近日,國(guo)(guo)家能(neng)(neng)源局(ju)綜合司發布(bu)《關于征(zheng)求加強(qiang)儲(chu)能(neng)(neng)技(ji)術標(biao)(biao)準化工作的實施方案》意(yi)見的函,目標(biao)(biao)在“十三五”期間,初(chu)步(bu)建立儲(chu)能(neng)(neng)技(ji)術標(biao)(biao)準體(ti)(ti)系,“十四五”期間,形成較為科(ke)學(xue)、完善的儲(chu)能(neng)(neng)技(ji)術標(biao)(biao)準體(ti)(ti)系,積極參與儲(chu)能(neng)(neng)標(biao)(biao)準化國(guo)(guo)際(ji)(ji)活動(dong),提高(gao)國(guo)(guo)際(ji)(ji)影響(xiang)力(li),提升國(guo)(guo)際(ji)(ji)話語權(quan)。
將建設健全儲(chu)(chu)能(neng)(neng)(neng)(neng)技(ji)術標準化(hua)組織、重(zhong)點開展集中式和分布式儲(chu)(chu)能(neng)(neng)(neng)(neng)系統技(ji)術及標準研(yan)(yan)究(jiu)列為重(zhong)點任務,實質性參與IEC/TC8(供電系統因(yin)素)、IEC/TC21(蓄電池(chi))、IEC/TC105(燃料電池(chi))、IEC/TC120(電力儲(chu)(chu)能(neng)(neng)(neng)(neng)系統)、ISO/TC197(氫能(neng)(neng)(neng)(neng))等儲(chu)(chu)能(neng)(neng)(neng)(neng)技(ji)術領域(yu)的(de)國際標準化(hua)組織,爭取牽(qian)頭研(yan)(yan)制儲(chu)(chu)能(neng)(neng)(neng)(neng)技(ji)術國際標準。此外還要加大資(zi)金投入,積極爭取國家各類專項資(zi)金支持,引(yin)導行業、地方資(zi)金投入,調動(dong)企業積極性。

關于加強儲能技術標準化工作的實施方案
(征求意見稿)
為落實(shi)《關(guan)于促進儲能(neng)技(ji)術(shu)(shu)與產業(ye)發(fa)展(zhan)的指導意(yi)見(jian)》(發(fa)改(gai)能(neng)源〔2017〕1701號),規范(fan)、促進儲能(neng)技(ji)術(shu)(shu)與產業(ye)發(fa)展(zhan),立足深化能(neng)源生產和消費革命的要求(qiu),圍(wei)繞建(jian)立健全先進、系統、適宜、可實(shi)現(xian)的技(ji)術(shu)(shu)標(biao)準體系,根(gen)據《中華人民共和國(guo)標(biao)準化法(fa)》,現(xian)提出儲能(neng)技(ji)術(shu)(shu)標(biao)準化實(shi)施(shi)方案如(ru)下(xia):
一、總體要求
以習近平新(xin)時代中國特(te)色社會(hui)(hui)主義思想為指導,深入貫徹落實黨的十九(jiu)(jiu)大和(he)十九(jiu)(jiu)屆二中、三中全(quan)會(hui)(hui)精神,堅(jian)持新(xin)發展理念(nian),強化頂層設計和(he)工作統籌,科學(xue)建設儲能技術標準體系,有(you)力支撐儲能技術與產(chan)業發展。
堅持政(zheng)府推動、多(duo)方參與。由政(zheng)府引導(dao),行業協會和標準化(hua)管理機構及(ji)技術組織推動實施,充分(fen)激發市場活力,形(xing)成(cheng)政(zheng)產(chan)學研(yan)用廣泛參與、協同推進、共(gong)建(jian)共(gong)享的儲能技術標準化(hua)工作格局。
堅持全面規劃、重點部(bu)署(shu)。做好頂(ding)層設計,扎實開展儲能標(biao)準(zhun)體系建(jian)設、重點標(biao)準(zhun)研制(zhi)、工(gong)程應用示范、國際化(hua)等(deng)重點工(gong)作(zuo),推動儲能標(biao)準(zhun)化(hua)取得實質性進展。
堅持(chi)示(shi)范(fan)試點、標準引導。及時(shi)將新興(xing)儲(chu)能(neng)技術應用(yong)研(yan)發(fa)及示(shi)范(fan)成(cheng)果轉(zhuan)化為技術標準,規(gui)范(fan)儲(chu)能(neng)產(chan)(chan)業(ye)發(fa)展(zhan),形(xing)成(cheng)儲(chu)能(neng)技術研(yan)發(fa)、標準引領、產(chan)(chan)業(ye)發(fa)展(zhan)互相(xiang)促(cu)進、螺旋上升的良性(xing)局面。
堅持創新機制(zhi)、務(wu)求實(shi)效(xiao)(xiao)。建立(li)儲(chu)(chu)能技術標(biao)準化工作協同(tong)機制(zhi),明確(que)儲(chu)(chu)能技術標(biao)準化層次架構,強化標(biao)準實(shi)施效(xiao)(xiao)果評估,確(que)保標(biao)準化工作取得實(shi)效(xiao)(xiao)。
二、工作目標
