“雙碳”之路漸近,太陽能熱發電大有可為

從青(qing)海省海南(nan)州共和縣(xian)出發(fa),向西南(nan)約(yue)12公里(li),廣袤而又荒蕪(wu)的(de)(de)(de)“塔拉(la)灘(tan)(tan)”便(bian)會映入眼簾。“塔拉(la)灘(tan)(tan)”地勢開闊平坦,平均海拔2900米,在湛藍的(de)(de)(de)天空下,顯得蔚為(wei)壯觀。日前,位于“塔拉(la)灘(tan)(tan)”的(de)(de)(de)國家首批光熱發(fa)電(dian)示范(fan)(fan)項目之一——青(qing)海共和50MW光熱發(fa)電(dian)項目通過示范(fan)(fan)性驗(yan)收,為(wei)我國太陽能(neng)熱發(fa)電(dian)行業的(de)(de)(de)探索,又增添了(le)新的(de)(de)(de)詩篇。


在“碳達峰”“碳中和”目標(biao)的(de)(de)引(yin)領(ling)下,我國可再生能(neng)源大規模開發(fa)利用的(de)(de)時代即(ji)將到來,構建以新(xin)能(neng)源為(wei)主體的(de)(de)新(xin)型(xing)電(dian)力系統(tong)已經成為(wei)我國能(neng)源轉型(xing)的(de)(de)主戰場。隨之而來的(de)(de)是(shi)要應對高比例風電(dian)、光(guang)伏發(fa)電(dian)的(de)(de)間歇(xie)性和波(bo)動性帶來的(de)(de)巨(ju)大挑(tiao)戰,太(tai)陽能(neng)熱發(fa)電(dian)在新(xin)型(xing)電(dian)力系統(tong)中的(de)(de)重(zhong)要性也逐漸凸顯。然而,從我國目前的(de)(de)裝(zhuang)機容量(liang)來看,太(tai)陽能(neng)熱發(fa)電(dian)的(de)(de)發(fa)展明(ming)顯不足(zu)(zu),現有的(de)(de)市場無法(fa)滿足(zu)(zu)“雙碳”目標(biao)下應可再生能(neng)源加速發(fa)展而帶來的(de)(de)需求,進(jin)入“十四五”發(fa)展階段,行業(ye)發(fa)展仍需政(zheng)策紓(shu)困(kun)。


1、優勢明顯,雙碳之路大有可為


在(zai)能(neng)源轉型(xing)大背景下,光熱發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)的(de)重要(yao)性(xing)正越來越凸顯。中(zhong)國電(dian)(dian)(dian)(dian)(dian)(dian)機(ji)工(gong)程(cheng)學會太(tai)陽能(neng)熱發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)專委(wei)會副主任委(wei)員兼(jian)秘書長(chang)、電(dian)(dian)(dian)(dian)(dian)(dian)力規劃設(she)計(ji)總院高(gao)級顧(gu)問孫銳在(zai)接受本報(bao)記者獨(du)家專訪時指(zhi)出,儲(chu)熱型(xing)光熱發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)是(shi)集發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)與儲(chu)能(neng)為一體的(de)太(tai)陽能(neng)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)方式,具有(you)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)功率(lv)穩定(ding)可靠(kao)、調(diao)節靈活(huo)的(de)特性(xing),“它可以(yi)替代煤電(dian)(dian)(dian)(dian)(dian)(dian)機(ji)組在(zai)新型(xing)電(dian)(dian)(dian)(dian)(dian)(dian)力系統中(zhong)承擔(dan)基荷、調(diao)峰、調(diao)頻,也可以(yi)像抽水蓄能(neng)那(nei)樣作為電(dian)(dian)(dian)(dian)(dian)(dian)網側的(de)儲(chu)能(neng)電(dian)(dian)(dian)(dian)(dian)(dian)站發(fa)(fa)揮(hui)作用。”

