自(zi)2016年(nian)以(yi)(yi)來,國內增量配(pei)電(dian)業務(wu)改(gai)革(ge)已(yi)開展(zhan)(zhan)四批(pi)試點(dian),基本實現(xian)地級以(yi)(yi)上城市(shi)全覆蓋,極大調(diao)動了各地投資積極性(xing)。但總(zong)(zong)體(ti)來看,前(qian)(qian)三批(pi)試點(dian)項目進(jin)展(zhan)(zhan)相對緩(huan)慢,取得(de)實質性(xing)進(jin)展(zhan)(zhan)不足兩成。本文重點(dian)歸(gui)納(na)總(zong)(zong)結增量配(pei)電(dian)網改(gai)革(ge)進(jin)展(zhan)(zhan)及特點(dian)、增量配(pei)電(dian)政策,深入分(fen)析配(pei)電(dian)網輸配(pei)電(dian)價及投資前(qian)(qian)景、主要商(shang)業模式及市(shi)場(chang)潛力,針對目前(qian)(qian)增量配(pei)電(dian)網改(gai)革(ge)步(bu)伐(fa)緩(huan)慢的(de)現(xian)狀,找出其存在的(de)主要問(wen)題,并提出相應(ying)的(de)發展(zhan)(zhan)建(jian)議,為(wei)目前(qian)(qian)開展(zhan)(zhan)增量配(pei)電(dian)的(de)企業及管理者提供參(can)考。
一、增量配電業務進展及特點分析
1.增量配電試點項目進展情況
增量(liang)配電業務改(gai)革進(jin)展(zhan)及(ji)問題與對策研究
自2016年11月第一(yi)批增(zeng)量(liang)配電(dian)業務(wu)(wu)改革試點(dian)(dian)(dian)項目(mu)頒(ban)布以(yi)來,國(guo)家發展(zhan)改革委(wei)、國(guo)家能源局分四(si)批在(zai)全國(guo)范圍內開(kai)展(zhan)了404個(ge)增(zeng)量(liang)配電(dian)網試點(dian)(dian)(dian)項目(mu),已基本(ben)(ben)實(shi)現(xian)地(di)級(ji)以(yi)上(shang)城市全覆蓋。截至2019年1月31日,前三批試點(dian)(dian)(dian)中(zhong),僅(jin)有5個(ge)建成(cheng)投產(占2%)、28個(ge)開(kai)工建設(占9%)。試點(dian)(dian)(dian)項目(mu)進展(zhan)總體(ti)緩慢,一(yi)些地(di)方政府(fu)和電(dian)網企(qi)(qi)業在(zai)改革關鍵(jian)(jian)問題、關鍵(jian)(jian)環(huan)節上(shang)認識(shi)不到位,與中(zhong)央改革精(jing)神存(cun)在(zai)偏(pian)差,配售電(dian)業務(wu)(wu)向社會資本(ben)(ben)放(fang)開(kai)的要求未得(de)到有效(xiao)落(luo)實(shi);一(yi)些試點(dian)(dian)(dian)項目(mu)在(zai)供電(dian)區域劃(hua)分、接(jie)入系統等環(huan)節受到電(dian)網企(qi)(qi)業阻撓,遲(chi)遲(chi)難以(yi)落(luo)地(di)。具體(ti)前三批試點(dian)(dian)(dian)項目(mu)進展(zhan)情況如下:
?第(di)一批試(shi)點(dian)(dian)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)進展情況:截至2019年1月31日,增(zeng)(zeng)(zeng)量(liang)(liang)(liang)(liang)配(pei)電業(ye)(ye)(ye)務改革(ge)第(di)一批106個(ge)試(shi)點(dian)(dian)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(增(zeng)(zeng)(zeng)量(liang)(liang)(liang)(liang)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)82個(ge)、存量(liang)(liang)(liang)(liang)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)24個(ge))中(zhong),20個(ge)增(zeng)(zeng)(zeng)量(liang)(liang)(liang)(liang)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)已開(kai)工(gong)(gong)建設(she),河北曹妃甸化學園(yuan)區(qu)(qu)、河北滄州臨港經濟(ji)技術開(kai)發區(qu)(qu)、山西(xi)太原工(gong)(gong)業(ye)(ye)(ye)新區(qu)(qu)、福建寧德灣(wan)塢-漳灣(wan)工(gong)(gong)業(ye)(ye)(ye)園(yuan)區(qu)(qu)、新疆(jiang)生產建設(she)兵團第(di)十三(san)師增(zeng)(zeng)(zeng)量(liang)(liang)(liang)(liang)配(pei)電業(ye)(ye)(ye)務試(shi)點(dian)(dian)等5個(ge)增(zeng)(zeng)(zeng)量(liang)(liang)(liang)(liang)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)已建成(cheng)投產。但(dan)尚有(you)12個(ge)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)未確定業(ye)(ye)(ye)主(zhu),23個(ge)確定業(ye)(ye)(ye)主(zhu)但(dan)未劃定供電區(qu)(qu)域,28個(ge)已完成(cheng)前(qian)置(zhi)程序但(dan)仍(reng)未開(kai)工(gong)(gong)建設(she),4個(ge)申(shen)請取(qu)消試(shi)點(dian)(dian)(全(quan)部為北京試(shi)點(dian)(dian)),見圖1。

?第二(er)、三批(pi)試點項(xiang)目(mu)進(jin)展情況(kuang):增量配電業(ye)務(wu)改革第二(er)、三批(pi)試點項(xiang)目(mu)共計214個(ge)(ge)(ge),分別于(yu)2017年11月(yue)(yue)、2018年4月(yue)(yue)和6月(yue)(yue)獲(huo)得批(pi)復。截(jie)至2019年1月(yue)(yue)31日,僅62個(ge)(ge)(ge)試點項(xiang)目(mu)確定業(ye)主,13個(ge)(ge)(ge)取得電力業(ye)務(wu)許可證,8個(ge)(ge)(ge)開(kai)工建設。
?2019年上半年最(zui)新(xin)(xin)進展情況:據(ju)不完全(quan)統(tong)計,《寧夏石嘴山(shan)高新(xin)(xin)技術產業開發區(qu)增量(liang)配(pei)電(dian)(dian)(dian)(dian)(dian)改革試點(dian)區(qu)域配(pei)電(dian)(dian)(dian)(dian)(dian)網規劃(2019-2025)》獲批;江蘇(su)南京(jing)市江北新(xin)(xin)區(qu)配(pei)售(shou)(shou)電(dian)(dian)(dian)(dian)(dian)有(you)(you)(you)限(xian)公(gong)司、甘肅金塔新(xin)(xin)奧金能能源電(dian)(dian)(dian)(dian)(dian)力發展有(you)(you)(you)限(xian)公(gong)司、陜(shan)煤集(ji)團(tuan)旗下的(de)陜(shan)西(xi)長安電(dian)(dian)(dian)(dian)(dian)力澄(cheng)合配(pei)售(shou)(shou)電(dian)(dian)(dian)(dian)(dian)公(gong)司、河(he)南潤奧供電(dian)(dian)(dian)(dian)(dian)股份有(you)(you)(you)限(xian)公(gong)司、河(he)南鄭州航空港興(xing)港電(dian)(dian)(dian)(dian)(dian)力有(you)(you)(you)限(xian)公(gong)司、河(he)南嵩(song)基(ji)售(shou)(shou)電(dian)(dian)(dian)(dian)(dian)有(you)(you)(you)限(xian)公(gong)司、河(he)南南陽中關村(cun)配(pei)售(shou)(shou)電(dian)(dian)(dian)(dian)(dian)有(you)(you)(you)限(xian)責(ze)任公(gong)司、湖(hu)(hu)(hu)南東江湖(hu)(hu)(hu)大數據(ju)產業園電(dian)(dian)(dian)(dian)(dian)力有(you)(you)(you)限(xian)公(gong)司、湖(hu)(hu)(hu)南白沙(sha)綠島配(pei)售(shou)(shou)電(dian)(dian)(dian)(dian)(dian)有(you)(you)(you)限(xian)公(gong)司等9個試點(dian)獲得電(dian)(dian)(dian)(dian)(dian)力業務(wu)許可(ke)(ke)證(zheng)(供電(dian)(dian)(dian)(dian)(dian)類);重慶兩江長興(xing)電(dian)(dian)(dian)(dian)(dian)力有(you)(you)(you)限(xian)公(gong)司投(tou)資建設的(de)220千(qian)伏觀(guan)音堂變(bian)電(dian)(dian)(dian)(dian)(dian)站、安徽眾益售(shou)(shou)電(dian)(dian)(dian)(dian)(dian)公(gong)司投(tou)資興(xing)建的(de)110千(qian)伏興(xing)盛變(bian)電(dian)(dian)(dian)(dian)(dian)站兩個試點(dian)成功投(tou)運。至此,浙江、江蘇(su)、湖(hu)(hu)(hu)南首(shou)批增量(liang)配(pei)電(dian)(dian)(dian)(dian)(dian)項目業主(zhu)全(quan)部(bu)確定,福建首(shou)批增量(liang)配(pei)電(dian)(dian)(dian)(dian)(dian)試點(dian)項目全(quan)部(bu)獲得電(dian)(dian)(dian)(dian)(dian)力業務(wu)許可(ke)(ke)證(zheng)。
②在政府督促及配套措施的不斷明確下,預計試點項目將取得新進展
按照國(guo)家發展(zhan)(zhan)改革委(wei)(wei)、國(guo)家能(neng)源(yuan)局2019年(nian)3月(yue)(yue)發布的《增量配電業(ye)務改革試(shi)(shi)點(dian)項目(mu)進(jin)展(zhan)(zhan)情況通(tong)報(第二期(qi))》,第一(yi)批(pi)試(shi)(shi)點(dian)項目(mu)原則(ze)上應(ying)于2019年(nian)6月(yue)(yue)底前(qian)(qian)建(jian)成投運(yun),至今尚未確定(ding)業(ye)主、劃(hua)定(ding)供電區(qu)域的,應(ying)于3個月(yue)(yue)內完成相關工作,并盡(jin)快組織開工建(jian)設(she)。第二、三批(pi)試(shi)(shi)點(dian)項目(mu)應(ying)于2019年(nian)5月(yue)(yue)底前(qian)(qian)確定(ding)業(ye)主、劃(hua)定(ding)供電區(qu)域,7月(yue)(yue)底前(qian)(qian)開工建(jian)設(she)。6月(yue)(yue)底前(qian)(qian)仍未取得明(ming)顯進(jin)展(zhan)(zhan)的,國(guo)家發展(zhan)(zhan)改革委(wei)(wei)、國(guo)家能(neng)源(yuan)局將對相關地區(qu)和單位開展(zhan)(zhan)約談。試(shi)(shi)點(dian)進(jin)展(zhan)(zhan)嚴重(zhong)滯后的省(區(qu)、市)原則(ze)上不(bu)得繼(ji)續(xu)申報后續(xu)增量配電業(ye)務試(shi)(shi)點(dian)。因此,2019年(nian)6月(yue)(yue)底前(qian)(qian),前(qian)(qian)三批(pi)試(shi)(shi)點(dian)有了較(jiao)大(da)進(jin)展(zhan)(zhan)。
