在(zai)題為“儲(chu)能(neng)(neng)型太陽能(neng)(neng)熱(re)(re)發電在(zai)新能(neng)(neng)源(yuan)基地(di)中的(de)價值”的(de)大(da)會報告中,趙曉輝(hui)博士(shi)對(dui)包括電池儲(chu)能(neng)(neng)、抽水蓄能(neng)(neng)、壓縮空氣(qi)儲(chu)能(neng)(neng)、卡諾電池(熔鹽電加(jia)熱(re)(re)器)等(deng)幾種大(da)容(rong)(rong)量(liang)儲(chu)能(neng)(neng)技術進行(xing)了(le)對(dui)比,同時對(dui)“光熱(re)(re)儲(chu)能(neng)(neng)+”案例進行(xing)了(le)分(fen)析。經他本人同意,主要發言內容(rong)(rong)整理(li)如下(xia),以供業界參考。

一、構建新型電力系統的背景


構(gou)建安全可靠的(de)電(dian)力系統(tong)是以國(guo)家(jia)政策(ce)為導向,融合(he)電(dian)力系統(tong)規劃(hua),由(you)不同新能(neng)(neng)(neng)源發(fa)電(dian)、傳(chuan)統(tong)發(fa)電(dian)、儲能(neng)(neng)(neng)等深(shen)度配合(he),以此保障電(dian)網安全穩定(ding)運行,并提高新能(neng)(neng)(neng)源消納比例(li)。


2021年2月25日,國家發展改革(ge)委、國家能源局(ju)研究(jiu)發布了《關(guan)于推(tui)進電力源網荷儲一(yi)體化(hua)(hua)和多能互(hu)補發展的指導意(yi)見(jian)》,意(yi)見(jian)提出(chu):優先(xian)發展新(xin)能源,穩(wen)妥推(tui)進增量“風光(guang)水(儲)一(yi)體化(hua)(hua)”,探索增量“風光(guang)儲一(yi)體化(hua)(hua)”。


結(jie)合“意見”相關要求,主(zhu)要提到如下幾個方面,第一、優先新能源(yuan)的(de)(de)(de)開發,這個毋庸(yong)置(zhi)疑,這是(shi)(shi)(shi)(shi)“3060”目(mu)標(biao)下電(dian)(dian)(dian)(dian)(dian)(dian)力行業的(de)(de)(de)一個長期的(de)(de)(de)話(hua)題(ti),不僅如此,要求部(bu)分(fen)跨區域送(song)(song)電(dian)(dian)(dian)(dian)(dian)(dian)通道的(de)(de)(de)年輸(shu)送(song)(song)新能源(yuan)電(dian)(dian)(dian)(dian)(dian)(dian)量占比不低于50%。第二(er)、加強(qiang)一體化項目(mu)的(de)(de)(de)自身調節(jie)能力,即(ji)通過配置(zhi)靈活性(xing)火電(dian)(dian)(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)及儲(chu)(chu)(chu)能型的(de)(de)(de)廠站,包括電(dian)(dian)(dian)(dian)(dian)(dian)池儲(chu)(chu)(chu)能、抽水(shui)蓄能以及大容量儲(chu)(chu)(chu)能光熱發電(dian)(dian)(dian)(dian)(dian)(dian),以提高系(xi)統平衡能力,減輕送(song)(song)、受端電(dian)(dian)(dian)(dian)(dian)(dian)網調峰壓(ya)力。最后兩點(dian)需要注意的(de)(de)(de)就是(shi)(shi)(shi)(shi)經(jing)濟(ji)性(xing)和安(an)全可靠(kao)性(xing)的(de)(de)(de)問題(ti)。一體化項目(mu)的(de)(de)(de)經(jing)濟(ji)性(xing),目(mu)前(qian)(qian)還(huan)(huan)主(zhu)要是(shi)(shi)(shi)(shi)參照項目(mu)所(suo)在(zai)地的(de)(de)(de)基(ji)于燃煤機(ji)組的(de)(de)(de)上網基(ji)準電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia),基(ji)準價(jia)(jia)就是(shi)(shi)(shi)(shi)之前(qian)(qian)說(shuo)的(de)(de)(de)標(biao)桿電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia);2019年國家發改(gai)委把(ba)燃煤機(ji)組并網電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)機(ji)制(zhi)改(gai)為“基(ji)準價(jia)(jia)加上下浮動(dong)價(jia)(jia)”。那么儲(chu)(chu)(chu)能型的(de)(de)(de)新能源(yuan)基(ji)地,綜合電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)在(zai)部(bu)分(fen)場合往(wang)往(wang)比較(jiao)難實現既(ji)綠色清潔、又安(an)全可靠(kao),還(huan)(huan)要便(bian)宜(yi)的(de)(de)(de)電(dian)(dian)(dian)(dian)(dian)(dian)能。這里就不展(zhan)開討論這個經(jing)濟(ji)性(xing)問題(ti)。重要的(de)(de)(de)一點(dian)就是(shi)(shi)(shi)(shi)安(an)全可靠(kao)的(de)(de)(de)原則,安(an)全和可靠(kao)兩個要素都很重要。