在孫(sun)銳看來,不(bu)同(tong)(tong)的(de)(de)儲能方式有各自的(de)(de)優勢和不(bu)足(zu),應(ying)結合不(bu)同(tong)(tong)的(de)(de)應(ying)用(yong)場景進行合理的(de)(de)選(xuan)擇,才能揚長避短(duan)。他表示(shi),儲熱(re)型(xing)光熱(re)電(dian)站的(de)(de)設計(ji)壽(shou)命(ming)可(ke)(ke)長達30年(nian),儲熱(re)介質(zhi)熔鹽(yan)的(de)(de)使(shi)用(yong)壽(shou)命(ming)可(ke)(ke)與(yu)電(dian)站的(de)(de)壽(shou)命(ming)相同(tong)(tong),而且對(dui)環境(jing)沒(mei)有污(wu)染;同(tong)(tong)時,在連續多天(tian)沒(mei)有日照的(de)(de)極端天(tian)氣(qi)條件下,仍然(ran)可(ke)(ke)以(yi)利用(yong)天(tian)然(ran)氣(qi)發電(dian),只需要增(zeng)設加熱(re)熔鹽(yan)用(yong)的(de)(de)天(tian)然(ran)氣(qi)鍋(guo)爐(lu),備用(yong)成(cheng)本低。


對此,浙江(jiang)中控太(tai)陽能(neng)技術有限(xian)公司董事長(chang)金建祥也認為,太(tai)陽能(neng)熱(re)(re)發電(dian)(dian)是(shi)(shi)用熱(re)(re)來儲(chu)(chu)存(cun)能(neng)量,與其他(ta)儲(chu)(chu)能(neng)方式(shi)相比,擁有成本(ben)低、安(an)全、環(huan)保(bao)的(de)(de)優勢,同時(shi)還(huan)具有甚至比煤電(dian)(dian)更好的(de)(de)調峰功(gong)能(neng)。“光熱(re)(re)采(cai)用的(de)(de)熔(rong)鹽儲(chu)(chu)能(neng)非常(chang)安(an)全且資(zi)源豐(feng)富,同時(shi),熱(re)(re)儲(chu)(chu)能(neng)的(de)(de)壽命非常(chang)長(chang),可以跟抽水蓄能(neng)媲美。”他(ta)表示,目(mu)前電(dian)(dian)池儲(chu)(chu)能(neng)的(de)(de)完(wan)整充放電(dian)(dian)次數在1000次左右,而熔(rong)鹽儲(chu)(chu)能(neng)是(shi)(shi)物理(li)變(bian)化過(guo)程,壽命是(shi)(shi)無(wu)限(xian)長(chang)的(de)(de)。


業內認為(wei),作(zuo)為(wei)一種(zhong)儲能(neng)方式(shi),光(guang)熱具有安全性、環保和經(jing)濟性的(de)(de)優(you)勢,而作(zuo)為(wei)一種(zhong)可再(zai)生能(neng)源,其(qi)作(zuo)為(wei)優(you)質(zhi)(zhi)電(dian)源的(de)(de)特性也是(shi)(shi)一種(zhong)巨大的(de)(de)優(you)勢。首(shou)航高科能(neng)源技術(shu)股份有限公司副(fu)董事長黃(huang)文博(bo)則強調,太(tai)陽(yang)能(neng)熱發電(dian)是(shi)(shi)一種(zhong)清潔的(de)(de)可再(zai)生能(neng)源發電(dian)方式(shi),其(qi)全產業鏈全周期(qi)度電(dian)碳排放(fang)量(liang)僅是(shi)(shi)光(guang)伏和風電(dian)的(de)(de)1/4,是(shi)(shi)一種(zhong)優(you)質(zhi)(zhi)電(dian)源,因其(qi)良好的(de)(de)儲熱性能(neng)和類似于火電(dian)的(de)(de)電(dian)力(li)品質(zhi)(zhi),可參與(yu)電(dian)網調頻(pin)和調峰,對構建新能(neng)源電(dian)力(li)系統至關重要(yao)。


“太陽能熱(re)發電對(dui)電網(wang)具有先天(tian)的(de)友好(hao)性。”太陽能光熱(re)產業(ye)技(ji)術創新戰(zhan)略聯盟理事(shi)長、中(zhong)國科學院電工所研究員王志峰指出,在(zai)未(wei)來(lai)(lai)的(de)“碳中(zhong)和”體系中(zhong),可再生能源占比將達到80%以(yi)上,電源側的(de)調峰就會變得重要,由于未(wei)來(lai)(lai)不(bu)太適合繼續用火(huo)電來(lai)(lai)調峰,以(yi)及風電、光伏發電的(de)不(bu)穩定(ding)性,用光熱(re)發電進行調節將會越來(lai)(lai)越重要。