此外(wai),隨著配套督(du)促措施更(geng)加(jia)明確(que)(que),后續試(shi)點(dian)項目的(de)(de)推進將(jiang)更(geng)加(jia)順利。在總結前(qian)三批試(shi)點(dian)經驗的(de)(de)基礎上,第(di)四批試(shi)點(dian)的(de)(de)通知(zhi)提(ti)出(chu)(chu)了一些要(yao)求,明確(que)(que)了多項措施,如明確(que)(que)要(yao)求電(dian)網(wang)(wang)企業要(yao)積(ji)極支持試(shi)點(dian)項目落地(di),加(jia)強(qiang)合作(zuo),加(jia)快辦理(li)電(dian)網(wang)(wang)投資建設、資產評估、股(gu)東意見、并網(wang)(wang)接入、供電(dian)服(fu)務等手續,切實(shi)支持增量配電(dian)業務改革,以及提(ti)出(chu)(chu)過程管控、第(di)三方評估、建立(li)聯系(xi)點(dian)、開(kai)展培訓(xun)等措施,這些都比較實(shi)用(yong)。
2.增量配電試點項目特點分析
從試(shi)(shi)點公布時(shi)間上看,增量(liang)配(pei)電業務(wu)改革試(shi)(shi)點的推進正在不斷加速。截至2019年6月(yue)底,國家(jia)發展改革委、國家(jia)能(neng)源(yuan)局共發布四(si)批(pi)(pi)試(shi)(shi)點404家(jia)。其中,第一批(pi)(pi)106家(jia),第二批(pi)(pi)89家(jia),第三(san)批(pi)(pi)的第一批(pi)(pi)次(ci)97家(jia)、第二批(pi)(pi)次(ci)28家(jia),第四(si)批(pi)(pi)84家(jia)。各批(pi)(pi)次(ci)公布的時(shi)間分別(bie)為:2016年11月(yue)、2017年11月(yue)、2018年4月(yue)、2018年6月(yue)、2019年6月(yue),發布周期從一年減(jian)至半年,明(ming)顯提速。
從試點(dian)(dian)分(fen)布(bu)的(de)(de)省(sheng)份來看(kan),試點(dian)(dian)分(fen)布(bu)逐漸(jian)由沿海地區(qu)(qu)向內陸(lu)、西(xi)(xi)(xi)北等地區(qu)(qu)轉移。河(he)南(nan)(nan)試點(dian)(dian)最(zui)多為30家(jia)(jia),排名第二的(de)(de)為甘肅(24家(jia)(jia)),第三為河(he)北(21家(jia)(jia)),山(shan)西(xi)(xi)(xi)和陜西(xi)(xi)(xi)并列(lie)第四(20家(jia)(jia)),山(shan)東和廣西(xi)(xi)(xi)并列(lie)第五(19家(jia)(jia)),具體見圖2。河(he)南(nan)(nan)在第一(yi)、二、四批(pi)次中申請試點(dian)(dian)均(jun)居首位(wei)。從其(qi)申請的(de)(de)試點(dian)(dian)特(te)點(dian)(dian)分(fen)析(xi),主要分(fen)為兩種類型:一(yi)種是(shi)各(ge)(ge)市縣的(de)(de)產業(ye)集聚區(qu)(qu),另外一(yi)種是(shi)各(ge)(ge)種礦(kuang)區(qu)(qu)(包括煤(mei)(mei)礦(kuang)、鋁(lv)礦(kuang)、油(you)田、煤(mei)(mei)化工等)。從政策機制和價格機制上較(jiao)其(qi)他省(sheng)份并無明顯優勢,究其(qi)可能的(de)(de)原因:一(yi)是(shi)河(he)南(nan)(nan)積極響應國家(jia)(jia)改革政策的(de)(de)力(li)度比(bi)較(jiao)大。二是(shi)希望通過增(zeng)量配電(dian)網能夠降(jiang)低電(dian)價,便于地方招(zhao)商引(yin)資。

從(cong)試點分(fen)布的(de)區(qu)(qu)域類型看,絕大多數集中于各(ge)地的(de)工業園、經濟(ji)(技術)開發區(qu)(qu)、產業園區(qu)(qu)、礦區(qu)(qu)。這些區(qu)(qu)域電力消耗量大,有(you)大量的(de)電力需求,是拉(la)動各(ge)地經濟(ji)的(de)增長點;與此(ci)同時,用(yong)(yong)戶用(yong)(yong)能方式多元化,具備形成綜合用(yong)(yong)能增值服(fu)務的(de)條件。
從投資(zi)主(zhu)體來看(kan),以(yi)電網或地(di)方(fang)投資(zi)平臺控股為(wei)主(zhu),民營企(qi)業(ye)控股或參與為(wei)輔。投資(zi)主(zhu)體主(zhu)要有(you)電網企(qi)業(ye)、地(di)方(fang)政府或國有(you)企(qi)業(ye)、電網上下游(you)客戶以(yi)及其(qi)他社會(hui)資(zi)本,但絕(jue)大多(duo)數由電網或地(di)方(fang)政府控股。以(yi)第一批增量配電業(ye)務改革試點(dian)項目(mu)為(wei)例(li),前61個項目(mu)確定的(de)項目(mu)業(ye)主(zhu)中(zhong),非電網企(qi)業(ye)控股的(de)試點(dian)項目(mu)數量達到38個。
從(cong)(cong)商(shang)業價值(zhi)來看(kan),后續仍有(you)大(da)量(liang)社(she)會(hui)資本競相投入,反映(ying)出增量(liang)配電市(shi)場(chang)隱(yin)含了市(shi)場(chang)公認的潛在(zai)價值(zhi)。自(zi)首批增量(liang)配電改革試(shi)點施行(xing)已兩年有(you)余(yu),盡(jin)管大(da)多數(shu)人(ren)稱增量(liang)配電業務不賺錢,目前也(ye)尚無清晰的盈利(li)模式,但從(cong)(cong)第四批試(shi)點推(tui)進(jin)速度和數(shu)量(liang)上看(kan),進(jin)入增量(liang)配電市(shi)場(chang)的勁頭并未減弱。
從(cong)配(pei)(pei)電(dian)網(wang)資(zi)(zi)產特點看,存量配(pei)(pei)電(dian)資(zi)(zi)產轉(zhuan)增量的(de)項(xiang)目(mu)大(da)(da)大(da)(da)增加,較純(chun)增量項(xiang)目(mu)更(geng)易(yi)快速見成效。大(da)(da)型企業產業園(yuan)區轉(zhuan)型增量配(pei)(pei)電(dian)網(wang)已經(jing)勢不可擋,如(ru)第(di)四批試點中的(de)山西(xi)霍州煤(mei)(mei)電(dian)、晉煤(mei)(mei)集團、遼寧撫(fu)順礦區、上海外(wai)高橋港區、河南(nan)中原油田、平煤(mei)(mei)神(shen)馬集團、鶴壁礦區、廣西(xi)來賓合(he)山煤(mei)(mei)礦、重能投松藻配(pei)(pei)電(dian)網(wang)、陜(shan)西(xi)黃(huang)陵(ling)礦區、新疆西(xi)北油田等。存量項(xiang)目(mu)比純(chun)增量項(xiang)目(mu)在程序上操作(zuo)相(xiang)對簡(jian)單,既省去(qu)了招標環節、直接確定業主,也更(geng)容易(yi)快速見成效。
總體而言(yan),隨(sui)著增(zeng)量(liang)配(pei)(pei)電(dian)(dian)(dian)配(pei)(pei)套政(zheng)策的(de)不(bu)斷完善(shan),增(zeng)量(liang)配(pei)(pei)電(dian)(dian)(dian)試點(dian)申(shen)請要(yao)求更加明確。隨(sui)著配(pei)(pei)電(dian)(dian)(dian)區域劃分(fen)、電(dian)(dian)(dian)壓等(deng)級(ji)等(deng)爭議難題的(de)逐步(bu)解決,增(zeng)量(liang)配(pei)(pei)電(dian)(dian)(dian)試點(dian)市場主體不(bu)斷試水以及實踐經驗的(de)積累(lei),后續增(zeng)量(liang)配(pei)(pei)電(dian)(dian)(dian)試點(dian)的(de)推(tui)(tui)進速(su)度(du)較前(qian)三批試點(dian)的(de)推(tui)(tui)進速(su)度(du)將更快。
3.增量配電政策進展分析
①增量配電改革整體政策分析
2016年10月11日,國(guo)家(jia)發展改革委、國(guo)家(jia)能源局發布(bu)了《有序(xu)開放(fang)配(pei)電(dian)網業務(wu)管(guan)(guan)理(li)辦法》,之后,各部委、地方接連出臺多個文件,推(tui)動了增量(liang)(liang)配(pei)電(dian)網相(xiang)關工作的開展。國(guo)家(jia)層(ceng)面的政策文件緊密相(xiang)關的超過20個,主要(yao)涉及(ji)增量(liang)(liang)配(pei)電(dian)網業務(wu)管(guan)(guan)理(li)辦法、增量(liang)(liang)配(pei)電(dian)網業務(wu)改革試點、增量(liang)(liang)配(pei)電(dian)管(guan)(guan)理(li)、增量(liang)(liang)配(pei)電(dian)成本監審(shen)和價格(ge)管(guan)(guan)理(li)等,具體(ti)見附表1。
與此(ci)同(tong)時(shi),各省(sheng)(sheng)也積極(ji)響應(ying)輸配(pei)(pei)(pei)(pei)電(dian)(dian)試點(dian)建(jian)設,陸續推(tui)出(chu)相(xiang)關政策。截至(zhi)目(mu)前,各地出(chu)臺的(de)(de)增量(liang)配(pei)(pei)(pei)(pei)電(dian)(dian)相(xiang)關政策超(chao)30個(ge)(ge)。電(dian)(dian)力(li)大省(sheng)(sheng)江蘇出(chu)臺的(de)(de)相(xiang)關文件(jian)最多,并占據(ju)兩(liang)個(ge)(ge)“全國(guo)首個(ge)(ge)”席位,分別為:第一個(ge)(ge)省(sheng)(sheng)級增量(liang)配(pei)(pei)(pei)(pei)電(dian)(dian)網(wang)(wang)(wang)(wang)技術規(gui)范(fan)(fan)(fan)綱(gang)要(yao)——《江蘇省(sheng)(sheng)配(pei)(pei)(pei)(pei)電(dian)(dian)網(wang)(wang)(wang)(wang)業務放開技術規(gui)范(fan)(fan)(fan)綱(gang)要(yao)》和全國(guo)首個(ge)(ge)增量(liang)配(pei)(pei)(pei)(pei)電(dian)(dian)網(wang)(wang)(wang)(wang)供(gong)(gong)(gong)電(dian)(dian)服務規(gui)范(fan)(fan)(fan)——《江蘇增量(liang)配(pei)(pei)(pei)(pei)電(dian)(dian)網(wang)(wang)(wang)(wang)供(gong)(gong)(gong)電(dian)(dian)服務規(gui)范(fan)(fan)(fan)(征求意見稿)》。四川省(sheng)(sheng)的(de)(de)政策力(li)度最大,四川省(sheng)(sheng)發文明確提出(chu),國(guo)網(wang)(wang)(wang)(wang)不得(de)控股、無(wu)需繳(jiao)納基本電(dian)(dian)費(fei)(fei)和供(gong)(gong)(gong)電(dian)(dian)費(fei)(fei)、獲批兩(liang)月內確定業主、項目(mu)核準后電(dian)(dian)網(wang)(wang)(wang)(wang)企業必須按時(shi)提供(gong)(gong)(gong)施(shi)工電(dian)(dian)源等幾點(dian)要(yao)求,直擊增量(liang)配(pei)(pei)(pei)(pei)電(dian)(dian)改革痛點(dian),有助(zhu)于試點(dian)項目(mu)的(de)(de)順利(li)推(tui)進(jin)。