舉個例(li)子,強調(diao)一下安全(quan)可(ke)靠性的(de)問(wen)題。根據(ju)公開資(zi)料,2019年(nian)冬季(ji)(ji)以(yi)(yi)來受極(ji)寒天氣(qi)(qi)影(ying)響,全(quan)國用(yong)(yong)電(dian)(dian)負(fu)(fu)荷(he)超夏(xia)季(ji)(ji)高(gao)(gao)峰,創歷(li)史(shi)新高(gao)(gao)。去年(nian)12月(yue)14日、16日、30日和(he)今年(nian)1月(yue)7日,全(quan)國最高(gao)(gao)調(diao)度負(fu)(fu)荷(he)連(lian)續(xu)4次創出歷(li)史(shi)新高(gao)(gao),特(te)別是(shi)今年(nian)1月(yue)7日晚(wan)高(gao)(gao)峰負(fu)(fu)荷(he)達(da)到了(le)11.89億(yi)(yi)(yi)千(qian)(qian)瓦(wa)(wa)、日發(fa)電(dian)(dian)量約260億(yi)(yi)(yi)千(qian)(qian)瓦(wa)(wa)時,11.89億(yi)(yi)(yi)千(qian)(qian)瓦(wa)(wa)的(de)負(fu)(fu)荷(he)比2020年(nian)夏(xia)季(ji)(ji)峰值(zhi)增長了(le)10%以(yi)(yi)上(shang)(shang)(shang),所(suo)以(yi)(yi)應對起來難度非常大(da)(da)。根據(ju)去年(nian)年(nian)底數據(ju)顯示,我(wo)國電(dian)(dian)力(li)的(de)總裝(zhuang)(zhuang)機(ji)是(shi)20多(duo)(duo)億(yi)(yi)(yi)千(qian)(qian)瓦(wa)(wa),那(nei)么負(fu)(fu)荷(he)需(xu)求1月(yue)7日最大(da)(da)近12億(yi)(yi)(yi)千(qian)(qian)瓦(wa)(wa),保(bao)障起來應該(gai)沒(mei)(mei)問(wen)題呀?因為負(fu)(fu)荷(he)高(gao)(gao)峰出現在晚(wan)上(shang)(shang)(shang),所(suo)以(yi)(yi)光伏(fu)(fu)發(fa)電(dian)(dian)基本上(shang)(shang)(shang)都沒(mei)(mei)有(you)(you)(you)出力(li),當(dang)日全(quan)國大(da)(da)面積沒(mei)(mei)風(feng),所(suo)以(yi)(yi)風(feng)力(li)發(fa)電(dian)(dian)的(de)裝(zhuang)(zhuang)機(ji)出力(li)只有(you)(you)(you)10%左(zuo)右(you),這(zhe)樣算(suan)來,全(quan)國5.3億(yi)(yi)(yi)千(qian)(qian)瓦(wa)(wa)風(feng)電(dian)(dian)和(he)光伏(fu)(fu)發(fa)電(dian)(dian)的(de)總裝(zhuang)(zhuang)機(ji)有(you)(you)(you)5億(yi)(yi)(yi)千(qian)(qian)瓦(wa)(wa)沒(mei)(mei)有(you)(you)(you)出上(shang)(shang)(shang)力(li);其他可(ke)再生能源(yuan),如水(shui)電(dian)(dian),我(wo)國3.7億(yi)(yi)(yi)千(qian)(qian)瓦(wa)(wa)水(shui)電(dian)(dian)裝(zhuang)(zhuang)機(ji),冬季(ji)(ji)又趕(gan)上(shang)(shang)(shang)枯(ku)水(shui)期,在高(gao)(gao)峰的(de)時候也有(you)(you)(you)2億(yi)(yi)(yi)多(duo)(duo)沒(mei)(mei)有(you)(you)(you)出上(shang)(shang)(shang)力(li);我(wo)國天然氣(qi)(qi)發(fa)電(dian)(dian)裝(zhuang)(zhuang)機(ji)有(you)(you)(you)將近1億(yi)(yi)(yi)千(qian)(qian)瓦(wa)(wa),冬季(ji)(ji)也是(shi)天然氣(qi)(qi)的(de)用(yong)(yong)氣(qi)(qi)高(gao)(gao)峰,有(you)(you)(you)一半左(zuo)右(you)沒(mei)(mei)有(you)(you)(you)出上(shang)(shang)(shang)力(li)。后(hou)來在部分少數地(di)區拉(la)閘限電(dian)(dian)后(hou),保(bao)障了(le)我(wo)國能源(yuan)的(de)平穩有(you)(you)(you)序運行,保(bao)障了(le)電(dian)(dian)力(li)的(de)平穩有(you)(you)(you)序供(gong)應,特(te)別是(shi)民生用(yong)(yong)電(dian)(dian)得到了(le)保(bao)障,這(zhe)個可(ke)能也要歸(gui)功(gong)我(wo)們國家以(yi)(yi)及國企制度的(de)優越性,沒(mei)(mei)有(you)(you)(you)出現嚴重的(de)問(wen)題。盡管如此,這(zhe)類(lei)問(wen)題反(fan)映(ying)出一個客(ke)觀的(de)需(xu)求——隨著以(yi)(yi)光伏(fu)(fu)、風(feng)電(dian)(dian)為主的(de)傳統(tong)新能源(yuan)滲漏(lou)率的(de)進一步提升,電(dian)(dian)力(li)系統(tong)對儲能型可(ke)調(diao)峰電(dian)(dian)源(yuan)的(de)需(xu)求日益緊迫。


二、電力多能互補的意義


參考(kao)左(zuo)下(xia)(xia)圖,新能(neng)源的滲透率是從下(xia)(xia)到上(shang)依次提高。

第一(yi)(yi)階(jie)段新能(neng)(neng)(neng)源并網消(xiao)(xiao)納沒有大的(de)(de)(de)(de)問題,第二(er)階(jie)段主要(yao)(yao)(yao)發揮現有的(de)(de)(de)(de)火(huo)電(dian)(dian)(dian)、水電(dian)(dian)(dian)等(deng)常規電(dian)(dian)(dian)源以及(ji)(ji)電(dian)(dian)(dian)網的(de)(de)(de)(de)靈(ling)活(huo)性(xing)。但(dan)隨(sui)著(zhu)新能(neng)(neng)(neng)源裝(zhuang)機的(de)(de)(de)(de)進(jin)(jin)一(yi)(yi)步增大,便需(xu)要(yao)(yao)(yao)充分(fen)(fen)發揮電(dian)(dian)(dian)源側電(dian)(dian)(dian)網側以及(ji)(ji)負(fu)荷(he)端各環(huan)節的(de)(de)(de)(de)靈(ling)活(huo)調節,對(dui)電(dian)(dian)(dian)力(li)儲能(neng)(neng)(neng)提出了(le)較(jiao)高要(yao)(yao)(yao)求(qiu)。隨(sui)著(zhu)新能(neng)(neng)(neng)源占比(bi)進(jin)(jin)一(yi)(yi)步增大,新能(neng)(neng)(neng)源電(dian)(dian)(dian)力(li)電(dian)(dian)(dian)量(liang)占主要(yao)(yao)(yao)份額,但(dan)這(zhe)里(li)面很難有一(yi)(yi)個(ge)量(liang)化(hua)(hua)的(de)(de)(de)(de)分(fen)(fen)界線數據(ju)。典型的(de)(de)(de)(de)如北(bei)歐(ou)一(yi)(yi)些國家。大致(zhi)可以認為(wei)我國處于第二(er)、第三(san)階(jie)段之間,那么與之匹配的(de)(de)(de)(de)調節手段包括左側PPT顯示的(de)(de)(de)(de),諸(zhu)如風光水火(huo)儲一(yi)(yi)體化(hua)(hua)、大規模(mo)儲能(neng)(neng)(neng)、超高壓柔性(xing)直流等(deng)。這(zhe)里(li)是指(zhi)電(dian)(dian)(dian)力(li)多能(neng)(neng)(neng)互補(bu),當然碳達峰的(de)(de)(de)(de)大背景(jing)下(xia),涉及(ji)(ji)到減排雙控的(de)(de)(de)(de)用能(neng)(neng)(neng)形式不(bu)(bu)局限于電(dian)(dian)(dian)能(neng)(neng)(neng),還包括熱(re)能(neng)(neng)(neng)等(deng)消(xiao)(xiao)耗,如石(shi)油化(hua)(hua)工(gong)等(deng)行業的(de)(de)(de)(de)綠(lv)色工(gong)業升級背景(jing)下(xia),對(dui)不(bu)(bu)同品位的(de)(de)(de)(de)熱(re)能(neng)(neng)(neng)需(xu)求(qiu)也很大。這(zhe)里(li)不(bu)(bu)展開。那么目前(qian)擺在我們(men)面前(qian)的(de)(de)(de)(de)一(yi)(yi)個(ge)問題就是如何科(ke)學(xue)的(de)(de)(de)(de)在電(dian)(dian)(dian)源側,電(dian)(dian)(dian)網側以及(ji)(ji)負(fu)荷(he)側等(deng)不(bu)(bu)同環(huan)節實施大規模(mo)儲能(neng)(neng)(neng)的(de)(de)(de)(de)問題。通俗的(de)(de)(de)(de)講,電(dian)(dian)(dian)力(li)多能(neng)(neng)(neng)互補(bu)主要(yao)(yao)(yao)是怎么補(bu),除了(le)類似(si)火(huo)電(dian)(dian)(dian)這(zhe)種調節型電(dian)(dian)(dian)源,關鍵的(de)(de)(de)(de)一(yi)(yi)個(ge)要(yao)(yao)(yao)素就是“儲”——即(ji)儲能(neng)(neng)(neng)。