2、舉世矚目,示范項目成績斐然


記者了解(jie)到,2016年,隨著《關于建(jian)設(she)太陽能熱發(fa)電示(shi)(shi)范(fan)項(xiang)(xiang)目(mu)(mu)的(de)(de)(de)(de)通知》發(fa)布(bu),首批太陽能熱發(fa)電示(shi)(shi)范(fan)項(xiang)(xiang)目(mu)(mu)正式啟動,到目(mu)(mu)前為止,已投運的(de)(de)(de)(de)示(shi)(shi)范(fan)項(xiang)(xiang)目(mu)(mu)運行(xing)狀況(kuang)良好。在示(shi)(shi)范(fan)項(xiang)(xiang)目(mu)(mu)的(de)(de)(de)(de)帶動下(xia),形成(cheng)了技術(shu)研(yan)發(fa)、裝備材料制造、工程設(she)計和工程建(jian)設(she)等全套產業鏈,為光熱發(fa)電的(de)(de)(de)(de)后(hou)續(xu)發(fa)展打下(xia)了良好的(de)(de)(de)(de)基礎,達到了示(shi)(shi)范(fan)項(xiang)(xiang)目(mu)(mu)的(de)(de)(de)(de)初衷和目(mu)(mu)的(de)(de)(de)(de)。

雖然我(wo)(wo)國太陽能熱(re)發(fa)(fa)(fa)電產業起(qi)步較晚,但近年(nian)來,通過國家示范(fan)項目的推進和(he)(he)企業的自主創(chuang)新與研發(fa)(fa)(fa),部分技(ji)(ji)(ji)術(shu)已走在國際前列。“經過十多年(nian)的研究開發(fa)(fa)(fa)和(he)(he)試驗(yan)、示范(fan),我(wo)(wo)國在光(guang)(guang)(guang)熱(re)發(fa)(fa)(fa)電領(ling)域取得了(le)(le)令世界矚目的成(cheng)績。”孫銳表示,一些高校(xiao)、科研機構和(he)(he)企業成(cheng)功開發(fa)(fa)(fa)了(le)(le)一些具有自主知(zhi)識(shi)產權的技(ji)(ji)(ji)術(shu)和(he)(he)裝備(bei)(bei),使(shi)我(wo)(wo)國的光(guang)(guang)(guang)熱(re)發(fa)(fa)(fa)電技(ji)(ji)(ji)術(shu)和(he)(he)裝備(bei)(bei)能夠實現自主化(hua);同時形成(cheng)了(le)(le)完整(zheng)的產業鏈,使(shi)光(guang)(guang)(guang)熱(re)發(fa)(fa)(fa)電具備(bei)(bei)了(le)(le)大規模應用的條(tiao)件(jian)(jian);此外(wai),通過示范(fan)項目建設,嘗試了(le)(le)各種聚(ju)光(guang)(guang)(guang)集熱(re)的技(ji)(ji)(ji)術(shu)路(lu)線,為以(yi)后綜合(he)比(bi)選(xuan)出更加適(shi)合(he)我(wo)(wo)國地理環境和(he)(he)氣象條(tiao)件(jian)(jian)的技(ji)(ji)(ji)術(shu)路(lu)線創(chuang)造(zao)了(le)(le)條(tiao)件(jian)(jian)。


對此(ci),王(wang)志峰也(ye)指出(chu),在我(wo)國光熱(re)(re)示范項(xiang)目(mu)推進的(de)(de)過程中,首先形成了(le)(le)(le)產業鏈,從材料到(dao)服(fu)務、運維、生產,目(mu)前都實現(xian)(xian)了(le)(le)(le)自主化,技術得到(dao)了(le)(le)(le)很大的(de)(de)提高;其次,隨著(zhu)示范項(xiang)目(mu)的(de)(de)建(jian)設,熱(re)(re)發(fa)電的(de)(de)多(duo)種形式(shi)都得到(dao)了(le)(le)(le)驗證(zheng),對下一步(bu)采(cai)用哪種方式(shi)作為(wei)發(fa)展(zhan)的(de)(de)主流提供了(le)(le)(le)經驗;此(ci)外,創新電站也(ye)得到(dao)了(le)(le)(le)嘗試和發(fa)展(zhan),調峰性能也(ye)已經凸顯。他告訴記者(zhe),目(mu)前,我(wo)國已有的(de)(de)11個光熱(re)(re)電站呈現(xian)(xian)出(chu)百(bai)花齊放的(de)(de)特(te)點,為(wei)未來的(de)(de)進一步(bu)發(fa)展(zhan)奠定了(le)(le)(le)基礎(chu)。