針(zhen)對(dui)推進增(zeng)量配(pei)電(dian)改革(ge)的(de)(de)過程(cheng)(cheng)中(zhong),存在業主確定、區域劃(hua)分(fen)、存量資產處置(zhi)、配(pei)網(wang)工(gong)程(cheng)(cheng)接入、電(dian)網(wang)公司控股、配(pei)電(dian)價(jia)格核定等(deng)問(wen)題,國家也(ye)在對(dui)相關(guan)政(zheng)策機制進行不斷的(de)(de)調整和(he)完(wan)善。從目前政(zheng)策引導來看,國家發展(zhan)改革(ge)委和(he)國家能源局有(you)針(zhen)對(dui)性地(di)提出解決措施(shi),包括:簡化流程(cheng)(cheng);要求(qiu)電(dian)網(wang)提高(gao)政(zheng)治站位,不控股;更好(hao)進行供(gong)電(dian)區域和(he)資產劃(hua)分(fen);更快(kuai)辦理(li)電(dian)力業務許可證供(gong)電(dian)類(供(gong)電(dian)類)降低增(zeng)量配(pei)電(dian)網(wang)項(xiang)目開發過程(cheng)(cheng)中(zhong)的(de)(de)隱形成本;總結(jie)前三批(pi)增(zeng)量配(pei)電(dian)網(wang)試點落(luo)地(di)難的(de)(de)癥(zheng)結(jie),對(dui)第四批(pi)試點項(xiang)目的(de)(de)面積、供(gong)電(dian)量和(he)投(tou)資規模等(deng)都提出了(le)明確要求(qiu)。
②增量配電網價格政策分析
在(zai)增(zeng)量配(pei)電(dian)(dian)業(ye)務改(gai)革試點(dian)政策中,增(zeng)量配(pei)電(dian)(dian)網價(jia)(jia)格(ge)(ge)(ge)可謂是(shi)最核心(xin)的(de)政策,這直接(jie)關系到企業(ye)商業(ye)模式的(de)形(xing)成。雖(sui)然早在(zai)2017年(nian)國家就出(chu)臺了《關于制定地方電(dian)(dian)網和(he)增(zeng)量配(pei)電(dian)(dian)網配(pei)電(dian)(dian)價(jia)(jia)格(ge)(ge)(ge)的(de)指(zhi)(zhi)導意(yi)見(jian)》,但(dan)并沒有給出(chu)具體可執行的(de)配(pei)電(dian)(dian)網配(pei)電(dian)(dian)價(jia)(jia)格(ge)(ge)(ge)定價(jia)(jia)辦法,只是(shi)給出(chu)了一個帶(dai)有原則性、方向性的(de)指(zhi)(zhi)導意(yi)見(jian)。文件明確規(gui)定,省級(ji)價(jia)(jia)格(ge)(ge)(ge)主(zhu)管(guan)部(bu)門應根據本省情況(kuang),充(chong)分征求(qiu)有關企業(ye)和(he)社會(hui)意(yi)見(jian)后,選擇合適的(de)配(pei)電(dian)(dian)價(jia)(jia)格(ge)(ge)(ge)定價(jia)(jia)方法。
在國(guo)家(jia)政策指導下,部分省(sheng)區(福建(jian)、浙(zhe)江、天津、河南、四川(chuan)等)正式(shi)印發了增量(liang)配電(dian)網(wang)的(de)配電(dian)價(jia)格機制,還有部分省(sheng)區(海南、湖北、廣西、云南、廣東、山東等)公(gong)布了征(zheng)求意見稿。福建(jian)是全國(guo)首個出(chu)臺增量(liang)配電(dian)網(wang)配電(dian)價(jia)格機制的(de)省(sheng)份,規(gui)定配電(dian)價(jia)格通過招標(biao)形(xing)(xing)成(cheng),未通過招標(biao)形(xing)(xing)成(cheng)實行的(de),實行最高(gao)限價(jia)管理。大部分省(sheng)份都按照(zhao)此(ci)種模(mo)式(shi),基本(ben)(ben)都回避了增量(liang)配電(dian)價(jia)格中最核心的(de)“增量(liang)配電(dian)網(wang)是否需(xu)要(yao)繳納(na)基本(ben)(ben)電(dian)費或應(ying)該(gai)如何繳納(na)、高(gao)可(ke)靠性費用如何收取等問題”。
不過,河南、四(si)川(chuan)、貴(gui)州在這一方面有了(le)進(jin)一步的突破。在結算(suan)制度上(shang),河南是全(quan)國(guo)首個明確(que)增量配(pei)電(dian)(dian)網(wang)與省級電(dian)(dian)網(wang)結算(suan)的基本(ben)(ben)電(dian)(dian)價(jia)標(biao)準(zhun)的省份,提(ti)出按照(zhao)輸配(pei)電(dian)(dian)投資比例來(lai)分(fen)享基本(ben)(ben)電(dian)(dian)費。盡管(guan)該方案的思路是正(zheng)確(que)的,但(dan)在實際操作中(zhong)仍舊難以落地。四(si)川(chuan)的政策更(geng)加(jia)強(qiang)有力(li),明確(que)規定(ding),增量配(pei)電(dian)(dian)網(wang)試點國(guo)網(wang)不得(de)控股,且無需(xu)繳納基本(ben)(ben)電(dian)(dian)費和供電(dian)(dian)費。山東則(ze)創造性的提(ti)出“折扣系數”概(gai)念,為配(pei)電(dian)(dian)價(jia)格招(zhao)標(biao)明確(que)了(le)方法、路徑,并(bing)明確(que)了(le)高可靠性費用(yong)收取。
截至目前,貴(gui)州的(de)(de)(de)政策最為積極,首次提(ti)出了更加明確(que)且(qie)易于操作的(de)(de)(de)方案(an)(an),規(gui)定(ding)增量(liang)配(pei)(pei)電網(wang)(wang)基本電費按照(zhao)3.2分/千瓦時收(shou)取。該(gai)方案(an)(an)使得(de)企業投資增量(liang)配(pei)(pei)網(wang)(wang)的(de)(de)(de)營收(shou)有(you)所保障,而此前其(qi)他省份的(de)(de)(de)政策對增量(liang)配(pei)(pei)網(wang)(wang)的(de)(de)(de)商業模式沒有(you)太明顯作用。預計該(gai)文(wen)件將實質性(xing)地(di)推動貴(gui)州省內(nei)多個增量(liang)配(pei)(pei)電業務改革試點(dian)項(xiang)目的(de)(de)(de)落(luo)地(di),還(huan)將為其(qi)它省區解決類似問題提(ti)供參考借鑒。
二、增量配電網電價及投資前景分析
目前(qian)(qian),覆(fu)蓋全(quan)國(guo)32個(ge)省(sheng)(sheng)(sheng)(市(shi)、區)的(de)(de)首期輸(shu)(shu)配(pei)電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)核(he)定工作已經完成(cheng)(cheng),華北(bei)、華東、華中(zhong)、東北(bei)、西北(bei)區域電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)輸(shu)(shu)電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)格(ge)已經公(gong)布(bu)。截(jie)至2019年7月(yue)(yue),全(quan)國(guo)除西藏外,其他省(sheng)(sheng)(sheng)(市(shi)、區)已全(quan)部完成(cheng)(cheng)本年度(du)第二次一(yi)般工商(shang)業(ye)降電(dian)(dian)(dian)價(jia)(jia)(jia)(jia),7月(yue)(yue)1日執行(xing)的(de)(de)輸(shu)(shu)配(pei)電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)表,除上(shang)海(表中(zhong)上(shang)海最(zui)新輸(shu)(shu)配(pei)電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)為(wei)2018年9月(yue)(yue))和甘肅未能在其各自的(de)(de)發展(zhan)改革委官網(wang)(wang)(wang)(wang)找到外,其他省(sheng)(sheng)(sheng)(市(shi)、區)均(jun)已發布(bu)了最(zui)新的(de)(de)輸(shu)(shu)配(pei)電(dian)(dian)(dian)價(jia)(jia)(jia)(jia),具體見附件表2。《關于制(zhi)定地(di)方電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)和增量(liang)配(pei)電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)配(pei)電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)格(ge)的(de)(de)指導(dao)意見》指出,“配(pei)電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)格(ge)核(he)定前(qian)(qian),暫按售電(dian)(dian)(dian)公(gong)司或電(dian)(dian)(dian)力用戶接(jie)入(ru)(ru)電(dian)(dian)(dian)壓等級(ji)(ji)對應(ying)的(de)(de)省(sheng)(sheng)(sheng)級(ji)(ji)電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)共(gong)用網(wang)(wang)(wang)(wang)絡(luo)輸(shu)(shu)配(pei)電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)扣(kou)減該配(pei)電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)接(jie)入(ru)(ru)電(dian)(dian)(dian)壓等級(ji)(ji)對應(ying)的(de)(de)省(sheng)(sheng)(sheng)級(ji)(ji)電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)共(gong)用網(wang)(wang)(wang)(wang)絡(luo)輸(shu)(shu)配(pei)電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)執行(xing)”。輸(shu)(shu)配(pei)電(dian)(dian)(dian)價(jia)(jia)(jia)(jia),特別是不同(tong)電(dian)(dian)(dian)壓等級(ji)(ji)的(de)(de)價(jia)(jia)(jia)(jia)差將直接(jie)決定增量(liang)配(pei)電(dian)(dian)(dian)試(shi)點(dian)投資的(de)(de)盈利性(xing),這里我們對各省(sheng)(sheng)(sheng)(市(shi)、區)輸(shu)(shu)配(pei)電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)進行(xing)梳理(li),并進一(yi)步分析輸(shu)(shu)配(pei)電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)對投資前(qian)(qian)景的(de)(de)影響。
1.一般工商業及大工業輸配電價分析
①一般工商業輸配電價分析
由于輸配(pei)(pei)電(dian)(dian)價(jia)(jia)的(de)傳遞性,下一(yi)電(dian)(dian)壓(ya)等級包(bao)含上一(yi)電(dian)(dian)壓(ya)等級的(de)價(jia)(jia)格(ge),因此(ci)這里選擇電(dian)(dian)壓(ya)等級最低的(de)不滿(man)1kV的(de)輸配(pei)(pei)電(dian)(dian)價(jia)(jia),就能大(da)致比較出各省(sheng)在輸配(pei)(pei)電(dian)(dian)價(jia)(jia)方面的(de)總體(ti)(ti)水平(ping)。由于各省(sheng)輸配(pei)(pei)電(dian)(dian)價(jia)(jia)標準不統(tong)一(yi),有的(de)采用(yong)單一(yi)制和(he)兩部(bu)制分(fen)(fen)類(lei),有的(de)采用(yong)工(gong)商業(ye)和(he)大(da)工(gong)業(ye)分(fen)(fen)類(lei),甚至有的(de)按照變壓(ya)器容量分(fen)(fen)類(lei),在此(ci)將部(bu)分(fen)(fen)省(sheng)份的(de)工(gong)商業(ye)電(dian)(dian)價(jia)(jia)按照單一(yi)制電(dian)(dian)價(jia)(jia)進行統(tong)計對比分(fen)(fen)析,具(ju)體(ti)(ti)見圖3。