三、電力多能互補基地的儲能技術


1、新能源(yuan)電站對儲能需求迫(po)切


第三(san)部分,即引申到“電力(li)多(duo)能(neng)(neng)互補基地的儲能(neng)(neng)技(ji)術”。電力(li)多(duo)能(neng)(neng)互補是(shi)深(shen)度探索風光(guang)熱(re)儲多(duo)組態、多(duo)功能(neng)(neng)、可(ke)調節、可(ke)調度的融(rong)合發電的新模式。前面(mian)也提到了新能(neng)(neng)源電站對儲能(neng)(neng)需求(qiu)迫切(qie),幾(ji)個(ge)省(sheng)區包括山西大同(tong)、寧夏、甘(gan)肅等出臺的關(guan)于新能(neng)(neng)源發電項目(mu)要(yao)求(qiu)配套(tao)建(jian)設儲能(neng)(neng)的要(yao)求(qiu)。

今年8月10日,國家發改委、國家能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)局印發《關于(yu)(yu)鼓(gu)勵可再(zai)生(sheng)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)發電(dian)(dian)(dian)(dian)企(qi)(qi)業(ye)自(zi)建(jian)或(huo)購買調(diao)峰能(neng)(neng)(neng)(neng)(neng)(neng)力(li)增(zeng)加(jia)并(bing)(bing)網規(gui)(gui)(gui)模(mo)的通(tong)知》(發改運行〔2021〕1138號)指出(chu),為(wei)引導(dao)市場(chang)主(zhu)體(ti)多(duo)渠道增(zeng)加(jia)可再(zai)生(sheng)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)并(bing)(bing)網規(gui)(gui)(gui)模(mo),鼓(gu)勵多(duo)渠道增(zeng)加(jia)可再(zai)生(sheng)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)并(bing)(bing)網消納能(neng)(neng)(neng)(neng)(neng)(neng)力(li)、鼓(gu)勵發電(dian)(dian)(dian)(dian)企(qi)(qi)業(ye)自(zi)建(jian)儲(chu)能(neng)(neng)(neng)(neng)(neng)(neng)或(huo)調(diao)峰能(neng)(neng)(neng)(neng)(neng)(neng)力(li)增(zeng)加(jia)并(bing)(bing)網規(gui)(gui)(gui)模(mo)、允許發電(dian)(dian)(dian)(dian)企(qi)(qi)業(ye)購買儲(chu)能(neng)(neng)(neng)(neng)(neng)(neng)或(huo)調(diao)峰能(neng)(neng)(neng)(neng)(neng)(neng)力(li)增(zeng)加(jia)并(bing)(bing)網規(gui)(gui)(gui)模(mo)、鼓(gu)勵多(duo)渠道增(zeng)加(jia)調(diao)峰資(zi)源(yuan)。其中對于(yu)(yu)自(zi)建(jian)調(diao)峰資(zi)源(yuan)方式掛鉤比例要求是,自(zi)建(jian)調(diao)峰資(zi)源(yuan)指發電(dian)(dian)(dian)(dian)企(qi)(qi)業(ye)按(an)全資(zi)比例建(jian)設抽水蓄(xu)能(neng)(neng)(neng)(neng)(neng)(neng)、化學(xue)儲(chu)能(neng)(neng)(neng)(neng)(neng)(neng)電(dian)(dian)(dian)(dian)站、氣電(dian)(dian)(dian)(dian)、光熱電(dian)(dian)(dian)(dian)站或(huo)開展煤(mei)電(dian)(dian)(dian)(dian)靈活性改造。為(wei)鼓(gu)勵發電(dian)(dian)(dian)(dian)企(qi)(qi)業(ye)市場(chang)化參與調(diao)峰資(zi)源(yuan)建(jian)設,超過電(dian)(dian)(dian)(dian)網企(qi)(qi)業(ye)保障性并(bing)(bing)網以外的規(gui)(gui)(gui)模(mo)初期按(an)照功(gong)率15%的掛鉤比例(時長4小時以上,下(xia)同)配建(jian)調(diao)峰能(neng)(neng)(neng)(neng)(neng)(neng)力(li),按(an)照20%以上掛鉤比例進(jin)行配建(jian)的優先并(bing)(bing)網。


因此,落實到大容(rong)量儲(chu)能(neng)(neng)的光熱電站(zhan)上(shang),發展大容(rong)量儲(chu)能(neng)(neng)型光熱電站(zhan)定位應(ying)該(gai)(gai)是具備儲(chu)能(neng)(neng)功能(neng)(neng)的調節(jie)型太陽能(neng)(neng)電站(zhan)。該(gai)(gai)類方案的經濟性在(zai)部分光照資源好(hao)的地區或能(neng)(neng)好(hao)于目(mu)前(qian)光伏(fu)加電池儲(chu)能(neng)(neng)的電站(zhan)。


2、電池儲能


我們(men)簡(jian)單地橫向(xiang)分析一下目(mu)前(qian)主(zhu)要的(de)(de)儲(chu)(chu)能(neng)形式,在(zai)(zai)我看來,目(mu)前(qian)能(neng)夠扮演(yan)主(zhu)要角色的(de)(de)儲(chu)(chu)能(neng)包括電(dian)池(chi)儲(chu)(chu)能(neng)、壓縮空氣(qi)儲(chu)(chu)能(neng)和大容量儲(chu)(chu)熱的(de)(de)光(guang)熱電(dian)站。就當前(qian)來說,是(shi)以(yi)磷酸鐵鋰為主(zhu)的(de)(de)技術成(cheng)熟型電(dian)池(chi);或(huo)許(xu)在(zai)(zai)近(jin)一段時間內,鈉(na)離子電(dian)池(chi)可以(yi)突破相關技術及成(cheng)本制(zhi)約,在(zai)(zai)接下來的(de)(de)近(jin)幾年內扮演(yan)重要角色;而(er)以(yi)鐵鉻(ge)液(ye)(ye)流電(dian)池(chi)、全釩(fan)液(ye)(ye)流電(dian)池(chi)等為代表的(de)(de)儲(chu)(chu)能(neng)電(dian)池(chi),可能(neng)近(jin)期內還不具有商業競(jing)爭力。


