一、現實基礎和發(fa)展環境
(一)“十三五(wu)”取得的(de)主(zhu)要成(cheng)效。
“十三五”時期,全省認真貫徹習(xi)近平新(xin)時代中國特色社(she)會主義思想,落(luo)實(shi)“四(si)個革(ge)命(ming)、一(yi)個合作”能(neng)源安全新(xin)戰(zhan)略,不斷提(ti)升能(neng)源供給能(neng)力、優化能(neng)源結構、增強創新(xin)動能(neng)、深化能(neng)源改革(ge)和對外(wai)合作,能(neng)源保(bao)障和服務(wu)水平進一(yi)步(bu)提(ti)升,較好滿足了經濟社(she)會發(fa)展用(yong)能(neng)需求。
供(gong)(gong)應保障能力(li)明顯增(zeng)強。鄂州電(dian)(dian)(dian)廠(chang)三(san)期(qi)(qi)、漢川電(dian)(dian)(dian)廠(chang)三(san)期(qi)(qi)、江(jiang)陵(ling)電(dian)(dian)(dian)廠(chang)、京能熱(re)電(dian)(dian)(dian)、江(jiang)坪河水電(dian)(dian)(dian)站等(deng)一批大(da)(da)型電(dian)(dian)(dian)源(yuan)(yuan)項目投產,新增(zeng)發電(dian)(dian)(dian)裝機(ji)1862萬(wan)(wan)千瓦,發電(dian)(dian)(dian)總(zong)(zong)裝機(ji)達到8273萬(wan)(wan)千瓦(含三(san)峽2240萬(wan)(wan)千瓦)。鄂渝柔性(xing)直流背靠背聯(lian)網工(gong)(gong)程建(jian)(jian)(jian)成投運,21項500千伏(fu)輸變電(dian)(dian)(dian)工(gong)(gong)程投產,新增(zeng)變電(dian)(dian)(dian)容量(liang)1493萬(wan)(wan)千伏(fu)安(an),主網最(zui)大(da)(da)負荷由2745萬(wan)(wan)千瓦提(ti)升至4065萬(wan)(wan)千瓦,總(zong)(zong)體(ti)形成西電(dian)(dian)(dian)東送、南(nan)北互濟的(de)供(gong)(gong)電(dian)(dian)(dian)樞(shu)紐格(ge)局。北煤(mei)(mei)(mei)(mei)南(nan)運通(tong)道(dao)(dao)浩吉鐵(tie)(tie)路(lu)投運,年(nian)(nian)(nian)新增(zeng)運煤(mei)(mei)(mei)(mei)能力(li)3000萬(wan)(wan)噸(dun)。華中最(zui)大(da)(da)的(de)煤(mei)(mei)(mei)(mei)炭中轉平臺荊(jing)州煤(mei)(mei)(mei)(mei)炭鐵(tie)(tie)水聯(lian)運儲配基地一期(qi)(qi)工(gong)(gong)程建(jian)(jian)(jian)成,全(quan)省煤(mei)(mei)(mei)(mei)炭儲備能力(li)達到1100萬(wan)(wan)噸(dun)。新疆(jiang)(jiang)煤(mei)(mei)(mei)(mei)制氣(qi)外輸通(tong)道(dao)(dao)一期(qi)(qi)、川氣(qi)東送增(zeng)壓擴能、荊(jing)門-襄陽成品油管道(dao)(dao)等(deng)項目建(jian)(jian)(jian)成,油氣(qi)管道(dao)(dao)總(zong)(zong)里(li)程達到7400公里(li)。武漢安(an)山儲氣(qi)庫擴建(jian)(jian)(jian)工(gong)(gong)程、宜昌力(li)能儲氣(qi)庫建(jian)(jian)(jian)成,天然氣(qi)儲備能力(li)達到3.82億立方米。與(yu)陜西、青海、新疆(jiang)(jiang)等(deng)能源(yuan)(yuan)資源(yuan)(yuan)大(da)(da)省建(jian)(jian)(jian)立了長期(qi)(qi)穩定(ding)的(de)能源(yuan)(yuan)資源(yuan)(yuan)供(gong)(gong)應渠(qu)道(dao)(dao)。“十三(san)五”前四(si)年(nian)(nian)(nian)全(quan)省能源(yuan)(yuan)消費總(zong)(zong)量(liang)年(nian)(nian)(nian)均(jun)增(zeng)長2.8%,2019年(nian)(nian)(nian)達到1.73億噸(dun)標(biao)準煤(mei)(mei)(mei)(mei),2020年(nian)(nian)(nian)受疫情影響下(xia)降6.2%,為1.63億噸(dun)標(biao)準煤(mei)(mei)(mei)(mei)。2020年(nian)(nian)(nian)全(quan)社會用電(dian)(dian)(dian)量(liang)2144億千瓦時,“十三(san)五”年(nian)(nian)(nian)均(jun)增(zeng)長5.2%。
清潔低碳(tan)進程持續(xu)加快。2020年(nian)底全(quan)省(sheng)可再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)發電(dian)(dian)(dian)(dian)裝機達到(dao)(dao)5066萬千(qian)瓦(wa),其中新(xin)能(neng)(neng)源(yuan)(yuan)裝機達到(dao)(dao)1309萬千(qian)瓦(wa),是2015年(nian)的5.3倍,可再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)、新(xin)能(neng)(neng)源(yuan)(yuan)消(xiao)納電(dian)(dian)(dian)(dian)量占(zhan)全(quan)社(she)會用電(dian)(dian)(dian)(dian)量比(bi)重分(fen)別由(you)37%、3.7%提(ti)(ti)升(sheng)至(zhi)43.2%、9.1%。關閉煤(mei)礦298處,淘汰落(luo)后產(chan)能(neng)(neng)2043萬噸。煤(mei)炭消(xiao)費(fei)占(zhan)一次能(neng)(neng)源(yuan)(yuan)消(xiao)費(fei)比(bi)重53.5%,比(bi)2015年(nian)下(xia)降(jiang)7.7個百分(fen)點。天然氣消(xiao)費(fei)量61.4億立方(fang)米,年(nian)均增長7.6%,占(zhan)一次能(neng)(neng)源(yuan)(yuan)消(xiao)費(fei)比(bi)重由(you)3.5%提(ti)(ti)升(sheng)至(zhi)5%。油品質(zhi)量全(quan)面升(sheng)級,全(quan)面供應(ying)國六標(biao)準(zhun)車用汽柴油。全(quan)省(sheng)20萬千(qian)瓦(wa)級以上(shang)56臺大型煤(mei)電(dian)(dian)(dian)(dian)機組(zu)全(quan)部實現超低排(pai)放(fang),關停30臺總(zong)裝機70萬千(qian)瓦(wa)小火電(dian)(dian)(dian)(dian)機組(zu),煤(mei)電(dian)(dian)(dian)(dian)機組(zu)平均供電(dian)(dian)(dian)(dian)煤(mei)耗下(xia)降(jiang)至(zhi)302克標(biao)準(zhun)煤(mei)/千(qian)瓦(wa)時。電(dian)(dian)(dian)(dian)能(neng)(neng)替(ti)代電(dian)(dian)(dian)(dian)量達到(dao)(dao)256億千(qian)瓦(wa)時,電(dian)(dian)(dian)(dian)能(neng)(neng)占(zhan)終端能(neng)(neng)源(yuan)(yuan)消(xiao)費(fei)比(bi)重由(you)17.2%提(ti)(ti)升(sheng)至(zhi)20.6%。全(quan)省(sheng)單位(wei)地區(qu)生(sheng)(sheng)產(chan)總(zong)值能(neng)(neng)耗累(lei)計下(xia)降(jiang)18%,單位(wei)地區(qu)生(sheng)(sheng)產(chan)總(zong)值二氧化碳(tan)排(pai)放(fang)量累(lei)計下(xia)降(jiang)19.6%。
普遍(bian)服務(wu)水平不斷提升(sheng)(sheng)。提前一年(nian)完(wan)(wan)成(cheng)(cheng)國家新(xin)一輪農網改造升(sheng)(sheng)級任務(wu),完(wan)(wan)成(cheng)(cheng)機井(jing)通電(dian)(dian)(dian)、貧困村通動(dong)力電(dian)(dian)(dian),戶均(jun)(jun)配(pei)變容量(liang)(liang)達到(dao)2.15千(qian)伏安,比(bi)2015年(nian)提升(sheng)(sheng)76%,存量(liang)(liang)“低電(dian)(dian)(dian)壓(ya)(ya)”問題全部解決,農村生產生活用(yong)(yong)電(dian)(dian)(dian)質量(liang)(liang)大(da)幅提升(sheng)(sheng)。建(jian)成(cheng)(cheng)5646個(ge)總(zong)裝機123萬(wan)千(qian)瓦的光伏扶貧項(xiang)目(mu),帶(dai)動(dong)3700個(ge)貧困村、26.75萬(wan)戶建(jian)檔立卡貧困戶脫貧。新(xin)能(neng)源汽車充電(dian)(dian)(dian)基礎設施建(jian)設加快,全省累(lei)計(ji)(ji)建(jian)成(cheng)(cheng)充換電(dian)(dian)(dian)站(zhan)1658座、充電(dian)(dian)(dian)樁11.3萬(wan)個(ge)。天(tian)然氣實(shi)現“縣(xian)縣(xian)通”,通氣鄉鎮比(bi)例達到(dao)37%。用(yong)(yong)能(neng)營(ying)商環(huan)境不斷改善,用(yong)(yong)能(neng)報(bao)裝簡(jian)化優化,實(shi)行獲得電(dian)(dian)(dian)力“321服務(wu)”、獲得用(yong)(yong)氣“310服務(wu)”,高、低壓(ya)(ya)用(yong)(yong)戶平均(jun)(jun)接電(dian)(dian)(dian)時間由102.2天(tian)、4.1天(tian)分(fen)別(bie)壓(ya)(ya)減至(zhi)(zhi)34.16天(tian)、1.45天(tian)。用(yong)(yong)電(dian)(dian)(dian)成(cheng)(cheng)本(ben)持續降低,到(dao)戶均(jun)(jun)價降至(zhi)(zhi)0.6362元/千(qian)瓦時,累(lei)計(ji)(ji)下降11.5%,大(da)工業(ye)電(dian)(dian)(dian)價、一般工商業(ye)電(dian)(dian)(dian)價累(lei)計(ji)(ji)降幅分(fen)別(bie)達到(dao)5.13%、29.52%。