在國(guo)(guo)(guo)內產業(ye)(ye)發(fa)展(zhan)水平不斷提升的(de)(de)同時,光(guang)(guang)熱發(fa)電(dian)(dian)(dian)在國(guo)(guo)(guo)際合(he)作(zuo)中也(ye)取得了矚目(mu)的(de)(de)成(cheng)績。“隨(sui)著國(guo)(guo)(guo)內光(guang)(guang)熱發(fa)電(dian)(dian)(dian)產業(ye)(ye)的(de)(de)發(fa)展(zhan),一些(xie)具(ju)有優(you)勢的(de)(de)企業(ye)(ye)已經(jing)參與到國(guo)(guo)(guo)際市(shi)場(chang)的(de)(de)競(jing)爭中,并取得了可喜成(cheng)果(guo)。”孫(sun)銳指出,隨(sui)著世界(jie)各國(guo)(guo)(guo)碳減排戰略的(de)(de)實施,我國(guo)(guo)(guo)燃煤發(fa)電(dian)(dian)(dian)裝備的(de)(de)出口(kou)將越來越困難,光(guang)(guang)熱發(fa)電(dian)(dian)(dian)產業(ye)(ye)已成(cheng)為我國(guo)(guo)(guo)實施“一帶一路”倡議、機(ji)(ji)電(dian)(dian)(dian)裝備制造業(ye)(ye)走向國(guo)(guo)(guo)際市(shi)場(chang)的(de)(de)優(you)勢產業(ye)(ye),必將為擴大(da)我國(guo)(guo)(guo)機(ji)(ji)電(dian)(dian)(dian)裝備在國(guo)(guo)(guo)際市(shi)場(chang)上的(de)(de)份(fen)額發(fa)揮重要作(zuo)用。


據黃文博(bo)介(jie)紹,近年(nian)來(lai),跟(gen)隨“一帶一路”建設(she)步伐(fa),我國光(guang)熱(re)企業(ye)開(kai)始在南美、北非、中(zhong)東(dong)、南歐等地站穩腳(jiao)跟(gen),持續擴大(da)中(zhong)國品(pin)牌影響力,逐漸從項(xiang)(xiang)目(mu)總包(bao)(bao)和投(tou)資商(shang)向項(xiang)(xiang)目(mu)主設(she)備供應商(shang)、集成商(shang)發展。2018年(nian),上海(hai)電(dian)氣集團股份有限公司在充(chong)分(fen)市(shi)場競(jing)爭的(de)情況下,以世界最(zui)高標(biao)準贏(ying)得了迪(di)拜(bai)700兆瓦(wa)光(guang)熱(re)發電(dian)項(xiang)(xiang)目(mu)的(de)總承(cheng)包(bao)(bao)機會。此(ci)外(wai)(wai),我國企業(ye)參加總包(bao)(bao)的(de)摩洛哥(ge)250兆瓦(wa)槽式NOOR2、150兆瓦(wa)塔式NOOR3光(guang)熱(re)電(dian)站相(xiang)繼投(tou)運(yun),在海(hai)外(wai)(wai)市(shi)場建立(li)起良好(hao)信譽。此(ci)外(wai)(wai),希臘、智(zhi)利、非洲等地的(de)市(shi)場開(kai)拓也進入了新(xin)階段(duan)。


3、瓶頸猶存,行業亟需政策紓困


雖然經過(guo)多年示范,太陽(yang)能(neng)熱發(fa)電(dian)(dian)(dian)的發(fa)展得到較大提升,但目前,國內(nei)外(wai)光熱發(fa)電(dian)(dian)(dian)裝(zhuang)機量都相對較小。金(jin)建祥認(ren)為,一方(fang)面原因在于(yu)光熱發(fa)電(dian)(dian)(dian)調試(shi)運營、安裝(zhuang)都比風(feng)(feng)電(dian)(dian)(dian)、光伏(fu)復(fu)雜;另一方(fang)面,由于(yu)沒有形成規模效應(ying),投資(zi)金(jin)額(e)和(he)風(feng)(feng)險較大,導致光熱發(fa)電(dian)(dian)(dian)很多優勢未(wei)能(neng)體現出來(lai)。他表示,“光熱發(fa)電(dian)(dian)(dian)需要通過(guo)持續(xu)的技術迭(die)代,為未(wei)來(lai)做儲備。”