“十三五”期間,調(diao)整補充完善現(xian)有標準(zhun)化技(ji)術組織(zhi),加強(qiang)標準(zhun)化管理機構(gou)及技(ji)術組織(zhi)之間協同(tong)合(he)作,初步建(jian)立(li)儲能技(ji)術標準(zhun)體系,并形成一批重(zhong)點技(ji)術規范和標準(zhun)。
“十四五(wu)”期(qi)間,形(xing)成較為科學、完善的儲能技術標準體系,積極(ji)參(can)與儲能標準化國際(ji)活動,提高(gao)國際(ji)影響力,提升國際(ji)話語權。
三、重點任務
(一)建立(li)(li)儲能(neng)(neng)技術(shu)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)系統化(hua)(hua)(hua)(hua)(hua)(hua)協調(diao)工作(zuo)機制。由(you)國家能(neng)(neng)源局、國家標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)化(hua)(hua)(hua)(hua)(hua)(hua)管(guan)理(li)委員會聯(lian)合(he)牽頭成(cheng)立(li)(li)國家儲能(neng)(neng)技術(shu)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)化(hua)(hua)(hua)(hua)(hua)(hua)總體(ti)組(zu),負責整體(ti)管(guan)理(li)、協調(diao)、監督儲能(neng)(neng)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)化(hua)(hua)(hua)(hua)(hua)(hua)工作(zuo),研究擬定儲能(neng)(neng)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)化(hua)(hua)(hua)(hua)(hua)(hua)建設方向(xiang)、政策(ce)、規(gui)劃。依托國家儲能(neng)(neng)技術(shu)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)化(hua)(hua)(hua)(hua)(hua)(hua)總體(ti)組(zu),建立(li)(li)各級標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)化(hua)(hua)(hua)(hua)(hua)(hua)管(guan)理(li)機構(gou)之(zhi)(zhi)(zhi)間、可再(zai)生能(neng)(neng)源標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)化(hua)(hua)(hua)(hua)(hua)(hua)組(zu)織與儲能(neng)(neng)技術(shu)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)化(hua)(hua)(hua)(hua)(hua)(hua)組(zu)織之(zhi)(zhi)(zhi)間,以(yi)及(ji)各個儲能(neng)(neng)技術(shu)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)化(hua)(hua)(hua)(hua)(hua)(hua)組(zu)織之(zhi)(zhi)(zhi)間的聯(lian)絡及(ji)工作(zuo)協同機制。
(二)建(jian)設(she)健全(quan)儲能(neng)(neng)技(ji)術(shu)標(biao)(biao)(biao)準(zhun)(zhun)化(hua)組(zu)(zu)織。在(zai)儲能(neng)(neng)接入電(dian)(dian)(dian)(dian)(dian)網(wang)和(he)儲能(neng)(neng)系(xi)統(tong)方面(mian),發揮電(dian)(dian)(dian)(dian)(dian)力(li)標(biao)(biao)(biao)準(zhun)(zhun)化(hua)支(zhi)撐機構的(de)組(zu)(zu)織協調作用(yong),依托全(quan)國(guo)電(dian)(dian)(dian)(dian)(dian)力(li)儲能(neng)(neng)標(biao)(biao)(biao)委(wei)會等(deng)(deng)標(biao)(biao)(biao)準(zhun)(zhun)化(hua)技(ji)術(shu)組(zu)(zu)織重點開(kai)展(zhan)電(dian)(dian)(dian)(dian)(dian)化(hua)學(xue)儲能(neng)(neng)系(xi)統(tong)、抽水蓄能(neng)(neng)電(dian)(dian)(dian)(dian)(dian)站及氫儲能(neng)(neng)電(dian)(dian)(dian)(dian)(dian)站等(deng)(deng)領(ling)域的(de)標(biao)(biao)(biao)準(zhun)(zhun)體系(xi)建(jian)設(she)和(he)標(biao)(biao)(biao)準(zhun)(zhun)研制(zhi);在(zai)儲能(neng)(neng)設(she)備層面(mian),發揮電(dian)(dian)(dian)(dian)(dian)器(qi)工業(ye)標(biao)(biao)(biao)準(zhun)(zhun)化(hua)支(zhi)撐機構的(de)組(zu)(zu)織協調作用(yong),依托全(quan)國(guo)鉛酸(suan)蓄電(dian)(dian)(dian)(dian)(dian)池標(biao)(biao)(biao)委(wei)會、全(quan)國(guo)燃料電(dian)(dian)(dian)(dian)(dian)池及液(ye)流電(dian)(dian)(dian)(dian)(dian)池標(biao)(biao)(biao)委(wei)會、能(neng)(neng)源(yuan)行業(ye)液(ye)流電(dian)(dian)(dian)(dian)(dian)池標(biao)(biao)(biao)委(wei)會、能(neng)(neng)源(yuan)行業(ye)高(gao)溫燃料電(dian)(dian)(dian)(dian)(dian)池標(biao)(biao)(biao)委(wei)會等(deng)(deng)開(kai)展(zhan)各專業(ye)領(ling)域重點標(biao)(biao)(biao)準(zhun)(zhun)研制(zhi);由電(dian)(dian)(dian)(dian)(dian)器(qi)工業(ye)標(biao)(biao)(biao)準(zhun)(zhun)化(hua)支(zhi)撐機構牽(qian)頭成立(li)能(neng)(neng)源(yuan)行業(ye)蓄電(dian)(dian)(dian)(dian)(dian)池標(biao)(biao)(biao)準(zhun)(zhun)化(hua)推進組(zu)(zu),根(gen)據(ju)市場(chang)發展(zhan)需求和(he)技(ji)術(shu)進步動(dong)態及時調整、完善標(biao)(biao)(biao)準(zhun)(zhun)化(hua)技(ji)術(shu)組(zu)(zu)織和(he)標(biao)(biao)(biao)準(zhun)(zhun)體系(xi)。
(三)推進重(zhong)點儲(chu)(chu)(chu)能(neng)(neng)技(ji)(ji)術(shu)(shu)標(biao)(biao)準(zhun)(zhun)(zhun)研(yan)(yan)(yan)制(zhi)。從(cong)系(xi)統(tong)(tong)應用的(de)角度,建立涵蓋電力儲(chu)(chu)(chu)能(neng)(neng)系(xi)統(tong)(tong)規(gui)劃、設計、運(yun)行、維護以及(ji)儲(chu)(chu)(chu)能(neng)(neng)設備(bei)、部(bu)件、材料(liao)等各環節相互支撐、協同(tong)發展(zhan)的(de)標(biao)(biao)準(zhun)(zhun)(zhun)體系(xi)。加強(qiang)儲(chu)(chu)(chu)能(neng)(neng)技(ji)(ji)術(shu)(shu)研(yan)(yan)(yan)發與標(biao)(biao)準(zhun)(zhun)(zhun)研(yan)(yan)(yan)制(zhi)相結合,重(zhong)點開(kai)(kai)展(zhan)集中式和(he)分布式儲(chu)(chu)(chu)能(neng)(neng)系(xi)統(tong)(tong)技(ji)(ji)術(shu)(shu)及(ji)標(biao)(biao)準(zhun)(zhun)(zhun)研(yan)(yan)(yan)究(jiu)。在儲(chu)(chu)(chu)能(neng)(neng)接入(ru)電網和(he)儲(chu)(chu)(chu)能(neng)(neng)系(xi)統(tong)(tong)方面,全面開(kai)(kai)展(zhan)儲(chu)(chu)(chu)能(neng)(neng)系(xi)統(tong)(tong)規(gui)劃、設計、運(yun)行、維護等重(zhong)點標(biao)(biao)準(zhun)(zhun)(zhun)研(yan)(yan)(yan)制(zhi)。在儲(chu)(chu)(chu)能(neng)(neng)設備(bei)層面,補充(chong)完善抽水(shui)蓄(xu)能(neng)(neng)、鉛酸蓄(xu)電池標(biao)(biao)準(zhun)(zhun)(zhun);加強(qiang)鋰離子電池標(biao)(biao)準(zhun)(zhun)(zhun)研(yan)(yan)(yan)制(zhi);根據示(shi)范(fan)應用和(he)市(shi)場(chang)發展(zhan),有(you)序(xu)構(gou)建液流(liu)電池、燃料(liao)電池、鈉硫(liu)電池、鉛炭電池以及(ji)超(chao)級電力電容器等領域標(biao)(biao)準(zhun)(zhun)(zhun)體系(xi)并(bing)開(kai)(kai)展(zhan)重(zhong)點標(biao)(biao)準(zhun)(zhun)(zhun)研(yan)(yan)(yan)制(zhi);結合技(ji)(ji)術(shu)(shu)攻關進展(zhan),適(shi)時開(kai)(kai)展(zhan)超(chao)臨(lin)界壓縮空氣儲(chu)(chu)(chu)能(neng)(neng)、飛輪儲(chu)(chu)(chu)能(neng)(neng)、超(chao)導(dao)磁儲(chu)(chu)(chu)能(neng)(neng)、熱(re)儲(chu)(chu)(chu)能(neng)(neng)等領域標(biao)(biao)準(zhun)(zhun)(zhun)研(yan)(yan)(yan)究(jiu)。