改(gai)革(ge)創新深入推(tui)進(jin)。“放管服”改(gai)革(ge)扎實(shi)(shi)推(tui)進(jin),“一網通(tong)辦(ban)”全面落(luo)實(shi)(shi),強化事(shi)中(zhong)事(shi)后(hou)監管,能(neng)源(yuan)行業(ye)治(zhi)理初步實(shi)(shi)現從以項(xiang)目(mu)審批為主(zhu)轉向規劃、政策、監管、服務(wu)并重(zhong)。電(dian)(dian)(dian)力市(shi)場體系初步建成(cheng),電(dian)(dian)(dian)力市(shi)場主(zhu)體達(da)到4339戶,交易電(dian)(dian)(dian)量(liang)達(da)到703.8億千瓦時。推(tui)進(jin)油氣體制改(gai)革(ge)落(luo)實(shi)(shi),上游勘(kan)探開發(fa)(fa)加快,管網公平接入啟(qi)動。能(neng)源(yuan)裝(zhuang)備(bei)創新發(fa)(fa)展,擁有國(guo)家(jia)能(neng)源(yuan)海洋核(he)動力平臺、新能(neng)源(yuan)接入、煤燃燒國(guo)家(jia)能(neng)源(yuan)技(ji)術(shu)研(yan)(yan)發(fa)(fa)中(zhong)心(xin)3家(jia),能(neng)源(yuan)行業(ye)國(guo)家(jia)工程(cheng)(cheng)實(shi)(shi)驗室、國(guo)家(jia)地(di)方聯合工程(cheng)(cheng)中(zhong)心(xin)各1家(jia),國(guo)家(jia)認定(ding)企業(ye)技(ji)術(shu)中(zhong)心(xin)6家(jia),省(sheng)級工程(cheng)(cheng)研(yan)(yan)究中(zhong)心(xin)和企業(ye)技(ji)術(shu)中(zhong)心(xin)56家(jia)。海洋核(he)動力技(ji)術(shu)取(qu)得重(zhong)大突破(po),鄂西頁(ye)巖氣勘(kan)探開發(fa)(fa)取(qu)得積極(ji)進(jin)展。油氣鉆采(cai)、輸配(pei)電(dian)(dian)(dian)設備(bei)形成(cheng)較強國(guo)內(nei)外競(jing)爭優勢。氫(qing)能(neng)“研(yan)(yan)發(fa)(fa)+制氫(qing)+儲運+應用”全鏈條(tiao)發(fa)(fa)展格局初步形成(cheng),建成(cheng)加氫(qing)站(zhan)12座(zuo),推(tui)廣應用氫(qing)燃料電(dian)(dian)(dian)池車210輛。
(二)面臨的形勢。
從國際看,世界百年(nian)未有之大變(bian)局加速演變(bian),國際環(huan)境日趨復(fu)雜,地緣政(zheng)治(zhi)沖突加劇(ju),新(xin)冠肺炎疫情影(ying)響廣(guang)泛深(shen)遠,經濟全(quan)球(qiu)化(hua)(hua)遭遇逆(ni)流。新(xin)一輪科技革(ge)命和產業變(bian)革(ge)深(shen)入發展,全(quan)球(qiu)氣候治(zhi)理(li)呈現(xian)新(xin)局面(mian),能(neng)(neng)源(yuan)(yuan)供需版圖深(shen)刻變(bian)革(ge),能(neng)(neng)源(yuan)(yuan)低碳化(hua)(hua)、智能(neng)(neng)化(hua)(hua)轉型加速推進(jin),能(neng)(neng)源(yuan)(yuan)體系和發展模式(shi)正在進(jin)入非化(hua)(hua)石能(neng)(neng)源(yuan)(yuan)主導(dao)的嶄新(xin)階段。
從國(guo)內看(kan),當前(qian)和(he)(he)今(jin)后一(yi)個時期,我(wo)國(guo)發(fa)展(zhan)(zhan)(zhan)仍然(ran)處于重(zhong)要(yao)戰略(lve)機(ji)遇期。我(wo)國(guo)已轉向高(gao)質量(liang)發(fa)展(zhan)(zhan)(zhan)階(jie)(jie)段(duan),同時發(fa)展(zhan)(zhan)(zhan)不(bu)平衡不(bu)充分問題仍然(ran)突(tu)出。保能(neng)源安全(quan)(quan)任務和(he)(he)碳達(da)峰、碳中和(he)(he)目標對(dui)能(neng)源高(gao)質量(liang)發(fa)展(zhan)(zhan)(zhan)提(ti)出了(le)明(ming)確(que)而緊迫(po)的(de)要(yao)求。我(wo)國(guo)步入構(gou)建現代(dai)能(neng)源體系的(de)新階(jie)(jie)段(duan),煤炭為主(zhu)的(de)化石能(neng)源清潔高(gao)效利用(yong)和(he)(he)安全(quan)(quan)托底保障能(neng)力進(jin)一(yi)步加(jia)強(qiang),新能(neng)源技術水平和(he)(he)經濟性大幅提(ti)升,新增可再生能(neng)源和(he)(he)原料用(yong)能(neng)不(bu)納(na)入能(neng)源消費總量(liang)控(kong)制,將促(cu)進(jin)新能(neng)源大規模高(gao)質量(liang)發(fa)展(zhan)(zhan)(zhan),逐(zhu)步對(dui)傳(chuan)統能(neng)源實現安全(quan)(quan)可靠替代(dai)。

(二)基本原則。
堅持多(duo)元安全。統籌(chou)發展與安全,通(tong)(tong)過(guo)“內(nei)增(zeng)、外引、強(qiang)網、增(zeng)儲”,優化能(neng)源(yuan)布局和結構。提高省(sheng)內(nei)能(neng)源(yuan)自給能(neng)力,加強(qiang)省(sheng)際能(neng)源(yuan)合作,推進能(neng)源(yuan)輸送通(tong)(tong)道建設,提升(sheng)能(neng)源(yuan)儲備(bei)調節能(neng)力,加強(qiang)風險(xian)防范應(ying)對,切實(shi)保障能(neng)源(yuan)供(gong)應(ying)安全。
堅持綠(lv)色(se)發展(zhan)。供給與消(xiao)費兩端發力,推進“加(jia)(jia)新、控煤(mei)、穩油(you)、增(zeng)氣”,加(jia)(jia)快能(neng)源綠(lv)色(se)低碳(tan)(tan)轉型。堅持先立后(hou)破(po),大(da)力發展(zhan)非(fei)化(hua)石能(neng)源,建設以新能(neng)源為主體的新型電(dian)力系(xi)統,推進化(hua)石能(neng)源清(qing)(qing)潔高效(xiao)(xiao)利(li)用(yong),加(jia)(jia)快終端用(yong)能(neng)清(qing)(qing)潔替(ti)代,提(ti)高能(neng)源綜合利(li)用(yong)效(xiao)(xiao)率。優化(hua)完善能(neng)耗“雙控”制(zhi)度,加(jia)(jia)快形成節能(neng)提(ti)效(xiao)(xiao)降碳(tan)(tan)的激(ji)勵約束(shu)機制(zhi)。
堅持創新(xin)(xin)驅(qu)動。充分發揮科技(ji)(ji)創新(xin)(xin)引領作(zuo)用(yong),加快能源新(xin)(xin)技(ji)(ji)術(shu)推(tui)廣(guang)應用(yong)和(he)(he)關鍵核(he)心技(ji)(ji)術(shu)攻關,著力推(tui)動技(ji)(ji)術(shu)創新(xin)(xin)、產業創新(xin)(xin)、商業模式(shi)創新(xin)(xin),提升能源技(ji)(ji)術(shu)水(shui)平和(he)(he)產業競爭力。構建智慧(hui)能源系統,推(tui)動能源與信息技(ji)(ji)術(shu)深度融合,推(tui)進源網荷儲協調(diao)發展。
堅持市(shi)(shi)場(chang)(chang)(chang)導向。充分(fen)發(fa)揮(hui)市(shi)(shi)場(chang)(chang)(chang)在資源配(pei)置中的(de)決定性作用,更好(hao)發(fa)揮(hui)政府作用,構建(jian)公平(ping)開放、有效競爭的(de)能源市(shi)(shi)場(chang)(chang)(chang)體系(xi),擴大市(shi)(shi)場(chang)(chang)(chang)準(zhun)入,鼓(gu)勵(li)各(ge)類投資主體有序(xu)進入能源領(ling)域(yu)公平(ping)競爭,加強市(shi)(shi)場(chang)(chang)(chang)監管與服(fu)務,營造良好(hao)市(shi)(shi)場(chang)(chang)(chang)環境。
堅持服務民(min)生(sheng)。加快補齊城(cheng)鄉能(neng)(neng)(neng)源(yuan)基礎設施短板弱項,強化(hua)民(min)生(sheng)領(ling)域用能(neng)(neng)(neng)保(bao)障,優化(hua)用能(neng)(neng)(neng)營(ying)商環境,提(ti)高能(neng)(neng)(neng)源(yuan)普遍(bian)服務水(shui)平,滿足人民(min)群眾美(mei)好生(sheng)活對電(dian)力、天然氣等清潔能(neng)(neng)(neng)源(yuan)需求,讓人民(min)共享能(neng)(neng)(neng)源(yuan)高質量發展紅利。
