為認真落實中央(yang)(yang)經(jing)(jing)濟工(gong)作會議要(yao)求和(he)政府工(gong)作報告部(bu)署(shu),深化供(gong)給(gei)側結構性(xing)改(gai)(gai)革(ge),推進(jin)電力體(ti)(ti)制(zhi)改(gai)(gai)革(ge),根據《中共中央(yang)(yang)國(guo)務院關于進(jin)一步(bu)深化電力體(ti)(ti)制(zhi)改(gai)(gai)革(ge)的若(ruo)干意見》(中發〔2015〕9號(hao))精神及《國(guo)家發展改(gai)(gai)革(ge)委國(guo)家能(neng)源局關于印發電力體(ti)(ti)制(zhi)改(gai)(gai)革(ge)配套文(wen)件的通(tong)知》(發改(gai)(gai)經(jing)(jing)體(ti)(ti)〔2015〕2752號(hao))等(deng)相關文(wen)件要(yao)求,現(xian)就規范(fan)優(you)(you)先發電、優(you)(you)先購電計(ji)劃管(guan)理有關事項通(tong)知如下。
一、充分認識建立完善優先發電、優先購電制度的重要意義
(一)優先發電、優先購電制度是貫徹落實電力體制改革精神,完善政府公益性調節性服務功能的重要舉措。優先發電是實現風電、太陽能發電等清潔能源保障性收購,確保核電、大型水電等清潔能源按基荷滿發和安全運行,促進調峰調頻等調節性電源穩定運行的有效方式。優先(xian)(xian)購(gou)電是為(wei)居民(min)、農(nong)業、重要公用事業和(he)公益(yi)性服(fu)務(wu)(wu)等重點用電提供保障性服(fu)務(wu)(wu),確(que)保民(min)生用電安全可靠的必要措施(shi)。優先(xian)(xian)發電、優先(xian)(xian)購(gou)電使(shi)市場在(zai)電力(li)資源配置中(zhong)起決(jue)定性作用的同(tong)時,更好的促進有效市場和(he)有為(wei)政府相結合(he),保障電力(li)系統清(qing)潔低碳、安全高效運行,意義重大。
(二)各(ge)地(di)政府部門、各(ge)電(dian)(dian)力(li)企業要(yao)(yao)堅持以習近平新(xin)時代中國特色社(she)會主義(yi)思想為指導,全面(mian)貫徹黨的十(shi)九大和十(shi)九屆二中、三(san)中全會精(jing)神,進一步深(shen)入(ru)推進電(dian)(dian)力(li)體制(zhi)改革(ge),總結(jie)開展優(you)(you)先發(fa)電(dian)(dian)、優(you)(you)先購(gou)(gou)電(dian)(dian)工作(zuo)(zuo)的經驗,強化落實措施(shi),規范工作(zuo)(zuo)程序,加強優(you)(you)先發(fa)電(dian)(dian)、優(you)(you)先購(gou)(gou)電(dian)(dian)計劃管(guan)理,加快(kuai)構建與市(shi)場化改革(ge)相適應的新(xin)型電(dian)(dian)力(li)運行管(guan)理模式。電(dian)(dian)力(li)現貨市(shi)場試(shi)點地(di)區,可(ke)以根據實際需要(yao)(yao)設計優(you)(you)先發(fa)電(dian)(dian)、優(you)(you)先購(gou)(gou)電(dian)(dian)計劃改革(ge)路(lu)徑。
(三(san))建(jian)立完善優(you)先(xian)發電(dian)(dian)(dian)(dian)、優(you)先(xian)購(gou)電(dian)(dian)(dian)(dian)制(zhi)度要(yao)(yao)堅持(chi)安(an)全(quan)可靠,以保(bao)障電(dian)(dian)(dian)(dian)力(li)系統安(an)全(quan)穩定運行和電(dian)(dian)(dian)(dian)力(li)可靠供(gong)(gong)應為基本前提(ti),促進(jin)電(dian)(dian)(dian)(dian)力(li)安(an)全(quan)可靠水平(ping)提(ti)高;要(yao)(yao)堅持(chi)綠(lv)色發展,落(luo)實國家能源(yuan)戰略,大力(li)促進(jin)清潔能源(yuan)消納,推動電(dian)(dian)(dian)(dian)力(li)行業(ye)綠(lv)色發展和能源(yuan)結構優(you)化(hua);要(yao)(yao)堅持(chi)保(bao)障和改善民生(sheng),保(bao)障電(dian)(dian)(dian)(dian)力(li)基本公(gong)共服務(wu)