiao)和環保標識制度(du),引(yin)導消費(fei)(fei)者(zhe)購買節(jie)能與(yu)新能源汽車(che)、高(gao)效(xiao)(xiao)(xiao)家電、節(jie)水(shui)型器具等綠(lv)(lv)(lv)色(se)(se)低碳產品。
3.引導企(qi)(qi)業(ye)(ye)(ye)履(lv)行(xing)(xing)社(she)會(hui)責(ze)任。鋼鐵、電(dian)力、建(jian)材、化(hua)工(gong)等重(zhong)點領(ling)域國有企(qi)(qi)業(ye)(ye)(ye)要(yao)制定實(shi)施企(qi)(qi)業(ye)(ye)(ye)碳達峰行(xing)(xing)動方案,明確碳達峰路線圖和時間表,發(fa)(fa)(fa)揮(hui)示范引領(ling)作(zuo)用。重(zhong)點用能單位要(yao)梳理核算自(zi)身碳排(pai)放(fang)情況,制定專項工(gong)作(zuo)方案,落實(shi)節能降碳措施。相關上市公司和發(fa)(fa)(fa)債(zhai)企(qi)(qi)業(ye)(ye)(ye)要(yao)按照環境信息依法(fa)披露的要(yao)求(qiu),定期(qi)公布(bu)企(qi)(qi)業(ye)(ye)(ye)碳排(pai)放(fang)信息。充分(fen)發(fa)(fa)(fa)揮(hui)行(xing)(xing)業(ye)(ye)(ye)協會(hui)等社(she)會(hui)團(tuan)體作(zuo)用,督促企(qi)(qi)業(ye)(ye)(ye)自(zi)覺(jue)履(lv)行(xing)(xing)社(she)會(hui)責(ze)任。
4.強(qiang)化領(ling)導(dao)干(gan)部培(pei)訓。將學習貫(guan)徹習近平生態文明思(si)想作為干(gan)部教育(yu)培(pei)訓的重要內(nei)容,把碳(tan)(tan)達峰、碳(tan)(tan)中和(he)(he)相關內(nei)容列(lie)入省委黨校(河北(bei)行(xing)政學院)教學計劃,分階段、分層(ceng)次對各級(ji)(ji)領(ling)導(dao)干(gan)部開展培(pei)訓,提高(gao)各級(ji)(ji)領(ling)導(dao)干(gan)部抓好綠色(se)低碳(tan)(tan)發展的能力和(he)(he)水平。從事綠色(se)低碳(tan)(tan)發展相關工作的領(ling)導(dao)干(gan)部要加快(kuai)知識更新、加強(qiang)實踐鍛煉,盡(jin)快(kuai)提升專業(ye)素養和(he)(he)業(ye)務能力,努(nu)力成為做好工作的行(xing)家里(li)手(shou)。
(十)梯次(ci)有序推進區域碳達峰行動(dong)。
1.統籌推進各地(di)梯次達(da)峰。根據各地(di)資(zi)源(yuan)(yuan)稟賦、產業(ye)(ye)布局、發展階段、排(pai)放(fang)總量等,堅(jian)持(chi)分(fen)類(lei)施策、因地(di)制宜、上下聯動(dong),推動(dong)分(fen)區(qu)(qu)域(yu)分(fen)梯次達(da)峰。產業(ye)(ye)結(jie)構較輕、能(neng)源(yuan)(yuan)結(jie)構較優的地(di)區(qu)(qu)要(yao)堅(jian)持(chi)綠色(se)低碳(tan)(tan)發展,堅(jian)決(jue)不走(zou)依靠高(gao)耗能(neng)、高(gao)排(pai)放(fang)、低水(shui)平(ping)項目(mu)拉動(dong)經濟增(zeng)長的老路。產業(ye)(ye)結(jie)構偏重、能(neng)源(yuan)(yuan)結(jie)構偏煤的地(di)區(qu)(qu)和(he)資(zi)源(yuan)(yuan)型地(di)區(qu)(qu)要(yao)把節能(neng)降碳(tan)(tan)擺(bai)在突出(chu)位置,大(da)力優化調整產業(ye)(ye)結(jie)構和(he)能(neng)源(yuan)(yuan)結(jie)構,逐(zhu)步實現碳(tan)(tan)排(pai)放(fang)增(zeng)長與經濟增(zeng)長脫(tuo)鉤,力爭與全省同步實現碳(tan)(tan)達(da)峰。