(三)發展目標。

錨定2035年遠景(jing)目(mu)標,“十四五”全省能源發展主要目(mu)標是(shi):
供應保障(zhang)。省內能(neng)源綜合生產(chan)能(neng)力(li)(li)超過6000萬(wan)噸標準煤(mei),發電(dian)裝機達(da)到(dao)(dao)11400萬(wan)千(qian)瓦(wa)(wa),特高壓外電(dian)輸入(ru)能(neng)力(li)(li)1300萬(wan)千(qian)瓦(wa)(wa),油氣管道總里程(cheng)達(da)到(dao)(dao)8900公里,儲氣能(neng)力(li)(li)達(da)到(dao)(dao)6.5億立方米,煤(mei)炭(tan)儲備能(neng)力(li)(li)達(da)到(dao)(dao)1600萬(wan)噸。武漢城市電(dian)網達(da)到(dao)(dao)世界一流水平。
綠(lv)色轉型(xing)。以(yi)新(xin)能(neng)(neng)源(yuan)為主體(ti)(ti)的新(xin)型(xing)電(dian)(dian)力系統(tong)加快(kuai)構建(jian),清(qing)潔能(neng)(neng)源(yuan)成為能(neng)(neng)源(yuan)消(xiao)(xiao)(xiao)費(fei)增量(liang)的主體(ti)(ti),全省新(xin)增用電(dian)(dian)量(liang)的50%由(you)新(xin)增可再(zai)生能(neng)(neng)源(yuan)電(dian)(dian)量(liang)提供,非化石(shi)能(neng)(neng)源(yuan)占(zhan)能(neng)(neng)源(yuan)消(xiao)(xiao)(xiao)費(fei)比(bi)重提高(gao)到20%以(yi)上,煤(mei)炭(tan)占(zhan)能(neng)(neng)源(yuan)消(xiao)(xiao)(xiao)費(fei)比(bi)重降低至51%左(zuo)右,天然氣占(zhan)能(neng)(neng)源(yuan)消(xiao)(xiao)(xiao)費(fei)比(bi)重達(da)到7%左(zuo)右,單(dan)位地區生產(chan)總值二氧化碳排(pai)放下(xia)降完成國家下(xia)達(da)目標。
節能增效。單位地區(qu)生產總(zong)值能耗(hao)下降14%以上,煤電(dian)機(ji)組平均供電(dian)煤耗(hao)降至(zhi)297克標準煤/千瓦時左右(you)(you),電(dian)網(wang)線損率控制(zhi)在(zai)5%以內。能源系統靈活性顯著(zhu)增強,靈活調(diao)節電(dian)源占比達到(dao)25%左右(you)(you),電(dian)力(li)需求(qiu)側響應能力(li)達到(dao)最大(da)用電(dian)負荷的5%左右(you)(you)。
普遍服(fu)務。城(cheng)鄉(xiang)人民生(sheng)產生(sheng)活(huo)能源供應保障能力和(he)服(fu)務質(zhi)量(liang)進(jin)一步提(ti)高,電力和(he)天然(ran)氣季節性、時(shi)段性供需矛盾得到(dao)顯著緩解,人均生(sheng)活(huo)用電量(liang)達到(dao)950千瓦時(shi)以(yi)上(shang),城(cheng)鄉(xiang)能源基(ji)礎設施均衡發展,供電可靠率和(he)電壓合格率進(jin)一步提(ti)升,天然(ran)氣覆蓋范圍進(jin)一步擴大(da),清(qing)潔(jie)能源開發利用成為鄉(xiang)村振(zhen)興的重要(yao)動力。
改革創新。能源關鍵技術(shu)和裝備取得重(zhong)點突破,產業技術(shu)體系和規模邁上新臺(tai)階,智慧(hui)能源、數字(zi)能源發展(zhan)取得重(zhong)要進展(zhan)。電力、油氣(qi)體制改革全面深化,電力市場(chang)體系進一步完善(shan),電力現(xian)貨市場(chang)基本(ben)建成,油氣(qi)管網實現(xian)向第三方市場(chang)主體公平開放,市場(chang)決定性作用(yong)得到充(chong)分(fen)發揮。
三、重點任務
(一)建設安全多元能(neng)源供給體系。
全面推進能源供給革命,落實碳達峰目標要求,以非化石(shi)能源為重點,加強多元供應(ying)保障。超前(qian)研判能源需求走勢(shi),未雨綢繆、防患未然(ran),圍繞“內增”提(ti)升省(sheng)內供應(ying)能力,圍繞“外引”爭取省(sheng)外優質(zhi)資(zi)源,合理規劃發(fa)展節奏和布局(ju)。
1.大力發展非化石能源(yuan)。
大(da)規模(mo)發(fa)展光(guang)伏發(fa)電(dian)(dian)、風(feng)(feng)電(dian)(dian)。綜(zong)合(he)考慮(lv)資源稟賦(fu)、生態環境承(cheng)載力(li)、電(dian)(dian)網(wang)消(xiao)納特點,堅(jian)持集(ji)中式(shi)(shi)和分(fen)(fen)布(bu)(bu)式(shi)(shi)并(bing)舉、多元發(fa)展和多能(neng)互(hu)補并(bing)行的發(fa)展模(mo)式(shi)(shi)。加快布(bu)(bu)局(ju)建(jian)設風(feng)(feng)光(guang)水火儲(chu)一體化(hua)百萬千(qian)瓦新(xin)能(neng)源基地,構建(jian)區(qu)域綜(zong)合(he)能(neng)源供(gong)應體系,提高(gao)能(neng)源供(gong)應效(xiao)率和穩定性。大(da)力(li)推(tui)進(jin)“新(xin)能(neng)源+”項目建(jian)設,積極(ji)探索源網(wang)荷儲(chu)一體化(hua)和風(feng)(feng)光(guang)水火互(hu)補開(kai)發(fa)模(mo)式(shi)(shi)。積極(ji)推(tui)進(jin)“光(guang)伏+”發(fa)展模(mo)式(shi)(shi),大(da)力(li)支持分(fen)(fen)布(bu)(bu)式(shi)(shi)光(guang)伏發(fa)電(dian)(dian)應用。有序推(tui)進(jin)集(ji)中式(shi)(shi)風(feng)(feng)電(dian)(dian)項目建(jian)設,加快推(tui)進(jin)分(fen)(fen)散(san)式(shi)(shi)風(feng)(feng)電(dian)(dian)項目開(kai)發(fa)。分(fen)(fen)別(bie)新(xin)增光(guang)伏發(fa)電(dian)(dian)、風(feng)(feng)電(dian)(dian)裝(zhuang)機(ji)1500、500萬千(qian)瓦,2025年光(guang)伏、風(feng)(feng)電(dian)(dian)發(fa)電(dian)(dian)總裝(zhuang)機(ji)達到3200萬千(qian)瓦,年發(fa)電(dian)(dian)量400億千(qian)瓦時。
統(tong)籌推進(jin)水(shui)(shui)(shui)電(dian)保護性發展。堅持生態(tai)優先,水(shui)(shui)(shui)電(dian)開發與(yu)環境(jing)保護相協(xie)調,推進(jin)漢江(jiang)、清江(jiang)、溇水(shui)(shui)(shui)等流(liu)域(yu)(yu)水(shui)(shui)(shui)電(dian)項(xiang)目建設,建成(cheng)碾(nian)盤(pan)山、新集(ji)等水(shui)(shui)(shui)電(dian)項(xiang)目。積極推進(jin)小水(shui)(shui)(shui)電(dian)綠色轉型,促進(jin)流(liu)域(yu)(yu)生態(tai)恢復(fu)。新增常規水(shui)(shui)(shui)電(dian)裝機50萬千瓦,2025年水(shui)(shui)(shui)電(dian)裝機達到3800萬千瓦。
因(yin)(yin)地制(zhi)宜(yi)開發(fa)(fa)利(li)(li)用生物(wu)質(zhi)能。按照(zhao)因(yin)(yin)地制(zhi)宜(yi)、清潔高效、多元利(li)(li)用的原則(ze),結合資(zi)源和環(huan)(huan)境(jing)條件,開發(fa)(fa)利(li)(li)用生物(wu)質(zhi)能。在工(gong)業園區(qu)、開發(fa)(fa)區(qu)、產業園區(qu)等熱負(fu)荷需求集中的地區(qu),穩步推進生物(wu)質(zhi)熱電(dian)聯產。綜合考慮垃(la)(la)圾產量、運輸距離、環(huan)(huan)境(jing)保護等因(yin)(yin)素,合理布局生活垃(la)(la)圾焚(fen)燒電(dian)廠。推廣生物(wu)質(zhi)多元化(hua)利(li)(li)用,支持生物(wu)天然氣工(gong)程建設,積極發(fa)(fa)展生物(wu)質(zhi)鍋爐供熱,鼓勵開展生物(wu)質(zhi)與(yu)燃煤耦(ou)合發(fa)(fa)電(dian)。新增生物(wu)質(zhi)發(fa)(fa)電(dian)裝機(ji)50萬千(qian)瓦(wa),2025年生物(wu)質(zhi)發(fa)(fa)電(dian)裝機(ji)達160萬千(qian)瓦(wa)。
積極(ji)推進(jin)地熱(re)(re)能(neng)(neng)開發利用(yong)(yong)。加(jia)強地熱(re)(re)資(zi)源(yuan)勘(kan)查,在江漢盆地、南襄(xiang)(xiang)盆地、武漢新洲、黃岡英(ying)山等地區開展地熱(re)(re)能(neng)(neng)資(zi)源(yuan)勘(kan)查、試(shi)驗、評價。積極(ji)推進(jin)地熱(re)(re)能(neng)(neng)多(duo)元(yuan)融合(he)發展,在武漢、襄(xiang)(xiang)陽、宜昌、十(shi)堰等地區,積極(ji)推廣淺(qian)層地熱(re)(re)能(neng)(neng)供(gong)暖和(he)制冷應(ying)用(yong)(yong)。積極(ji)探(tan)索(suo)中深層地熱(re)(re)能(neng)(neng)綜(zong)合(he)利用(yong)(yong)形式(shi)和(he)市場(chang)運營模式(shi)。新增地熱(re)(re)能(neng)(neng)供(gong)冷供(gong)熱(re)(re)應(ying)用(yong)(yong)建筑面(mian)積1900萬平方米(mi),2025年達到5000萬平方米(mi)。