的供(gong)(gong)給,確保(bao)居民、農業(ye)、重要(yao)(yao)公(gong)用事業(ye)和公(gong)益性(xing)服務(wu)等用電(dian)(dian)(dian)(dian);要(yao)(yao)堅持(chi)市(shi)場化(hua)方(fang)向,僅保(bao)留(liu)必(bi)要(yao)(yao)的優(you)先(xian)發電(dian)(dian)(dian)(dian)、優(you)先(xian)購(gou)電(dian)(dian)(dian)(dian)計劃(hua),積極通過市(shi)場化(hua)方(fang)式落(luo)實優(you)先(xian)發電(dian)(dian)(dian)(dian)、優(you)先(xian)購(gou)電(dian)(dian)(dian)(dian)計劃(hua);要(yao)(yao)堅持(chi)因地(di)制(zhi)宜,充分考慮各(ge)地(di)供(gong)(gong)需形勢、電(dian)(dian)(dian)(dian)源(yuan)結構、用戶(hu)結構的實際情況,采(cai)取差異(yi)化(hua)措(cuo)施。
二、嚴格界定適用范圍,科學編制優先發電、優先購電計劃
(四)編制優先發電(dian)計劃要重點做好電(dian)網(wang)安全和(he)民生保障(zhang)、資(zi)源(yuan)利用保障(zhang)、政(zheng)策獎勵保障(zhang)等方面工作(zuo)。
清潔能源資源利用保障方面,納入規劃的風能、太陽能發電,在消納不受限地區按照資源條件對應的發電量全額安排計劃;在消納受限地區,按照全額保障性收購要求,結合當地實際安排計劃,研究制定合理的解決措施,確保優先發電計劃小時數逐年增加到合理水平。納入規劃的(de)(de)(de)生物質能(含直燃、耦合等(deng)利(li)用方式)等(deng)其他(ta)非水(shui)(shui)可再生能源發(fa)(fa)電(dian)(dian)(dian),按照(zhao)資源條(tiao)件(jian)對(dui)應的(de)(de)(de)發(fa)(fa)電(dian)(dian)(dian)量全額安(an)(an)(an)(an)排(pai)計(ji)(ji)劃。基(ji)荷(he)容量之外的(de)(de)(de)水(shui)(shui)電(dian)(dian)(dian),在(zai)消(xiao)(xiao)納條(tiao)件(jian)較好(hao)地區(qu),根據當年來水(shui)(shui)情況,兼顧資源等(deng)條(tiao)件(jian)、歷史(shi)均(jun)值(zhi)和綜合利(li)用要(yao)求,安(an)(an)(an)(an)排(pai)計(ji)(ji)劃;在(zai)消(xiao)(xiao)納受限地區(qu),對(dui)未進入市場(chang)交(jiao)易的(de)(de)(de)水(shui)(shui)電(dian)(dian)(dian)發(fa)(fa)電(dian)(dian)(dian)量,以(yi)機組前(qian)3年平均(jun)發(fa)(fa)電(dian)(dian)(dian)量為基(ji)礎,根據發(fa)(fa)電(dian)(dian)(dian)空間(jian)等(deng)比例(li)安(an)(an)(an)(an)排(pai)計(ji)(ji)劃。基(ji)荷(he)容量之外的(de)(de)(de)核電(dian)(dian)(dian),按照(zhao)保障核電(dian)(dian)(dian)安(an)(an)(an)(an)全消(xiao)(xiao)納的(de)(de)(de)有關(guan)規定(ding)安(an)(an)(an)(an)排(pai)計(ji)(ji)劃。余(yu)(yu)(yu)熱、余(yu)(yu)(yu)壓、余(yu)(yu)(yu)氣、煤(mei)層氣等(deng)資源綜合利(li)用機組發(fa)(fa)電(dian)(dian)(dian),按照(zhao)資源條(tiao)件(jian)對(dui)應的(de)(de)(de)發(fa)(fa)電(dian)(dian)(dian)量全額安(an)(an)(an)(an)排(pai)計(ji)(ji)劃。
電(dian)(dian)網安(an)(an)全和(he)民生保障方(fang)(fang)面,各類機(ji)組(zu)發電(dian)(dian)按照保障電(dian)(dian)網調峰調頻、電(dian)(dian)壓(ya)支(zhi)撐確(que)定(ding)的機(ji)組(zu)最小開機(ji)方(fang)(fang)式安(an)(an)排(pai)計劃(hua),水(shui)電(dian)(dian)、核電(dian)(dian)按承擔基荷的容量安(an)(an)排(pai)計劃(hua)。供(gong)熱方(fang)(fang)式合理、實現(xian)在線監測、符合環保要求并(bing)達到國家規定(ding)熱電(dian)(dian)比的熱電(dian)(dian)聯產機(ji)組(zu)發電(dian)(dian),在采暖期按照“以熱定(ding)電(dian)(dian)”原(yuan)則安(an)(an)排(pai)計劃(hua)。