2.協(xie)調(diao)聯動制(zhi)(zhi)定區域達(da)峰(feng)(feng)(feng)方(fang)(fang)案。各地要(yao)按照全(quan)省統一部署(shu),科學制(zhi)(zhi)定本地碳(tan)達(da)峰(feng)(feng)(feng)行動方(fang)(fang)案,提出符合實(shi)(shi)際、滿足(zu)要(yao)求、切實(shi)(shi)可行的碳(tan)達(da)峰(feng)(feng)(feng)時間表(biao)、路線圖、施工圖,嚴禁“一刀切”限(xian)電限(xian)產或運動式(shi)“減碳(tan)”。各地碳(tan)達(da)峰(feng)(feng)(feng)行動方(fang)(fang)案報經省碳(tan)達(da)峰(feng)(feng)(feng)碳(tan)中和工作領導小組審核通過(guo)后,由本地自行印發實(shi)(shi)施。
3.積極(ji)創建國家碳達(da)峰試點(dian)。按照(zhao)國家統一(yi)部署,選擇具(ju)有典(dian)型代(dai)表(biao)性的(de)城(cheng)(cheng)市和園區開展碳達(da)峰創建工作,對列入國家碳達(da)峰試點(dian)的(de)城(cheng)(cheng)市和園區,加大政策、資金等方面(mian)支持力(li)度,確保試點(dian)取得預期效(xiao)果,打造一(yi)批具(ju)有地方特色、可復(fu)制(zhi)可推(tui)廣的(de)典(dian)型樣板(ban)。
四、國際合作
(一)開(kai)(kai)展(zhan)綠(lv)(lv)色經(jing)貿(mao)、技(ji)(ji)(ji)術(shu)(shu)與金融合(he)作。持(chi)續(xu)優化(hua)貿(mao)易(yi)結構,大(da)力發展(zhan)高質(zhi)量、高技(ji)(ji)(ji)術(shu)(shu)、高附(fu)加值綠(lv)(lv)色產(chan)品貿(mao)易(yi)。擴大(da)綠(lv)(lv)色低碳產(chan)品、節能(neng)(neng)環(huan)保服務(wu)、環(huan)境服務(wu)等進(jin)口。加大(da)綠(lv)(lv)色技(ji)(ji)(ji)術(shu)(shu)合(he)作力度,推動開(kai)(kai)展(zhan)可再生能(neng)(neng)源、儲(chu)能(neng)(neng)、氫能(neng)(neng)、碳捕集利用與封(feng)存等領(ling)域科研合(he)作和技(ji)(ji)(ji)術(shu)(shu)交流(liu)。積極參與綠(lv)(lv)色金融國際合(he)作。
(二)推(tui)進綠(lv)色(se)“一帶(dai)(dai)一路(lu)(lu)”建設(she)。深化(hua)與“一帶(dai)(dai)一路(lu)(lu)”國(guo)家(jia)在綠(lv)色(se)技(ji)術(shu)、綠(lv)色(se)裝(zhuang)備(bei)、綠(lv)色(se)服務、綠(lv)色(se)基(ji)礎(chu)設(she)施(shi)建設(she)等方面的合(he)(he)作(zuo),帶(dai)(dai)動先(xian)進技(ji)術(shu)、裝(zhuang)備(bei)、產能(neng)走出去,引進我省(sheng)急需的綠(lv)色(se)低碳發(fa)展關鍵技(ji)術(shu)裝(zhuang)備(bei)并消化(hua)吸收再創新。加強綠(lv)色(se)標(biao)準國(guo)際合(he)(he)作(zuo),積極引領和(he)參與鋼鐵、氫能(neng)等優(you)勢領域(yu)國(guo)際標(biao)準制定。積極參與“一帶(dai)(dai)一路(lu)(lu)”應對氣候變化(hua)南南合(he)(he)作(zuo)計劃和(he)“一帶(dai)(dai)一路(lu)(lu)”科(ke)技(ji)創新行動計劃。
五、政策保障
(一)建立完善碳(tan)排(pai)(pai)放(fang)統計(ji)核算(suan)(suan)體(ti)系。提升(sheng)碳(tan)排(pai)(pai)放(fang)統計(ji)核算(suan)(suan)能力,加(jia)強人(ren)才隊伍(wu)建設,嚴格(ge)執行國(guo)家碳(tan)排(pai)(pai)放(fang)統計(ji)核算(suan)(suan)體(ti)系,支(zhi)持行業(ye)、企業(ye)依(yi)據自身(shen)特點開(kai)展碳(tan)排(pai)(pai)放(fang)核算(suan)(suan)方(fang)(fang)法學研(yan)究(jiu),建立健全碳(tan)排(pai)(pai)放(fang)計(ji)量(liang)體(ti)系。