2.強化煤炭電力安全托底保障。
加強煤(mei)(mei)(mei)(mei)(mei)炭供應合作(zuo)。加強與陜(shan)西(xi)、山西(xi)、內蒙古等煤(mei)(mei)(mei)(mei)(mei)炭資源(yuan)大省戰略(lve)合作(zuo),強化與國(guo)家能(neng)源(yuan)集(ji)(ji)團(tuan)(tuan)、陜(shan)煤(mei)(mei)(mei)(mei)(mei)集(ji)(ji)團(tuan)(tuan)、山東能(neng)源(yuan)集(ji)(ji)團(tuan)(tuan)等產煤(mei)(mei)(mei)(mei)(mei)企業(ye)合作(zuo),組(zu)織企業(ye)積極(ji)參與國(guo)內煤(mei)(mei)(mei)(mei)(mei)炭市場交(jiao)易(yi),推進中(zhong)長期合同(tong)履約,保障(zhang)優質煤(mei)(mei)(mei)(mei)(mei)源(yuan)供應。依托荊(jing)州煤(mei)(mei)(mei)(mei)(mei)炭鐵(tie)水聯運儲配基地,建設武漢(華中(zhong))煤(mei)(mei)(mei)(mei)(mei)炭交(jiao)易(yi)中(zhong)心(xin),打造面向(xiang)“兩(liang)湖一江”的煤(mei)(mei)(mei)(mei)(mei)炭中(zhong)轉、交(jiao)易(yi)、配置(zhi)和應急儲備(bei)供應保障(zhang)平(ping)臺(tai)。
有(you)序發(fa)(fa)展清潔火電(dian)。更好(hao)發(fa)(fa)揮煤電(dian)基(ji)礎兜底作用,根據電(dian)力(li)安全穩(wen)定供(gong)應需要,有(you)序推進(jin)已納(na)入國家(jia)規(gui)劃(hua)的(de)大容量、高參(can)數、超(chao)超(chao)臨界燃煤機組項目建(jian)設(she),保持(chi)系統安全穩(wen)定運(yun)行必需的(de)合(he)理裕度。在有(you)條(tiao)件(jian)的(de)工(gong)業(ye)園區、開發(fa)(fa)區,合(he)理規(gui)劃(hua)布(bu)局發(fa)(fa)展熱電(dian)聯(lian)產集中供(gong)熱項目。在有(you)條(tiao)件(jian)的(de)開發(fa)(fa)區、中心(xin)商(shang)務區、公(gong)共建(jian)筑或(huo)商(shang)業(ye)綜合(he)體發(fa)(fa)展天然氣熱電(dian)聯(lian)產和分布(bu)式(shi)能源(yuan)項目,重點發(fa)(fa)展冷熱電(dian)多聯(lian)供(gong)。支持(chi)高爐煤氣、余熱余壓余氣發(fa)(fa)電(dian)。
3.拓展(zhan)油氣(qi)供應渠道。
構(gou)建多(duo)元天(tian)然(ran)(ran)氣(qi)供應格局。加強(qiang)與中石油、中石化(hua)、中海(hai)油和國家管(guan)網集團合(he)作,全面(mian)實(shi)行天(tian)然(ran)(ran)氣(qi)購(gou)(gou)銷合(he)同(tong)管(guan)理,擴大對湖北省天(tian)然(ran)(ran)氣(qi)資(zi)源供應規模(mo)。積極引進(jin)沿海(hai)LNG資(zi)源。鼓勵燃氣(qi)企(qi)業、儲(chu)氣(qi)設(she)施經營企(qi)業通(tong)過天(tian)然(ran)(ran)氣(qi)交易(yi)中心線上競拍、LNG市場采購(gou)(gou)等方(fang)式獲得天(tian)然(ran)(ran)氣(qi)資(zi)源。統籌頁(ye)巖氣(qi)勘(kan)探(tan)開(kai)發與生態(tai)環境(jing)保護,推(tui)進(jin)鄂西頁(ye)巖氣(qi)勘(kan)探(tan)開(kai)發綜合(he)示范區建設(she),加快宜昌、恩施地區頁(ye)巖氣(qi)勘(kan)探(tan)開(kai)發,2025年頁(ye)巖氣(qi)產能達到20億立方(fang)米/年。
積極推進煉(lian)油(you)企業(ye)升級改(gai)造。落實長江大保護要求,按照“產能置換、減油(you)增化”等(deng)原(yuan)則,謀(mou)劃推進武(wu)漢中韓(han)石化煉(lian)油(you)搬遷改(gai)造、荊門石化擴(kuo)能改(gai)造、潛江金澳油(you)品質量升級改(gai)造,打造煉(lian)化一體產業(ye)集群。
(二)建(jian)設集約高效能源輸送儲備體系。
適應(ying)新(xin)型電(dian)力系統(tong)發(fa)展需要(yao),統(tong)籌(chou)高(gao)(gao)比例(li)新(xin)能(neng)(neng)源發(fa)展和(he)電(dian)力安全穩定供應(ying),加快電(dian)網(wang)(wang)設施(shi)升級和(he)智能(neng)(neng)調度運行(xing)(xing)水平提升,建成“送受并舉、東西互(hu)濟、智能(neng)(neng)高(gao)(gao)效”的(de)堅強電(dian)網(wang)(wang),打(da)造(zao)全國(guo)電(dian)網(wang)(wang)聯網(wang)(wang)樞(shu)紐。推進天然(ran)(ran)氣主干(gan)管網(wang)(wang)互(hu)聯互(hu)通,打(da)造(zao)全國(guo)天然(ran)(ran)氣管網(wang)(wang)樞(shu)紐。提升煤(mei)炭(tan)儲配能(neng)(neng)力,打(da)造(zao)“兩湖一江”煤(mei)炭(tan)物流樞(shu)紐。形成基(ji)地(di)(di)(庫)+地(di)(di)方政府、企業(ye)共建的(de)“1+N”多(duo)維(wei)綜(zong)合能(neng)(neng)源儲備體系,提升能(neng)(neng)源運行(xing)(xing)調節和(he)風險防(fang)范(fan)能(neng)(neng)力。
1.建設堅強(qiang)智能電(dian)網。
建(jian)成交直流(liu)互(hu)備的特(te)(te)高壓(ya)電網。建(jian)成陜(shan)北-湖北±800千伏(fu)特(te)(te)高壓(ya)直流(liu)輸電工(gong)程(cheng)、金上-湖北±800千伏(fu)特(te)(te)高壓(ya)直流(liu)輸電工(gong)程(cheng),加快(kuai)荊門(men)-武漢(han)等特(te)(te)高壓(ya)交流(liu)環網、黃石1000千伏(fu)特(te)(te)高壓(ya)交流(liu)輸變(bian)電工(gong)程(cheng)建(jian)設。到(dao)2025年,建(jian)成1000千伏(fu)特(te)(te)高壓(ya)變(bian)電站(zhan)3座、變(bian)電容量2100萬(wan)千伏(fu)安,±800千伏(fu)特(te)(te)高壓(ya)直流(liu)換流(liu)站(zhan)2座、容量1600萬(wan)千瓦。
提升(sheng)城市(shi)(shi)供(gong)電(dian)(dian)能力。圍繞外電(dian)(dian)疏散、三峽留存、電(dian)(dian)源(yuan)接入、斷(duan)面卡口、網間聯絡,建(jian)設一批500千伏、220千伏主(zhu)網工程(cheng),形成鄂東(dong)負荷中(zhong)心(武漢、黃石、黃岡(gang)、孝感、咸(xian)寧)、鄂西北(襄陽、十堰、隨州、神(shen)農架)和鄂中(zhong)西(宜(yi)昌、荊州、荊門、恩施、仙(xian)桃、潛(qian)江、天門)分區分片的保供(gong)體系,服務“一主(zhu)引領、兩翼驅(qu)動、全域協同(tong)”區域發展布局。圍繞工業(ye)園區和重大項目用電(dian)(dian)需求、城市(shi)(shi)老舊小區改造(zao)、分布式電(dian)(dian)源(yuan)廣泛接入、電(dian)(dian)動汽車(che)和數據中(zhong)心等新(xin)型負荷發展需求,推進(jin)城市(shi)(shi)配電(dian)(dian)網改造(zao)升(sheng)級(ji)。武漢市(shi)(shi)建(jian)成世界(jie)一流(liu)城市(shi)(shi)電(dian)(dian)網,襄陽、宜(yi)昌城市(shi)(shi)電(dian)(dian)網達到(dao)國內(nei)同(tong)等城市(shi)(shi)先進(jin)水平,其他城市(shi)(shi)電(dian)(dian)網供(gong)電(dian)(dian)水平明顯提升(sheng)。新(xin)增(zeng)變電(dian)(dian)容(rong)量6000萬千伏安(an)、各電(dian)(dian)壓等級(ji)線路(lu)7000公里(li)以上。
鞏(gong)固(gu)提(ti)升農(nong)(nong)村電(dian)(dian)網(wang)。進一步優(you)化(hua)農(nong)(nong)村配(pei)(pei)電(dian)(dian)網(wang)網(wang)架結構,提(ti)升配(pei)(pei)電(dian)(dian)自動化(hua)水平(ping),實(shi)現配(pei)(pei)電(dian)(dian)通(tong)信網(wang)全(quan)覆(fu)蓋,加快老舊(jiu)設備更新,全(quan)面(mian)解(jie)決“卡脖子(zi)”“低電(dian)(dian)壓(ya)”等突出(chu)問題,不斷提(ti)升農(nong)(nong)村生產(chan)生活(huo)供(gong)電(dian)(dian)服務質量(liang),為農(nong)(nong)村新能源汽車、鄉村旅游(you)、農(nong)(nong)產(chan)品加工、農(nong)(nong)村現代物流等新型(xing)農(nong)(nong)村產(chan)業和鄉村振興提(ti)供(gong)堅強電(dian)(dian)力保(bao)障。到(dao)2025年,全(quan)省(sheng)農(nong)(nong)村配(pei)(pei)電(dian)(dian)網(wang)達(da)到(dao)中(zhong)部省(sheng)份(fen)領先水平(ping),供(gong)電(dian)(dian)可靠率達(da)到(dao)99.915%,綜合(he)電(dian)(dian)壓(ya)合(he)格率達(da)到(dao)99.85%,農(nong)(nong)村居(ju)民戶均(jun)配(pei)(pei)變容量(liang)達(da)到(dao)2.8千伏安以上。