電(dian)(dian)(dian)(dian)池儲(chu)(chu)能(neng)(neng)電(dian)(dian)(dian)(dian)站(zhan)建設(she)簡單快捷,可以(yi)(yi)在電(dian)(dian)(dian)(dian)源側、電(dian)(dian)(dian)(dian)網側和(he)(he)用(yong)戶(hu)側建設(she),但成(cheng)本(ben)還是(shi)(shi)較高。以(yi)(yi)青海兩座運行的(de)(de)共(gong)享儲(chu)(chu)能(neng)(neng)電(dian)(dian)(dian)(dian)站(zhan)為(wei)例,下圖所示(shi),分別為(wei)魯能(neng)(neng)海西(xi)多能(neng)(neng)互補集(ji)成(cheng)優化示(shi)范工程和(he)(he)上(shang)海電(dian)(dian)(dian)(dian)氣(qi)格爾(er)木美(mei)滿閔行儲(chu)(chu)能(neng)(neng)電(dian)(dian)(dian)(dian)站(zhan)。據有關信息顯示(shi),這(zhe)兩座共(gong)享儲(chu)(chu)能(neng)(neng)電(dian)(dian)(dian)(dian)站(zhan)放(fang)電(dian)(dian)(dian)(dian)1度(du)可以(yi)(yi)拿到0.7元(yuan)的(de)(de)電(dian)(dian)(dian)(dian)價(jia)(jia)。考慮到電(dian)(dian)(dian)(dian)池儲(chu)(chu)能(neng)(neng)電(dian)(dian)(dian)(dian)站(zhan)本(ben)身并不(bu)能(neng)(neng)像光(guang)伏、光(guang)熱或者(zhe)風(feng)電(dian)(dian)(dian)(dian)一(yi)樣發電(dian)(dian)(dian)(dian),需要(yao)充(chong)電(dian)(dian)(dian)(dian)進去(qu),這(zhe)個(ge)環節有一(yi)定的(de)(de)效(xiao)(xiao)率損失(shi)。如果按(an)一(yi)天一(yi)個(ge)循環,扣除自身耗電(dian)(dian)(dian)(dian)外(wai)的(de)(de)效(xiao)(xiao)率(大(da)概0.82~0.85元(yuan))因素,需要(yao)充(chong)電(dian)(dian)(dian)(dian)1.2度(du)~1.17度(du),那(nei)要(yao)算上(shang)生產這(zhe)些(xie)電(dian)(dian)(dian)(dian)的(de)(de)電(dian)(dian)(dian)(dian)價(jia)(jia),以(yi)(yi)基準電(dian)(dian)(dian)(dian)價(jia)(jia)0.2277計算,加上(shang)前面說的(de)(de)0.7元(yuan),相當于(yu)一(yi)度(du)可以(yi)(yi)調節的(de)(de)新(xin)能(neng)(neng)源,社會支付成(cheng)本(ben)大(da)概是(shi)(shi)0.96元(yuan)以(yi)(yi)上(shang)。當然(ran)實際的(de)(de)交易電(dian)(dian)(dian)(dian)價(jia)(jia)可能(neng)(neng)小于(yu)0.2277,也就是(shi)(shi)購電(dian)(dian)(dian)(dian)成(cheng)本(ben)如何考慮的(de)(de)問題(ti)。無論如何,這(zhe)種可調節的(de)(de)電(dian)(dian)(dian)(dian)價(jia)(jia)還是(shi)(shi)比(bi)較高的(de)(de)。

3、抽水蓄能


抽(chou)(chou)(chou)水(shui)(shui)(shui)蓄(xu)能(neng)成(cheng)本(ben)如(ru)何呢?國(guo)家非常重(zhong)視抽(chou)(chou)(chou)水(shui)(shui)(shui)蓄(xu)能(neng)電(dian)(dian)(dian)站(zhan)的(de)(de)(de)(de)(de)建(jian)(jian)設(she),今年(nian)啟動了(le)一(yi)批抽(chou)(chou)(chou)水(shui)(shui)(shui)蓄(xu)能(neng)電(dian)(dian)(dian)站(zhan)的(de)(de)(de)(de)(de)建(jian)(jian)設(she),在(zai)建(jian)(jian)的(de)(de)(de)(de)(de)抽(chou)(chou)(chou)水(shui)(shui)(shui)蓄(xu)能(neng)電(dian)(dian)(dian)站(zhan)容(rong)(rong)(rong)(rong)量(liang)(liang)(liang)已(yi)經遠超在(zai)運(yun)行的(de)(de)(de)(de)(de)抽(chou)(chou)(chou)水(shui)(shui)(shui)蓄(xu)能(neng)電(dian)(dian)(dian)站(zhan)容(rong)(rong)(rong)(rong)量(liang)(liang)(liang)。4月30日,國(guo)家發(fa)(fa)展(zhan)改革(ge)(ge)委(wei)出臺了(le)《關(guan)于(yu)進一(yi)步完善抽(chou)(chou)(chou)水(shui)(shui)(shui)蓄(xu)能(neng)價(jia)(jia)(jia)格形成(cheng)機制(zhi)(zhi)的(de)(de)(de)(de)(de)意見》,以及近期國(guo)家發(fa)(fa)展(zhan)改革(ge)(ge)委(wei)下發(fa)(fa)的(de)(de)(de)(de)(de)《關(guan)于(yu)完善抽(chou)(chou)(chou)水(shui)(shui)(shui)蓄(xu)能(neng)電(dian)(dian)(dian)站(zhan)價(jia)(jia)(jia)格形成(cheng)機制(zhi)(zhi)有關(guan)問(wen)題的(de)(de)(de)(de)(de)通知》。《通知》明確,在(zai)形成(cheng)競爭(zheng)性電(dian)(dian)(dian)力市場以前(qian),對(dui)抽(chou)(chou)(chou)水(shui)(shui)(shui)蓄(xu)能(neng)電(dian)(dian)(dian)站(zhan)實(shi)行兩部制(zhi)(zhi)電(dian)(dian)(dian)價(jia)(jia)(jia)。據公(gong)開資(zi)(zi)料顯(xian)示,2000年(nian)建(jian)(jian)成(cheng)的(de)(de)(de)(de)(de)浙江(jiang)天荒坪抽(chou)(chou)(chou)水(shui)(shui)(shui)蓄(xu)能(neng)電(dian)(dian)(dian)站(zhan),享受(shou)470元(yuan)/年(nian)?kW的(de)(de)(de)(de)(de)容(rong)(rong)(rong)(rong)量(liang)(liang)(liang)電(dian)(dian)(dian)價(jia)(jia)(jia),2019年(nian)江(jiang)蘇(su)省(sheng)發(fa)(fa)改委(wei)明確江(jiang)蘇(su)國(guo)信溧陽抽(chou)(chou)(chou)水(shui)(shui)(shui)蓄(xu)能(neng)電(dian)(dian)(dian)站(zhan)為618元(yuan)/年(nian)?kW容(rong)(rong)(rong)(rong)量(liang)(liang)(liang)電(dian)(dian)(dian)價(jia)(jia)(jia)。電(dian)(dian)(dian)價(jia)(jia)(jia)按(an)照(zhao)合(he)理(li)成(cheng)本(ben)加(jia)準(zhun)許(xu)收益(yi)(yi)的(de)(de)(de)(de)(de)原(yuan)則核定。其中,容(rong)(rong)(rong)(rong)量(liang)(liang)(liang)電(dian)(dian)(dian)價(jia)(jia)(jia)彌補(bu)(bu)(bu)固(gu)定成(cheng)本(ben)及準(zhun)許(xu)收益(yi)(yi),并(bing)按(an)無風險收益(yi)(yi)率(lv)(長(chang)期國(guo)債(zhai)利率(lv))加(jia)1~3個(ge)百分點(dian)的(de)(de)(de)(de)(de)風險收益(yi)(yi)率(lv)確定收益(yi)(yi),電(dian)(dian)(dian)量(liang)(liang)(liang)電(dian)(dian)(dian)價(jia)(jia)(jia)彌補(bu)(bu)(bu)抽(chou)(chou)(chou)發(fa)(fa)電(dian)(dian)(dian)損耗(hao)等(deng)變動成(cheng)本(ben)。做個(ge)簡單(dan)計算(suan),按(an)照(zhao)這個(ge)容(rong)(rong)(rong)(rong)量(liang)(liang)(liang)電(dian)(dian)(dian)價(jia)(jia)(jia)補(bu)(bu)(bu)償(先不說如(ru)何落(luo)(luo)實(shi),或者落(luo)(luo)實(shi)到什(shen)么地(di)步),按(an)照(zhao)100MW簡單(dan)對(dui)比,折現25年(nian)的(de)(de)(de)(de)(de)容(rong)(rong)(rong)(rong)量(liang)(liang)(liang)電(dian)(dian)(dian)價(jia)(jia)(jia)補(bu)(bu)(bu)貼,分攤到初投(tou)資(zi)(zi),單(dan)位kW總投(tou)資(zi)(zi)增加(jia)6000~9000元(yuan),再加(jia)上建(jian)(jian)設(she)成(cheng)本(ben)的(de)(de)(de)(de)(de)千(qian)萬投(tou)資(zi)(zi),按(an)6000元(yuan),相當于(yu)單(dan)位kW投(tou)資(zi)(zi)1.5萬元(yuan)。當然(ran)你從投(tou)資(zi)(zi)方角度(du)理(li)解容(rong)(rong)(rong)(rong)量(liang)(liang)(liang)電(dian)(dian)(dian)價(jia)(jia)(jia)是(shi)補(bu)(bu)(bu)貼,但是(shi)這個(ge)補(bu)(bu)(bu)貼是(shi)國(guo)家電(dian)(dian)(dian)網給還是(shi)地(di)方政府給,無論(lun)什(shen)么形式,他都(dou)(dou)是(shi)社會(hui)承擔的(de)(de)(de)(de)(de)成(cheng)本(ben)。這樣(yang)看,電(dian)(dian)(dian)池儲(chu)能(neng)也好,抽(chou)(chou)(chou)水(shui)(shui)(shui)蓄(xu)能(neng)也好,提供(gong)1度(du)可調度(du)的(de)(de)(de)(de)(de)清潔電(dian)(dian)(dian)力,成(cheng)本(ben)都(dou)(dou)不低。