跨省(sheng)跨區資源(yuan)利(li)用保障方(fang)面,國家(jia)規劃(hua)(hua)內的(de)(de)既有大(da)型(xing)水(shui)電(dian)、核電(dian),按照(zhao)不低于(yu)上(shang)年(nian)實際水(shui)平(ping)或(huo)多年(nian)平(ping)均(jun)水(shui)平(ping)安(an)排(pai)計劃(hua)(hua);網對網送電(dian)按照(zhao)地方(fang)政(zheng)府協議安(an)排(pai)計劃(hua)(hua);國家(jia)規劃(hua)(hua)內的(de)(de)既有煤電(dian)機組(zu),采取點對網或(huo)類(lei)(lei)似點對網專線輸電(dian)方(fang)式送(分(fen))電(dian)的(de)(de),原則上(shang)按照(zhao)與(yu)受端省(sheng)份同類(lei)(lei)型(xing)機組(zu)相當原則安(an)排(pai)計劃(hua)(hua),并(bing)根據需(xu)(xu)要(yao)適(shi)當調整(zheng);歷(li)史形成統一分(fen)配電(dian)量的(de)(de)煤電(dian)機組(zu),根據歷(li)史均(jun)值并(bing)參(can)考供(gong)需(xu)(xu)變化安(an)排(pai)計劃(hua)(hua)。
政策獎(jiang)勵(li)(li)保障方面,對貧困(kun)地區(qu)機(ji)組、可(ke)再生(sheng)能源調峰機(ji)組、超低排(pai)放(fang)燃煤機(ji)組等,按照有(you)關(guan)政策明確的獎(jiang)勵(li)(li)要求安排(pai)計劃。
違法違規建(jian)設的機(ji)組(zu)不(bu)得(de)安排優先(xian)發電計(ji)劃。
(五(wu))編制(zhi)優先(xian)購電(dian)(dian)(dian)計劃要重點(dian)做好(hao)農業用(yong)(yong)(yong)電(dian)(dian)(dian)、居民(min)生(sheng)(sheng)活(huo)用(yong)(yong)(yong)電(dian)(dian)(dian)及重要公用(yong)(yong)(yong)事業、公益性服務(wu)用(yong)(yong)(yong)電(dian)(dian)(dian)的(de)保障,其中重要公用(yong)(yong)(yong)事業、公益性服務(wu)用(yong)(yong)(yong)電(dian)(dian)(dian)應(ying)包括黨政機關、學(xue)校、醫院、公共交通、金融(rong)、通信、郵政、供(gong)水、供(gong)氣等涉及社會生(sheng)(sheng)活(huo)基本需求,或提(ti)供(gong)公共產品(pin)和服務(wu)的(de)部(bu)門和單位用(yong)(yong)(yong)電(dian)(dian)(dian)。優先(xian)購電(dian)(dian)(dian)用(yong)(yong)(yong)戶生(sheng)(sheng)產、提(ti)供(gong)服務(wu)以及工作(zuo)期間的(de)用(yong)(yong)(yong)電(dian)(dian)(dian)量應(ying)全額納入優先(xian)購電(dian)(dian)(dian)計劃。
(六)結(jie)合電(dian)力市(shi)(shi)場建(jian)設,鼓勵(li)和(he)允許優(you)先發電(dian)機組、優(you)先購電(dian)用(yong)戶本(ben)著自愿原則,探索進入(ru)市(shi)(shi)場。
三、有效完善政策體系,切實執行優先發電、優先購電計劃