加強(qiang)電(dian)網(wang)(wang)(wang)運行(xing)調(diao)度和(he)(he)新能(neng)(neng)源(yuan)消(xiao)納能(neng)(neng)力(li)(li)建設。按照分(fen)層分(fen)區、安全(quan)高效(xiao)原則,推(tui)(tui)(tui)進(jin)主網(wang)(wang)(wang)架向“合(he)理分(fen)區、柔(rou)(rou)性(xing)(xing)互(hu)聯、安全(quan)可控(kong)、開(kai)放互(hu)濟”的(de)形態(tai)轉變,配電(dian)網(wang)(wang)(wang)向交直流混(hun)合(he)柔(rou)(rou)性(xing)(xing)電(dian)網(wang)(wang)(wang)+智(zhi)能(neng)(neng)微(wei)電(dian)網(wang)(wang)(wang)等(deng)多(duo)種形式協同(tong)發展(zhan)。全(quan)面推(tui)(tui)(tui)動(dong)新型電(dian)力(li)(li)技術應用和(he)(he)運行(xing)模式創新,優化(hua)(hua)電(dian)網(wang)(wang)(wang)安穩(wen)控(kong)制(zhi)系統配置,提升電(dian)壓、頻率調(diao)節支撐能(neng)(neng)力(li)(li),發展(zhan)柔(rou)(rou)性(xing)(xing)直流輸電(dian),全(quan)面提升電(dian)網(wang)(wang)(wang)開(kai)放接入、靈活控(kong)制(zhi)和(he)(he)抗(kang)擾動(dong)能(neng)(neng)力(li)(li)。統籌一次網(wang)(wang)(wang)架、設備和(he)(he)通信網(wang)(wang)(wang),提升電(dian)網(wang)(wang)(wang)資(zi)源(yuan)配置能(neng)(neng)力(li)(li)和(he)(he)智(zhi)能(neng)(neng)化(hua)(hua)水平,提升新能(neng)(neng)源(yuan)并網(wang)(wang)(wang)友好性(xing)(xing),推(tui)(tui)(tui)動(dong)調(diao)度運行(xing)智(zhi)能(neng)(neng)化(hua)(hua)扁平化(hua)(hua)。推(tui)(tui)(tui)動(dong)電(dian)網(wang)(wang)(wang)更好適應大(da)規模高比例新能(neng)(neng)源(yuan)發展(zhan),增強(qiang)電(dian)網(wang)(wang)(wang)就地平衡能(neng)(neng)力(li)(li),大(da)力(li)(li)發展(zhan)以消(xiao)納新能(neng)(neng)源(yuan)為主的(de)微(wei)電(dian)網(wang)(wang)(wang)、局域網(wang)(wang)(wang),實現與大(da)電(dian)網(wang)(wang)(wang)兼容互(hu)補。
2.完(wan)善油氣輸送通道。
推進(jin)天(tian)然(ran)氣(qi)(qi)(qi)(qi)管(guan)網(wang)(wang)建設(she)與互(hu)聯(lian)互(hu)通(tong)。加快建設(she)西氣(qi)(qi)(qi)(qi)東(dong)輸三線中段(duan)、川(chuan)氣(qi)(qi)(qi)(qi)東(dong)送二線湖(hu)北(bei)段(duan)等國家(jia)主干天(tian)然(ran)氣(qi)(qi)(qi)(qi)管(guan)道(dao),推進(jin)內河LNG船(chuan)舶運輸和LNG罐箱多式聯(lian)運,構(gou)建“四縱三橫一通(tong)道(dao)”天(tian)然(ran)氣(qi)(qi)(qi)(qi)輸送體系,匯集西氣(qi)(qi)(qi)(qi)東(dong)輸、川(chuan)氣(qi)(qi)(qi)(qi)東(dong)送、南氣(qi)(qi)(qi)(qi)北(bei)調、海氣(qi)(qi)(qi)(qi)進(jin)江資源,形成四方來氣(qi)(qi)(qi)(qi)的供應格局。推進(jin)省內支線、聯(lian)絡線和儲氣(qi)(qi)(qi)(qi)設(she)施接入(ru)城市管(guan)網(wang)(wang)管(guan)道(dao)建設(she)。加快管(guan)網(wang)(wang)向(xiang)(xiang)偏遠(yuan)地(di)區、鄉鎮延伸。新增天(tian)然(ran)氣(qi)(qi)(qi)(qi)管(guan)網(wang)(wang)里(li)程1300公(gong)里(li)。推動天(tian)然(ran)氣(qi)(qi)(qi)(qi)管(guan)網(wang)(wang)等基礎設(she)施向(xiang)(xiang)第三方市場主體公(gong)平開放。壓減供氣(qi)(qi)(qi)(qi)輸配環(huan)節,取消沒有實質(zhi)性管(guan)道(dao)投入(ru)的“背(bei)靠背(bei)”接收站。
加快輸(shu)(shu)油(you)管(guan)道(dao)建(jian)(jian)設(she)(she)(she)。推進三(san)峽翻壩運(yun)輸(shu)(shu)成品油(you)管(guan)道(dao)建(jian)(jian)設(she)(she)(she),緩解三(san)峽水運(yun)壓力(li)。加快監利—潛江輸(shu)(shu)油(you)管(guan)道(dao)建(jian)(jian)設(she)(she)(she),推進魏荊原油(you)管(guan)道(dao)升級改造(zao)工程實施,提高油(you)品供(gong)應保(bao)障能(neng)力(li)。新增(zeng)輸(shu)(shu)油(you)管(guan)道(dao)里(li)程200公里(li)。
3.增(zeng)強能(neng)源儲備(bei)調節能(neng)力。
提升電(dian)力(li)系統靈活調節能(neng)(neng)力(li)。對全(quan)省大(da)型煤(mei)電(dian)機(ji)組(zu)全(quan)面實施靈活性改造,挖掘潛力(li)參(can)與(yu)深度調峰,原(yuan)則(ze)上(shang)新(xin)建(jian)(jian)煤(mei)電(dian)機(ji)組(zu)全(quan)部具備靈活調節能(neng)(neng)力(li)。在(zai)氣(qi)源(yuan)有保障、氣(qi)價可承(cheng)受、調峰需求大(da)的負荷中(zhong)心,適度布局(ju)天然氣(qi)調峰機(ji)組(zu),積極探(tan)索氣(qi)電(dian)與(yu)新(xin)能(neng)(neng)源(yuan)發(fa)電(dian)融合發(fa)展(zhan)。有序推(tui)(tui)進(jin)規(gui)劃內抽(chou)水(shui)蓄能(neng)(neng)電(dian)站(zhan)(zhan)建(jian)(jian)設,開工建(jian)(jian)設羅田平坦(tan)原(yuan)、通山大(da)幕(mu)山等(deng)5個以上(shang)抽(chou)水(shui)蓄能(neng)(neng)電(dian)站(zhan)(zhan),利(li)用現有梯級水(shui)電(dian)站(zhan)(zhan)規(gui)劃布局(ju)一(yi)批抽(chou)水(shui)蓄能(neng)(neng)電(dian)站(zhan)(zhan)。在(zai)落實生態保護要求基礎(chu)上(shang),建(jian)(jian)立抽(chou)水(shui)蓄能(neng)(neng)電(dian)站(zhan)(zhan)站(zhan)(zhan)址資(zi)源(yuan)目錄(lu),做好站(zhan)(zhan)址保護。結合風電(dian)和光伏發(fa)電(dian)出力(li)特性、電(dian)網接入和消納條件,推(tui)(tui)進(jin)一(yi)批風光水(shui)火儲一(yi)體(ti)(ti)化、源(yuan)網荷儲一(yi)體(ti)(ti)化項(xiang)目。推(tui)(tui)動儲能(neng)(neng)技(ji)術應用,建(jian)(jian)設一(yi)批集中(zhong)式儲能(neng)(neng)電(dian)站(zhan)(zhan),引導(dao)電(dian)源(yuan)側、電(dian)網側和用戶側儲能(neng)(neng)建(jian)(jian)設,鼓勵(li)社會資(zi)本投資(zi)儲能(neng)(neng)設施。
加(jia)快油(you)(you)氣(qi)(qi)(qi)儲(chu)(chu)(chu)備(bei)能力(li)建(jian)(jian)(jian)設(she)。堅持(chi)規模(mo)化、集(ji)約化建(jian)(jian)(jian)設(she)運營原則,鼓勵各類主(zhu)體投資建(jian)(jian)(jian)設(she)儲(chu)(chu)(chu)氣(qi)(qi)(qi)設(she)施,加(jia)快構(gou)建(jian)(jian)(jian)以地(di)(di)下鹽穴儲(chu)(chu)(chu)氣(qi)(qi)(qi)庫、沿江(jiang)(jiang)LNG儲(chu)(chu)(chu)運站和大中(zhong)型LNG儲(chu)(chu)(chu)罐為(wei)主(zhu),地(di)(di)方(fang)小型應急儲(chu)(chu)(chu)氣(qi)(qi)(qi)設(she)施為(wei)輔,管網(wang)互(hu)聯互(hu)通為(wei)支(zhi)撐的儲(chu)(chu)(chu)氣(qi)(qi)(qi)體系。制定落實(shi)(shi)儲(chu)(chu)(chu)氣(qi)(qi)(qi)能力(li)建(jian)(jian)(jian)設(she)實(shi)(shi)施方(fang)案,重(zhong)點推進(jin)潛江(jiang)(jiang)地(di)(di)下鹽穴儲(chu)(chu)(chu)氣(qi)(qi)(qi)庫,武漢(han)白滸山和黃岡(gang)等地(di)(di)LNG儲(chu)(chu)(chu)氣(qi)(qi)(qi)庫建(jian)(jian)(jian)設(she),形(xing)成(cheng)潛江(jiang)(jiang)、武漢(han)、黃岡(gang)三大儲(chu)(chu)(chu)氣(qi)(qi)(qi)基(ji)地(di)(di)。組織(zhi)各地(di)(di)及城鎮(zhen)燃氣(qi)(qi)(qi)企(qi)業加(jia)強與省內外重(zhong)點儲(chu)(chu)(chu)氣(qi)(qi)(qi)設(she)施合作(zuo),優先依托(tuo)屬地(di)(di)及周邊(bian)“大庫大站”履行儲(chu)(chu)(chu)氣(qi)(qi)(qi)責(ze)任,支(zhi)持(chi)不具(ju)備(bei)建(jian)(jian)(jian)設(she)條(tiao)件(jian)的地(di)(di)方(fang)和城鎮(zhen)燃氣(qi)(qi)(qi)企(qi)業以租賃、購(gou)買方(fang)式完成(cheng)儲(chu)(chu)(chu)氣(qi)(qi)(qi)能力(li)建(jian)(jian)(jian)設(she)目標(biao)任務,到2025年(nian)全省儲(chu)(chu)(chu)氣(qi)(qi)(qi)能力(li)達到6.5億立方(fang)米。按照國家要求,落實(shi)(shi)地(di)(di)方(fang)政(zheng)府成(cheng)品(pin)油(you)(you)儲(chu)(chu)(chu)備(bei)和企(qi)業社會責(ze)任石油(you)(you)儲(chu)(chu)(chu)備(bei)。