4、壓縮空氣儲能

上面這張PPT介紹(shao)了傳統(tong)壓縮(suo)空(kong)(kong)氣儲(chu)(chu)(chu)能的(de)(de)(de)(de)幾種形(xing)式(shi)。傳統(tong)的(de)(de)(de)(de)壓縮(suo)空(kong)(kong)氣儲(chu)(chu)(chu)能基于燃(ran)氣輪機技術開(kai)發的(de)(de)(de)(de)儲(chu)(chu)(chu)能系(xi)(xi)統(tong)。在(zai)(zai)用(yong)(yong)電(dian)低谷,將(jiang)空(kong)(kong)氣壓縮(suo)并存于儲(chu)(chu)(chu)氣室(shi)中,使電(dian)能轉化為空(kong)(kong)氣的(de)(de)(de)(de)內能存儲(chu)(chu)(chu)起來;在(zai)(zai)用(yong)(yong)電(dian)高峰(feng)(feng),高壓空(kong)(kong)氣從(cong)儲(chu)(chu)(chu)氣室(shi)釋放,進(jin)入燃(ran)燒室(shi)同(tong)燃(ran)料一起燃(ran)燒,然(ran)(ran)后驅(qu)動透平發電(dian)。三(san)(san)四十年前已得到了商業應用(yong)(yong)。雖然(ran)(ran)在(zai)(zai)全球范圍內有多(duo)個(ge)壓縮(suo)空(kong)(kong)氣儲(chu)(chu)(chu)能的(de)(de)(de)(de)試(shi)點項目在(zai)(zai)進(jin)行,當(dang)前壓縮(suo)空(kong)(kong)氣儲(chu)(chu)(chu)能的(de)(de)(de)(de)系(xi)(xi)統(tong)得到商用(yong)(yong)的(de)(de)(de)(de)并不多(duo),典(dian)型的(de)(de)(de)(de)如(ru)位(wei)于德國的(de)(de)(de)(de)321MW的(de)(de)(de)(de)Huntorf電(dian)廠和美國阿拉巴馬州110MW的(de)(de)(de)(de)McIntosh設施。前者是壓縮(suo)空(kong)(kong)氣儲(chu)(chu)(chu)能應用(yong)(yong)的(de)(de)(de)(de)第一座也是目前最大的(de)(de)(de)(de)采用(yong)(yong)壓縮(suo)空(kong)(kong)氣存儲(chu)(chu)(chu)風電(dian)的(de)(de)(de)(de)電(dian)站(zhan),1978年投運。存儲(chu)(chu)(chu)壓縮(suo)空(kong)(kong)氣的(de)(de)(de)(de)總空(kong)(kong)間為30萬m3,位(wei)于地下600到800米,在(zai)(zai)電(dian)力負荷需求高峰(feng)(feng),壓縮(suo)空(kong)(kong)氣引出與天(tian)然(ran)(ran)氣在(zai)(zai)燃(ran)機中燃(ran)燒發電(dian),燃(ran)機在(zai)(zai)6分鐘內能夠(gou)達(da)到321MW的(de)(de)(de)(de)滿出力,其排(pai)放量僅是同(tong)容量燃(ran)氣輪機機組(zu)的(de)(de)(de)(de)三(san)(san)分之一。傳統(tong)壓縮(suo)空(kong)(kong)氣儲(chu)(chu)(chu)能系(xi)(xi)統(tong)存在(zai)(zai)三(san)(san)個(ge)主(zhu)要(yao)技術瓶頸,一是依(yi)賴(lai)天(tian)然(ran)(ran)氣;二是需要(yao)依(yi)賴(lai)大型儲(chu)(chu)(chu)氣洞穴等;三(san)(san)是系(xi)(xi)統(tong)效(xiao)率(lv)較低,Huntorf和McIntosh電(dian)站(zhan)效(xiao)率(lv)分別為42%和54%,當(dang)然(ran)(ran)其他條(tiao)件較好時,效(xiao)率(lv)低不是制約(yue)儲(chu)(chu)(chu)能的(de)(de)(de)(de)關鍵(jian)因素,要(yao)落腳于經濟性。