金建祥(xiang)指出(chu),隨(sui)著高比例可再生能源新(xin)型電力系(xi)統(tong)發(fa)展,煤電占比逐漸降低(di),風電、光(guang)伏發(fa)電的(de)不(bu)穩定性(xing)也(ye)將隨(sui)之大(da)(da)量出(chu)現,屆時,如果(guo)沒(mei)有足夠的(de)光(guang)熱發(fa)電,電力系(xi)統(tong)就會出(chu)問題(ti)。他強調,決(jue)策(ce)者需要(yao)有戰略家的(de)眼光(guang),在(zai)政策(ce)制定的(de)角(jiao)度,要(yao)看未來(lai)十年、二十年的(de)長期需求,為(wei)(wei)光(guang)熱發(fa)電投(tou)入資(zi)源來(lai)培育;同(tong)(tong)時,要(yao)進(jin)一(yi)步推進(jin)電力體制的(de)市場化改革,將電作為(wei)(wei)一(yi)種商(shang)品,以供求關(guan)系(xi)來(lai)決(jue)定其價(jia)格,“如果(guo)在(zai)不(bu)同(tong)(tong)時間段實行不(bu)同(tong)(tong)電價(jia),作為(wei)(wei)天然(ran)能帶來(lai)大(da)(da)容(rong)量低(di)成本(ben)儲能的(de)電源,光(guang)熱的(de)問題(ti)會迎刃而(er)解。”


對(dui)于電(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)體制改(gai)革(ge),孫(sun)銳也(ye)表示,要從根本上(shang)(shang)(shang)解(jie)決政策上(shang)(shang)(shang)的(de)(de)障(zhang)礙,必須(xu)依靠電(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)體制和機(ji)制改(gai)革(ge)。按(an)照(zhao)目前的(de)(de)電(dian)(dian)(dian)(dian)(dian)(dian)源上(shang)(shang)(shang)網(wang)電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)形成機(ji)制,電(dian)(dian)(dian)(dian)(dian)(dian)源的(de)(de)上(shang)(shang)(shang)網(wang)電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)是按(an)照(zhao)電(dian)(dian)(dian)(dian)(dian)(dian)源投資的(de)(de)基準收益率確定(ding)(ding)的(de)(de),并沒有(you)體現電(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)品質的(de)(de)差(cha)異,也(ye)沒有(you)反(fan)應(ying)供求(qiu)關系(xi)。因此(ci),電(dian)(dian)(dian)(dian)(dian)(dian)源上(shang)(shang)(shang)網(wang)電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)形成機(ji)制應(ying)盡快進行(xing)市(shi)(shi)場化改(gai)革(ge)。他(ta)還(huan)指(zhi)出(chu),按(an)照(zhao)國際上(shang)(shang)(shang)的(de)(de)經驗,電(dian)(dian)(dian)(dian)(dian)(dian)源的(de)(de)上(shang)(shang)(shang)網(wang)電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)是通(tong)過市(shi)(shi)場競爭確定(ding)(ding)的(de)(de),但電(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)系(xi)統(tong)中各種電(dian)(dian)(dian)(dian)(dian)(dian)源種類(lei)的(de)(de)配比(bi)則需要系(xi)統(tong)研究確定(ding)(ding)。另一方面,電(dian)(dian)(dian)(dian)(dian)(dian)源上(shang)(shang)(shang)網(wang)電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)要反(fan)應(ying)電(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)銷售端的(de)(de)供求(qiu)關系(xi),即(ji)與銷售端峰谷分時銷售電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)模式掛鉤,不同時段采用(yong)不同的(de)(de)上(shang)(shang)(shang)網(wang)電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)系(xi)數。“十(shi)四五”期間(jian),在我國西電(dian)(dian)(dian)(dian)(dian)(dian)東送通(tong)道的(de)(de)送出(chu)端,建(jian)設(she)儲熱型光熱發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)替(ti)代燃煤機(ji)組(zu),可以顯著的(de)(de)提(ti)高可再生能源電(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)外送的(de)(de)比(bi)重。