(四)瞄準(zhun)(zhun)(zhun)國(guo)際(ji)(ji)標(biao)(biao)準(zhun)(zhun)(zhun)提升儲(chu)能(neng)(neng)(neng)技(ji)術水平和中(zhong)國(guo)標(biao)(biao)準(zhun)(zhun)(zhun)國(guo)際(ji)(ji)影響力。實質性(xing)參與IEC/TC8(供電(dian)系統因素)、IEC/TC21(蓄(xu)電(dian)池)、IEC/TC105(燃料電(dian)池)、IEC/TC120(電(dian)力儲(chu)能(neng)(neng)(neng)系統)、ISO/TC197(氫能(neng)(neng)(neng))等儲(chu)能(neng)(neng)(neng)技(ji)術領(ling)(ling)域(yu)的(de)國(guo)際(ji)(ji)標(biao)(biao)準(zhun)(zhun)(zhun)化(hua)組織,跟(gen)蹤有關專業領(ling)(ling)域(yu)國(guo)際(ji)(ji)標(biao)(biao)準(zhun)(zhun)(zhun)制(zhi)修訂(ding)進程,爭取牽頭研制(zhi)儲(chu)能(neng)(neng)(neng)技(ji)術國(guo)際(ji)(ji)標(biao)(biao)準(zhun)(zhun)(zhun)。在國(guo)際(ji)(ji)標(biao)(biao)準(zhun)(zhun)(zhun)跟(gen)蹤研究和驗證的(de)基(ji)礎上,進一步(bu)提高儲(chu)能(neng)(neng)(neng)技(ji)術國(guo)際(ji)(ji)標(biao)(biao)準(zhun)(zhun)(zhun)轉化(hua)率。加強儲(chu)能(neng)(neng)(neng)技(ji)術國(guo)際(ji)(ji)標(biao)(biao)準(zhun)(zhun)(zhun)合作,通過(guo)雙邊、多(duo)邊電(dian)力工(gong)程和項(xiang)目合作促進儲(chu)能(neng)(neng)(neng)技(ji)術標(biao)(biao)準(zhun)(zhun)(zhun)國(guo)際(ji)(ji)化(hua)。
四、保障措施
(一)強化(hua)工作協(xie)同。加強有(you)(you)關部門(men)之間(jian)、各行(xing)業標準化(hua)管理(li)機構之間(jian)、標準化(hua)技術組(zu)織之間(jian)協(xie)調(diao)(diao)溝(gou)通。發揮儲能技術標準的頂層協(xie)調(diao)(diao)機制作用,及時(shi)研究解決重大問(wen)題,確保標準與政(zheng)策法規(gui)有(you)(you)效銜接。
(二(er))充實技(ji)(ji)(ji)術力量。依托(tuo)行(xing)業(ye)和骨干(gan)企業(ye)、科研院所,健(jian)全完善相關儲(chu)能技(ji)(ji)(ji)術標(biao)準化技(ji)(ji)(ji)術組(zu)織,充分發揮現有行(xing)業(ye)標(biao)準化管理機(ji)構和標(biao)準化技(ji)(ji)(ji)術組(zu)織的(de)作用(yong),培(pei)養一批懂市場、懂技(ji)(ji)(ji)術、懂標(biao)準的(de)復合型人才。
(三)加大(da)資金(jin)投(tou)入。積(ji)極爭取國家各類專(zhuan)項資金(jin)支持,引(yin)導行業、地方資金(jin)投(tou)入,調動企業積(ji)極性,形成多渠道支持儲能標準化(hua)工(gong)作的格(ge)局。
(四)推進國(guo)(guo)際(ji)交流(liu)。密(mi)切跟蹤國(guo)(guo)際(ji)組(zu)織和國(guo)(guo)外先進儲能技術及標準化動(dong)態,支(zhi)持技術對口單位(wei)積極(ji)參與(yu)儲能國(guo)(guo)際(ji)標準化活(huo)動(dong),廣(guang)泛開展國(guo)(guo)際(ji)交流(liu)與(yu)合(he)作(zuo)。
(五)強化(hua)(hua)宣(xuan)貫實(shi)施(shi)。借助報(bao)刊、網絡等媒體,加大儲能(neng)標(biao)準(zhun)化(hua)(hua)工作宣(xuan)傳力(li)度,發揮相關(guan)標(biao)準(zhun)化(hua)(hua)管理機構及標(biao)準(zhun)化(hua)(hua)技術(shu)組織的平臺作用(yong),加強儲能(neng)技術(shu)交流及標(biao)準(zhun)宣(xuan)貫,有力(li)推(tui)動儲能(neng)技術(shu)進(jin)步和標(biao)準(zhun)應用(yong)實(shi)施(shi)。