從(cong)已經公布(bu)的(de)輸(shu)配(pei)電(dian)價數(shu)據上(shang)看(kan),我國輸(shu)配(pei)電(dian)價區域(yu)差異(yi)較大。經過(guo)幾輪降電(dian)價后,去年處于(yu)全國最高水(shui)平的(de)北(bei)(bei)京輸(shu)配(pei)電(dian)價得到明顯降低,被(bei)蒙東和吉林趕(gan)超。蒙東地區不滿1kV的(de)輸(shu)配(pei)電(dian)價最高,達(da)到0.5071元/千瓦時,遠(yuan)超其他(ta)地區。冀(ji)北(bei)(bei)、山西(xi)、云南及西(xi)北(bei)(bei)地區等(deng)處于(yu)全國較低水(shui)平,價格均在(zai)0.15元/千瓦時以(yi)下。
從兩網(wang)(wang)所轄區域(yu)看,南網(wang)(wang)管(guan)轄區域(yu)內,除云南、廣東外(wai),貴州、廣西(xi)、海南三省的輸配(pei)電價都超過了0.3元/千瓦時,整體來(lai)看南網(wang)(wang)的輸配(pei)電價水平普遍(bian)高于國(guo)網(wang)(wang)。
其中,1~10kV、35kV和110kV電壓等級的(de)工商業輸配(pei)電價,如(ru)圖4所示。

②大工業不同電壓等級輸配電價分析
下面我們重點(dian)對(dui)增量配(pei)電(dian)(dian)網(wang)里(li)占比(bi)較大的大工業用(yong)(yong)戶(專線(xian)用(yong)(yong)戶)的配(pei)電(dian)(dian)價格進行分析(xi)。本文只(zhi)分析(xi)增量配(pei)電(dian)(dian)網(wang),因此這里(li)只(zhi)對(dui)220kV及以下的電(dian)(dian)壓等級的大工業配(pei)電(dian)(dian)價格進行分析(xi)。
由于各省(sheng)(市(shi)、區)輸(shu)配(pei)電(dian)價制(zhi)定的(de)(de)(de)標(biao)準差(cha)異較(jiao)大,有的(de)(de)(de)按(an)照(zhao)(zhao)一般工商(shang)業(ye)和大工業(ye)用戶(hu)分類,有的(de)(de)(de)按(an)照(zhao)(zhao)單一制(zhi)電(dian)價和兩部制(zhi)電(dian)價分類,這里將大工業(ye)電(dian)價均按(an)照(zhao)(zhao)兩部制(zhi)電(dian)價進行大致對比,各省(sheng)市(shi)區1~10kV、35kV、110kV、220kV電(dian)壓(ya)等級(ji)(ji)的(de)(de)(de)輸(shu)配(pei)電(dian)價如圖5所(suo)示。這里35kV電(dian)壓(ya)等級(ji)(ji)基本可以(yi)代(dai)表(biao)整(zheng)個輸(shu)配(pei)電(dian)價走勢(shi)。

從區域(yu)分(fen)布看,大工業電(dian)價(jia)(jia)水平整體呈(cheng)現(xian)東高西(xi)低(di)(di)。電(dian)壓等級在1~10kV的(de)(de)輸配(pei)電(dian)價(jia)(jia)排名前三的(de)(de)分(fen)別(bie)是上(shang)海(hai)、廣西(xi)和(he)(he)(he)(he)和(he)(he)(he)(he)浙江,最(zui)低(di)(di)的(de)(de)為(wei)(wei)蒙西(xi)、山西(xi)和(he)(he)(he)(he)青海(hai);35kV的(de)(de)輸配(pei)電(dian)價(jia)(jia)最(zui)高的(de)(de)分(fen)別(bie)為(wei)(wei)上(shang)海(hai)、新疆(jiang)和(he)(he)(he)(he)江蘇,最(zui)低(di)(di)為(wei)(wei)蒙西(xi)、青海(hai)和(he)(he)(he)(he)山西(xi);110kV的(de)(de)輸配(pei)電(dian)價(jia)(jia)最(zui)高的(de)(de)為(wei)(wei)上(shang)海(hai)、江蘇和(he)(he)(he)(he)河(he)南(nan),最(zui)低(di)(di)為(wei)(wei)云南(nan)、山西(xi)和(he)(he)(he)(he)新疆(jiang);220kV的(de)(de)輸配(pei)電(dian)價(jia)(jia)最(zui)高的(de)(de)為(wei)(wei)上(shang)海(hai)、天津(jin)和(he)(he)(he)(he)河(he)南(nan),最(zui)低(di)(di)為(wei)(wei)云南(nan)、青海(hai)、新疆(jiang)。
值(zhi)得(de)注意(yi)的(de)是,各省(sheng)輸配電(dian)價(jia)(jia)(jia)(jia)制定標準差異很大(da):有些省(sheng)份同一(yi)電(dian)壓(ya)等(deng)級單一(yi)制電(dian)價(jia)(jia)(jia)(jia)要比兩部(bu)制電(dian)價(jia)(jia)(jia)(jia)低,如河北、河南、山東、福建,這意(yi)味著若大(da)工業客戶可選擇采用單一(yi)制電(dian)價(jia)(jia)(jia)(jia)更有利;有些省(sheng)份兩個電(dian)壓(ya)等(deng)級的(de)電(dian)價(jia)(jia)(jia)(jia)相同,如上海和廣東,若按(an)電(dian)壓(ya)價(jia)(jia)(jia)(jia)差核算,根本無投資回報率(lv)。
2.大工業用戶各電壓等級價差及投資前景分析
由(you)于不同(tong)電(dian)(dian)(dian)壓等(deng)級(ji)(ji)(ji)用戶,根據所(suo)在區(qu)域不同(tong),可能(neng)接入(ru)不同(tong)電(dian)(dian)(dian)壓等(deng)級(ji)(ji)(ji)的(de)配(pei)電(dian)(dian)(dian)網(wang),也將產生多個(ge)輸配(pei)電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)差(cha)。例(li)(li)如10kV電(dian)(dian)(dian)壓等(deng)級(ji)(ji)(ji)的(de)用戶,在不同(tong)區(qu)域,有可能(neng)接入(ru)35kV電(dian)(dian)(dian)壓等(deng)級(ji)(ji)(ji)的(de)配(pei)電(dian)(dian)(dian)網(wang),也有可能(neng)接入(ru)110kV電(dian)(dian)(dian)壓等(deng)級(ji)(ji)(ji)的(de)配(pei)電(dian)(dian)(dian)網(wang),價(jia)(jia)(jia)(jia)差(cha)也將有多種可能(neng)。這里為了舉例(li)(li)說(shuo)明,如何(he)判斷不同(tong)省份配(pei)電(dian)(dian)(dian)網(wang)的(de)投資(zi)價(jia)(jia)(jia)(jia)值,只(zhi)是簡單將相(xiang)鄰電(dian)(dian)(dian)壓等(deng)級(ji)(ji)(ji)價(jia)(jia)(jia)(jia)差(cha)做了簡要(yao)分(fen)析,即相(xiang)鄰電(dian)(dian)(dian)壓等(deng)級(ji)(ji)(ji)的(de)價(jia)(jia)(jia)(jia)差(cha)=本電(dian)(dian)(dian)壓等(deng)級(ji)(ji)(ji)電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)-上(shang)一電(dian)(dian)(dian)壓等(deng)級(ji)(ji)(ji)電(dian)(dian)(dian)價(jia)(jia)(jia)(jia),為投資(zi)者提供決策參考(kao)。在實際操作中,要(yao)具體(ti)(ti)情況具體(ti)(ti)分(fen)析。
關于增量(liang)配(pei)電(dian)網的(de)(de)投(tou)(tou)(tou)資(zi)價(jia)值,主要考慮的(de)(de)內容:一是(shi)規劃設(she)計和(he)成本(ben);二是(shi)安(an)全(quan)質量(liang)和(he)風(feng)險;三是(shi)投(tou)(tou)(tou)資(zi)回收(shou)。投(tou)(tou)(tou)資(zi)回收(shou)主要包括三個方面:一是(shi)過(guo)網電(dian)量(liang);二是(shi)核定的(de)(de)輸(shu)配(pei)電(dian)價(jia);三是(shi)中(zhong)長期的(de)(de)回報(bao)率。就未來3~5年而言(yan),主要看(kan)電(dian)量(liang)和(he)電(dian)價(jia)。因(yin)此(ci),電(dian)價(jia)是(shi)關系到(dao)增量(liang)配(pei)電(dian)網投(tou)(tou)(tou)資(zi)價(jia)值的(de)(de)核心因(yin)素。
各電(dian)(dian)壓(ya)(ya)(ya)等(deng)(deng)級(ji)增量(liang)配電(dian)(dian)價(jia)(jia)差越大(da),越有(you)利于投(tou)資,盈利性(xing)越好。這里我(wo)們重點(dian)分析(xi)一下大(da)工業用戶(hu)每個電(dian)(dian)壓(ya)(ya)(ya)等(deng)(deng)級(ji)價(jia)(jia)差,這里統計(ji)1~10kV、35kV、110kV分別與(yu)其上一等(deng)(deng)級(ji)電(dian)(dian)壓(ya)(ya)(ya)的(de)價(jia)(jia)差,以及不同(tong)電(dian)(dian)價(jia)(jia)等(deng)(deng)級(ji)的(de)平(ping)均(jun)(jun)價(jia)(jia)差(原則上應按(an)照(zhao)各電(dian)(dian)壓(ya)(ya)(ya)等(deng)(deng)級(ji)在該省用電(dian)(dian)量(liang)比例作(zuo)為(wei)權重系數,但由于數據難以獲(huo)取,在此(ci)只將三個電(dian)(dian)壓(ya)(ya)(ya)等(deng)(deng)級(ji)價(jia)(jia)差的(de)平(ping)均(jun)(jun)數作(zuo)為(wei)平(ping)均(jun)(jun)價(jia)(jia)差,進(jin)行簡單(dan)對比),具體(ti)如表(biao)1。

從投資的角度(du)分(fen)析,上述平均價差等(deng)級可(ke)以分(fen)為三個(ge)區(qu)間(jian),意(yi)味(wei)著投資價值(zhi)也處(chu)于三個(ge)區(qu)間(jian):
(1)高(gao)投(tou)資價值(zhi)區間,平均價差在0.03元(yuan)/千(qian)瓦(wa)時,包括(kuo)廣西、云南(nan)、貴州(zhou)、青(qing)海(hai)、四川、上海(hai)6省(sheng)市;
(2)中間投資價值(zhi)區間,平均(jun)價差在0.02元/千瓦時,包(bao)括湖南(nan)、蒙東、寧(ning)夏、海南(nan)、福建和山西(xi)6省(市、區);
(3)較低(di)投資價值區間(jian),平(ping)均(jun)價差在0.02元(yuan)/千(qian)瓦時以下,包括浙江、湖北(bei)、重慶、甘肅(su)、廣東、北(bei)京、吉林等(deng)省(市、區)。
按照不同(tong)電價等級價差來(lai)看,處于(yu)高投資價值區(qu)間的(de)省份如下:
1~10kV電壓(ya)等級(ji)價差(cha)(cha)最(zui)大的當屬(shu)廣西,價差(cha)(cha)高達(da)0.1459元/千(qian)瓦(wa)時(shi)(shi),遠超其他省(sheng)份各電壓(ya)等級(ji)價差(cha)(cha)。價差(cha)(cha)在0.03元/千(qian)瓦(wa)時(shi)(shi)以(yi)上的省(sheng)份,還包括海南(nan)、上海、貴州、寧夏、山西、浙江。
35kV電壓等級價(jia)差(cha)最(zui)大的為云南,價(jia)差(cha)在(zai)0.0762元(yuan)/千(qian)瓦時。價(jia)差(cha)在(zai)0.03元(yuan)/千(qian)瓦時以(yi)上(shang)的省份,還包括(kuo)蒙東、上(shang)海、貴州(zhou)、四川、甘肅。