加(jia)快煤(mei)(mei)炭(tan)儲備能(neng)力(li)(li)建(jian)(jian)設(she)。推進“浩(hao)吉鐵路+長江(jiang)水運”煤(mei)(mei)炭(tan)輸送體系(xi)建(jian)(jian)設(she),建(jian)(jian)設(she)以荊州江(jiang)陵為(wei)重點(dian)的集(ji)交易、存儲、混配、物(wu)流等功能(neng)于一體的大(da)型煤(mei)(mei)炭(tan)儲配基地,打造輻射“兩湖一江(jiang)”的煤(mei)(mei)炭(tan)物(wu)流樞(shu)紐。支持重點(dian)用煤(mei)(mei)企(qi)業改擴建(jian)(jian)現有儲煤(mei)(mei)場地,支持有條(tiao)件的企(qi)業參與社(she)會(hui)責任(ren)儲備,到2025年(nian)煤(mei)(mei)炭(tan)儲備能(neng)力(li)(li)達到1600萬噸,政府可調度社(she)會(hui)責任(ren)儲備能(neng)力(li)(li)基本滿足應急需求。
(三)建設節約低碳能源消費(fei)體(ti)系。
大力(li)推進(jin)能(neng)(neng)源(yuan)(yuan)消費(fei)革命,落實能(neng)(neng)耗“雙控(kong)”和(he)碳排(pai)放(fang)控(kong)制要(yao)求(qiu),堅持節約(yue)優(you)先(xian),把節能(neng)(neng)貫穿于(yu)經濟社(she)會(hui)發展(zhan)全過程(cheng)和(he)各領域(yu)。推進(jin)能(neng)(neng)源(yuan)(yuan)清潔替代,積極創新能(neng)(neng)源(yuan)(yuan)消費(fei)模式(shi),加快形成(cheng)綠色發展(zhan)的生產和(he)生活方式(shi),建設能(neng)(neng)源(yuan)(yuan)節約(yue)型社(she)會(hui),降低能(neng)(neng)源(yuan)(yuan)消費(fei)過程(cheng)中(zhong)二氧化碳排(pai)放(fang)。
1.加強(qiang)節(jie)能和提(ti)高能效。

維護能源(yuan)(yuan)基(ji)礎設施(shi)安全(quan)。加強(qiang)(qiang)(qiang)重要能源(yuan)(yuan)基(ji)礎設施(shi)巡(xun)檢維護和(he)安全(quan)保(bao)衛,重點(dian)確保(bao)水電(dian)站、樞紐變電(dian)站、油氣管網等設施(shi)安全(quan),強(qiang)(qiang)(qiang)化風(feng)險普查、預報(bao)預警,提(ti)(ti)高能源(yuan)(yuan)基(ji)礎設施(shi)抵御(yu)地質(zhi)災(zai)害、氣象災(zai)害等自然災(zai)害能力。加強(qiang)(qiang)(qiang)儲能電(dian)站安全(quan)管理,加強(qiang)(qiang)(qiang)組件和(he)系(xi)統運(yun)行狀態在線(xian)監測,有效提(ti)(ti)升(sheng)安全(quan)運(yun)行水平(ping),強(qiang)(qiang)(qiang)化消防安全(quan)管理。加強(qiang)(qiang)(qiang)能源(yuan)(yuan)網絡安全(quan)管控(kong),增強(qiang)(qiang)(qiang)態勢感知、預警及協同(tong)處理能力,提(ti)(ti)升(sheng)電(dian)力系(xi)統等能源(yuan)(yuan)基(ji)礎設施(shi)網絡與信(xin)息安全(quan)防護水平(ping)。
提(ti)升突發事件(jian)應(ying)對(dui)能(neng)(neng)力(li)。加強(qiang)能(neng)(neng)源(yuan)(yuan)供需形勢監測(ce)(ce)分(fen)析(xi)和(he)(he)預(yu)測(ce)(ce)預(yu)警(jing),完善能(neng)(neng)源(yuan)(yuan)供應(ying)保障應(ying)急(ji)預(yu)案(an)體(ti)系,及時(shi)協調(diao)解決能(neng)(neng)源(yuan)(yuan)保障中出現(xian)的(de)問題。完善大面積(ji)停電(dian)(dian)事件(jian)防范應(ying)對(dui)舉措,加強(qiang)電(dian)(dian)網分(fen)區運行能(neng)(neng)力(li)、負荷中心電(dian)(dian)源(yuan)(yuan)支撐能(neng)(neng)力(li)建設(she)(she),到2025年全(quan)省電(dian)(dian)網黑啟動電(dian)(dian)源(yuan)(yuan)數(shu)量(liang)8個(ge)以上(shang)、總容量(liang)40萬千瓦以上(shang),重要(yao)用戶應(ying)急(ji)電(dian)(dian)源(yuan)(yuan)配置(zhi)規范率達到80%以上(shang)。完善應(ying)急(ji)處(chu)置(zhi)方案(an),加強(qiang)應(ying)急(ji)救援隊伍和(he)(he)專家庫建設(she)(she),強(qiang)化裝備、物(wu)資配備,持續開展安全(quan)風險教育培(pei)訓(xun)和(he)(he)應(ying)急(ji)演練,提(ti)高快速響(xiang)應(ying)和(he)(he)處(chu)置(zhi)能(neng)(neng)力(li)。
四、重點工程
(一)新能源倍(bei)增工程(cheng)。
積(ji)極推(tui)(tui)進“光(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)+”發(fa)(fa)展(zhan)模式(shi)(shi),充分利用(yong)(yong)襄(xiang)陽、宜昌、黃石(shi)、十堰、荊(jing)州(zhou)(zhou)、孝(xiao)感(gan)、黃岡、隨(sui)(sui)州(zhou)(zhou)等(deng)地(di)(di)區(qu)(qu)(qu)的(de)一(yi)般(ban)農(nong)用(yong)(yong)地(di)(di)、魚(yu)塘、水面(mian)、采礦廢棄地(di)(di)等(deng)土地(di)(di)資源(yuan),建(jian)設一(yi)批(pi)光(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)+農(nong)業(養(yang)殖、種植)、光(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)+多能(neng)(neng)互(hu)補、光(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)+儲能(neng)(neng)、光(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)+旅(lv)游項目(mu)。大(da)力(li)支(zhi)持分布(bu)式(shi)(shi)光(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)發(fa)(fa)電(dian)(dian)(dian)應用(yong)(yong)。積(ji)極推(tui)(tui)進整縣(市、區(qu)(qu)(qu))屋頂(ding)分布(bu)式(shi)(shi)光(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)開(kai)(kai)發(fa)(fa),支(zhi)持在(zai)開(kai)(kai)發(fa)(fa)區(qu)(qu)(qu)、工業園區(qu)(qu)(qu)、大(da)型(xing)商業區(qu)(qu)(qu)等(deng)建(jian)筑(zhu)屋頂(ding)及附屬(shu)場地(di)(di),建(jian)設就地(di)(di)消納(na)的(de)分布(bu)式(shi)(shi)光(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)發(fa)(fa)電(dian)(dian)(dian)項目(mu),鼓(gu)勵(li)居民利用(yong)(yong)自有建(jian)筑(zhu)屋頂(ding)安裝(zhuang)戶用(yong)(yong)光(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)發(fa)(fa)電(dian)(dian)(dian)系統。在(zai)襄(xiang)陽、宜昌、荊(jing)門、孝(xiao)感(gan)、黃岡、咸(xian)寧、隨(sui)(sui)州(zhou)(zhou)、恩施等(deng)風(feng)(feng)(feng)能(neng)(neng)資源(yuan)豐富區(qu)(qu)(qu),有序推(tui)(tui)進集中(zhong)式(shi)(shi)風(feng)(feng)(feng)電(dian)(dian)(dian)項目(mu)建(jian)設,支(zhi)持已投運風(feng)(feng)(feng)電(dian)(dian)(dian)場擴(kuo)容(rong)改(gai)造。