(七(qi))優(you)(you)先(xian)發(fa)電(dian)(dian)(dian)價(jia)(jia)格(ge)按照“保(bao)(bao)(bao)(bao)量(liang)保(bao)(bao)(bao)(bao)價(jia)(jia)”和“保(bao)(bao)(bao)(bao)量(liang)限(xian)(xian)價(jia)(jia)”相結(jie)合的(de)(de)方式(shi)形(xing)(xing)成(cheng)(cheng)(cheng),實行(xing)“保(bao)(bao)(bao)(bao)量(liang)保(bao)(bao)(bao)(bao)價(jia)(jia)”的(de)(de)優(you)(you)先(xian)發(fa)電(dian)(dian)(dian)計(ji)劃電(dian)(dian)(dian)量(liang)由電(dian)(dian)(dian)網企業按照政(zheng)府(fu)定(ding)(ding)價(jia)(jia)收購(gou),實行(xing)“保(bao)(bao)(bao)(bao)量(liang)限(xian)(xian)價(jia)(jia)”的(de)(de)優(you)(you)先(xian)發(fa)電(dian)(dian)(dian)計(ji)劃電(dian)(dian)(dian)量(liang)通過市(shi)場(chang)化(hua)方式(shi)形(xing)(xing)成(cheng)(cheng)(cheng)價(jia)(jia)格(ge)。政(zheng)府(fu)定(ding)(ding)價(jia)(jia)部分(fen)的(de)(de)優(you)(you)先(xian)發(fa)電(dian)(dian)(dian)計(ji)劃比(bi)例應逐(zhu)年(nian)遞減,當同(tong)類型機組(zu)(zu)大部分(fen)實現市(shi)場(chang)化(hua)方式(shi)形(xing)(xing)成(cheng)(cheng)(cheng)價(jia)(jia)格(ge)后,取(qu)消政(zheng)府(fu)定(ding)(ding)價(jia)(jia)。通過競價(jia)(jia)招標(biao)方式(shi)確(que)定(ding)(ding)上網電(dian)(dian)(dian)價(jia)(jia)的(de)(de)優(you)(you)先(xian)發(fa)電(dian)(dian)(dian)機組(zu)(zu),按照招標(biao)形(xing)(xing)成(cheng)(cheng)(cheng)的(de)(de)價(jia)(jia)格(ge)執行(xing)。市(shi)場(chang)化(hua)形(xing)(xing)成(cheng)(cheng)(cheng)價(jia)(jia)格(ge)的(de)(de)優(you)(you)先(xian)發(fa)電(dian)(dian)(dian),應積極通過參與本地(di)電(dian)(dian)(dian)力(li)市(shi)場(chang)確(que)定(ding)(ding)交易價(jia)(jia)格(ge);未能成(cheng)(cheng)(cheng)交的(de)(de)部分(fen),執行(xing)本地(di)區同(tong)類型機組(zu)(zu)市(shi)場(chang)化(hua)形(xing)(xing)成(cheng)(cheng)(cheng)的(de)(de)平均購(gou)電(dian)(dian)(dian)價(jia)(jia)格(ge)。
跨(kua)省(sheng)跨(kua)區資源利用保障方(fang)面的(de)(de)(de)優先發電(dian)(dian)(dian)價(jia)格按(an)照《國(guo)家(jia)發展改革委(wei)關于完善跨(kua)省(sheng)跨(kua)區電(dian)(dian)(dian)能交(jiao)易(yi)價(jia)格形(xing)成(cheng)機制有關問題的(de)(de)(de)通知》(發改價(jia)格〔2015〕962號(hao))有關精(jing)神,由(you)送電(dian)(dian)(dian)、受電(dian)(dian)(dian)市場主體雙(shuang)方(fang)在自(zi)愿平等基(ji)礎上(shang),在貫(guan)徹落實(shi)國(guo)家(jia)能源戰略的(de)(de)(de)前(qian)提下,按(an)照“風險共擔、利益共享”原則協(xie)商(shang)或(huo)通過市場化交(jiao)易(yi)方(fang)式確定送受電(dian)(dian)(dian)價(jia)格,鼓勵通過簽訂(ding)中長期合同的(de)(de)(de)方(fang)式予以落實(shi);優先發電(dian)(dian)(dian)計劃電(dian)(dian)(dian)量以外部(bu)分(fen)參加受電(dian)(dian)(dian)地區市場化競(jing)價(jia)。送受電(dian)(dian)(dian)雙(shuang)方(fang)經協(xie)商(shang)后確實(shi)無法達成(cheng)一致意(yi)見的(de)(de)(de),可建議國(guo)家(jia)發展改革委(wei)、國(guo)家(jia)能源局協(xie)調。