110kV電壓(ya)等(deng)(deng)級價(jia)差(cha)最大的為青海,價(jia)差(cha)為0.0823元(yuan)/千瓦時(shi),超過0.03元(yuan)/千瓦時(shi)的僅(jin)此一個省份。該電壓(ya)等(deng)(deng)級的價(jia)差(cha)比其他低(di)電壓(ya)等(deng)(deng)級價(jia)差(cha)相(xiang)對(dui)較(jiao)小。投資價(jia)值相(xiang)對(dui)較(jiao)高的還(huan)包括廣東(dong)、湖南(nan)、寧(ning)夏、福建(jian)。
值得注(zhu)意(yi)的(de)是,上海110kV和廣東35kV電(dian)(dian)壓(ya)等(deng)(deng)級的(de)配(pei)電(dian)(dian)價(jia)差(cha)均為(wei)零(ling)。如果按照(zhao)國(guo)家層面(mian)的(de)指導意(yi)見,即省級電(dian)(dian)網(wang)的(de)上一電(dian)(dian)壓(ya)等(deng)(deng)級與同電(dian)(dian)壓(ya)等(deng)(deng)級輸配(pei)電(dian)(dian)價(jia)差(cha)作為(wei)依(yi)據,若企業僅靠賺(zhuan)取價(jia)差(cha)獲取收益,則增量配(pei)電(dian)(dian)網(wang)投資(zi)根本不具備盈利性。
當然決定增量配(pei)電(dian)(dian)網投資的因素(su)很(hen)多,不僅(jin)要考(kao)慮電(dian)(dian)價,還要考(kao)慮許(xu)多其他(ta)因素(su),包括(kuo)線損(sun)率、容(rong)量費、需(xu)量費等其他(ta)因素(su)。基本電(dian)(dian)價分按最大(da)需(xu)量計費和按變壓器容(rong)量計費兩種方(fang)式。從基本電(dian)(dian)價的情(qing)況(kuang)來看(kan),北京最高(gao),天津最低(di),具體見圖(tu)6。從線損(sun)率來看(kan),河南(nan)、湖(hu)南(nan)、蒙(meng)東的線損(sun)率最高(gao),均超(chao)過了(le)8%,而用電(dian)(dian)量大(da)省江浙一(yi)帶、甘寧地(di)區線損(sun)率較(jiao)低(di)。線損(sun)率越低(di),也就(jiu)意味著增量配(pei)電(dian)(dian)網投資的盈利空(kong)間越大(da)。

目前來看,如果僅僅依靠收取(qu)配電網費用,配電網投資存在一定風險,需增加更多的增值服務,以及好的商業(ye)模式,才可能具備盈利空間。
三、主要商業模式及市場潛力分析
1.商業模式分析
當前增(zeng)量(liang)配(pei)(pei)電(dian)(dian)(dian)(dian)網主要(yao)有(you)五類參與者,主要(yao)的(de)(de)商業模式(shi)主要(yao)為基(ji)礎服(fu)務(wu)、售電(dian)(dian)(dian)(dian)業務(wu)以及增(zeng)值(zhi)服(fu)務(wu)。然而,目前我國增(zeng)量(liang)配(pei)(pei)電(dian)(dian)(dian)(dian)運(yun)(yun)營模式(shi)還比較單一,從已(yi)運(yun)(yun)行的(de)(de)存量(liang)配(pei)(pei)電(dian)(dian)(dian)(dian)項目看,運(yun)(yun)營模式(shi)較傳統,鮮有(you)開展(zhan)增(zeng)值(zhi)服(fu)務(wu)的(de)(de)案(an)例,而且還未(wei)達到(dao)如文件描述的(de)(de)通過收取配(pei)(pei)電(dian)(dian)(dian)(dian)服(fu)務(wu)費獲得營收。
①增量配電的主要參與者
在分(fen)析(xi)增量配電業(ye)務的商業(ye)模式之(zhi)前(qian),首先應該(gai)捋清(qing)增量配電業(ye)務的主(zhu)要(yao)(yao)參(can)與(yu)者,在該(gai)市(shi)場中(zhong)承擔何種角色,將(jiang)決定(ding)其主(zhu)要(yao)(yao)盈利點及適合其自(zi)身發(fa)展的商業(ye)模式。目前(qian)市(shi)場上主(zhu)要(yao)(yao)有五大(da)參(can)與(yu)者,具體如下:
第一(yi)類參與者多以(yi)能源電力央企為(wei)主,一(yi)方面拓展發電以(yi)外的(de)業務,借(jie)電力改革紅(hong)利進入電網(wang)領域,另一(yi)方面擁有(you)電網(wang)業務的(de)企業尋找機會(hui)發展壯大(da)自己。
第二(er)類(lei)(lei)參與(yu)者是(shi)已有相(xiang)當規模(mo)存量資產在運(yun)營(ying)服務(wu)的企業(ye),借改革機遇獲得電(dian)力業(ye)務(wu)許可(ke)證(供電(dian)類(lei)(lei)),將供電(dian)服務(wu)合法(fa)合理化。
第三(san)類參(can)與者主要(yao)是(shi)電網(wang)設計、工程施工總包(bao)和設備供(gong)應商等(deng),參(can)與增量配電網(wang)主要(yao)是(shi)為了產業鏈其它環節創造業務增值(zhi)點。
第四類參(can)與(yu)者主要是之前(qian)就從事非電能源(yuan)服(fu)務的(de)(de),如供(gong)水、供(gong)熱、供(gong)氣(qi),以“綜合能源(yuan)服(fu)務”的(de)(de)概念進(jin)入(ru)電力(li)服(fu)務。
第五(wu)類參與者是各路資本(ben)(ben)和基金,借(jie)助資本(ben)(ben)之力進(jin)入綜合能(neng)源(yuan)服務(wu)和能(neng)源(yuan)互聯(lian)網領域。
上述(shu)參與者基本都已成功進入增量(liang)配(pei)電網(wang)市場,他們的利益(yi)尋求點不止靠輸配(pei)電價來回收(shou)投資,而(er)是試(shi)圖在產業鏈其(qi)他環節帶來價值,實現長短結(jie)合獲取收(shou)益(yi)。
②增量配電的商業模式
增(zeng)量配電網(wang)的收(shou)益(yi),具體可從收(shou)取配電網(wang)“過網(wang)費”、配電網(wang)容量費、購售(shou)電、增(zeng)值服(fu)務(wu)(wu)(如能(neng)效管理(li)服(fu)務(wu)(wu)、綜合能(neng)源(yuan)服(fu)務(wu)(wu)、合同(tong)能(neng)源(yuan)管理(li)、配售(shou)電工(gong)程總包(bao)服(fu)務(wu)(wu)、減容工(gong)程服(fu)務(wu)(wu)、外線建設服(fu)務(wu)(wu)、運維服(fu)務(wu)(wu)等(deng)(deng))收(shou)益(yi)等(deng)(deng)幾個(ge)方面來獲得。
然而(er),目(mu)前我(wo)國增量配(pei)電(dian)運營模式(shi)還(huan)比較單一,鮮有(you)開展增值服(fu)務的案例。當然,主要原因在于大(da)部(bu)分(fen)省份配(pei)電(dian)價(jia)格還(huan)未及時(shi)核定,市場化購電(dian)途徑還(huan)不夠充分(fen)。
隨著各(ge)省配(pei)電(dian)價格機制、電(dian)力現貨市場交易等(deng)政策的不斷完(wan)善(shan),增(zeng)量配(pei)電(dian)運(yun)營的商(shang)業模(mo)式也將逐(zhu)步形成(cheng)。增(zeng)量配(pei)電(dian)網運(yun)營商(shang)業模(mo)式主要有(you)以(yi)下幾種:
一是基礎服(fu)務,收取配(pei)(pei)電(dian)網(wang)“過網(wang)費(fei)”、容量(liang)費(fei)等(deng)。服(fu)務內容包括但不限于:投建、運(yun)(yun)營(ying)、調度(du)、維(wei)護、建設與改造(zao)配(pei)(pei)電(dian)網(wang)絡;用(yong)戶用(yong)電(dian)的無歧視報裝、接(jie)入(ru)和增容;提供(gong)用(yong)戶計量(liang)、抄(chao)表、收費(fei)、開(kai)具發票和催繳欠款等(deng)服(fu)務;公開(kai)配(pei)(pei)網(wang)運(yun)(yun)行信息、承擔(dan)電(dian)力統(tong)計工(gong)作;保護電(dian)力設施、防竊電(dian);代(dai)收、代(dai)付(fu)政府(fu)性基金、交叉補貼、新能源補貼、保底(di)供(gong)電(dian)服(fu)務等(deng)。
二是售(shou)電(dian)(dian)(dian)(dian)(dian)業務。據(ju)統計結果顯示:在第一批最早確(que)認業主(zhu)(zhu)的(de)(de)(de)61家增量配電(dian)(dian)(dian)(dian)(dian)網業務改(gai)革試點項目中(zhong)(zhong),有20家業主(zhu)(zhu)自身(shen)或資(zi)本參(can)與方具(ju)備(bei)售(shou)電(dian)(dian)(dian)(dian)(dian)公司(si)(si)資(zi)質,占到已確(que)認業主(zhu)(zhu)項目總數的(de)(de)(de)32.79%。在售(shou)電(dian)(dian)(dian)(dian)(dian)業務中(zhong)(zhong),售(shou)電(dian)(dian)(dian)(dian)(dian)公司(si)(si)可(ke)以與電(dian)(dian)(dian)(dian)(dian)力(li)用(yong)戶(hu)協(xie)商(shang)確(que)定電(dian)(dian)(dian)(dian)(dian)力(li)的(de)(de)(de)市場(chang)交(jiao)易價格(ge),并(bing)可(ke)以不受配電(dian)(dian)(dian)(dian)(dian)區域限制進行購電(dian)(dian)(dian)(dian)(dian)。對于擁有配電(dian)(dian)(dian)(dian)(dian)網運營權(quan)的(de)(de)(de)售(shou)電(dian)(dian)(dian)(dian)(dian)公司(si)(si),具(ju)備(bei)條件的(de)(de)(de)要將(jiang)配電(dian)(dian)(dian)(dian)(dian)業務和(he)競爭性售(shou)電(dian)(dian)(dian)(dian)(dian)業務分開核算。
三是(shi)增(zeng)值服(fu)務。服(fu)務內(nei)容包(bao)括(kuo)但不限于為用(yong)(yong)(yong)戶提(ti)供(gong)(gong)(gong)用(yong)(yong)(yong)電規劃、智能用(yong)(yong)(yong)電、節(jie)能增(zeng)效、合同能源(yuan)(yuan)管理服(fu)務、用(yong)(yong)(yong)電設備運維;用(yong)(yong)(yong)戶多種能源(yuan)(yuan)優化組合方案,提(ti)供(gong)(gong)(gong)發(fa)電、供(gong)(gong)(gong)熱、供(gong)(gong)(gong)冷、供(gong)(gong)(gong)氣、供(gong)(gong)(gong)水等智能化綜(zong)合能源(yuan)(yuan)服(fu)務;提(ti)供(gong)(gong)(gong)減容工(gong)程(cheng)(cheng)服(fu)務、外線(xian)建(jian)設服(fu)務等工(gong)程(cheng)(cheng)服(fu)務。
增量配網(wang)的(de)(de)放開可(ke)以激活更(geng)多新的(de)(de)商(shang)業模式,例如電力設備廠(chang)商(shang)可(ke)以借助增量配網(wang)項目的(de)(de)投建與改造,升級為(wei)工(gong)(gong)程總承包商(shang),這樣其(qi)所獲得的(de)(de)收入(ru)將不再只是低毛利率的(de)(de)設備收入(ru),還(huan)將新增電力工(gong)(gong)程總包收入(ru)。電力設備廠(chang)商(shang)還(huan)可(ke)利用(yong)自身生(sheng)產經(jing)驗開拓后端運維+數據增值服(fu)務,該市場有望快速(su)規范化(hua)并產生(sheng)更(geng)多盈利點。配網(wang)運營商(shang)可(ke)對(dui)客(ke)戶收取配電及用(yong)電費用(yong),實現配售一體(ti)化(hua)運營等。
2.市場潛力分析