國(guo)內近(jin)年來在(zai)貴(gui)州畢節、江蘇金壇等地實施(shi)的(de)多個新型壓縮空氣儲能技術取得(de)了較好的(de)示范作用,在(zai)近(jin)年來有望扮演(yan)重要角色,這里不展開討論。


5、儲能型光熱(re)電(dian)站(zhan)相(xiang)關政(zheng)策(ce)


繼(ji)續回到光熱(re)發電(dian),梳理一下近(jin)期(qi)有關于光熱(re)發電(dian)的相關政策文件。

今年2月22日,《國(guo)務院(yuan)關(guan)于加(jia)快建(jian)立健(jian)全綠(lv)色(se)(se)低(di)碳循環發(fa)展(zhan)經濟體(ti)系(xi)的指導意見》(國(guo)發(fa)〔2021〕4號)第(十五)條明(ming)確:“推(tui)動能(neng)(neng)源體(ti)系(xi)綠(lv)色(se)(se)低(di)碳轉型。……提升(sheng)可再生能(neng)(neng)源利(li)用比(bi)例,大(da)力推(tui)動風電(dian)、光伏(fu)發(fa)電(dian)發(fa)展(zhan),因地(di)制宜發(fa)展(zhan)水能(neng)(neng)、地(di)熱(re)能(neng)(neng)、海洋(yang)能(neng)(neng)、氫能(neng)(neng)、生物質能(neng)(neng)、光熱(re)發(fa)電(dian)。加(jia)快大(da)容量儲能(neng)(neng)技術研發(fa)推(tui)廣,提升(sheng)電(dian)網匯集和外送能(neng)(neng)力。”


2021年3月(yue)1日,國家(jia)電(dian)(dian)網公司發(fa)(fa)(fa)布《“碳達峰、碳中和”行動(dong)方(fang)案》提出:“加(jia)(jia)快能(neng)(neng)(neng)源(yuan)技術創新(xin)(xin),提高新(xin)(xin)能(neng)(neng)(neng)源(yuan)發(fa)(fa)(fa)電(dian)(dian)機組涉網性能(neng)(neng)(neng),加(jia)(jia)快光熱(re)發(fa)(fa)(fa)電(dian)(dian)技術推廣應用。提升(sheng)靈活調節電(dian)(dian)源(yuan)的比(bi)重(zhong),建設(she)調峰電(dian)(dian)源(yuan),發(fa)(fa)(fa)展“新(xin)(xin)能(neng)(neng)(neng)源(yuan)+儲能(neng)(neng)(neng)”、光熱(re)發(fa)(fa)(fa)電(dian)(dian),提高系統調節能(neng)(neng)(neng)力(li)。”


2021年4月(yue)8日(ri),國家發展(zhan)改革(ge)委(wei)《關于2021年新能源上網電(dian)價(jia)政(zheng)(zheng)策(ce)有關事項(xiang)的通知(征求意(yi)見)》指出:“2022年1月(yue)1日(ri)后并網的首批光熱示范(fan)項(xiang)目中(zhong)央(yang)財政(zheng)(zheng)不再補(bu)貼。鼓勵各地出臺(tai)針對性扶持(chi)政(zheng)(zheng)策(ce),支持(chi)光伏發電(dian)、風電(dian)、太陽能熱發電(dian)等新能源產業健(jian)康(kang)發展(zhan)。”


2021年10月10月26日,國務院發(fa)布《2030年前碳達峰行動方案(an)》在“重點任務”中提(ti)出:“大(da)力(li)發(fa)展(zhan)新能(neng)(neng)源。積(ji)極(ji)發(fa)展(zhan)太陽能(neng)(neng)光(guang)熱發(fa)電(dian),推(tui)動建(jian)立(li)光(guang)熱發(fa)電(dian)與光(guang)伏發(fa)電(dian)、風電(dian)互(hu)補調(diao)節(jie)的(de)風光(guang)熱綜合可再生能(neng)(neng)源發(fa)電(dian)基地。”“加快建(jian)設新型電(dian)力(li)系統。構建(jian)新能(neng)(neng)源占比逐(zhu)漸提(ti)高的(de)新型電(dian)力(li)系統,推(tui)動清(qing)潔(jie)電(dian)力(li)資源大(da)范(fan)圍優(you)化(hua)配置。大(da)力(li)提(ti)升電(dian)力(li)系統綜合調(diao)節(jie)能(neng)(neng)力(li),加快靈活調(diao)節(jie)電(dian)源建(jian)設;加快新型儲能(neng)(neng)示范(fan)推(tui)廣應用。”


正(zheng)是(shi)基于前面分析的(de)電力系統對儲能(neng)的(de)需求以及(ji)目前尚沒有(you)(you)(you)一個很好的(de)普(pu)適(shi)性的(de)儲能(neng)技術(shu),所以各個層(ceng)面包(bao)括(kuo)國家電網相(xiang)關政策都有(you)(you)(you)提及(ji)光熱(re)發(fa)(fa)電。這(zhe)里面兩個詞我覺得用的(de)很好,一個是(shi)“因地制(zhi)宜”,一個是(shi)“積極發(fa)(fa)展”。光熱(re)發(fa)(fa)電不(bu)具有(you)(you)(you)普(pu)適(shi)性,和(he)抽水蓄(xu)能(neng)一樣,受廠址(zhi)條(tiao)(tiao)件以及(ji)太陽能(neng)資源條(tiao)(tiao)件限制(zhi)。積極發(fa)(fa)展意思就是(shi)認準了就快干,沒別的(de)好方案替代。


為此,近年來我公(gong)司(中電工程西北院)開展了多項“光熱(re)儲能(neng)+”方(fang)案(an)的研究,積累了一些的經驗。按照1:10到1:5容(rong)量比(bi)例,配置光熱(re)加(jia)光伏(fu),在條(tiao)件合(he)適的地區,可(ke)以實現(xian)12h以上儲能(neng)(具體(ti)看對(dui)該(gai)電站的定位,儲能(neng)時(shi)長越(yue)長,越(yue)經濟,但要確保(bao)利用率),具有成本(ben)優勢。國(guo)際上也類(lei)似,如(ru)迪拜700MW光熱(re)+250MW光伏(fu),還有北非摩洛哥(ge)幾個(ge)項目(mu)。


這(zhe)張(zhang)PPT是幾個(ge)典型的省(sheng)(sheng)區公(gong)布(bu)的一些“光熱(re)+”項(xiang)目,包括甘肅(su)省(sheng)(sheng)這(zhe)幾個(ge)以及陜西省(sheng)(sheng)一體化多能互補項(xiang)目、吉林(lin)、青海等。大家(jia)都比較熟悉我(wo)不(bu)細說(shuo)了。