優(you)先購電計劃由電網(wang)企業按照政(zheng)府定價向(xiang)優(you)先購電用戶保障供(gong)電。
(八)建立優先(xian)發(fa)(fa)(fa)電(dian)(dian)(dian)計(ji)劃(hua)指(zhi)標(biao)轉(zhuan)(zhuan)(zhuan)讓機(ji)(ji)(ji)制。政策獎勵保障、跨省跨區資源利(li)用保障方面的煤電(dian)(dian)(dian)優先(xian)發(fa)(fa)(fa)電(dian)(dian)(dian)計(ji)劃(hua)指(zhi)標(biao),可(ke)(ke)通過發(fa)(fa)(fa)電(dian)(dian)(dian)權交易轉(zhuan)(zhuan)(zhuan)讓給(gei)其(qi)他機(ji)(ji)(ji)組。優先(xian)發(fa)(fa)(fa)電(dian)(dian)(dian)計(ji)劃(hua)指(zhi)標(biao)優先(xian)轉(zhuan)(zhuan)(zhuan)讓給(gei)清潔能源發(fa)(fa)(fa)電(dian)(dian)(dian)機(ji)(ji)(ji)組和高效(xiao)低排(pai)放火(huo)電(dian)(dian)(dian)機(ji)(ji)(ji)組,指(zhi)標(biao)交易可(ke)(ke)在本地進行,也(ye)可(ke)(ke)以跨省跨區開(kai)展。
清(qing)潔能(neng)源資(zi)源利用(yong)保障方面的(de)優(you)(you)先發電計(ji)(ji)劃,如受(shou)系統安全、資(zi)源因(yin)素及機組(zu)自身故(gu)障之外的(de)影響,導致無法完成計(ji)(ji)劃,視為優(you)(you)先發電計(ji)(ji)劃指(zhi)標轉讓至系統內優(you)(you)先級較低的(de)其他機組(zu),由相應機組(zu)按(an)影響大小承擔補償費用(yong)。
(九)合理制定有序(xu)用電(dian)方案(an)并按(an)年度(du)滾動(dong)調整,出現電(dian)力缺口(kou)或(huo)重大(da)突發事件時,對優先購電(dian)用戶保(bao)障供電(dian),其他(ta)用戶按(an)照有序(xu)用電(dian)方案(an)承擔有序(xu)用電(dian)義務(wu)。
四、細化工作程序,規范管理優先發電、優先購電計劃
(十)各省(區(qu)(qu)、市)政府(fu)主管部(bu)門要會同有關部(bu)門、電(dian)力(li)企業,根據國(guo)(guo)家(jia)(jia)關于優先發(fa)(fa)(fa)電(dian)、優先購(gou)電(dian)保障的(de)有關要求,結合本(ben)地(di)(di)區(qu)(qu)電(dian)力(li)生產和消費實(shi)際,編制(zhi)本(ben)地(di)(di)區(qu)(qu)下(xia)一年(nian)度(du)優先發(fa)(fa)(fa)電(dian)、優先購(gou)電(dian)計劃(hua),每(mei)年(nian)10月底前上報(bao)國(guo)(guo)家(jia)(jia)發(fa)(fa)(fa)展改革(ge)委。國(guo)(guo)家(jia)(jia)電(dian)網公司、南方電(dian)網公司受國(guo)(guo)家(jia)(jia)發(fa)(fa)(fa)展改革(ge)委委托(tuo),要征求跨省跨區(qu)(qu)送受電(dian)各方意見,提(ti)出本(ben)經營(ying)區(qu)(qu)域下(xia)一年(nian)度(du)跨省跨區(qu)(qu)優先發(fa)(fa)(fa)電(dian)計劃(hua)預案,每(mei)年(nian)10月底前上報(bao)國(guo)(guo)家(jia)(jia)發(fa)(fa)(fa)展改革(ge)委。
(十一(yi))國家發(fa)展改(gai)革委組織就(jiu)優先發(fa)電(dian)、優先購(gou)(gou)電(dian)計劃征(zheng)求各方(fang)意見,根據(ju)工作(zuo)需要對送受(shou)電(dian)雙方(fang)不能(neng)達成一(yi)致的跨省跨區(qu)優先發(fa)電(dian)計劃進行協調,并(bing)將完善后(hou)的優先發(fa)電(dian)、優先購(gou)(gou)電(dian)計劃納入年度基礎(chu)產(chan)業(ye)(ye)、新興產(chan)業(ye)(ye)和(he)部分重點領域發(fa)展計劃,下發(fa)各省(區(qu)、市(shi))政府(fu)主(zhu)管部門和(he)相(xiang)關(guan)電(dian)力企業(ye)(ye)。

五、明確保障措施,加強事中事后監管