在(zai)能源利(li)用(yong)、工(gong)業(ye)、交(jiao)通、城鄉建設、農林(lin)等(deng)重點領域開(kai)展碳(tan)減排(pai)(pai)量(liang)評估、低碳(tan)評價(jia)等(deng)河北省地方(fang)(fang)性(xing)標準的研(yan)究(jiu)制定(ding),開(kai)展移動(dong)源大氣污染物和溫室(shi)氣體(ti)排(pai)(pai)放(fang)協同(tong)控制相(xiang)關(guan)標準可行性(xing)研(yan)究(jiu)。推進碳(tan)排(pai)(pai)放(fang)信(xin)息化體(ti)系建設,加(jia)快遙感測(ce)量(liang)、大數據、云計(ji)算(suan)(suan)等(deng)新興技術在(zai)碳(tan)排(pai)(pai)放(fang)實(shi)測(ce)技術領域的整(zheng)合利(li)用(yong)和分析應用(yong),提高統計(ji)核算(suan)(suan)水平。
(二)完善地(di)(di)方(fang)(fang)法(fa)(fa)規(gui)(gui)(gui)政策標(biao)準(zhun)(zhun)。推進全(quan)面清理現行地(di)(di)方(fang)(fang)性(xing)法(fa)(fa)規(gui)(gui)(gui)規(gui)(gui)(gui)章行政規(gui)(gui)(gui)范性(xing)文件中與碳(tan)(tan)達(da)峰工作不相適應(ying)的(de)內(nei)容(rong),加(jia)強法(fa)(fa)規(gui)(gui)(gui)規(gui)(gui)(gui)章間(jian)的(de)銜(xian)接。在資源能(neng)源節約利用、城鄉規(gui)(gui)(gui)劃建(jian)設、生態環境保護等地(di)(di)方(fang)(fang)性(xing)法(fa)(fa)規(gui)(gui)(gui)規(gui)(gui)(gui)章制(zhi)修訂過程中,增加(jia)與碳(tan)(tan)達(da)峰、碳(tan)(tan)中和相適應(ying)的(de)內(nei)容(rong),鼓(gu)勵市(shi)級層(ceng)面制(zhi)定支持綠(lv)(lv)色低碳(tan)(tan)發展地(di)(di)方(fang)(fang)性(xing)法(fa)(fa)規(gui)(gui)(gui)規(gui)(gui)(gui)章。加(jia)快節能(neng)標(biao)準(zhun)(zhun)更(geng)新,制(zhi)修訂一批嚴(yan)于強制(zhi)性(xing)國(guo)家標(biao)準(zhun)(zhun)的(de)能(neng)耗限額地(di)(di)方(fang)(fang)標(biao)準(zhun)(zhun)。完善工業綠(lv)(lv)色低碳(tan)(tan)標(biao)準(zhun)(zhun)體(ti)系。健全(quan)可再(zai)生能(neng)源標(biao)準(zhun)(zhun)體(ti)系,加(jia)快相關領(ling)域(yu)標(biao)準(zhun)(zhun)制(zhi)定修訂。
(三)完善(shan)經濟政(zheng)策(ce)。各地要(yao)加大(da)對碳(tan)(tan)(tan)(tan)(tan)(tan)達(da)(da)峰(feng)、碳(tan)(tan)(tan)(tan)(tan)(tan)中和工作的(de)(de)(de)支(zhi)(zhi)(zhi)(zhi)持(chi)力度,各級(ji)財政(zheng)要(yao)加大(da)對綠色(se)降(jiang)碳(tan)(tan)(tan)(tan)(tan)(tan)項(xiang)目(mu)、技(ji)(ji)術研發等支(zhi)(zhi)(zhi)(zhi)持(chi)力度。強化(hua)節能減(jian)排、環境保護、資(zi)源綜合利(li)用(yong)等稅收優(you)惠政(zheng)策(ce)落實,加快市(shi)(shi)場(chang)主(zhu)體綠色(se)低碳(tan)(tan)(tan)(tan)(tan)(tan)發展(zhan)。加大(da)節能低碳(tan)(tan)(tan)(tan)(tan)(tan)、節水、資(zi)源綜合利(li)用(yong)技(ji)(ji)術工藝裝備示范(fan)項(xiang)目(mu)和節能環保產(chan)業支(zhi)(zhi)(zhi)(zhi)持(chi)力度。