資(zi)料顯示,目前,中國配網投資(zi)占電網投資(zi)的比重僅為(wei)53.55%,而發達國家(jia)這一比例穩定在60%以上。根據(ju)國家(jia)能(neng)源局此前發布的《配電網建設(she)改造(zao)行動計(ji)(ji)劃(hua)(2015-2020年)》,2015年至2020年,全國配電網建設(she)改造(zao)投資(zi)不低于(yu)2萬億(yi)(yi)元,“十(shi)三(san)五”期間(jian)累計(ji)(ji)投資(zi)不低于(yu)1.7萬億(yi)(yi)元。
據統計,我國(guo)現有(you)(you)347家(jia)(jia)國(guo)家(jia)(jia)級工(gong)業園(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu),1167家(jia)(jia)省(sheng)級工(gong)業園(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu),假設國(guo)家(jia)(jia)級工(gong)業園(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu)年平(ping)均用電(dian)(dian)量(liang)(liang)為20億(yi)(yi)千(qian)瓦時,省(sheng)級工(gong)業園(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu)用電(dian)(dian)量(liang)(liang)為5億(yi)(yi)千(qian)瓦時,則全國(guo)工(gong)業園(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu)年用電(dian)(dian)量(liang)(liang)為12775億(yi)(yi)千(qian)瓦時。大工(gong)業用戶接入(ru)的(de)配電(dian)(dian)網(wang)(wang)平(ping)均輸(shu)配電(dian)(dian)價約(yue)0.1412元/千(qian)瓦時,則擁有(you)(you)配電(dian)(dian)網(wang)(wang)運營權的(de)電(dian)(dian)網(wang)(wang)企(qi)業和售電(dian)(dian)公司年輸(shu)配電(dian)(dian)價收入(ru)達1803億(yi)(yi)元。因此(ci),未來增(zeng)(zeng)量(liang)(liang)配電(dian)(dian)網(wang)(wang)還(huan)有(you)(you)很大的(de)市場增(zeng)(zeng)長空(kong)間。
四、存在的問題
截至(zhi)目前,增量配電(dian)業務改革試點(dian)基本實現(xian)地級市以上(shang)全覆蓋(gai),有效激發了社會資(zi)本投資(zi)增量配電(dian)項(xiang)目的積極性,但是不(bu)少地區仍存在(zai)落地情況較差(cha)、試點(dian)工(gong)作推進不(bu)力等問(wen)題。矛盾(dun)主要集(ji)中在(zai)供電(dian)區域劃分、存量資(zi)產處置、配網工(gong)程接入、電(dian)網公(gong)司控股、配電(dian)價格核定、電(dian)力交易市場(chang)運(yun)行等方面,具體分析如下:
1.各方利益訴求難以達成一致
增量(liang)配電(dian)(dian)項目(mu)具有前(qian)期(qi)投(tou)入大、建設周期(qi)長、投(tou)資(zi)回收期(qi)慢等特(te)點(dian)(dian)(dian),目(mu)前(qian)試(shi)點(dian)(dian)(dian)項目(mu)大多處(chu)于起(qi)步階段(duan),配電(dian)(dian)網資(zi)產(chan)(chan)和用(yong)戶(hu)尚(shang)未形成規模(mo)效應。在改革實施過(guo)程中,有些(xie)地方政(zheng)(zheng)府投(tou)資(zi)平臺與電(dian)(dian)網企(qi)業(ye)(ye)都想(xiang)控(kong)股,有些(xie)地方政(zheng)(zheng)府給投(tou)資(zi)方提出(chu)帶(dai)產(chan)(chan)業(ye)(ye)、降電(dian)(dian)價等過(guo)高要求(qiu)(qiu),有些(xie)項目(mu)在現(xian)階段(duan)的低收益(甚至(zhi)持續虧損)預期(qi)無(wu)法(fa)吸引(yin)投(tou)資(zi)方,導致(zhi)合理的配電(dian)(dian)價格機制(zhi)無(wu)法(fa)落實,試(shi)點(dian)(dian)(dian)項目(mu)的配電(dian)(dian)網投(tou)資(zi)難以通過(guo)電(dian)(dian)價疏導,項目(mu)經營困難。電(dian)(dian)網企(qi)業(ye)(ye)與增量(liang)配電(dian)(dian)網業(ye)(ye)主也存(cun)在利益博弈關(guan)系。目(mu)前(qian)已建成的增量(liang)配電(dian)(dian)網試(shi)點(dian)(dian)(dian)工(gong)程大部分由電(dian)(dian)網企(qi)業(ye)(ye)控(kong)股或參(can)股,前(qian)320個增量(liang)配電(dian)(dian)網試(shi)點(dian)(dian)(dian)中,電(dian)(dian)網企(qi)業(ye)(ye)未參(can)與的項目(mu)少有取得實質進展的。在政(zheng)(zheng)府、電(dian)(dian)網和用(yong)戶(hu)配電(dian)(dian)資(zi)產(chan)(chan)互相(xiang)交織的情(qing)況(kuang)下(xia),由于各方利益訴求(qiu)(qiu)的不同(tong),各方資(zi)產(chan)(chan)如何參(can)與遲(chi)遲(chi)難以達(da)成一致(zhi)意(yi)見,導致(zhi)項目(mu)難以落地。
2.配電價格機制不完善,輸配電價結構不合理
目前,增量(liang)配(pei)(pei)(pei)電網沒有預期的盈利空間。首先,輸配(pei)(pei)(pei)電價(jia)定(ding)(ding)(ding)(ding)價(jia)缺(que)乏細則(ze),不能(neng)適(shi)應增量(liang)配(pei)(pei)(pei)電改革需要(yao)。諸如(ru)(ru)(ru)增量(liang)配(pei)(pei)(pei)電網如(ru)(ru)(ru)何確定(ding)(ding)(ding)(ding)定(ding)(ding)(ding)(ding)價(jia)機制、如(ru)(ru)(ru)何進行價(jia)格測(ce)算(suan)(suan)、是否需要(yao)繳(jiao)納基本(ben)電費(fei)或(huo)者應該如(ru)(ru)(ru)何繳(jiao)納、綜(zong)合線(xian)損率如(ru)(ru)(ru)何體現在增量(liang)配(pei)(pei)(pei)網中(zhong)、高可靠性費(fei)用如(ru)(ru)(ru)何收取等問(wen)題大部分都未明確,結(jie)算(suan)(suan)模式和結(jie)算(suan)(suan)路徑(jing)沒有理順(shun)。輸配(pei)(pei)(pei)電價(jia)核定(ding)(ding)(ding)(ding)、成本(ben)監審和具體配(pei)(pei)(pei)套措施中(zhong)尚(shang)存在一定(ding)(ding)(ding)(ding)的問(wen)題和不足。
其(qi)次,輸(shu)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)結(jie)構不(bu)合理(li),導(dao)(dao)致(zhi)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)格(ge)(ge)基本(ben)沒有(you)盈(ying)利空間(jian)(jian)。文件明確提出:“配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)格(ge)(ge)核定(ding)前(qian),暫按售電(dian)(dian)(dian)(dian)(dian)(dian)(dian)公司或電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力用(yong)戶接入(ru)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)(ya)等(deng)級(ji)(ji)(ji)對應(ying)的(de)省級(ji)(ji)(ji)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)共用(yong)網(wang)(wang)絡輸(shu)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)扣減該配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)接入(ru)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)(ya)等(deng)級(ji)(ji)(ji)對應(ying)的(de)省級(ji)(ji)(ji)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)共用(yong)網(wang)(wang)絡輸(shu)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)執(zhi)行(xing)。”而本(ben)輪電(dian)(dian)(dian)(dian)(dian)(dian)(dian)改核定(ding)的(de)輸(shu)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia),多數省市仍然(ran)存(cun)在輸(shu)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)結(jie)構不(bu)合理(li)的(de)問題:220千伏以下(xia)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)(ya)等(deng)級(ji)(ji)(ji)間(jian)(jian)價(jia)(jia)(jia)(jia)差(cha)(cha)過(guo)小(xiao),在地方政府尚未出臺增(zeng)量配(pei)(pei)(pei)網(wang)(wang)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)格(ge)(ge)定(ding)價(jia)(jia)(jia)(jia)辦法,配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)格(ge)(ge)無法核定(ding)的(de)情況(kuang)下(xia),導(dao)(dao)致(zhi)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)格(ge)(ge)基本(ben)沒有(you)盈(ying)利空間(jian)(jian),甚至部(bu)分(fen)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)內沒有(you)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)(ya)等(deng)級(ji)(ji)(ji)差(cha)(cha)而無法收(shou)取(qu)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)費,如上海110kV和220kV的(de)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)相同(tong)。雖然(ran)指導(dao)(dao)意見對配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)價(jia)(jia)(jia)(jia)格(ge)(ge)調(diao)整有(you)特(te)殊規定(ding):“不(bu)同(tong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)(ya)等(deng)級(ji)(ji)(ji)輸(shu)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)與(yu)實(shi)(shi)際(ji)成本(ben)差(cha)(cha)異(yi)過(guo)大的(de),省級(ji)(ji)(ji)價(jia)(jia)(jia)(jia)格(ge)(ge)主管部(bu)門可根據(ju)實(shi)(shi)際(ji)情況(kuang),向國(guo)務院價(jia)(jia)(jia)(jia)格(ge)(ge)主管部(bu)門申請調(diao)整省級(ji)(ji)(ji)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)輸(shu)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)結(jie)構”,但實(shi)(shi)際(ji)操作起來(lai)比較困難,且(qie)耗時很長。