記者(zhe)了(le)解到(dao),為解決新能(neng)(neng)(neng)(neng)源(yuan)發(fa)(fa)(fa)電(dian)(dian)(dian)的(de)(de)(de)并網(wang)問(wen)題,儲(chu)(chu)能(neng)(neng)(neng)(neng)的(de)(de)(de)作用(yong)已得到(dao)廣(guang)泛認可(ke)。近日(ri),國(guo)(guo)家發(fa)(fa)(fa)改(gai)委、國(guo)(guo)家能(neng)(neng)(neng)(neng)源(yuan)局下發(fa)(fa)(fa)《關于加(jia)快推(tui)動新型儲(chu)(chu)能(neng)(neng)(neng)(neng)發(fa)(fa)(fa)展的(de)(de)(de)指(zhi)導意見(征求意見稿)》提(ti)出“堅持儲(chu)(chu)能(neng)(neng)(neng)(neng)技(ji)(ji)術(shu)多(duo)元化(hua)”,對(dui)此,常州龍騰光(guang)(guang)(guang)熱(re)(re)科(ke)技(ji)(ji)股份(fen)有(you)(you)限公司總(zong)經(jing)理(li)俞科(ke)告訴記者(zhe),文件提(ti)到(dao)儲(chu)(chu)能(neng)(neng)(neng)(neng)技(ji)(ji)術(shu)多(duo)元化(hua)的(de)(de)(de)思想,但列舉具體的(de)(de)(de)儲(chu)(chu)能(neng)(neng)(neng)(neng)技(ji)(ji)術(shu)時,沒有(you)(you)提(ti)及儲(chu)(chu)熱(re)(re)型光(guang)(guang)(guang)熱(re)(re)電(dian)(dian)(dian)站。他(ta)強調,“國(guo)(guo)家首批光(guang)(guang)(guang)熱(re)(re)發(fa)(fa)(fa)電(dian)(dian)(dian)示范(fan)項目普遍配置有(you)(you)滿負荷(he)發(fa)(fa)(fa)電(dian)(dian)(dian)6-10小時的(de)(de)(de)儲(chu)(chu)能(neng)(neng)(neng)(neng)設施(shi)。作為增(zeng)強電(dian)(dian)(dian)源(yuan)側調節能(neng)(neng)(neng)(neng)力的(de)(de)(de)重(zhong)要(yao)手段,依托GW級(ji)的(de)(de)(de)熱(re)(re)儲(chu)(chu)能(neng)(neng)(neng)(neng)設施(shi),光(guang)(guang)(guang)熱(re)(re)電(dian)(dian)(dian)站可(ke)以(yi)調度運(yun)行讓(rang)峰(feng)發(fa)(fa)(fa)電(dian)(dian)(dian),也(ye)可(ke)以(yi)吸納棄電(dian)(dian)(dian)儲(chu)(chu)能(neng)(neng)(neng)(neng),具有(you)(you)很好的(de)(de)(de)安全性,是可(ke)以(yi)在中西部地區大規模推(tui)廣(guang)協(xie)助風電(dian)(dian)(dian)光(guang)(guang)(guang)伏高比例上網(wang)的(de)(de)(de)重(zhong)要(yao)儲(chu)(chu)能(neng)(neng)(neng)(neng)技(ji)(ji)術(shu)手段,國(guo)(guo)家應該給予(yu)重(zhong)視和支持。”


“在未來電(dian)(dian)網里(li),如果缺少了光(guang)熱(re)(re)發(fa)電(dian)(dian),電(dian)(dian)力的輸送將會非常(chang)困難(nan),”王志(zhi)峰(feng)強調,在未來電(dian)(dian)力系統中(zhong),太(tai)陽能(neng)熱(re)(re)發(fa)電(dian)(dian)可以(yi)(yi)和“風光(guang)水”打包(bao)使用。他表示(shi),隨著(zhu)煤電(dian)(dian)逐步退出,淘汰火電(dian)(dian)機組(zu)對于(yu)國(guo)家的投資而(er)言,是一個很大的浪費(fei),可以(yi)(yi)在原火電(dian)(dian)廠(chang)周邊建(jian)設光(guang)熱(re)(re)裝置,利用舊(jiu)電(dian)(dian)廠(chang)的汽輪機等(deng)設備發(fa)展(zhan)光(guang)熱(re)(re),可以(yi)(yi)避免火電(dian)(dian)機組(zu)淘汰造成的浪費(fei)。