四、“光熱儲能+”案例分析


1、基本思路


所謂優化,其基(ji)本思路就(jiu)是(shi)選擇合(he)(he)理的(de)儲(chu)能(neng)(neng)(neng)容量,結合(he)(he)電(dian)(dian)(dian)(dian)(dian)(dian)力(li)系(xi)(xi)(xi)統(tong)(tong)(tong)生產模擬等手段,確定(ding)儲(chu)能(neng)(neng)(neng)容量大小。必(bi)要的(de)時期通(tong)過電(dian)(dian)(dian)(dian)(dian)(dian)熱(re)(re)(re)儲(chu)能(neng)(neng)(neng)系(xi)(xi)(xi)統(tong)(tong)(tong),耦(ou)合(he)(he)光伏和(he)儲(chu)熱(re)(re)(re),將棄電(dian)(dian)(dian)(dian)(dian)(dian)回收(shou)到儲(chu)熱(re)(re)(re)系(xi)(xi)(xi)統(tong)(tong)(tong)存儲(chu),進一步提(ti)高(gao)向(xiang)下調峰(feng)能(neng)(neng)(neng)力(li),就(jiu)是(shi)壓低(di)項目(mu)(mu)的(de)總體(ti)出力(li)的(de)能(neng)(neng)(neng)力(li)。極端(duan)天(tian)氣下,就(jiu)比如前(qian)面提(ti)到的(de)今年1月(yue)7日晚高(gao)峰(feng)的(de)沒風沒光的(de)時候,可(ke)以通(tong)過光熱(re)(re)(re)電(dian)(dian)(dian)(dian)(dian)(dian)站長時間甚至跨(kua)日調節能(neng)(neng)(neng)力(li),提(ti)高(gao)項目(mu)(mu)向(xiang)上的(de)調節能(neng)(neng)(neng)力(li)。那(nei)么項目(mu)(mu)總體(ti)的(de)電(dian)(dian)(dian)(dian)(dian)(dian)價期望就(jiu)是(shi)依靠(kao)光伏發電(dian)(dian)(dian)(dian)(dian)(dian)的(de)低(di)成本,結合(he)(he)光熱(re)(re)(re)儲(chu)能(neng)(neng)(neng)的(de)特(te)性,實現一定(ding)調節能(neng)(neng)(neng)力(li)的(de)綜合(he)(he)電(dian)(dian)(dian)(dian)(dian)(dian)力(li)生產模式,示范(fan)項目(mu)(mu)打造(zao)統(tong)(tong)(tong)一電(dian)(dian)(dian)(dian)(dian)(dian)價,不高(gao)于項目(mu)(mu)地(如甘肅)火電(dian)(dian)(dian)(dian)(dian)(dian)基(ji)準電(dian)(dian)(dian)(dian)(dian)(dian)價。


2、電源配比方案


針對甘(gan)肅酒泉地區(qu),我們和中國電(dian)(dian)(dian)(dian)科院共同做了一個研(yan)究和分析(xi),選取(qu)項目所在地全年(nian)每小時的(de)氣象站的(de)太陽輻射度(du)數(shu)據,分析(xi)光(guang)熱(re)、光(guang)伏部分出力(li)特性(xing)與(yu)互(hu)補(bu)特性(xing),并結(jie)合當(dang)地的(de)負(fu)(fu)荷(he)(he)數(shu)據進行負(fu)(fu)荷(he)(he)匹配(pei)度(du)分析(xi)。引(yin)入(ru)一個量化指標負(fu)(fu)荷(he)(he)相(xiang)關(guan)性(xing)系(xi)數(shu)r。負(fu)(fu)荷(he)(he)相(xiang)關(guan)性(xing)系(xi)數(shu)r值越(yue)大,說明總(zong)出力(li)與(yu)負(fu)(fu)荷(he)(he)的(de)匹配(pei)能(neng)力(li)也(ye)越(yue)強(qiang),項目的(de)電(dian)(dian)(dian)(dian)網友好性(xing)也(ye)就越(yue)強(qiang)。下面(mian)一組(zu)曲(qu)線(xian)橫(heng)坐標是一天的(de)時間(jian),縱坐標是電(dian)(dian)(dian)(dian)站出力(li)或電(dian)(dian)(dian)(dian)網負(fu)(fu)荷(he)(he)。

比較研究了多個配(pei)置場景(jing),包(bao)括(kuo)光(guang)(guang)伏電(dian)站(zhan)不配(pei)置光(guang)(guang)熱(re),光(guang)(guang)熱(re)電(dian)站(zhan)降低出(chu)力調峰運(yun)行以(yi)及日內頻繁啟停(ting)的調峰運(yun)行。結果(guo)表明,光(guang)(guang)伏電(dian)站(zhan)通過配(pei)置光(guang)(guang)熱(re)電(dian)站(zhan),負荷相關性(xing)(xing)(xing)系(xi)數可由0.175提(ti)升至0.330(上表1),說(shuo)明該(gai)項目(mu)總出(chu)力與負荷的匹配(pei)能(neng)力顯著增強,電(dian)網友好性(xing)(xing)(xing)明顯改善。同時(shi),不同光(guang)(guang)熱(re)調峰模式下,負荷相關性(xing)(xing)(xing)系(xi)數也存在一定(ding)差(cha)異,在實際運(yun)行過程中,應根據負荷變(bian)化情況,制定(ding)相對靈活的光(guang)(guang)熱(re)電(dian)站(zhan)運(yun)行模式,提(ti)升項目(mu)整(zheng)體(ti)電(dian)網友好性(xing)(xing)(xing)。


無論以(yi)何種模(mo)式(shi)運行,負荷相關性指(zhi)數較不配置(zhi)光熱(re)的場(chang)景大近80%以(yi)上(shang)。

電源配比方(fang)案(an),橫向比較(jiao)了電化(hua)學(xue)儲能的場景,具(ju)體如(ru)下四個方(fang)案(an),對光(guang)伏+儲能與光(guang)伏+光(guang)熱等多場景進行了比較(jiao)。

同樣(yang)以(yi)負荷相關性為指標(biao),場景4中(zhong)“光(guang)伏+光(guang)熱”配置(zhi)方(fang)式(shi)的(de)電網友好(hao)性最好(hao),大(da)幅優于(yu)光(guang)伏配置(zhi)10%、20%電化學儲能的(de)方(fang)式(shi)。因(yin)此(ci)本項目電源配置(zhi)方(fang)案選擇光(guang)伏+光(guang)熱方(fang)式(shi)。


關于具體配比的進一步分析,對項目(mu)(mu)設計了兩種方案(an)進行對比:第一種是(shi)光(guang)伏(fu)發電(dian)部分裝機500MW,年(nian)(nian)均利用小(xiao)時(shi)數為1786.7小(xiao)時(shi);100MW光(guang)熱發電(dian)項目(mu)(mu),年(nian)(nian)均利用小(xiao)時(shi)數為2230h。一體化(hua)項目(mu)(mu)平均年(nian)(nian)總上網電(dian)量約13.35億(yi)kWh(1860h 600MW)。