加快推(tui)(tui)進分散(san)式(shi)(shi)風(feng)(feng)(feng)電(dian)(dian)(dian)項目(mu)開(kai)(kai)發(fa)(fa),在(zai)江漢平(ping)原、港口、開(kai)(kai)發(fa)(fa)區(qu)(qu)(qu)等(deng)區(qu)(qu)(qu)域,結合用(yong)(yong)電(dian)(dian)(dian)負荷需(xu)求(qiu)和接入條件,建(jian)設以就地(di)(di)消納(na)為主的(de)分散(san)式(shi)(shi)風(feng)(feng)(feng)電(dian)(dian)(dian)項目(mu)、風(feng)(feng)(feng)光(guang)(guang)(guang)互(hu)補和風(feng)(feng)(feng)電(dian)(dian)(dian)+旅(lv)游等(deng)項目(mu)。鼓(gu)勵(li)創新發(fa)(fa)展(zhan)模式(shi)(shi),因(yin)地(di)(di)制(zhi)宜開(kai)(kai)展(zhan)“田園風(feng)(feng)(feng)電(dian)(dian)(dian)”“景(jing)觀風(feng)(feng)(feng)電(dian)(dian)(dian)”項目(mu)建(jian)設。到2025年,光(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)發(fa)(fa)電(dian)(dian)(dian)、風(feng)(feng)(feng)電(dian)(dian)(dian)裝(zhuang)機分別達到2200、1000萬千瓦。
(二)煤電綠色轉型工程(cheng)。
持續提升煤(mei)電(dian)(dian)(dian)發(fa)電(dian)(dian)(dian)效率(lv)和清潔化水平(ping),推動煤(mei)電(dian)(dian)(dian)機組向保障電(dian)(dian)(dian)網運行安(an)全(quan)、提供可靠(kao)電(dian)(dian)(dian)力和靈(ling)活(huo)調(diao)節能(neng)力的基礎性(xing)電(dian)(dian)(dian)源(yuan)轉變,積極參與調(diao)峰、調(diao)頻(pin)、調(diao)壓、備(bei)用(yong)等輔(fu)助(zhu)服務(wu),提升電(dian)(dian)(dian)力系統新能(neng)源(yuan)消納(na)能(neng)力。有序推進已(yi)納(na)入國家(jia)規(gui)劃的大(da)(da)型清潔電(dian)(dian)(dian)源(yuan)項目建設,按照國家(jia)應(ying)急調(diao)峰能(neng)力要求和全(quan)省中長期能(neng)源(yuan)安(an)全(quan)需求,規(gui)劃一批應(ying)急調(diao)峰電(dian)(dian)(dian)源(yuan)并合理安(an)排建設時(shi)序,淘汰關停落后煤(mei)電(dian)(dian)(dian)機組,提高大(da)(da)容(rong)量、高參數、低(di)排放煤(mei)電(dian)(dian)(dian)機組比重。推動煤(mei)電(dian)(dian)(dian)節能(neng)降耗(hao)改造(zao)、靈(ling)活(huo)性(xing)改造(zao)、供熱改造(zao)“三改聯動”,大(da)(da)力開展碳捕捉技術(shu)應(ying)用(yong)。到2025年(nian)全(quan)省煤(mei)電(dian)(dian)(dian)機組平(ping)均供電(dian)(dian)(dian)煤(mei)耗(hao)降低(di)至297克標煤(mei)/千瓦時(shi)以下,全(quan)省53臺30萬千瓦及以上(shang)煤(mei)電(dian)(dian)(dian)機組完成靈(ling)活(huo)性(xing)改造(zao),新增調(diao)峰容(rong)量500萬千瓦。
(三)風光(guang)水(shui)火儲、源網荷儲一體化示范(fan)工程(cheng)。
結(jie)合(he)各地資源條(tiao)件和能源特點,充(chong)分發揮常規(gui)電站調節性(xing)能,適度配置(zhi)(zhi)儲(chu)能設(she)(she)(she)施(shi),調動需(xu)求側靈活響應(ying)積極性(xing),因地制宜開展(zhan)風(feng)光(guang)水(shui)(shui)火(huo)儲(chu)、源網荷儲(chu)一(yi)(yi)(yi)體(ti)化示范(fan)工(gong)(gong)程建(jian)設(she)(she)(she)。充(chong)分利(li)用具備較高靈活調節能力的現(xian)役火(huo)電和已納(na)入國家規(gui)劃(hua)的火(huo)電項(xiang)目,適度配置(zhi)(zhi)儲(chu)能設(she)(she)(she)施(shi),布局(ju)建(jian)設(she)(she)(she)一(yi)(yi)(yi)批風(feng)光(guang)火(huo)儲(chu)新能源百萬(wan)千瓦基地。以存量(liang)大中型水(shui)(shui)電站、中型抽水(shui)(shui)蓄能和一(yi)(yi)(yi)定規(gui)模儲(chu)能設(she)(she)(she)施(shi)為基礎(chu),布局(ju)建(jian)設(she)(she)(she)一(yi)(yi)(yi)批風(feng)光(guang)水(shui)(shui)儲(chu)新能源百萬(wan)千瓦基地,實現(xian)打捆上網,提高新能源電量(liang)比例。在武漢(han)、襄陽、宜昌等重點區(qu)(qu)(qu)域,結(jie)合(he)城市(shi)電網改(gai)造(zao)提升、自(zi)備應(ying)急電源配置(zhi)(zhi)、清潔取暖、清潔能源消納(na)開展(zhan)源網荷儲(chu)一(yi)(yi)(yi)體(ti)化示范(fan)工(gong)(gong)程建(jian)設(she)(she)(she)。在城市(shi)商業區(qu)(qu)(qu)、綜合(he)體(ti)、工(gong)(gong)業園(yuan)區(qu)(qu)(qu)、居民區(qu)(qu)(qu),依托光(guang)伏發電、微(wei)電網和充(chong)電基礎(chu)設(she)(she)(she)施(shi)等開展(zhan)園(yuan)區(qu)(qu)(qu)級源網荷儲(chu)一(yi)(yi)(yi)體(ti)化示范(fan)工(gong)(gong)程建(jian)設(she)(she)(she)。
(四)能源儲備調峰工(gong)程。
以應對(dui)資源(yuan)區域性時(shi)段性短缺風險(xian)和保(bao)(bao)持全省能(neng)(neng)源(yuan)供需(xu)動(dong)態平衡為目(mu)標,加(jia)(jia)強能(neng)(neng)源(yuan)儲(chu)(chu)備(bei)調(diao)峰(feng)能(neng)(neng)力建(jian)設,增強系統保(bao)(bao)障能(neng)(neng)力。落實“地(di)方(fang)政(zheng)府不低(di)于(yu)保(bao)(bao)障行(xing)政(zheng)區域3天日均消費量(liang)、城(cheng)鎮(zhen)燃(ran)氣企業不低(di)于(yu)年(nian)用氣量(liang)5%”儲(chu)(chu)氣能(neng)(neng)力建(jian)設目(mu)標。完成(cheng)地(di)方(fang)政(zheng)府成(cheng)品油(you)儲(chu)(chu)備(bei)和企業社會責(ze)任(ren)石油(you)儲(chu)(chu)備(bei)任(ren)務。健全以企業社會責(ze)任(ren)儲(chu)(chu)備(bei)為主體,地(di)方(fang)政(zheng)府儲(chu)(chu)備(bei)為補充的煤(mei)(mei)炭儲(chu)(chu)備(bei)體系,嚴(yan)格落實最低(di)庫存(cun)制(zhi)度,確(que)保(bao)(bao)儲(chu)(chu)煤(mei)(mei)基(ji)地(di)、電(dian)廠存(cun)煤(mei)(mei)量(liang)保(bao)(bao)持在合(he)理(li)水平。按(an)照需(xu)求側有序(xu)用電(dian)最大(da)負(fu)荷20%左右(you)和發電(dian)側最大(da)發電(dian)負(fu)荷10%左右(you)的目(mu)標,加(jia)(jia)強電(dian)力調(diao)峰(feng)和應急能(neng)(neng)力建(jian)設。推(tui)進先進儲(chu)(chu)能(neng)(neng)技術應用。提高需(xu)求側響應能(neng)(neng)力,充分挖(wa)掘需(xu)求側調(diao)節資源(yuan)。建(jian)立充分發揮(hui)市場主體作用的調(diao)峰(feng)運行(xing)管理(li)機(ji)制(zhi),完善交易和價格形成(cheng)機(ji)制(zhi),鼓勵(li)電(dian)力市場各(ge)類主體主動(dong)參與系統調(diao)峰(feng)。
(五)“兩線一(yi)點一(yi)網”電網工程。
優化(hua)輸送通道(dao)布(bu)局,建(jian)成陜北(bei)(bei)至湖(hu)北(bei)(bei)±800千(qian)伏特高(gao)壓直流(liu)輸電(dian)(dian)工(gong)程,同步(bu)協調推(tui)進(jin)陜西(xi)黃陵、富縣等地配套電(dian)(dian)源(yuan)項目建(jian)設(she),建(jian)設(she)金沙(sha)江上游至湖(hu)北(bei)(bei)±800千(qian)伏特高(gao)壓直流(liu)輸電(dian)(dian)工(gong)程,加大(da)清潔能源(yuan)輸入(ru)能力。提高(gao)三(san)峽電(dian)(dian)留存湖(hu)北(bei)(bei)消納比(bi)例,推(tui)進(jin)三(san)峽近區電(dian)(dian)網改造及網架(jia)結構優化(hua),三(san)峽電(dian)(dian)消納能力達(da)到1000萬千(qian)瓦。服務“一(yi)(yi)主引領、兩翼驅(qu)動、全(quan)域協同”區域發展布(bu)局,加強中心城市和城市群電(dian)(dian)網建(jian)設(she),提高(gao)綜合(he)承載能力,推(tui)進(jin)武漢世界(jie)一(yi)(yi)流(liu)城市電(dian)(dian)網建(jian)設(she),實現湖(hu)北(bei)(bei)城市電(dian)(dian)網整體(ti)水(shui)平提檔(dang)升(sheng)級。“十四五”電(dian)(dian)網投資規模超過1000億元,2025年城鎮配電(dian)(dian)網供電(dian)(dian)可靠率達(da)到99.985%,綜合(he)電(dian)(dian)壓合(he)格率達(da)到99.999%。