3.試點項目上報審批不規范
許多地方(fang)(fang)的增量配(pei)電項(xiang)(xiang)(xiang)目存在(zai)倉(cang)促上馬(ma)或停(ting)滯(zhi)不(bu)前問題,不(bu)利于整體(ti)改(gai)革的推(tui)(tui)進(jin)(jin)。一方(fang)(fang)面(mian),一些地方(fang)(fang)對改(gai)革政策(ce)理解不(bu)到位(wei),把改(gai)革試點(dian)(dian)項(xiang)(xiang)(xiang)目當做一般性(xing)投資(zi)(zi)項(xiang)(xiang)(xiang)目盲(mang)目上報,項(xiang)(xiang)(xiang)目論(lun)證不(bu)充(chong)分,造(zao)(zao)成項(xiang)(xiang)(xiang)目在(zai)實施過(guo)程中出(chu)現(xian)流標、意(yi)向投資(zi)(zi)方(fang)(fang)退出(chu)、推(tui)(tui)進(jin)(jin)困難(nan)等(deng)情況;另(ling)一方(fang)(fang)面(mian),在(zai)一些地方(fang)(fang)主(zhu)(zhu)管部門項(xiang)(xiang)(xiang)目批(pi)復文件中,對項(xiang)(xiang)(xiang)目名稱進(jin)(jin)行(xing)批(pi)復,沒有對規劃方(fang)(fang)案、配(pei)電區域劃分等(deng)內(nei)容進(jin)(jin)行(xing)明確(que),導致試點(dian)(dian)項(xiang)(xiang)(xiang)目落地困難(nan)、試點(dian)(dian)范圍隨意(yi)更改(gai)、配(pei)電網(wang)重(zhong)復規劃以及重(zhong)復建設等(deng)不(bu)合理現(xian)象。這種局面(mian)容易造(zao)(zao)成當事各方(fang)(fang)采(cai)取策(ce)略性(xing)行(xing)為,像地方(fang)(fang)政府(fu)直接(jie)干預(yu)式(shi)推(tui)(tui)進(jin)(jin)、電網(wang)企業(ye)過(guo)度保守式(shi)阻礙,以及投資(zi)(zi)主(zhu)(zhu)體(ti)的不(bu)合理進(jin)(jin)入動機(ji),如采(cai)取“為被收購而進(jin)(jin)入”策(ce)略等(deng)。
4.政策法規及標準尚不完善,監管不到位
目(mu)(mu)前,相關政(zheng)策(ce)(ce)法規、標準在(zai)一定(ding)(ding)程度(du)上存在(zai)不(bu)(bu)完(wan)善、不(bu)(bu)細致情(qing)況,突出(chu)(chu)體現是存量(liang)配電(dian)(dian)(dian)資產處(chu)置程序不(bu)(bu)明(ming)確(que),項(xiang)(xiang)目(mu)(mu)核準、接入方案、供電(dian)(dian)(dian)業(ye)務許(xu)可(ke)證辦理周(zhou)期長,制(zhi)(zhi)約了(le)項(xiang)(xiang)目(mu)(mu)推進的(de)(de)(de)進度(du)。雖(sui)然近兩年(nian)國家(jia)密集出(chu)(chu)臺政(zheng)策(ce)(ce),但是實(shi)操(cao)方面(mian)的(de)(de)(de)政(zheng)策(ce)(ce)尚未落地(di),如輸配電(dian)(dian)(dian)價政(zheng)策(ce)(ce)。某(mou)地(di)方能(neng)源局官員時(shi)在(zai)接受采訪時(shi)認為:“增量(liang)配電(dian)(dian)(dian)試點艱難推進,反(fan)映出(chu)(chu)電(dian)(dian)(dian)網(wang)企(qi)業(ye)對政(zheng)府有(you)(you)權(quan)(quan)(quan)調整或確(que)定(ding)(ding)供電(dian)(dian)(dian)范圍(wei)劃分的(de)(de)(de)權(quan)(quan)(quan)力不(bu)(bu)認同,這背后(hou)的(de)(de)(de)體制(zhi)(zhi)原因(yin)是政(zheng)府對電(dian)(dian)(dian)網(wang)管(guan)理缺(que)乏法規。由(you)于所有(you)(you)權(quan)(quan)(quan)和經(jing)營(ying)權(quan)(quan)(quan)沒(mei)(mei)有(you)(you)實(shi)現清晰界(jie)定(ding)(ding),沒(mei)(mei)有(you)(you)建(jian)立起完(wan)備的(de)(de)(de)電(dian)(dian)(dian)網(wang)特許(xu)經(jing)營(ying)制(zhi)(zhi)度(du),尤其是沒(mei)(mei)有(you)(you)明(ming)確(que)特許(xu)經(jing)營(ying)內涵里重要(yao)的(de)(de)(de)退出(chu)(chu)機制(zhi)(zhi),不(bu)(bu)僅有(you)(you)效的(de)(de)(de)監(jian)管(guan)無(wu)從(cong)談起,甚(shen)至(zhi)電(dian)(dian)(dian)網(wang)資產的(de)(de)(de)所有(you)(you)者也失去(qu)了(le)控(kong)制(zhi)(zhi)權(quan)(quan)(quan),經(jing)營(ying)者成為了(le)事實(shi)上的(de)(de)(de)資產所有(you)(you)者。”與此同時(shi),項(xiang)(xiang)目(mu)(mu)實(shi)施過(guo)程中,大量(liang)項(xiang)(xiang)目(mu)(mu)的(de)(de)(de)配電(dian)(dian)(dian)網(wang)處(chu)于犬牙交錯,互相交織的(de)(de)(de)多方產權(quan)(quan)(quan)狀態。這也從(cong)側(ce)面(mian)反(fan)映了(le)我國配電(dian)(dian)(dian)網(wang)缺(que)乏統一管(guan)理機制(zhi)(zhi)。
5.項目本身的先天不足
增(zeng)量配(pei)電(dian)網(wang)(wang)(wang)試(shi)(shi)點(dian)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)具有(you)初期投(tou)資(zi)大、融資(zi)難、投(tou)資(zi)回報(bao)低、周期長(chang)的(de)(de)特點(dian),項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)盈利性差。部(bu)分試(shi)(shi)點(dian)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)質量不(bu)(bu)(bu)(bu)佳,招(zhao)(zhao)商引(yin)資(zi)未(wei)達(da)預(yu)(yu)期,無法回收投(tou)資(zi)。在前(qian)三批320個已批復的(de)(de)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)中,有(you)很多試(shi)(shi)點(dian)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu),特別(bie)是(shi)(shi)(shi)第二批和(he)第三批項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)中,從占地面(mian)積、用(yong)電(dian)負荷上難以(yi)看到開展增(zeng)量配(pei)電(dian)業務改革試(shi)(shi)點(dian)的(de)(de)優勢(shi)。同(tong)時,對園區(qu)未(wei)來負荷增(zeng)長(chang)估計不(bu)(bu)(bu)(bu)足,特別(bie)是(shi)(shi)(shi)新園區(qu),招(zhao)(zhao)商引(yin)資(zi)不(bu)(bu)(bu)(bu)到位,園區(qu)入駐企(qi)業少或(huo)者慢,用(yong)電(dian)需求難以(yi)達(da)到預(yu)(yu)期,不(bu)(bu)(bu)(bu)但影響(xiang)本(ben)(ben)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)后續運(yun)營,也(ye)嚴重動(dong)搖了市場主(zhu)體投(tou)資(zi)配(pei)網(wang)(wang)(wang)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)的(de)(de)信心。其次,增(zeng)量配(pei)網(wang)(wang)(wang)投(tou)資(zi)主(zhu)體遴(lin)選不(bu)(bu)(bu)(bu)當、企(qi)業股(gu)權結構過于分散(san),引(yin)起公司治理等問題(ti)與困難。引(yin)入并激發(fa)(fa)社(she)會(hui)資(zi)本(ben)(ben)力(li)量是(shi)(shi)(shi)本(ben)(ben)次增(zeng)量配(pei)網(wang)(wang)(wang)改革目(mu)(mu)(mu)(mu)的(de)(de)之一(yi)(yi),但部(bu)分省市在具體項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)業主(zhu)遴(lin)選時,存在兩方面(mian)問題(ti):一(yi)(yi)是(shi)(shi)(shi)投(tou)資(zi)主(zhu)體選擇(ze)不(bu)(bu)(bu)(bu)當,致使(shi)后續建設(she)運(yun)營難以(yi)推進;二是(shi)(shi)(shi)引(yin)入的(de)(de)社(she)會(hui)資(zi)本(ben)(ben)方過多,導(dao)致公司決策緩慢、股(gu)東意見難以(yi)統一(yi)(yi)、缺乏(fa)絕(jue)對控股(gu)方、項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)進展難以(yi)符合(he)地方經(jing)濟發(fa)(fa)展的(de)(de)要求等問題(ti)。
五、發展建議
增(zeng)量配電試點項目加速(su)落地還需更多的體(ti)制機制、政策(ce)保障,以及投資企業(ye)尋找解決(jue)方案,具體(ti)如下:
1.堅持地方政府主導,與電網協商共贏
充分(fen)發揮地方(fang)政(zheng)府的(de)積(ji)極性,與(yu)電(dian)網(wang)(wang)(wang)公司合作共贏,調動各方(fang)積(ji)極性。兼顧電(dian)網(wang)(wang)(wang)企業(ye)發展空間,避免(mian)對電(dian)網(wang)(wang)(wang)企業(ye)生(sheng)產經(jing)營造成過度沖(chong)擊。在(zai)具(ju)體實施層面,建議政(zheng)府與(yu)電(dian)網(wang)(wang)(wang)企業(ye),切實有效地拿出部分(fen)優(you)質項(xiang)目,比如要(yao)求(qiu)電(dian)網(wang)(wang)(wang)企業(ye)列出年(nian)度配網(wang)(wang)(wang)投(tou)資(zi)(zi)計劃,由政(zheng)府或電(dian)力監管部門組織進行項(xiang)目篩選,并由社(she)會(hui)資(zi)(zi)本進行投(tou)資(zi)(zi),電(dian)網(wang)(wang)(wang)企業(ye)不參股或小比例(li)參股。社(she)會(hui)資(zi)(zi)本將此部分(fen)優(you)質項(xiang)目打造成配網(wang)(wang)(wang)示范性項(xiang)目,探索配網(wang)(wang)(wang)投(tou)資(zi)(zi)、建設、運(yun)營典型(xing)方(fang)式,供(gong)其他試點(dian)項(xiang)目借(jie)鑒(jian)參考。
2.完善配電價格機制,調整輸配電價結構