按甘肅省燃(ran)煤標(biao)桿0.3078元/kWh,對項目(mu)計(ji)算期(qi)25年(nian)內的資本金內部(bu)收益(yi)率(lv)(lv)進行測算,其計(ji)算結(jie)果是:資本金內部(bu)收益(yi)率(lv)(lv)為6.56%。


第(di)二種方(fang)案是,光(guang)伏發電部(bu)分裝機600MW,年均利(li)用(yong)小(xiao)時(shi)(shi)數為1786.7小(xiao)時(shi)(shi);100MW光(guang)熱發電項目,年均利(li)用(yong)小(xiao)時(shi)(shi)數為2230h。一(yi)體化項目平均年總(zong)上網電量約13.35億kWh(1850h 700MW)。

按甘肅省燃煤標(biao)桿0.3078元/kWh,對項目計算(suan)(suan)(suan)期25年內(nei)的資本金內(nei)部(bu)收益率進行測算(suan)(suan)(suan),其計算(suan)(suan)(suan)結(jie)果是:資本金內(nei)部(bu)收益率為7.40%。


由以上數據可見,項目配置(zhi)具有較(jiao)好的(de)(de)(de)調(diao)節能力,電(dian)(dian)網(wang)友好性(xing)較(jiao)電(dian)(dian)池(chi)儲能好。同時在(zai)全(quan)部電(dian)(dian)力可被(bei)消納的(de)(de)(de)前提下,項目具備盈(ying)利能力,只是比部分公司(si)對(dui)項目投資(zi)回報的(de)(de)(de)期望值低。這是共性(xing)問題,我(wo)覺得我(wo)們在(zai)沒有進一步較(jiao)好的(de)(de)(de)儲能并網(wang)電(dian)(dian)價的(de)(de)(de)背(bei)景下,應該(gai)降低對(dui)投資(zi)收益率的(de)(de)(de)期望。


3、卡諾電(dian)池(熔鹽電(dian)加(jia)熱(re)器)


最后再簡單提一下(xia)電(dian)熱儲(chu)能(neng)。這個(ge)概念(nian)被德國DLR叫做卡(ka)諾(nuo)電(dian)池(chi)。和比較流行(xing)電(dian)池(chi)概念(nian)相(xiang)結合,有點蹭熱度(du)的意思。它的思路也很簡單,就(jiu)是一個(ge)場站內,當電(dian)網(wang)限制光伏并網(wang)時(shi),將(jiang)光伏棄電(dian)通過電(dian)加熱,以熱能(neng)形式存儲(chu)于高(gao)溫(wen)儲(chu)熱系統中。光伏出力不足的晚高(gao)峰(feng)等(deng)時(shi)段,電(dian)站對(dui)外輸送更多的電(dian)能(neng),實現調峰(feng)。


但這(zhe)種(zhong)方案(an)成本(ben)比(bi)較高。特(te)別的當儲(chu)能(neng)電(dian)(dian)價不(bu)(bu)利(li)于方案(an)實(shi)施時,本(ben)部(bu)分(fen)新(xin)(xin)增投資的年利(li)用率(lv)較低,比(bi)如新(xin)(xin)增的電(dian)(dian)熱儲(chu)能(neng)部(bu)分(fen)一年折合到(dao)額(e)定功率(lv)容量(liang)只有200h。(電(dian)(dian)池儲(chu)能(neng)按一天一個循環,大概也就(jiu)600h利(li)用小時數),這(zhe)種(zhong)方案(an)本(ben)身就(jiu)不(bu)(bu)具備經(jing)濟可(ke)行性,還不(bu)(bu)如把(ba)電(dian)(dian)棄掉。

最后(hou)一(yi)張PPT,看(kan)一(yi)下(xia)剛(gang)才提(ti)到的(de)高(gao)溫熔(rong)鹽儲能(neng)和既(ji)(ji)有火(huo)電(dian)(dian)(dian)結合(he),這(zhe)(zhe)個圖是(shi)(shi)引用(yong)DLR相(xiang)關(guan)資料的(de),我(wo)做(zuo)了中文翻譯。圖的(de)中間區域是(shi)(shi)燃煤(mei)鍋爐(lu),把它(ta)換(huan)成(cheng)光(guang)熱(re)(re)電(dian)(dian)(dian)站的(de)集熱(re)(re)系統一(yi)個道(dao)理。這(zhe)(zhe)意思就是(shi)(shi)和既(ji)(ji)有的(de)汽輪發電(dian)(dian)(dian)機組結合(he),結余固定資產投資,或者說是(shi)(shi)挖(wa)掘既(ji)(ji)有固定資產的(de)價值,通過(guo)增加電(dian)(dian)(dian)熱(re)(re)轉(zhuan)換(huan)系統,耦合(he)傳(chuan)統的(de)光(guang)伏風(feng)電(dian)(dian)(dian)類新(xin)能(neng)源(yuan)棄電(dian)(dian)(dian),提(ti)高(gao)新(xin)能(neng)源(yuan)電(dian)(dian)(dian)站調(diao)節能(neng)力。這(zhe)(zhe)個方案技(ji)術(shu)難點在于幾個關(guan)鍵設備(bei)。目前成(cheng)熟的(de)電(dian)(dian)(dian)熱(re)(re)轉(zhuan)換(huan)設備(bei)電(dian)(dian)(dian)壓等(deng)級(ji)較低,比如(ru)1kV,這(zhe)(zhe)樣的(de)話變壓器、電(dian)(dian)(dian)纜等(deng)配電(dian)(dian)(dian)成(cheng)本會(hui)很(hen)高(gao)。電(dian)(dian)(dian)加熱(re)(re)功(gong)率(lv)越(yue)大同(tong)時儲能(neng)容量越(yue)小(xiao),則(ze)單位成(cheng)本越(yue)高(gao);反之(zhi)亦(yi)然;該(gai)類技(ji)術(shu)設備(bei)的(de)壽命較長,幾乎無循環次數限制;因此需(xu)要用(yong)足(zu)該(gai)模塊(kuai)方能(neng)體現(xian)經濟性,也(ye)就是(shi)(shi)折合(he)到功(gong)率(lv)基礎的(de)利用(yong)小(xiao)時數要足(zu)夠高(gao),否(fou)則(ze)不(bu)建議配置。


因為利用了既有存量高效火(huo)電機組的熱電轉(zhuan)換,節(jie)約(yue)了投資。考慮(lv)電熱轉(zhuan)換部分成(cheng)本(ben)及儲(chu)能成(cheng)本(ben),初投資折算到單位(wei)電能存儲(chu),單位(wei)電能存儲(chu)成(cheng)本(ben)520~750元/kWhe,符合國家政策,即(ji)挖掘(jue)存量機組的儲(chu)能調節(jie)能力。