(六)“五(wu)縱四橫一通(tong)道”油氣管(guan)網(wang)工(gong)程。
加強管(guan)道(dao)(dao)(dao)(dao)項目建設(she)與國土空(kong)間、城鄉(xiang)發(fa)展(zhan)、交(jiao)通運(yun)輸等規劃銜接,推進(jin)國家干(gan)線(xian)油(you)氣(qi)管(guan)道(dao)(dao)(dao)(dao)和省內支(zhi)線(xian)管(guan)道(dao)(dao)(dao)(dao)項目實(shi)施,打造由淮武(wu)線(xian)、西氣(qi)東輸二(er)線(xian)、西氣(qi)東輸三(san)線(xian)、蘭(lan)鄭長成(cheng)品油(you)管(guan)道(dao)(dao)(dao)(dao)、新疆煤制氣(qi)外輸通道(dao)(dao)(dao)(dao)湖北段(duan)五條南北管(guan)道(dao)(dao)(dao)(dao),忠武(wu)線(xian)、川氣(qi)東送(song)線(xian)、川氣(qi)東送(song)二(er)線(xian)、儀長原油(you)管(guan)道(dao)(dao)(dao)(dao)四(si)條東西管(guan)道(dao)(dao)(dao)(dao)和長江LNG水運(yun)通道(dao)(dao)(dao)(dao)組成(cheng)的(de)油(you)氣(qi)輸送(song)主干(gan)管(guan)網,加強管(guan)網互聯互通工程(cheng)建設(she),實(shi)施老舊管(guan)道(dao)(dao)(dao)(dao)隱患治(zhi)理及遷改,石油(you)、天然(ran)氣(qi)管(guan)道(dao)(dao)(dao)(dao)里程(cheng)分別達到1850、7050公里,全面提升油(you)氣(qi)資源(yuan)供應(ying)保障能力。
(七)數字(zi)能源工程。

(八)能源惠企(qi)利民工程。
推(tui)(tui)動“獲(huo)得電(dian)(dian)(dian)力”服(fu)(fu)(fu)(fu)務(wu)(wu)水平(ping)邁上新臺階,2022年底前全面實(shi)(shi)現(xian)居民用(yong)(yong)(yong)戶和低壓(ya)小微(wei)企業用(yong)(yong)(yong)電(dian)(dian)(dian)報裝“三(san)零”服(fu)(fu)(fu)(fu)務(wu)(wu)、高(gao)壓(ya)用(yong)(yong)(yong)戶用(yong)(yong)(yong)電(dian)(dian)(dian)報裝“三(san)省”服(fu)(fu)(fu)(fu)務(wu)(wu),全面清(qing)理(li)規范轉供(gong)電(dian)(dian)(dian)收費,加快推(tui)(tui)進“轉改直”,切(qie)實(shi)(shi)加強消(xiao)費者用(yong)(yong)(yong)能(neng)(neng)合法權益保(bao)護。進一步提高(gao)城(cheng)鄉供(gong)電(dian)(dian)(dian)可靠性,推(tui)(tui)廣不停電(dian)(dian)(dian)作業技(ji)術,提高(gao)電(dian)(dian)(dian)網(wang)故(gu)障搶(qiang)修效(xiao)率,減少停電(dian)(dian)(dian)時間和停電(dian)(dian)(dian)次(ci)數,為市場主體提供(gong)更好用(yong)(yong)(yong)電(dian)(dian)(dian)保(bao)障,2025年全省城(cheng)鎮、農(nong)村(cun)用(yong)(yong)(yong)戶年均停電(dian)(dian)(dian)時間分別降至1.5、7.5小時以(yi)內。提升農(nong)村(cun)能(neng)(neng)源基礎設施(shi)和公共服(fu)(fu)(fu)(fu)務(wu)(wu)水平(ping),實(shi)(shi)施(shi)農(nong)村(cun)電(dian)(dian)(dian)網(wang)鞏固(gu)提升工程,持續(xu)加強脫貧(pin)地區農(nong)村(cun)電(dian)(dian)(dian)網(wang)建設,推(tui)(tui)動農(nong)村(cun)用(yong)(yong)(yong)能(neng)(neng)電(dian)(dian)(dian)氣化升級(ji)。有序推(tui)(tui)動供(gong)氣服(fu)(fu)(fu)(fu)務(wu)(wu)向鄉鎮、農(nong)村(cun)延伸(shen),滿足(zu)更多群眾天然氣清(qing)潔(jie)能(neng)(neng)源需求。積極探索開展集中供(gong)暖(冷)、冷熱聯供(gong)。繼續(xu)做好光伏扶貧(pin)電(dian)(dian)(dian)站運維管理(li),因地制(zhi)宜(yi)加快農(nong)村(cun)清(qing)潔(jie)能(neng)(neng)源開發(fa)利用(yong)(yong)(yong),推(tui)(tui)動形成(cheng)新能(neng)(neng)源富(fu)民產業,助力鄉村(cun)振興。
五、保障措施
(一(yi))加強組(zu)織領導。
加強黨對(dui)能(neng)源(yuan)(yuan)工(gong)作的(de)全(quan)(quan)(quan)面(mian)領導,把(ba)堅持“兩(liang)個確(que)立”、做到“兩(liang)個維護”貫穿全(quan)(quan)(quan)省(sheng)(sheng)能(neng)源(yuan)(yuan)改革和(he)發展(zhan)工(gong)作全(quan)(quan)(quan)過程,全(quan)(quan)(quan)面(mian)貫徹(che)落實黨中央、國(guo)務(wu)院決策部(bu)署和(he)省(sheng)(sheng)委、省(sheng)(sheng)政府工(gong)作要求,強化組(zu)織協調,推進落實落效(xiao)(xiao)。做好本規(gui)(gui)(gui)(gui)(gui)(gui)劃(hua)與(yu)經濟社(she)(she)會(hui)發展(zhan)規(gui)(gui)(gui)(gui)(gui)(gui)劃(hua)、國(guo)土空間規(gui)(gui)(gui)(gui)(gui)(gui)劃(hua)、城鄉(xiang)建設規(gui)(gui)(gui)(gui)(gui)(gui)劃(hua)等其他相(xiang)關規(gui)(gui)(gui)(gui)(gui)(gui)劃(hua)的(de)有效(xiao)(xiao)銜接(jie),加強能(neng)源(yuan)(yuan)領域各專項規(gui)(gui)(gui)(gui)(gui)(gui)劃(hua)、市州能(neng)源(yuan)(yuan)規(gui)(gui)(gui)(gui)(gui)(gui)劃(hua)與(yu)本規(gui)(gui)(gui)(gui)(gui)(gui)劃(hua)的(de)統籌協調。強化本規(gui)(gui)(gui)(gui)(gui)(gui)劃(hua)對(dui)全(quan)(quan)(quan)省(sheng)(sheng)能(neng)源(yuan)(yuan)發展(zhan)、重點項目(mu)布局、公共資(zi)源(yuan)(yuan)配置、社(she)(she)會(hui)資(zi)本投(tou)向的(de)引導約束,全(quan)(quan)(quan)省(sheng)(sheng)重大能(neng)源(yuan)(yuan)項目(mu)實施應以能(neng)源(yuan)(yuan)規(gui)(gui)(gui)(gui)(gui)(gui)劃(hua)為(wei)重要依(yi)據。
(二)明確責任分工。
省發(fa)改委、省能源(yuan)(yuan)(yuan)局要牽頭抓好本規劃組織實(shi)施,根據(ju)本規劃制定年度能源(yuan)(yuan)(yuan)工(gong)作目標(biao)舉措,及時研究解決規劃實(shi)施中遇到的問題(ti)。各市州、省直(zhi)有關部門要根據(ju)本地實(shi)際、職責分(fen)工(gong)細化任務(wu)舉措,加(jia)大(da)對能源(yuan)(yuan)(yuan)發(fa)展的財(cai)政、稅收(shou)、金(jin)融、土地等(deng)政策支(zhi)持,加(jia)大(da)財(cai)政資金(jin)對能源(yuan)(yuan)(yuan)安全保障(zhang)、能源(yuan)(yuan)(yuan)科技創(chuang)新等(deng)重點領域支(zhi)持力度,發(fa)揮稅收(shou)、價格對能源(yuan)(yuan)(yuan)清潔低碳轉(zhuan)型的激勵和導向作用,優(you)先(xian)保障(zhang)能源(yuan)(yuan)(yuan)重大(da)項目用地需要。
(三)加(jia)強監測評(ping)估(gu)。
完善全省能(neng)源生(sheng)產(chan)、流通、消費、庫存(cun)等(deng)統計指標體系,建(jian)立(li)健全能(neng)源統計監測預警和信(xin)息(xi)發布機制(zhi)(zhi),組(zu)織做(zuo)好煤電油氣等(deng)能(neng)源運行(xing)情況監測分析,為規(gui)劃(hua)(hua)(hua)實施(shi)和科學(xue)決策提供支撐。做(zuo)好規(gui)劃(hua)(hua)(hua)實施(shi)情況的監測分析、中期評估和總(zong)結評估,建(jian)立(li)規(gui)劃(hua)(hua)(hua)動態評估機制(zhi)(zhi)和重大情況報(bao)告制(zhi)(zhi)度(du),必要時對規(gui)劃(hua)(hua)(hua)進行(xing)調(diao)整修訂(ding)。