優(you)化(hua)完善(shan)首(shou)臺(tai)(套)重(zhong)大(da)技(ji)(ji)術裝備、重(zhong)點新材料首(shou)批次應用(yong)保險補償機(ji)(ji)制(zhi)。完善(shan)懲罰性電價、差別(bie)電價等環保電價政(zheng)策(ce),健(jian)全分時電價和居民階梯電價政(zheng)策(ce)。大(da)力發展(zhan)綠色(se)金(jin)(jin)融工具(ju),引導金(jin)(jin)融機(ji)(ji)構為(wei)綠色(se)低碳(tan)(tan)(tan)(tan)(tan)(tan)項(xiang)目(mu)提(ti)(ti)供長期限低成本資(zi)金(jin)(jin)支(zhi)(zhi)(zhi)(zhi)持(chi),鼓(gu)(gu)勵(li)開發性政(zheng)策(ce)性金(jin)(jin)融機(ji)(ji)構按照市(shi)(shi)場(chang)化(hua)法治(zhi)化(hua)原則(ze)為(wei)碳(tan)(tan)(tan)(tan)(tan)(tan)達(da)(da)峰(feng)行動提(ti)(ti)供長期穩定融資(zi)支(zhi)(zhi)(zhi)(zhi)持(chi)。在防范(fan)政(zheng)府(fu)債務風險的(de)(de)(de)前提(ti)(ti)下,鼓(gu)(gu)勵(li)各級(ji)政(zheng)府(fu)將(jiang)符合條件的(de)(de)(de)綠色(se)低碳(tan)(tan)(tan)(tan)(tan)(tan)發展(zhan)項(xiang)目(mu)納入政(zheng)府(fu)債券支(zhi)(zhi)(zhi)(zhi)持(chi)范(fan)圍。支(zhi)(zhi)(zhi)(zhi)持(chi)符合條件的(de)(de)(de)綠色(se)企業掛(gua)牌上市(shi)(shi)融資(zi)。建立省級(ji)綠色(se)低碳(tan)(tan)(tan)(tan)(tan)(tan)轉型(xing)(xing)基金(jin)(jin),積(ji)極參(can)與國(guo)家(jia)低碳(tan)(tan)(tan)(tan)(tan)(tan)轉型(xing)(xing)基金(jin)(jin),鼓(gu)(gu)勵(li)社會資(zi)本以市(shi)(shi)場(chang)化(hua)方式設(she)立綠色(se)低碳(tan)(tan)(tan)(tan)(tan)(tan)產(chan)業投資(zi)基金(jin)(jin)。
(四)加快市場(chang)化(hua)機(ji)制(zhi)建(jian)設(she)。積(ji)極參與(yu)全(quan)(quan)國碳(tan)(tan)排(pai)放權(quan)交(jiao)易(yi)(yi)市場(chang)建(jian)設(she),落(luo)實碳(tan)(tan)排(pai)放配(pei)額總量(liang)確(que)定和分配(pei)方案,組織重(zhong)點行(xing)(xing)(xing)業(ye)企業(ye)入(ru)市交(jiao)易(yi)(yi)、履約(yue)(yue)清繳(jiao),嚴肅查處弄(nong)虛(xu)作假和違約(yue)(yue)行(xing)(xing)(xing)為。積(ji)極組建(jian)中(zhong)國雄安(an)綠色交(jiao)易(yi)(yi)所,推動北京與(yu)雄安(an)聯合爭取設(she)立國家級CCER交(jiao)易(yi)(yi)市場(chang)。加快培育碳(tan)(tan)排(pai)放服(fu)務(wu)(wu)機(ji)構,探索碳(tan)(tan)減(jian)排(pai)咨(zi)詢設(she)計、減(jian)碳(tan)(tan)量(liang)核(he)證、碳(tan)(tan)交(jiao)易(yi)(yi)經紀、碳(tan)(tan)金融(rong)等“一攬子”服(fu)務(wu)(wu)。加快融(rong)入(ru)全(quan)(quan)國用能(neng)權(quan)交(jiao)易(yi)(yi)市場(chang)建(jian)設(she),完(wan)善用能(neng)權(quan)有償使用和交(jiao)易(yi)(yi)制(zhi)度(du),發展市場(chang)化(hua)節能(neng)方式,做好(hao)與(yu)能(neng)耗雙(shuang)控制(zhi)度(du)的銜接。大力發展節能(neng)服(fu)務(wu)(wu)行(xing)(xing)(xing)業(ye),推廣節能(neng)咨(zi)詢、診(zhen)斷(duan)、設(she)計、改造、托(tuo)管等“一站式”合同能(neng)源管理服(fu)務(wu)(wu)模(mo)式。