(十三)國家發(fa)展改革委(wei)加強對全(quan)國優先(xian)(xian)發(fa)電(dian)(dian)、優先(xian)(xian)購(gou)(gou)電(dian)(dian)計(ji)劃實施情況的(de)監督,指導各省(區、市)政(zheng)府主管部門做好本地區優先(xian)(xian)發(fa)電(dian)(dian)、優先(xian)(xian)購(gou)(gou)電(dian)(dian)計(ji)劃編(bian)制及組織實施工作。
(十四)各省(sheng)(區、市)政府(fu)主(zhu)管部門要將(jiang)省(sheng)內優(you)先發電計(ji)(ji)劃(hua)和(he)跨(kua)省(sheng)跨(kua)區優(you)先發電計(ji)(ji)劃(hua)落實(shi)到電廠,建立(li)優(you)先購電用(yong)戶目錄,并根據保障需要,進行動態調整。
(十五)電(dian)(dian)(dian)網(wang)企業要(yao)(yao)通過電(dian)(dian)(dian)力調(diao)度機(ji)構(gou)優(you)(you)(you)先(xian)(xian)調(diao)度落實好優(you)(you)(you)先(xian)(xian)發(fa)(fa)電(dian)(dian)(dian)、優(you)(you)(you)先(xian)(xian)購(gou)電(dian)(dian)(dian)計(ji)(ji)劃;要(yao)(yao)根據優(you)(you)(you)先(xian)(xian)發(fa)(fa)電(dian)(dian)(dian)、優(you)(you)(you)先(xian)(xian)購(gou)電(dian)(dian)(dian)計(ji)(ji)劃,與優(you)(you)(you)先(xian)(xian)發(fa)(fa)電(dian)(dian)(dian)企業簽(qian)(qian)訂優(you)(you)(you)先(xian)(xian)發(fa)(fa)電(dian)(dian)(dian)購(gou)售電(dian)(dian)(dian)合(he)同(tong),與優(you)(you)(you)先(xian)(xian)購(gou)電(dian)(dian)(dian)用戶簽(qian)(qian)訂優(you)(you)(you)先(xian)(xian)購(gou)電(dian)(dian)(dian)供用電(dian)(dian)(dian)合(he)同(tong),合(he)同(tong)性質可為(wei)差價合(he)約(yue)或實物合(he)同(tong),積極促(cu)成優(you)(you)(you)先(xian)(xian)發(fa)(fa)電(dian)(dian)(dian)計(ji)(ji)劃市(shi)(shi)(shi)場(chang)(chang)化(hua)(hua)部(bu)(bu)分(fen)交易和(he)優(you)(you)(you)先(xian)(xian)發(fa)(fa)電(dian)(dian)(dian)合(he)同(tong)轉(zhuan)讓交易。電(dian)(dian)(dian)力交易機(ji)構(gou)要(yao)(yao)做好優(you)(you)(you)先(xian)(xian)發(fa)(fa)電(dian)(dian)(dian)計(ji)(ji)劃市(shi)(shi)(shi)場(chang)(chang)化(hua)(hua)部(bu)(bu)分(fen)和(he)優(you)(you)(you)先(xian)(xian)發(fa)(fa)電(dian)(dian)(dian)指標交易相關組織和(he)服務工(gong)作,優(you)(you)(you)先(xian)(xian)發(fa)(fa)電(dian)(dian)(dian)計(ji)(ji)劃相關的市(shi)(shi)(shi)場(chang)(chang)化(hua)(hua)合(he)同(tong)應優(you)(you)(you)先(xian)(xian)于其他市(shi)(shi)(shi)場(chang)(chang)化(hua)(hua)合(he)同(tong)進行結算(suan)。
(十六(liu))優(you)先(xian)發電(dian)機組、優(you)先(xian)購電(dian)用戶及優(you)先(xian)發電(dian)、優(you)先(xian)購電(dian)計劃(hua)安排、調整,應(ying)通過相關政(zheng)府部門(men)門(men)戶網站、電(dian)力(li)交易機構網站、“信用中國”網站等向(xiang)社(she)會(hui)公示(shi),接受全社(she)會(hui)監(jian)督。