盡快出臺配(pei)(pei)電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)格(ge)(ge)(ge)(ge)定價(jia)(jia)辦法。配(pei)(pei)電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)格(ge)(ge)(ge)(ge)核定前,只能按照(zhao)省級(ji)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)輸配(pei)(pei)電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)差確定配(pei)(pei)電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)格(ge)(ge)(ge)(ge),這種(zhong)方式會導(dao)致很多問(wen)題,比如:沒有真正反(fan)映配(pei)(pei)網(wang)(wang)投(tou)資運營成(cheng)本(ben),部分(fen)配(pei)(pei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)難以收回投(tou)資,部分(fen)條(tiao)件(jian)較(jiao)好的(de)(de)存量(liang)配(pei)(pei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)獲得過多的(de)(de)收益(yi);難以激勵配(pei)(pei)電(dian)(dian)(dian)(dian)(dian)企(qi)業降(jiang)低損耗;也無法支撐配(pei)(pei)電(dian)(dian)(dian)(dian)(dian)企(qi)業制(zhi)定更合理的(de)(de)配(pei)(pei)電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)格(ge)(ge)(ge)(ge)套餐等。省級(ji)價(jia)(jia)格(ge)(ge)(ge)(ge)主管部門需(xu)要將《關于制(zhi)定地方電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)和增量(liang)配(pei)(pei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)配(pei)(pei)電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)格(ge)(ge)(ge)(ge)的(de)(de)指導(dao)意見》中的(de)(de)原則細化成(cheng)明確的(de)(de)、可(ke)操作的(de)(de)步驟,結合各省市(shi)實際(ji),出臺各省市(shi)的(de)(de)增量(liang)配(pei)(pei)網(wang)(wang)配(pei)(pei)電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)格(ge)(ge)(ge)(ge)定價(jia)(jia)辦法。
調整(zheng)省級輸配(pei)電(dian)(dian)(dian)價(jia)(jia)(jia)結(jie)構(gou)。在發達國(guo)家的(de)終端電(dian)(dian)(dian)價(jia)(jia)(jia)中,輸電(dian)(dian)(dian)費和配(pei)電(dian)(dian)(dian)費的(de)比(bi)例(li)一般在1∶3至1∶5范圍,而我(wo)國(guo)當前的(de)情(qing)況(kuang)則相(xiang)反。2019年,國(guo)家將開展(zhan)第(di)二輪省級電(dian)(dian)(dian)網(wang)輸配(pei)電(dian)(dian)(dian)價(jia)(jia)(jia)的(de)核定(ding)工作,在輸配(pei)電(dian)(dian)(dian)價(jia)(jia)(jia)結(jie)構(gou)不合(he)理的(de)地(di)方,省級價(jia)(jia)(jia)格(ge)主(zhu)管部(bu)門(men)可根據當地(di)實(shi)際情(qing)況(kuang),在避免終端用戶目錄電(dian)(dian)(dian)價(jia)(jia)(jia)倒(dao)掛的(de)前提下,優化輸配(pei)電(dian)(dian)(dian)價(jia)(jia)(jia)的(de)結(jie)構(gou),報國(guo)務院(yuan)價(jia)(jia)(jia)格(ge)主(zhu)管部(bu)門(men)審定(ding),保證(zheng)配(pei)電(dian)(dian)(dian)價(jia)(jia)(jia)格(ge)有一定(ding)的(de)盈利空間,促進增量配(pei)網(wang)健(jian)康發展(zhan)。如上海110kV和220kV電(dian)(dian)(dian)壓(ya)等級價(jia)(jia)(jia)格(ge)相(xiang)同問題的(de)調整(zheng),山(shan)東、河南(nan)、河北(bei)同電(dian)(dian)(dian)壓(ya)等級兩部(bu)制(zhi)電(dian)(dian)(dian)價(jia)(jia)(jia)高(gao)于單一制(zhi)電(dian)(dian)(dian)價(jia)(jia)(jia)的(de)調整(zheng)等。
3.控制項目審批節奏,規范項目上報和審批管理
截至目(mu)(mu)前(qian)已經(jing)出臺(tai)四批(pi)增量配網試(shi)點(dian),速度有所加快,但是落實情況并不(bu)樂(le)觀,需控制項目(mu)(mu)審批(pi)節(jie)奏。對(dui)試(shi)點(dian)項目(mu)(mu)進行(xing)全面(mian)評(ping)估,通過比(bi)選,總結推廣試(shi)點(dian)實施和配售電公司運營(ying)經(jing)驗(yan),發揮典(dian)型引領作用。對(dui)試(shi)點(dian)項目(mu)(mu)中暴露(lu)出的共性問(wen)題(ti)開展深入研究,有針對(dui)性提出解決措施,解決項目(mu)(mu)落地(di)問(wen)題(ti)。加強對(dui)項目(mu)(mu)申(shen)報(bao)文件的引導和管理,避免出現“項目(mu)(mu)先天(tian)不(bu)足”的問(wen)題(ti)。
4.細化各項政策措施,建立完善各種保障機制
增(zeng)量(liang)(liang)配(pei)電(dian)(dian)(dian)業務改革涉及內容(rong)復雜,需要建立(li)完(wan)善(shan)配(pei)電(dian)(dian)(dian)網(wang)規劃、配(pei)電(dian)(dian)(dian)區域劃分、配(pei)電(dian)(dian)(dian)價(jia)格核定(ding)、并(bing)網(wang)互聯、調度、監(jian)管等(deng)一系列政(zheng)策措施,特(te)別是完(wan)善(shan)增(zeng)量(liang)(liang)配(pei)電(dian)(dian)(dian)網(wang)價(jia)格機(ji)制,出臺(tai)適應各地區實(shi)際情況的增(zeng)量(liang)(liang)配(pei)電(dian)(dian)(dian)網(wang)配(pei)電(dian)(dian)(dian)價(jia)格定(ding)價(jia)細則,需要統一配(pei)電(dian)(dian)(dian)網(wang)規劃、建設、并(bing)網(wang)、運行、服務、可靠(kao)性等(deng)標準(zhun),才能(neng)更好(hao)地落(luo)實(shi)推(tui)進。同時,細化(hua)存量(liang)(liang)資產(chan)處置程序(xu),簡化(hua)相關(guan)審批程序(xu);建立(li)試點項目退(tui)出機(ji)制;完(wan)善(shan)爭議解(jie)決機(ji)制。
5.嚴格執行改革政策,加強事中事后監管
建立完(wan)善的(de)監(jian)管(guan)(guan)體系,加大(da)監(jian)管(guan)(guan)力(li)度,保障(zhang)試點(dian)工作有序規范(fan)開展(zhan),避免地(di)方對增(zeng)量(liang)配電(dian)試點(dian)項目電(dian)價和企業(ye)經營(ying)(ying)的(de)不合理干預。增(zeng)量(liang)配網(wang)(wang)的(de)價格規制、行為監(jian)管(guan)(guan)、質量(liang)監(jian)管(guan)(guan)等應是(shi)前(qian)(qian)置條件,改(gai)(gai)革更應著眼于使增(zeng)量(liang)配網(wang)(wang)改(gai)(gai)革收益如何傳遞到電(dian)力(li)用(yong)戶,實現以“管(guan)(guan)住中間,放(fang)開兩(liang)頭(tou)”的(de)方式(shi)來促進(jin)配電(dian)網(wang)(wang)發展(zhan)。建議推進(jin)電(dian)網(wang)(wang)企業(ye)考核制度改(gai)(gai)革,調整(zheng)電(dian)網(wang)(wang)考核指(zhi)標或者目標值,比如當前(qian)(qian)階段(duan),可以將配網(wang)(wang)試點(dian)項目推進(jin)情(qing)況,作為省級(ji)電(dian)網(wang)(wang)主要領導考核指(zhi)標之一(yi)。使電(dian)網(wang)(wang)企業(ye)放(fang)手(shou)支(zhi)持電(dian)改(gai)(gai)、參與(yu)電(dian)改(gai)(gai),促進(jin)整(zheng)個社會用(yong)電(dian)成本的(de)降低和電(dian)力(li)設施運營(ying)(ying)效(xiao)率(lv)的(de)提(ti)高。
6.嚴格把關項目本身質量,提高項目收益
選(xuan)擇合(he)適的(de)(de)(de)投(tou)(tou)(tou)資(zi)(zi)(zi)主體,設置合(he)理(li)的(de)(de)(de)股權結構,建立明確(que)的(de)(de)(de)退出(chu)(chu)機制。政(zheng)(zheng)府遴(lin)選(xuan)配(pei)(pei)網(wang)項(xiang)目(mu)投(tou)(tou)(tou)資(zi)(zi)(zi)主體時,應(ying)要求投(tou)(tou)(tou)資(zi)(zi)(zi)主體有長遠的(de)(de)(de)眼光,有一定的(de)(de)(de)資(zi)(zi)(zi)金實力(li)和(he)良好(hao)的(de)(de)(de)現(xian)金流,最好(hao)有豐富(fu)的(de)(de)(de)電(dian)力(li)運營(ying)經驗和(he)足(zu)夠的(de)(de)(de)電(dian)力(li)管(guan)理(li)及技術(shu)人(ren)員。在(zai)初期,禁止基(ji)金、自然人(ren)、純財務(wu)投(tou)(tou)(tou)資(zi)(zi)(zi)人(ren)的(de)(de)(de)進入。股權結構上,盡量有單一絕對控制股東。對于(yu)利用新的(de)(de)(de)壟斷(duan)地位攫取(qu)不合(he)理(li)利潤、服務(wu)質(zhi)量差、運營(ying)質(zhi)量差的(de)(de)(de)企業(ye),需要有明確(que)的(de)(de)(de)退出(chu)(chu)及罰責機制,避(bi)(bi)免(mian)出(chu)(chu)現(xian)機會(hui)主義的(de)(de)(de)投(tou)(tou)(tou)資(zi)(zi)(zi)者。避(bi)(bi)免(mian)炒作套利,甚(shen)至做夾層公司(si)套利。退出(chu)(chu)只能以(yi)項(xiang)目(mu)已完成(cheng)投(tou)(tou)(tou)資(zi)(zi)(zi)、項(xiang)目(mu)現(xian)值(zhi)(zhi)和(he)評估值(zhi)(zhi)最小值(zhi)(zhi)退出(chu)(chu),政(zheng)(zheng)府以(yi)拍(pai)賣或投(tou)(tou)(tou)標的(de)(de)(de)形式重(zhong)新選(xuan)擇投(tou)(tou)(tou)資(zi)(zi)(zi)者。其次,努力(li)提高配(pei)(pei)網(wang)項(xiang)目(mu)綜(zong)合(he)收(shou)益。一方面,增量配(pei)(pei)電(dian)網(wang)企業(ye)應(ying)積極采取(qu)靈活的(de)(de)(de)價(jia)格策(ce)略,探索新的(de)(de)(de)經營(ying)模式,同時,利用配(pei)(pei)網(wang)對用戶天然的(de)(de)(de)粘性,積極開展用戶增值(zhi)(zhi)服務(wu),提高項(xiang)目(mu)綜(zong)合(he)收(shou)益。