六、組織實施
(一)加強(qiang)(qiang)組織(zhi)領導。加強(qiang)(qiang)黨對(dui)碳(tan)(tan)(tan)(tan)達峰、碳(tan)(tan)(tan)(tan)中和(he)(he)工作(zuo)的領導,省(sheng)(sheng)碳(tan)(tan)(tan)(tan)達峰碳(tan)(tan)(tan)(tan)中和(he)(he)工作(zuo)領導小組負(fu)責(ze)統籌推進碳(tan)(tan)(tan)(tan)達峰、碳(tan)(tan)(tan)(tan)中和(he)(he)工作(zuo),研究解決重大事項(xiang)。省(sheng)(sheng)有關部門要抓緊制定重點行(xing)業(ye)(ye)領域碳(tan)(tan)(tan)(tan)達峰方案(an)和(he)(he)碳(tan)(tan)(tan)(tan)達峰碳(tan)(tan)(tan)(tan)中和(he)(he)保障方案(an),扎實(shi)推進相關工作(zuo)。省(sheng)(sheng)領導小組辦公室負(fu)責(ze)全省(sheng)(sheng)碳(tan)(tan)(tan)(tan)達峰工作(zuo)的統籌協調,定期對(dui)各地和(he)(he)重點領域、重點行(xing)業(ye)(ye)工作(zuo)進展(zhan)情況進行(xing)調度,督促各項(xiang)目標任務(wu)落(luo)地落(luo)實(shi)。
(二)壓實(shi)(shi)工(gong)作(zuo)(zuo)(zuo)責任。各(ge)地(di)各(ge)有關部門和(he)單位要(yao)深刻認識碳(tan)(tan)(tan)達峰(feng)工(gong)作(zuo)(zuo)(zuo)的重要(yao)性、緊(jin)迫性和(he)復(fu)雜性,切實(shi)(shi)扛起責任,嚴格落(luo)實(shi)(shi)中(zhong)央和(he)省(sheng)委、省(sheng)政府決策(ce)部署(shu),明確(que)工(gong)作(zuo)(zuo)(zuo)目標、細(xi)化(hua)工(gong)作(zuo)(zuo)(zuo)舉措,推動(dong)各(ge)項目標任務落(luo)實(shi)(shi)落(luo)細(xi)。加強(qiang)督(du)導檢查(cha)(cha),將(jiang)碳(tan)(tan)(tan)達峰(feng)行動(dong)落(luo)實(shi)(shi)情(qing)況納入省(sheng)級(ji)生態(tai)環境保(bao)護督(du)察。各(ge)地(di)要(yao)加強(qiang)對本地(di)碳(tan)(tan)(tan)達峰(feng)工(gong)作(zuo)(zuo)(zuo)的自檢自查(cha)(cha),確(que)保(bao)碳(tan)(tan)(tan)達峰(feng)行動(dong)方案(an)目標任務落(luo)實(shi)(shi)到(dao)位。
(三)嚴格評(ping)(ping)估(gu)考(kao)核。建立健全(quan)碳(tan)(tan)(tan)達(da)峰(feng)碳(tan)(tan)(tan)中和(he)綜合評(ping)(ping)價考(kao)核制度(du),落實以碳(tan)(tan)(tan)強度(du)控制為(wei)主、碳(tan)(tan)(tan)排(pai)放總量控制為(wei)輔的制度(du),對(dui)(dui)能(neng)源消費和(he)碳(tan)(tan)(tan)排(pai)放指標(biao)實行協同(tong)管理、協同(tong)分解、協同(tong)考(kao)核,確保目(mu)標(biao)任務(wu)落實。組織(zhi)開(kai)展(zhan)碳(tan)(tan)(tan)達(da)峰(feng)目(mu)標(biao)任務(wu)年(nian)度(du)考(kao)核評(ping)(ping)估(gu),對(dui)(dui)碳(tan)(tan)(tan)達(da)峰(feng)工作成效突出的地方、單位和(he)個人按規定(ding)給予表彰獎勵,對(dui)(dui)未完成目(mu)標(biao)任務(wu)的地方、部門依規依法實行通(tong)報批評(ping)(ping)和(he)約(yue)談(tan)問責。
